here is growing recognition that arguing over

political issues will never yield unity. What it has yielded is divide-and-conquer tactics. I wonder who benefits.

I don’t take kindly to people with questionable motives telling me how to live. I was taught to think for myself—an educational requirement at my house. My parents were in charge of the curriculum. That required me to get a grip on the principles of self-government and its outcome: self-determination.

Here are my personal observations about the abuses of power that have to end for us to get a life that is not planned by

persuaded to obey. When I joyously but mistakenly ran my horse through an orchard, the call from a neighbor got home before I did.

Today some ignoramus would call CPS on my parents, and my family would be forced to defend their authority in court.

My father had the cajones to throw government inspectors off our land when they came to inspect his melons. Today, he would be shot or locked up for standing his ground.

Our daily lives are run by people whose priority is staying in office. They ignore the simplicity that Thomas Paine called for: “That government is best which governs least.”

Meanwhile, young people leave the state for climes friendlier to their dreams.

As it turns out, the personal is political, and directs my reasoning to support the withdrawal of North State counties—through the Jefferson Declaration—from California’s power base in Sacramento.

Mark Baird and friends of Siskiyou County wrote the Jefferson Declaration for that county. Their Board of Supervisors voted 4-1 in favor of it. On Sept. 24, Modoc County voted similarly: 4-0. mission to destroy the Affordable Care Act? As the dramatic developments Monday night (Sept. 30) showed, they weren’t going to succeed. Democrats in the Senate and White House weren’t about to negotiate with “a gun to our head,” as President Obama put it, referring to the Republicans’ threat to shut down the federal government if the Democrats didn’t agree to defund the act.

The fact that the shutdown would begin at the very moment—midnight— when implementation of the health law went into effect made for a discordant convergence that made Monday night’s events seem utterly surreal.

First the Republicans said, either defund Obamacare or we’ll shut down the government. Then, when that didn’t fly in the Senate, it was delay the health law for a year. Then it was delay implementation of the individual mandate for a year. Then, bizarrely, they wanted to send the budget proposal to a conference committee—all this as the clock was ticking toward midnight.

What Republicans fear most is that Americans will actually like Obamacare, just as they like Medicare and Social Security. After all, the ACA has already saved consumers more than $1.2 billion by limiting the amount insurance companies can charge for administration. It also has enabled young people to stay on their parents’ policies until age 26, and forbidden insurers from excluding customers with pre-existing conditions. And that’s just for starters.

What we saw Monday night were the last desperate efforts to kill it.

What we got instead was a government shutdown.

The agency implementing Obamacare in the state is called Covered California (see Cover feature, “Looking for buy-in,” page 20). Go to its website at www.coveredca.com to find out what’s available. Join the campaign to make health insurance available to everyone. Ω

The Recalcitrant Party One of the consequences of the government shutdown has been

the closure of the national parks. And while the shuttering of public lands may seem only an inconvenience, there’s actually much more at stake here.

On Tuesday (Oct. 1), the CN&R received press releases from a number of California’s closed-down parks. For Yosemite National Park, the shutdown fell on the iconic park’s 123rd birthday.

Closer to home, Lassen Volcanic National Park shared the news of closures with some eye-opening figures. As explained in a press release from the office of Darlene M. Koontz, superintendent of Lassen Volcanic National Park, the park will lose about $1,600 per day in entrance and camping fees, while the concessions providers will lose about $125,000.

There, as in other parks around the nation, all of the visitor facilities were immediately closed. On top of that, campground visitors were basically given a 48-hour eviction notice. In other words, visitors who may have traveled far for a long-planned stay at the park will be getting booted on Thursday (Oct. 3)—unless the shutdown is resolved (it was still in place as of press time).

Nationwide, the National Park Service will lose an estimated $450,000 each day from various fees (not counting the concessions). Then there’s the toll on park employees. At Lassen, 115 workers are on furlough, while 25 concessions employees are left without work. The communities surrounding the nation’s parks that rely on revenues from visitors will also take a big hit financially—an estimated $76 million a day.

The shutdowns, of course, go well beyond the parks system. An estimated 800,000 federal employees have been furloughed as a result and will remain unpaid until the GOP abandons its feckless crusade against President Obama. The only lesson to come out of this mess is that the House is being led by a recalcitrant party that puts politics over people. Ω .

We’ve got letters One of the marks of any good newspaper is its letters section. If there aren’t letters to the editor—or any substantive ones—there’s probably nothing worth reading. Or writing in about.

I love the letters section. Each week, I’m surprised by what does and does not elicit reaction from readers. You’d think it would be predictable. Often it’s not. Sometimes a seemingly innocuous story in a given week will generate a lot of letters, while something more controversial triggers little feedback.

In recent months, we’ve printed a fair number of write-ups related to the city’s straitened financial state—the unprecedented deficit that has led to sweeping layoffs and cuts to city services. Most of them are serious in tone, but every now and then a creative reader brings levity to the situation. That happened Aug. 1 with the printing of Linda Hathorn’s “City manager singalong”—a letter criticizing City Manager Brian Nakamura to the tune of “That’s Amore.”

Even Nakamura appreciated the humor of the piece.

The letters-to-the-editor space is a great venue for people with opposing views to debate each other.

Although sometimes the discussion seems like it will never end. Case in point: the recent back and forth between Stephanie Taber and Mary Galvin.

Galvin had taken Taber to task over a letter she’d penned about the results of developer Tom Fogarty’s lawsuit against the city of Chico concerning his Oak Valley subdivision. In that Aug. 22 letter, Taber noted how the suit resulted in hundreds of thousands of dollars being paid out of the general fund—money that could have, say, funded police-officer positions. Taber’s point, of course, was to ding the liberal-majority council for bungling the situation (the settlement cost the city more than $10 million when factoring in court fees and losses of RDA funds).

Galvin came back the next week reminding Taber that her failed effort to move City Council elections from the November general election to the June primary cost the city of Chico $151,000 (in the form of a special election).

Or as Galvin put it, “Oh, holier-than-thou Stephanie Taber, lest you forget your hand in the irresponsible spending of the city of Chico.”

The civil—albeit snarky—back-and-forth continued for a few weeks. It was pretty entertaining.

I want to thank all of our letter writers for lending their voices to our pages, and invite others to join the discussion. It’s nice to see new names in the mix.

It takes a lot of time going through—and in some cases condensing—the write-ups for the letters section.

Last January, we reduced the maximum word count of each letter from 250 words to 200 words to fit more into the space. Not everyone is thrilled with the new policy, but the bigger picture is that it allows more views into the paper.

Still, there’s room for only so many letters. This week, for example, five good ones didn’t make the cut for print.

They’re online only. This doesn’t make me popular with writers, but it’s certainly a good problem to have when you’re in the newspaper business. No letters, no readers.

Real jobs are needed Re “Harvesting hope” (Newslines, by Tom Gascoyne, Sept. 26): People experiencing homelessness are often desperate for money and eager to work at a fair wage. Having a source of income has profound sociological effects including pride, sense of belonging and—most of all—hope.

Continuing to propagate the mentality of cheap labor, or tactlessly propping up stereotypes that homeless people can’t handle money and will just buy drugs and make fools of themselves, needs to cease. Offer potential workers paying jobs and save carrots for meals at the Jesus Center.

The armory around us Re “America’s sick fascination” (Guest comment, by Dean Carrier, Sept. 26): Thank you, Dean Carrier, for expressing your concerns about the “sick fascination” some in this country have about their guns. I have no interest in restricting weapons for hunting, or for personal or family protection, but the weapons of choice for the new members of the NRA are for killing people—lots of people.

When I get them to talk frankly about their concerns, they talk about some kind of “out-of-control gangs,” eventually maybe the desperately poor, or even needing to fight our own military. They’re arming themselves to fight their government. Does anybody remember the Weathermen of the 1960s?

These new enthusiasts carry around their pocket Constitution and say it gives them the right to shoot somebody. They’re in my neighborhood. They say they’ll protect me “when it all comes down” (like from the poor drunk guy walking down our quiet street the other night). They have no diagnosis.

When these “good guys with a gun” open up with their AR-15s in my neighborhood, the bullets are going to come through my walls. Does it sound like a good idea to arm this mentality with powerful weapons? I don’t feel safer.

‘A cave full of baggage’ Re “Raising cave girls” (Healthlines, by Howard Hardee, Sept. 26): Unless we are unconcerned about human health, animal welfare and the environment, promoting the “Paleo” diet is indefensible.

Using animal foods as a primary source of calories leads to high saturated-fat intake, along with excess protein and ingestion of substances such as carnitine and heterocyclic amines that are clearly damaging to human health.

(This brings up the central question of why anyone with more healthful alternatives would want to exploit animals in any way.)

The carbon footprint and resource demands of an animalfood-based diet are 10 times those of a plant-based diet. By global standards, the Paleo diet is an ethically bankrupt form of overconsumption.

The Paleo diet is probably more healthful than the standard American diet—as almost anything would be. And, the subject of the story lost 25 pounds—wonderful indeed—but this is a result of lower calorie intake. A well-executed plant-based or vegan diet would achieve the same result, without the cave full of baggage described above.

Re “A heartless House” (Editorial, Sept. 26): Today, as I write this, is payday, and I checked my bank to make sure my SSI payment was in place.

It was. Food stamps would have been a great assistance here, but in California, SNAP and SSI are contradictory terms, so they are not available to us.

Every month is a challenge to make the SSI allotment stretch out throughout the calendar. To get around, I ride the bus or my single-speed tricycle. Have to make sure my waterproof clothes are ready for the winter, and I will— boots, duster, hat, gloves.

I am used to the cruelty of being below the federal poverty standards, and every word I read about our new congressman confirms what I fear—that he will be absolutely no help for those of us who deal with this struggle every day. Clearly Congressman Doug LaMalfa was elected by the rich to serve the interests of the rich, and the rest of us be damned.

Re “The Anarchy Express” (Editorial, Sept. 26): Let me correct some blatantly false statements here: First, a huge majority of Americans do not support Obamacare. There is no such poll indicating support for it— except in the imaginations of totalitarian ideologues.

