Low Delinquency Rates Prove Mortgage Lending’s Too Tight By Lou Barnes wo things this week: The aftershocks of last week’s jobs surprise and astounding word that delinquencies on new mortgages are too low. The weak jobs report knocked down long-term rates, and although everyone is suspicious of the report, the improvement has held. The all-defining 10-year T-note is trading near 2.85 percent, 30-year mortgages sliding down close to 4.5 percent. After any wild-card report, everyone scours new data looking for confirmation or contradiction. The poor “nonfarm payrolls” data last Friday came from the Bureau of Labor Statistics’ “establishment survey” of big business, in the last few years the healthiest segment of the economy. This week we got the National Federation of Independent Business survey of small business: no change in overall conditions, just pacing back and forth in the same trench since late 2009. However, the NFIB employment component did improve ever-so-slightly at midyear last year and held in December. No acceleration, but no deterioration. Industrial production has no particular correlation with jobs, but has risen in five straight months. This run may be another temporary inventory-overbuild, but GDP running over 3 percent may leak into hiring. We need rising wages even more than jobs. For the last dozen years we have quarreled about how to calibrate underwriting of mortgages. A hysterical mob still imagines bubbles around every corner, and another nasty bunch of thugs wants to shut down anything involving government, well-calibrated or not. How to know, too tight, or too loose? Proper measurement of underwriting begins at the end, with the default rate. Too many defaults mean that underwriting was too easy (although a flow of really bad credit will defer the reckoning by pushing up prices — not today). Too few defaults are the signature of too tough. But as you tighten toward no defaults, you reach a diminishing return, turning down acceptable credits in mania for perfection. Doing so will intercept recovery from recession (as it has), impair any normal market, and make loans available only to the rich.

In normal times 1945-2000, Fannie-style underwriting produced delinquency rates just above 4 percent and foreclosure rates near 0.7 percent. Today the overall U.S. delinquency rate is still 6.25 percent, some 4.5 million loans. However, new loans made since 2010 have had the lowest rates of delinquency ever measured. One of the best metrics is early default: Performance in the first six months of a new loan reveals underwriting “misses” — those who had dreamed of owning a home but were not ready and quickly were late on a payment. From a 2007 peak at 0.6 percent of Fannie loans late-paying at six months, now 0.05 percent. Even FHAs, are down to 0.09 percent, from more than 1 percent. That squeeze was not easy to accomplish. Weak markets create high rates of delinquency, and housing is still in trouble in a lot of places. The newest poster children are New York and New Jersey, with delinquency rates of 12.4 percent and 14.6 percent, joining Florida still at 14.6 percent, all three boosted by self-inflicted local legal mire and flinching from foreclosure. California and Arizona at 5.6 percent and 5.5 percent are strong evidence that foreclosure medicine is worth the pain. The Rust Belt — Illinois, Indiana, Ohio, Pennsylvania — is still 10 percentplus, as is the old Confederacy and abandoned Nevada. The previous conservator of Fannie and Freddie, Edward DeMarco, booby-trapped their operations. Ending bubble foolishness was easy; zealous trip-wiring has hurt all of us. His replacement, Mel Watt, knows defusing is necessary but needs political support. Economic recovery aside, over tight credit punishes all young and recovering households. Meet enough borrowers and review enough files, it’s not hard to tell who can be trusted with a small down payment, and which condo project is safe to lend in. It’s not rocket science: We had it right for 55 years.

Is Napa rich or poor?


