State Capitol Week In Review T

he Arkansas Public School Academic Facilities and Transportation Commission has approved more than $42 million in state aid to local school districts for new construction and repairs to keep schools safe, warm and dry. About $3.2 billion have been spent on 2,453 projects since 2006. The state has provided $1.34 billion of that amount and school districts match the funding, at a rate that depends on their locally generated wealth. In the 2007 regular session the legislature approved spending $456 million of the state’s surplus on school facilities. That fiscal year the surplus was much larger than usual. The Arkansas Supreme Court soon released the state from under court jurisdiction in the long-running Lake View school funding case. The court ruled that the state’s public school system was adequate and equitably funded, as mandated by the states’ Constitution. From 2006 through 2017, the state has spent an average of $86.5 million annually on construction and major renovation projects in public schools. The major part of facilities funding is through the Partnership Program, which is structured so that relatively poor school districts receive a higher proportion of state aid than a prosperous district. The intent is to level the playing field between districts that can and those that cannot afford new facilities. Approval of the state facilities program led to an increase on the part of school districts to raise debt service mills, in order to generate local revenue with which to match the available state aid. The number of districts in Arkansas has changed since then, because of mergers, but since 2005 there have been 168 attempts on the part of 235 districts to increase their debt service mills. On average during school elections since 2005, about 42 percent of proposed increases in debt service mills have failed. Some districts have been successful raising millages only after a second or third try, and 19 districts have failed each time they placed a millage increase on the ballot. At the beginning of this school year, legislative staff conducted a confidential survey of school principals to determine their perceptions of the physical condition of their buildings. By November, 541 principals had responded. About half, 51 percent, said that their buildings were in good shape overall, while 25 percent said that their buildings were in excellent shape. Of the remaining principals, 20 percent rated their buildings as fair and three percent said their school buildings were in poor shape. Those responses were compared with measures of how many low-income students attended each school. Schools in fair or poor condition had more low-income students, but only slightly more. In the schools that are in poor or fair condition, 65 percent of the students are from low-income families. In the good and excellent schools, 60 percent of students are low-income. Another survey question asked principals if their buildings are large enough. Almost 70 percent said that their buildings had enough space, or more than enough space for the entire student body. A quarter of the principals said their schools needed to be larger to accommodate all their students, and five percent said they had enough space but it was poorly arranged. The overwhelming majority of principals, nearly 80 percent, were satisfied with the general suitability of their school facilities.

Arkansas Primaries to be held May 22nd, 2018 T he Arkansas Primaries are Tuesday, May 22nd. Polls will open at 7:30 am and remain open until 7:30 pm. To vote in the election, you must be a US Citizen, Arkansas resident, age 18, not presently adjudged mentally incompetent, not convicted of a felony without having your sentence discharged or pardoned, and not claiming the right to vote in another county or state. Photo ID will be required to vote and the ID needs to be government issued. If you need some form of legal ID, the County Clerk’s ofﬁce can issue one and there is no charge. On election day you will need to specify which primary you want to vote in and be prepared to tell the poll worker. You can vote in the Republican or Democrat primary, but not both. Early voting will continue until 5:00 pm Monday, May 21st. While there are no local contested races in the primaries, there are some races of importance. There are contested Republican and Democrat candidates for Governor, Secretary of State, the Fourth Congressional District, and non-partisan judicial positions. Sample ballots are available from the County Clerk’s ofﬁce. Voter’s guides published by the Arkansas Family Council are available by mail (while supplies last) or