Even traditionally Democrat constituencies, like labor unions, don’t want it. Tellingly, the only

people supporting it in the government are those opting out of it— Congress, the federal bureaucracy, even the IRS union people enforcing it, and der Führer himself.

Congratulations, CN&R editors—I hope you enjoy the IRS deciding what doctors you see, what medicines you get, or whether you see any doctor or get any medicine. I hope you enjoy “navigators” not subject to background checks having access to your Social Security number and financial information.

“Far-right extremism”: What could be more reactionary than going back to failed socialist models of the past? You like Canada’s or Britain’s health-care systems? If they’re so great, why do Canadians and Britons who can afford it come to the United States for specialist care?

Defending personal and economic liberty against a fascistic money- and power-grab by an unrepentant dictator is not “far right”—it’s simply right.

Editor’s note: A government shutdown has occurred 17 times since 1977, according to the Congressional Research Service.

While essential functions will remain in place, a shutdown for any significant amount of time will further burden the nation’s finances. The 1995 and 1996 shutdowns cost an estimated $1.4 billion, according to the Office of Management and Budget.

It is ironic that, after a national surplus under President Clinton to our massive deficit today, the very same interests who financed two wars and bailed out the banks—all on the national credit card—now don’t want to pay the bill. Ayn Rand must be smiling, wherever she is.

Re “The Anarchy Express” and “A heartless House” (Editorials, Sept. 26): The current fiasco is not about the debt ceiling, it is about the continuing budget resolution to fund the

government at the unconscionable levels set by the sequester—an argument that the Republicans already fleeced the country with.

The Affordable Care Act will not be affected by any defunding amendment to the continuing resolution because it is a program with “mandatory funding.”

As to the coming showdown about the debt ceiling: The Far Right is playing with the world economy for an untenable political posture. Somehow we have come to the position of the sequester as a starting point on budget negotiations and things like Social Security and Medicare being on the table.

These positions are ridiculous!

On Doug LaMalfa’s SNAP vote: Even if the bill is knocked back to the cuts already passed by the Senate ($4 billion instead of $40 billion) the Republicans have won by separating SNAP funding from the “corporate-farm welfare” it has always been tied to.

Truth is subjective Re “Mayoral rebuttal” (Letters, by Scott Gruendl, Sept. 26): I am somewhat relieved to know—when I read in Mr. Gruendl’s dutiful letter to the CN&R—that “the truth matters.”

It has a certain pertinent ring to it, possibly in anticipation of an enlightening prelude of a surprising revelation, forthcoming, dangling off the tip of the tongue that may be difficult to pronounce with bated breath.

Yet wherever I see a phrase with “truth” utilized, it somehow seems predisposed to build you up only to let you down, leaves you feeling the kind of way a hangover does. This and Mr. Gruendl’s summary paragraph’s continued attempt at backhanded sarcasm in the he-said-she-said sound bite imploringly use the word “truth” several times to support his incriminating declarations.

Alas, my nemesis leaves me feeling either like I have a hangover or wishing I was working on one: the crux of two sides to every story. Remember, Mr. Gruendl, there are also other names difficult to pronounce after soliciting a vote of confidence for elected office.

Please leave truth, like beauty, in the eyes of the beholder.

The city’s recently proposed efforts to crack down on businesses that serve alcohol have been greatly watered down. An adhoc committee headed by Chico Chamber of Commerce President and CEO Katie Simmons, and made up of business owners, City Council members and Police Chief Kirk Trostle was tasked earlier this year with addressing the city’s perceived alcohol problems.

At its Sept. 30 meeting, the group reached a general consensus that the city should form a three-person committee to consider penalties of liquor-license violations on an individual basis, rather than placing a blanket set of restrictions on all liquor-related businesses, both new and existing. Those restrictions included the possible outlawing of live music where liquor is served, as well as a ban on karaoke.

The City Council’s Internal Affairs Committee will take up the matter at its Oct. 9 meeting.

OFFICERS NAMED IN SHOOTING

Names of the five officers involved in the Sept. 22 shooting death of Breanne Michelle Sharpe, 19, were released by the Chico Police Department Monday (Sept. 30).

The men, all of whom fired on Sharpe after she allegedly attempted to run some of them down after a short pursuit, are Officers Damon Selland, Jared Cumber, David Quigley, Nick Vega and Sgt. Scott Zuschin.

The officers are on paid administrative leave while an investigation of the shooting is conducted. A press conference held by Butte County District Attorney Michael Ramsey is scheduled for Oct. 3 at 10:30 a.m. in the Old Municipal Building at Fifth and Main streets.

The shooting occurred at about 2 a.m. on East Eighth Street near Vista Verde Avenue after a report of someone breaking into vehicles on Coit Tower Way.

OF PORN, PHONES AND PICKLES

A Chico man was arrested Sept. 19 on charges of violation of parole and six days later charged with possession of child pornography. According to a press release from the Chico Police Department, Joshua Klipp, 31, took his iPhone to a local computer store where an employee allegedly discovered more than 200 photos “of deplorable pornographic nature” involving children between the ages of 3 and 17.

Police were called, and Klipp (pictured), who had been arrested for a parole violation six days earlier, received the additional charges and remains in the Butte County Jail.

Klipp, who was convicted of having sex with a minor in 2008, was once employed as the picklesuited mascot for nowdefunct Mr. Pickle’s Sandwich Shop in downtown Chico. He also wrote a song called “If God Wrote a Country Song,” recorded by country musician Rich McCready, and charting at No. 1 on the October 2008 Christian Country Top-20 chart of Power Source Magazine.

A call for jobs Large number of locals turn out to apply for jobs with IT-services company

This was the first of two interview sessions, with Milestone officials looking to hire and train 75 to 100 employees by early October and the rest sometime in November.

The jobs, which pay $15 an hour, are positions at a call center to be housed in a vacancy at the Chico Municipal Airport that was once the home of Build.com. Those hired will deal with clients via phone, meaning customer-service experience is a crucial element of the post.

Included in the hires will be 16 supervisor positions that pay $19 per hour.

About 20 people in various stages of garb— from casual to dressed-up—stood on or near the BMU’s steps waiting their turn. Inside, “prescreen” interviewers sat at a line of tables questioning applicants, and either weeding them out or sending them to the next phase of the process: a phone interview with a client working within

Milestone’s hiring effort.

Milestone founder and CEO Prem Chand walked through the BMU carrying a clipboard, actively helping move the proceedings along. Chand, who is in his mid-40s, was casually dressed in a Milestone shirt, blue jeans and baseball cap and followed by members of his family, including his young daughters, as he moved about. Chand was born and raised in the Butte County community of Biggs. At the age of 21, he moved to Silicon Valley where he worked for a logistics service company and took night classes in business and finance. In 1997, 10 years after his arrival, he founded Milestone.

Chand said he decided to expand in Chico for a couple of reasons—his roots and the potential for success, at least as sold to him by locals.

“Number one, I am from here—well, from Biggs,” he said. “And number two—well, to be honest, I almost didn’t come here. It was kind of an eleventhhour decision. I’d heard from the mayor and [city senior planner] Shawn Tillman, and they convinced me that there is a lot of talent up here.”

Tillman said he and Chand had met last March when the company founder was checking out Chico with a bit of a different plan.

“He wasn’t sure if Chico had the abil-

ity or talent,” Tillman recalled. “In that case, he did not proceed with the plan.”

But the groundwork had been laid and Tillman convinced Chand that Chico has much to offer.

“He contacted me again and we had another go-around,” Tillman said. “He called me with a bit of urgency. He said here is an opportunity and that he needed to be convinced that Chico can deliver.”

Tillman said he restated the case for Chico that he had made in March.

“This is exactly the kind of company that Chico is well-positioned to be home to and a place for it to grow,” Tillman said. “Apple and Hewlett-Packard are not going to move here, but companies that serve them will. The cost of wages and the cost of living are low, but the quality of life is good.”

On the day of the interviews,

Chand noted that though more than 1,000 participants had signed up ahead of time, he expected at least 150 would not show up, but that many would probably come as walk-ins to wait their turn.

“We have a total staff here of 80 people greeting the registered applicants and the walk-ins, and introducing them to HR, which does the screening,” he explained. “I’m really happy that the people from Chico and the surrounding area are here.”

Annie Rafferty, director of The Training Place at Butte College, was on hand to help direct the interview process. She, too, wore a blue Milestone shirt.

“We have 10 pre-screeners, and 55 to 60 percent [of the applicants] get through the first step,” she said.

By 1:30 in the afternoon, 101 applicants had made it through the first two steps and were directed to the second floor of the BMU, where they would wait for another face-to-face interview.

Rafferty, who has 30 years of callcenter experience of her own, greeted those approaching the third stop in the process, where 50 to 60 people of varying ages sat waiting for their interview.

Those who passed this third stage would come back the next day for a final shot, Rafferty said.

Tedra Thomsen, an unemployed

Butte College student who interviewed with Milestone, did not make it past the screening process. A former employee at Cold Stone Creamery in downtown Chico, she does gardening and landscaping to help make ends meet; she said she hasn’t had a steady job for the last six years.

Thomsen, 45, is a fairly high-profile transgender person, well over 6 feet tall and often seen downtown wearing short skirts, plunging necklines and high heels.

“It took longer for me to iron my blouse than it did for them to do the interview,” Thomsen said a day later. “I checked in and they found me on their [computer] tablet and gave me a lanyard and a pen. Then I sat at the table for about 10 minutes.”

Thomsen said she was asked to describe her take on customer service, adding that she purposely did not use any of the information on the company’s website so she could present what she believes are genuine thoughts.

“I said I thought [customer service] is lacking these days, and that people are too busy and don’t seem to care about finding solutions,” she said. “Asked about my availability, I said that I am totally available and that I’ve worked graveyard shifts.”

She said she felt the interview was too fast and that the process was not explained well enough.

“I handed them a résumé and they didn’t even look at it,” she said. “If they are hiring 200-and-some [people] and they got 1,000 applicants, that means they weed out four of every five.”

