resident Benigno S. Aquino III signed Governor Rodolfo P. del Rosario’s appointment on 16 May 2014 as 4th Chairperson of the RDC XI to serve the term 2013-2016.

and approve policy recommendations, and coordinate the monitoring and evaluation of major region-wide development activities. He shall represent the Region in Cabinet meetings and national activities, particularly in the NEDA Board Regional Development Committee – Mindanao Area Committee. RDC XI Vice Chair and NEDA XI Regional Director Maria Lourdes Lim hailed the Governor’s appointment. “Governor del Rosario’s wideranging experience in socio-economic development at all levels of governance, his familiarity with the RDC XI processes and proven commitment to public service are qualifications that make him an ideal Council Chair, who shall push forward Davao Region’s development endeavors,” she said. Del Rosario vowed to fulfill his mandate as head of the Region’s highest policy-making body that sets the direction of all the economic and social development efforts. He revealed that he will hasten the implementation of the updated Regional Development Plan, which charts the Region XI’s development until 2016. RDC XI COMMUNICATOR

NEW WAGE HIKE for Davao Region Takes Effect

RTWPB-XI deliberates on new wages.

S

tarting June 1, 2014, Davao Region’s new minimum has become P312.00 per day for the workers employed in the nonagriculture establishments and in retail/service enterprises employing more than 10 workers. The agricultural workers shall receive P302.00 per day and the retail/service workers in establishments employing not more than 10 workers will receive P281.00 per day. The Regional Tripartite Wages and Productivity Board - Region XI issued Wage Order No. RB XI-18 which granted an increase in the basic wage of P11.00 per day and integrated into the basic wage the P15.00 Cost of Living Allowance mandated under Wage Order No. RB XI-17. An additional COLA of P5.00 per day will be granted effective December 1, 2014. “The Regional Tripartite Wages and Productivity Board - Region XI unanimously decided to grant the new wage adjustments in line with the full implementation of the two-tiered wage

system (TTWS) to raise the lowest statutory wage rate in the Region to a level above the poverty threshold”, said Director Joffrey Suyao, Board Chairman of RTWPB-XI. The TTWS consists of the first tier or a mandatory minimum wage to protect vulnerable worker workers and the second tier or a voluntary productivity-based incentive scheme to encourage productivity improvement through bipartite negotiations. The new Wage Order does not allow any exemption. It shall apply to all minimum wage earners in all areas of Davao Region, regardless of position, designation, or status of employment and irrespective of the method by which their wages are paid. However, it does not cover domestic workers (kasambahay) under Batas Kasambahay (R. A. 10361), family drivers, persons employed in the personal service of another and workers of establishments registered under the Barangay Micro Business Enterprises Law (R. A. 9178). RDC XI APPROVES DAVAO REGION

INDUSTRY CLUSTER ROADMAP, 2014-2030 By

After a series of consultations, the RDC XI approved the Compendium of the Davao Region Industry Cluster (IC) Roadmap, 2014-2030 on 30 June 2014 through RDC XI Resolution No. 71, s.2014 “Approving the Davao Region Industry Cluster Roadmap, 2014-2030.” The updating of the Davao Region IC Roadmaps complements the Updated Davao Regional Development Plan, 2014-2016. It contains detailed action plans and strategies to implement the Industry Clustering Strategy of the Region as Davao Region’s platform for promoting exports, generating jobs and hastening agro-industrialization by accelerating the development of priority industries, namely: abaca, banana, bangus, cacao, coconut, durian, ICT, livestock and poultry, mango, mining, renewable energy, rice, seaweeds and tourism. The IC Roadmap emphasizes the development of the Region’s agro-processing industries and manufacturing sectors. In the light of the impending ASEAN Economic Community (AEC) Integration in 2015, the IC Roadmap shall also be the Region’s primary strategy to seize opportunities and address the challenges presented by the AEC integration. It shall facilitate the Region’s gainful participation by improving the competitiveness of local industries, as well as enhance local governance. The updating of the Roadmap underwent an extensive process, which kicked off in the third quarter of 2013. Three major workshops and numerous small group workshops were undertaken on a per industry cluster basis for greater focus. The updating was led by the respective focal agencies and supported by DTI and NEDA.

