Superintendent’s LETTER Working together to support student achievement On behalf of the Board of Directors and staff of the Mount Vernon School District, I’d like to welcome you to the 2011-12 school year. This calendar contains some important information and is intended to serve as a year-long resource for families. I would like to extend my personal thanks to our 12 sponsors who supported its production:

concerned about the brevity of the elementary student day for a number of years. The additional time will allow our elementary schools to broaden and enrich the curriculum for our students. Our major focus will continue to be on our primary mission—to increase student learning. We have been engaged in a number of improvement efforts over the past three years through our involvement in the large scale Summit Improvement Initiative. It is now time for us to focus and simplify, building on the best of what we have learned. This will include:

Fine tuning the implementation of our new elementary reading curriculum and instructional model;

Improving student achievement in math and science;

Supporting the use of highly effective instructional strategies in all classrooms; and

Ensuring that work assigned to students is rigorous and challenging.

This school year finds us adjusting to significant drops in federal and state funding. We have made a number of reductions across the district as a result. However, we have worked hard to protect the classroom to the maximum extent possible.

Early this fall, we will begin an effort to involve our staff and the community in defining the knowledge and skills that are essential for a graduate of Mount Vernon High School. While fundamental, this is a step we have tended to overlook in the past. What we learn will then allow us to ensure the goals we set and the steps we take to achieve those goals are based on a common vision of education in Mount Vernon.

We all know that challenging times, while difficult, also provide opportunities. Our plans for 2011-12 offer some creative solutions, including the addition of 20 minutes to the elementary student day. We have been

In September we will begin the process of renovating the Mount Vernon High School gymnasium and field

house. This project, initially part of the 2001 bond, will be funded through a combination of state matching funds and a federal interest-free loan, payable over 15 years. These facilities, which are a valuable asset to the entire community, will be remodeled in a way that preserves the present “old gymnasium” appearance. Sometime during second semester, we will ask voters to approve the replacement of our current Maintenance and Operations Levy, which expires at the end of 2012. This levy provides approximately 15% of our operating revenue and funds basic, essential services including classroom teachers, instructional assistants, fine and performing arts programs, librarians, counselors, programs for highly capable students, and services for students with disabilities. Soon after the start of school, the School Board will begin considering options for both the amount and length of the levy. Public education is everyone’s business. While school districts have the major responsibility 36 weeks of the year, we cannot do it alone. I encourage you to consider ways to support our children and youth in school and at home. Together, our efforts will lead to successful learners strengthening our community.

Your Mount Vernon Schools Board of Directors is composed of five District citizens elected by voters for four-year terms. Board members serve in an unpaid, voluntary capacity. Although directors represent specific areas of the School District, all voters elect all Board members. Board authority is established by the Washington State Legislature. Your Board acts under the direction and restrictions of state law. The Board’s legal responsibilities are to: • • • • •

Establish general policy for the school system; Employ school personnel upon recommendation of the superintendent; Adopt and revise the annual operating budget; Inform the public of the needs and progress of the educational system; Exercise the legislative powers conferred or implied by the Legislature in administering school functions; • Select the superintendent of schools. Regular Board meetings are held on the first and third Wednesday of each month at 6 p.m. at various schools in the district. Please see specific calendar dates for corresponding locations. Meetings are open to the public. Notices of all regular and special meetings are sent to radio stations KBRC, KSVR, KAPS, and the Skagit Valley Herald and Skagit Valley Argus community newspapers.

Partnerships “Volunteers have the heart and take the time.” Volunteers The Mount Vernon School District has a proud history of volunteers working in our schools. It is our mission that each child succeeds in a school community of lifelong learners working together with supportive resources in a nurturing environment. Volunteer service is vital to the success of our schools. The District’s Junior Achievement and VISITS (Volunteers In Schools Inspire Today’s Students) programs invite parents, grandparents, students and community members to help make a difference in our schools.

Jefferson Elementary

Mount Vernon School District has coordinators who oversee the volunteer program at school locations. Any person interested in volunteering is encouraged to contact a volunteer coordinator. The volunteer coordinator will match interests with school needs. A specific number of volunteer hours is not required; however, a regular time commitment is appreciated.