Thomsen said she’s had a lot of difficulty finding a job, but credited the company’s effort.

“I’m transgender,” she said. “I really thought that it’s a call center, so it doesn’t matter what I look like; I could be calling somebody in Cleveland. I must say, though, I thought they were real professional, nice and spot-on.” Ω

Insider talk Trio of former employees stir it up at city meeting city of Chico employees Mary Fitch, Alicia Meyer and Fandormer Quené Hansen have become regulars at City Council meetings— a thorn in the side of the new executive team. And during the

council’s regular meeting Tuesday evening (Oct. 1), the trio leveled some pretty hefty accusations about the manner in which the city conducted its layoffs over the summer.

Specifically, the women say that City Manager Brian Nakamura— along with Assistant City Manager Mark Orme and Administrative Services Director Chris Constantin—breached personnel rules within the municipal code to retain certain favored employees.

“One can only hope that it was council’s ignorance of—rather than its complicity in—the flagrant disregard for those personnel rules that allowed [Nakamura] and his executive team to put personalities before positions in the July layoffs,” said Fitch during the unusually short meeting’s public-comment segment.

In her allotted three minutes at the podium, Fitch went on to cite multiple alleged cases of favoritism that took place during staffing reductions of the city’s administrative-employee pool. Hansen spoke next and explained how—after the second meeting with a City Employees’Association representative over the matter of reclassification—Constantin agreed to change the reclassifications to internal recruitments. She also noted how Constantin—in a memo to staff announcing the proposed creation of the new positions—made a point of stating that, “While the employee groups have a right to comment on the proposed changes, the city manager has the sole authority to modify the classification plan.”

“This was a flagrant end run around the code, and employees … were disgusted to see it happening just days before layoff notices [went out],” Hansen said.

Last up was Alicia Meyer, who also took the city leaders to task.

She cited a number of memos related to the recruitment process and how, despite applications from qualified senior staff members, all of the incumbents retained their posts.

She pointed out that one of the protected employees—someone in Constantin’s office who she says is the least senior member of the whole administrative staff—had been promoted from administrative assistant to HR analyst and given a pay raise, while one of the senior analysts had been bumped not once, but twice, and taken a 25 percent pay cut.

“Mr. Constantin surely has mastered the art of creating a hostile work environment,” Meyer said.

Constantin took exception to the women’s comments, and defended his reorganization efforts. He said he met with union representatives and made compromises during the process. Nakamura was largely silent during the meeting, but he did say that legal counsel was consulted to be certain the rules were being followed. And in fact, the union never filed a grievance, City Attorney Lori Barker pointed out.

Earlier in the meeting, Hansen took part in other contro-

versial discussions related to the more than $3 million deficit in the capital-projects fund—known as Fund 400—and a related user-fee study that was supposed to have come to the council level back in 2012 but didn’t make it before the panel until this year.

Many questions have arisen in the wake of learning that Fund 400 is deep in the red. One of them is whether staff, including Hansen, erred in releasing the draft study to the development community before the report got to the council. While a consultant hired by the city has indicated that shouldn’t have happened, Hansen maintains that doing so is standard practice. In light of the lack of clarity, Councilwoman Mary Goloff asked the city manager for a chronology of events surrounding that matter.

Councilman Mark Sorensen noted that the city had paid the consultant some $37,000 for work on the report with the goal of better aligning revenues with actual operating expenses. He noted that it came to light only this past February.

Sorensen had done some investigation on his own, and explained that he believes the study was deliberately not brought to the council because it indicated that the general fund was going to take a $2.5 million hit, since the city could not possibly charge enough for the overhead getting dumped on Fund 400, among other funds.

“It would have severely slowed our accumulation of debt in those funds, and I think that’s why it was withheld—so the city could continue to rack up the debt,” he said.

Farmers’-market supporters consider drafting ballot initiative roponents of keeping the SaturPFarmers’ day-morning Chico Certified Market at its present location—Municipal Parking Lot No. 1 at East Second and Wall streets— will rally tonight (Oct. 3) to discuss the weekly event’s past and its possible future, which could include placing the CCFM’s ultimate fate in the hands of voters. The “Farmers’ Market Appreciation Night” will take place at 6 p.m. at Trinity United Methodist Church (285 E. Fifth St.) The event is organized by a group of CCFM supporters called Friends of the Farmers’ Market.

One of the group’s organizers, former Chico Mayor Karl Ory, explained that FFM has existed since 2006, but became a more public entity following the Chico City Council’s June 18 vote to extend the market’s franchise agreement to Dec. 14, while leaving its long-term future in limbo.

Ory said the FFM has so far collected contact information from more than 2,000 market supporters.

The market, held each Saturday throughout the year, has been a point of contention for several years for some downtown business owners who claim it takes parking spaces from potential customers and negatively impacts their commerce.

“It’s an opportunity for the market to tell its whole story,” Ory said, “to articulate the benefits it has on the community and share the vision for its future, including amenities and improvements we’d like to start moving forward.”

One of the moves market supporters are considering is to draft an initiative so that voters could weigh in on a long-term location solution by approving an ordinance to keep it in its present place. Both FFM and CCFM organizers say the idea for an initiative is still in its infancy.

“It’s one of several options we’re looking at, but it’s too early to make that decision, and not something we will go into lightly,” Ory said. “But we’re definitely looking at what the contents of an initiative might include, and the logistics and legality of taking that route.

“On the simplest level, we’d ask the voters to enact a longerterm franchise agreement for the market,” Ory continued. “But

we’re still looking at just how long we’d ask for, how much of the parking lot we’d like to secure, and what else could be included in an initiative.”

Ory’s assertion that the ballotinitiative option is a last resort was echoed by Richard Coon, chairman of the CCFM’s Board of Directors: “We really don’t want to take that route, because the initiative process is a lot of work and we’d rather focus on feeding Chico,” he said, quipping, “We’re farmers, not politicians.”

At the June 18 Chico City

Council meeting then-Councilman (now Mayor) Scott Gruendl moved to form an ad-hoc group to discuss long-term solutions to the ongoing market debate. In July, the CCFM opted out of participating in this group when City Manager Brian Nakamura emailed Coon a list of “Farmers’ Market representatives, parking advocates, downtown business owners, Chamber and DCBA representatives and others” that the CCFM board felt didn’t fairly represent both sides (See “Farmers rebel,” Newslines, July 11).

The list includes Coon and three other farmers, market advocate LaDona Knigge, as well as downtown business owners Nancy Lindahl and Tom Hall, and three other downtown-business representatives.

“There was no guarantee that the commission would have any validity whatsoever, because the City Council wouldn’t agree to follow the recommendations the com-

mission came up with,” Coon said.

“The city had stacked this commission with people from the Downtown Chico Business Association who’d already stated publicly that they wanted the market gone.”

Coon said lack of activity on the city’s part since this latest impasse is what prompted market supporters to consider other options, including drafting an initiative. He said numerous emails asking city officials for status updates, including messages sent late last month, have gone unanswered, as have the CCFM’s suggestions on how to keep both sides happy, including an offer from the CCFM to pay parking-meter revenues for the hours it operates.

“We just can’t figure it out,” Coon said. “We’ve asked the city for clarification in writing and gotten no response. The city’s admittedly got bigger fish to fry, but we’re heading down the road we are because we can’t get any answers from them.”

Coon said the roughly 100 farmers, crafters and vendors who participate in the CCFM are overwhelmingly in favor of staying in their current location. He said moving to the other proposed downtown location, in the Chico Municipal Center parking lot, would mean having to dismiss 21 vendors.

“The farmers’ market and the allied Friends of the Farmers’ Market are convinced, until we’re told otherwise, that our franchise ends December 2014, with no extensions and no offer to go anywhere else in the downtown area,” Coon said. “The only course open to us is to involve the community and use the political process.”

‘Bit of a bust’ Butte County’s Covered California call center silent on first day of exchange n the afternoon of Oct. 1, the day CaliforOhealth-insurance nia rolled out its Affordable Care Act exchange, Covered Califor-

nia, the phone lines at Butte County’s new customer-service center in Oroville were silent.

But it wasn’t necessarily because Butte County residents weren’t calling. During an interview at the call center, Arlene Hostetter, assistant director of the county’s Department of Employment and Social Services, insisted that the center’s operators were very much prepared to begin answering questions and helping county residents choose between health-insurance plans through the exchange.

She explained, however, that Covered California, which fields all state residents’ calls and routes them to the appropriate service center (there are 32 serving California’s 58 counties), failed to provide her center with login information to access the open-enrollment market’s computer systems, leaving the Oroville center’s operators with little to do.

“So, it’s been a bit of a bust today,” Hostetter said, though she acknowledged that the technical difficulties were somewhat expected considering the scale of the operation. In Butte County alone, anywhere from 9,000 to 30,000 currently uninsured residents are now eligible for enrollment through the insurance exchange, she said.

Earlier this year, state officials estimated 4.4 million Californians will be using the exchange by the end of 2016.

Nationally, the story was much the same.

On Tuesday, the website serving the 34 states that chose to let the federal government administer their exchanges (for the first year, at least) was flooded with millions of visitors, many of whom encountered frozen pages and error messages, according to The Washington Post.

Bruce Jenkins, a local certified healthinsurance exchange agent, agreed that the launch was bound to have its difficulties, both on state and federal levels.

“Are there going to be some glitches and changes in ... [administering] the biggest piece of social legislation in the history of the U.S.?” he asked rhetorically during a Call or go online:

Jenkins predicted that, as the ACA actually goes into effect on Jan. 1, the number of people looking into the exchange will only increase. “I imagine December is going to be a big month,” he said.

“I would say that quite a large percentage of those folks have no idea they’re eligible for purchasing a plan on the exchange,” she said, adding that many are under the impression that, due to the federal-government shutdown, the ACA exchanges weren’t launching on Tuesday.

“I think it’s been clear for a quite a while that [the ACA] is going forward, but it’s still being referred to as a bill instead of a law,” she said.

Jenkins said he believes many have been misinformed or misunderstand how they will be affected by Obamacare.

