A fitting memorial service, at the Swakopmund Cemetary on Sunday, saw family members and friends of the late Captain Hans Jörg Möller say their final goodbye to a man so greatly admired, as he was laid to rest in front of some 300 mourners in attendance. His grieving widow, Carol-Ann Möller,

and their two beautiful girls (aged six and four) were surrounded by an abundance of compassion and kind words during the emotional proceeding which, according to Rita Sowden ( Carol-Ann’s mother), has put just one part of this unbearable chapter behind them. The aftermath of one of Walvis Bay's most violent armed robberies last month, which ended in Hans being gunned down

in his home by armed thugs during the night whilst his wife was viscously attacked, has left the community reeling. Nampol acted swiftly in detaining five suspects across the country, who appeared in the Walvis Bay Magistrates court on charges of murder, attempted murder, house breaking with the intent to rob and armed robbery. Fines of up to N$100 000 await those in and around Swakopmund, who make themselves guilty of illegal dumping. The General Manager: Health Services, at the Swakopmund Municipality, Clive Lawrence, has warned that there will be no mercy for those caught in the act. He says the Municipality of Swakopmund has recently adopted a Solid Waste Management Policy, that includes

policy regarding illegal dumping, that now gives inspectors the right to fine guilty parties – and they will not hesitate to do so. "Bread for my Brother” – as media and broadcast veteran Kolie van Coller has called the charity project is a very strong drive. In Windhoek, more than 50 street corners have been sponsored by different businesses and groups who wanted to alleviate the pain and suffering of their fellow Namibians. Van Coller has told the Namib Independent that Kosmos 94.1 believes in giving back to the Namibian community – therefore they have been involved in community projects for years – with joint community projects like Copps 94.1, Top Taxi and Roadwatch they have been trying to make a difference. At Christmas they have hosted “the longest Christmas table in Africa, for 1500 children.” The latest community project stems from a vision of Kolie Van Coller, who acted upon it immediately. The song “Hillbrow” of Johannes Kerkorrel played a major role – Van Coller got the green light from Kerkorrel’s

son, to change the lyrics and use the tune in his project, in which he has taken hands with the Red Cross in Namibia, and with well-known Walvisbaai vocal artist, ChixPaul Herbst, who recorded the song. Shortly afterwards, a video came to light, that has become a great hit since. It can be viewed on Kosmos 94.1’s Facebook page. The song has since also been used as theme music for the ad campaign connected to the drive of 15 July from 06:00 to 08:00. The Minister of Poverty Eradication, Dr Zephania Kameeta, is the patron of the project and has also expressed his delight to be involved. Several coastal businesses – from Walvis Bay as well as Swakopmund – have also indicated their willingness to sponsor a street corner and be part of the drive on 15 July, and they have challenged other

businesses to also get involved. Every member of the community who wants to help make a difference to the lives of Namibians and who wants to help the poor and drought-stricken in our country, can on 15 July between 06:00 and 08:00 in the morning, go to one of the sponsored street corners and donate clothes, shoes, blankets, tinned and other non-perishable foods, from where it will be collected and distributed nationally by the Red Cross. Van Coller says the Red Cross has been co-opted to ensure that donations in whichever form get distributed correctly. Kosmos 94.1 will also monitor the process. Van Coller has urged Namibians to open their hearts and hands, and to help realise the ideal of a Namibian House where no member goes hungry or is, or feels, forgotten.

Lawrence says they’ve been receiving such complaints over a substantial period, and have tried everything to ensure that ample space and infrastructure is available for better regulated waste management. With the adoption of the plan, the municipality will now also have legal means to curb the problem and punish those who do not want to stay within the law. “People have a well-managed, free dumping site available only half a kilometre from where they dump their waste illegally – we have been trying to be pro-active and accommodating – and although many do the right thing, a huge contingent of residents from each and every suburb of Swakopmund, yes, even the most affluent ones, have been dumping their waste at the old landfill site illegally.” The Namib Independent visited the illegal dumping site a couple of weeks ago, after receiving several complaints, to find a huge board at the site stating clearly that dumping there is illegal. “The results of the unwarranted waste disposal in Swakopmund can clearly be observed along the C34 road behind the DRC en route to Henties Bay as well as the B2 en route to Windhoek,” Lawrence remarked. “Visible litter along the roads is the tip of the iceberg, compared to litter blown kilometres into the desert environment affecting other nearby towns. Several interventions have been employed by the municipality, including fencing off of the municipal landfill site to prevent the wind blowing waste into the surrounding areas. However, it was later discovered that the waste originates from the residential areas and not the landfill site. Although the municipality provides waste management services within these residential areas, the problem of littering continues.” Lawrence says they have decided to first put up noticeboards carrying a warning that certain sites are illegal dumping sites – they want to warn the public before they start fining residents and others who make themselves guilty of illegal dumping. Swakopmund has been running a programme, Project Shine, since 2007, in an effort to promote “cleanliness, recycling and contributing to the social upliftment within the Swakopmund community.” When the Swakopmund Mayor,

