Martha Alvarado Vista Unified School District Trustee Area 3

Martha Alvarado is an awardwinning school board member, a bilingual teacher, a Marine Corps veteran, and a daughter of Mexican immigrants. In 2020, she led the U.S. Census counting efforts in VUSD, ensuring accurate funding for our federally funded programs.

Alvarado collaborated with elected leaders to open a Covid-19 testing and vaccine center, keeping our students, staff, and families safer. She has also ensured that students have the technology needed to thrive. This year, she was instrumental in opening five community schools with wraparound services. In her first term, she has worked to improve the learning conditions of all students.

Stacy Carlson President San Marcos Unified School Board

Stacy Carlson has served on the Board for 8 years and currently serves as the Board President. She has been instrumental in the modernization project at Richland Elementary School, the Dual Immersion program at Twin Oaks Elementary, and the status of San Marcos Elementary as the district’s first Community School.

Carlson believes in access to a high-quality education for all students and in the importance of preparing all students to be future-ready.

She volunteers with organizations such as the Muscular Dystrophy Association, MEChA, UURISE, and Universidad Popular. Carlson is a SMUSD parent and holds a master’s degree in Public Affairs from UC Berkeley.

Corinna Contreras Vista City Councilmember District 1

Corinna Contreras is a public policy enthusiast who believes wholeheartedly in the power of community-based decision making.

She is a lifelong Vistan who went to the University of California, Santa Barbara, where she earned her B.A. in Film & Media Studies/Sociology.

In 2018, she became the first Latina and the first-ever LGBTQIA Councilmember of the City of Vista. Following her win by 66 votes, Assemblymember Tasha Boerner Horvath awarded Corinna “Woman of the Year’’ for AD76. Contreras is a board member for the North County LGBTQ Resource Center and for FACT. She represents the City of Vista on NCTD.

Ricardo Favela Fallbrook Union Elementary School District Trustee Area 3

Ricardo Favela was born and raised in San Diego’s North County, in the town of Fallbrook. He is the son of a migrant family who labored in the groves of Fallbrook and Valley Center. From an early age, Ricardo became involved in social and racial justice issues affecting the Mexican community and witnessed historic events that arose from social conflict in the area.

In 2018, Favela worked with community members to transition Fallbrook’s at-large elections to by-district elections so that the city would comply with the California Voting Rights Act. This group formalized into Voces de Obreros, Campesinos y Estudiantes (VOCES) de Fallbrook, which helped run a slate of Latino and Latina candidates for the town’s first by-district elections in 2020. Ricardo, and the Fallbrook squad, won their seats on 4 governing boards, breaking a long-standing history of all-white governance in the town. He serves as the Trustee for area 3 for the Fallbrook Union Elementary School District.

Favela has served on the County Service Area 81 (County Parks and Recreation) for over 10 years.

Ricardo Favela nació y se crió en el norte del condado de San Diego, en el pueblo de Fallbrook. Es hijo de una familia migrante que trabajaba en las arboledas de Fallbrook y Valley Center. Desde temprana edad, se involucró en temas de justicia social y racial que afectaban a la comunidad mexicana y fue testigo de hechos históricos que surgieron del conflicto social en la zona.

En 2018, Favela trabajó con miembros de la comunidad para hacer la transición de las elecciones generales de Fallbrook a elecciones por distrito para que la ciudad cumpliera con la Ley de Derechos Electorales de California. Este grupo se consolidó como Voces de Obreros, Campesinos y Estudiantes (VOCES) de Fallbrook, que ayudó a presentar una lista de candidatos latinos y latinos para las primeras elecciones por distrito de la ciudad en 2020. Favela y el equipo de Fallbrook ganaron sus escaños el 4 juntas de gobierno, para así romper con una larga historia de un gobierno exclusivamente blanco en la ciudad. Joe Garcia has been a Pastor for 35 years. He served the Escondido Spanish Church faithfully for 13 years and currently pastors churches in Fallbrook and Oceanside. He has served the Escondido community as a Planning Commissioner and a Community Services Commissioner. He has also been a Chaplain with the Escondido Police Department for over 15 years. In 2020, the voters of District 3 elected Joe to the Escondido City Council.

Consuelo Martinez was elected to the Escondido City Council in 2018, serving as deputy mayor for her first two years in public office. Consuelo also currently serves on the San Diego County Water Authority and the San Diego County Air Pollution Control District. In addition to her city and regional roles, Consuelo is a small business owner of Hidden City Finds and works as a Policy & Advocacy Director for the San Diego Food System Alliance.

Martínez is passionate about social justice, civic engagement, sustainability, food, and arts and culture. She feels it is an honor to serve the city she loves and grew up in.

Katie Melendez is a lifelong Vista resident who enjoyed attending Vista public schools. Her history of public service includes serving as an Americorp member and currently representing District 3 on Vista City Council. Melendez’s volunteer activities such as fundraising, food distribution for those in need, and advocating for affordable housing are central to her mission to care for her community. As the first in her family to graduate college, Melendez recognizes the importance of education, literacy, and public dialogue to increase the quality of life within Vista.

