Message From The President Dear Chamber Members and Friends of the Chamber, Thank you all so much for your continued support! It is with deep appreciation for your ongoing re-investment in our community that I am writing to you today, halfway through my tenure as President of the Board. In recent months, we’ve witnessed great progress in our marketing and membership efforts; continued dedication from our CVB Board of Directors in their tourism promotion efforts; and strong leadership from our Executive Director, Marko Lucich, now back at the helm of the Chamber full-time. The coming months will see us hire a new CVB Director; put on our annual Chamber/Montana Tech golf tournament (July 20); make even more updates and improvements to the Chamber website; and work on a new ‘shop local’ retail campaign.

I would like to take this opportunity to thank the Chamber staff and volunteers for everything they do in making our community a better place to live and work. Their tireless efforts do not go unnoticed. Finally, I put to you the same request I made last fall. If you are not currently involved with our Chamber, and have a desire to become more active, please call 723-3177. Message from the Executive Director This is the first “Report to the Community” by the Butte-Silver Bow Chamber of Commerce. Due to the fact that Butte Local Development, Butte-Silver Bow and the Butte Chamber of Commerce work so closely together, this report will be a little different than what you will see in other communities. The goal of this report is to provide good information and education to our community in order to have a better understanding regarding each of these entities and how we work together for the betterment of Butte. It is important to note that each entity is independent with its own structure, governing body and mission. Through this publication, our hopes are that you will learn more about what is happening in Butte and the people who are volunteering and working on your behalf. Approximately eight years ago, the concept of “TEAM BUTTE” was introduced into our community. This idea was developed by many citizens of our community. The team concept united the Butte-Silver Bow Chamber of Commerce, Butte Local Development and the Butte-Silver Bow Government. However, TEAM BUTTE is not just these three entities. Every individual, business, civic organization, educational entity and non-profit in Butte has a role on this team for the development and growth of our community. Please look at the three articles in this edition of the “Report to the Community” that show recent statistics for Butte. One chart will show an increase in Butte’s population from 33,351 in 2002 to 34,200 in 2010 (see page 18). The next chart will show that Butte ranks 3rd for the Montana aver-

age wage of the seven largest counties (see page 19). The third and most impressive is the report from Policom rankings that show Butte ranked 17th in the nation, up from 376 in 2004 (see page 17). Each one of these articles and charts are not created by anyone in Butte, but independent entities. I am proud to say I am a member of TEAM BUTTE and my position on the team is Executive Director of the Butte Chamber of Commerce. I invite each and every one of you to be a part of this winning team. Working together, we can continue to make a difference. I would like to express my deep appreciation to all of you who invest so much time and effort to make Butte the Richest Hill on Earth. I hope you enjoy reading this community report and, after reading it, have gained a better understanding and appreciation for all of the volunteers who put in countless hours of their own time in order to promote our city. Executive Board

Kelly Smith - President General Manager, Butte Hampton Inn

Kelly, a Butte native and graduate of Butte Central High School and Montana Tech, is the Chamber’s current Board President. Kelly began her hotel career as a front desk clerk at the Best Western Butte Plaza Inn, eventually moving up to the Director of Sales, then Assistant General Manager, positions. She was promoted to her current position at the Butte Hampton Inn in 2006, where she has led a highly-seasoned and very talented staff of 40 employees for the past six years. Kelly’s strong background in travel and tourism includes having been a founding member, and Past President, of Butte’s Convention and Visitor Bureau. Kelly is also a past board member for the Gold West Country tourism region, and a Past President of the Silver Bow Area Lodging and Hospitality Association. Kelly is currently a member of Hampton’s Circle of Leadership, a corporate hotel management development program. She is married to Twin Bridges native Logan Smith. Todd Tregidga - Past President Senior Analyst, PPL Montana Energy Plus Todd is a Butte native and is currently a Senior Analyst for PPL Energy Plus. He started his career as an Accountant in 1992 for the Montana Power Company in Colstrip, he then worked for MPC in Butte as a financial analyst for its electricity generation segment, he then moved to PPL in the same capacity after MPC sold the generation assets to PPL. Todd graduated from the U of M with a bachelor’s degree in Business in 1992 and an MBA in 2007. Todd is a CPA, a Montana Ambassador, a graduate of both Leadership Butte and Leadership Montana and is an active volunteer in Butte having served as Board President of United Way and the Chamber of Commerce, and currently is serving as Chairman of Butte’s Tax Increment Financing Industrial District Board of Directors. His free time is spent enjoying everything Montana has to offer with his wife Shannon of 20 years, his 17 year old son Tanner, and 12 year old daughter Taylor. Paula Ruark - President-Elect Director of Sales and Marketing, Town Pump/TownHouse Inns of Montana/Comfort Inn of Butte With over 21 year’s experience, Paula Ruark oversees the Sales and Marketing efforts of the TownHouse Inns of Montana, the Town Pump Hotel Division. Paula was raised in Butte and attended Butte High School, graduating in 1985. She attended Montana Tech. She began her career in Hotel Sales and Marketing in 1991. Paula is currently pursuing a CHSP, which is a certification in her field with the American Hotel and Lodging

Association. Paula is married to Jim Ruark and is the mother of two sons, Luke Kenworthy and Beau Ruark. She is President Elect of the Butte Chamber of Commerce, Past President of the Butte Convention and Visitors Bureau, President Elect of the Montana Lodging and Hospitality Association and Past President of the Montana Innkeepers Association Sales and Marketing Council. She was awarded Sales and Marketing Person of the Year in 2008 from the Montana Innkeepers Association. Paula is a member of several other tourism related organizations such as NTA, ABA and HSMAI. She has also been a member of several Butte Kiwanis groups. Jim McKenzie - Treasurer CPA, Newland & Company

Jim is a CPA and shareholder of the accounting firm Newland and Company, P.C. in Butte. He is a Montana Tech graduate and has worked at Newland and Company since 1989. He specializes in both individual and business income tax matters. Jim is a member of the American Institute of Certified Public Accountants, the Montana Society of Certified Public Accountants and the Butte Chapter of CPA’s and currently serves as Treasurer for the Butte Chamber of Commerce and previously was the Treasurer for the Big Brothers Big Sisters of Butte. A Butte native, Jim enjoys fishing, bowling, and golf in his spare time.