Reports paint vastly different images

an Napa County be both one of the richest counties in the U.S. and poorest? A study issued in recently by Stanford University and the Public Policy Institute of California made the case for Napa having an unusually high percentage of low-income people. That same month, a Wall Street Journal website, 24/7 Wall St., portrayed Napa as an oasis of affluence. Citing federal statistics, the Wall Street Journal said Napa County was America’s 10th richest out of 381 Metropolitan Statistical Areas. So, which is it? Rich Napa or poor Napa? According to some experts, Napa may be both. The Stanford/Public Policy Institute study said Napa County has one of the highest poverty rates in the state when factoring in the costs of housing, medical expenses and other social assistance programs. The study gave Napa a 25.5 percent poverty rate in 2011, trailing only Los Angeles County’s 26.9 percent. The statewide average was 22 percent. The Wall Street Journal looked at other data, citing the U.S. Census, which reported that the median household income in Napa County in 2012 was $68,553. Half of households earned more, half earned less. 24/7 Wall St. noted that in 2012, 8.6 percent of Napa County’s workforce was employed in agriculture or a related industry, “one of the higher percentages in the nation.” Those workers were likely working in the wine industry or tourism, noted the report. Napa County is also home “to many of the wealthiest Americans,” it continued. In 2012, 9.5 percent of Napa area households earned more than $200,000 per year, “among the highest percentages in the nation,” 24/7 Wall St. wrote. “Home values were also quite high, with more than 10 percent of homes valued at over $1 million as of 2012 — higher than all but a handful of other metro areas,” the website wrote. This housing statistic was largely substantiated by Bay Area Real Estate Information Services, which said 9.5 percent of residential home sales in Napa County in 2012 were for $1 million or more. In 2013, this segment of the market totaled 11 percent. According to economist Christopher Thornberg of Beacon Economics, these contrasting accounts of Napa 30  —  Distinctive Properties

County’s affluence may both paint a true picture of life in wine country. “Each is accurate in its own n way,” Thornberg said. “They are measuring two different rent things. That’s that.” “You’re really dealing with a level of inequality not seen in many places,” Thornberg said id of the Napa data. “The richest of the rich flock to Napa,” buying wineries and estates, “and the poorest of the poor flock to Napa” for seasonal work. “That’s why you get these weird results.” “Take another agricultural place, say Fresno,” he said. “There you have the poorest of the poor but not the richest of the rich. Fresno still hasn’t created a cachet that brings former Wall Street moguls to live.” In areas with a big amount of agricultural labor, “you’ll have a high poverty rate,” Thornberg noted. Robert Eyler, Ph.D., an assistant professor of economics and director of the Center for Regional Economic Analysis at Sonoma State University, agrees. “It’s not a shocker that Napa is as high as it is because it’s a small county that’s relatively affluent,” said Eyler. By population, Napa County ranks 289th out of the 381 Metropolitan Statistical Areas of the U.S. Many of them include large cities and their suburbs. “There is a wide split between the ‘haves’ and the ‘have nots’ in Napa vis-à-vis other places,” Eyler said. Within such an agriculture-based economy, “you can have a unequal income situation where the haves drive housing prices and other costs of living up, which leaves the working poor a little less well off,” Eyler said. In an area with higher household incomes, “you draw a lot of services that cater to higher incomes but at some point it squeezes out people at lower income levels,” said Eyler. “I don’t think we’re either” the richest or the poorest area, said Brian Kelly, consulting CEO of the Napa Chamber of Commerce. “But what we are is stable.” “Napa County is quite strong,” Kelly said. “Look at the employment rate. We’re consistently fourth or fifth best in the state. We’re stable.” “I think 2014 is going to be a good year, especially for the Bay Area and Napa County” because of more investment coming into the area, the stability of the economy, home values, low unemployment and strong tourism, Kelly said.

Developers vie for Copia’s future Former cultural center could host conferences, contain a hotel

by JENNIFER HUFFMAN The future of the Copia property on First Street could be decided in 2014. Developer Keith Rogal, who is working with the property owners, has revised his proposed reuse plan for the former Copia site, which operated as a cultural center for wine, food and the arts until it went bankrupt five years ago. Meanwhile, local developers Harry Price and John Salmon said they hope to make an offer to buy the property and create their own reuse plan for the downtown parcel. Rogal, the Copia Liquidation Trust and bond holder ACA Financial Guaranty Corp. had extended discussions with the Napa Planning Commission in 2013 over the application process and the zoning for the entire 11-acre property — both north and south of First street. They are now planning to submit a detailed plan for just the north side of the parcel, leaving the future of the south side for another day, Rogal said last week. The new plan for the north side of 500 First Street includes a 180-room hotel with underground parking, a “small amount” of retail, some space for commercial use, gardens, outdoor gathering space and other amenities. New to the north side proposal will be room for meeting, conference and exposition uses, Rogal said. Price and Salmon have advocated for more meeting space, Rogal noted. “We’ve listened and are proposing to allocate a large amount of (meeting) space... in our plan,” he said. Residential housing, an idea originally floated by Rogal’s team for the south side of the property, will not be part of the north side development, he said. Plan details will be contained in an application that the group will submit to the city by the end of January, Rogal said. He declined to elaborate further until that plan is submitted. Ideally, “we would want to be building a year from now,” Rogal said. As for developing the south lot, “we will return to that after we all see what makes sense on the north lot.” “At the direction of the property owner, the Copia Liquidation Trust, we are seeking to create a proposal that implements the vi-

