UNISA to relocate to Zimbane HOSEYA JUBASE

HE vice chancellor of the University of South Africa (UNISA), Professor Mandla Makhanya, has assured the public that within the period of 24 months UNISA will relocate and operate in Zimbane on its own land and infrastructure. This after years of spending thousands of rands renting a building in the Mthatha CBD. Makhanya was speaking at the sod turning in Zimbane last week Thursday, after long negotiations between Zimbane residents and UNISA over three hectares of vacant land, which began in 2005. An agreement was reached last year. Makhanya said right from the construction process, they are going to involve communities so that those who are unemployed can get opportunities. However, their focus remained on offering quality education to young and old residents of the OR Tambo region. He said they were looking beyond a structure, and were looking at the future of the OR Tambo region. “Today we are going to make a full formal presentation to start seeking some resources to begin construction work in terms of the infrastructure under the ground and fundraising simultaneously. “We have given ourselves a very short time frame. We want to see this infrastructure operating in 24 months’ time, or even before that. “We are going to erect fencing by the end of 2018 as the vice principal responsible for operations and facilities has already made a submission to me,” said Makhanya. “This project is no longer a dream. We are here to stay,” added Makhanya. He said the relocation of UNISA will contribute positively in improving the economy in the area through intellectual investment,

Man caught for allegedly selling municipal jobs HOSEYA JUBASE KING Sabata Dalindyebo (KSD) police recently arrested a man between the ages of 40 and 50, for allegedly committing fraud by selling a municipal post. It is alleged that the man was demanding an amount of R3 000 to R4 000 from each victim in exchange of getting a job. The accused was arrested last week Thursday, August 9, after a lengthy investigation. KSD Municipality spokesperson Sonwabo Mampoza confirmed that the suspect was arrested by the KSD police. “The suspect claimed that he was instructed by some municipal officials to sell these posts but as the municipality we are against any form of fraud and wrongdoing,” said Mampoza. Mampoza warned residents to refuse to be victims of such incidents but instead to come forward if they know of any wrongdoing. The suspect who claims to be working with in-

ternal KSD officials is accused of promising to employ people who did not even apply and make it to the short list at the municipality. Following the report, Express spoke to one of the victims who paid thousands of rands last year and was promised to get a job but nothing happened. “We are happy that one of the suspects was arrested and hope that police will investigate and arrest those municipal officials who were also involved,” said the victim. The 26-year-old victim said at the time she was desperate for a job and decided to borrow an amount of R5 000. “I approached a police officer at the time but I was told it was an agreement between me and those officials so I ended up failing to open a case. We want our money back,” added the victim.

He had welcomed the arrest of the suspect and congratulated Butterworth FCS Unit investigators for their swift actions in tracing and arresting the perpetrator. Man arrested for stock theft In another incident, Butterworth Police Crime Intelligence Unit with Ngqamakhwe police arrested a man (36) for stock theft. Manatha confirmed that the suspect was arrested at Nqacule Village in Ngqamakhwe. “He was caught with six stolen goats with a (total) value of R7 200.”

UNISA to relocate to Zimbane

One dead after truck crashes into home HOSEYA JUBASE “THANK God I was not at home when the incident happened and that no one from the Tyhali family was injured, although I am sad that we lost almost everything, including furniture that we recently bought.” These are the words of Lumka Tyhali (28), who was not at home when a dairy company truck crashed into his home. The truck was travelling in the direction from Qumbu to Mthatha when its driver lost control of it in Sibangweni Village and crashed into two bakkies before destroying a home built next to the N2. Thousands to receive solar power in Mqanduli HOSEYA JUBASE AFTER 24 years of democracy in South Africa, communities around Mqanduli, which falls under King Sabata Dalindyebo Municipality, will now be able to use light, temporarily using solar power, while waiting for permanent electricity from Eskom. This was revealed recently by Deputy Minister of Energy, Thembisile Majola, during the electrification project inspection around different rural areas of Mqanduli. Majola said, they would be starting installations on over 4 000 systems around KSD between October 2018 and March 2019. The implementation of these solar power systems comes after several service delivery protests by some of the Mqanduli communities last year. She said the temporary system is an interim measure to ensure people are able to cook, charge cellphones and use TVs. The deputy minister believes people do want to have lighting even though they are still really anxious to have full electricity that will enable them to do all the other things such as be able to work on computers etc. “As the department, we are looking to electri-

