That’s a 43 percent drop (6 divided by 14), but it’s still just six kids.

Trumpeting a 43 percent change grabs front-page headlines, but isn’t an accurate representation of the findings. By comparing only the two most statistically advantageous data points in the series— the beginning and the end—the analysis

ignored everything in between. Numbers actually rose and fell during that decade, suggesting a less obvious trend.

Also, the reported error margins are large enough and overlap in such a way that they can’t rule out the possibility of an obesity increase between 2003-04 and 2011-12.

So the point is—as the study concludes— “Overall, there have been no significant changes in obesity prevalence in youth or adults between 2003-2004 and 2011-2012.”

The likelihood of obesity has increased, in fact, for adolescents (ages 12-17) from lowincome homes, according to recent analysis of the same data reported in the Proceedings of the National Academy of Science.

This is not to say people, including those of us at Chico State’s Center for Nutrition & Activity Promotion (CNAP), aren’t working hard to change things. In fact, CNAP has been working to improve community health for more than a decade. We’re ready for good news.

Very soon CNAP will begin its latest major health education initiative, assisting the California Department of Public Health and public health departments throughout Northern California in reversing obesity trends. Please join us in helping make that New York Times headline come true one day soon—for all age groups. Ω

Malaysian Airlines Flight 370 is new worldwide awareness of a problem the Chico City Council has been wrestling with recently: plastic garbage.

For days search teams kept finding what they thought were pieces of the airplane floating on the water, only to discover that they were floating garbage.

Around the world, people eager for news of the lost flight learned, coincidentally, that the world’s oceans were full of plastic debris, most of it in the form of single-use products such as bottles, bags and wrappers. A recent UCLA report estimates that 20 million tons of plastic waste enters the oceans every year, most of it collecting in five major sea-current gyres that are commonly referred to as “garbage patches” and are as large as the state of Texas.

Over time, this plastic breaks down into smaller pieces that fish, sea turtles and sea birds mistake for food. Plastic bags are especially dangerous to sea turtles, which often mistake them for jellyfish (i.e., food).

That’s why the City Council’s decision to again seek to decrease the number of plastic bags being used in Chico is a good one. The state Legislature has been trying for three years to pass a similar measure, so far unsuccessfully. This year it’s back with a measure (Senate Bill 270) that would go into effect next year. A majority of Chico’s council members has decided not to wait any longer for the state to act and to join more than 100 other California municipalities with such bans, including the cities of Los Angeles and San Jose.

In doing so, they faced down some harsh but vapid criticism that they were wasting council time. We salute Councilmembers Randall Stone, Tami Ritter and Ann Schwab and Mayor Scott Gruendl for having the courage to back their convictions. Ω

Green above green In this, our annual Green Issue, we set out to look at things

through an environmentally filtered lens, focusing on the city’s green efforts.

What we discovered in researching and writing about the subjects in our cover package—the Climate Action Plan, the city’s urban forest, the plastic-bag ban, and the city’s response to creekside pollution—was that budgetary issues have taken priority over efforts to be kinder to our environment. We were heartened to see the City Council make the right call on plastic bags, but are hoping that’s not a one-off decision.

The city needs to find a way to maintain its focus on sustainability because, let’s face it, what we do today will affect how we’re able to live tomorrow.

One thing that stood out to us was the proposal to eliminate the urban forest manager position, which previously oversaw the care and maintenance of the city’s 28,000 trees. At the March 25 City Council meeting, Public Works Director Ruben Martinez recommended also cutting the job of facilities manager, which oversees traffic signals, street lights and parking.

His solution? To divvy up the duties of those two positions—whose salaries equal $233,771—among other staff and possibly hire outside consultants. Unfortunately, this solution saves the city only $43,009, padding the salaries of current staffers who are already overworked and likely won’t have time to devote to carrying out additional duties well. Our recommendation to the council is to hire one person to do both jobs at a salary equal to the higher of the two (around $117,000), ensuring more time is spent on the important tasks and decisions, such as caring for the trees, and more savings for the city. It’s a no-brainer. Ω

Thanks for listening Last Wednesday, after my colleagues and I put the paper to bed (that’s reporter speak for sending the issue to the printer), I headed down the block to Northstate Public Radio’s headquarters at the corner of First and Main streets. I was there by invitation. Broadcast Associate Matt Shilts was brave enough to put me on the air during the station’s pledge drive. I was there to pitch, which is new for me.

I wasn’t very good at it. Not because I don’t believe in National Public Radio—I listen to KCHO every morning on my drive into work. It’s a short commute, just a couple minutes, but I’ve always appreciated listening to Morning Edition. And if I happen to be heading in at about 8:30 a.m., I catch the station’s local reporters giving their takes on community news.

I’ve always been interested in the way radio reporters are able to cram a lot of info into such a short segment. I know how tough it is to fit everything I want to say about a subject into the stories I write, so it’s hard to imagine what it’s like to cover a difficult topic in, say, one or two minutes. It’s an art form, really. And I commend the station for reporting on local issues over the years. I haven’t heard much in the way of Chico news lately, however, so I’m hoping the station will jump back in the game.

But back to my pitching. Wednesday evening, I shut down my computer here at the CN&R and five minutes later I was sitting in front of a mic with Shilts by my side.

Off and on for about three hours, he prompted me with questions about journalism and I read the names of listeners who called in with pledges.

I was pretty exhausted, so things are kind of fuzzy. I remember saying something about how important the news media are to society. Obviously, I’m partial to community journalism. I also reflected on the state of the industry: It’s a time of transition, I said, and many papers have made the mistake of putting all of their efforts into their Web offerings. Newsrooms around the country are gutting their reporting stables. They’re outsourcing design and editing. In the process, good reportage and editing have been sacrificed. I mentioned how the CN&R puts scant resources into the Web, but has bucked a trend by increasing circulation this year. We’re one of the anomalies in the newspaper business in that regard, and I have our dedicated readers to thank for it.

So, thank you. And thank you to everyone who called in last week and supported NPR’s stellar programming.

There was a matching pledge of $500 on the line when I was on the air, and somehow the needed 25 pledges came in. Whew. I also want to offer one last thank you to admitted mic-hog Shilts, a masterful pitchman, for filling in the awkward pauses.

After viewing the provocative and unbalanced video that KHSL posted on its website about the same meeting, I am writing in appreciation of your more balanced reporting of the proceedings of the Board of Supervisors on April 8.

Out of the 12 to 15 well-informed, wellspoken and rational speakers, reporter Brian Johnson or his editor chose to focus on the inflammatory and heated comments of Dan Levine (who is not a part of Frack-Free Butte County). Mr. Johnson’s choice to link Mr. Levine’s threat that frackers will be met with “armed resistance” to the proposal to ban fracking that was put before the board hurt all of us at Frack-Free Butte County.

What Mr. Levine chooses to do is his business, but irrational threats and fear tactics are not what Frack-Free Butte County is about. We believe in the ballot box and verifiable facts. In my opinion, the KHSL piece was nothing more than pro-fracking propaganda. The residents of this beautiful county deserve better. Thanks again for covering this historic meeting and reporting it intelligently.

Following the fracking issue in the local news, I was not surprised to see how the Butte County Board of Supervisors voted.

The supervisors voted to move forward because of the lack of gas wells in Butte County. Twenty-six wells is a tiny “fracktion” compared with the number of wells here in Glenn County. I’m afraid we wouldn’t get the same reaction from our board.

I commend the conservative board’s vote but the moratorium isn’t really related to politics since none of the supervisors have to worry about angry constituents in the Butte County gas industry. It’s sort of like asking for a ban on rice-straw burning in Marin County.

The picture showed a bunch of animals—zebras, elephants, giraffes, etc.—all standing in line in front of a watering hole. In front stood a lion, leaning on a sign that said “$.25.” I’m glad to see this issue getting some attention. Especially since, during our last downpour, I witnessed a local restaurant’s sprinklers on.

Getting my boys was an eventful day in my life. I took them sight unseen—a Dominique as big as a turkey, two elegant Yokohama “long tails,” three tiny mille fleurs (“thousand flowers”), and six “victim” birds—gentle silkie roosters.

The birds dispelled many myths—one in particular is that roosters can’t live together peacefully. These boys did. Watching roosters is amazing, and fighting cocks are bred for beauty and desire for human approval as much as skill. If you want pets, then a couple of roosters fit the bill. Hens are sweet, docile and produce food, but roosters are personality on two legs. Unless you have city ordinances against roosters (which is the case in Chico), don’t believe the bad press—adopt a rooster, or two.

An important story Re “In crisis, must travel” (Healthlines, by Evan Tuchinsky, April 3): I am saddened to know that families are forced to travel so far away from home to get their children treatment. Like Dr. Nielsen stated, I can imagine how difficult it must be for families struggling with this problem to have to be so far away from their children during a time when their children need family support the most.

After reading your article, I was left with mixed emotions: sadness for the families because I can only imagine how frustrating it must be to be in this situation, but at the same time I was filled with happiness at the fact that this article was written so that others who, like myself, were not aware that this was a problem can learn that this is an issue that deserves attention.

My hope is that people who work with children read your article and that they work harder to try to get help early on for children who need it so that hospitalization can be prevented. Thank you again for a well-written article on a topic that needs to be at the forefront of those working with children.

Hypocritical enforcement Re “‘Cellphone zombie’ patrol” (Downstroke, April 3): Driving and talking or texting on a cellphone is dangerous. Duh. Now we can be fined for it in hopes that it will reduce cellphone use while driving. I have no problems with this.

I do have a problem, though, with the fact that law enforcement seems to think they are exempt from this law! I have seen numerous law enforcement agents driving and talking on the phone. How is this ok? Is it safer for them than it is for the average citizen?! Last week, I saw a police officer in my rearview mirror (speeding), who passed me (without using a blinker) while talking on the phone! It is infuriating that somehow they think they are exempt from these laws. How about setting an example, law enforcement? Before you start fining?

