he new mayor of the Mbizana local municipality was announced last Wednesday during the swearing in of the speaker and councillors in this municipality after the recent local government elections.

Former speaker, Daniswa Mafumbatha took over from Makhaya Twabu as the new mayor and she was inaugurated last week at the Mafumbatha Stadium in Mbizana. To work alongside Mafumbatha is Simphiwe Magini, who was elected speaker. Mafumbatha asked for cooperation from all councillors and other stakeholders in addressing all the service delivery backlogs. “Unemployment among the youth is one of our challenges and we urge businesspeople to make bursaries and internships available for our youth to capacitate them with skills and experience,” Mafumbatha said. She takes over the political leadership of Mbizana with the burning issue of the Xholobeni mining. Talking about this issue she said people need to be educated about issues affecting them and not be forced to comply without having information. “We will work closely with the communities affected by the proposed Xholobeni mining, educate them about the planned project and how it is going to benefit them,” she said. Mafumbatha promised that they would start visiting the area soon and create awareness around the issues of land ownership.

The event was held at Mgwebi Great Place at Mhlahlane locality in Willowvale. Among the people at the event were former president Thabo Mbeki, Eastern Cape premier Phumulo Masualle, the House of Traditional leaders led by Chief Ngangomhlaba Matanzima, Defence and Military Veterans Minister Nosiviwe Mapisa-Nqakula and MECs from various departments in the Eastern Cape. Mapisa-Nqakula said it was the first time that a general from South Africa had been appointed a commander of UN forces. “In 2013, Mgwebi was appointed but his appointment was withdrawn and they then appointed someone from Brazil. We are very proud and we know that Mgwebi will put

South Africa on the map,” Mapisa-Nqakula said. Mgwebi’s friend, retired Lieutenant-General Temba Matanzima, said he knew that Mgwebi would be successful because he had played a major role in fighting corruption in the former Transkei. “I am sure that he will succeed in this appointment as well, because he is a hard worker,” he said. Matanzima said Mgwebi had played a major role in creating a relationship between the Transkei Defence Force and Umkhonto weSizwe. In his reply, Mgwebi said it would not be easy, but he would do his utmost to ensure that he lifted the flag of South Africa high. “When you see that people are desperate for your help, you make sure that you dedicate yourself to assist them,” he said. “The problem that is facing the DRC started long time before 1960. “The first thing that I have to do is to get to know the people of the United Nations, the government and the causes of the conflict,” Mgwebi said.

Notorious Transkei robber one of dead gang A NOTORIOUS gang member, who was known for terrorising the former Transkei in armed robberies, was among five gang members who were gunned down last Wednesday, August 17, during an exchange of fire with the police. Andile Nkohla (29) from Mdeni locality in Qumbu was shot dead along with his accomplices, Lazola Khala (28), Madida Njoko (27), Shasha Khethwa (28), and a fifth one who had not yet been named at the time of going to print. A sixth gang member escaped. The incident took place near Phuti forest between Maxesibeni (formerly Mount Ayliff) and

IEC head’s wife kidnapped SOON after officiating the swearing in of Mbizana LM councillors last Wednesday, IEC regional manager Mpumelelo Twabu found himself negotiating with kidnappers of his wife, Nyameka in the afternoon. Nyameka Twabu (41) was held at gun pointed by three men on her arrival at home in Ludeke, Mbizana from work. She was forced into the boot of her vehicle after they ordered her to ask for money from her husband. Police spokesperson, Captain Mlungisi Matidane, said that Nyameka had R200 with her, which the men took and wanted more from her husband. “She was forced to a make a call to him and indeed he transferred the asked amount of R10 000 and the husband also alerted the police about the incident,” said Matidane. From Mbizana, they drove to Kokstad for the withdrawal, while Nyameka was locked in the boot of her car which they were travelling with. Matidane said that her bank card was deactivated after entering her pin incorrectly several times. The culprits were arrested the following day when they asked for a cash exchange from Mpumelelo. Ntabankulu. It is alleged that the six heavily armed men were on their way allegedly to rob in Ntabankulu. However, Public Order Police (POP) members had already been tipped off about their mission. Reports said the police had followed up on information indicating that six heavily armed men intended to rob a grocery store in Ntabankulu. It is said that POP members spotted a vehicle with six occupants on the way to Ntabankulu. When the suspects noticed they were being followed they started shooting at the police, who

returned fire. Two police vehicles and the suspects’ vehicle were damaged during the shootout. Police spokesperson, Lieutenant-Colonel Mzukisi Fatyela, confirmed that the notorious Nkohla had been among the robbers who were shot dead on the scene. He said the police had been looking for him in connection with cases of armed robbery, murder and possession of fire arms. All the gang members were linked with a series of armed robberies in Mthatha, Ngcobo, Cala, Port St Johns, Lusikisiki and Flagstaff. He

said six firearms, including two AK 47s, one R1, four pistols and about 200 rounds of ammunition had been recovered. Provincial commissioner Lieutenant- General Liziwe Ntshinga commended the work of the police. “The police in the province are committed to clamping down on crime and criminal activities. SAPS members in the rural areas are vigilant in combatting crime and will continue to be visible and maintain a zero- tolerance approach in their policing areas,” Ntshinga said. – SIMBONGILE MDLEDLE