Paulina Ndahafa Nashilundo, launched the 2016 Project Shine, she said, “I cannot over emphasize the importance of keeping our environment clean, but it will help nothing if it does not come from within us to make a positive change and therefore it is a joy to see that the project engages local communities, schools, the youth and sports groups. “Namibian citizens we all have a responsibility towards the cleanliness of our environment. That is why today I want to urge citizens of Swakopmund to join the Municipality in making Swakopmund a world class clean city, which we can be proud of. “It begins with you, at our homes, schools and workplaces. Encourage others to change and become a friend, and become an eco-mate to the environment. We as Swakopmunders have an image to protect and a reputation to keep up with, we are known as one of the cleanest towns in Namibia.” Lawrence says the principal aims of the Waste Management Policy and the main objectives of the Swakopmund Council are: 1. To improve the quality of life of all Swakopmund residents and visitors by encouraging the avoidance, reduction, re-use and recycling of waste to eliminate any environmental impacts associated with waste generation and waste handling. 2. To develop mechanisms to encourage the private sector to enter into solid waste management (SWM) operations, and to formally connect the public and private sectors towards improving the effectiveness and efficiency management of waste. 3. To identify responsibilities of Council, stakeholders and residents to ensure: a. A clean environment b. The collection and/or transport of waste to appropriate waste facilities c. Processing or treatment of waste for recycling and re-use if possible 4. To promote a sense of responsibility through environmental education and environmental awareness programmes. 5. To provide an effective service at an economically acceptable rate. 6. To ensure fair cost norms (framed by the availability of funds, and as per the Municipal Tariffs) And, lastly, 7. To establish the Integrated Waste Management Plan of the Council, based on waste minimization and sound socio-economic and environmental principals. Fines for illegal dumping will vary between N$ 300.00 and N$ 100 000.00.

He said it was worrying to note that some of the suspects who have been arrested for this crime are common offenders, and are on bail for other murder crimes, which is a sign that people are being released to go and cause more havoc in society. “The Swapo Party in Walvis Bay therefore asks the Government, both central, and local authority, to immediately intervene and return order and security to the business sector and the community at large for the Port City of Walvis Bay,” said Nambombola. He said it is understood that some neighborhood watches have stopped operating in Walvis Bay. “The neighborhood watches are needed and they should work with the police and other security agencies, and we must have the police and all these security agencies present in all our streets, to protect and maintain peace and order in this country,” he said. All five suspects in Möller's murder case have been arrested and are in custody and their case was scheduled for the 2nd August following their first appearance in the Walvis Bay Magistrate Court last month.

Swapo condemns Möller murder All Swapo's Districts in Walvis Bay have condemned the killing of wellknown businessman and resident of the town Hans-Jörg Möller (50), who died after he was shot during an armed robbery at his home in the early hours of the 17th of June. Mr Möller was shot in the stomach whilst trying to protect his family from the alleged robbers and he died in hospital in Swakopmund the following day. His wife, Carol-Ann Sowden Möller (48), was badly assaulted during the incident. Last week, Swapo's Walvis Bay Districts Coordinator, Risto Nambombola, said the Party's Walvis Bay leadership considers this crime to be totally unacceptable to them and the entire country as a whole. “Möller was a successful businessman and the business community is being subjected to constant threats, intimidation, extortion, theft, violence and murder from these vicious criminals. The courts and security services that the community turns to for protection and assistance are offering minimal to none,” said Nambombola.