online at arkansasvotersguide.com. he Ouachita Quilt Show sponsored by the Extension Homemakers Council and the Nimble Thimble Quilt guild will once again be held in the Historic Armory, at the corner of Maple and DeQueen, during the Lum and Abner festival on June 1-2 from 9 am to 5pm. Bring your quilts or quilted items to enter in the show May 30, between 8 am and 12 noon at the Historic Armory. Any size quilt is allowed from miniature to king size. Quilted apparel, purses, tote bags, place mats, table runners, wall hangings etc. can also be entered. The only rule is that the item must have 3 quilted layers to be entered in the show for judging. Antique or vintage quilts are always welcome for display. Entry forms are available at the Armory when you present your quilt or at our website: menaquiltshow.weebly.com This year’s donation quilt made by the members of the Nimble Thimble Quilt Guild is called “A Black Bow Tie Affair”. It’s an eye catching mix of batik fabric bow ties on a black background. You can see this quilt and buy tickets at the Extension Office at 211 DeQueen St., Mena. Tickets are also available from EHC members and during the quilt show. It will be raffled at 4:30 pm on June 2 and you do not need to be present to win. Proceeds benefit the Single Parent Scholarship Fund. In addition to all the interesting and artistic quilt entries we will have 2 vendors selling fabric and notions and the “Country Store” selling hand crafted items, baked goods and more. There will also be a “featured quilter” display showcasing the talent of local quilter, Carol Gray. So mark your calendar for June 1-2 and we’ll see you at the show! he Arkansas Preferential Primary Election and Nonpartisan General Election is scheduled for May 22. Early voting began on May 7. In the first week of early voting, more than 31,000 Arkansans had cast their ballot. If you have not voted yet, we want to remind you to make plans to do so. We also want to remind you that this year voters will be required to verify registration. Act 633 of 2017 states voters must present a document or identification card that: (a) Shows the name of the person to whom the document or identification card was issued; (b) Shows a photograph of the person to whom the document or identification card was issued; (c) Is issued by the United States, the State of Arkansas, or an accredited postsecondary educational institution in the State of Arkansas; and (d) If displaying an expiration date, is not expired or expired no more than four (4) years before the date of the election in which the voter seeks to vote. Documents and identification cards that will be accepted as verification of voter registration include without limitation: A driver’s license; A photo identification card; A concealed handgun carry license; A United States passport; An employee badge or identification document issued by an accredited postsecondary education institution in the State of Arkansas; A United States military identification document; A public assistance identification card if the card shows a photograph of the person to whom the document or identification card was issued; A voter verification card. Voters who do not possess a valid form of identification may obtain a free voter verification card at their county clerk’s office. To obtain this voter verification card, voters will be required to complete an affidavit stating they do not possess such identification, and must provide documentation containing their full legal name and date of birth, as well as documentation containing their name and residential address. Please contact your county clerk for information regarding acceptable forms of documentation. Voters unable to verify registration at the polls may cast a provisional ballot. Provisional ballots will be counted the voter completes a sworn statement at the polling site stating that he or she is registered to vote in this state and if the county board of election commissioners does not determine that the ballot is invalid and should not be counted based on other grounds. Voters who cast a provisional ballot also have until noon on the Monday following the election to present identification to the county board of commissioners to have their ballot counted. A person who is a resident of a long-term care or residential care facility licensed by the state of is not required to verify his or her registration but must provide specified documentation from the administrator of the facility. If you have questions, contact your county clerk before heading to the polls.