fy all areas around Mqanduli by 2020,” she said. “The solar power systems will make things easier. When Eskom arrives it will be a matter of changing and putting an Eskom box in.” One of the residents of Zididi in Mqanduli, Makhelwane Majilwa said, “The most affected people in this situation are learners who are studying at schools without electricity. ”Learners from Ntekelele Secondary School are the victims of this because it is difficult for them to prepare for exams or to use laptops while other schools are using electricity permanently.” Majilwa believes this power system will bring huge relief to some of the areas currently without electricity. Currently the majority of rural areas under the KSD Municipality, mostly in Mqanduli, are using solar power while Eskom is busy adding capacity to some of the power sub-stations. In two previous years, the municipality had failed to deliver basic services such as road maintenance because of instability in the council. But newly elected Mayor, Sithembiso Ncetezo, promised to bring stability so that they could speed up service delivery for the 2018/19 financial year.

Labour deputy addresses residents’ grievances HOSEYA JUBASE “DEPARTMENTS such as Home Affairs should start bringing services straight to the communities and open offices in the rural areas to assist the elderly who are travelling long distances, waiting in long queues.” These are the words of Ongezwa Madolo (23), who was part of a public Imbizo led by Deputy Minister of the Department of Labour Phathekile Holomisa in Hlabatshane in Mqanduli last week Monday. Madolo was one of the many unhappy residents of Mqanduli who blamed the government for not doing enough in educating and assisting rural communities regarding government services, especially about their rights, such as Unemployment Insurance Funds (UIF) after losing their jobs. She said it was unfortunate that after 24 years of democracy people from

rural areas are still travelling and wasting their money visiting department offices in Mthatha and begging to get their UIFs. Another young women who also felt the pain, Amandla Nkquze (27) said they really appreciate the deputy minister’s intervention to educate people about their rights. The two unemployed women said the programme of registering on the government’s database gave them hope that they would one day be employed. “We don’t receive any government services. People are suffering here and others have lost their IDs and work documents due to various reasons, while others are rejected by computers when applying,” said Nkquze. Nkquze said the only strategy government should use in eliminating the high number of unemployment and crime is to introduce internships and open work opportunities for young

people. Responding to these grievances, Holomisa said he was happy that residents had managed to express their concerns. He told people to hold government officials accountable if they are not listening to their concerns. “As parliamentary members we will work hand-in hand with local government to ensure that there’s communication and a strong relationship between the municipalities and the communities,” said Holomisa. He said people in the rural areas need to be educated and informed about their rights by government departments. He also warned young people that it is not guaranteed that they will get a job by being registered on the database. “We have hundreds of work opportunities but also thousands of people who are looking for jobs, which clearly means not everybody who’s regis-

tered will be employed by government,” Holomisa said. He also advised young people to equip themselves through education to become entrepreneurs rather than

Butterworth Hawkers Association to launch day care centre ANELE RAZIYA THE Butterworth Hawkers Association is expected to wrap up Women’s Month by officially launching the Ekuphumleni Day Care Centre at Skiet informal settlement near Butterworth Town on Sunday, August 26. On the same day the association will be encouraging the Skiet children and playing football. The association is famously known for help-

ing the poor people in areas in and around Mnquma, specifically the ones who are living in the informal settlements. Every year they lead a campaign of donating blankets to elderly people as well as school bags and uniforms to the learners who are disadvantaged with the assistance of sponsors and Mnquma Local Municipality. In recent years the Association initiated the Ekuphumleni Day Care Centre to help Skiet informal settlement youth so that they could spend the time there when their parents are

at work. Association secretary, Nonkanyiso Voyi said, “We have two important events that are coming up. We are going to launch Skiet Day Care Centre on Sunday. Thereafter we will host Mr and Miss Butterworth Hawkers Association”. The annual beauty contest is expected to be held on October 6 in Butterworth and the models who want to participate can pick up forms from Khanya Community Radio during working hours. The association often collaborates with the

Mnquma Local Municipality in their community programmes and are hoping this will continue under the municipality’s new leadership. Last month Mnquma Local Municipality elected a new troika, led by Executive Mayor Sithembiso Ncetezo. Voyi said that they had not launched the day care centre formally after they opened it two years ago. They also formed a soccer team in Skiet squatter camp, with the purpose of taking the youth away from the temptations of crime.