Rita is fighting for the rights of her daughter whose happy married life as she knew it was ripped away from her in a violent instant. She is fighting for her son-in-law who was murdered in his home, and is leaving no stone unturned to fight what she terms an “ineffective judicial system". She is using this site as a platform to implement new laws by spreading the need for effective legal procedures to be put in place to protect innocent Namibian citizens, and condemns our system where murderers are allowed to walk free and kill again. She is lobbying hard with signed petitions to change the face of bail laws for criminals in this country, and through her 'No Bail for Murderers’ Facebook campaign, she is gaining support worldwide

with nearly 4 000 signatories on the petition. "These men killed my son-in-law and do not deserve bail. They also do not deserve to be kept in prison where they can sit in the sun, play volley ball, eat food and continue with their life, whilst our Hans is gone, and his darling children are growing up without a father. "Namibia's law for criminals should follow in the footsteps of Botswana's 'zero tolerance' for criminals," she said. "In that country if you steal they will cut off your fingers - if you murder, you sit in solitary confinement for a year and are executed." With the stress of the funeral behind the family, Rita and CarolAnn are picking up the pieces to carry on with their lives. And whilst Carol-Ann is holding the business together and caring for her two young girls, Rita is mobilising people around the country to join them in solidarity for a peaceful demonstration, on August 2, which is also the second official court appearance of the suspects. Meanwhile the facebook petition remains open to canvas support

for changes to the laws in support of every life lost, and for whoever wants to add their voice in support of the appeal against the upcoming bail application. From the response thus far, it is clear that the Namibian public says "enough is enough" and people are fed up living in a grip of fear at the hands of murderous thugs and an ineffective judicial system. The first murder suspect apprehended was Gotlieb Panduleni, who is accused of the vicious assault and murder of the 50 year old Walvis Bay businessman. Panduleni was out on bail for three other murder cases when he allegedly committed this latest crime. Möller, who was rushed to hospital shortly after the robbers fled from their house, underwent an emergency operation at Swakopmund Mediclinic, but died several hours later. It was mentioned that Hans was shot only days before the couple were going to spend their seventh anniversary honeymoon away together, and one day before Father's day.

Walvis Bay releases its 2016/2017 budget percent), and as a result of such a significant increase, Council had no choice but to reduce its tariff structure for ratable properties.

The Walvis Bay Municipality released its 2016/2017 financial year budgets and related tariff structure last Friday, as required under section 83 of the Local Authority Act (23) of 1992. The budget and related tariffs were tabled by the Walvis Bay Council Chairperson of the Management Committee, councilor Tobis Nambala. Nambala said the budget for this financial year follows on the previous ones, which clearly demonstrates the seriousness of the Council to work towards the improvement of the livelihoods of the residents and to accommodate their needs in the best possible manner. Nambala explained that the budget is divided into the capital budget and the operating budget. The capital budget was compiled in mind with the town's contributions and commitments towards achieving the Fourth National Development Plan and is also in line with the Council's five year strategic plan. The total amount of N$363.7 million has been allocated to the capital budget and a breakdown of the combined projects provided for within this budget has been summarised. An amount of N$174 million dollars goes to land development projects, whilst N$26 million dollars will go to community or social projects. Major individual projects under this category include phase 1 and phase 2 of the upgrading of the Kuisebmond Stadium, a new campsite at Dolphin Park, a new cemetery at Narraville, industrial stalls in Kuisebmond and the fencing of the new Caravan Park. Photo: Absalom Shigwedha capital budget, an amount of N$41 million dollars has been allocated to industrial related projects, whilst service delivery related projects will receive an amount of N$96 million. An amount of N$11 million has been allocated to vehicles replacement and additions, whilst N$15.7 million will go to the remainder of the projects. On the operating budget, the expected revenue for the new financial year is estimated at about N$393.3 million, whilst expected expenditure has been recorded at N$395.8 million. “Therefore, the expected deficit for the new financial year has been recorded at about N$2.5 million,” Nambala said. He commented that about 80 per cent of total revenue is obtained from water and related services, property rates and taxes, refuse removal services and sanitation services. The average tariff adjustments on these items have been

proposed as follows: water supply services: 10 per cent; property rates and taxes: 10 per cent for onsite values and 10 per cent on improvements; refuse removal services: 10 per cent; and sewage services: 10 per cent. “The adjustments are necessary in order to maintain the same standards we have become used to in terms of services delivery. On the water tariff, I should mention that all residents pay the same amount for the first 15 kilo litres/ units of water used. This is more or less the same as the distribution costs incurred by Council,” said Nambala. With regards to the property rates and taxes, Nambala said the five year valuation of ratable properties as per Section 66 of the Local Authority Act (23) of 1992 has been finalised and approved by the Valuation Court. The value of ratable properties has been increased from N$6.9 billion to N$11.1 billion (about 62