T

he RDC XI spearheaded a Media Partnership Forum on April 3, 2014 with Davao Region media practitioners from television, radio, print and social media, staff members from the Philippine Information Agency XI and officers of the Communication for Development Network, the communication and advocacy arm of the RDC XI. Essentially, the Forum established a NEDA-RDC XI Press Corps that shall function as RDC XI official private media pool to cover RDC XI events and news briefings. Vice Chair Maria Lourdes Lim urged the media to build sustainable partnership with NEDA XI/RDC XI in undertaking advocacies for implementing the Region’s development agenda, as embodied in the Updated Plan, 2014-2016 and identify strategies for effective promotion of Plan advocacy. PIA Assistant Secretary Efren F. Elbanbuena presented media’s role for accelerating the region’s inclusive growth. AFP’s 10th Infantry Division Major Jake Obligado shared experiences and strategies on teaming up with the media in the fight against

insurgency and promotion of peace and security. The participating private media practitioners responded favorably and supported the move of creating an RDC XI Press Corps, a partnership that would allow them to have direct access to the region’s development issues and initiatives.

The Media Partnership Forum is first of a series of activities that the RDC XI is spearheading to further the advocacies of the Updated Davao Regional Development Plan. In coordination with the PIA XI, regular RDC XI press briefings shall be conducted with the RDC XI Press Corps and the C4DNet.

he RDC XI Advisory Committee (AdCom), whose members include Davao Region’s Congressional Representatives, tackled the Region’s power outages and other energy concerns in a meeting on 13 May 2014 with Congressional Committee Chair on Power and Energy Reynaldo Umali, Congressional Committee Chair on Mindanao Affairs Arnulfo Go, and DPWH Assistant Secretary Dimas S. Soguilon. Other attendees were Congressional Representatives Isidro Ungab, Maria Carmen Zamora, Antonio Lagdameo, Jr., Carlos Isagani Zarate and Mariano Piamonte, as well as Chiefs of Staff of Congressmen Karlo Alexei Nograles, Franklin Bautista, Anthony del Rosario, Rommel Amatong and Nelson Dayanghirang. Representatives of Government agencies and the Region’s LGUs were present. RDC XI Acting Chair Maria Lourdes Lim conveyed that power supply insufficiency and unreliability

had adversely affected the Region’s economic activities, with Davao City experiencing an income loss of 3 to 5 million pesos per hour at regular business hours and as high as 6 million pesos at peak hours. She added that the Region’s anticipated economic growth vis-à-vis increased requirement in power supply, with no new power supply coming in between 2016-2018, will result to an average annual deficiency of 43 MW. The AdCom urged DPWH, Power Sector Assets and Liabilities Management Corporation, and Energy Regulatory Commission to fast-track the implementation of the following projects: a) Balo-i Flood Control Project, to enhance the capacities of Agus 1 and 2 Hydroelectric Power Plants; b) Agus 6, Units 1 and 2 Uprating Project, to extend the generating plant’s economic life for another 30 years and expand output from 50 MW to 69 MW; and c) completion of the detailed study of the Visayas-Mindanao Interconnection

Project, to interconnect the Mindanao grid to the Luzon-Visayas grid so that the latter’s excess capacity could augment Mindanao power supply. With installation of new and committed energy investments from 2014 to 2018, power supply is expected to stabilize by 2015 but may again be deficient by 2018. Accordingly, Mindanao’s economic growth is projected to require 4,910 MW of power supply from 2018-2030. The RDC XI, DOE, LGUs and electric cooperatives have initially identified the following RE potentials for Davao Region: mini and micro hydro of about 35 MW, biomass of about 476 MW and geothermal of about 20-40 MW. A biomass-waste to energy conversion project has started implementation in Tagum City. Two biodiesel producers in the Philippines using coconut oil and copra are located in Davao City. Solar power is also gaining interest with potential areas for installation in various parts of the region. RDC XI COMMUNICATOR

