R160 million to address power cuts in Mthatha

HE King Sabatha Dalindyebo Municipality has set aside R160million for the stabilisation of electricity in Mthatha.

The fast-growing town is known for its power cuts, which the municipality has always blamed on the old, decaying infrastructure and the influx of people.

The power cuts were there even before load-shedding and immensely affected business in the town. The new step is part of the implementation of the municipality’s electricity master plan and Vision 2030, in which it is working in cooperation with the provincial treasury. Announcing the project at the Mthatha Stadium on Wednesday last week, mayor Nonkoliso Ngqongwa said it was the result of broad consultations with the community of this area. “Mthatha will remain the centre of the former Transkei, which caters for a population of four million,” she said. “We really appreciate the patience of the people of KSD while we were still in the planning stage and things at that time were not going according to plan. This project must change the lives of the people.” Ngqongwa urged the business community of Mthatha to support the project, for which she said the service providers had already been appointed. She also disclosed that they were working with the Department of Minerals and Energy to fast-track the supply of electricity in the locations, and in particular the Mqanduli localities. She also called on the people of KSD to put up with the power cuts that would take place as they would be necessary to ensure a long-term solution in the entire municipality. Vuyisile Ntlabathi, chairperson of the business chamber in the OR Tambo region, said the initiative was a good move and would change the face of Mthatha.

In July last year, Express published a report about the problem they are facing and the department promised to assist them, but nothing has happened. Teachers and pupils still have to relieve themselves in the bushes. Principal Ntomboxolo Nondaka said she had arrived at the school in 2013. As far as she knew the school had been built by parents in 1983. “Our school is a mud structure, it has only four classrooms and we are forced to combine classes because we don’t have any alternative,” Nondaka said. They had tried several times to speak with the department, but there was still no solution. Grade R and Grade 1 pupils are combined in one classroom because there is a shortage of classrooms. Making matters worse was that other children in the community were forced to go to another nearby school. Travelling to this school was dangerous for the children as they had to cross two

rivers. Provincial Department of Education spokesperson Malibongwe Mtima asked the Express to e-mail him questions before

he commented. Questions were sent to him about a week ago, but no response had been received at time of going to print.

Task team highlights student registration challenges REPORTER THE presidential task team which was set up to investigate and make recommendations on the short-term student-funding challenges at universities has submitted its report to President Jacob Zuma. The presidency said the task team had reported on possible solutions to the immediate funding challenges at universities. “The task team also had to look at the implementation of the agreement on the zero-percent fee increment for the 2016 academic year, and the shortfall in National Student Financial Aid

Scheme (NSFAS) funding for students registered in the 2013, 2014 and 2015 academic years,” the presidency said. The task team had needed to advise on a short-term plan to mitigate against possible student protests and unrest at the start of the 2016 academic year. The task team had identified four key factors that could lead to potential protests early this year which universities needed to prepare for. The factors included students protesting against the up-front fee or registration payments at the start of the academic year. Students could take to the streets because of the NSFAS shortfall, which refers to accumulated student debt accrued by students who quali-

fied for NSFAS loans but were either unfunded or underfunded due to insufficient funds over the period 2013 to 2015, and therefore had accrued university debt. Students could be unhappy about the funding challenges experienced by those who did not qualify for NSFAS funding because their income was above the NSFAS threshold. Students could also protest about the increased demand for academic spaces by firsttime students and previous financial drop-outs in the university system. The presidency said the committee had made a number of short-term recommendations to address financial challenges, as well as a range of