Municipal workers, managers fail to reach agreement BABALWA NDLANYA THE conflict between the workers, community members and the management of the Port St Johns Local Municipality shows little sign of being resolved, following the suspension of 10 union leaders. Talking to Express, the deputy chairperson of the South African Municipal Workers Union (SAMWU), Lebo Mangxa, said the reason why these workers were suspended was that they took part in protest action. Mangxa said the protestors had been unhappy with the reappointment of managers who had failed in terms of service delivery when they had been employed by the municipality in the past. He said community members were very angry about this, particularly as there are many graduates from Port St Johns who are currently unemployed. He added that Port St Johns had been identified as a city which was earmarked for infrastructure development, but this was not hap-

pening. Mangxa said the members of SAMWU were saying “enough was enough”. The chairperson for the South African National Civic Organisation (SANCO), Nelson Nontlevu said on Wednesday, last week they attended a meeting at Calata House where they came back with the hope that their problem would be solved. “Among the people who attended this meeting were the secretary for SANCO, Tony Duma, provincial secretary for Cosatu, Xolani Malamlela and ANC provincial secretary Lulama Ngcukaitobi,”said Nontlevu. He said the municipality’s management were asked to deal with this issue. “We will not go to work until everything is back to normal,” Nontlevu said. Meanwhile, the municipality’s human resources office has been burnt to ashes. It is not known at this time who is responsible for the fire in which crucial documents were destroyed. The spokesperson for Cooperative Governance and Traditional Affairs (CoGTA), Mamkeli Ngam, was not available for comment.

The Centane-born singer, Mzukwana, has just released his hot single, titled Uthando, containing elements of house music. Mzukwana, who is also a radio presenter at Khanya Community Radio in Butterworth, has many years in the music industry behind him. He started singing at primary school, but

has only started taking the craft seriously in the past two years. Recently, he has shared the stage with likes of Mpumi, Vusi Nova, Professor and NaakMusiq. Mzukwana is now planning to work tirelessly to market himself by distributing his music to different radio stations. “Starting with this single I want to market my music and also distribute it to other radio stations,” he said. HOSEYA JUBASE CHAIRPERSON of the Parliamentary Portfolio Committee on Public Works, Humphrey Mmemezi, has described the Mthatha Magistrate’s Court parking station and the Mthatha High Court infrastructure as “risky and embarrassing”. Mmemezi was addressing the media, at the Mthatha Stadium during a portfolio committee oversight intervention to some of the Public Works buildings around Mthatha last week Tuesday. Mmemezi said, at the magistrate’s court, officials were sharing parking with accused criminals. He said there is no safety at all. “When you look at the size of that building, which was built years ago under the apartheid regime, it is difficult to accommodate all the employees. There’s no parking and the building was never meant for the current intake,” said Mmemezi. He added that the people and departments occupying the Public Works building must not forget their duties to maintain and keep an amount in their own budget for the maintenance of these buildings every year. “Our focus is at the magistrate’s court because it was damaged after a fire broke out in September 2017,” said Mmemezi. He said there are possibilities of relocating the Mthatha Magistrate’s Court to another area in the near future due to the condition of the building and availability of space. “We are here to ensure that the Public Works Department is following its own annual plans, which it presents when it reports to the parliamentary committee. “In terms of our duties, we not only deal with the passing of laws but also with the oversight of parliament. We follow the money that we are passing to various provinces

so we are here after identifying problems in the Mthatha High Court, Magistrate’s Court and Greenville Village, also known as KwaMpuku,” said Mmemezi. “We identified the problems after some of the people wrote to us informing us about these situations. When Public Works is not doing its work, people are aware that there’s a portfolio committee responsible for these oversights, and they immediately write to us,” he said. Mmemezi said these follow-up visits came after the portfolio committee visited the Mthatha Magistrate’s and High Court between September 11 and 15 last year. “At the time the committee was not satisfied with conditions of either of these state assets or the conditions that people who worked there were operating under. Minister Pravin Gordhan unveils computer labs