Jim Clary – Vice President Branch President, American Federal Savings Bank I was born in Butte and have lived here all my life (56 years). I graduated from Butte High School in 1974. I started my career at American Federal Savings Bank in January 1982 as a loan officer. I was promoted to Branch President in July 1986. I have been on the Board of the Butte Chamber of Commerce for 5 years & have also been a member of the Silver Bow Kiwanis for 25 years. Karen Byrnes – Vice President Community Development & URA Director, Butte-Silver Bow

Karen has lived in Butte her entire life, attending Butte High School, graduating in 1990; she received her undergraduate degree in Business in 1994 from Montana Tech, and her MBA from the University of Montana in 2000. Karen is married with one ten year old son. She started her career in local government working for the Butte-Silver Bow Health Department at the age of 21. She became the Director of the Urban Revitalization Agency and Director of the Community Development Department in May 2005. She is responsible for economic and community development for all of Silver Bow County. This job encompasses project development, budget management, and public relations. She works with other government officials and the private sector to encourage community-wide development activities. She has been a volunteer with Big Brothers Big Sisters for 11 years, and enjoys running and cooking. Marsha Foster - Vice President Community Member It was July of 1978 when Marsha and her husband Shad along with their four boys moved to Butte. She is proud to say after 34 years, they call Butte home. Butte has been very good to them and she wanted to give back. In 1999 Marsha got involved with the Chamber of Commerce as an Ambassador. She went on to Chair that committee for several years. In addition to still being active with the Ambassadors, she is one of four Vice Presidents on the Chamber Board of Directors, a position she has enjoyed very much. Butte has the best people ever, and she is very proud to say she is from Butte. Mike Johnson - Vice President President, Management Consultants, LLC Mike is the President of Management Consultants, a hotel management firm that oversees the operations of seven hotels in Missoula, Butte, Miles City and Sidney. He attended Montana Tech and earned a bachelor’s degree in Business Administration. He later attended the University of Montana where he was awarded an MBA. Mike is in the final stages of his doctoral program in Educational Leadership also from the University of Montana. He and his wife Kami, also a Butte native, have two young boys. Throughout his career, Mike has always given back to his community and currently serves as the Chairman of the Board for St. James Healthcare of Butte. Maria Pochervina - CVB Board President General Manager, La Quinta Inn & Suites Maria hails from the great little city to the west, Anaconda where she garnered by gift of gab at her dad’s gas station. She is a true Bobcat in that, Montana State University, is where she earned her Bachelor’s degree in Business Marketing with an emphasis on Management…Go Cats! She and her husband Mike will celebrate their 25th wedding anniversary this summer. They have been blessed with two beautiful daughters, Ashley and Arika. Maria currently manages the La Quinta Inn & Suites, formerly the Holiday Inn Express. In addition, her family also owns and operates the bridal and formal wear shop; Couture with A & A, here in Butte.

Becky Nicholls Owner, Copper City Wireless

Becky Nicholls, owner of Copper City Wireless, was raised in Boulder, Montana graduating from Jefferson High. After meeting her husband, Jeff Nicholls, a Silver Star native, the couple relocated to Washington where Becky worked as a department manager from Albertson’s. The couple moved back to Montana in 1995 when Jeff was hired by Resodyn Corp. and Becky transferred to the Butte Albertson’s location. Becky started working for Verizon Wireless in 2000 and purchased the location from the company in 2002. The couple has two children, Derek, a senior at the University of Montana and Shelby, a sophomore at Rocky Mountain College. Becky is an active member of the Butte community. She has previously been involved with Big Brothers & Sisters, the Skyline Sportsman Association, as well as the Rocky Mountain Elk Foundation. She has served on the YMCA Board of Director’s for over six years. She created and runs their Lighten Your Load campaign and is currently chairman of the Fresh Start Sustaining Campaign. Chris Ackerman, General Manager KAAR-FM, KMBR-FM, KXTL-AM Chris, General Manager of Cherry Creek Radio’s three Butte, Montana radio stations, was born in Syracuse, NY. Raised in New York City, Chris graduated from Far Rockaway High School in 1971. He attended Washington State University and graduated with a Bachelor of Arts in Marketing/Communications in 1976. A nearly 40-year career in Radio Broadcasting has included working in Marketing and Management in Seattle, Dallas, Milwaukee and for the past eleven years Chris has been General Manager of KAAR/KMBR/ KXTL, Butte. Married to wife Patti, with daughters Ashley, a Butte High School graduate and Kaitlyn, a Junior at Butte High School. Chris is on the board of directors at: The Butte Country Club, The St. James Healthcare Foundation and The Butte Chamber of Commerce. A huge supporter of Butte, Chris reminds us to: “Turn Around, Shop in Town!” Chuck Wright, CEO St. James Healthcare Chuck Wright has been CEO of St. James Healthcare since January 2009. He has 17 years of healthcare CEO experience and his career includes stints with a freestanding community hospital in New Mexico and 21 years with the Providence Health System in Oregon and Alaska. Chuck also is a Major in the US Army Retired Reserve, with active duty assignments including the 82nd Airborne Division (Vietnam era) and 97th US Army General Hospital (Desert Storm). He has a bachelor’s degree from the University of Tennessee and a Masters in Health Administration from Arizona State University. Chuck and his wife Julie live in Butte with adult children in Dillon, MT, Eugene, OR and Medford, OR. Dale Mahugh, Key Accounts & Economic Development Manager NorthWestern Energy Dale Mahugh is a native Montanan having grown up near Kalispell and graduated from Montana state University. He spent 5 years in banking before joining The Montana Power Company in 1979 and remained when NorthWestern Energy took ownership of the utility. He has worked in a number of positions throughout this time, all involved with customer interactions. He is actively involved with a number of local and statewide civic and economic development organizations, including Montana Ambassadors, Leadership Montana, Main Street Uptown Butte, Exchange Club of Butte, Butte URA and the Butte Chamber of Commerce. Dale’s wife Linda has a long tenure in education and is currently the director of Early Head Start in Butte and Dillon. Together, they have three grown children. Dave Palmer, Chairman Butte-Silver Bow Council of Commissioners Dave was born and raised in Butte where he graduated from Butte High in 1971. After high school he served four years in the U.S. Army. After receiving an honorable discharge he completed his electrical apprenticeship. Dave currently owns Palmer Electric and works as a maintenance engineer at St. James Healthcare. He and his wife Betsy have four children, Sara, Jon, Dan and Mike. They also have five grandkids with another set of twins on the way.