Those taking part in the Butte County Sheriff’s Office’s alternative custody program—people who have been convicted of crimes deemed not violent enough to warrant jail time—have accomplished something that all the king’s horses and all the king’s men could not. They’ve put Humpty Dumpty back together again. You know, the one who sits on a wall in Bidwell Park’s Caper Acres.

The playground was suffering from neglect due to the city of Chico’s budget cuts in the parks department. Last November, “inmates” in the alternative custody program picked up the slack and on April 14, according to a press release, the Sheriff’s Office recognized “the individuals who have been working so hard to repair and repaint the iconic Humpty Dumpty statue.”

TRAGEDY ON THE HIGHWAY

News about the fiery Interstate 5 crash that killed 10 last Thursday (April 10), including the drivers of a FedEx truck and a bus driver, made national headlines. The story is heartbreaking—in addition to the drivers, the crash claimed the lives of five students and three chaperones who were onboard the bus en route from Southern California to visit Humboldt State University.

The bus carried 40 high school students, all from low-income families or among the first generation to attend college. One witness report alleged that the FedEx truck was on fire before it crossed the median and collided with the bus. That claim has since been refuted.

Both bus driver Talalelei Lealao-Taiao and Tim Evans, who was behind the wheel of the FedEx truck, have clean DMV records, according to a Sacramento Bee report. The identities of some of the passengers as well as the drivers’ toxicity reports are still forthcoming.

DEEP IN THE HEART OF TAXES

About a dozen people gathered in front of the downtown Chico post office April 15 (aka Tax Day) to protest how some of the nation’s tax revenue is spent.

Longtime activist Emily Alma (pictured) said the idea was to “raise awareness with the public about where our tax money is going.” She said 45 percent currently goes to the military and by alerting the public to that fact, she hoped the protest will help to “eventually influence our government to shift how our tax money is spent.”

The reactions from passersby for the most part were positive. “We’re not opposed to taxes,” Alma said. “We support people paying taxes for our roads, our health care, low-income housing and our veterans who are wounded and struggling. There are so many other things our tax dollars could go to instead of creating more violence in the world.”

“The first thing we’d look to do is expand our public education and outreach program,” he said. “We’ve been open for 66 years and to this day still find people that don’t know who we are and what services they can take advantage of with a simple phone call.

“We’d also like to expand those programs to best educate the public on the dangers of mosquitoes, ticks and other insects of medical importance. The more we can educate the public, the better we can protect them and they can protect themselves.”

Nile virus case was diagnosed in 2004; rates have been up and down since, with a marked rise in recent years.

“Last year was definitely one of our highest yet,” said Kiyomi Bird, a program manager and public health nurse with the Butte County Public Health Department’s Communicable Disease and Emergency Response Division. She noted that 2013 saw 24 diagnosed cases, compared with 10 in 2012 and one in 2011.

Ball explained one of the MVCD’s primary defenses is its surveillance program. The district maintains about 40 traps around the county to monitor mosquito populations (“That way we can send our limited staff to hot spots,” he said). Some of the trapped mosquitoes are tested for viruses, and Ball said

some additional funding would be used for more traps and testing to better cover the agency’s large service area of about 1,600 square miles.

He said surveillance is especially important as the county faces threats from mosquito populations both domestic and foreign, as two invasive species have recently been found in California.

The Asian tiger mosquito established itself in Los Angeles and San Gabriel counties three years ago, and the yellow fever mosquito has been identified in Fresno, Madera and San Mateo counties.

“We’ve been fortunate that we haven’t seen them migrate north yet,” Ball said, “but it’s very possible with interstate commerce and travel, and we need to be able to know when they arrive.”

Exotic species can carry a host of other diseases, including dengue and yellow fevers, malaria and the chikungunya virus. Ball noted dengue fever outbreaks already have occurred in Texas, Florida, New York and Hawaii.

Bird said her agency works closely with the vector-control district, and that the Public Health Department “relies a good deal on their surveillance.”

“We work hand in hand with them to keep watch,” Bird said. “We share information on the vicinity of infection so they can focus abatement measures there, and they let us know where they find infected mosquitoes so we can be on the lookout for sick people.”

Ball noted other uses for increased funds would include expanding tick monitoring for Lyme disease and other ailments in high-use outdoor areas, such as Bidwell Park and around Lake

Oroville; an expanded mosquitofish breeding program (the fish, which eat mosquito larvae, are provided to residents free of charge); and more pesticides, particularly to kill mosquitoes in the larvae stage.

Ball also said he hopes to increase capital to buy new equipment, citing spray equipment so outdated the company that sold them—and replacement parts—no longer exists, and the fact the MVCD’s fleet includes a 1989 Toyota pickup.

“Our staff doesn’t have a problem with driving around in old trucks,” Ball said, “but with the public funds already given to me to oversee and spend wisely, I hate paying $500 to $3,000 a year to maintain vehicles that aren’t really worth it, just because we can’t afford to replace them.”

has raised questions about imposing new fees on county property owners, but said he won’t oppose the hikes if he’s convinced they’re dedicated to serious public health risks.

“I think it’s worth some good, careful scrutiny when a public agency has an operating budget that high and is looking for 700,000 more dollars,” Sorensen said. “I want to make sure that money is justified before we put our hands back into the pockets of the men, women and children of Butte County.

“The money they already receive is funded by a percentage of property taxes, and it’s worth considering that, as property values rise, it may take care of any deficit they’re experiencing,” he added.

“It’s our job to pay close attention to where the money is going, because surely that department’s biggest expenditure is salaries and benefits.”

Ball said his agency already has cut to the core, and is not seeking employee gain. In addition to trimming travel and other operational costs, permanent MVCD staff has been reduced from 18 to 15 in the last few years, with seasonal staff shrinking from 14 to 10. Nobody in the department has received a raise in three years, he explained, and a recently signed contract with the county means there will not be raises this year, either.

“We’ve made cuts behind the scenes so that the public wouldn’t feel an effect on services, except perhaps when it comes to manpower in the field,” he said. “The fewer troops you have on the ground, the fewer enemies you are going to kill, in terms of mosquitoes.” Ω

Fueling divestment Students push for university to end oil investments ver the past month, Chico State students have put on a couple of OAssociated campus demonstrations to highlight an advisory measure on the Students ballot asking the University Foundation to divest

from the fossil-fuel industry.

Those demonstrations included the “Kendall Hall oil spill,” in which a group of about 15 students holding a large piece of plastic tarp emerged from the front doors of the building that houses the administration to represent an oil spill spreading across campus.

More recently, the students draped large pieces of material, each with a letter, spelling “DIVEST” from the stairwell openings beginning at the top floor of Butte Hall. Two who took part explained that this was part of an ongoing nationwide movement by students trying to get their respective universities to withdraw investments in the top 200 fossil-fuel companies.

Olivia Longstaff and Kaitlin Haley are in professor Mark Stemen’s Geography 440 class called Environmental Thought in Action, and they both sit on the school’s Environmental Affairs Council, which initiated the divestment campaign.

Haley said the effort is also taking hold at Butte College as well as the other California State University and University of California campuses.

“It passed at San Fransico State, which has already divested,” Longstaff said.

The endeavor isn’t isolated to colleges and universities. It also includes religious groups and other organizations. Residents in cities including Napa, Nevada City and Oakland have signed on to the effort, too, according to gofossilfree.org, a website uniting those involved in the movement.

The San Francisco Board of Supervisors voted to recommend the City’s Retirement Board divest its municipal pension funds from oil companies. Ultimately, the board did not take the recommendation.

The wording on the Chico State ballot measure, which appeared during this week’s election, asked: “Should the Associated Students encourage the University Foundation to immediately cease all new investments in the largest 200 fossil fuel companies, and to fully divest all of their holdings from these companies within the next four years?”

And the Students for Divestment statement says they “are calling on our University to align its financial investments with its outstanding dedication and commitment to justice and sustainability.”

It urges students to join others across the nation who are “standing up for a socially and environmentally just world. … Let’s find ourselves on the right side of history.”

which then invests it. The foundation also accepts donations to the school and then invests that money. The foundation’s investments, according to a story in The Orion last October, include ExxonMobil and ConocoPhillips. The AS has given the foundation a total of $271,000 in student money to invest over the years.

For its part, the University Foundation said in a statement that if the measure was passed and implemented, there would be three distinct impacts: Internal operations would be affected by placing restrictions on those managing the investments and funding transactions; the divestment would disrupt the economic stability provided by the current “diversification of assets”; and it could affect external relations in that “a few specific donors directly involved in the fossilfuel industry would likely have the strongest response.”

Stemen said he is proud of the students’ efforts, which included gathering 1,700 signatures to qualify the measure (only 800 were needed), and that the school has a responsibility in this day and age not to support fossil-fuel companies.

“With business conflicted, and governments gridlocked,” he said, “I believe that public-good institutions like universities have an important contribution to the discussions taking place around climate change and our global future.”

Stemen said that the California Faculty Association has come out in support of divestment and that a Chico State faculty petition is also in the works.

“We are looking to sign up a hundred faculty,” he said. “Just like Harvard.”

He was referring to an open letter presented April 11 by members of the Harvard University faculty to the school’s president calling for divestment of the university’s endowment—the largest university endowment in the world—from fossil-fuel industries.

Of course, because the measure is only advisory, it carries no legal weight. Results of the vote were not known by press time, but three years ago, 76 percent of student voters said “no” to the building of the three-level, $14 million parking structure that now sits on the corner of Second and Normal streets.

Still, Haley holds out hope for the effort to get the university to divest.

“Our campus is called a sustainable campus and we have all these different programs working toward making it more sustainable,” she said. “It doesn’t go along with our morals to be invested in fossil-fuel companies, which contribute to climate change.”

evening (April 15) watched Councilwoman Mary Goloff give a heartfelt but scripted explanation for her many recent absences.

Goloff told the small audience that remained in the council chambers four hours into the meeting that she’d sought treatment for prescription-drug dependency following major hip surgery last fall.

“Unfortunately, addiction is not a disease that discriminates. Quite the opposite, actually,” said Goloff, who checked herself into a treatment facility on Feb. 27. “It touches all kinds of people—even those elected to serve their community with open hearts.”