arlenne and Miriam Mendez, from Fort Smith Northside, signed letters of intent to join the UA Rich Mountain Bucks Cross Country team on Friday, May 4th, at Northside High School. Marlenne and Miriam are the third and fourth signees for the women’s team. Initially, Coach Samantha Shores attended a track meet at Mansfield and discovered Marlenne. “Marlenne is a very relaxed runner and runs in her own element. She had a great showing in the 3200 meter run, and I knew she was one that I wanted for my team. It was a great surprise to find out that she has a twin sister (Miriam) that runs as well. We knew this would be a packaged deal and couldn’t be more excited. The twins are the first student-athletes we have signed outside of our three county service area (Polk, Scott, and Montgomery Counties).” Athletic Director Morris Boydstun added, “We are excited about the addition of Marlenne and Miriam to our Cross Country program. By adding these two ladies to our program, it will ensure a successful first year based on the quality individuals they are. It was obvious to me how important family is to these young student athletes, and we hope that continues with the new cross country family we are creating here. I would also like to thank Coach Lewis for his involvement in this process, we wish to continue building relationships in the Fort Smith area and particularly with Fort Smith Northside.” UA Rich Mountain is located in Mena with satellite campuses in Waldron and Mt. Ida. Cross Country is the first athletics program in school history at UA Rich Mountain. The program will kick off its inaugural season in September. Mena Water Utilities will again be conducting our bi-annual water main flushing program during the week of May 21 st thru May 24 th . Mena Water has scheduled the lines on the south side of Highway 71 including the Nunley and Board Camp areas for flushing on Monday and Tuesday. On Wednesday and Thursday the lines on the north side of Highway 71 are scheduled to be flushed. Flushing is done as a part of a scheduled preventative maintenance program to help maintain good water quality and to improve the water flow in the water distribution system. As Mena Water flushes your area, you may experience a temporary reduction in water pressure. You may also see some color and/or sand in your water, or you may notice a slight change in the taste and odor of your water. These conditions are normal during flushing activities, and only temporary. If you should experience any of these changes, or if you see some cloudiness or rust color in your water, Mena Water recommends that you refrain from washing light colored laundry; likewise, we recommend that you flush the pipes of your home or business. Flushing of your home or business pipes is accomplished by opening your front outside hose bib until it runs clear and has no noticeable taste or odor. Predators Harvest Photos from Hashtags

osting pictures of your children under seemingly innocent hashtags has a sinister side and could put them on the radar of child predators. With summer quickly approaching, Arkansans must know that predators search common hashtags looking for pictures to sell, trade or use for their own pleasure – including, but not limited to, photos of common summertime activities such as swimming, bath time and sleepovers. “Parents commonly post pictures of their children to share with family and friends, but what they don’t realize is they may be putting their children in danger,” said Attorney General Rutledge. “Hashtags make it easy to share the joys and hardships of parenthood with others, but predators will use those same hashtags, like #bathtime or #toddlerbikini, to ﬁnd pictures for their own twisted use.” The Child Rescue Coalition issued the following questions parents should ask themselves before posting an image of children online: • Why am I sharing this? • Would I want someone else to share an image like this of me? • Would I want this image of my child viewed and downloaded by predators on the Dark Web? • Is this something I want to be part of my child’s digital life? Predators near and far can harvest photos that most would consider cherished or fun childhood memories, and distribute them a number of ways – including but not limited to the Dark Web. Arkansas parents should always use extreme caution when posting any pictures of their child online. Arkansans can report child exploitation by calling the National CyberTipline, (800) 843-5678, or visit CyberTipline.com. BESSIE IRENE SHORES Bessie Irene Shores, age 70, of Hatfield, Arkansas, passed away Friday, May 11, 2018 at her home. She was born, March 8, 1948 in Fort Towson, Oklahoma to the late Jesse Pruitt and the late Willie Scott Pruitt. Bessie most enjoyed and loved her family. Being with family and friends was her greatest joy in life. She was dearly loved and will be greatly missed. She was a loving mother, grandmother, great grandmother, sister, aunt, and friend. Survivors are sons Lesley Shores and wife Tawanna of Cove, Arkansas, Mark Shores and wife Monica of Hatfield, Arkansas. Daughters Donna Shores and companion Ben Rowland of Mount Ida, Arkansas, Chelsey Shores and companion Billy Ritter of Siloam Springs, Arkansas. Sisters Bonnie Pruitt of Hatfield, Arkansas; Faye Combs of Hatfield, Arkansas. A brother Jack Pruitt of Hatfield, Arkansas. Sister-in-law Sandy Pruitt of Mena, Arkansas. Funeral service was Tuesday, May 15, 2018 at 10:00 a.m. in the Beasley-Wood Chapel with Brother Troy Denton officiating. Interment will follow in the Foster Cemetery under the direction of the Beasley-Wood Funeral Home. Pallbearers will be Henry Wilkinson, George Manning, David Hamm, Verbie Hamm, Charles Fairless and Cecil Fairless. ESTHER BUSBY NICHOLS Esther Busby Nichols age 82 of Mena, Arkansas passed away Saturday May 12, 2018 surrounded by her loving family. Esther was born in Hot Springs, Arkansas on April 12, 1936 to the late Tolbert Busby and the late Mary Virginia Parker Townsend. She was married to Robert “Bob” William Nichols, until his passing. Esther was a Special Education Supervisor for the DeQueen-Mena Educational Co-Op and also taught many years as a Special Education teacher. She enjoyed life very much, but a couple of pet peeves were smacking and poor grammar. Above all she loved her family, grandchildren and her puppies. She was a loving and thoughtful mother, grandmother, great-grandmother, and friend to all who knew her. She is survived by son J. Burt Nichols of Mena, Arkansas, Robert “Bill” W. Nichols, II and wife Tonyia of Cove, Arkansas. Daughters Keri Conrad of Hector, Arkansas, Kathy Tucker and husband Derrick “Tooter” of El Dorado, Arkansas, Donna Nichols of Cove, Arkansas. HELEN RUTH HEAD Helen Ruth Head age 81 of Garland, Texas passed away Tuesday, May 8, 2018 in Texas.