Desiree Shogren, General Manager Comfort Inn of Butte

Desiree, General Manager of Comfort Inn of Butte was raised in Butte, Montana. Desiree is a Class of 2001 graduate of Butte High School. She attended the University of Montana Western where she earned a Bachelor’s degree in elementary education. Desiree married her high school sweetheart, Nate Shogren in 2008. Nate is currently Finance Director at Butte Auto Center. They have one son, Mason, who was born in 2009. The Comfort Inn of Butte is a Town Pump affiliate. Desiree began working with Town Pump in 1999 while still in high school as a housekeeper and has stayed with the company for the 13 years since, working in many different capacities both at the Butte and Dillon Comfort Inn locations. She was promoted to General Manager in early 2009 and has received a number of awards and commendations since. Desiree is actively involved in the community, serving as Vice President of the Advantage Butte board, Board Member of Silver Bow Kiwanis, and serving on the board of the Butte-Silver Bow Chamber of Commerce. She is also active with the Silver Bow Area Lodging & Hospitality Association. Donald Blackketter, PhD, PE, Chancellor Montana Tech of the University of Montana Donald Blackketter became Chancellor of Montana Tech on July 1, 2011. Blackketter received his B.S., M.S., and Ph.D. in mechanical engineering from the University of Wyoming, 1985, 1986, and 1989, respectively. He was at the University of Idaho from 1989-2011 as an Assistant, Associate, and Professor of Mechanical Engineering. Blackketter held the position of Department Chair and was Dean of the College of Engineering from 2008-2011. Blackketter was the acting director of the National Institute for Advanced Transportation Technology (NIATT) in 2004 as well as holding the position of NIATT Director and as director of NIATT’s Center for Clean Vehicle Technology from 1998 to 2005. He is an active researcher and the author of 27 journal publications, 10 technical reports, 34 conference publications and presentations, and three textbooks and instructional manuals. In 2003 he was a Fulbright Scholar in Quito, Ecuador. He is a member of the American Society of Mechanical Engineers (ASME), the American Society of Engineering Educators (ASEE), and the American Society of Automotive Engineers (SAE). He is a registered professional engineer in Idaho and Montana. Don and his wife Vicki have three children all of whom are married. Son Riley (UI 2005) and Meghan (UI 2005), live in Vancouver, B.C. Canada, daughter Britni (UI 2006) and Jonathon live in London, England, and son Shadd and Heather live in Surrey, B.C. Canada. Don and Vicki are the grandparents of Stella Mae and Tenley. Dr. Linda Reksten, Superintendent Butte School District #1 Linda E. Reksten has been an educator for twenty-five years: twenty-three years in the public school system and two years as a college professor for Point Loma Nazarene University. A native of Montana, she graduated from Montana State University, Billings, in 1973 with a sec¬ondary education degree in biology and chemistry. Immediately after graduating, she went on to earn a master’s degree in Christian education from George Fox University in 1976 and served four years as a director of Christian education. Reksten began her public teaching career in the Burbank Unified School District in 1982 as a middle-school science teacher and high-school chemistry teacher. During the summers, she taught elementary science for gifted students in Grades 4 and 5. While still a teacher, she began her second master’s degree at Point Loma Nazarene University, where she graduated in curriculum and administration during the summer of 1985. During 1986, she became principal of Disney Elementary School. Within one year, she began her doctoral studies at UCLA in teaching studies, and she completed her doctorate in June 1995 while she was a principal. During Reksten’s seventeen years as principal, Disney Elementary became “a Title 1 school and the most ethnically diverse school in the Burbank Unified School District, with twelve languages and 44 percent of the student population speaking only limited English. Disney became a California Distinguished School in 1997 largely due to the school’s technol¬ogy program. However, through an interesting chain of events, Disney became an underperforming school in 1999. Reksten then took on the chal¬lenge of improving student achievement in reading over the next four years. As a result of her leadership and a dedicated, hard-working staff, Disney students’ Academic Performance Index (API) grew from 603 to 790 in three years, making it the third-highest performing school in the Burbank Unified School District. Because of this success with students, Reksten and her staff were recognized by President Bush on June 10, 2003, in the White House Rose Garden at the first anniversary of the No Child Left Behind Act After serving two years as professor of education at Point Loma Nazarene University, Reksten transitioned back into public education to become the Director of Assessment and Evaluation for Mountain View School District in El Monte responsible for assessment and technology. As of August 2007, she was promoted to Assistant Superintendent of Educational Services for the Mountain View School District, assisting twelve schools to improve their student achievement. Reksten is the author of Using Technology to Increase Student Learning, Corwin Press (2000).