She went on to say her decision to seek help came out of a desire to find the best possible treatment and support. “I’ve never felt better and I’ve never felt stronger and I’ve never felt more prepared to serve my community,” she said.

Goloff’s announcement ended months of speculation about her health and whether she’d be able to complete her term. She had not been at a City Council meeting since Feb. 18. Her recent absences constitute the third time she’s taken an extended medical leave, but in no case, under the city charter, was she required to give up her post.

Last summer, Goloff resigned as mayor of Chico, citing medical reasons. Her current council term ends in December and she has stated publicly multiple times that she has no intentions of running for a third term.

Tuesday’s agenda included

a number of controversial items, including a request from City Manager Brian Nakamura to issue a notice of intent that would allow the city to entertain the option of contracting out for firefighting services. As Nakamura and new City Attorney Vincent Ewing explained, a provision in the local International Association of Fire Fighters memorandum of understanding precludes the city from Mary Goloff says she’s never felt more prepared to serve as a council member.

Councilman Sean Morgan was apprehensive. “Is this suggesting we’re going to consider contracting out three years from now?” he asked. Morgan went on to point out that the city had just come to a contract agreement with the IAFF. He asked if such a move was unfair in light of that.

Ewing, speaking during his first meeting as the city’s new legal counsel, likened the letter of intent to pushing “a button” that would allow the city to consider contracting out for firefighter services. “If you don’t push the button, you can’t consider it,” he said.

A majority of the members of the public who spoke about the item favored issuing the notice.

One of them, Michael Jones, said the provision in the IAFF’s contract essentially allowed the Chico Fire Department to operate as a monopoly. The exceptions were two firefighters, John Kelso, IAFF’s president, and Capt. Dave Main, who told the panel that the provision in the union’s contract was placed there back in 1999 to protect the community.

said it would have been difficult for the city to remove the provision from the union’s contract during the recent negotiations process and that the city was now simply exercising its right to put the bargaining unit on notice. At the end of discussion on the item, the panel voted unanimously (with Councilwoman Ann Schwab absent) to allow Nakamura to issue the notice of intent.

Also on Tuesday, the panel voted unanimously to direct staff to craft a resolution that would, over three years, phase in adjustments— mostly increases—in the user fees associated with building, engineering and planning. As explained by Community Development Director Mark Wolfe, the current fees are more than $1 million short of recovering the city’s costs. The shortage places a burden primarily on the general fund, according to a staff report.

The increases were based on a study conducted by Chad Wohlford of Wohlford Consulting. As was pointed out during the meeting, such fees had not been adjusted in over a decade. Wolfe said the phase-in plan would allow the public time to adjust their projects. He said the updated fees are accurate and that the plan is to keep them that way.

“We want to stay current on this and make sure we’re accurate on the fees,” he said.

“Jim was a loud and knowledgeable voice on these issues to help protect Northern California water rights and steer some of the legislation,” he said.

“We are blessed the good lord decided to give us a little bit of extra rain here in the last few weeks,” he added. “It kind of took some of the edge off it here and some of Butte County’s water supplies are going to be a lot better off than what we were seeing there for a while.”

LaMalfa pushed for the Sites Reservoir, noting it was a bipartisan effort. Earlier this year he introduced a bill, co-sponsored by Rep. John Garamendi (D-Walnut Grove), that would fund the project, which has an estimated construction cost of between $2.3 billion and $3.9 billion.

LaMalfa mentioned the town of Montague in Siskiyou County, which draws its water from nearby Lake Shastina, which is in danger of running dry.

“If nobody helps them get through this, they might run out [of water] in July or August,” he said. “Can you imagine a municipality running out of water like that?

It’s going to take all of us cooperating and working across the board.”

Questions from the audience were scheduled for the end of the symposium but time ran short. Vlamis, executive director of AquAlliance, asked what LaMalfa and Nielsen were doing to protect local water interests.

“How important is it to you to have agriculture anywhere supported?” she asked.

“Or is it more important to not mine the water in this region and protect agriculture and the economy in the communities here?

“Area of origin is a cornerstone, a foundation of any of the water policy,” LaMalfa assured her. “I know I can speak for Jim on that.”

Brobeck said he felt Neilsen and LaMalfa were relying on emotions to get what they want.

“They are using this drought to exacerbate the fear factor and to justify Sites,” he said.

Sierra Nevada Big Room. The North State Agriculture Summit speakers included Rep. Doug LaMalfa (R-Richvale) and state Sen. Jim Nielsen (R-Gerber), both of whom strongly endorsed the building of the Sites Reservoir near the Colusa County town of Maxwell, about 20 miles south of Willows.

Nielsen and LaMalfa stressed that water use and conservation is a statewide issue and that all parties have to work together. Some in the audience, including Barbara Vlamis and Jim Brobeck of the water watchdog group AquAlliance, said the places of water origin deserve first water rights and shipping North State water south to farmers in the San Joaquin Valley to irrigate permanent rather than annual crops is not the way to go. They also questioned the need and purpose of a new reservoir.

Nielsen and LaMalfa spoke for about five minutes each, before the meeting was turned over to a panel of those involved in agriculture education who mostly spoke about how to get young people interested in farming.

Nielsen began by stating the obvious: The water situation is one of the top issues in California right now.

“It hasn’t been for a number of years much on our minds,” he said. “But the drought has persisted and, by the way, this is sure not our first. I’ve farmed through three different drought periods and one was very severe in the late ’70s.”

He said this would not be the state’s last drought and that those involved in decisionmaking “need to have wisdom and foresight and that is something kind of lacking now.

“The critical problem I have seen over the years is there is less ability to be visionary about the future of water in California,” he said.

THE PULSE SMOKE-FREE THE WAY TO BE

Chicoans know they aren’t supposed to smoke within 20 feet of a business entryway. But, according to a survey taken last fall, that law isn’t always followed. In an effort to help businesses keep their entryways free of secondhand smoke, the California Health Collaborative’s Smoke Free North State program launched the Smoke Free Entryway MVP Competition in Chico at the beginning of April.

Local businesses can take pictures of their storefronts to show that they’re making an effort to stay smoke-free. Photos can include signage, ashtrays set away from the doors or employees picking up cigarette butts to clear the sidewalks of smoking-related debris. They can then submit those photos, with the name of their business and a team name to the collaborative’s Facebook page (search “Smoke Free North State”). The business with the most “likes” by the 25th of each month will be chosen as the MVP and will win a free lunch for up to 10 people.

Parents of kindergarteners in California are increasingly opting to not vaccinate their children.

Data from the state Department of Public Health show that the number of students in California who have not received vaccinations due to their parents’ religious beliefs or medical concerns has increased 15 percent over last year, according to The Sacramento Bee. This year, about 16,000 children in California entered primary school without vaccinations, a rate that has doubled over the last six years. Some health experts believe the trend has contributed to California’s measles outbreak; 56 cases of measles were reported as of April 15, compared with just four cases at the same time last year.

A new state law went into effect this year that requires parents to visit a licensed health care practitioner who has explained the potential benefits and risks of immunization prior to opting out of vaccination.

OUTCRY OVER PAIN RELIEVER

State officials around the country are imploring the Food and Drug Administration to reconsider its approval of a powerful new pain reliever.

Last fall, the FDA approved Zohydro, an opiate-based pain reliever that comes in time-release capsules containing five times the amount of hydrocodone previously available in pills, despite the recommendation of an FDA advisory committee, according to SFGate.com. Last year, 28 state attorneys signed a letter urging the FDA to make the pill harder to crush—which allows abusers to get around the pill’s time-release properties—or revoke the drug’s approval entirely.

After Zohydro hit the market last month, Vermont Gov. Peter Shumlin announced an emergency order that would make it more difficult to prescribe, while Massachusetts Gov. Deval Patrick ordered a ban on prescribing and dispensing the drug until it is marketed in a form that’s more difficult to abuse.

the-counter drugs we consume, for everything from headaches to sleepless nights, or the medications we give our pets. But, unless we take every pill in every bottle, there are some left over. So what do we do with our unused or expired medications?

Flushing them is not the answer. But neither is throwing them in the trash. Either way, they’ll end up in the environment and could affect wildlife and aquatic species.

“The best thing to do is bag ’em up and bring them down to your household hazardous waste facility,” said Jennifer Arbuckle, recycling and public outreach coordinator for Northern Recycling and Waste Services. That’s because medications are considered hazardous waste, even though there are no disposal requirements for households (only for medical facilities).

“If you throw them in the trash, they’ll end up in the landfill,” Arbuckle said.

“They might be trapped in the landfill for a while, but they will eventually leach out into the environment.”

The bigger problem is adding them to our water supply. Many people view the toilet as a trash-can alternative, a way to get rid of things with immediate results— but that is far from the truth. Just take a tour of the city’s Water Pollution Control Plant, out on Chico River Road, to see what happens after you flush. (Yes, tours are available, but call ahead, 894-4300.)

“Everybody thinks that the toilet is the dispose-all, the end for everything,” said Marc Sulik, wastewater treatment manager for the city of Chico. “They assume that when they flush it, it’s gone. But it’s not gone—it ends up here.”

In the approximately 30 years Sulik

has worked at the wastewater treatment plant, he’s just about seen it all. When toilets are used as trash cans (and even when they’re just used as toilets), things can get messy. But sometimes it’s the invisible things that make his job complicated.

“At our treatment plant, which is very conventional, we can remove particulate matter and organic matter very well,” he said. “But we don’t have the ability to specifically remove certain chemical compounds.”

What Sulik is talking about is medications, personal-care products, household cleaners—anything that ends up at the treatment facility in liquid form. While certain filtration methods do lower the amounts of chemical compounds that come out at the plant’s back end (the Sacramento River), there is no specific filter for these compounds or any regulation overseeing them.

Sulik pointed to the Environmental Protection Agency, which has several studies in the works regarding pharmaceuticals and personal-care products in our water.