EFF councillor escorted out of the council AYANDA MILLISA MADIKIZELA ECONOMIC Freedom Fighters (EFF) members in Ingquza Hill local municipality withdrew from any proceedings last week during the inauguration of new councillors, after one of their members was removed from the council due to his dress code. EFF PR councillor, Gugulethu Mbiko, was escorted out of the chambers by security while he opposed the decision that he was dressed inappropriately for the sitting. “I was opposing the fact that it was our first official seating as councillors and they were supposed to warn me about my dress code, which I was going to correct at the next sitting,” said Mbiko. Mbiko was not part of the swearing in process as he was sent away, something that made three other EFF candidates withdraw from the council’s proceedings, even though they were part of the swearing in. “Even if we were not part of the meeting due to one of us being excluded, we will still be members of the council because we have our own seats locally and at the district,” said Mbiko. Municipal Manager Mluleki Fihlani, who chaired the inauguration before the

New school for Bomvini AYANDA MILLISA MADIKIZELA THE chairperson of the education portfolio committee in the Eastern Cape, Fundile Gade handed over the Mziwoxolo Primary School in Ntabankulu last Friday. The school in Bomvini village, built at a cost of R19-million, is part of the Accelerated Schools Infrastructure Development Initiative (Asidi) project. “This school stands as testament to the goals of the programme in restoring the dignity of our people and their faith in a strong and able education system that is eradicating all inappropriate structures and replacing them with state-of-the-art school buildings such as this one,” Gade said. He said pupils and teachers in rural areas had been looked down on by their counterparts in urban areas because of the dire condi-

tions they studied and worked in and that with the Asidi projects the government was addressing that challenge. He added that there was a need for government departments’ integration to improve other services in this area, such as roads. “The beauty of this school will not have an impact if the access road to it is in a bad condition, hence we feel there is a need for improved roads for easy access for the teachers and learners,” Gade said. Principal Thandinkosi Kulu agreed with Gade that the condition of roads and schools had an impact on teachers’ willingness to work at a particular school. “Many teachers have moved away to better schools due to the dilapidated mud structures we had and the roads to the school were not doing us any justice, but at least now we have a state-of-the-art school with the hope that the roads will be reconstructed,” Kulu said.

‘I am an African’ – Thabo Mbeki

BUNTU GOTYWA TWENTY years after the iconic “I am an African” speech by former president Thabo Mbeki, it still resonates in the minds of many.

Mbeki has again taken time to remind South Africans what being an African really is. He said that during his time as president he had often been criticised for prioritising African countries while forgetting his South African home. Mbeki said to him, home was not just South Africa, but Africa as a whole. He was addressing a massive crowd, who loudly cheered for him, at Mhlahlane during the celebration ceremony for Lieutenant-General Mbuyiselo Mgwebi, who now heads the UN mission in the Democratic Republic of Congo.

“I have been criticised by many people who don’t know about being African, who said I was more concerned about African issues than those in South Africa,” he said. “They don’t understand what home means to some of us. “For me the interpretation of home is not only South Africa but the continent of Africa, so I was concerned about the issues of home,” Mbeki said. He was paying tribute to Mgwebi, whom he called a true African who had been appointed to solve problems in Africa. Mbeki said the DRC stood at the heart of the definition of the future in Africa and that if it did not prosper, Africa would not prosper. He said Mgwebi going to the DRC should be celebrated as it was a serious mission he had taken on and he had every confidence Mgwebi would be successful in it.

Contralesa concerned about decrease in support for ANC SIMBONGILE MDLEDLE THE Congress of Traditional Leaders of South Africa (Contralesa) in the Eastern Cape has voiced its discontent about the ANC losing support. Contralesa chairperson Chief Mwelo Nkonkonyana said it was a bad reflection on the lead-

ers of the Mass Democratic Movement (MDM) which had been founded by their forebears more than a century ago. The drastic decrease in ANC support was evident in the recent local government elections, where the DA surprised many by taking metros like Nelson Mandela Bay and Tshwane. Nonkonyana said this dramatic decline was a cause

for concern as the national democratic revolution was also at stake. “Logic dictates that members of the ANC should critically evaluate the outcome of these elections,” Nonkonyana said. “We equally hope that the leadership of the ANC will critically evaluate its performance and account to the MDM.” He said a delegation from the province would

place this matter on the agenda of the national executive committee taking place in Johannesburg this week. “We will, among other things, propose the calling of an urgent extraordinary congress of the Mass Democratic Movement to deal with the implications of the ANC losing its popular support,” Nonkonyana said.