Skagit Family Learning Center

Opportunities for volunteers to contribute their time and energy include: •  Tutoring students one-on-one or in small groups; •  Sharing expertise and talents with students and staff; •  Assisting with projects and activities; •  Helping in the classroom, office, library, playground or lunchroom; •  Mentoring in schools as role models, guides, confidants and friends. Please note that volunteers will be asked to submit character references and to complete a Washington State Patrol criminal history background check.

Parent Groups The administrators and staff of Mount Vernon Schools extend an invitation to you to join in providing support that enhances your child’s education and environment. As a parent, you are automatically a member of the Parent Group association at your child’s school. Through their monthly meetings, Parent Groups provide a number of family related and cultural enrichment activities throughout the year. Additionally, Parent Groups serve as advocates for your children by voicing concerns and seeking solutions. Parent Group sponsored activities include: fund-raisers, playground improvements, artist in residence programs, cultural enrichment assemblies, and technical support. If you would like to take part, contact your school office for meeting times and information.

Going to School Registration

Outside the District Transfer

Students age 5-21 years old may attend Mount Vernon Schools. Registration takes place at your neighborhood school. The school principal makes the teacher assignment.

Students wishing to attend a school outside the Mount Vernon School District may seek release by completing the application for attendance in a nonresident district. Forms are available at the District Office or call (360) 428.6110.

Parents of students entering the School District need to provide:

Proof of immunization or letters of exemption A birth certificate Students transferring from another district should provide transcripts from the previous school to help in determining the appropriate grade placement

Entering kindergarten, students must be five years old by August 31. Policies for early entrance and school attendance for those over 18 years of age may be obtained from the District Office at (360) 428.6110.

Washington Elementary

Inside the District Transfer Students are expected to attend the school designated for their respective residential areas; however, a parent or guardian may request that his/her child be allowed to attend another school in the District by completing a Request for School Change application. Requests for school change will be considered up to the designated enrollment capacity at each grade level within each school. The following factors are taken into consideration when the District determines student transfers:

Each student’s educational program Neighborhood groupings Location of siblings Location of parent’s place of work and/or childcare

In all cases, transportation to and from school outside the designated attendance area is the responsibility of the parent/guardian. Any student who develops a pattern of tardiness or nonattendance will have their acceptance revoked. Requests for school change are effective for only one year.

Buses and Safety The Mount Vernon School District's Transportation Department is committed to ensuring that students have a safe ride to and from school. School Bus Rules Children riding school buses are under the capable supervision of qualified bus drivers. Safety is the foremost concern of Transportation Department staff. Bus drivers are responsible for the safe conduct of students and are in full charge of buses. Students are responsible for their own behavior. Students should arrive at the bus stop five minutes before their bus is scheduled to arrive. Students are required to ride only their assigned buses. Each year, the Mount Vernon School District, through a cooperative effort between school bus drivers and school building personnel, trains all enrolled students in how to safely evacuate a school bus in an emergency. Every day, drivers see that each child is delivered safely to his or her designated bus stop. No child is allowed to get off the bus at other than his or her designated stop unless permission is given by school authorities, in the form of a bus pass, acting upon written parental request. If a child is unsure of her/his bus stop or is on the wrong bus, the child is returned to the school and parents are contacted. Failure to follow District rules may result in suspension of transportation privileges. Information about bus routes may be obtained by contacting the Transportation Department at (360) 428.6147.

Special Programs Finding the most appropriate program for MV students Children with disabilities

(birth to age 21) have a wide range of programs available based on their particular need. Special education services are delivered in regular classrooms, and in self-contained and resource room settings. Services are available at all schools including speech/language therapy, occupational and physical therapy, psychological assessment, and home-based instruction. Programs may be on a Mount Vernon School District site or at another educational location. Every student who receives special education must have an Individual Education Program (IEP) developed by teachers, parents, and other professionals. For more information, contact Special Services at (360) 428.6141. The Bridge Program serves kindergarten age children in the Mount Vernon School District who have special needs and require extra instruction to gain kindergarten skills and readiness for first grade. Each student has an IEP with goals and objectives designed to develop social and academic skills. This smaller classroom group may include typically developing peers from the neighborhood who serve as communication and academic role models. Speech, occupational therapy and physical therapy are provided as needed.