“There’s concern because they’ve started detecting compounds in our rivers and lakes and they don’t really know what effects that’ll have on aquatic life,” Sulik

said. “Some compounds can possibly disrupt the life cycles of aquatic species.”

The problem is, Sulik said, it typically takes at least a decade of testing before true results are known and new policies are put in place—and many of the studies currently underway are still in their infancy.

“In the last 20 years, the personal care product industry has really taken off,” Sulik said. “And these days, we seem to have a treatment for every ailment—we love drugs as a society. Some of these compounds didn’t even exist 10 years ago.”

Add to that the fact that the technology for testing for these compounds also has advanced over the years. The Chico facility is considered a “secondary” wastewater treatment plant. That is a step up from primary, Sulik explained, and one below tertiary. Most plants in the United States, especially those that feed into rivers and streams, are secondary facilities, and they do not have the ability to treat water for the chemicals found in pharmaceuticals and personal-care products.

“We do a very good job at the secondary level,” Sulik said. “But probably in the next 20 years or less we’ll be required to expand into a tertiary plant—because of HEALTHLINES continued on page 15

Butte County’s Only Hospital Based Midwifery Service “Midwifery is growing because women want to be heard and be in control of the medical support they receive. They want to have time spent with them and be seen as individuals. With Feather River Midwifery Service, the midwife attending the birth will already have spent a lot of time with the mother,” Lisa Catterall RN, CNM told us. Lisa is a provider with Feather River Midwifery Service, which has two clinics in Butte County: One in Paradise and one in Chico, conveniently located at 1617 Esplanade.

“Midwife is an Old English term and literally means, ‘with woman.’ It’s her birth, her body, her baby, and she should have her baby her way.

Midwives get to know the woman on all levels – physically, emotionally, spiritually, and what her social support network is like. It doesn’t matter if she wants an epidural or an all natural birthing experience.

Midwives are there through the whole process to support the woman.” Lisa said.

Lisa has been a registered nurse and midwife for thirty years and has delivered well over 3000 babies in that time. She explained what it means for midwives to have hospital privilege and what that means for expecting women. “Feather River Hospital is the only hospital in Butte County with midwives. We can care for the woman at our clinics and then admit them to Feather River Hospital when it’s time to deliver.

Women-centered care counts. It is very important to put the mother in the center and provide care and support. It takes a lot of people to do this, but as long as the mother is at the center then great things will happen. If you mother the mother, the mother will mother her children.”

Feather River Midwifery Service is overseen by Dr. Deborah Anderson, an obstetrician, who is very supportive of midwifery. When a laboring woman is admitted to Feather River Hospital’s Birth Day Place, she can expect to be cared for by a cohesive team of professionals. Feather River Hospital’s approach to caring for the whole person keeps Nurse Midwives, Obstetricians, nurses, social services, nutrition services, and Pediatricians in constant communication with each other and the woman and her family to deliver the highest level of care to the new mother and baby.

Studies do show that even when we take medicines they end up in our waste water. Some even point to hormones in particular—such as those found in birth-control pills— as causing male fish to take on female characteristics.

“When we take medications, our bodies absorb them and there are still residuals [that end up in the water],” Sulik said. “But it’s so much less significant than someone taking a bottle of pills and dumping it down the toilet.”

Chico’s Water Pollution

Control Plant is working on better outreach to alert the public to where their water goes when it leaves their homes. The hope is that, if people are more aware that the water ends up in the Sacramento River, they’ll be more conscious of what they send down the pipes.

That’s why the plant is promoting the National Prescription Drug Take-back Day on April 26, when people can dispose of unused medications at central locations.

“In the future, we will probably have some additional treatment system to treat the water for other compounds,” Sulik said. “But in the meantime, the best way to mediate is at the source.”

The water Chicoans use in their homes and businesses is groundwater. It’s contained in the large water towers that can be seen around town, and then enters our homes via pipes and gravity. Once we’re done with it, though, it leaves via one of three “trunk lines”—large pipes—that lead to the wastewater treatment plant west of town. Once it arrives there, it goes through sev-

eral treatment processes to rid it of debris and waste and make it clean enough by EPA standards to reenter our waterways. Then it gets pumped into the Sacramento River and heads downstream, where it becomes habitat for fish and other species and drinking water for communities like Colusa and Sacramento.

So, while studies are pending regarding the ultimate effect of pharmaceuticals in our water, Sulik said the safest thing to do is minimize that effect by safely disposing of unused or expired meds rather than flushing them.

“We all seem to think that just one flush isn’t going to matter,” Sulik said. “But you have to add it all up—if everyone is a little more conscious, it is possible to actually have an impact and reduce the amount of pollutants in our water.” Ω

WEEKLY DOSE Don’t be so ‘hangry’ If you fight often with your spouse, hunger might be partly to blame. A recent study published in the Proceedings of the National Academy of Sciences reveals that low glucose levels make it more difficult to control emotions, particularly anger. The study asked more than 100 married couples to test glucose levels in the morning and at night. Then, before bed, each spouse would stick anywhere between zero and 51 pins in a voodoo doll representing the other.

EARTH WATCH GOVERNMENTS: ‘HANDS OFF!’

A recent United Nations announcement highlights the imminent danger climate change poses to life as we know it. If the countries of the world do not come together to curb global warming, we will see a rise in sea level that could drastically alter the Earth’s landscape.

But we’ve heard all that before, right? What the recent announcement added to the discussion was this: Governments, while critical to implementing environmental regulations, need to back off a little. In particular, they need to reduce defense spending and “stop propping up oil industries with counter-productive subsidies, and reduce or eliminate the regulatory burden on entrepreneurs so that they can innovate with new energy methods,” reads an article on townhall.com.

In America, the Pentagon is the biggest polluter, the article continues, and it continues to be so with immunity granted by Congress.

WASTE MANAGEMENT GOES AU NATUREL

On Tuesday (April 15), Waste Management of North Valley unveiled some new additions to its fleet: six trucks fueled by compressed natural gas (CNG). Each truck will reduce diesel use by about 8,000 gallons and greenhouse gas emissions by 22 metric tons each year, according to a WM press release.

In addition to cutting fuel use and greenhouse gas emissions, the CNG-powered trucks also run quieter than traditional diesel trucks, so they’ll help in the area of noise pollution as well.

“We are proud to be the first and only waste and recycling collection company in the area to operate the CNG trucks, which helps keep the air in our community clean,” WM District Manager Ryan West said in the release.

ALL IN THE OIL

The independent American olive oil industry is encountering troubles, especially from corporations and alternative oils, according to a recent article in Olive Oil Times.

That news came out of the 2014 New York International Olive Oil Competition, where Gregg Kelley, CEO of Chico-based California Olive Ranch, spoke about the future of his industry. He said he’s optimistic, but small growers are facing increasing pressure from big brands, mostly due to prices and the average consumer’s lack of understanding of the difference in quality among oils.

He added that there is increased competition among other types of oils, particularly coconut and avocado, which are rising in popularity.

California Olive Ranch is the largest olive oil producer in the United States, but Butte County is home to half a dozen high-quality olive oil companies.

Oroville’s Berkeley Olive Grove 1913 took home a gold award at the competition for its California Mission Classic olive oil.

I ago that I’d soon be voluntarily digging up weeds in the middle of Texas, I’d f someone had told me a year

have told them they were crazy. But as it turns out, that’s exactly the trip I signed up for this past winter.

As a recent college graduate, I’ve exhausted just about every possible effort to delay my entrance into “the real world.”

My favorite distraction thus far has been traveling. But as much fun as I’ve had roaming around hostels and taking pictures of foreign scenery, traveling just for the sake of it was beginning to lack something.

Hoping to make my travels more productive, I turned to WWOOFing.

World Wide Opportunities on Organic Farms, or WWOOF, as it’s commonly known, is an organization founded in London in 1971, with the intention of allowing urban residents to participate in the organic farm movement. Now available in more than 50 countries, WWOOF has become an international network of farmers, travelers and volunteers. After paying a fee online, the volunteer becomes a registered “WWOOFer,” where she or he can choose from a selection of farms worldwide, exchanging labor for food and housing.

I tried WWOOFing for the first time earlier this year, at two locations in the American South: a farm outside Austin, Texas, and a home in Baton Rouge, La. Although I was born in Chico and raised on a walnut farm, I began my WWOOFing journey with very little farming experience.

So while I could distinguish a walnut from an almond, my knowledge ended there.

and owner of Simmons Family Farm, reminded me, all levels of experience are welcome.

“Our goal is to give people the opportunity to get their hands dirty and work,” Harry said. “The biggest advantage for WWOOFers is to see where their food comes from, and that it’s not an easy process. You don’t just throw seeds on the ground and come back two months later.”

Harry and his wife, Maew, own and operate 130 acres of farmland in Niederwald, Texas, an agricultural town with more chickens than people. Besides raising cattle and chickens, Harry and Maew grow a dozen different kinds of vegetables and spices, which they sell weekly at the farmers’ market in downtown Austin. That was where Harry learned about WWOOFing— a customer approached him, hoping to volWWOOF yourself:

unteer. Since then, they’ve had roughly 32 WWOOFers at the farm.

Among those volunteers were Savannah Watson, 19, and Meghan Chase, 26, whom I worked alongside during my two weeks in Niederwald. After waking up with the roosters, we’d spend our mornings picking and prepping vegetables for the market.

On less glamorous days, we’d weed the onion patches until lunch. If any activity was going to remind me that farming was not easy, this was it. The rhythm of plucking and pulling roots was momentarily therapeutic but quickly turned into monotony.

“After weeding by hand for hours, I have a greater appreciation for my food,” Savannah told me. “And when you work with Harry and Maew at the market, you can tell their customers feel the same way.”

For me, the most sustainable aspect of WWOOFing wasn’t about the food production, but rather the concept of the organization. The direct exchange of labor for housing and food meant all of my basic needs were being met, in lieu of a paycheck. When I first heard that the guest rooms in Niederwald were converted horse stalls, I was equally intrigued and worried.