She was born on February 10, 1937 in Mena, Arkansas to the late Jesse Philpot and Margaret Galloway Philpot. Mrs. Head was married to the late Billy Cecil Head and was a thoughtful and loving homemaker. She enjoyed watching movies, especially John Wayne movies. Above all she loved her family and friends. Helen was a devoted and caring mother, grandmother, great-grandmother and a friend to all. She will be dearly missed. She is survived by her sons Steve Head of Dallas, Texas, David Head and wife Pamela of Heavener, Oklahoma. Daughter Kathy Horner and husband Scott of Mena, Arkansas. Grandchildren Chandra Head, Jessica Head, Matthew Horner, Shauna Horner. Great-Grandchild Samuel Casen Head. She was preceded in death by her parents Jesse and Margaret Philpot, and husband Billy Cecil Head. LOYD L. TIBBS Loyd L. Tibbs age 82 of Mena, Arkansas passed Thursday May 10, 2018 in Mena. He was born on January 14, 1936 in Mena, Arkansas to the late Loyd Tibbs and Martha Tibbs. He was a mechanic in the Automotive business. Loyd liked to work on trucks and boats. He enjoyed ﬁshing and hunting with family and friends. Loyd loved singing at church and socializing with people. He was a kind and thoughtful father, grandfather, great-grandfather, brother, uncle and friend to all who knew him. He is survived by a daughter Denise Kelsey of Jacksonville, Florida. Grandchildren Jason Jopling and wife Danielle of Cove, Arkansas, Stacy Moreland and husband Brent of Dennison, Ohio, Cole Kelsey of Jacksonville, Florida. Great-Grandchildren Cherokee, Vanessa, Brooklyn, Gavin, Falken, Drake and Evan. Sisters Lourrine, Imo, Jane, and Barbara. Several nieces, nephews and friends He was preceded in death by his parents Loyd and Martha Tibbs, daughter Donna Wilson, and brothers Bill Tibbs, and Othel Tibbs. Margaret Ann Daugherty Wilcox, age 86, lifelong resident of Hatfield, passed away Thursday, May 10, 2018. Margaret was born February 22, 1939 to Robert Lee Daugherty and Sallie Clemie Cearley Daugherty. Margaret was a very outgoing person with a multitude of friends. She loved to drink coffee and play cards, SkipBo, TriOmonios,and Rummy Cubes., Her sister Luckie, and neighbors would stop by to have a cup of coffee, play a few games and to share whatever she had baked that week. Margaret was a nature lover, from Spring to Winter her yard was always in bloom. She worked with her flowers and was always sharing cuttings and plantings to friends. She loved sitting by her window viewing her flowers and watching the birds and squirrels enjoy the feeders she put out for them. One of her favorite outings was the drive into the mountains each Fall to see the beautiful changing leaves. She was an exceptional candy maker, if you visited during the holidays you were sure to leave with packages of Peanut Brittle, Fudge, Divinity, Mounds, Oklahoma Brown Candy, and any new recipes she tried that year. She loved to travel from short day trips to long adventures in Florida, and New Mexico. Her hobbies were sewing, reading, gardening, canning. She had strong Christian Beliefs and a very positive outlook on life. She was a kind, compassionate, loving, wife, mother, grandmother, great-grandchildren, and friend. Survived by son Robert L Wilcox and wife Debbie. Grandchildren Stephanie Jansen, Jennifer Jones and Adam Wilcox and his wife Kelsie. Great-Grandchildren Tammy Wilcox, London Wilcox, and Karma Jones of Cleveland, AR. A Daughter Darlene Wilcox Whisenhunt. Grandson Chris Whisenhunt. Great-grandchildren Emily, Ava and Ella Whisenhunt, of Foreman, Arkansas Brother in Law and Sister in Law, Luther and Maudie Wilcox of Naches, Washington Several cousins, nieces, and nephews. Her special friends and caregivers at Peachtree Assisted Living and Hospice. She is preceded in death by her parents Robert and Clemie Daugherty, her sisters Ruby Daugherty, Luckie Stone Pittman, and Jimmie Dee Long Shaw and her husband of 61 years Lewis L Wilcox. Graveside services were Saturday, May 12, 2018 at 10:00 a.m. in Six Mile Cemetery at Hatfield, with Brother Donnie Jewell officiating. Pallbearers were Pat Holder, David Stone, Mitch Titsworth, Rod Titsworth, Alan Titsworth and Lane Titsworth. Honorary pallbearers were Harold Holder, Frank Lewis, Jay Gisclair and the Six Mile Hunt Club. Visitation will be general.