“People who say, ‘My insurance is going to be more expensive’ [due to the ACA] are crazy,” he said. “A high percentage of people are going to get their insurance lowered. If you’re middle class, or don’t have a family, or you make a lot of money, it’s just going to be business as usual—you’re not going to get a subsidy.”

Jenkins suggested browsing the federal government website (www.healthcare.gov) to get a better understanding of the law, while Hostetter said she believes the clearest picture will be provided by beginning the enrollment process on Covered California’s website—provided it works.

“Until you’re actually able to plug in your numbers, and see what your subsidy would be, you don’t have any sense of the options,” she said.

‘MODERN-DAY MIRACLE’

A new bit of Irish technology is being touted by some as a “modern-day miracle” for its ability to potentially change the face of modern agriculture.

Radio-wave-energized water produced by the “compact, biscuit-tin-sized” Vi-Aqua device “massively increases the output of vegetables and fruits by up to 30 percent,” according to the Irish Independent newspaper. The technology, developed by Austin Darragh and J.J. Leahy of the University of Limerick’s department of chemistry and environmental science, is inexpensive, “makes GM obsolete and also addresses the whole global warming fear that there is too much carbon dioxide in the air, by simply converting excess CO2 into edible plant mass,” the article said.

The “energized” water “can carry more nutrients to the leaves and stem [of a plant] and percolate better down into the soil to nourish the roots,” Darragh said. Thus, “you need less water and … you end up with larger and hardier crops.”

The device converts electricity into a radio signal, which charges the water via an antenna; it can charge thousands of gallons of water in less than 10 minutes.

THE ICE IS MELTING

In yet another example of global warming, the underside of Antarctica’s huge Pine Island Glacier is melting at an alarming rate.

Researchers from Monterey’s Naval Postgraduate School used multiple sensors, deployed through 1,640 feet of glacial ice, during a recent two-month-long expedition aimed at determining how fast the glacier is being melted by warming water, according to The Christian Science Monitor.

The 31-mile-long Pine Island Glacier—“the longest and fastest-changing glacier on the West Antarctic Ice Sheet”—is thinning by a rate of about 2 1/2 miles per year, contributing to ongoing sea-level rise.

“Intensive melting under the Pine Island ice shelf … could potentially lead to the speed-up and ultimate break-up of the ice shelf,” said David Holland, a mathematics professor at New York University’s Center for Atmosphere Ocean Science.

SHORT-HAIRED BEE MAKES COMEBACK

There’s a little good news for the beleaguered bee population: A project to reintroduce an extinct (except in New Zealand) bee known as the short-haired bumblebee—or Bombus subterraneus—to the United Kingdom has resulted in success.

Bee experts have confirmed that released shorthaired-bumblebee queens have nested and produced babies in the Royal Society for the Protection of Birds’ Dungeness reserve in Kent, England, according to the UK’s Guardian newspaper.

Until recently, the last sighting of a Bombus subterraneus bee in England occurred in 1988.

The species “began to decline in the second half of the 20th century as wildflower-rich grassland … was lost to intensively farmed land.”

Local threads Growing a Chico cloth, from plant to loom and all steps in between

A summer, local weaver and peace activist Linda Furr made a phone call to t the beginning of this past

fellow weaver and lifelong Chicoan Sandy Fisher. It was not long after an eight-story Bangladeshi garment factory had collapsed in April, killing more than 1,000 people.

The tragedy had brought to light the poor conditions for factory workers in Bangladesh, one of the top exporters of clothing to the United States. Worldwide backlash was strong; Pope Francis called the conditions “slave labor.”

The two Chicoans decided they had had enough.

“It made me think not only about what I wear, but what I make,” said Fisher in her

Chico weaving studio, located at the back of her home’s property behind a well-kept garden. “I’m rethinking: Where are my sources from?” Often, she admitted, the yarn she used came from abroad.

Fisher, along with Furr and fellow weaver Wendy Ardell, began to envision a “Chico cloth,” made from 100 percent Chico-grown and -processed plant material. “[We thought] it’d be cool to make homegrown linen!” Fisher said. The cloth would feature a special weave design that Weaving connections:

would indicate its origins in Chico, similar to plaids made in Scotland. Chico is already home to fiber artists who use wool from Chico-area sheep, but this project would be the first plant-based endeavor.

The three women reached out to Chicobased Mount Lassen Fiber Guild (go to www.mtlassenfiberguild.org to learn more) in hopes of enlisting the help of local folks knowledgable about the steps needed to process flax, the plant that makes linen thread.

Next, they went to the Chico Peace and Justice Center. “They’re emphasizing the [Mahatma] ‘Gandhi way’—of local production” and local commerce, said Fisher, of the direction of the CPJC since Gandhi scholar Chris Moore-Backman took the helm as director last December. This matched Fisher’s desire to create a community-wide weaving project (one of the main tenets in Gandhi’s approach to achieving Indian independence was to create locally-made cloth). The women named their project Organizing for Fiber.

Through CPJC, Fisher found Sherri Scott of GRUB Grown Nursery, who grew a little trial flax for the women this year.

The process of turning flax into linen can be lengthy; after growing and “retting” the flax—or soaking it to the point of partial rotting—the fibers are broken up, carded, dyed and spun before Fisher can bring it to one of her five looms to weave it, a process she hopes to begin next year after flax harvest. (Scott will grow more flax for the group again next year.)

Even the loom will be local—Fisher owns a loom from AVL Looms, a worldfamous loom-making company right here in Chico.

AVL Looms “has dramatically

changed handweaving in the U.S.,” explained Bob Kruger, president of AVL, from the sales floor of AVL’s building on the corner of Park Avenue and Meyers Street.

As it turns out, AVL Looms founders— Jim Ahrens, from Berkeley, and his partner, Jon Violette, a Chicoan—discovered in the 1970s that handweaving in the U.S. had missed out on key innovations to speeding and automating handweaving as a result of the country being under the colonial rule of England.

“When we were a colony, England’s position was [that] all colonies provided raw materials, and bought finished goods,” he said. After independence, “we [went] immediately from non-Industrial Revolution to Industrial Revolution, and we bypass[ed] a GREENWAYS continued on page 14

whole layer of [handweaving] technology,” Kruger said, including the dobby loom, a system of pegs that assists a weaver in maintaining a particular pattern, which otherwise would have to be done entirely by foot pedals, which slows down the weaving.

“So you no longer have to constantly be thinking, ‘What’s the next treadle I’m going to step on?’

You can just … let the dobby do it,” he explained. The dobby, which was invented in the 1850s, was not a part of the U.S.’ crop of looms until AVL began building looms in the ’70s.

Now, the company produces a number of looms, mostly aimed at production weaving—such as making handmade scarves as a business, instead of, say, a one-off woven rug for home use. AVL’s looms range from $3,000 to more than $30,000, from a tiny portable tabletop loom to a custom loom that can take over a living room.

AVL also runs the gamut from the basic non-automated loom to looms that feature computerized dobbies—what they’re currently famous for—and other modern advances to help speed up the weaving process.

AVL Loom’s Business Manager Amanda Brimm noted that fiber arts can act as a way to connect with the natural world. “There’s something very visceral about interacting with the animals and plants that produce the fibers we use and wear every day; there’s this realization that I’m connected with the Earth through these handwoven pieces,” she said by email.

For her part, Fisher hopes Organizing for Fiber—which is partially inspired by Bay Area fiber artists’ collective Fibershed, which aims to create a “bioregional textile culture”—will help build community and inspire people to re-examine their purchases. Brimm points out that such endeavors are the outgrowths of the growing “sustainable, local mentality” over our food choices, saying, “Just like food, our clothing, bedding, rugs, upholstery and linens are easy to take for granted, and [we] forget the story behind them and the impact their production can have on the environment and the world.” Ω

THE PULSE ACA CONFUSION CONTINUES

A majority of low-income Californians misunderstand their eligibility for health coverage through the Affordable Care Act, a survey finds.

The Kaiser Family Foundation surveyed about 2,000 uninsured state residents from mid-July through the end of August, finding that three of four respondents believe they aren’t eligible for subsidies to purchase health plans through the state insurance exchange or don’t know they qualify for federal assistance, according to California Healthline. Disturbingly, 57 percent of respondents said they had little financial security, while 64 percent said they had foregone medical treatment due to cost.

Further, 49 percent of undocumented immigrants in California believe they will qualify for Medi-Cal under the health-care expansion. However, the ACA prohibits undocumented workers from purchasing health-care coverage through the state health exchanges, and they are barred from enrolling in Medi-Cal.

CANCER CLINIC LAUNCHES

Oroville Hospital’s new Radiation Oncology Clinic, opened on Sept. 17, came with a new radiation oncologist, Dr. Edward Ordorica.

The new clinic in the OroHealth Medical Plaza (2809 Olive Highway) allows for the expansion of Oroville Hospital’s Cancer Care program, which includes “a full range of treatment solutions, highly skilled physicians, [a] compassionate clinical team, and state-of-the-art technology,” according to a hospital press release.

“It is truly exciting to witness the profound enhancements at Oroville Hospital,” Ordorica said in the press release, noting that having the new radiation therapy and support resources all under one roof “offers a unique convenience for my cancer patients.”

Radiation therapy is the practice of using focused ionizing radiation to eliminate cancerous cells.

KEEP ON RUNNIN’

Regularly running long distances is unlikely to cause knee arthritis, a new study finds.

The study, titled “Why Don’t Most Runners Get Knee Osteoarthritis?” and conducted by researchers from Queen’s University in the Canadian city of Kingston, Ontario, compared the biomechanics of running and walking, according to The New York Times. The researchers recruited 14 recreational runners—half of them women—with no history of knee problems, and used motion capture technology to measure the forces generated by running and walking. The volunteers generally hit the ground with a force eight times their body weight while running (about three times the force of walking), but they touched the ground far less often while running, due to a running motion’s comparatively longer stride.

Due to those differences, the amount of force moving through a subject’s knees was equivalent whether they were running or walking. In terms of wear-and-tear on knees, “running and walking are essentially indistinguishable,” said Ross Miller, who led the study.