Half-expecting bales of hay to serve as the furniture, I was pleasantly surprised to find rooms with real beds. The accommodations were modest, but comfortable. Having no Wi-Fi was the best “inconvenience” I could have asked for because everything was right outside my door, including the ingredients to make nearly every meal we prepared.

board with the change of pace that farm life brought. “When I was working in Boston I was buying so much stuff all the time. But it’s easy not to need anything besides a bed and a shower. I’m happier out here; I’ve even forgotten about the scorpions!” Yes, they have scorpions in Texas.

But WWOOFing is more than the work exchange. With most farming projects requesting a half-day of work, I had plenty of time to explore my surroundings at both host homes, with chances to make day trips into the cities as well. On many adventures, I shared the company of fellow volunteers and host families. As my Baton Rouge host, Deborah, claimed, her main purpose of hosting volunteers was to “meet new people and have an exchange of cultures.” From my days discussing European pop music with French volunteers Matthieu and Charlene, to

my night playing Texas Hold ’Em in a historic bowling alley, I, too, was getting an “exchange of cultures.”

Matthieu and Charlene, who used WWOOF as a platform to travel through Canada and the U.S., were pleasantly surprised at how welcoming the WWOOFing community was. “Families open their homes to you so easily. In Canada we spent Christmas with our host family and all their cousins. They gave us shortbread cookies and offered us tickets to a hockey game, and we had just met them.” (Guess where I’m WWOOFing next?)

Of course, like anything else, WWOOFing provides a mixed bag of opportunities.

With endless host homes to choose from online, no two are alike, and I quickly learned not to have expectations before entering a new home. When I signed up to stay with Deborah in Baton Rouge at her suburban nursery, I thought I would be working in an exciting retail environment while learning about horticulture. In reality, I found myself in a backyard with a couple hundred wilting plants, which Deborah hoped to sell eventually, although she never had. I ended up attending to her online projects, scattering old bags of her cat’s poop outside to “keep the armadillos away,” and becoming a part-time housekeeper in a very cluttered home.

While the cynic in me wondered how she was ever going to make money from those plants, who was I to judge? Often entertaining my own idea of selling doodles of burritos as art, I realized that everyone’s allowed to dream. Deborah provided me with a room to stay in, more plates of beans and rice than I could ever have asked for, and a deep appreciation for her volunteers. Having an unexpected WWOOFing experience is exactly what WWOOFing is about, so I could hardly be disappointed.

I returned to Chico still a novice at farming. But becoming an expert was not my intention. I immersed myself in a network of people who care about the relationship between food and their community, and I won’t forget that. Ω

Environmental concerns take a far back seat to other worries among Americans, according to a Gallup poll conducted last month. Of 15 national concerns, climate change ranked 14th, just ahead of race relations and just behind quality of the environment. The top issues of concern are the economy (1), federal spending and budget deficit (2) and the availability and affordability of health care (3). This marked the first year climate change was included on the list, with 24 percent saying they worried a “great deal,” 25 percent saying they worried a “fair amount” and 51 percent caring “a little/not at all.” The 33 percent who said they worried a great deal about the quality of the environment marked the lowest percentage since 2001, when 42 percent expressed serious concern.

Environmental efforts take a back seat to budget concerns have dominated the Ftheinances narrative out of City Hall over past year and half, as the city of Chico and the rest of the nation inch closer to economic recovery.

And during that same time, aside from the recent ordinance restricting plastic bags, we have heard little about the city’s efforts to curb greenhouse gas emissions and mitigate damage to our ecosystem. Indeed, the environment has been a casualty of the Great Recession. In this special package of stories celebrating Earth Month on the run up to Earth Day (Tuesday, April 22), here’s a look at green happenings, or the lack thereof, in Chico.

But it’s not all gloom and doom in our annual Green Issue. So, make sure you pore over the pages of the paper and look for the tree icon for other environmentally themed stories.

ast spring, Denise Britton—then serving as the city of Chico’s urban forest manager—was under the gun, putting what she believed to be the final touches on a draft Urban Forest Management Plan, while simultaneously fending off attacks from local tree lovers who criticized the city’s planting policies and trying to maintain Chico’s formidable tree population with a bare bones crew.

“The biggest issues we face are fiscal,” the embattled Britton said in a CN&R story (see “Canopy challenge, Newlines, March 21, 2013). “It’s a matter of funding and staffing just to maintain the existing trees. We have four people on our tree crew to maintain the 28,000 trees that we already have.”

When asked if she envisioned the city’s financial commitment to trees improving, all Britton offered was a low, strained chuckle.

If things were bad for Chico’s urban forest then, the final blow of the proverbial ax fell shortly thereafter. In June, that skeleton tree crew was cut altogether during the city’s first round of layoffs, and Britton’s own resignation—she cited personal reasons—left her position vacant, and the future of the forest unclear.

Fast forward to spring 2014, and things are even more murky. Britton’s swan song, the draft Urban Forest Management Plan, is finally scheduled for review by the first of many audiences—the Bidwell Park and Playground Commission (BPPC) Tree Committee (it was scheduled to meet April 16, after CN&R deadline). But Britton’s seat remains unfilled, and likely will stay that way, as Public Works is looking to streamline its department by eliminating that post.

The loss is yet another hit to what local tree advocates say is already an imperiled urban forest. This is on top of their longstanding complaints about a lack of resources dedicated to trees and inadequate planting and removal policies.

“The proposed restructure is a sad excuse for proper tree management, which should be the goal,” said Charles Withuhn of the group Chico Tree Advocates. He characterized the city’s cost-saving cuts as “penny-wise and pound-foolish.”

“The effort should focus on passing on a vibrant, healthy urban forest to our children, and that’s not the road we’re on.”

At the March 25 City Council meeting, Public

Works Director Ruben Martinez introduced his plan to reorganize the department. Other

city departments have restructured to save costs in light of the budget crisis, and Martinez noted the vacancy of three key Public Works positions—the urban forester, park services coordinator and facilities manager—made it appropriate for Public Works to do so now.

Part of that plan includes not rehiring two of those positions, the forester and facilities manager, whose salaries account for $233,771. There would be some cost in divvying up the lost positions’ duties to other personnel, resulting in total departmental savings of $43,009, reads Martinez’s report to the council.

Martinez explained at the meeting that the physical duties once overseen by the urban forest manager would largely transfer to existing Parks and Natural Resource Manager Dan Efseaff, who, since Britton’s departure, has been the person most responsible for Chico’s trees. These duties include overseeing city staff and outside contract management for the maintenance, planting and removal of Chico’s trees. Martinez’s plan suggests the former forester’s other duties—such as policy research, direction and implementation—will be done by an outside contractor.

The part of Martinez’s restructuring proposal dealing with Chico’s urban forest was by far its most contentious element, and the City Council decided to send the plan to the next BPPC meeting for further review before it makes a decision. During the same City Council meeting, Martinez said the BPPC’s Tree Committee would be looking at a plan to make it easier for community organizations to obtain permission to plant trees.

Efseaff said he believes restructuring is a step in the right direction, but acknowledged the city has to learn to do more with less.

“We’re a much different-sized organiza-

tion than we were just a short time ago,” he said, speaking of city cutbacks in spending and personnel. “But there are still a lot of jobs to be done, and by reorganizing and taking the time to figure out what everyone’s specific jobs are, we can accomplish more and better address the city’s needs.”

The city hired back one of the former four-person tree crew last year and, pending restructuring, available Public Works Department employees are tapped to carry out duties like some tree removals, maintenance and cleanup of fallen limbs.

“So far we’ve been doing everything piecemeal, with people taking on certain duties as they come up. Because of that, we’ve had things happen that hopefully we can avoid moving forward.”

Efseaff cited the city almost missing its 30th year as a Tree City USA (see “Tree City snafu,” Newslines, Feb. 20) as an example, explaining Britton’s departure caused “a lack of institutional memory.” In that situation, nobody at City Hall remembered to fill out the application.

Efseaff has a background in ecology, and said he worked closely with Britton during her tenure, always with an eye for the overall health of Chico’s urban forest.

Still, Efseaff has to work within the parameters permitted by budgetary and other concerns, which likely will lead to ongoing friction with some tree activists. For example, he is adamant in keeping invasive species out of the park, but acknowledges there are several on the list of approved street trees, something that’s not likely to change soon. He also said that, with limited hands to provide adequate care, the city is bound to lose some of its aging giants.

increased property values to the suggestion that “trees reduce violence.”

Among Withuhn’s chief concerns are the lack of adequate pruning practices (he cites the 300 block of Normal Street as evidence, calling it a “classic whackjob”), removals of large trees, and inadequate enforcement of municipal codes and deals with developers dating back to long before the current budget crisis.

Withuhn said certain retail parking lots around the city have failed to meet expectations set forth by the city that required the sites be “50 percent shaded.” “But who’s making them do it?

“People don’t understand the value of biodiversity, because it’s not so tangible,” she said. “Any definition of sustainability includes components of social justice, and the ability of the environment to be sustained for future generations, and that can’t be done without biodiversity. Biodiversity is the foundation on which sustainability stands.

“Everybody’s overworked and underpaid right now,” she continued. “I understand that, but paying attention to this issue benefits everyone in the city.” Ω

Haps on the CAP The city hasn’t forgotten about its Climate Action Plan by

n November 2012, the Chico City Council put its official stamp on sustainability by adopting a municipal Climate Action Plan.

The blueprint, honed by the city’s Sustainability Task Force, laid out a two-stage approach for addressing the impacts of climate change and meeting greenhouse-gas standards established by the state.

In Phase I, the city would aim to reduce emissions by 10 percent from 2005 levels by 2015. In Phase II, the city would assess Phase I and enact more measures to achieve an additional reduction of 15 percent by 2020— thereby hitting the state’s target of 25 percent.

Flash forward six months and …

Pause.

Budget woes led to restructuring of city staff. At the same time, the council opted to reconfigure the Sustainability Task Force; the STF wouldn’t meet again until December 2013.