BABALWA NDLANYA THE Minister of Public Enterprises, Pravin Gordhan, unveiled two computer centres and two libraries at No-Moscow Primary and Jongintaba Senior Secondary School in Qunu, last week. “We are happy because learners from these schools would now manage to do research when doing their homework,” Gordhan said. “This would also change their lives because they will know how to use computers

while they are still young,” said the minister. He also thanked Eskom for bringing about change in the Qunu locality as the learners will now be able to use internet at school. The unveiling of the computer centre and library, refurbished by Eskom, would promote the love of education and a reading culture in the children and community of Qunu. In addition, Gordhan, the Mayor for King Sabatha Dalindyebo Local Municipality, Dumani Zozo, and Eskom’s chairperson and group chief executive officer, George Sibulela, assisted with the painting of the schools, cleaning of yards and completion of the tiling of floors in order to inspire learners. Zozo said this contribution would improve the learning opportunities for children in KSD Municipality. Zozo added that to introduce learners to computers was a huge investment because their community would not look for other schools in other areas because they now have computers locally. “I only started using a computer when I was at university, so for them it would be different (as they would be better prepared) compared to me,” said Zozo. Sibulela said Eskom was doing this all over the country because that is what people wanted to see. “We are very excited to be playing our part in developing the economy because when you are investing in learners, surely you are developing people who would make a change in this country one day,” he said. One of the Grade 7 learners from NoMoscow Senior Primary School, Likhona Silanda, said this would bring a change to their lives because they used to use their family members’ cellphones when they wanted to do any research.

Local physiotherapist shares divine message HOSEYA JUBASE A PHYSIOTHERAPIST who once had a dream seeing someone trying to wake her up but could not awaken until a light came up on her, organised a women’s session under the theme, Women Arise, at the Savoy Hotel last week Saturday. Inga Luthuli told Express that the message of Women Arise started in 2013 when God laid a poem in her heart titled, Arise Ohhh Women. She said it was followed by a dream in 2017 were she was sleeping until a light came upon her. Sharing the powerful poem at the event, she urged all women to stand up and be independent and also to work hard in order to be financially stable and independent. Luthuli said women are very limited financially, while there are women who have the potential of being businesswomen but have never been exposed to such an environment.

New school shoes for Centane learners ANELE RAZIYA LEARNERS from Qobo Qobo Primary School in Centane will now be going to school wearing brand-new shoes. This follows the generous donation of over 69 pairs of school shoes and 69 pairs of socks from the East London office of Safe Working Practice Company last week Friday. This company, assisted by the Department of Labour, did some research into the school, which has a number of children coming from poor backgrounds and who are struggling to buy uniforms. The company was looking for a school situated in the rural areas, where most people are struggling because of unemployment challenges and cannot afford to buy school shoes for their children. Safe Working Practice Company safety consultant, Sam Sfiso Zwane, said

their aim to donate was to assist those children whose parents cannot afford to buy them school supplies. Zwane said their intention was to help the children to look the same as their classmates in an effort to motivate them in their studies. “Sometimes kids laugh at each other at school because they wear old shoes or uniform and they end up losing their dignity,” said Zwane. He said this was the reason they saw a need to offer assistance, working together with Department of Labour. Grade 1 teacher Nkungiwe Nonxuba said they were very happy about the donation because their learners came from diverse backgrounds. Nonxuba said the shoes would make a huge difference to the beneficiaries as some of them were attending school wearing gumboots, takkies and slippers, while others even come barefoot.

FOCUS ON: YOUR HEALTH Resistance of germs to antibiotics is a growing concern REPORTER “THE mounting resistance of germs to antibiotics is a growing global concern that requires much greater attention and vigilance, not only within healthcare but from every level of society, if we are to successfully combat this threat into the future.” This is the warning expressed by Dr Ricky Dippenaar, a Cape Town neonatologist based at Netcare Blaauwberg Hospital who is well known in South Africa for his pioneering work with micro-premature babies. “We are currently losing the battle against these rapidly evolving germs, which are now becoming resistant to our antibiotics faster than we are able to develop and produce new drugs to combat them,” he noted. For Dippenaar, who has been part of a local study to investigate the effectiveness of the use of a new Pulsed Xenon (PX) disinfecting ultraviolet (UV-C) robot to assist in destroying these germs, including bacteria, viruses and fungi, within the hospital setting, “the prospect of humankind running out of the means to combat these increasingly drug resistant microorganisms is frightening, and we all need to play our part to assist in combating this very real peril. “We require much greater vigilance with regard to the use of antibiotics, or antibiotic stewardship, not only in South Africa, but across the African continent, where in some countries these types of drugs are easily available, even on the streets,” emphasises Dippenaar. He says the correct use of these important medicines is critical if we are to maintain their effectiveness and protect ourselves from antibiotic resistance. This involves the use of antibiotics only when absolutely necessary, and the correct medicines