War on Leaks project welcomes 7 000 trainees REPORTER THE War on Leaks project is set out in three phases that will be carried out over a period of five years, from 2015 to 2020. Phase one is already under way as of September 1, 2015, with 3 000 trainees contracted. The trainees are training at TVET colleges in six disciplines – plumbing, instrumentation, fitting and turning, electrical, welding, with water agents training at various private training institutions.

Chaos in Amathole during mayoral elections BUNTU GOTYWA CHAOS erupted in both the Mnquma and Mbhashe municipalities at last week’s council meetings. The meetings were supposed to see the swearing in of new councillors and election of mayors and speakers, but instead were disrupted by protests. In Mnquma, police tear-gassed protesters who said they were against the newly-elected mayor, Zanele Bikitsha and council speaker, Zibuthe Mnqwazi. The protesters said the right processes were not followed in forwarding the names of the elected council. Vuyolwethu Hani said ANC structures in Mbhashe had forwarded their names for the executive and they had been surprised when they did not appear on the list at the special council meeting. “We heard that the names we had forwarded had been changed by the regional structure of the ANC, so people came to the meeting to witness that themselves,” Hani said. He said the community of Mnquma had wanted to prove that the ANC was the people’s organisation but had been surprised when they were welcomed by heavily armed police. The protesters said 27 branches in Mnquma had agreed the next mayor should be Thobakazi Ntanga, Noluthando Qikana or Nomnikelo Magadla. For speaker they wanted Sisa Matutu or Sithembele Ncethezo. All the names that occupied the top three positions were not among those forwarded by branches, the protesters claimed. Amathole district municipality ANC secretary, Terris Ntuthu, downplayed the protest and said the protesters were not ANC members even though they had the party regalia. He said they were just doing the work of busi-

Ordinary people are not aware of why they are protesting,” Ntuthu said. While protesters blocked the gate and police monitored the situation, the new executive was elected inside the Msobomvu hall. Mayor Zanele Bikitsha, speaker Zibuthe Mnqwazi and chief whip Zakhel Mkhiva were elected uncontested.

In Mbhashe, although there was no violence in municipal offices, scores of people remained outside the building demanding to be allowed inside the council chambers. The election and swearing in of new councillors could not commence as the crowd made clear their disapproval of the new structure in Mbhashe. A regional ANC delegation, led by Ntuthu, was locked in a daylong meeting trying to resolve the deadlock. The UDM said they were laying charges against Mbashe municipal manager Slulami Phoswa for failure to protect municipal property and failing to protect councillors from the protesting ANC members outside the hall.

Nkosinathi Ndlodaka said the municipal manager had the authority to call the police to manage the people who had made their way inside the municipal offices. The protest in Mbhashe was a modest one, with ANC members choosing to quietly relax inside municipal premises and also wanting to make their away inside council chambers. The protesters refused to speak to the Express but mentioned that they also were not happy with the names forwarded as the new executive of the municipality. They said none of the names were those agreed upon by branches. Later in the day Samnkelo Janda was elected mayor and Babalwa Majavu as speaker.

SOCIAL Development MEC Nancy Sihlwayi has lambasted the continuous plotting against and killing of ANC leaders in the region of OR Tambo, and particularly Mhlontlo, over the positions. “You do not kill others because you have not been chosen,” she stressed. Sihlwayi’s remarks followed the gunning down of Mhlontlo councillor, Zolile Malangeni and his wife Ntombovuyo, in front of their grandchildren recently. They were laid to rest last Saturday at their home village of Mayaluleni near Tsolo. The incident followed the ambush of ANC regional chairperson, Xolile Nkompela in December last year near Tsolo junction. Nkompela survived, but his bodyguard was not as lucky, losing his life. If Malangeni died being the speaker, who is this person who wants to be a speaker but the ANC does not see him? “The person who did this does not have leadership traits. We don’t have place for killers in this organisation.” She sent condolences to the family of both Nkompela and Ntombovuyo and to their children, saying they must defend the legacy of their parents and focus on education. The funeral was attended by traditional leadership, municipal officials, regional ANC leaders and the community at large.