Childfind is a program for developing

and implementing awareness and screening activities for the purpose of locating, identifying, and evaluating resident students, or students enrolled in a

K-12 private school in Mount Vernon, who are suspected of having a disability. The Special and Support Services Department helps families determine if their students are in need of receiving special education and related services. These procedures encompass students ages birth through 21 regardless of the severity of the disability. Families living in Mount Vernon with a child between birth and 21 years of age may bring questions or concerns about how the child is developing to the Special and Support Services Office (360) 428.6141. The Community

Transition

Program (CTP) prepares special

education youth ages 18-21 for life by integrating community resources into their extended high school education. Students learn academic subjects as they relate to "real world" applications, such as practicing consumer skills, homeeconomics skills, and learning to use public transportation. A key component of the program is providing work-based learning experiences to our students. The primary goal of work-based learning is to have students participate in internships that are supervised by workplace mentors as well as CTP staff. The Guide Program, located at Mount Baker Middle School, is a specially designed program for middle school students with behavior disabilities.

The Middle

School Life Skills Program, located at

LaVenture Middle School, is a specially designed program for students with intellectual disabilities.

Preschool education (birth

to age three) is provided through the Skagit Preschool and Resource Center (SPARC) for children birth to five years old who have special needs. The preschool program classroom setting consists of a daily routine of activities rich in the development of physical, self-help, social, academic, and communication skills. Physical therapy, occupational therapy, and speech/language therapy are provided as needed. Parents are encouraged to volunteer in the classroom and participate in parent meetings throughout the school year. For more information, please call (360) 416.7570. The QUEST Program, located at Jefferson Elementary School, is a specially designed program for elementary students with behavior disability.

Resource Room Programs are offered for students with disabilities who need extra, individualized instruction in basic academic subjects.

The SOAR Program is a life skills class located at Mount Vernon High School, and is designed for high school students with intellectual disabilities. The Spectrum Program provides classes for students on the autism spectrum who need a high level of services, which are available at Madison Elementary School and LaVenture Middle School.

Special Education Records Retention

In accordance with state law, six years or more after a student withdraws from the Mount Vernon School District or exits from special education services, a portion of the student's records is archived and then all of the special education records for that student are destroyed. The records are unique to special education services. The records do not include school transcripts, attendance records or immunization records. If you or your child is or has ever been qualified for special education, it is very important for you to ensure that you have your child's special education records, even after graduation. If you have any questions about obtaining special education records, or would like a copy of your records, please call the Special Services office at (360) 428.6141.

School Lunches

The District Food Team strongly believes that healthy, nutritious meals and learning go hand in hand. We are accomplishing this by offering students at all elementary schools breakfast at no charge. All families who meet federal income eligibility standards may apply for meals at a reduced rate or at no cost. Applications are given to all students at the beginning of the school year and may be completed and returned to the school. All information provided is kept confidential. Payment for meals may be paid in advance.

The Mount Vernon School District has certificated nurses who are assigned to multiple buildings to oversee health care services. Each nurse is in-building from one to two days a week. In the event you need to speak directly with a nurse, contact the school where your child attends and ask for the day the nurse will be in the building.

Health Screenings

We provide state mandated annual health screenings for students grades Kindergarten-fifth and seventh, including vision and hearing testing. In cooperation with the Skagit County Health Department, we help implement the free second-grade dental sealant program.

Immunization

Under Washington state law, all students must present or have on file documentation of their immunization status on or before each child’s first day of attendance.

Medications

In order to administer over the counter or prescription medication at school, an Authorization for Administration of Medications at School form must be filled out and signed by both a parent/ guardian and a physician/dentist. For the safety of everyone, all medication must be delivered to the school by an adult and needs to be in its original container. This is especially important information to remember if your child should go on an overnight field trip.

Participation in Athletics All students participating in athletics are required to have a physical examination and health insurance before participating in Washington Interscholastic Activities Association (WIAA) programs.

We offer medical insurance coverage for students at a reduced premium through an independent carrier. Enrollment information is sent home with each student in the fall. Contact the District Athletic Office at (360) 428.6191 for details.

Students may be exempted for medical, philosophical or religious reasons. A medical exemption requires a physician’s signature. The signature of a parent or guardian is needed to exempt a student for religious or personal/ philosophical reasons. 35