She has represented District 1 since 2018, bringing more than three decades of leadership as an attorney and community advocate, serving on numerous legal and non-legal organization boards and committees advancing the cause of equality and empowerment for Latinos and the greater community, and mentoring those who aspire to serve in the legal profession or elected and appointed offices.

Anna Pedroza Trustee and Board President, MiraCosta College District Area 1

Anna Pedroza’s career as an educator began at age 20, as an instructional aide at Torrey Pines High School. From there she taught Spanish, English, and English Language Development (ELD). She now serves students as a school administrator.

She believes that her educational experience and knowledge of the community and its stakeholders provide her with a unique lens to support the MiraCosta College Board in fulfilling its mission. Her goal is to create policy that supports the successful attainment of personal, academic, and professional goals of the students.

Pedroza has served in several regional, state, and national educational organizations, including Secondary Education Council Representative for the Association of California School Administrators, Region 18; Association of California School Administrators; Management Association of Sweetwater School District; and MAEGA Scholarship Board.

A long-time resident of Del Mar, Pedroza holds a master’s degree in educational administration and a bachelor’s from San Diego State University.

Raquel Riojas Alvarez believes that bringing the parent perspective to the administration of the district will help every child’s educational experience. She says she will continue to advocate to make all voices heard and to put students first. Bringing culture through books, music, and dance is a priority for her as she continues to see Oceanside grow.

Alvarez says coming from a family that wanted to be sure that she celebrated her culture and shared it with her community made her transition to Oceanside amazing. She believes the diversity of the scholars and families and the desire to share with each other makes the city the greatest.

Raquel Riojas

Mayor Esther C. Sanchez is the first woman, first Latinx Mayor of Oceanside and North San Diego County. The daughter of an immigrant and part of a five-generation Oceanside family, Esther is an attorney and is the past President of San Diego La Raza Lawyers Association. She earned her BA in Urban Studies from Brown University and her JD from UC Hastings College of Law.

Bilingual and bicultural, Sánchez served as Deputy Public Defender for 20 years. A community organizer and activist, she has a lifelong commitment to addressing social, racial, economic, equity, and environmental justice at the grassroots level.

She has served as the president of the San Diego La Raza Lawyers Association and as a council member for the City of Oceanside before becoming Mayor.

La alcaldesa Esther C. Sánchez es la primera mujer, la primera alcaldesa latina de Oceanside y el Norte del Condado de San Diego. Dr. Carlos Ulloa Board of Education, San Marcos Unified School District

Dr. Ulloa is a proud graduate of the public school system and is the father to a grown son and grandfather to two grandsons. He grew up in Escondido and has lived in Carlsbad since 2001. He is the son of immigrants; his mother immigrated from Mexico, and his father, from El Salvador.

From an early age, he wanted to become an educator. While at San Diego State, he tutored middle and high school students for the California Mini Corps Program.

Since 1991, Dr. Ulloa has served as a primary and secondary teacher, assistant principal, principal, director of curriculum and instruction, and university lecturer. He also served a four-year term as Governor Brown’s appointee to the Instructional Quality Commission (IQC), an advisory body to the California State Board of Education. As an education commissioner, Dr. Ulloa and his colleagues were responsible for the development of the state’s math, ELA, and history-social science frameworks and the adoption process for instructional materials. He was a champion and steward as the state implemented the FAIR Education Act in the K-12 history–social science framework.

El Dr. Ulloa es un orgulloso graduado del sistema de escuelas públicas y es padre de un hijo adulto y abuelo de dos nietos. Creció en Escondido y vive en Carlsbad desde 2001. Es hijo de inmigrantes; su madre emigró de México y su padre de El Salvador.

Desde temprana edad quiso ser educador. Mientras estuvo en el estado de San Diego, fue tutor de estudiantes de secundaria y preparatoria con el programa California Mini Corps.

Desde 1991, el Dr. Ulloa se ha desempeñado como maestro de primaria y secundaria, subdirector, director, director de currículo e instrucción y profesor universitario. También cumplió un mandato de cuatro años como designado por el gobernador Brown para la Comisión de Calidad de la Instrucción (IQC), un organismo asesor de la Junta de Educación del Estado de California. Cipriano Vargas President, Board of Education, Vista Unified School District

Cipriano Vargas is running for mayor of the city of Vista. He attended CSUSM, where he was the first in his family to graduate college. After graduating, he taught kindergarten in the urban core of San Antonio, Texas.

In 2016, he returned home and was successfully elected to the Vista Unified Schoolboard, where he now serves as the School Board President. Vatgas is a proud graduate of Vista Public Schools, where he has been a fierce champion for the students and public education. He has been recognized by the San Diego Union Tribune as a Latino Champion for our region.

Cipriano Vargas es candidato a alcalde de la ciudad de Vista. Asistió a CSUSM, donde fue el primero de su familia en graduarse de la universidad. Después de graduarse, enseñó kínder en el núcleo urbano de San Antonio, Texas.

En 2016, regresó a casa y fue elegido con éxito para la Junta Escolar Unificada de Vista, donde ahora se desempeña como presidente de la Junta Escolar.