Namport invests N$28.6 million in scholarship funding

Donna Collins Namport has invested about N$ 28.6 million over the past six years in bursaries and scholarships, including cadetship and apprenticeship schemes, all of which are targeted towards complementing government efforts in skills development for the country. This was said by Chief Executive Officer of the Namibia Ports Authority, Bisey Uirab, during Namport’s first ever

bursary day held in Walvis Bay last week, when 25 candidates were awarded bursaries and internships. The students received funding to undertake studies in the fields of engineering, law, logistics, finance, as well as vocational education and training. He pointed out that Namport offers Graduate Development Programme (training) as a pathway to employment and, on completion of their studies, students are given the opportunity to begin careers in Namport in an environment that expands

their personal and professional development. The graduate programme is for a period of two years. "In order to support the economic growth through the development of human resources of the country, Namport has developed a human resources strategic plan aimed at supporting and addressing the 'people element," said Uirab. "The aim is to develop and capacitate our human capital to have the required capacity reservoir to drive Namport and the

He said to achieve this ambitious goal, Namibia needs to develop human capital and build institutional capacity to absorb the labour force necessary to meet the demands of the economy, and address the problem of human resources skills and shortages across all industrial area. The maritime sector is not exception in this respect. Over the period stated above, Namport has awarded 30 external bursaries to Namibians to study at various institutions of higher learning, including but not limited to the University of Namibia, National University of Science and Technology (NUST) and including studies undertaken at foreign universities. He pointed out that, to address specific maritime skills needs, the company sends their cadets to various Maritime Universities and colleges outside the country and thereafter attaches them with various shipping vessels for the required sea time, before taking up their cadetship with Namport. Maritime studies, which include navigation and marine engineering, requires specialised training intervention funded through the companies Seafarer Training Scheme. To date, six cadets (3 males and 3 females), have gone through this programme to prepare them to become our future pilots and marine engineers. It was mentioned that the current Port Captain and Marine Manager both went through this programme and are fully qualified mariners. "To aid this cadetship programme, we have invented a program called “Catch Them Young”. This program targets high performing Grade 9 learners who progress to grade 10," Uirab explained, and added that annually, two best performing learners are selected to continue their focused grade 10-12 in maritime studies. The programme is offered by the LawHill Maritime School in Simons Town, South Africa, and to date six learners have benefited from this program with the first group already having completed the programme and are due to proceed to maritime universities next year.

The marathon will take place for the second consecutive year and promises to attract more participants. More than 500 participants took part in the race last year, with runners from the country’s army and police dominating the marathon and 10km races. The event runs along a scenic route, all the way up to the Husab Mine and back to the B2 road. The race is aimed at attracting competitive runners, whilst serving as a fun day for communities from Walvis Bay, Swakopmund, Henties Bay and Arandis who want to take part in the 5km walk/run. So it’s time to get fit and enter Namibia’s premier Marathon event. Runners from across Namibia and abroad participated in the inaugural race.

The closing date for application is 8 August, while registration will take place on 12 August from 15h00 to 21h00 at the Vineta Sports Grounds. Swakopund Residents Association praise the Neighbourhood Watch The Swakopmund Residents Association (SRA) have commended the work being done by the Neighbourhood Watch, saying that good men volunteer at their personal cost, to safeguard our neighbourhoods. In the latest newsletter, it states that the public owe them a debt of gratitude and those of us, who are able to volunteer to join the association, should not hesitate to stand up and be counted in all sections of Swakopmund. "Criticism is too easily given as, for every critical comment that is made, we must consider all the positive actions which far outweigh any negative opinion. We must take care