and doses to match the condition involved. “Patients can and must play their part by taking their medicines exactly as prescribed and always be sure to complete their course of antibiotics. They should also resist the temptation to pressurise their clinicians to prescribe antibiotics for every medical condition they may suffer from.” According to Dippenaar, innovative infection control programmes, technologies and medicines do bring hope of solutions to the ever-developing problem, particularly within the hospital setting, where many ill patients have weakened immune systems and are particularly susceptible to infection. Dippenaar has been a part of an ongoing study on the use of the Pulsed Xenon UV disinfecting robot within an expressed human milk (EHM) feed preparation unit of Netcare Blaauwberg Hospital, and recently presented the team’s findings at the third Biennial USANA (United South African Neonatal Association) Conference. Using the Pulsed Xenon UV light emitting robot, which is distributed locally by pan-African pharmaceutical and medical technology company, Kiara Health, within the hospital’s sensitive expressed human milk feed preparation area, an impressive 90% reduction in surface bioburden, or the number of microbes living on a particular surface, was achieved. “While our local study, the first of its kind in South Africa using this pioneering technology, has been relatively small and is ongoing, it is confirming what many other studies conducted at hospitals around the world have revealed: this little robot is a highly effective infection prevention and control tool within hospital environments,” adds Dippenaar. “It should be noted that Netcare has stringent, and highly effective, infection control measures in place at all of its hospitals, and we are also

of course particularly cautious within our neonatal unit at Netcare Blaauwberg Hospital, where we treat a number of highly vulnerable premature babies, who have immature immune systems. “What this study also revealed to the team, however, is there are an increasing number of microorganisms that are becoming resistant to traditional forms of infection control and cleaning measures. “This remarkable robot, which uses pulsed PX-UVD light to destroy such organisms, provides an additional layer of protection to our existing infection control measures. “We believe that while the device is not a proverbial ‘silver bullet’ for all infection control challenges, the technology will form a critical part of the future of infection control measures within healthcare facilities the world over.” Dippenaar and Professor Johan Smith, head paediatric neonatologist at Tygerberg Children’s Hospital and the University of Stellenbosch, published the study of their initial findings on the use of the disinfecting robot in the journal, BMC Infectious Diseases, earlier this year. They concluded that, “The use of a PX-UVD as an adjunct to the facility’s standard cleaning protocols within the EHM feed preparation areas was associated with a significant decrease in bioburden.” Dippenaar’s team noted a further important benefit of the use of the robot within their unit beyond its impressive germ-destroying capabilities: “Wherever the little robot, which looks a little like R2-D2 from Star Wars, is taken, it tends to provide an additional reminder to all of us medical staff, including doctors and nurses, of the importance of vigilance at all times when it comes to infection control. In addition to their germ destroying capabilities, we found it particularly impressive that the robots can be used 24 hours a day, seven days a week and can be moved around easily within our facilities to achieve thorough disinfection quickly with minimal disruption to busy hospital areas. “The robots require no water during operation, thus rendering them optimally water-wise, and they furthermore use minimal electricity,” explained Maslo. “We cannot rest on our laurels when it comes to infection control within the hospital environment – you cannot think that you have won the battle against these ever evolving microbes. “What is required in this battle is ongoing vigilance, and this applies to all of us. If we do not address the dangers of microbial resistance on every front, we may soon find that we have run out of options,” concludes Dippenaar.