A 20-year-old WSU student outfought, outthought and out-muscled his way to collect first prize at a karate tournament held in Zimbabwe recently. Anele Madlala, a BSc chemistry student at the University’s Mthatha campus, represented South Africa with great honour as he reigned supreme in the under 67kg category at the annual All Africa Karate Tournament held in Harare from 6-9 August. He was one of four WSU students selected in a 20-man Proteas University team that

squared up against teams from Zimbabwe and Malawi. The team was made up of competitors who’d triumphed in the University Sports South Africa (USSA) Games held in March in early 2016. “The competition was tough, with technically and tactically gifted opponents making for interesting rivalries. So I had to draw on all my limited experience and employ the tactical and technical training the coach had taught me,” said Madlala. An ecstatic Madlala, who only took up Karate in 2005 because of his inefficiencies as a footballer, said he felt proud to have represented WSU, on such a grand scale. WSU sports administrator and team manager, Yonela Ntongana, said the tournament contributed handsomely to her expertise as a sports manager. “Not only was I representing my country, but I had to make sure that I carry and wave the WSU flag high as well. This was a great outlet for me to hone my managerial skills,” she said. Ntongana, herself a brown belt, encouraged students to participate in karate because of its positive influences in terms of promoting a healthy lifestyle, discipline, self-defence skills, and spirituality. “Of course this goes with accessibility to basic equipment and enhancement of infrastructure to enable our sport to attract numbers, and thus grow the sport,” she said. WSU’s three other competitors added to the medal tally, with ladies Zinhle Nhlumayo (3rd in under 55 kg), Ziyanda Sityatha (2nd place in under 65 kg) and Xolelwa Fulinzima (2nd place in ladies Open division).

Extension of submissions on AARTO bill THE Portfolio Committee on Transport has extended the deadline for submissions on the Administration and Adjudication of Road Traffic Offences (AARTO) Bill to August 31. The chairperson of the committee, Dikeledi Magadzi, said it was important that people were afforded as much opportunity as possible to submit their input to the committee, as the AARTO Bill would have an impact on their lives. The AARTO Amendment Bill proposes, among other things, that delivery of notices include electronic methods; the national rollout of the programme in the next financial year; to provide for the apportionment of penalties, and the need for an infringement tribunal that will deal with offences. Isuzu Truck SA empowers women in trucking industry REPORTER THE South African trucking industry has for some time been male-dominated, with little encouragement or opportunities given to women to infiltrate the tight male-dominated industry. This, however, is about to change. Neziswa Dungayezi, a shy and reserved 29-year-old single mother from Qunu, Eastern Cape, is part of the inaugural five women to be enrolled in the Isuzu Truck Women in the Trucking Business course initiative. After witnessing a female driver drive in a truck from KwaZulu-Natal to carry out deliveries in the local Spar she worked in, Dungayezi was filled with admiration that a woman could effectively and effortlessly take on a male role that until then she had never seen any women venture into. “It was at this moment I knew that my gender was the least factor to hold me back from what I had wanted to pursue. Determination, perseverance and encouragement were adequate for me to bolt headlong into a predominantly male industry and join men in the trucking business,” Dungayezi said. She said she would encourage other women to pursue any career that their hearts desires. “Sadly, being in the industry was also met with a lot of resentment from our male counterparts, who concluded that taking on a career in the trucking industry was an act of defiance to men and that women only wanted to take their jobs,” Dungayezi said. She also said she had gained immense confidence during the course, attributing it to the communication and self development classes offered as part of the learnership training. Additionally, she is now well-articulated. While once considering the changing of tyres to be a mammoth task,

Isuzu Trucks has changed my life and I aim to grow only better from now on,” she said. Isuzu Truck South Africa aims to shift any misconceptions, negative connotations and stigma mounting over women being inadequate to take on various roles in the business of trucking. “Embarking on a mission to introduce and enrol women into the business of trucking, Isuzu Truck South Africa joined forces with the Training Transport Academy to facilitate learnership and provide

classroom training through qualified assessors,” said Kas Govender, human resources manager for Isuzu Truck South Africa. After receiving 58 applications for the learnership, only five women made the cut for the sought-after course that would see the women gain a holistic knowledge of all aspects in the business of trucking while earning the recognised National Certificate: Professional Driving qualification accredited by the Transport Education and Training Authority (TETA). The Training Transport Academy opened its doors to the first female-only intake in February. Six months into the course the programme has begun to yield a new breed of truck drivers armed with extensive knowledge of not just the art of driving, but in-depth expertise in the logistics of the industry. The Training Transport Academy is led by female CEO Nicola Scott, whose vision has always been to up-skill women in the industry. Though established in 2012, this is the first time the academy has seen a female-only enrolment. The course funded by Isuzu Trucks has also seen the women master the skill of writing business plans. “This project has been a resounding success and we look forward to the women graduating in February 2017 with a National Certificate: Professional Driving qualification. “The course will benefit these women and change perceptions positively in their communities and break barriers that stop women believing that they are worthy of contributing to society in a way men can,” Govender said. She said that Isuzu Trucks would continue to invest in empowering women to take on various roles in the industry, with the ultimate goal of contributing to the economy of trucking.