Stepan, Human Resource Manager REC Silicon Edward was born and raised in Butte, MT graduating from Butte Central High School in 1975 and Montana Tech in 1980 with a B.S. in Occupational Safety and Health. For the first 16+ years of his career, Edward worked in the mining industry as a safety and human resource professional for several different mining operations within the state of Montana. In 1996 Edward accepted a job in the silicon manufacturing industry with Advanced Silicon Materials Inc. (ASiMI), now REC Silicon, where he is currently the Human Resource Manager. Prior to serving on the Butte Chamber of Commerce Board, Edward served on the local American Red Cross and YMCA Board of Directors. Edward and his wife, Rachel, have four grown children and five grandchildren. Gary Shea Shea Realtors, Broker-Owner Gary, with his wife Jennifer, are Broker-Owners of Shea Realtors, a full-service Montana real estate brokerage firm. Gary was born and raised in Butte where he attended Butte Central, graduating in 1979. He attended Montana State University where he earned a degree in accounting in 1983. Gary began his career as a CPA in Montana and then New York. Gary became a Realtor in 1999 and founded Shea Realtors in 2003. Gary is still a licensed CPA allowing him to assist clients in sound real estate investments, purchasing real estate with tax-advantaged retirement accounts, and allowing him to assist as a business broker in buying and selling businesses. Gary also worked many years in his family-owned Butte business, Shea’s Home Improvement Center, started by his parents Bill and Shirley that serviced Southwest Montana for over 50 years. Gary serves as the Chambers Membership Committee Chair. Gary is also serving as the 2012 President of the Butte Board of Realtors and is on both the Montana Association of Realtors Political Affairs Committee and Finance Committee. Herb Kelsey, Insurance Agent Farm Bureau Financial Herb Kelsey was raised in Bridger, MT on a small farm and graduated from MSU with a teaching degree. He went on to teach high school for 4 years, managed a ranch in Washington State for a couple of years and then entered the banking world, where he spent 34 years. Recently, Herb left the banking industry and became an independent insurance agent contracted with Farm Bureau Financial Services. Herb has 3 kids and 8 grandkids. He and his spouse of 40 years, Jackie, own and operate a small irrigated farm near Deerlodge, raising hay and sheep. They enjoy spending time with their grandkids, country living, and everyday life. Jim Bennett, VP of Sales & Marketing Harrington Bottling Company Jim is VP of Sales and Marketing for Harrington Bottling Company. Jim has been in the soft drink business for 32 years, spending time in Idaho and Wyoming and now has been in Butte for the last 14 years. Jim is married to Karen and they have four children, with their oldest currently serving in the US Army at Fort Drum, NY. Jim Smitham, Executive Director Butte Local Development Corporation Jim was born and raised in Butte. He graduated from Butte High School in 1968, and Montana Tech with a BS Engineering Science in 1974, and City University with an MBA in 1997. Jim is married to Jackie (Geach) Smitham and they have three sons; Jon, Sean and Dana. Jim started to work for The Montana Power Company in 1974 where he served in several different engineering capacities. In 1988, Jim was appointed to the position of Economic Development Specialist in the newly formed Economic Development Department where he served until October of 2000 when he retired from the company. He then took a job as Executive Director of the Bonner County Economic Development Corp where he started and established the organization. He returned to Butte to take the position as Marketing Director of the Butte Local Development Corporation in 2001. He served in this capacity until 2005 when he was appointed as Executive Director, the position he currently holds. Jim has been very active in a variety of local and statewide civic and professional organizations. These include: Chamber Board Member, Past President and current Board member of the Montana Economic Developers Association; Montana Ambassadors (Ambassador of the Year 1996); Montana Aerospace Development Association Board of Directors; Board of Directors, Big Sky Youth Training Program & current Chair; former Butte School District Trustee & chair; former Butte TIFID Board of Directors & past Chair; former United Way Board of Directors; and former D.A.R.E Board of Directors. Jim was appointed to the State of Montana Coal Board by then Governor Judy Martz; appointed and recently