Men advised to check for lumps too REPORTER DISCOVERING a painful testicular lump or having a swollen testicle is one of the major indicators of testicular cancer, according to a new study. Early diagnosis of testicular cancer often means shorter periods of treatment, fewer complications and may help improve fertility, says a leading South African urologist. The study, by the University of Exeter Medical School in the UK, was the first to examine symptoms of testicular cancer using data from general practice surgeries. It found that the combined presence of a testicular lump and swelling resulted in a high probability of testicular cancer. Testicular pain, inflammation and groin pain were also symptoms that may be linked to cancer, the study found. Urologist, Dr Laurie Blake, from The Urology Hospital, Pretoria, said men should selfexamine their testicles monthly and if a lump is detected, they should immediately see a

urologist or contact The Urology Hospital. “Not all lumps are cancerous. Your urologist will do a clinical assessment and an ultrasound is one of the mechanisms we used to identify whether a lump is malignant. “Often, cancerous lumps are not painful which is why patients do not present themselves at the outset. It is vital that as soon as a lump is detected the patient consult a urologist as early detection saves lives,” he added. Blake said testicular cancer was uncommon, affecting less than five to 10 men per 100 000, but it is on the rise according to the Cancer Association of SA which says it largely affects men between the ages of 15 and 39. It is also more common in men who have a familial history of testis cancer, said Blake. It is also more prevalent in men who have had undescended testes. “Testicular cancer has a predictable spread through the lymph nodes and if you detect it early, you can avoid having radiation or chemo therapy. If, however, it is necessary to remove the testicle, a man can function normally with one testis,” added Blake.

Dutywa schools to compete in prestigious tournament ANELE RAZIYA SCHOOLS which fall under the Mbhashe Department of Education circuit will today, August 23, will be competing in the annual prestigious Masibuyele Emabaleni Tournament at Ngumbela Stadium near King Hintsa TVET College. This annual tournament consists of different sporting codes that include soccer, netball, rug-

Chairperson of the organising committee, Thando Bonani, said, “the tournament will be played by according to age groups, as usual. Our age groups start from under-10 to 17 years and above.” The age groups will apply in soccer, netball, rugby and cricket for both girls and boys.

Nkush Malgas joins new NFD side THANDO MGEDEZI FORMER Eastern Cape under-21 football coach, Nkululeko Khwezilomso Malgas, has left Witbank Spurs to become the performance analyst of National First Division newcomers TS Galaxy Football Club of Mpumalanga Province. The 39-year-old former Mthatha City coach and head of football, Malgas has spent the past six months at Witbank Spurs, in the same NFD as an assistant coach to Themba Mafu. Malgas will now look to make his mark at Mpumalanga-based Galaxy, which purchased Cape Town All Stars status in the National First Division. TS Galaxy was playing in the ABC Motsepe League previously, will be based in KwaNdebele, Mpumalanga. Some of the best coaches in the world started somewhere,” Malgas said. The Ngqamakwe-born Malgas will be working under a technical team that is led by head coach Vusi Mkhatshwa, who is also the former Witbank Spurs coach. Former Kaizer Chiefs and Mamelodi Sundowns defender Muisi Ajao will assist Mkhatshwa. TS Galaxy’s first game of the season was against Cape Umoya United at Kameelrivier Stadium on August 19 and ended in a 1-1 draw.

Bonani said, “There will be girls who are going to participate in soccer and rugby. “They expect a lot of schools will compete in the tournament.” Their main aim in creating this tournament is to give rural kids a chance to showcase their talent in sport and keep them disciplined all the time. In recent years the tournament had attracted a lot of schools in rural areas around Mbhashe, who participated in the various sporting codes.

Bonani is hoping that they would come out in great numbers again to compete in these games. This year, the Masibuyele Emabaleni Tournament is celebrating its seventh anniversary since its inception and organisers are urging supporters and parents to come in great numbers to support their kids. There are great prizes that are waiting to be won by schools who perform well in the tournament.

Mthatha footballers to play against FS Stars

TWO soccer players from Mthatha will represent the OR Tambo District Municipality in a match against Free State Stars FC on September 9.

Buyelekhaya Velelwandle (23), from Chris Hani, and Xolela Bonxa (22), from Vidgiesville in Mthatha, were among the players who entered the Nedbank Cup Ke Yona team search competition, which began in May this year. According to their agent, Pakamisa Nkayiya, the announcement was done recently in Nedbank Head Quarters in Sandton. “I am very happy because if they managed to show their talents in that match they would definitely be seen by other professional players. This shows that it is important to use your talent because you may not know what the future holds for you,” said Nkayiya. He said he was proud because these two would be representing the OR Tambo Municipality. Bonxa said he could not believe it when his name was called. “I am doing all that I can to make sure that I show my talent when playing on the day because this can mean that my dream had been fulfilled,” he said.
