Pauline Williams is an Inspector with Victoria Police and has been a police officer for 27 years and has worked in areas including; On the van at Footscray, a Detective at Sunshine and at the Homicide Squad, as an Instructor at the Police Academy and is now the Regional Emergency Management Inspector for Hume Region. In 1991 Pauline was involved in a police shooting incident and over the years was impacted by PTSD, Post-Traumatic Stress Disorder. Pauline talked about dealing (or rather not dealing) with PTSD and moving through it to PTG – Post Traumatic Growth. With the changes and new developments within the local government sector, we had taken the initiative to provide a forum to discuss the various issues facing families, people in the workforce, and dealing with the general public. The program for the “National Works & Engineering Conference” is nearing completion and once again it will be a full on couple of days with a few extra bits to make it exciting. We will be talking about futuristic vehicles/plant and the effect on roads with a real live driverless Shuttle on site, and also racing car drivers from the Mobil V8 super cars, a transporter, and car with a couple of 4 I winter 2018

I want to take this opportunity to thank all of the wonderful people I have associated and worked with, and have supported me over the many years. I have enjoyed the ride and will always treasure the friendships and relationships that I have experienced over the years. I will still be around for awhile doing some special projects such as the Annual Dinner and the NW&EC. New CEO Appointed - Steve Robertson With a career spaning 22+ years in conflict resolution, stakeholder engagement, project management and various law enforcement assignments, Steve presents a unique and insightful look into management. In his most recent role as Station Leader, Mawson Research Station, Antarctica, Steve applied his proven expertise and strategic nous to meet and exceed all directives and targets achieving an overall reduction in total fuel usage by 30% whilst improving the efficiency of the wind turbine/power plant by 30+%. This achievement was 50% above target and had not previously been achieved at any Australian Antarctic or sub-Antarctic station. Steve credits this amazing effort to his staff as well as his ability to lead, and at times direct them, whilst all the while nurturing and supporting them through an Antarctic winter. Steve’s responsibilities as Station Leader included: • Sole responsibility for and management of an Antarctic station and associated resources valued at approximately $50 million • Coordinating and managing 18 independent science programs in addition to numerous infrastructure projects • Oversight of aviation including constructing ski landing areas on sea ice and coordinating over 200 rotary wing ‘ship to shore’ flights during a 12 day resupply operation • Managing and coordinating the Emergency Response during resupply and all activities throughout the year • Managing the ongoing maintenance schedule for the station infrastructure including fresh water production and the management of waste water and power usage • Assessing and managing the performance and welfare of 15 staff •

T

hings are gearing up for our next Conference and Expo to be held at the Joondalup Resort, Connolly between 14 – 16 August 2018.

This year we have expanded the exhibition area (as last year we ran out of space) to accommodate 50 internal exhibitors and 30 external exhibitors. WesTrac is again our major sponsor, of which we thank them for their on going support of this event. Increasing the exhibition area shows the relevance of this event to our local and interstate exhibitors and testament to the interaction the exhibitors have with the people buying their products. Our list of presenters is varied and covers topics such as clearing urban spaces to preparing for retirement, so there is always something for everyone. Our move to the Joondalup Resort this year (we always do two years country and two years city) gives us more opportunity for our delegates to get involved. For those who choose not to travel, its within easy driving distance, and for those who do travel from around our vast state it gives them plenty of accommodation options without having to use peripheral service providers as we need to do in small country towns. This in itself aids the networking opportunities of our members, by being able to attend the official dinner together and rub shoulders in a less formal setting than at the conference or just having a beer with their counterpart who is located in a shire 800 kms away. We have some big draw cards this year, Peter Bell former Captain of the Fremantle Dockers is our guest speaker at our very popular golf day and presentation evening, which is always a very lively affair. Thanks must go out to our major sponsor of the golf event Corsign, Woodlands for sponsoring the 3rd place and to Jason Signmakers for sponsoring the golf carts. Without our sponsors we would struggle to bring you such a great event. Scott Herbert (Replas) has done another great job drumming up support for the golf and organising this event single-handedly. A keen golfer himself he is always so keen to ensure everyone has a great day and comes away with some sort of prize from one of our many hole sponsors. The end of the financial year always brings with it a rush for registrations, so now is our busiest time of the year. Our memberships for both corporate and full memberships are up and continue to increase throughout the year.

We have a new freshened up web site (www.lgsa.com. au) which compliments the hard work we all put in and we thank Stylus for assisting us in this project. We lost a few of our committee members this year, Steve Geerdink (Hermie as we affectionately know him), had to leave as he no longer works in local government, as well as Greg Jackson, who also had a career change, but both continue to support us if required. One of our Corporate Executive members also had given notice due to personal reasons and we wish Andrew Wynne from Woodlands all the very best as he has been on the committee and been a keen supporter of LGSA WA for many many years and was always all guns blazing at each and every conference with his infectious personality and list of high profile people he knew to call upon. At the last Annual General Meeting the members voted to change the constitution bringing in many suggestions from Stephen Robertson and to bring it in line with the new Fair Trade rules on Associations. This has now been completed and submitted and available to all on our web site to download. This year we have also rolled out our Honourable Service Award in which our members can nominate their peers for this prestigious award of longevity or community support above and beyond the call of duty. Our first awards will be presented at this years’ Annual General Meeting being held on Thursday 16 August. Again I thank the Committee for their hard work during the year. We meet throughout the year and deal with all matters relating to Local Government and our members, but the conference is where we all get together for our annual meet up. President Arthur Cousins