re-appointed to the State of Montana Economic Development Advisory Council by Governor Brian Schweitzer. Jim has been a high school and college football official for 37 years. Jim Woy, CPA Anderson ZurMuehlen & Co., P.C. Jim Woy, shareholder, firm director of quality control, and business advisor, provides audit, accounting and financial reporting services; performs peer reviews and presents numerous continuing education courses in the audit and accounting field. Jim also oversees tax services for corporations, partnerships, individuals and non-profit organizations. His service concentrations are non-profit, construction, and health care. Jim and his wife Kathy, have two daughters, Ashley & Alyssa, and enjoy spending time with their 5 grandchildren. Lynn R. Lloyd, Regional Controller (Lee Enterprises) General Manager for The Montana Standard Lynn was born in Glendive, Montana where he attended local schools. He attended the University of Montana where he earned a bachelor’s in business administration, finance. Lynn moved to Butte in 1981 and began his career with The Montana Power Co. and worked in various positions and was manager of oil and gas accounting when the non-utility properties were sold to PanCanadian Oil & Gas Co. He was vice president and controller for PanCanadian when the properties again merged into a new company, EnCana Energy Resources. The U.S. office was moved to Denver, Lynn and his family decided not to relocate because they wanted to remain in Butte. He has called Butte home for 31 years. Lynn is on the board of directors for United Way and Butte Chamber of Commerce, a member of Interactive and News Media Financial Executives and on the Executive Council for the Butte 4 C’s. He is married to Linda, a Butte native and they have three children, Kristen, Dani and Jonathan. Mike Thatcher, CEO CCCS, Inc. Mike currently serves as the Chief Executive Officer (CEO) for Community, Counseling & Correctional Services, Incorporated (CCCS). Mike is a Butte native and a proud ambassador for the Mining City who has been employed with CCCS since October of 1983 having served in the capacities of both Executive Director and CEO with CCCS since 1985. Mike is a graduate of Butte Central High School and holds a Bachelor’s of Science Degree in Sociology from Montana State University in Bozeman. Mike has been married to his better-half, Debbie, for over thirty-one years. Mike has four children and four grandchildren, who are what, drive him to get out of bed each morning. In addition to being a member of the Butte-Silver Bow Chamber of Commerce Board of Directors, Mike continues to serve as a long-term member of both the Urban Revitalization Agency (URA) and the Port of Montana Board of Directors. Remember: “The Mining City is a mile-high and a mile deep, but most importantly everyone is on the level.” Pat Fleming, Principal, Shareholder, Partner Fleming & O’Leary Patrick T. Fleming is a Butte native and has been admitted to the Montana Bar since October of 1978, meaning he has practiced in excess of 33 years in Montana, with over 31 years in Butte. Pat has a broad range of legal experience, including: Law Clerk for the Montana Supreme Court (1978-1979); Staff attorney for Bureau of Hearings and Appeals for the Social Security Administration (1979 -1980); Chief Deputy County Attorney for BSB (1980-1984); Staff attorney for Montana Power Company (1984-1990); Assistant general counsel Montana Power Company (1990-2001) and corporate secretary for Montana Power Company (2001-2004); General counsel/corporate secretary for Touch America (2001-2003); Associate with Poore, Roth & Robinson (2003-2004); Principal/shareholder/partner in Fleming & O’Leary (2004 to present). Pat has been active in the Butte community since his return to Butte in 1980. He has served the community extensively, including as a BSB Audit Committee member, Member/Chairman Butte Civic Center Board (1984-2004), Member/ Vice Chairman of Butte Silver Bow Law Enforcement Committee, Member/Director Butte Country Club, as well as a Board Member for the Butte Chamber of Commerce. Pat and his wife Mary (formerly Mary O’Leary) have two (2) grown children: Katie (a student at Arizona State) and Patrick Jr. (a recent appointment to the BSBLEA).

Paul Babb, Chief Executive Butte-Silver Bow Paul Babb was born, raised, and educated in Butte Montana. Paul is a graduate of Butte High School and Montana Tech. Paul is currently the Chief Executive of the local government, a position he has held since 2005. Paul has been involved in business operations for over 16 years, and was a County Commissioner from 2000-2004. Paul is actively involved in voluntary community service, serving on the boards of Safe Space, the Chamber of Commerce, and the Butte Local Development Corporation. Paul was recognized as one of the 40 under 40 up and coming business people in Southwest Montana, and was the recipient of the Montana Tech Alumni recognition award in 1999 and 2004. Paul and his wife Amy have four children. Paul Tash, President Tash Communications Inc. Paul founded Tash Communications, a public relations and advertising firm, in January 1995. Previously, he worked for The Montana Standard in Butte for nearly 11 years in a variety of posts, including reporter, state editor, and radio and television editor. He also earned awards for his column writing. Paul graduated from the University of Montana Journalism School in 1984. A Dillon native, Paul graduated from Beaverhead Co. High School in 1979. He is married to Carol, a teacher, and they have two children, Nick, 22, and Jorie, 18. Paul is a founding member and past president of the Montana chapter of the Public Relations Society of America. In addition, he is a member of Silver Bow Kiwanis, past president and current member of the Butte Press Club, and past board member of Butte Crimestoppers. Stephanie was born and raised in a military family in Michigan and had moved 14 times due to her father’s career before moving to Butte. She finds it a privilege and honor to live in this wonderful community that she now calls home. Stephanie has been married for 22 years to her husband, Peter, and they have 3 children, Giavanna, Marietta and Isabella. Her family enjoys everything that Butte and the surrounding area has to offer from skiing, biking, camping, hiking, running, the theater and the arts and our many wonderful restaurants. Stephanie has owned several businesses in Butte and is currently getting ready to launch a new food line. She presently sits on several Boards of Directors and enjoys promoting Butte as much as she can. Steven M. Daniel, CLU, ChFC, President Daniel Financial Services, Inc. Steve, President of Daniel Financial Services, Inc. was born and raised in Butte, MT graduating from Butte High in 1971. He earned his business degree in Accounting from the University of Montana in 1976 and later that year married Laura. Continuing the family tradition begun in 1922 by his grandparents, Steve assists his clients with insurance and financial planning and enjoys investing time into several community organizations including the Butte Exchange Club, Butte Community Foundation, Butte Chamber of Commerce, Butte YMCA, Butte Community Concert, Butte Rescue Mission and Christ Church Angelican.

Shane McCarthy, currently a Butte Chamber Board Member, was born and raised in Butte, MT. During high school, Shane began working for Safeway, Inc. and upon graduation from Butte High School in 1995, developed this part time job into a successful career. Shane is currently the Store Manager at Store 3279, located at the 2500 block of Massachusetts Ave. Prior to coming back home to Butte in 2006, Shane also served as the Store Manager in Bozeman and Dillon, MT. Shane and his wife Mikelyn, also a Butte native, were married in Butte in July of 1999 and have two children, Kale & McCaul. Outside of work, Shane participates on the Board of Directors at Mile High Little League and is a volunteer baseball, softball, football and basketball coach in the community.