s big city politicians debate what they are calling the "opioid epidemic," we in Polk County continue to see the deleterious effects of methamphetamine use as public enemy number one. Methamphetamine use is the driving force behind most of the thefts, burglaries, domestic batteries, sexual abuse, and other violent crimes in our community. Citizens of this county can rest assured that law enforcement officers from all agencies are often working together to fight this enemy. To make matters difficult for law enforcement officers, pennypinching politicians lecture law enforcement officials about the perceived

need for "prison reform." Law enforcement supervisors are continually lectured by high ranking officials armed with such brilliant catchphrases as, "we only need to incarcerate the people who we are scared of, instead of those who we are mad at." Such sound bites roll easily off the tongues of those who live behind gates and travel with a security team, but should a police officer really have to tell the victim of a theft that he must first investigate the eight core criminogenic needs of the thief before considering the effects of the crime? Rather than lecturing, law enforcement in this community produces results. Because of the combined efforts of city, county, and state law enforcement in the past six months illicit drugs valued at over $461,500 have been removed from our community. During the same period, law enforcement seized over 770 individual doses of methamphetamine. These efforts saw serious offenders receive a total of 2,900 months of incarceration. Non-violent and first-time offenders drug offenders received a total 1,644 months of

probation. Our over-worked and underappreciated probation officers worked long hours, despite the current political headwinds, to ensure that offenders followed the law. Law enforcement is not just about seizing drugs and taking "bad guys" to jail. In this modern era, our local law enforcement officers must develop comprehensive strategies to offer healing to those who desire it. Few people consider that drug arrests are often the only interventions that can encourage drug offenders to address a substance abuse problem. In order to avoid prison, drug offenders will often voluntarily seek substance abuse treatment through the drug court program. Because of these interventions, in 2017-2018 our drug court treatment team was able to help 21 citizens of our community find the path to sobriety and productivity through the drug court program. Lady Tigers Wrap Up Softball Season Eagles Finish Season In State Tournament L O BY: EASTON LEONARD