“Everyone has pains and sorrows and could use a little bit of expressive writing to help get that stuff out,” she said of the program’s value. “Once you get it onto the page, it gives you that detachment that allows for a different perspective on whatever your problem is.”

Wellingham-Jones serves as facilitator and “senior dignitary” for the monthly gathering, said Rebecca Senoglu, Enloe’s cancer-support program coordinator. While the program is oriented toward cancer patients, survivors and their caregivers, it’s free and open to the general public. In fact, the five women in attendance that evening were emphatic in encouraging participation from anyone interested in sharing their stories.

“There’s no experience necessary,” Senoglu said. “No one is going to be checking your spelling or sentence structure.”

Senoglu explained that WellinghamJones, a volunteer, is “immensely qualified” to lead the writing exercises, most of which involve about 10 minutes of writing to a prompt, followed by sharing with the group. The retired registered nurse (who holds a doctorate in psychology) has also written professionally for the past 30 years.

To top it off, she’s a cancer survivor and

a caregiver for a cancer patient.

“I think I’m qualified on a number of fronts, but the pay isn’t very good,” Wellingham-Jones, a volunteer, said with a laugh.

For a workshop at a cancer-treatment facility, there was a surprising amount of laughter throughout the evening. The prompts were mostly lighthearted, including: “a chore you no longer do,” “a smell that reminds you of autumn,” and simply “orange.” Stories ranged from childhood memories of a mother’s homemade applesauce to a tangent about the effects of fireplace smoke on Butte County’s wintertime air quality. As Wellingham-Jones explained, healing hinges on the process of writing and sharing, rather than the stories themselves.

“It doesn’t matter what the subject is,” she said. “People will write things that are important to them; that act of writing and the communal spirit of reading it brings about some healing, even if we’re talking about some lighthearted subjects.”

Telling Our Stories is just one facet

of Enloe’s emphasis on the healing arts.

The hospital was awarded the national Spirit of Planetree Arts and Entertainment Award in 2008 for its healing-arts programs, which also include the Healing Art Gallery, a rotating exhibit of works by artists touched by cancer, and the Music for Healing program in which volunteers play for hospital patients.

And between the community library, lush outdoor-garden area, and the bright art-gallery displays, the cancer center is a welcoming place. Senoglu insists that is no mistake.

“It might seem like a fluffy thing, but research on healing environments—in terms of beauty and light—have very practical outcomes on pain and length of stay,” she said. “These things help people feel better, shorten hospital stays, and can decrease pain levels.”

Wellingham-Jones proved to be the right woman for the job. Even after seven years of guiding the workshop, she still “goes home higher than a kite just from the energy that builds up in the course of this process,” she said. “You can feel the healing happen.”

Senoglu and Wellingham-Jones originally envisioned the group would be limited to the cancer center’s patients, but soon realized the workshops could be valuable to the greater community as well. Newly diagnosed patients (no matter the condition) and individuals in the bereavement process particularly find the exercises useful, Senoglu said.

As cancer treatments have advanced and more patients are able beat the disease and lead long lives, it’s not unusual for a Telling Our Stories participant to “start feeling better and move on.”

Senoglu and Wellingham-Jones, on the other hand, plan on attending for the foreseeable future.

“I come to this group because I love to do it,” Senoglu said. “This is for my own pleasure, not part of my job.” Ω

The programs themselves are meant to offer a well-rounded approach to treatment in addition to traditional medicine, Senoglu said.

“They’ve been created because we realize that people with cancer have a lot more going on than just the tumor they’re dealing with,” she said. “There’s a lot of emotional and psychological stuff that needs to be dealt with, a lot of family stuff.”

She also noted that the better patients understand their situation, the more they feel empowered to “ask questions and take control of their situation by attending support groups or reading books.” Those patients, she said, are more mentally at ease during the treatment process.

Looking for buy-in

o Kim Belshé, sometimes it seems as if she has been trying to overhaul California’s health-care system for most of her life. Next year, she might finally see those efforts succeed.

As a young Harvard University graduate, Belshé worked for former Gov. Pete Wilson in the 1990s, and the pair tried to instill an ethos of prevention into the state’s sprawling, taxpayer-supported health-care programs. Spend a little more up front to keep people healthy, they reasoned, and the state could save billions down the road. That tack was unusual for a Republican, and Wilson had some success with it. But it was never enough to fundamentally transform such a massive system.

Fifteen years later, Belshé helped lead an even more ambitious reform for another Republican governor, Arnold Schwarzenegger. Modeled after a Massachusetts plan signed into law by Gov. Mitt Romney, Schwarzenegger’s proposal would have required everyone to have insurance, required employers to provide it, and slapped strict new regulations on insurance companies. The bill passed the state Assembly but died in the Senate amid personal and partisan backbiting.

Now, Belshé is near the helm of another huge undertaking as a member of the California board that will implement much of the Affordable Care Act, President Barack Obama’s top-to-bottom transformation of the nation’s health-insurance system. In October, that agency, known as Covered California, will begin selling subsidized insurance policies to millions of Californians who don’t get affordable coverage through their employer.

And the success or the failure of the initiative might well rise or fall on a question that Belshé has been pursuing for a decade: Can the government, working with community groups and civic institutions, instill a “culture of coverage” in society so that everyone expects to have health insurance and buys it, even if they are young, healthy and figure that they probably won’t need the coverage?

“In my mind, the ‘culture of coverage’ reflects this guiding principle of shared responsibility,” Belshé said, “this idea that in order to make meaningful progress, it requires something of all of us.”

That sums up the central idea at the heart of “Obamacare,” as the law is widely known. Everyone will be required to buy insurance, and if they can’t afford it, they will get tax credits to make it cheaper or will be eligible for free care from the state.

Large employers will be required to offer affordable coverage to their full-time employees, or else pay a fine. Taxpayers will pay more to finance the subsidies for those who can’t afford coverage. And insurance companies will have to play by a new set of rules that will control almost everything they do.

“The Affordable Care Act is transformative,” said Anthony Wright, executive director of Health Access California, a statewide health-care consumer advocacy

group. “It’s the biggest thing Congress has ever done in health care.”

It is also arguably the most controversial thing Congress has done in any area of public policy in at least a generation.

California’s advantage While the ACA is sprawling and, at times, maddeningly complex, it is easier to understand if you think of it as doing three basic things: • It will expand free public health insurance to more than a million low-income Californians, mostly childless adults, who until now have had little or no access to health care.

• It will offer subsidized coverage to those who can’t get affordable policies elsewhere in a new, simplified online marketplace designed to allow consumers to compare coverage on an apples-to-apples basis with no hidden trap doors.

• It will completely change the way insurance companies operate. Instead of spending their time and resources weeding out risky customers, insurers will now be forced to compete on price and customer service. And while their rates won’t be regulated—yet—almost everything else they do will be, turning the industry into something almost resembling a public utility.

There is much, much more, but almost everything the law does is built around one of those three goals.

The U.S. Supreme Court, in its controversial decision upholding Obama’s healthcare law, also ruled that states could opt out of expanding their public-health programs for the poor, which was a key part. Many states with Republican governors have since decided not to expand those programs, even though the federal government is promising to pay most of the cost.

But California’s Legislature and two governors—first Schwarzenegger and now Jerry Brown—have embraced the law with enthusiasm and implemented it aggressively. That’s given California a head start that many other states have lacked.

A big example was the early creation of a new public program run by the counties for low-income people who did not qualify for Medi-Cal. This change provided coverage to more than 700,000 people, and now,

most of them—and many more—will be rolled into the Medi-Cal program beginning on Jan. 1. By the time the change is fully implemented, California could have 9 million people enrolled in Medi-Cal, or nearly one in every four residents of the state.

The federal government paid for the early expansion, and it will pay for 100 percent of the cost of the newly expanded Medi-Cal program for the first three years.

By 2020, the state expects Californians to be receiving about $6 billion worth of additional care a year, at a cost to state taxpayers of $600 million.

The expansion will open Medi-Cal’s rolls to anyone with an income below 138 percent of the federal poverty level, or about $16,000 for an individual and $32,500 for a family of four. Low-income people with no children will be eligible for free care for the first time.

Thanks to the Bridge to Reform, the early-adopter program run by the counties, the Medi-Cal expansion figures to be the simplest of the various parts of the Affordable Care Act to implement here. In most counties, the infrastructure is already in place. And for many patients, it will just be a matter of transferring their enrollment from one public program to another.

But there will be challenges. The biggest might be finding enough doctors to care for all the new patients, since many physicians refuse to take Medi-Cal patients because the reimbursement is so low.

“In the short term, I would not be surprised if people have trouble getting to health care, a physician or another provider,” said Assemblyman Richard Pan, a Democrat from Sacramento and a practicing pediatrician. “There will probably be backups and waits and so forth.”

But Pan said he thinks the backlogs will clear once the surge of new patients settles “ACA” continued on page 22

The young invincibles Beginning Jan. 1, nearly every Californian will be required to have health insurance, or else pay a penalty on their taxes. But many of those who do not get insurance at work and are not eligible for Medi-Cal will be able to get subsidies from the federal government to make their coverage more affordable.

The subsidies, in the form of tax credits paid in advance on the consumer’s behalf directly to an insurance company, will be available through Covered California. This new online marketplace managed by the state has contracted with 13 health insurers to offer coverage in 19 regions around the state.

Every plan will offer the same 10 essential benefits: coverage that will be, in most cases, more comprehensive than is generally available today.

And the plans will be classified into four categories—platinum, gold, silver and bronze—depending on how much of the cost of care is covered by the insurance company.

“Consumers will be able to make apples-to-apples decisions that they have not been able to make in the past,” said Peter Lee, executive director of Covered California. “We are changing the focus of health insurance from being a shell game, hiding from consumers what’s covered and not covered … to providing the best care possible to [help consumers] stay healthy and get care when they need it.”

The platinum plans will have the highest monthly premiums, and they will cover 90 percent of the cost of a consumer’s care. The cheapest plans will be bronze, but they will cover only 60 percent of the cost of a person’s care. Within each category, all the plan details will be identical. The insurance companies will compete by trying to offer better networks of doctors and hospitals and better service.