short- to medium-term recommendations to address other issues discussed in the report. The short-term recommendations on funding include the short-term solution for the zero-percent fee increment. “An amount of R2.3-billion will be made available to address this shortfall. The government and universities will make contributions towards addressing the shortfall.” Another recommendation was that up-front fee and registration payments should be implemented across the system for those who could afford to pay. “Students who meet the NSFAS means test should not be required to pay upfront payments,” the presidency said. The NSFAS shortfall has been quantified at R4.582-billion. The report recommends that R2.543-billion of this amount must be made available from the fiscus, in the form of loans to provide short-term debt relief to 71 753 students who were funded inadequately or were unable to access financial aid over the 2013 to 2015 academic years. “The further R2.039-billion is required in the 2016/17 financial year to ensure that currently unfunded continuing students receive NSFAS support in the 2016 academic year. “This amount will also be made available through reprioritisation from the fiscus.” Zuma voiced his appreciation to the task team for the intensive work they had undertaken in less than two months. “I believe the recommendations will assist all of us as we pursue our mission to ensure that no poor, academically deserving student is denied access to higher education and training, and that affordable higher education for all is achieved, while ensuring sustainable quality public higher education provisioning. “I will soon announce the members of the commission that will look at, among others, the introduction of free higher education to improve access for the children of the poor and the working class,” he said.

Mayor outlines plan to fix ‘city of potholes’ SIMBONGILE MDLEDLE MTHATHA is well-known throughout South Africa as the city of potholes, but King Sabatha Dalindyebo Municipality mayor Nonkoliso Ngqongwa has vowed to attend to them this year. Ngqongwa made this promise in Mthatha recently while the municipality was outlining its plan to change the face of the town. Her announcement followed an

outcry from motorists about the gigantic potholes which damaged their tyres. There are potholes both in town and many of the outskirts. “We are gradually attending to the potholes in Mthatha, but the challenge is that with most of the roads it goes beyond patching the potholes. The roads need to be resurfaced. “That is what we are looking at and in no time potholes will be something of the past.

A WOMAN and her boyfriend drowned while trying to cross the rain-swollen Mzimvubu River near Libode early on Monday last week. They were Nomnikelo Soyiko (21) and Bonginkosi Somnewu (27) from Maqhinebeni village in Libode. A man, who was searching for the couple in the river, Bhintinti Bhulu (27), was also washed away. Soyiko had been visiting

Somnewu on the other side of the river and had been on her way home when they drowned. Mthatha police spokesman Lieutenant-Colonel Mzukisi Fatyela said police divers from East London had been called the same day, but had been unable to find the bodies because of the large volume of water. The Daily Dispatch reports that Somnewu’s body was found when the search continued on Tuesday, while the bodies of Soyiko and Bhulu were found on Wednesday.

AN Mthatha traditional surgeon was arrested at his home in Upper Qweqwe location on Monday morning in connection with the alleged possession of a large amount of drugs. The arrest followed an operation conducted by members of the Mthatha dog unit which was started on Wednesday last week. The surgeon is well known in the Qweqwe area and has circumcised hundreds of boys. He is expected to appear in the Mthatha Magistrate’s Court soon. Parents were fuming after hearing that a surgeon had been in possession of drugs. Nomasizethi Boyce said: “We expected this because our children come back totally changed, meaning that they were fed with drugs on the mountain. “Even if your child goes there not drinking, he will come back heavily drinking and smoking. “So it means the drug lords use these surgeons to sell the drugs to our children.”

Traditional Initiation Forum aims for zero initiate deaths BUNTU GOTYWA THE OR Tambo Traditional Initiation Forum says it is disappointed about the death of six initiates during the 2015 summer initiation season as it is fighting for zero deaths.

Six others lost their manhood through amputation. A total of 7 972 boys took part in the initiation season. The figures were presented by the forum at a meeting in the OR Tambo Hall on Wednesday last week. Forum district manager Chief Gcobani Tyali said OR Tambo was doing all it could to save the lives of initiates. “We found that the cause of many deaths is dehydration. No cases of assault were found this

past season,” he said. “We have been distributing bottles of water to the initiation schools, only to find out that the men in charge of the schools help themselves to the water rather than giving it to the initiates.” Tyali said although the number of deaths had decreased, there were still the major problems of illegal initiation schools, self-circumcisions and fraudulent certificates. Tyali also praised their working relationship with the Department of Health, which assisted with vehicles and doctors during the monitoring of initiation schools. The meeting last week was attended by chiefs, traditional surgeons, the police and municipal officials. The municipality said a more

proactive approach was still needed to curb the death of initiates. It said it planned to make the forum a strong point when it came to initiation. During the meeting it also emerged that the municipality was putting in place plans to dedicate an office solely to the Traditional Initiation Forum. The office will also be responsible for arranging summits that will include chiefs. Chief Zanoxolo Mjoji of the forum said the work towards zero deaths and amputations for the June initiation season had already begun. “We must do something about people who illegally go to imitation schools. We must first declare the initiation season open before anyone can undergo the tradition,” he said.