So, with Phase I in its final stretch and Phase II looming large, where does the CAP stand? Moving along, but lagging behind schedule—anywhere from months to years, depending on who you ask. Months, counting just the time it spent on the back burner; years, factoring in opportunity cost.

“The Phase I actions, a lot of them were already underway as the CAP was being developed,” said Brendan Vieg, principal planner at City Hall. “So I think we’ve made strides in almost all the actions in Phase I, though I wouldn’t consider us complete in any of them because a lot of them are ongoing. I’d say we’re on schedule to start moving into the Phase II actions.”

Mark Stemen, chair of the reincarnated STF, says the city is “on the right track now, and we are making progress” but, in a broader sense, sees the process as “a good five years behind. We lost some momentum; we also lost the opportunity when there was more staff to get things done. But that’s water under the bridge—or carbon in the air, unfortunately.”

STF and CAP have become nearly synonymous acronyms at the direction of City Council, which cut the size of the task force in half—to seven members, officially appointed—and focused the panel on implementing the plan, versus exploring sustainability in general.

“When it came to the ‘action’ part of the ‘action plan’ we had been stalled,” Councilman Randall Stone said. “To the city’s credit, it has 22 CN&R April 17, 2014

been an extraordinary year, but it’s time to get to work. We are definitely expecting more action from the Sustainability Task Force.”

A tangible display of that impetus is a joint session of the Planning Commission and the STF next month. Uniting the committees means the STF “is getting more integrated into city processes,” Stemen said, and also “is getting the Climate Action Plan in front of the people who implement the [2030] General Plan.” That is particularly significant for Phase II, which has a series of goals related to construction.

“On the Sustainability Task Force, they often talk about ‘the low-hanging fruit’—how do we go after the things that will make the biggest difference with the least amount of effort,” said Councilwoman Tami Ritter, a member of the inaugural STF. “By partnering with the Planning Commission, I think they’re going to more easily be able to implement those things.”

Easy, of course, is a relative term. The council’s recent vote on plastic bags (see “Getting personal,” Newslines, April 3) underscores the passion stoked by sustainability on both ends of the spectrum.

“It [the plastic-bag debate] mirrors the same political arguments, only the changes within the Climate Action Plan are far more difficult to quantify success … especially when the benefits of change are not immediately recognizable or are more nuanced,” Stone said. “If there’s recognition of that value, then we’ll really be able to effectuate

change and the political battle becomes sort of moot.”

A spreadsheet presented to the STF at its December meeting quantifies Phase I benefits (see accompanying note). November capped the ninth year of solar panels on city structures, which produced 2.2 million kilowatt-hours of electricity in the preceding 12 months and 16 million kwh total. Three years ago, aided by grants, the city installed 1,200 LED streetlights that have translated into annual savings of approximately $67,800 in electrical costs plus $6,000 to $7,000 in maintenance costs, according to city staff.

Crunching data from Phase I represents a significant step of Phase II; city staff and the STF will assess CAP actions with a more streamlined study than originally planned.

Instead of commissioning another full inventory of greenhouse gas emissions, the city will extrapolate numbers based on readily available information: natural gas usage, electricity usage, waste diversion and vehicle fuel usage.

“Those four large areas capture 99 percent of what we’re trying to assess,” Vieg said— and Stemen, a Chico State professor, agrees.

“The absolute numbers are important,” Stemen said, “but indicators are just that: They indicate how well we’re doing…. Are we going up, going down or staying level?

That’s what we need to know.”

staff will use computer models to analyze the indicators. The procedure is so much less intensive than collecting greenhouse gas statistics that the city can afford to produce this report annually, as opposed to every five years.

“Considering the fact we have a ‘time certain’—we’re supposed to see a certain reduction by 2020—I think those who say we are six months behind aren’t looking at that deadline,” Ritter said. “There’s not going to be a big penalty if we don’t meet those numbers, but the cost of that is going to be steep … we’re going to have an environment that’s polluted, where our greenhouse gases are above the sustainable level.

“If we’re not moving in the direction of reducing those emissions, then we’re directly working against our own interests.” Ω

he byproducts of homeless encampments—mattresses, tents, sleeping bags, food packaging, empty bottles, clothing and human waste—are increasingly common along Chico’s creeks, and the mess is more than unsightly. Many items at these makeshift homes have the potential to pollute the local waterways and habitats downstream.

Members of volunteer cleanup crews, park officials and environmental advocates agree that the problem is worse than ever.

They also acknowledge that, in light of the city’s ongoing financial difficulties, the ability to clean up the camps in a timely manner has diminished significantly.

Robyn DiFalco, executive director of the Butte Environmental Council, said that in the months leading up to the Bidwell Park and Chico Creeks Cleanup last September, there was a dramatic increase in homeless encampments throughout Chico, and despite a lower than expected volunteer turnout, the cleanup removed about twice as much trash from the creeks as the year before.

“Things reached a level that no one could remember,” she said. “It was worse than it had ever been. We saw so many more mattresses, so many more tires, so many of those big, bulky items.”

trash in Chico’s waterways “has seemed to grow exponentially—especially in the last few years. The vast majority of this trash … appears to be from abandoned homeless and transient encampments.”

Volunteers also described certain areas with such high concentrations of fecal matter and urine that “they required a hazmat cleanup,” DiFalco said. “When humans use our waterways as a bathroom, it has an impact on water quality; it has an effect on aquatic wildlife as well as terrestrial and amphibian wildlife.”

At one point last fall, Dan Efseaff, the city’s

Parks and Natural Resource manager, said his department had about 70 requests for cleaning up homeless camps within city limits. Efseaff explained that complaints about homeless encampments are grouped with other complaints in the same area for the sake of efficiency. Once a month, his staff and law enforcement will make the rounds, going to the camps and serving what are essentially eviction notices that allow homeless people a few days to collect their belongings and move on.

In some cases, the park rangers return to find the area thoroughly cleaned. In others, the scene is not pretty. “I’ll be blunt,” Efseaff said. “A lot of these camps are pretty disgusting—there’s a lot of fecal matter.”

Efseaff said that prior to the city’s reorganization and financial cutbacks, the Chico Police Department and Code Enforcement played larger roles in the notification process.

Now, as the resources of both agencies are stretched thin, the task has been left mostly to

the Parks Department, though periodic help has been provided by the state Department of Fish and Wildlife and the Butte County Sheriff’s Office.

“They have not been able to help out on a regular basis,” Efseaff said. “It’s definitely been a struggle for us.”

Brad Montgomery, executive director of the Torres Community Shelter, has visited a number of camps in Chico. Some of them, he said, are surprisingly tidy, while others are a huge mess. “When you take the challenges some of these people have and the challenges of living in that environment, obviously some are not going to be [organized],” he said. “I don’t mean to be facetious, but it’s not like you’ve got shelving, cupboards and closets to put stuff away in.”

between city and county organizations about how to stay on top of the issue. Some locals, including a group of neighbors along Lindo Channel, have organized cleanup efforts of their own, while student volunteers from Chico State and Butte College have also proved helpful.

“You’re never going to solve it, but you do need to keep responding to it so it doesn’t get out of control,” she said. “The city shouldn’t be expected to do it on their own, nor should volunteers or nonprofits.” Ω more GREEN continued on page 25

City Councilman Randall Stone was speaking to the fact that many Chico residents thought the City Council had passed a ban on single-use plastic bags long ago.

Yet, the ordinance moved forward only two weeks ago, when the council approved it on a 4-to-2 vote (Councilwoman Mary Goloff was absent).

During that meeting, Stone wasn’t the only one to note that the community was expecting the bag ban. Mayor Scott Gruendl recalled grocery shopping around Christmastime and seeing signs posted in the stores warning customers those particular types of bags would not be provided beyond Jan. 1.

Of course, that wasn’t the case.

The council, in fact, had last taken action on the item more than a year ago. That’s because the panel was waiting for a state appellate court’s rulings on two cases, involving San Francisco and Marin County, on whether such a ban was exempt from review under the California Environmental Quality Act. As recently retired City Attorney Lori Barker explained to the council at the April 1 meeting, both were found exempt. In other words, municipalities throughout the state are now free to impose their own plastic-bag restrictions.

In fact, many ordinances are already in place.

According to Californians Against Waste, there are currently 76 bag-restricting ordinances in California spanning 105 cities or counties. The laws are designed to reduce the use of such plastic products, thus curbing the environmental damage associated with the

ubiquitous bags. Chico is the first municipality in Butte County to take up such a prohibition. The nearest public agencies are Fort Bragg and Mendocino County, which adopted similar plans in May 2012 and June 2012, respectively. Mendocino County has since extended the ban to restaurants.

“The good thing is a lot of communities blazed a trail for us,” said Linda Herman, administrative manager in the city’s Public Works Department.

Chico’s draft ordinance will return to the City Council for final approval next month. When it goes into effect on Jan. 1, the law will extend to large retailers with grocery components—businesses with gross sales of at least $2 million a year (think Safeway, Walmart, etc.)—as well as large (10,000 square feet or larger) retail stores with pharmacies (Rite Aid, Walgreens, CVS). Next, beginning January 2016, the law will apply to convenience stores that sell alcohol.

In every case, the stores will be prohibited from using single-use plastic carryout bags. Instead, they will charge shoppers 10 cents for a paper bag. (The collected fees are to recoup the costs of the bags.)

have reusable bags available for purchase. They will be allowed to continue to provide bags without handles (such as those used to hold veggies, bulk items, meat and prescriptions) at no charge.

Of course, shoppers will be charged nothing if they bring their own bags, and the ordinance does not regulate the type of bags customers may use. In other words, those who’ve stocked up on singleuse plastic bags will be welcome to use them while shopping. Lowincome residents who are recipients of government-subsidized food programs, such as CalFresh and WIC, are exempt from paying the 10-cent fee.

Herman said she, too, thinks locals have been expecting the restrictions to move forward. She’s noticed stores asking their customers whether they want a bag at all.