ast Thursday, May 10th, the Acorn Lady Tigers softball team (15-7-1) finished their 2017-2018 season with a loss to Calico Rock in the second round of the 1A State Softball Tournament. Prior to competing in the state tournament at Mountain Home, the Lady Tigers placed third at their Regional Tournament at Dierks, with a first round win over County Line (16-1) and a second round loss to Mount Ida (10-7). To earn a third seed in the state tournament Acorn then defeated Scranton (10-0), to win third place at Regionals. In the state tournament, the Lady Tigers took on a four seed South Side Bee Branch team in the first round and defeated the Lady Hornets 4-3. Moving onto the second round, Acorn took on the number one seed Calico Rock Lady Pirates and fell short by one, 5-4. Congratulations to Coach Ledbetter, seniors: Ashley Sides and Tori Barrett, and the rest of the Lady Tigers softball team on a successful season.

n Thursday, May 10th, the Cossatot River Eagles soccer team wrapped up it’s season with a first round loss in the 4A State Soccer Tournament in Batesville, Arkansas. Before advancing to the state tournament, the Eagles won their District Tournament in Arkadelphia with wins over Robinson (5-0) and then hosting Arkadelphia Badgers (4-1) in the finals. The Eagles (18-4, 4-2) advanced into the state tournament as a number one seed, and took on the Green Forest Tigers (9-9-1, 1-3). Cossatot River soccer went on to suffer a three point loss, 7-4, in a high scoring affair. Prior to season end, Daniel Perez of Cossatot Soccer ranked fifth in the nation in goals scored, second overall in the state, and first overall in the Class 4A. Jose Rios ranked fourth in the Class 4A for assists, ninth overall in the state, and thirty-eighth overall in the nation. Juan Trinidad ranked seventh overall in the Class 4A in goals scored, fifth overall in the Class 4A for assists, tenth overall in the state of Arkansas for assists, and thirty-ninth overall in the nation for assists. And lastly, Daniel Zuniga ranked tenth overall in the Class 4A in goals scored. Congratulations to Coach’s Reggie Fryar and Wendell Cartwright, seniors: Jesus Rodriguez, Jose Rios, Daniel Perez, Jonathon Rye, Juan Trinidad, Daniel Zuniga, Callum Buchanan, Sebastian Medina, and Brian Ruelas, and the rest of the Eagles on a spectacular season.

MRHS Celebrates National Hospital Week MRHS has been celebrating National Hospital Week by providing many activities for employees, including several game days, department competitions, battle of the decades day, breakfast, cookout and an awards presentation. During the recent Hospital Week, departments at Mena Regional Health System collected items for the Aliyah House shelter. Each department collected the items and saved receipts. The winner was determined dividing the amount spent by the number of employees in each department. Congratulations to all departments on your effort and the amount raised for such a worthy cause.

Patricia Perez-Tena, 31, of Wickes was charged with theft of property (shoplifting) after officers responded to a call at a local business. Report was made of someone gaining access to a vehicle and going through its contents. The incident occurred at a local business. Case is pending.

A local man reported that his wife was being physically abusive to him. After officers arrived, the man told them that he did not wish to press charges against her.

Lacie Luzetta Howell, 42, of Mena was arrested on a warrant from the Polk County Sheriff’s office for failure to appear. A 17-year-old Mena youth was charged with disorderly conduct, obstructing governmental operations and resisting arrest. The incident followed a call to a local fast food restaurant.

May 12, 2018

Employees at a local service station reported a gas skip. Case is pending further information.