not to lose a positive and vital resource which our town needs," it points out. "Too often people who have burglary or security problems find that our police force is unable to help, and then help is gained from our Neighbourhood Watch members instead. This resource should be valued and supported. 085999 is the number to ring for help, or to make a donation." It further points out that news of the Norwegian diplomat who was brutally attacked on the pavement outside The Tug Restaurant some weeks ago was shocking, but not surprising. Sadly, the extensive beach area between Tiger Reef and the Beach Hotel has attracted too many unsavoury types

who prey on tourists and scam them in many ways. The makalani seed sellers, in particular, have long been a problem in Swakopmund. They are often drunk and abusive and they accost our tourists and harass them as they try to move on. This stretch of our beach is a well-known danger area for theft, muggings and violence and many sad stories can be told. We ask: where are signs warning of the dangers in this area? Where are regular police patrols keeping the area clear of criminal activity? Why has no action ever been taken to protect our tourists and citizens? We appeal to our municipality, our Police Force and any other relevant

agency to act and prevent this popular area from becoming a place to be avoided. Complaints have also been received of muggings, pick-pocketing and cell-phone theft in the Pick-andPay/KFC area. Please take care to secure your belongings in this area and avoid all suspicious types who hang around, supposedly begging but also looking for an opportunity to steal. Once again a police presence would be appreciated. At the cenotaph/museum area, a narrow one-way road was constructed to allow cars travelling north to exit town and travel along Strand Street to reach the more northern areas. Very useful, but of course the oneway rule is constantly ignored and many vehicles use this road as a short cut to drive back into town, causing some confusion and annoyance to those who are obeying the law. If the demand is there, could this not become a two-way road?

The construction area of the old swimming pool remains an eyesore, too many months after demolition began and one wonders when progress will be seen? The road from Haus Hohenzollern down Libertina Amathila Street is full of potholes, which are left unrepaired. This road urgently needs attention. The painting of the lighthouse has been completed and it looks most effective. Good work! Great thanks to those people in Swakopmund who work with our feral cats, The Cat Prevention Society and our SPCA which always need support and donations, and the Havea-Heart Spay and Neuter Project. Thanks to those who look after and protect our most attractive guineafowls as well. They are always a special sight to see, and are much admired by Swakopmunders and visitors to our town.

The NCCI in Swakopmund has called upon the community to support the World Shotokan Karate Championship taking place at The Dome next week. “Yes here in Swakopmund! This is our first World Championship, so come and support our Namibian Athletes. We currently have 7 world Champions from Namibia looking to retain their GOLD on home ground,” was the message from the NCCI. Namib Independent visited the Dome earlier this week, to monitor the preparations for the World Cup – more than 70 karateka from Swakopmund and Walvis Bay gathered in the Dome to prepare for the World Cup. Wikus Oberholzer, the trainer and instructor of the Walvis Bay Shotokan Dojo, told Namib Independent that the standard of Namibian karateka was very high and he was expecting very good results.

“We invite the public to support the best Namibian Karate can offer at this prestigious event. (Entry fee at only N$100 per adult per day, N$40 per child per day, under 5 years old has free entry),” said Theresa Swart of the Swakopmund Shotokan Dojo. Erongo the "five star" hotel for drug lords Donna Collins

"Walvis Bay and Swakopmund, including the smaller towns in the Erongo Region, have become the 'five star' hotels for drug lords and other increased criminal activities, and our police force on the ground need to be vigilant in order to keep our society safe." This remark was made by Paul Fisher (Goodwill Ambassador for Turn Back Crime Campaign Erongo Region) during the recent milestone opening of the N$5 million Yianni Savva Police Station at Afrodite Beach recently, where he expressed his concern at the growing crime wave in particular drug trafficking. Fisher, who is also an active member of the Naraville Neighbourhood Watch, says he has noticed a huge shift in the use of drugs by the youth, and believes that the only way we are going to stamp this out is by more effective anti-drug campaign policing. Pointing out that, whilst Walvis Bay

has become a busy business hub, with extensions of the harbour and other industrialised growth attracting people like moths to a flame, we need to be mindful that we are attracting a bigger nest of criminal activity. "The police need to keep the town safe from 'drug lords', drug dealers and drug addicts who are busy breaking down the moral fibre of the society that we live in. Furthermore, we need a bigger drug law enforcement squad as this is a specialised field, which requires knowledge of the drug world as presently the police force is not enough to curb these activities. "Whilst Namibia gained its freedom in 1990, it is a pity that our freedom has given flourishing opportunities to unwanted criminal activities, of which the Erongo Region has become part of the statistics blended in crime," said Fisher. "Drugs are being trucked in overland, and slip into the marketplace via the Harbour where drug mules and other individuals are participating in a flourishing illegal