“In a way, people have already been practicing it,” she said. “I’ve seen more and more people with reusable bags, and I’m hoping for a smooth transition.” Ω

Other than logistical details, though, the event won’t be changing its familiar format. It will still feature educational booths, activities, music and food—all with the aim of exposing the public to environmental issues, especially those related to animals facing threat of extinction.

“We’ve always had an emphasis on education,” Stubbs said, “but this year we’re really putting a much larger focus on educating the community and, of course, children.”

Added Nani Teves, BEC’s watershed program coordinator: “We are going back to some of the original intentions with hands-on learning, as more and more kids spend their time indoors and science [education] has become rote memorization versus exploration.”

To those ends, this year BEC is rolling out the Nature Bowl, which will feature games and educational activities in a competitive framework. There will be an “eco scavenger hunt” for kids, who will receive prizes after picking up items at various booths, and children will also be able to take home free seedlings of vegetable plants to start their own gardens.

Another kid-centered offering—albeit with adult appeal—will be the popular Procession of the Species. Starting at noon, roughly 400 students from local schools who have spent six weeks studying endangered species and making puppets will march from the downtown City Plaza to the fair stage in the park, where they’ll present their colorful papiermâché creations.

Other featured showcases include Wild Things, a group featuring wild animal rescues, plus live music all afternoon—“a new band every hour,” Stubbs said, everyone from Sofa King to Electric Canyon Convergence.

And, in conjunction with Recology Butte Colusa Counties, BEC and its vendors (including Maria’s Gone Tamales, Blush Catering and Chico Natural Foods, among others) have pledged to make the fair a zero-waste event, with at least 90 percent of all disposable items able to be recycled or composted.

“That’s been a pretty big undertaking,” Stubbs said, “but it’s … a good thing to strive for.”

The Endangered Species Faire was created to coincide with the commemoration of Earth Day (April 22), which was nine years old when the fair was born. Rather than expand the focus to address a wide range of environmental concerns, BEC’s mission for the event has remained focused on its name.

“People connect with wildlife and animals,” Teves said. “That’s less vague than larger environmental issues like groundwater or climate change.”

This year’s theme is “Webs of Life,” and the emphasis is on the interconnectivity of species.

Traditionally held the first weekend in May, the fair is Northern California’s oldest annual environmental festival. It draws some 5,000 attendees.

“The Endangered Species Faire is an opportunity to celebrate and highlight significant local efforts to protect and restore the environment,” Stubbs said.

“We want to provide involvement opportunities for everyone. Yeah, we focus a lot on kids and kids’ activities to get them engaged, because they’re very important, but there are opportunities for everyone to get some experience, to get some knowledge, and just have fun.” Ω

Local winemaker’s ‘organic’ crusade

It was the early 1990s, and the Forest Ranch winemaker had just been elected president of California Cerby tified Organic Farmers, then in its Alastair Bland developing stages but today one of best-known organic certifying groups in the world. The organization has certified more than 2,700 farmers around the world, on more than 2 million acres covered with roughly 1,200 types of crops.

LaRocca would spend years pushing back against the U.S. Department of Agriculture, which he says not only tried to bar farmers from playing a role in organic farm inspection and certification but even proposed to allow genetically modified foods to be certified organic.

“The [USDA] also wanted to approve synthetic fertilizers and pesticides and sewage sludge for organic farming, and there was an uproar in the whole industry,” LaRocca, now 67, said.

One could argue that the government was trying to simply expand the organic industry rather than undermine it. Yet it was those federal efforts that put LaRocca forever on guard and instilled in him his passion to protect the organic industry and keep its founding principles intact. He was president of CCOF for 12 years, then stepped away from policy-making and dedicated his energies to tending his LaRocca Vineyards, where he grows several hundred acres of certified organic grapes and makes them into his familyname wine.

Then, just this March, LaRocca reclaimed his previous post, beginning another two-year term as the president of CCOF. He has already helped secure more than $70,000 to help jumpstart organic farming education programs in schools—but he also is getting ready to fight battles. To LaRocca, threats to the organic industry are ever-present, perhaps even growing more persistent, and can appear at times benign.

He explained that large corporations are taking a greater interest in growing organic food, which is good.

“Anytime you have large areas of land being farmed without pesticides, that’s a great thing,” he said. “But there’s always a risk that these big companies will try to stretch the boundaries on what can be called organic.”

organic farmer and as CCOF’s president. For one, he wants the public to understand that organic foods cannot, ever, under federal regulations, be genetically modified.

“Some people think the non-GMO label is better than organic,” he said. “It’s not. Organic food is nonGMO, and on top of that it has no synthetic fertilizers, pesticides, additives—nothing. It’s steps above the non-GMO category.”

But with the recent surge in concern about genetic modification of crops and animals, the conventional farming industry is naturally interested in labeling their non-GMO products as such. What LaRocca says he fears is happening is that organic consumers are being attracted to this labeling and unwittingly buying products that have been produced using some amount of conventional farming techniques and chemicals.

LaRocca also is invested in an ongoing

struggle to legitimize organic winemaking—for there are many in the wine industry who scorn organic wine. That’s because organic wine must be made without the use of the preservative sulfur dioxide, or sulfites. Sulfer dioxide keeps a wine from quickly spoiling and can allow for easy—and safe—bottle aging.

Wine without sulfites, on the other hand, can quickly go bad if not handled carefully. This happened regularly enough several decades ago, in the early days of the American organic winemaking movement, that organic wine received a long-lasting black eye.

Some winemakers use organic grapes and, to preserve the wine in the bottle, add sulfites to their wine.

“As far as I’m concerned, that isn’t organic,” LaRocca said. Indeed, it isn’t—but a small number of winemakers have stridently tried to alter the regulations to make sulfite use legal in certified organic wines.

LaRocca’s wine contains no sulfites. In spite of the heightened risk of spoilage, LaRocca ages almost all his wines for several years before they go to the shelf.

He swears that practiced wine tasters could not distinguish one of his sulfite-free wines from a conventional one in a blind tasting.

While the vines break out in their fresh spring foliage, LaRocca remains frustrated by misperceptions about the definition of “organic.”

“What gets me is when [farmers not certified as organic] tell me, ‘Yeah, we’re organic. We just use a little bit of Roundup,’” LaRocca said. “Well, uh-uh. It doesn’t work like that.” Ω

College of Music, has played in a wide range of local and touring groups including The Bumptet. He also has experience playing at some of the bigger jazz events, including the Monterey Jazz Festival with his former funk-fusion crew, Global Funk.

Stoyanoff said he had been thinking about doing a one-day local jazz fest for a while. Once Lucero and Laager added their arts-marketing experience to Stoyanoff’s connections in the greater jazz community, the trio decided to include Redding and expand to a twoday regional festival.

“We really wanted to kind of reach across a pretty broad spectrum,” Laager said. And to that end, Stoyanoff brought in headliner Levine, with whom he’d already been in contact about a possible festival. “He was very excited about it, and interested in being a part of the first one,” Stoyanoff said.

With Levine, they have a real cornerstone to build upon. In addition to garnering a couple of Grammy nominations of his own, Levine has played with everyone from Dizzy Gillespie to Latin jazz great Cal Tjader, scoring a Grammy playing piano on the latter’s 1979 La Onda Va Bien.

“He’s a world-class piano player—he’s phenomenal,” Stoyanoff said.

For Levine’s festival set (he will be playing only for the Chico date), he’ll perform with two celebrated local musicians and experienced session men, drummer Lew Langworthy and bassist Greg D’Augelli.

Laager said that they’re looking to the S.F. Jazz Festival as a model, and they plan on featuring a similar traveling component in which a mini version of the Nor Cal event would tour around the North State and stage satellite shows during other parts of the year. In fact, they’re already looking into booking shows in Weaverville and Red Bluff later in 2014.

“Kind of our hope for next year is to have four days,” Laager said, with one possible setup being to have one day in Redding followed by a few days in Chico. And, Stoyanoff added, with so many smaller venues in town committed to hosting jazz—Café Coda, the DownLo, 1078 Gallery, etc.—Chico is a prime spot to have music going all day each day, allowing most of the local players a chance to be involved.

“We hope to include everybody,” he said. Ω

IN THE MIX Out Among the Stars Johnny Cash Legacy Composed of recently unearthed, neverbefore-released studio tracks from the 1980s, Johnny Cash’s posthumous album may not light up the charts in a ring of fire but it serves as a reminder to the Man in Black’s legacy. Almost every track is solid, many exceptional in one small part or another—even if it’s simply Cash’s signature deep voice on songs such as the title track and “She Used to Love Me a Lot.” The latter is painful in its simplicity and Cash tells a story of hurt like only he can. Of the three duets—two with June Carter Cash and one with Waylon Jennings—Johnny and his wife hit the mark with “Baby Ride Easy,” a country karaoke challenger to Sonny and Cher’s “I Got You Babe.” Most surprising are two tracks overflowing with humor: “If I Told You Who It Was” details a sexy romp with a famous country singer and has a twist ending that tips its hat to true Opry royalty, while the spurned-love murder/suicide of “I Drove Her Out of My Mind” is full of twisted wordplay and dark humor. Pick any track and compare it to country’s current chart toppers and the differences are striking, but it’s the similarities— pain, humor, and the struggles of life—that show where the genre came from and where it’s still going.

Deadly Premonition Access Games Steam Deadly Premonition, originally released in 2010 for Xbox 360, is a recent discovery for me thanks to its updated Director’s Cut re-release for Microsoft Windows on Steam. An investigative horror game in which you attempt to solve the murder of a local girl, the game takes broad strokes of inspiration from the dense Pacific Northwest exteriors and at times psychedelic interiors of David Lynch’s Twin Peaks, as well as from the Japanese horror game Silent Hill. Though the graphics are less than stellar and the controls, especially the combat, can get clunky and difficult to manage at times, the characters are interesting and the story is engaging GAME enough to keep interest through multiple endings. The quirky sense of humor can be a little jarring as you maneuver a horrific murder case, but it does offer some reprieve from the darkness of the main plot (and further calls to mind Lynch’s quirky approach to the genre). Some of the game mechanics—like the fact that it requires you to remember to eat and sleep—can be annoying to someone who just wants to move through the game. (Who doesn’t want to take a nap in the middle of a crime scene?) Overall, Deadly Premonition is a fun, weird game—with a welcome bit of creepiness—to play and experience with friends.