Chamber Staff & Committees Marko Lucich, Executive Director Marko Lucich is the Executive Director of the Butte Chamber of Commerce. Marko was hired at the Butte Chamber in November of 2003. Prior to his Chamber involvement, Marko was Youth Court Probation Officer for the 2nd Judicial District in Silver Bow County for 28 years serving as the Chief Youth Court Probation officer for 6 years. Marko served on the Montana Board of Crime Control, the Butte School District Board of Trustees, past president of the Montana Juvenile Probation Officers Association, past president of the Montana Association of Chamber Executives and numerous other boards in our community and state. Presently, Marko serves on the St. James Health Care Board of Directors, Acadia Community Board, 4 C’s Board of Directors, Civic Center Board and the Big Sky Youth Training Center Board of Directors. Marko is also actively involved with Advantage Butte, Silver Bow Lodging and Hospitality Association, Montana Association of Chamber Executives and Holy Trinity Serbian Orthodox Church. When not going to meetings, Marko enjoys all community events.

Alysha Blaskovich Marketing, Membership & Bookkeeping Director Alysha joined the staff of the Butte Chamber of Commerce in August 2008, and is now in her 4th year serving as the Marketing & Membership Director. In July 2011, Alysha also took on the Chamber’s Bookkeeping duties. In this role, she promotes the Butte Chamber of Commerce and the benefits of Chamber Membership, coordinates events such as the Annual Banquet, Southwest MT All Star Classic Basketball Tournament, Annual Golf Tournament, Assistance for Business Clinic, monthly business card socials and ribbon cutting celebrations, and training seminars as well as updating the Chamber’s website, social media, and overseeing the production of many publications, including Annual Planners, monthly newsletters, and maps. She regularly maintains contact with our valued members through email communications and can be found out and about in the community checking in & touching base to assure we are meeting our member’s needs and interests. She also maintains the Chamber’s financial database and is responsible for payroll as well as accounts payable & accounts receivable transactions. Alysha works closely with the Butte-Silver Bow Chamber of Commerce Board of Directors as well as Butte businesses and loves promoting and supporting her home, Butte. Alysha & her husband, Luke, have a 3 year-old son, Mavrik and are expecting their second child, a baby girl in August. Together, they enjoy camping, fishing, traveling & spending time with family.

Cheryl Ackerman Office Administrative Assistant Cheryl has been with the Chamber since 2006. She is a Butte native who operated her own early childhood center for 15 years, prior to coming to work at the Butte Chamber of Commerce. Growing up in Butte, she knew that Butte was known as “The Richest Hill on Earth”. Since working at the Chamber, she has discovered the historic and architectural riches Butte has to offer. Cheryl enjoys sharing this information with the many visitors that pass through the Chamber doors all year long. She is an avid photographer creatively promoting Butte, past and present, through her pictures. Cheryl and her husband Ted will be celebrating their 40th year of marriage this summer. They have 3 children and twin grandsons.

Butte Ranked 17 inin the Nation Butte Ranked 17 the Nation for Micropolitan AreasAreas for Micropolitan Policom Corporation released its economic strength rankings for 2011 for Metropolitan Statistical Areas (over 50,000 population) and Micropolitan Statistical Areas (under 50,000 population). Policom annually ranks the 366 Metropolitan Statistical Areas and 576 Micropolitan Statistical Areas in the United States for “economic strength” to enable Policom to study the characteristics of strong and weak economies in the country. Policom has created this study each year since 1997. For the economic strength ranking for all areas, go to www.policom.com Butte ranked 17th in the nation for Micropolitan Areas for 2011. This ranking is up from 376 th in 2004 (see corresponding chart for ranking). Once liked upon as quasi rural areas, a Micropolitan Statistical Area must have an urbanized area (city) with a population of at least 10,000 but less than 50,000 population. They must be at least one county and most are. The OMB has identified 576 MICROS in the United States. Ambassadors

Dorea Wilmoth, Committee Chair 2012 406-494-8850 The Butte-Silver Bow Chamber Ambassadors serve as a liaison between the leadership, staff, volunteers, and individual members of the Chamber. They strengthen Chamber Member involvement by educating members about their membership benefits and services. The Chamber Ambassadors welcome new and existing businesses with a Ribbon Ceremony and present each one with a certificate. They also assist with Grand Openings/Open Houses, Convention/Event Registrations, Business Card Socials and the Chamber’s Annual Banquet.

The responsibility of this board is to effectively promote the history, culture, arts, and recreation of the Butte-Silver Bow area, while continuing to preserve and protect the resources and quality of life for area residents. It is also responsible for the publication of the Butte Visitors Guide and the promotion of Butte as a convention center.

Retail Committee Made up of local retailers, this committee’s goal is to keep retail dollars spent by the local community within the community. They are undertaking efforts to educate local businesses on the value of working together to enhance the perception of retail offerings in the local community.

This committee is responsible for the development and implementation of the Chamber’s strategy on legislative issues impacting the business community. It seeks to identify pending and enacted legislative issues relevant to business in Silver Bow County and the State of Montana.

The Transportation Committee is in existence to enhance and support air transportation for our community. This committee works very closely with The Bert Mooney Airport to retain the present air service and work diligently to increase the number of flights into Butte. In the near future, this committee will review all other forms of transportation needs in our community.

Tourism Committee Composed of those individuals in tourism related businesses, the committee works to improve attractions to provide visitors with a quality stay and assists with information in the Visitor Guide and attraction sheet. The committee supports the efforts of the CVB and the tourism industry by working in close conjunction with them. ***The above committees have been identified for the Chamber Fiscal Year 2011-2012. Butte-Silver Bow

Department of Community Development The Community Development Department leads the Community and Economic Development efforts for the City-County of Butte-Silver Bow in conjunction with the other members of TEAM BUTTE, the Butte Local Development Corporation and the Butte Chamber of Commerce. The Community Development Department oversees the functions of three Tax-Increment Financing Development Districts; the Urban Revitalization Agency (URA) established in 1980, the East Butte Renovation and Rehabilitation Agency (RRA) established in 2005, and the Port of Montana Business Development Park, an industrial development district, often referred to as the TIFID, established in 1992. Both the URA and RRA were established under Montana Urban Renewal Law. The URA and RRA are provided oversight by a five-member Board of Commissioners, which meet monthly. In addition to the Boards, staff is provided direction from the Butte-Silver Bow Chief Executive. The current URA Board members are; Scott Leap, Ellen Donohue, John Metz, Dale Mahugh and Mike Thatcher. The current RRA Board members are; Wally Fraz, John Morgan, Chuck Krause, Mark Rule and Melissa O’Dell. The objectives of the URA and RRA include: • Rehabilitation of deteriorated and vacant structures. •

Preservation of the architectural and cultural resources of the Historic Uptown area.