Please refer to the website for how to apply for the award. 30th Anniversary and Annual Golf Day (see photos on opposite page) On Friday 13th April, the Annual Golf day was held at the Geeveston Golf Club in the Huon Valley, it was followed by a Dinner to celebrate the 30th Anniversary of the founding of TAMS. The dinner was held at the Kermandie Hotel. This venue is significant as it is also the location of the first conference held in Tasmania. The Golf course was a picture perfect with typically lovely Tasmanian weather that was thoroughly enjoyed by all those that attended, from as far afield as Queensland and Victoria. Many thanks to all the sponsors and players on the day for making it such an enjoyable event. The day then turned to the 30th Anniversary Celebration that evening; it was great to catch up with old and new members and their partners. A special attendee was Life Member Frank Tyers, it was great to see Frank and many of the earlier members spent time with him reminiscing about the earlier years of TAMS. Again thank you to all who attended the evening a enjoyable time was had by all.

Ordinary General Meeting Our March Ordinary General Meeting was held at the HCC Skills Centre followed by a site visit to the newly refurbished Downer Asphalt plant in Flagstaff Gully. The site visit was certainly of interest to all that attended and was thoroughly informative. Thanks go to Ken McGiven of Downer and his staff for the tour and the information provided, also the BBQ lunch at the conclusion. 2018 Field Day The field day this year is due to be held in early August, with the recent weather event of early May (that I believe made national headlines), all members have been dealing with a significant increase in workload. Therefore arrangements for the field day have been delayed, but stay tuned to outgoing correspondence and the Website for soon to be released details. Tasmanian council buys first Komatsu machine in 20 years In late January, Tasmania’s Clarence City Council took delivery of a new Komatsu GD555A-5 grader – its first purchase of a Komatsu machine in close to 20 years. Clarence City Council is one of three councils comprising the greater Hobart area, and is located on the eastern shores of the River Derwent; more than one-third of the council area is untouched natural bushland. According to Garry Oates, Clarence City’s Fleet and Workshop Co-ordinator, the new grader will be primarily used for the council’s own road maintenance program, as well as carrying out some construction works. Garry said there were a number of reasons the council opted for the Komatsu GD555A-5 grader. “After discussions with our operator Shane Bell, one of the main things in favour of the Komatsu grader was its visibility to the blade and work areas,” said Oates. “He also loves the automatic/direct drive transmission. “And in terms of weight, the Komatsu grader falls midway between the operating weight of our previous machine, and that of the next size up in that range. “Before making the decision, we went with Shane to a few other Tasmanian councils which already had Komatsu graders, and he was able to trial them, as well as talk to other operators – who were really happy with their machines. “While we haven’t bought Komatsu for many years, this product came out as the most suitable for our needs – and the price was right,” said Oates. “In arranging delivery of the machine, in late January, our local Komatsu rep Doug Fulton was really good; nothing has been too much trouble for him. “He also brought over Komatsu’s operator trainer Frank Allen to assist Shane in the first few hours. “While we’ve only had it a few days, Shane has been very pleased with it so far,” he said. Twin Rotor centre mount 3PL and the versatile ‘’on the move’’ hydraulic Side Shift 8ft/2.4m model that offers 1.95m offset to left or 1.65m right from centre of Tractor. Twin Rotor 10ft/3.0m & 12ft/3.6m are centre mount 3PL. The tractor drawn range start with 10ft/3.0m & 12ft/3.6m Twin Rotor Flat Deck, 15ft/4.6m & 20ft/6.1m Triple Rotor Delta Flex Wing, 24ft/7.3m Four Rotor Winged and 35ft/10.7m & 41ft/12.5m Six Rotor Winged for wide green areas. All models comply to the February 2011 Slasher Directive “A Guide to Health and Safety Standard”. SINGLE ROTOR Clean top fall away deck reduces mulch and seed build up and easy cleaned via blower or hose, no grass covered trip points whilst operator is servicing or adjusting. Tapered back design reduces turning radius and allows cutting close to fences/road posts etc. The 3PL connection to tractor is world class. Centre mount and offset to left linkage position is used to favour road verge/fence line work. Cat 2 & 3 and USA Cat 3 quick hitch frame compatible gives the entire operator hook up practice respected by OHS authorities. 3PL top link connection float or lock bracket gives the versatility of fine float for low cutting with rear wheels so the slasher will not bottom out on the skids if the tractor wheels travel through a drain or rut. This is a major problem for height control with slashers with a fold down chain brace secured headstock/tower.