Let Me In Furlough Fridays Self-distributed Chico’s Furlough Fridays has gone through a lot of personnel changes over its six or so years as a band, but thankfully lead singer Minnie Mental (Linda Bergmann) is still out front. When the chorus kicks in on Let Me In’s “For Goodness Sakes” and the muted crunchy guitars cut loose, Mental’s sassy, throaty voice soars as the volume jumps and you turn up the car stereo even louder to sing along: “Goodness sakes, what has gotten into you today?/ Don’t you know you’re something, something more than what you think!” If people still made mix CDs, it would make the most kick-ass leadoff track. The now four-piece includes Mental’s husband, JP Bergmann, on drums, and the band’s second married couple, Adam and Meagan Yates, on guitar and bass, respectively. The new four-song EP offers a demo of the grunge-ish power pop in which they specialize. “Porcupine” is the other standout track, and like “For Goodness Sakes,” it plays to what’s always been the band’s greatest strength: pushand-pull dynamics that raise the levels during all-hands-on-deck choruses that make you nod your head “Yeah!” to the driver in the next car as you pump your fist along. small passions and pleasures enliven the otherwise discouraging circumstances of its characters. And the movie itself, the feature-film debut of writer-director Ritesh Batra, offers a kind of haven of alert sensitivity by and calm amid the crowded anonymity and Juan-Carlos hurly burly of daily life in modern-day Selznick Mumbai.

The principle characters include Saajan (Irrfan Khan), a rather dour widower who is on the verge of retirement after 35 years in a large firm’s claims department, and Ila (Nimrat Kaur), a young mother and unhappy housewife who prepares boxed lunches for the city’s noontime delivery system. Shaikh (Nawazuddin Siddiqui), the eager-beaver new hire for Sajaan’s position, also figures crucially in the story, as do Ila’s neglectful husband, Rajeev The Lunchbox Starring Nimrat (Nakul Vaid), and her unseen but muchKaur and Irrfan consulted upstairs neighbor “Auntie” (Bharati Khan. Directed Achrekar).

But the heart of the story has to do with Pageant Theatre. Saajan and Ila and the eponymous lunchbox.

Rated PG. Ila prepares a lunch meant for her husband, and includes a personal note. The lunch is delivered to Saajan by mistake; he appreciates it, reads the note, and sends one of his own back with the empty containers. Gradually, an increasingly personal correspondence develops Poor between the two of them—all by way of lunchtime notes, until the possibility of meeting face-to-face seems irresistible to both.

Fair Batra’s film is impressive (and unexpectedly moving) in the ways it remains calmly sympathetic with at least the potential for a MaySeptember romance in all this, while also preGood senting a sensitive and nuanced picture of the characters’ lives and their social circumstances.

Saajan and Ila (and Shaikh as well) are not Very Good stuck in dire poverty, for example, but the slender comforts of their marginally middle-class lives can seem confining all the same. And Excellent while Saajan and Ila are nearly always in the

foreground here, Batra persists in linking them to the backgrounds, social and otherwise, of their respective stories.

Consequently, as the story of Saajan and Ila goes its gentle, heartfelt way, The Lunchbox muses on a variety of contextually relevant topics—the intimate pleasures of eating, of reading, of open conversation, of handwritten messages; the soul-quashing uniformity of overcrowded cities; the regimented drudgery of desk jobs in massive corporations; the rhythms and machinery of mutual indifference; the power of romance, and its limits.

Khan (Life of Pi, The Namesake, Slumdog Millionaire) is superb both as the grieving and mildly misanthropic widower and as the aging gent wrestling with mixed emotions as the possibilities of a fresh chapter in his life present themselves. Kaur/Ila and Siddiqui/Shaikh put bright, plaintive faces on a future that they’ve already begun to understand as deeply problematical. Ω

The Grand Budapest Hotel

Wes Anderson’s new film is the story of an imaginary middle European hotel in the imaginary Republic of Zubrowka in the mostly very real year of 1932. But it’s also the tale of how a modern-day resident of that hotel, the mysterious and rather sorrowful Mr. Moustafa (F. Murray Abraham), came to be its owner. And that story, in turn,

centers on the remarkable character and career of Monsieur Gustave (Ralph Fiennes), the legendary and perhaps improbable concierge of that establishment, the Grand Budapest Hotel, in its heyday. The 1932 part of the story is central to everything else in the film. The rise of Nazism lingers on the horizon while center stage is occupied by the semi-picaresque adventures of M. Gustave and an orphaned refugee named Zero (Tony Revelori) and the farcical melodrama that ensues when M. Gustave finds himself named executor of the estate of an elderly woman of wealth (Tilda Swinton). Overall, tragicomic high spirits in deteriorating circumstances are the film’s strong suit, and Fiennes’ superb multifaceted performance ensures M. Gustave’s status as the atypical hero at the heart of Anderson’s vision. Cinemark 14 and Paradise Cinema 7. Rated R —J.C.S.

Noah

Darren Aronofsky’s reframing of the Old Testament tale of Noah and the flood is not quite like any other Biblical epic you’ve seen at the movies. It has the grand scale and sweep that’s always been part of such extravaganzas, but it also has unexpected jolts of dramatic intensity and contemporary urgency to it. In Aronofsky’s by no means irreverent retelling, Noah is ferociously intent on completing the fearsome mission that “the Creator” has charged him with. For this Noah, the ark’s purpose is to preserve the animal kingdom for a fresh start from which human beings may be excluded. Thus, Noah (Russell Crowe) faces dramatic crises within his own family and must also face the moral and metaphysical challenges presented by a scruffy but surprisingly humanistic antagonist named Tubal-cain (Ray Winstone). Crowe and Winstone, skilled character actors with obvious action-movie credibility, are just right for a film that means to mix large-scale action spectacle with a surprisingly intimate blend of moral and metaphysical drama. The character dramas develop into an intriguingly complex kind of parable. Cinemark 14.

AND, THE LIFETIME ACHIEVEMENT AWARD … The recipient of our most prestigious CAMMIES award was out of town the day of the ceremony, so it seems right that we publicly recSusan Dobra PHOTO BY ALAN SHECKTER ognize her in these pages since she wasn’t there to feel the love in person: Normally, the CAMMIES Hogan/West/LaPado Lifetime Achievement Award goes to people with long résumés of working in the music community in many facets over the span of many years. But this year we’re giving the award to someone based on one particular piece of work. That piece of work by itself has found the recipient working with just as wide of a range of local musicians as previous recipients of this award, and has had an effect that reaches far beyond the confines of her gig.

In 2000, when local musicians Susan Dobra and the late Greg Tropea started an open mic (actually, the unamplified Open Mikeless) night at his old Humboldt Studios (where Café Coda is now) there were no regular open mics in town; no place where local musicians could just show up and try out their stuff. Today, of course, thanks to the influence of Dobra and those who’ve followed her, you can find an open mic or open jam nearly every night of the week.

Open Mikeless eventually moved to Has Beans, where it changed its name to Open Mikefull. Then it moved to the now-defunct Café Culture, then back to Has Beans before splitting in two. Longtime soundperson (and later cohost) Dan Casamajor kept Thursday open mics going at Has Beans, while Dobra moved the Open Mikefull name to a biweekly event—first and third Thursdays—at the Paradise Grange.

For a story on the 10th anniversary of Open Mikefull, Dobra told this paper: “All we do is set up mikes and people come in and do the most amazing things.” In fact, some of those amazing musicians who worked on their chops at open mics—Aubrey Debauchery, Deedee Vest, Julian Ruck, Fera—have gone on to become CAMMIE-winning artists as well.

In the same anniversary story, Casamajor also chimed in: “Open mic revolves around Susan’s joyfulness and graciousness. She will send you home feeling like a star even if you need to go home and practice some more. It’s a labor of love and a highlight of our week, a focal point of our lives.”

As a thank you for giving local musicians a stage and giving our future stars a venue at which to gain confidence and learn how to perform, the 2014 CAMMIES Hogan/West/LaPado Lifetime Achievement Award goes to: Susan Dobra.

LOVE’S REAL ESTATE Highest and Best I assumed the man at the back of the property was a hired caretaker. I would soon find out I assumed wrong. He wore overalls and stood in front of an old woodsided barn, surrounded by giant oaks and sycamores.

I was there to meet a lady I had talked to on the phone the previous day. She told me she had inherited the property from her mother, and was thinking of selling. She told me the place was looked after by a caretaker. I assumed she was the sole heir and she alone was in charge of selling the property. I would soon find out I assumed wrong.

The property was a beauty, 5 acres within the main boundaries of town, bordered on one side by a wild stretch of creek. The surrounding area had been subdivided into neighborhoods years before. This 5-acre piece was the holdout.

The mother had refused buyers’ offers year after year, vowing to raise her kids and live her life out on the property, which she did.

I had parked on the street and walked past the old family home, and proceeded back toward the barn.

“Morning,” I called to the man at the

barn. I told him I was there to meet the owner and discuss selling the property.

“Sell, huh?” he said. “To a family, I hope?”

I told him the most likely buyer was a developer. “As an appraiser would say,” I told him, “developing the property would be its ‘highest and best use.’”

“I hate words like ‘highest and best use,’” he said. “Besides, I wouldn’t talk about selling a place like this on a fine day like today.”

A fine day it was. The creek sparkled in the spring sunshine and blue and white flowers waved in the creekside breeze.

“I see you’ve met my brother.” It was the lady I had talked to on the phone. “He’s the other heir to the property and will be involved in any talk of selling.”

So the man was the lady’s brother, not the caretaker, and the lady was not the sole heir.

I harkened back to the words of my old mentor, KDV: “Never assume. You know what happens when you assume?” I knew.

I told the lady, “I don’t think your brother wants to talk to me about selling.”

That time I assumed right.