A crucial change: Consumers will be able to choose any of these plans regardless of their health history. They can’t be denied coverage or charged more if they have been sick. Rates will vary based on geography to reflect the cost of care in different parts of the state.

And older people will have to pay more than younger people, though they cannot be charged more than three times as much for the same plan. Today, it is common for 22 CN&R October 3, 2013

older people to pay five times more than younger people, if they can get coverage at all.

As an example, a 32-year-old single person living in Butte County with an annual income of $30,000 a year will have choices ranging from a bronze level at $153 a month to platinum for $313 a month, after taking the subsidies into account, according to Covered California.

A couple in their 40s earning $50,000 would pay between $213 and $633 a month, depending on what level of reimbursement they wanted the insurance to provide.

A crucial question is whether healthy people will enroll or pay the penalty since, in many cases, the penalty will be far less expensive than the monthly premiums. If too many healthy people opt out, the system will be top-heavy with sicker patients who are more expensive cases. That could force insurers to increase rates in the second year, leading even more healthy people to leave the system and starting a spiral from which the program might not be able to recover.

Critics point out that the law’s provisions, by putting everyone into one big insurance pool, will increase costs on the young and the healthy, while making insurance more accessible to older people and the sick. The tax-credit subsidies available to low-income people will relieve part of that cost shift for many young, healthy people, but not for all of them.

To overcome potential resistance, Covered California is planning a massive media blitz in the coming weeks to promote the new insurance exchange. The agency will spend millions while enlisting celebrities, churches, community groups and civic organizations to encourage people to enroll.

The biggest target will be young adults, dubbed “young invincibles,” because of their tendency to think they won’t get sick and need health care.

She and others involved in implementing the ACA hope to see a new paradigm in which everyone who comes of age just assumes they will get coverage one way or another—on their own or, if they need it, with help from the government.

“For this to be successful, it requires a community norm in which insurance is valued, expected and accessible,” she said.

Business not as usual Another big question for the law is how employers will react. America’s health-insurance system is built around the concept of employers providing coverage for their workers, but that custom evolved by accident. The method got its start during World War II, when wage controls forced employers to try other ways to compete for labor.

One solution: They started paying for health benefits as a substitute for higher wages.

Many economists and healthcare experts question whether this is the smartest way to pay for health care, but the Affordable Care

✚ A crucial change: Consumers will be able to choose any of these plans regardless of their health history.

They can’t be denied coverage or charged more if they have been sick.

Act builds on the tradition by requiring employers of 50 or more full-time workers to provide coverage or pay a penalty. But just like the individual mandate, the penalties on employers likely will be less expensive than the cost of providing coverage, so some employers may opt to not offer benefits and instead send their workers into the health exchange. Obama waived the fines altogether for the first year of the program, which might make it even easier for companies to stop providing benefits to their employees.

One major example of that trend surfaced last month: Trader Joe’s, the popular supermarket chain, told employees that the firm will no longer provide coverage to its parttime workers. Instead, it will give them a stipend of $500 a year to use toward buying coverage in the health exchange. Because most of those workers are low-income earners, they might be better off with this deal once they collect the subsidies offered by the federal government. But the change will be disruptive, and if it is repeated throughout the workforce, it could drive the cost of those subsidies far higher than the Obama administration or Congress anticipated.

Meanwhile, the rule requiring insurance companies to sell to anyone regardless of their health history—and not charge them more—is just one of many major changes the ACA will make to the way the industry does business.

The law has already forced insurers to phase out their caps on annual and lifetime reimbursements—limits on coverage that once forced seriously ill people to give up their benefits just when they needed them most.

The companies have also had to

let young adults remain on their parents’ policies until age 26, even if they were married with families of their own. That rule change has helped an estimated 400,000 young Californians get or keep insurance coverage.

The new law will also set strict new rules on how insurance companies spend the money they collect from consumers. They will have to spend at least 80 percent of the premiums they collect on medical care, leaving no more than 20 percent for administration, marketing and profits. If they exceed that threshold, they will have to issue rebates to their customers.

And while insurance companies’ rates won’t be regulated directly, they will have to give public notice of any rate hikes and seek to justify them with data showing why the increases are necessary.

State regulators will issue a public notice declaring whether the increases are justified or not. The scrutiny is expected to pressure insurance companies to minimize their price increases.

If it doesn’t work, consumer advocates have a backup plan: A measure has already qualified for California’s November 2014 ballot that would subject health-insurance rates to direct regulation by the state.

The safety net While the Affordable Care Act is supposed to provide nearly universal health coverage, 3 million to 4 million Californians likely will be left behind.

Many of these will be people who have immigrated here illegally, who will be excluded by law from buying coverage in the exchange, even with their own money. Others will be people exempted from the insurance man-

date because the cost of coverage exceeds 8 percent of their income, people who opt out and pay the fines, and people who are simply disconnected from civic society and aren’t reached or persuaded by the marketing campaign.

For these people, the counties will maintain a scaled-back safety net that will be the health-care provider of last resort. But because many of the people the counties have been caring for will now have insurance, the state wants to reduce the amount it has been paying the counties to care for the indigent.

“On paper, you’d think there would be savings,” said David Luchini, assistant director of the Fresno County Department of Public Health.

But Luchini and other county officials say it is too early to know how much those savings will amount to. And if the state pulls back too much too soon, it could leave the safety net in shreds. This year’s state budget calls for a shift of $300 million next year from the counties to the state, of the $1.3 billion the state has been supplying for this population.

The funds will be redirected to local human-services programs, offsetting state general-fund costs in the CalWORKs welfare program.

The community clinics that undergird the health-care safety net in much of the state will also be in a bind. On the one hand, many are preparing to compete for paying patients for the first time as part of the provider networks consumers can access with insurance through Covered California. On the other hand, the clinics are likely to experience a drop in funding because they will be treating fewer uninsured patients on behalf of the counties.

“These are essential institutions that need to survive and thrive in the post-reform world,” said Wright of Health Access. “We need their capacity, both for the remaining uninsured and for the newly insured.

“It means that they, as well as the system as a whole, have to agree to do things in a different way,” Wright said.

Getting coverage:

Go to www.coveredca.com to learn more about signing up for health insurance through Covered California, a marketplace directing residents to affordable health-care plans offered as a result of the Affordable Care Act. Open enrollment began on Tuesday, Oct. 1, three months ahead of the law’s January implementation.

One such institution adapting to the new environment, the Mendocino Coast Clinics, has been operating its nonprofit health center in Northern California for nearly 20 years. Based in Fort Bragg, the three clinics treat patients living along 50 miles of the remote California coastline. The clinics are the only provider in town offering a sliding-fee discount to qualifying patients, offering everything from primary care, pediatrics and reproductive health, to dental and behavioral-health care.

Paula Cohen, executive director of the Mendocino Coast Clinics, says while the clinics are facing a great deal of change and uncertainty under the coming health reform, they are far from becoming obsolete.

“It’s a word of caution—this is not going to be the end of any discussion for any need for safety-net providers,” Cohen said.

To address that need, Assemblyman V. Manuel Pérez has called for the establishment of a trust fund paid for by employers, private donors and philanthropic organizations to provide comprehensive health-insurance coverage to workers who are not covered by the ACA or the expansion of Medi-Cal. The California Department of Health Care Services would administer the fund, and nonprofit community health centers would apply to the trust for money to serve the number of uncovered workers coming to their clinic for the time those workers are employed by the employers contributing to the fund.

The trust would serve employees of small businesses, agriculture, restaurants, sales and service industries—primarily people who don’t receive health insurance through their jobs and who can’t afford to buy it on their own.

“The ACA is historical for us,” Pérez said. “But it doesn’t go far enough.”

Sacramento’s Assemblyman Pan said he sees the Affordable Care Act as a turning point in the history of American health care.

“Is it as grand a transition as some people would prefer? No,” he said. “But the insurance reforms, combined with the expansion of coverage, provide an opportunity for the health-care community to say, ‘Look, let’s see if we can do a better job taking care of people than we do now, particularly people with chronic conditions.’

“Ultimately, that is going to be the measure of success: Do we change the health-care system in a way that makes it make more sense for our population?” Ω

“In March [of this year], we sold our 100,000th ticket and had our 1,000th performance,” Edson said.

This weekend, the theater will celebrate its 10th birthday, with a night of dinner and performances of musical numbers from its history of productions, Saturday, Oct. 5, at the St. John’s Parish Life Center.

Holderman left the theater after a couple of years, but Edson has remained, and his jovial, enthusiastic personality has come to define a venue that has lived up to its mission of bringing musical theater to Chico.

Edson does have vivid memories of being bitten by the theater bug as a seventh-grader at Bidwell Junior High School. “My teacher was Mrs. Scott … [and] I loved getting up on the tiny stage and pretending to be someone else,” he said. His involvement in theater continued through his time at Chico State where, while working on a communications degree, he also became heavily invested in “duet” theater 24 CN&R October 3, 2013

But after graduating from college in 1983, Edson stopped acting.

He got married, had a family, and spent the next 20 years or so raising his two kids and selling radio advertising. “But I never thought about getting into a show,” he said. That is, until he saw a newspaper ad for an audition for The Wild Guys at Theatre on the Ridge.

On a whim, he tried out.

He got the part, was awarded the theater’s “Best Male Newcomer” in 1997, and soon after joined TOTR’s board and also helped build the old Chico Cabaret in the Almond Orchard Shopping Center.

Though he credits his background in business with being key to CTC’s success, it was through this immersion in the local theater scene, and getting to work with its passionate and talented players, that Edson got a theater education.

“I just learned a lot from great directors like Marla O’Brien, and [Chico Cabaret’s] Phil Ruttenburg, who is a great director.”

Edson recently left the radio-ad business and is now devoting all his time to CTC. “It’s worked. I’ve been paying my bills,” he said with a smile. Of course, no one gets into theater just to make money; Edson said that being a part of keeping the theater tradition alive and bringing new generations into the fold are the real rewards of the job.