SINGLE ROTOR (CONTINUED) For use in rugged and steep terrain (e.g. banks, bridges and going through creeks) just reposition the pin for full floatation. Refer attached photos “Top Link Connection & Float”. The floating bracket has a limiting stop to prevent the slasher body rising too high causing possible damage to the Power Take Off (PTO) shaft to the tractor that could cause injury. Chain towers don’t and have a polyurethane shock absorber pad to softly reconnect as the machine is lifted. A well proven part from use with broadacre tillage equipment. Wheels on this model are one pivot king pin single or dual wheels giving a very stable platform and not losing any benefit on the turning radius a tapered back swing delivers. The wheel kit comes standard with a screw type adjuster to set cutting height. The secondary screw adjuster mounted on the wheel main arm to the pivot allows for perfect setting to the king pin to remain vertical. This allows the wheels to castor around with the cutting height remaining the same. This feature is important for those Shires that are responsible for the grounds maintenance of the surrounds of sporting fields and complexes. Rapid operator/drivers with forward/reverse shuttle shift gears just think this is fantastic. There are several contactors who are extremely pleased with the hydraulic fold up wheel option which instantly allows the operator to control from the tractor seat the ability to fold up and inwards over the deck – the complete wheel assembly to reverse into corners/fences shrubbery etc. No more limitations from two individual wheel arms pinned at set height out the rear backing into unknown obstacles. TWIN ROTOR The 8ft/2.4m Taper Back models have similar features to the Single Rotor and are manufactured to give the widest possible cutting width to an overall road legal size of 8.2ft/2.5m with a choice of rear wheels or roller. 10ft/3.0m & 12ft/3.6m have optional wheel kits. TRIPLE ROTOR The 15ft/4.6mt. & 20ft/6.1mt. Delta Flex Wing Slashers are fitted with six wide profile floatation tyres on the rear and can have optional front wing caster wheels to prevent scalping of undulations when low cutting, especially for Air Field work. Units our easily road transported as wing fold to road legal width. FOUR & SIX ROTOR 24ft/7.3mt., 35ft/10.7mt. & 41ft/12.5mt. Winged slashers suit the Broadacre wide green areas such as Airports & Military Bases where high Air Traffic movements limits when the slasher can be used so a requirement to cover as much ground as possible whilst working.

The following data has been compiled from field reports during 2017 in VIC and NSW. Results show material loss comparisons from 14 different unsealed roads of different material types and locations including sandy clays, pit gravel to manufactured crushed rock. All data was verified to ensure accuracy. Due to location variables such as weather, material and traffic loading this study represents strong proof of PolyCom product efficacy.

What is a ravel test?

A ravel test consists of placing a one square metre frame on the road, within the wheel path section and sweeping up all the loose fines available within the one square metre. These fines are then bagged, weighed and recorded. This process is repeated for treated

Work History: Station Leader (Manager) – Mawson Research Station, Antarctica; 20 years with Victoria Police in various roles from frontline policing, pro-active policing and critical incident and emergency management training. Nick Name: Robbo Do you have a pet? I did once… Rosie the Jack Russell however she passed away whilst I was in Antarctica What’s your favourite food? Until recently anything however my niece recently completed an intensive 12 month patisserie course in Paris so now it is all things sweet and French! What’s your favourite sport? I am keen on the outdoors with hiking and MTB being two of my favourite past times. I do however enjoy skiing the most with free heel Telemark Skiing being my number one passion. What’s your favourite hobby? I’m not much in to working around the house, in fact I’m quite useless really. However, I have a house in Bright which backs on to the Ovens River and I don’t mind getting out in to the garden – especially in Autumn when the leaves have turned.

Favourite TV Show? I don’t really watch a lot of TV however the one program that always made me laugh was, ‘Swift and Shift’. Although the show was at times quite inappropriate I reckon I had worked with each one of those characters over my years in the workforce. Favourite Movie? It would have to be anyone of the Bourne movies – although the 4th instalment, ‘The Bourne Legacy’ with Jeremy Renner is my least favourite. Favourite Book? Just like TV I don’t read a lot, preferring instead to read travel magazines and research my next adventure on ‘the web’. Dream Job? How can I not respond by saying my current role: CEO of the Municipal Works and Operations Association. However working in Antarctica and managing Mawson Research Station was an amazing experience and one which will be hard to top. What type of car do you drive? I currently drive a Jeep. A Grand Jeep Cherokee in fact. They are a great car with loads of extras and mod-cons. I first hired one in the US a number of years ago and was extremely impressed with its handling in the snow as well as its fuel economy.

Ideal Holiday? My wife and I have been very fortunate in that we have enjoyed holidaying all around the world. My favourite destinations are varied but most often involve skiing. I recently returned from the US where I hosted 10 blokes on adventure motorbikes through Colorado and Southern Utah which was amazing.

Cancellation Policy

Only one registration per form. For additional delegates, please photocopy this form. An administration fee of 10% will be deducted from any refund due to cancellations prior to 1st August 2018. No refunds for cancellation after 1st August 2018 will be made. However, a substitute delegate is welcome. All cancellations and substitutes must be faxed in writing to MWOA on (03) 5250 3008. MWOA reserves the right to defer, amend or cancel the program.