UPDATED RDP, 2014-2016 RESULTS MATRICES

TRACKING DAVAO REGION'S SOCIOECONOMIC PERFORMANCE IN CY 2013 By

T

he RDP, 2014-2016 Results Matrices monitor the Region’s achievement of the national development agenda and regional development framework for sustained high economic and inclusive growth. It provides the results orientation of the DRDP by highlighting the achievement of results at different levels in the implementation of the ten strategic development themes (or the ten chapters) within the Plan Period. Overall, four of the DRDP strategic chapters namely: Macroeconomic Management, Competitive Industry and Services Sector, Sustainable Environment and Natural Resources and Social Protection for Inclusive Growth have recorded more than 60 percent of indicators achieving 100 percent (or more) of their targets. Four other chapters with 40-59 percent of the indicators achieved 100 percent (or more) of targets. These are Modern and Competitive Agriculture; Science, Technology and Innovation; Good Governance, and Human Resource Development. The performance of selected core and critical indicators by strategic theme and strategic outcomes is presented in the table below.

RDC XI Creates ASEAN Economic Community Special Committee By

A special committee on ASEAN Economic Community was organized by the RDC XI to increase Davao Region’s awareness, readiness and global competitiveness for the impending ASEAN Economic Integration in 2015. The Committee was organized on May 23, 2014 in Davao City with RDC XI Vice Chair Maria Lourdes Lim, presiding. NEDA-TSIS Chief Ma. Cecilia Agnes D. Labadan gave a briefing on the AEC scorecard system and the status of the Philippines vis-à-vis the AEC scorecard highlighting that the country’s 98.63% rating on the “Free Flow of Goods” category meant that goods can move freely in and out of the country. The newly-created Committee shall strengthen the region’s institutional and regulatory environment by monitoring implementation of national commitments and recommending policies for sustained global competitiveness; push for the upgrading and restructuring of industries for moving up the value chain; and recommend actions to ensure

the readiness of the human resource to seize employment opportunities under the ASEAN integration. The Committee has a total of thirty members composed of national government agencies, local government units, academe and private sector. NEDA XI was designated as Chair with DTI XI as Co-Chair. DA XI and CHED XI were named as Co-Chairs. Director Maria Lourdes Lim, cited that the development of the priority Industry Clusters shall be the Region’s primary strategy to seize the opportunities in the AEC market.

in Project Implementation By

RDC XI Chair Rodolfo del Rosario presented the CY 2013 Davao Region Excellence Awards in Project Implementation for the social development sector to deserving programs/projects completed in Davao Region in CY 2012. The DepED-National Educators Academy of the Philippines was acclaimed for its “Learning Resource Management and Development Center: Production of Good Learning Resources Towards Quality Education and Globally Competitive Learners” in Davao City. This learning facility provided teachers and school administrators greater opportunities for professional growth in line with the thrusts of the Basic Education Sector Reform Agenda. For its excellent management of the processes in producing highest-quality educational materials the Center garnered several recognitions in the national and international levels. The National Housing Authority XI was lauded for its meritorious implementation of the “Resettlement Assistance Program in Sambuokan Village, Dahican, Mati City: Building Homes, Building Lives” in Davao Oriental. This provided affordable housing units with access to basic services to informal settlers residing in danger zones, and in government properties and to victims of calamities. The project’s financial sustainability was ensured through NHA’s collaboration with the City Government of Mati, government agencies and other stakeholders. The DREAPI was initiated by the RDC XI-Regional Project Monitoring Committee as vehicle for promoting transparent, accountable and good practices in regional project implementation. This recognizes outstanding NGAs and LGUs that implement outstanding programs/ projects in the economic, social, infrastructure and governance sectors in support of Davao Region’s development thrusts.