“I think it’s one of those things that people don’t realize is missing in their lives until they come see a show,” he said of theater’s potential to enrich the community.

Edson walked me around the theater stage to show off the in-progress set, with its faux-stone castle walls and a hidden raised platform where the live band for the show will be perched for the next production, Young Frankenstein.

“We’re trying to skew [to] a little bit younger [of an audience],” Edson admitted, and Mel Brooks’ saucy horror-parody musical—as well December’s A Christmas Story and the 2014 season’s Shrek the Musical—are some of the more youthful choices slated to join the likes of Singin’in the Rain and Barefoot in the Park over the next year.

“To have been a part of so many lives and so many friendships that have formed … has been very satisfying,” Edson said, reflecting on the time spent on the CTC boards over the past decade. Ω

Gamay noir struggles to outgrow its nouveau reputation

Wweeks after harvest (released each year at midnight on the third Thursday in November), people hen Beaujolais nouveau arrives just

around the world race to get it.

But ironically, the fluffy hype and fanfare surrounding one of by France’s most celebrated wines Alastair Bland hasn’t much helped the reputation of Gamay noir, the very grape used to make Beaujolais nouveau.

Indeed, soda-poppy Beaujolais nouveau is more a triumph of marketing, not good winemaking, and it’s now losing popularity as consumers look for more complex, nuanced wines. Naturally, they’ve looked right past Gamay noir without realizing that it can, with a skilled hand, be made into serious wine.

“People think of Beaujolais nouveau as Kool-Aid, but the Beaujolais area can produce very good Gamay wines,” said Dennis McLaughlin, co-owner of local wine shop Creekside Cellars.

McLaughlin said Gamay noir wines can be high in acidity, which makes for a tart flavor, but that many drinkers take to the wine after just a few uncertain sips.

Winemaker Chris Brockway, who makes an Oregon-grown Gamay noir at Broc Cellars in Berkeley, said Beaujolais nouveau’s low reputation seems to have rubbed off some onto Gamay noir. “A lot of people associate Gamay noir with the truckloads of cheap wine that come in just before Thanksgiving,” he said. Brockway added, “Most Beaujolais nouveau is pretty bad, with that estery yeast flavor, like banana and bubble gum.”

These uncouth aromatics, he says, are mostly a result of the yeast used in fermentation—a critter cultivated and sold as yeast 71B—not any shortcoming of the Gamay noir grape. Brockway makes his Gamay noir using natural fermentation with natural yeasts, which allows a more nuanced expression in the grape.

For some, Gamay noir is downright entrancing.

Steve Edmunds, of Edmunds St. John Winery—also in Berkeley—remembers his first experiences tasting good Beaujolais-region wine in the 1970s.

“It was such a pleasure to drink,” he said. “It was irresistible. It smelled so beautiful, and the flavor was so pleasurable—simple, fresh, grapey, almost floral.

You almost can’t stop drinking [good Gamay noir]. It

just makes you happy.”

In California, the name Gamay has been masquerading about since the 1970s and 1980s, when “Napa Gamay” and “Gamay Beaujolais” were stamped on bottles containing what it turned out were other grapes entirely—valdiguié grapes in the former case, and bottom-end pinot noir in the latter.

It wasn’t until about 2000 that the first true Gamay noir vines were planted in a focused effort to use the grape in a serious way. Edmunds had convinced farmer Ron Mansfield, in Placerville, that if he planted the grapes, Edmunds would buy them.

“It seemed to me an opportunity to take a little gamble on something that no one else had really tried,” said Mansfield, who put 4 acres in shortly after a wine-tasting trip to France’s Beaujolais region, and now has a total of about 10 acres.

In Oregon, Gamay noir got an earlier start. Harry Peterson-Nedry, of Chehalem Wines in the Willamette Valley, planted it the early 1980s. He calls it a “quirky” wine but, with a $24 price tag, it costs about double the lower-end Beaujolais wines.

“We treat it seriously, not like the celebratory Nouveau style,” he said.

French producers, too, are trying to separate Gamay noir from the synonymous association with Beaujolais nouveau. A trade group called Inter Beaujolais has even proposed to have the region’s best vineyards classified in a separate category from those used for Beaujolais nouveau production. Meanwhile, the industry is pushing the nation’s better renditions of Gamay noir outward into the California market— burly red wines from producers like Daniel Bouland, whose Chiroubles 2011 is a bomb of tart-cherry pleasure; and Henry Fessy’s 2011 Chateau des Reyssiers, richly layered with raisin and bitter cranberry.

At Creekside Cellars, visitors will find one or two examples of French Gamay noir on the shelf for much of the year, especially in the summer and fall, when fruity, light wines are most enjoyable, McLaughlin said. He noted that, “unfortunately, Gamay noir is one of those wines that it’s easy to forget about.”

Just as hard to remember may be the fact that, even though all Beaujolais nouveau is Gamay noir, not all Gamay noir is Beaujolais nouveau. Ω

A Decades is dedicated to playing popular music from as many decades as possible, and they’re intent s their name suggests, local cover band

It turns out his father was spot on.

In the three years since the band’s inception, Decades has played more than 220 shows and has drawn enough fans for the band members to (a couple of part-time jobs aside) make a living playing music. And with 110 gigs slated for the coming year, the prospects are getting even better.

Decades went through a few lineup changes before the band’s current roster was solidified. Guitarist/saxophonist Will Watje and bassist Tobias Brooks (who both played together in local rockers Wicked Honey) have been the constants along with DiBono. Once current lead vocalist Samantha Francis and keyboardist/vocalist Ben Ruttenburg—both of whom bring backgrounds in local community theater and a lot of presence and vocal power to the stage—came in to replace departing members, things really started to click.

“I know we’ve all seen a dramatic increase in shows, payment and activity as soon as it [became] this [particular] group,” said Watje.

On the Decades website, the band advertises its

musical range with the saying: “From Chuck Berry to Katy Perry,” and a comprehensive set list includes 1020 songs from each of the different decades. “I just think, for the band to have more fun,” said drummer DiBono, “it keeps it refreshing to be able to play anything at any given time … which makes for a really unpredictable and fun set list, too.”

When asked about the transition from being in an original band to one doing covers, DiBono said the it was practically seamless. “We get the best of different music worlds in regard to learning how to play songs by our favorite artists, performing over 100 shows a year, and still having a chance to write and record songs,” he said, referring to the fact that the group does occasionally write and perform its own material as well.

On their debut album, Take Me Back, which came out earlier this summer, there are four ’50s-inspired originals, and eight covers, including “School Days” from Chuck Berry (whose influence is strongly felt on the band’s own “Little Girl”) and two made famous by Dion—“Runaround Sue” and “The Wanderer.” The album was produced by Sylvia Massy (who has worked with everyone from Johnny Cash to Tool) and recorded at her Loud Palace Studios in Weed.

The band members are excited about the album, saying that the enthusiasm of the people with whom they worked made them even more enthusiastic about their efforts. “[They] really helped us hone in on the sound we were looking for,” said DiBono.

The majority of Decades’ shows are at casinos throughout the western United States, although they are looking to branch out from that circuit. While the band members said they enjoy playing all kinds of shows, they were all in agreement that “the bigger the audience, the more fun it is.” They also agreed that “weddings are stressful.” Ruttenburg recalled one reception in particular at which he was asked to announce the wedding party. Since he hadn’t been given the last name of the couple who had just gotten married, all he could announce was: “For the first time: The bride and groom!”

DiBono added that his extensive touring experience with The Secret Stolen gave him some useful insight into the work that goes into being in a band.

“Music is an everyday thing,” he said, “If you’re not performing, you’re practicing. If you’re not practicing, you’re listening. It’s not just fun and games. Being in a band—it’s work.” Ω October 3, 2013

(played by Chris Hemsworth) is handsome, energetic, charming, relentlessly outgoing, and reckless in appetite and impulse.

These contrasts are a little bit too pat, but director Ron Howard and his actors bring them out with an attractive zest that is made all the more interesting by hints of rueful regret and half-hidden desperation. And their respective emotional limitations emerge predictably with the women they marry, but with unpredictable results—the heroically romantic Hunt wrecks a marriage that might easily have been saved, and the fiercely unromantic Lauda forms an unexpectedly deep bond with a wealthy jet-setter (Alexandra Maria Lara) who seems to genuinely understand and appreciate his peculiar genius.

Morgan’s script makes briskly efficient use of multiple bits of voice-over narration, from the two racers, of course, but also from an assortment of conveniently imagined racetrack announcers who summarize and editorialize, all in the name of hurrying the tale forward. The racing sequences are mostly a matter of propulsively edited fragments of action which show us very little of what is actually happening on the race track while also creating an abiding impression of high-speed peril and chaos.

Howard gets striking performances from both his leads, and the female characters— Lara as Marlene Lauda, Olivia Wilde as Hunt’s wife, and Natalie Dormer as one of Hunt’s more exuberant lovers—are all nicely and succinctly differentiated via performance, on-screen presence and implied “chemistry” in their pairings.

Howard and company have put it all in an engagingly efficient package. The end result is brisk, smart, fast-moving entertainment. Ω

Gravity

Judging by the previews alone, this sci-fi thriller about an astronaut (George Clooney) and a medical engineer (Sandra Bullock) floating in space in their space suits after their shuttle is damaged looks intense and terrifying. Directed by Alfonso Cuarón (Children of Men, Y Tu Mamá También). Cinemark 14, Feather River Cinemas and Paradise Cinema 7. Rated PG-13.

Stories We Tell

A creatively edited mixture of home movies, archival footage, new interviews with friends and family, and stylized re-creations of remembered events make up Sarah Polley’s well-received documentary hybrid about the life of her deceased mother as well as the filmmaker’s search for her biological father. Pageant Theatre. Rated PG-13.

Pulling Strings

Pantelion Films, the new Hollywood studio putting out features aimed at Latino audiences, is capitalizing on its summer hit Instructions Not Included, by releasing this romantic-comedy about a young woman working as a diplomatic consul for the U.S. embassy in Mexico City who begins falling for a mariachi singer whose visa she denied. Cinemark 14.

