(PTI): A public interest litigation has been registered at the Gauhati High Court against the Centre’s nod to Oil India for drilling seven wells inside Dibru- Saikhowa National Park, which is adjacent to Baghjan well tragedy site.

The PIL no. 35/2020 was filed jointly by advocate Mrinmoy Khataniar and mountaineer Amar Jyoti Deka on Monday and it was registered on Tuesday, the E-Courts services of the Gauhati High Court mentioned.

The petitioners have made 14 respondents in the case -- Government of India (GoI), Secretary to GoI, Assam government, Principal Secretary, Principal Chief Conservator of Forest and Head of Forest Force and Principal Chief Conservator of Forest (Wildlife).

The National Board of Wildlife, State Board of Wildlife, Oil India Ltd (OIL), General Manager, The Deputy Commissioner, Commissioner and Secretary, Central Pollution Control Board and State Pollution Control Board have also been made parties in the case.

the Dibru- Saikhowa National Park, which is very rich in biodiversity.

It also pointed out that if the company is allowed to go ahead with the drilling, then situations like Baghjan’s gas well tragedy can take place there also, thereby threatening the entire Park.

The Union Ministry of Environment, Forest and Climate Change (MoEF&CC) had accorded environmental clearance for extension drilling and testing of hydrocarbons at seven locations under Dibru-Saikhowa National Park, north west of Baghjan in Tinsukia district.

An OIL gas well at Baghjan, which is abutting the Dibru- Saikhowa National Park, in Tinsukia district of Assam has been spewing gas uncontrollably for the last 22 days and it caught fire on June 9, killing two of OIL’s firefighters at the site.

The blaze at the well is so massive that it can be seen from a distance of more than 30 kms with thick black smoke going up several metres high, endangering the local biodiversity in the National Park following the blowout on May 27.

On May 19, the PSU major OIL had published an advertisement in a leading English newspaper about the company receiving permission to drill inside the Dibru-Saikhowa National Park, evoking sharp reactions on social media regarding protection of the forest.

The next day, the company had informed through an official statement that in order to tap the hydrocarbon resources underneath the Dibru-Saikhowa National Park, it had approached statutory bodies for obtaining necessary permissions in 2016.

The company had claimed it would drill the seven wells inside the National Park from about 1.5 km distance outside the boundary of the forest with the help of advanced technology.

“This is a state of the art technology, where drilling will take place around at an average more than 1.5 kilometres outside the demarcated area of the national park where OIL already is carrying out hydrocarbon exploration since last 15 years (Baghjan area),” OIL had said.

The company would be able to accomplish this task of exploring hydrocarbon reserves under the DibruSaikhowa National Park by use of the Extended Reach Drilling (ERD) technology, it had added.

“ERD techniques are extensively used to intersect hydrocarbon targets far from the surface or areas of the reservoir which otherwise are difficult to access. By using this technology, wells can be drilled up to a depth of approximately four km from the existing well plinth without entering the protected area.

“Through ERD technology, OIL will reach the target depth of around 3.5 km beneath the surface of the National Park without carrying out any drilling activity inside the National Park,” the statement had said.

OIL had asser ted that no disturbance to the environment and DibruSaikhowa National Park is envisaged due to use of ERD technology.

He shed his VIP status to join community service, carrying heavy boulders on his shoulders for the construction of a house for a widower in a locality in the Mizoram capital.

The man rendering manual service is Mizoram minister Robert Romawia Royte, a person who strongly believes in ‘Tlawmngaina’, a Mizo ethical practice of selfless service.

Royte holds three portfolios -- sports, tourism and information and communication technology -- in Chief Minister Zoramthanga’s cabinet.

The 53-year-old minister offered labour with others for two days on June 13 and 15 at Chite Veng in the eastern part of Aizawl, where volunteers of the Young Mizo Association (YMA) and local council members were constructing a house for a widower with the help of donation by a generous person.

Chite Veng falls under Aizawl East-II Assembly constituency from where Royte was elected in the last assembly elections in 2018.

The minister said he did not do it for fame, but his adherence to ‘Tlawmngaina’ compelled him to take part in the community work.

“Social work or manual labour is a part of good physical exercise. I will join the house construction with my personal security officers again,” he said.

Royte was once a sportsperson and he still regularly exercises.

In the past, he hit headlines on several occasions for his philanthropic and community services, from constructing a house for a widow to cooking food during Christmas and New Year celebrations.

Chite local council chairman F Vanlalsawma told PTI that Royte came for the community work and did whatever he could like lifting boulders, stone chips and sand from the road to the construction site to help the widower.

The minister has not only taken part in the community work, but also donated Rs 10,000 to the widower and masks to the local-level COVID-19 task force, he said.

Deputy Chief Minister Prestone Tynsong said the decision was taken in a review meeting chaired by chief minister Conrad Sangma held on Wednesday afternoon, adding that the Health and Family Welfare Department is working out protocols, and accordingly in a few days time, necessary guidelines and SOPs would be issued. However, operation of restaurants/cafes/food outlets located along the national highways are subject to compliance with the SOP issued by the Meghalaya Tourism Department. Operation of barber shops, beauty parlours are also allowed subject to compliance with the standard operating procedures (SOPs) being issued by the Meghalaya Health and Family Welfare Department. “As far as hotels, guest houses are concerned, the deputy commissioners have been directed to have detailed consultations with stakeholders and submit reports following which the government will take a call,” he told journalists. Isaac Paulallungmuan Vaiphei from Churachandpur district cleared the Class 10 examination in the recently announced results of the class 10 exam conducted by the Board of Higher Secondary Education Manipur (BOSEM) with flying colours. He scored 432 marks out of 600 with 91 marks in MIL (Vaiphei), 86 in English, 73 in mathematics, 61 in social science, 53 in science and 68 marks in home science(additional subject). Principal Secretary, Labour Department, Donald Philips Wahlang, stated that the aim of the SOPs was to provide general guidtested for COVID-19 and shall be transported by the employer to the paid quarantine facilities where they shall undergo quarantine till the test results are known. Payment for the quarantine facilities will be made by the employers. Anyone tested positive, shall follow the protocols issued by the Health and Family Welfare Department, Government of Meghalaya,” it said. “Persons who are tested negative may be transported to the quarantine facility to be arranged by the employer and placed in quarantine for 14 days,” the notification further added. Post-quarantine, employers are to ensure workers stay within the premises. The employers will also be responsible ensuring that all social distancing norms are strictly followed and workers wear masks at all times. After completion of the quarantine period, employers will have to ensure the workers stay within the premises and follow all social distancing and safety norms. “Employers shall put in place a plan for systematic cleaning and disinfection of tools as well as stocking up on cleaning supplies and any protective equipment that may be needed,” the notification stated.
