A

RURAL GROWTH CENTRE

During the 1947 partition, a huge section of Bengalis speaking from Bangladesh migrated to the north eastern region. Since then, they have formed a crucial part of the in Assamese land. The cultures of both Assamese people and bengali speaking Bangladeshi migrants got intertwined and became a part of same geographical landscape. This made difficult to separate between the people who are migrating from Bangladesh with the native Indian-Bengali speaking people. Secondly, West Bengal is the nearest metro city where bengali is predominantly the most spoken language.

Bangladesh, a densely populated, riverine South Asian nation, has always survived its share of tropical storms, flooding, and other natural disasters. But today, climate change is accelerating old forces of destruction, creating new patterns of displacement, and fueling and explosion of rapid, chaotic urbanization. As climate change drives the migration of up to 200 million people worldwide by 2050.

Goalpara town is 1 KM from the Brahmaputra river. The river was used for the transportation of various important resources like tea, oil, timber to west part of the word by the East India Company. Due to this major transaction, the region became hub for initial development. Goalpara had mansion of the elites of Assam near the river that was then captured and converted into the official purpose for the EIC. The region is very rich for agriculture; therefore, half of the revenue comes from this industry. Goalpara college, Goalpara central Jail and Law college (Goalpara) are some of the early programmes that are responsible for making this important centre. This region has the maximum health infrastructures due to connectivity with the 7 other blocks and the state. The Goalpara is acting as a centralised body for the daily trade and commerce which makes the surrounding blocks and regions under-utilised.

But even in relatively calm years, there is a rising drumbeat of displacement as sea-level rise, erosion, salinity intrusion, crop failures, and repeat inundation make life along the coast untenable. PRESENT SCENARIO

The principal subject of focus for the thesis is to build a symbiotic relationship between the mass and the refugees. A common ground can be proposed with an infrastructure that can provide a platform for skill development, employment opportunities, education impartment and revenue generation for the state. Since, the model of the centre will be replicate throughout the state, therefore the required outcome should not only limit for detaining people but required a program that will help in the overall growth and development of the region around a centre.

PRESENT SCENARIO

NRC AND DETENTION CENTRE Since 1971, people crossing borders (from bangladesh), are allegedly destroying Assam culture.

SUPREME COURT CALL ORDER, 2019 Final updated NRC published on 31 August 2019, contained 31 million names out of 33 million population. It left out about 1.9 million applicants.

Through this kind of selective approach, the planning process could locate what can become the GROWTH CENTRES in rural areas. This enables the centres to work as a catalyst – invigorating the growth not only on the centres but also of the surrounding villages. Certain economic activities, presently located in the district or city should be decentralised and taken to these centres. The centre will bridge the gap between the small villages and the district (commercially advanced opportunities)

The blocks have been segregated on the basis of males, females and families. They are overlooked by the administration and surrounded by watchtowers. The spaces between two blocks are used for farming, workshops and production units.



MARKET AND COMMUNITY HALL 24m2 market unit along with a strip for informal street vendors ( vegetable, fruits, fish and meat etc ) is designed along either side of the main axis road. In between the unit and vendors strip, 2M wide barrel vault corridor is made which enables customers to interact with both types of vendors.

RESPONSE TO EMERGENCY SITUATION

This week, more than 1 million people are stranded in floods in the east of the country. Assam is historically flood-prone, partly because of the volatility of the Brahmaputra river and partly because of topography. The river, which originates in Tibet, hurtles down the mountainous landscape of Arunachal Pradesh before it reaches Assam. In a valley hemmed in by hills, it slows down and unloads its heavy burden of sediment, causing destruction.

Community Hall acting as a Landmark during any climate emergency for the region. Since, hall is 2000 MM above the Road level, the chances for the flood water to enter is very less. The 60M X 20M hall enables a good amount of people to take shelter and act as a landmark for providing relief materials.

IT OPENS-UP TO A BAKERY WHICH IS DELIBERATELY ADDED TO THE PROGRAM MAKING THE OVERALL ENVIRONMENT MORE AROMATIC. THE DIFFERENT KIND OF SITTING SPACES ARE DESIGNED KEEPING IN MIND OF DIFFERENT ‘EVERYDAY’ MOOD OF A USER. SITTING SPACES ARE STUDIED IN THE CAMPUS, NESCAFE AREA SEAMS TO BE FAVOURITE SPACE OF A STUDENT. THE OPEN SITTING UNITS TOWARDS THE END IS OF MULTIPLE USAGE. THIS SPACE IS COMPATIBLE AND ADAPTIVE TO ANY USE.

NATIONAL DISASTER CENTRE Karkardooma, Delhi a team work of 7 students

THE VISION HIGHLIGHTS THE IMPORTANCE OF MAKING A NATION RESILIENT BY ESTABLISHING A SYSTEM WHICH LAYS EMPHASIS ON CAPACITY BUILDING FOR DISASTER MANAGEMENT AT COMMUNITY LEVEL. THE SYSTEM IS WELL INTEGRATED WITH THE EXISTING TRANSPORTATION NETWORKS WHICH ARE IDENTIFIED AS CRITICAL LIFELINES IN CASES OF DISASTERS. THEY CATER TO TIMELY DEPLOYMENT OF RESOURCES TO AFFECTED AREAS NATION-WIDE AND SUPPORT EVACUATION, EMERGENCY RESPONSE, RELIEF AND RECOVERY OPERATIONS.

INDIA’S GEOGRAPHICAL SETTING MAKES IT PRONE TO NATURAL DISASTERS SUCH AS LANDSLIDES, EARTHQUAKES, FLOODS AND CYCLONES. THEREFORE THERE IS A NEED FOR THE CITIZENS TO BE AWARE, PREPARED AS WELL AS BE IN A POSITION TO MANAGE DISASTERS AND THUS PREVENT AND MINIMISE DAMAGE. THE PROPOSED SYSTEM OF A CLIMATE EMERGENCY HUB SHOULD BE ESTABLISHED AT THE STATE LEVEL, AND FURTHER BRANCHED OUT TO THE LOCAL LEVEL OF EACH STATE. THE INTER-STATE CONNECTIVITY IS MAINTAINED BY INTEGRATING THE SYSTEM WITH THE RICH NATION-WIDE SPREAD RAILWAY NETWORK.

NATIONAL EMERGENCY CENTRE The building is a mixture of public and private functions, which sits perfectly with its surroundings. The institutional block teaches and prepares volunteers for any emergency situations, while the public areas provide a recreational area, much needed to the Karkardooma area.

The headquarters of the hub is stratergically located at karkardooma. New delhi being the capital of india houses the central government ministries and bodies which fuel the coordinated functioning of the national emergency hub
