Executive Summary
On March 25, 2021, the Regional Development Council XII passed Resolution No. 10, series of 2021, approving and adopting the guidelines of the CY 2020 Regional Development Report that would serve as a framework in crafting the CY 2020 report.
The CY 2020 RDR is the first development report that utilizes the SOCCSKSARGEN Regional Development Plan-Results Matrix Indicator System (SOX RDP-RMIS) the monitoring tool adopted by the Regional Development Council through the passage of RDC XII Resolution No. 61, series of 2020.

Assessment of Performance
The year 2020 had been a challenging year for everyone due to the CoVID-19 pandemic, but despite the challenges, several reforms had been instituted at the national level which had nationwide impact. These reforms laid down the foundations for inclusive growth, high trust, and resilient society, and a globally competitive knowledge economy.
Figure A.1 is the comparative performance of the region in CY 2019 and CY 2020. The Figure attempts to graphically illustrate the comparative performance of the region under each pillar based on the average points per chapter rather than a precise calibration of performance measurements. The average points per chapter were derived by providing the corresponding point per scorecard rating icon with 2 as the lowest and 10 as the highest value. The scorecard rating icon was used as the basis in computing the chapter performance because these icons represent the accomplishment rate over the targets set for a given period.
In 2019, the foundation or bedrock Chapters (17, 18, 19, and 20) were the wellperforming chapters. The next performing pillar is the “Pagbabago” pillar composed of Chapters 8, 9, 10, 11, and 12. Meanwhile, Chapters 5, 6, and 16 were among the recorded low-performing chapters.
However, in 2020 the pandemic had pushed for the region’s stakeholders to become more innovative and technology-reliant. Chapter 14 which is on vigorously advancing Science, Technology, and Innovation is our top-performing chapter. DOST-developed/funded knowledge and technologies were transferred by commercialization, extension, or public good to 70 adopters in the region. With the strengthened implementation of the Community Empowerment thru Science and Technology as well as community-based projects in support of Executive Order No. 70 (ELCAC), four interventions were provided while three technologies were deployed to each of the 19 communities. MSMEs and industries in the region availed the Small Enterprise Technology Upgrading Program (SETUP) to sustain their recovery efforts.
Chapters 17 and 18 were also able to sustain their good performancein 2019 to 2020. Noteworthy improvement was also recorded in Chapters 5, 6, and 12. These chapters focused on efficient governance, swift delivery of justice, and building safe and secure communities.