Runner Runner

Brad Furman (The Lincoln Lawyer) directs this story of an Ivy Leaguer (Justin Timberlake) who, after being cheated out of his tuition money in an online poker game, heads to an offshore island to confront the company and winds up drawn into a dangerous game between a criminal entrepreneur (Ben Affleck) and the FBI. Blue Jasmine

The new Woody Allen picture is a smartly written, briskly engaging ensemble piece with pungent roles for a half-dozen well-chosen supporting players and a complex one for its star, Cate Blanchett, who is superb. Blanchett plays the eponymous Jasmine, an East Coast upper-cruster who has fallen on calamitously hard times. At the outset of the story, she is just arriving in San Francisco, nearly destitute and hoping to find tenuous sanctuary with her semi-alienated sister Ginger (a delightfully rowdy Sally Hawkins), a mother of two who scrapes out a living as a grocery checker. Initially, Jasmine and Ginger appear as foils in a lowkey comedy of contemporary manners, with both in various states of crisis. The contrasting tensions and mishaps in their respective stories soon become part of a larger story in which the shifting trajectories of their various relationships, familial and romantic alike, begin to mirror each other even as their differences become more aggravated.

In part two of the computer-animated film series, the overactive food-making machine made popular in Judi and Ron Barrett’s celebrated book of the same name is back, this time turning out hybrid food/animal creatures that threaten to take over the world. The Family

Robert De Niro plays a New York mobster who has testified against fellow Mafia and is now hiding out in France with his wife (Michelle Pfeiffer) and their teenage children (Dianna Agron and John D’Leo). All four are the beneficiaries, more or less, of a witness-protection program that provides them with elaborate cover stories, semi-luxurious accommodations, and a trio of ever-vigilant FBI “minders,” but, it seems, they just can’t help but behave like Mafia thugs in certain situations. Director Luc Besson (La Femme Nikita, The Fifth Element) has shown no particular gift for comedy, and since he is very proficient with violent action and fast-track narrative, that proves especially problematic in this case. The Family is persistently amusing, but never really laugh-out-loud funny. Even the absurdities of violence in this tale are pictured with an authority and an immediacy that leave the comic elements fizzling somewhere on the margins of the action. Insidious: Chapter 2

Leigh Whannell and James Wan, the horror writerdirector team behind the first installment (as well as Saw), regroup for this sequel which finds the haunted couple (Patrick Wilson and Rose Byrne) still being visited by the scary spirits that had been camped out in their son’s body. This Spanish-language comedy-drama—one of the summer’s surprise hits—tells the story of an Acapulco party boy who, after a baby is dropped off on his doorstep, moves across the border to Los Angeles to look for the mother, and is forced to grow up as he ends up raising the girl. Most performing artists wear some of their hometown essence on their sleeves. Jeff Pehrson, prime force behind The Fall Risk, as well as a vocalist for Furthur and half of the popular Box Set duo, was born in San Francisco in 1967. But don’t expect a tie-dyed ode to the 1960s psychedelic scene on the band’s first full-length project. The Fall Risk has both feet firmly footed in 2013 as an irresistible Americana-flavored rock ’n’ roll band with Bay Area sensibilities. Already an accomplished songwriter, the prolific Pehrson brings nine tunes to the table here. He strums an acoustic guitar along with the band, and adds comforting vocals with lyrics that a paint a picture of a certain person (“Angeline” and “Wendy Ann”), a place (“LeClaire”) or an idea (“Cry Baby Cry”), while also leaving some interpretation to the listener. The band also exhibits plenty of firepower, jamming out, for example, in “Ode”, a searing, danceable rocker. The band’s skillful players offer just the right amount of complexity to the layered, kick-up-the-dust jams. The Fall Risk includes two members of Box Set’s electric band—keyboardist Matt Twain and drummer Mark Abbott—and the album closes with a wonderful new treatment of an old Box Set number, “HBWA” (Hershey Bar with Almonds).

It’s Personal Mike Wofford Capri Records Now 75, pianist Mike Wofford got his grounding in jazz in L.A. in the 1950s, playing with the legendary Lighthouse All-Stars and many other players of that exciting era. Several years as a studio musician led to working with drummer Shelly Manne for a decade, and then as Sarah Vaughan’s accompanist before fulfilling the same function for Ella Fitzgerald for several years. He then went on to play with Joe Henderson, Phil Woods and many others before forming his own trio. On this solo recording, we get Wofford all by himself exploring a mix of tunes that includes several of his own compositions, such as the title track, a beautifully relaxed reminiscence. “Cole Porter,” another of his originals, bursts with the sort of vitality that the famous composer brought out in his music. Pianists are noted for celebrating each other in music and Wofford’s “Hines Catch-up” is his tribute to Earl “Fatha” Hines.

Gigi Gryce’s “Nica’s Tempo” gets a vigorous interpretation, while Dizzy Gillespie’s “I Waited for You” and Larry Koonse’s “Candle” are both quiet ruminations. A remarkably cohesive set of eloquently rendered tunes.

The comic-book world, both on and off the funny pages, is a world of extreme characters, ideas, creators and fans, and Gutters certainly has quite a bit of source material to parody. Recently, the webcomic received a Kickstarter reprieve to continue publication, but this omnibus collects the entire 340-page run by creator and writer Ryan Sohmer and a rotating lineup of established and up-and-coming artists. It’s the creative team’s respect, love and understanding of the comic-book world that ensures Gutters draws its humor and insight from the source material.

This keeps the wit sharp and the humor away from generic jokes with a Comic Sans skin. In one strip, Zatanna appears and proclaims she’s “the most powerful magician in the world!”

Batman stuffs a $5 bill down her overflowing cleavage, and says, “Good trick. You made my five bucks disappear.” The joke works on multiple levels because the interaction is a true—if not an exaggerated—representation of the how comics and fans have depicted and envisioned the characters throughout the years: over-the-top cleavage is a superheroine staple and Batman is an asshole. Whether it’s parodying the characters or current events, such as Disney’s acquisition of Marvel, Gutters stands as a hilarious commentary on the symbiotic relationship between an artistic medium and the culture that embraces it.

Starting as a high-school freshman, the now 17-year-old Chicoan has placed forth, third and second in succession at the National Yo-Yo Contest held annually in downtown Chico. Now in his senior year, he hopes to finally become the national champ. He says he will be revealing a brand-new routine at the Oct. 5 contest—which starts at 10 a.m. at Chico City Plaza—and will also be rocking the Shutter, the signature yo-yo released by his sponsor, YoYoFactory (which will also be bringing a team to do demos around Chico during the national contest). Stein will also go on to compete in the World Yo-Yo Contest next August, as he has done in previous years.

How did you get started yo-yoing?

I found out about the store here downtown, Bird in Hand. They ran a club—well, they still do; they run a club every Saturday from 12-2 p.m. I just showed up to the club and hung out there and learned some tricks. They’re all super friendly; I felt welcome and it just felt like it was the right thing for me. I learned most of the stuff they teach at the club, and then I stopped for a few years. I got busy with other things.

How long have you been competing?

I’ve been competing for about 4 years. I was playing for a traveling basketball team when I was in sixth or seventh grade, but I started having problems with my knee. So, time freed up, and I started yo-yoing again … and that’s when I realized that I could compete in contests, and that there was more to it than the stock tricks that I got bored with.

What’s your favorite trick to do?

That’s a hard question to answer, because I make up pretty much all the tricks I do. Usually the newest trick that I’ve made is my favorite.

When you’re preparing for a contest, you kind of have to repeat practicing the trick over and over, so they get old. My favorite trick is the one that I’m doing at the moment. I don’t have names for them.

How do you go about inventing a new trick?

When you’re making a trick, you start with a base of a lot of tricks that everyone knows. You can take elements from those tricks and put them together in different ways. So you might change the motion, and you’ll come up with a whole new trick. Having a bunch of different styles of tricks helps a lot. You can choreograph the whole thing to music so it looks professional.

What’s your practice regimen like?

For Nationals, it’s a three-minute routine. For me, I’ll start planning my routine a few months out, and I’ll actually try to have the routine finished about two months out, and then all the polishing is about a month. So I’ll be doing the same thing for a month straight. It’s fun, though.

Dates For a while I couldn’t stop crying, like last year, like eight months ago. I thought I was done with that. I had gotten used to choking up occasionally, and I accepted it like allergic sneezing—more inconvenient than dangerous—and then it was every day, then most of every day. I thought I’d peak on the date Janice died, but I didn’t.

I had a few friends in the garden the evening of the anniversary. We gently reminisced about Janice around a fire, because Janice dearly loved a fire. We have a fire pit because Janice wanted one. In Minnesota, we used a wash tub in the back yard.

I loved hearing how other people thought of her. I knew her well, and I wish I’d known her better. I also recognize the futility of such a desire. I know she’s gone forever and yet will live on in my heart blah blah pfooey.

So several of us said things about Janice, what we remembered, what we loved. I know Janice was thoroughly human and imperfect like the rest of us. I know.

What we remembered most, or at least talked about, was the good, of which there was plenty. Janice’s generosity, rigorous honesty and lack of pretension are

what count, the same as with your own personal generosity, rigorous honesty and lack of pretension.

There was only one mention of Janice’s capacity for criticism. That was it for negativity. I don’t think we were actively ignoring what we didn’t like about Janice. We just love her, and that’s why we were gathered around a fire talking about her. We weren’t there because we didn’t like her, and with her not around anymore, her love and compassion are what matter.

The rest falls away.

I seem not to need a grief trigger anymore, if I ever did. I cry for no reason. It sometimes seems to have no connection to Janice, like a cosmic grief, supernatural sadness. I’m crying for you, too, I think. When I get like that, what I want—and this is how I know I’m becoming a pitiful old man—is a hug. I want to feel someone else and hear someone’s breath and think for a while that it ain’t just me, although I suppose it is. Mostly I don’t get a hug, although that’s changing.

All this has nothing to do with my dating or being dated, phenomena dealt with by an apparently completely different area of my brain and/or psyche, which is just as well and doesn’t matter, because I’m done dating.