Meanwhile, Price and Salmon are focusing on their own efforts to take control of the property. “We’re working on putting together the type of commitments we need to make an offer,” said Price. “If or when we reach the point we can make an offer we will do so.” The two have created a website,, that details their goals. “Our plan for the building is to turn the Copia building into a educational conference center focused on wine food and the community,” said Price. “We will derive income from that. But it will be very focused on wine and food and educational programming.” When asked what entities would operate those various components, Price said, “We have discussions underway on all of those issues.” “We have to have a plan for operating it or we wouldn’t be going this far,” Price said. According to, “We intend for the building to be open to the public and for a slate of free and low cost programs to be available year-round. The economic vitality of the project will be ensured by its conference and special event business line, ongoing support from hotels, as well as office programming and retail leasing. As a community asset it will offer programs to entertain and educate people

of all ages and with diverse interests.” “We have also identified and will capture revenue from new sources,” said the website. “A Viable Copia will operate as a significant source of room nights for area hotels. This will be especially true as the center attracts and hosts mid-week, corporate business and expands the volume of weekend wedding, incentive and social business.” Rogal said projected demand for conference and meeting space in the PriceSalmon plan needed validation. “Given the history of Copia, it seems we all should be cautious,” he said. Copia declared bankruptcy in 2008 amid falling attendance and debt totaling $78 million. “We don’t want to try to solve the problem as a community — the bankruptcy, the $78 million debt and the many years of vacancy — in the same way we got into the problem in the first place,” Rogal said. The news that Price and Salmon want to buy the Copia property isn’t a surprise to Rogal. The two men “have had the desire to acquire the property for a long time,” Rogal said. Neither Rogal or Price would speculate on the cost to buy the property. “ACA has a big bill they have to pay,” Rogal said. “They need to get as much as they can.”

American Canyon dedicates improved street and park

former two-lane country road in the heart of American Canyon is now a proper city street, with sidewalks and other amenities. And the adjacent Veterans Memorial Park, a linear strip totaling 14 acres, is now ribboned by a 3,000-foot multi-use trail that will someday be part of the 47-mile-long Vine Trail from Calistoga to the Vallejo ferry. These improvements to South Broadway Street and Veterans park were celebrated Saturday with a ribbon-cutting ceremony attended by American Canyon city officials and residents. The project involved widening and repaving the street from south of American Canyon Road to the city limits and more than a half mile of multi-use pathway through the park. reclaimed water system improvements, sewer line replacement and storm drain upgrades, landscaping and irrigation and a pedestrian bridge over Walsh Creek. The majority of funding for the roughly $1.5 million project, approved by the city in 2012, came from $800,000 in gas tax revenue and $300,000 in traffic impact fees. The remainder of the money came from parks, water and wastewater funds, and other sources, including a $190,000 grant from the state Transportation Development Act. The project came in under budget, Jason Holley, the city’s Public Works director, said.

Some of the attendees rode bicycles from Napa to the ribbon cutting in order to ride on the new trail. Plans call for the South Broadway trail to eventually connect to a trail running parallel to Devlin Road on the west side of Highway 29 when that project is completed in about four years. One of the planned park improvements — four bocce ball courts on the northern end — remains unfinished. The City Council voted for construction of the courts using limited city funds and volunteer labor in 2010. Recently, AmCan bocce enthusiasts have asked for donations to complete the project. Veterans Memorial Park is built on 14 acres of city land just east of Highway 29. The first section of the park opened in 2008.