business, using our youth as runners and drug merchants for distribution. "There is no classification when it comes to drug use, and people from all walks of society are being roped into this underworld, sometimes women and sadly children who are soft targets," he added saying that young people are being lured into the consortium of drug dealers to make easy money instead of furthering their education. "We need harsher police action, because the drug busts are too little to be making a difference, and those police who should be paying the informants from tip off's are not using these methods effectively. Fisher recommends that police officers should engage with the courts to implement stiffer crimes, as well as undertaking regular patrols in communities and suburbs where drug use is on the rise. He said that there is a large percentage of hard core drugs such as 'rockies' and cocaine in circulation which are fuelling addiction and an even deeper pit of criminal behaviour.

Excitement builds as world’s largest floating book fair docks soon

News reporter 'Logos Hope', the world's largest floating book fair, will dock for the first time ever at Walvis Bay on 16 July and all book lovers, young and old, are welcome to go to the harbour town and board the vessel. It will soon bring its international crew with their life changing stories for the first time to Walvis Bay, and will stay for 11 days until 27 July. One of these crew members is Benizo Smith Junior, 24 years old from Walvis Bay , who said serving on board has been "the best experience of my life,” He just joined Logos Hope in May 2016 and works in the Book Fair. Benizo enjoys working in the international environment. “It’s amazing to live in a multicultural community. Interacting with different cultures helps me to know myself and find my own identity.” He is excited to see the ship sail into his home town. “Namibia is a land full of potential and I believe Logos Hope’s visit can activate the light in Walvis Bay.” Benizo is one of the ship’s 400 volunteers who represent over 55 nationalities and have left behind families, jobs, and the security of their homes. The crew offers a unique example of unity in cultural diversity. Some come

with qualifications to fill specific roles such as engineering officers, plumbers, carpenters, bookkeepers and cooks among others; many young people, come with no professional qualifications except a willingness to serve. Jeep Club Namibia drive the dunes in full force

Donna Collins When you unleash over 30 Jeeps and hard core 4x4s into the dunes for a Saturday outing through the Namib Desert, then it’s fun and games all the way. Off road skills were challenged to the max, and it was indeed an outing tailor made for "boys with their toys". An early morning start saw the largest gathering of Jeep Club Namibia members and owners parked at the Lagoon, where the girls took 'selfies' and the guys compared notes and networked, many of whom had driven to the coast from Windhoek to take part in the club's first major off-road excursion. An impressive line-up of Jeep Wranglers in all colours, sporting after market accessories with hard tops, soft tops, ranging in four and two-door

variants, were the envy of all. In between, some Toyota FJ Cruisers and Land Rover Defenders added some variety to the gathering. For most of the people who attended, it was their maiden trip into the dunes with their 4x4s. With the trip planned for Sandwich Harbour, the time factor played a role as many first time drivers needed more leeway to tackle the obstacles, dune climbs and soft sand, so it was a long day. The day trip was accompanied by Werner Schaap, seasoned 4x4 adventurer who has made endless trips into the Namib Desert over the past 11 years, having hosted a TV series 'Battle of the Dunes' which takes place in the desert surrounds of Walvis Bay and Swakopmund. In addition, M&Z Motors Walvis Bay sales crew were in the mix with the test drive silver Wrangler, as well as an organised local guide arranged by the Jeep Club Namibia to lead the excursion and take them through the desert, which for many novices is no mean feat. Speaking to Don Mumbone (co-founder Jeep Club Namibia), he said that the club started last year in April in Windhoek with only four members, and has grown today in numbers with members from all over the country. He said that after this week-end they have reached about 70 members in total. "We are trying to bring everyone into this club to get to know their 4x4s whilst enjoying a day out with family and friends - to live without limits because we have the cars that can do it." said Don. "This was our second coastal trip and by far the biggest the club organised, with more planned

"The day was beautiful and a great experience, especially for the first timers who put their vehicles and driving skills to the test whilst meeting other fellow Jeep owners."