The Regional Project Monitoring Committee XI validated 253 projects from January to March 2014 with total investment cost of PhP13.61 billion. Twentyseven of these projects were funded by Overseas Development Assistance (ODA), 217 by the National Government and 9 by local government units. In terms of geographic area, Davao Oriental had 65 projects, followed by Davao del Norte with 53, Davao City with 48, Compostela Valley with 42, and Davao del Sur with 40.Inter-provincial projects were valued at PhP1.29 billion, which included: Improvement of the Digos-Cotabato City Road (Digos-Kidapawan Section) and the Landslide Risk Mitigation under the NRIMP 2 Contract Package RI-2.10, located in Davao del Sur and Sarangani provinces, Davao-Calinan-Buda Road in Davao City. All programs and projects were deemed supportive of the strategic outcomes of the Updated Davao Regional Development Plan, 2014-2016. These are: Strategic and Sustainable Infrastructure with 112 projects, Modern and Competitive Agriculture with 82 projects, Human Resource Development with thirtythree 33 projects, Social Protection for Inclusive Growth with thirteen 13 projects, Competitive Industry and Services Sector with 7 projects, Peace and Development with 5 projects and Governance with 1 project.

DAVAO REGION Remains Mindanao's Largest Economy in 2013

D

espite the downturn in the agriculture sector, Davao Region’s economy, as measured by its gross domestic product (GRDP), remained resilient with 258.5 billion pesos generated in 2013, thus, sustaining the Region’s position as Mindanao’s largest economy for three consecutive years. The Region’s GRDP grew by 6.8 percent in 2013.The Services sector remained the largest contributor to total output with 52.8 percent in 2013. The share of Industry and Agriculture, Hunting, Forestry and Fishing (AHFF) were 31.7 percent and 15.5 percent, respectively. The growth of services, however, declined compared to 2012. Transport, storage and communication

registered the biggest deceleration from 8.2 percent in 2012 to 3.4 percent. Decelerated growths were also recorded in Trade and Repair from 10.0 percent in 2012 to 5.0 percent, and Public Administration and Defense from 6.6 percent in 2012 to 5.1. Financial Intermediation recorded faster growth from 12.1 percent in 2012 to 13.5 percent, while Real Estate, Renting and Business accelerated from 8.5 percent in 2012 to 10.3 percent. The Industry sector accelerated from 9.5 percent in 2012 to 16.2 percent in 2013. Manufacturing, continued to grow from 14.0 percent in 2012 to 14.8 percent. Construction also accelerated from 15.7 percent in 2012 to 18.9 percent, while EGWS

surged from 6.5 percent in 2012 to 16.4 percent. Mining and Quarrying rebounded from negative 59.8 percent in 2012 to a growth of 17.9 percent in 2013. AHFF suffered a reversal from a 0.4 percent growth in 2012 to negative 8.0 percent in 2013. Fishing decelerated from 6.5 percent in 2012 to 2.7 percent. The Industry sector contributed the most to the region’s growth in 2013 with 4.7 percentage points, while Services added 3.5 percentage points. AHFF pulled down the growth by 1.4 percentage points. SERBISYO CARAVAN IN PAQUIBATO Public Service on Independence Day

W

hile the rest of the country went into the ritual of Independence Day celebration, a group of national government executives called ARENA-XI short for Association of Regional Executives of National Agencies in Region Eleven forgot that it was a national holiday or they didn’t mind at all. They went to Paquibato district, a far-flung rebel infested corner of Davao City and for the 11th time again directly delivered to the people the much-awaited, much needed public service. The problems of the barangays are patently the same all over the country like the need for clean, potable water supply, the lack of infrastructure, medical needs, etc. Problems that otherwise would go through the usual government “red tape”. What ARENAXI is doing is more than just to address the shortfall in government service. They are bringing government services directly and transparently to the people. The dialogue between the government executives and the people especially in the rural farflung areas like Paquibato, opened windows of understanding for both the government and the people. The government gets to see first-hand the problems of the people and the people also understands the nuances of government operation. The result is understanding which is what ARENA-XI has been doing for the past 11 years through its Serbisyo Caravan. Serbisyo Caravan which

is a flagship project of ARENA-XI is the only organization among 15 Regional Executive Associations in the country that has been doing this kind of endeavor. ARENA-XI is under the umbrella of the National Union of Career Executive Service Officers (NUCESO). The Caravan was also joined by the army’s 10th Infantry Battalion

under the Command of MGen. Ariel B. Bernardo. The unselfish deeds of ARENA-XI and its executives shows only that here in Region Eleven the government is putting premium on its services to the people and no doubt it is earning great dividends in terms of understanding.