The promotion of commercial and residential development in the Urban Renewal Area through the formation of publicprivate partnerships.

Continued development of public facilities in the Urban Renewal Area which provide public services, educational and cultural activities.

Promotion of appropriate land use and urban design criteria in Uptown Butte.

Improvement and upgrading of the infrastructure (e.g. streets, lighting, utilities, etc.) in the Renewal Area and.

Removal of substantially deteriorated structures when such removal enhances redevelopment efforts.

Financial incentives such as low interest loans and matching grants for building improvements and construction are available to encourage new construction and rehabilitation. Private investment remains the key to increasing the economic vitality of the Districts. Investment in the two districts totals over $15 million in the last 5 years. The URA and RRA have seen great success in the past few years, through the use of the above mentioned incentives and significant private investment. Since 2005, forty-two (42) new businesses have opened their doors, and remain open today. TIFID The Tax Increment Financing Industrial District (TIFID) created under the Montana Code Annotated which is part of the Urban Renewal law. The TIFID is over seen by a seven member board. Current board members are Todd Tregidga, Scott Haeffner, Todd Johnston, Dan Harrington, Wally Frasz, Tim McHugh and Mike Johnson. The TIFID was designed and zoned for industrial development. The TIFID offers infrastructure grants and affordable land with large tracts available for development. The objectives of the TIFID include: • Job Creation • Economic Development • Tax-Base Expansion Since the creation of the TIFID in 1992 there has been over $500 million of private investment and almost $50 million of public infrastructure. Over 400 jobs have been created and the area is beginning to be recognized as a regional transportation center.

Butte Silver Bow Tourism Business Improvement District “TBID” In January 2011, over 90 % of hotel property owners presented their petition to form a Tourism Business Improvement District. The process for the forming of the TBID took four months of meetings and public hearings to adopt ordinances and resolutions. The official finalization of the forming of the TBID in May of 2012 with the appointment of the following property owners or their designees to the Board of Trustees by the Chief Executive and Council of Commissioners: One year term: Ed Kilgore, Eddy’s Motel Two year terms: Steve Luebeck, Fairmont Hot Springs Resort Mike Johnson, Hampton Inn Three year terms: Charles Anderson, Super 8 Motel of Butte Herbert Leuprecht, Best Western Plus Butte Plaza Inn Four year terms: Bob Leipheimer, Butte Days Inn Bill McGladdary, Comfort Inn The officers for the organization are: Bill McGladdary, President Steve Luebeck, Vice President Charles Anderson, Secretary Treasurer

The agreed assessment for occupied room nights is $1.00 per night. The TBID Board of Trustees is the designated authority for expenditure of funds. The TBID is in its infancy and the Board of Trustees is in the process of developing the format for request of funds. Assessments for the TBID began on July 1, 2011 and the properties were billed on the November 2011 property tax statements. The first full year of assessment will be distributed to the TBID by January 2013. To date, the TBID has committed $25,000.00 per year towards their share of the CVB Director’s salary and have committed $25,000.00 towards tournaments in 2013 and $12,000.00 towards tournaments in 2014. Funds are now becoming available to the TBID and the Board of Trustees is in the process of drafting a grant request form. The Board will consider requests for 2012-2014 from organizations sponsoring tournaments or community events. 4th Annual Southwest Montana All-Star Basketball Classic

An Overwhelming Success

Despite a severe winter storm that started at the beginning of the girl’s game, the largest crowd in the 4 year history of the game witnessed two spectacular basketball games consisting of high school athletes from Southwest Montana. The All-Star game was held on Tuesday, March 13, at the HPER Complex on Montana Tech’s Campus. The girl’s game consisted of the Big Sky Girls team coached by Mary Ann McGuire and Brian Yelenich. The Big Sky Team had representatives from Butte High, Butte Central, Harrison, Ennis, Sheridan, Boulder and Drummond. The Treasure State Girls were coached by Red Menahan and Maury Cook. Players from Twin Bridges, Dillon, Anaconda and Deer Lodge represented the Treasure State Team. The Big Sky All Stars outscored the Treasure State All Stars 86-71. The Chamber Boys All Star Game started at 8:30 p.m. pitting the Big Sky Team made of players from Butte, Butte Central, Whitehall, Drummond and Ennis against the Treasure State all-stars from Dillon, Anaconda, Twin Bridges, Sheridan and Deer Lodge. The Treasure State Boys were coached by Jerry Hogan and Ron Estes. The Big Sky Boys were coached by Pat Prendergast and Cole Conway. The score board was lit up like a Christmas tree with the Big Sky Boys outscoring the Treasure State Team 111 to 104. The game was broadcast live by KBOW Radio (550 AM) and extensively covered by the Montana Standard and their sports writers, Bruce Sayler and Pat Ryan. Pictures of the games were taken by Joe Casagranda and a disc of game pictures will be sent to each student athlete to thank them for their participation in the All-Star Classic. A female quartet from Twin Bridges High School started off the evening by singing the national anthem in perfect four part harmony. The games featured cheerleading squads from Butte High and Butte Central. Pep bands from Anaconda High School and Twin Bridges High School helped keep the upbeat tempo during the entire evening. The Anaconda Drum Line electrified the crowd with their fine “glow in the dark” performance and the Dynamic Dance and Tumbling Company performed two flawless performances. The All-Star Classic was the idea of Don Peoples Jr. who provided this game as a means to fund the Chamber Hospitality Rooms during sporting events that are brought to town by Advantage Butte. This game allows us to purchase food for tournament hospitality rooms during the course of the year. A special thank you to Montana Tech; all of the coaches, players, referees, bands, cheerleaders, dance & tumbling students and the large number of volunteers that made this evening a smashing success. We will see all of you next year for the 5 th Annual Southwest Montana All-Star Classic.