Residents plan march against bail for alleged killer of sisters BABALWA NDLANYA RESIDENTS of Mgojweni locality in Willowvale and members of Sonke Gender Justice are planning to march to the Willowvale Magistrate’s Court to ask the court not to grant bail to Thando Mgobhozi (21). Mgobhozi was arrested in connection with the murder of Cordelia Koli (16) and her sister Siyamthanda Koli (12). The case was postponed until today for further investigation.

One of the residents, Zalisile “Sweetmama” Marwanqana, said they had decided to give support to the Koli family after this incident. The two girls were brutally murdered while they were returning home at 2am after a traditional ceremony at a nearby homestead. “We want these incidents to stop because now our locality has a bad name among other communities,” Maranqana said. “There are so many incidents happening in our area.” He said the residents had decided to

stand up and had hosted meetings with the aim of finding a solution. Among the things they discussed was that Imiguyo must not be done by community members. “The boy must just go to the initiation school only, and when the family is doing his traditional ceremony, they must know that by five o’clock all people will go home to avoid incidents.” He added that shebeens were not allowed in the area because that was where lot of people were murdered. Mgobhozi briefly appeared before

Willowvale Magistrate Court, but was not asked to plead. The sister’s bodies were found by a man in a plantation forest about 3km away from the homestead where the traditional ceremony took place. Sonke Gender Justice spokesperson Patrick Godana said “we will not tolerate the behaviour of people who kill other people and we will make sure that we support this family. “We want to prioritise this case as one that is very serious in our country and that is why we will make sure we support this family until the case is fi-

nalised,” Godana said. Police spokesperson Captain Jackson Manatha said it was suspected that the girls had been raped before they were murdered. He said the suspect had also been at the traditional ceremony and had allegedly followed the girls. “Their cellphones were also missing. Both of them had stab wounds in their upper bodies. “The matter was reported to the Willowvale police detectives, who worked hard and arrested the suspect,” Manatha said.

School uniform for Mthatha future golfers MORE than 20 kids from disadvantaged areas in Mthatha were beneficiaries of school uniform and stationery from Andile Nontso Foundation. The foundation is in a partnership with OR Tambo district municipality and is responsible for golf development and education of kids from poor backgrounds. Liqour Board opens office in Maluti REPORTER IN an endeavour to promote access to its services, the Eastern Cape Liquor Board (ECLB) opened a new service office in Maluti on December 1. Spokesperson Mgwebi Msiya said the office provided a service to people from the surrounding areas of Maluti, Matatiele, Cederville, Bizana, Mount Fletcher and Mount Ayliff. “For everyone seeking assistance in relation to liquor licence applications or any matter pertaining to liquor trading, this office is readily available to provide all such services from Monday to Friday between 8am and 4.30pm,� Msiya said. Hard two months for WoF staff in E Cape REPORTER THE Working on Fire programme has been hard at work during the past two months with its firefighters busy fighting fires across the country. Eastern Cape spokesperson Nthabiseng Mokone said that since December firefighters had provided fire-suppression services to authorities in battling nine intense veld fires throughout the province. The province has 13 buses, four Semil trucks, three strike units, two fire tankers and 13 bakkies Working on Fire draws its firefighters from the poorest of the poor. They go through extensive training, and are characterised by their fitness, discipline and exceptional work ethic and bravery. Many of these firefighters, who spend days and nights on end fighting fires, come from impoverished communities. She said that through their employment in the Working on Fire programme as an extension of the government’s Expanded Public Works Programme they had been given an opportunity to earn a living and put food on the table. “Working on Fire is a national veld and forest firefighting resource under the auspices of the Department of Environmental Affairs and it has close to 570 fire fighters based at 22 bases. “The programme provides veld-fire suppression support to the provinces, disaster management centres, Fire protection associations and landowners like South African National Parks and Cape Nature,” Mokone said.