Convention & Visitor Bureau

The purpose of the Butte-Silver Bow Convention & Visitor Bureau is to increase the number of visitors to our area by promoting Butte’s unique strengths as well as working with state and regional partners to accomplish our goals. During the 2011 calendar year, the Butte Visitor Center, located at the Butte-Silver Bow Chamber of Commerce, 1000 George Street, welcomed over 12,000 visitors. The visitors came from all 50 states and 27 countries. The top five states excluding Montana were: Washington (497), California (479), Texas (205), Minnesota (186), and Colorado (173). The top five International Countries were: Canada (828), Australia (43), England (27), Germany (23), Italy and France (21 each).

In August of 2008, the Transportation Committee held a fundraising luncheon to have monies available to help secure flights and enhance the airport. Approximately $70,000.00 in money and pledges were received. A portion of the monies were used to help successfully secure the Small Community Air Service Grant. There is still over $45,000.00 uncommitted and will be used towards the same purpose it was collected for.

During 2011, the Butte Local Development Corporation (BLDC) assisted with 36 business-related projects in Butte-Silver Bow. Twenty seven of these projects are still active. BLDC 2011 loan activity totaled nearly $7 million, with $897,100 coming from BLDC funds and $6,029,710 from commercial lenders. Businesses seek out BLDC advice and assistance. Applications for funding are reviewed by a 17-member board of directors. Clients whose proposals are approved often continue to get assistance from the BLDC staff. Some of the projects the BLDC assisted with during 2011 are Timberline Fencing’s new facility and business expansion, Port of Montana's new warehouse, Acadia of Montana expansion, SeaCast of Montana expansion, FedEx Freight Transloading facility, Army Reserve Center, Space Propulsion Group expansion of Butte AeroTec testing facility, Universal Technical Resource Services (UTRS) production facilities expansion, Quarry Brewery expansion, M&M renovation and re-opening, MSE business retention, and Silver Tip Propane expansion. Jim Smitham, BLDC Executive Director and Andy Zdinak, Marketing Director and Loan Officer, work closely with potential businesses and lending institutions. When a client is looking to finance their business needs, they occasionally run into roadblocks when working with commercial lenders. These roadblocks may come in the form of exceeding the bank's loan limits, risk factors or equity requirements. With the inclusion of funds from the BLDC loan programs, a loan that would otherwise be rejected by a bank may become bankable. The BLDC loan programs are designed to have more flexibility than those of regulated banks, thus partnering with banks helps the client obtain their needed financing. Another important activity is to host site selectors from various companies who are interested in locating in Butte-Silver Bow. BLDC executives assisted seven representatives during 2011, showing them around and suggesting specific properties or location that might suit a business’s needs. A recently completed BLDC website (www.bldc.net) contains a great deal of information about doing business in Butte. One of the site’s special features is the Site Selector. This function gives the user the capability to search for available commercial buildings or developable properties; overlay a variety of informational layers to show the selected properties relationship to police, fire, schools, etc., and run a great variety of demographic and business related reports. In a cooperative effort between the Butte Multiple Listing Service and BLDC, all listed commercial and industrial properties are available on the Site Selector. Established in 1969, the BLDC is a private non-profit 501(c)6 membership organization. The BLDC has a contract with the local government to lead the economic development activities in Butte-Silver Bow. Current board officers are President Brian Sullivan of REC Silicon, Vice President Tom Downey, Payne Financial Services; Secretary/ Treasurer Jim Bennett, Harrington Pepsi-Cola, and Immediate Past President Shelly Davis, Sage Accounting. Local government is represented on the board by Chief Executive Paul Babb and Dave Palmer, chair of the Council of Commissioners. Other board members are Bill Kebe, Corette, Pohlman, & Kebe; Mike McLeod, McLeod Realtors; Shane Ford, Rebath; Doug Abbott, Vice Chancellor, Montana Tech; Rick Edwards, NorthWestern Energy; Kim Steele, Steele's Furniture Warehouse; Janel Madrazo, The Front Street Station; Ron Ueland, Northern Seed, LLC; Herb Leuprecht, Management Consultants, Inc.; Chuck Wright, St. James Healthcare, and Chris Curran, NorthWestern Energy. BLDC staff members are Lisa Jones, administrative manager, and Audrey Combo, administrative assistant. The BLDC is a satellite office for the Montana Procurement Technical Assistance Center (PTAC). The PTAC offers a variety of services that help businesses compete in the federal, state and local government contracting marketplace. The PTAC provides individual counseling, procurement information, workshops and other resources that can help businesses.

Butte Local Development Corporation Mission The BLDC mission is to help create and retain jobs through economic expansion in the city & county of Butte-Silver Bow with a particular emphasis on primary jobs. Vision The BLDC will serve as the leading point of contact for individuals and companies wishing to save, expand, start or locate a business in the Butte-Silver Bow area. The BLDC will work with the public and private sector to provide or coordinate business start-up, retention, expansion and recruitment services including technical assistance, planning assistance, or financial assistance as required.
