Peace and Children

Due to inescapable disaster, many children in Myanmar have lost their places to learn. ミャンマーのように、不可避な災害によって学びの場を失った子どもたちがいます。

ot just war and poverty, but sometimes also inescapable, large-scale natural disasters can deprive children of their places of learning. Myanmar, the focus of this month, is a perfect example of such circumstances. On the night of May 2nd, 2008, Cyclone Nargis, which made landfall in the south of Myanmar, took the lives of over 140,000 victims in a single night - the greatest disaster in the country’s history. Damage was particularly severe in the Irrawaddt region, where the river reversed course and many dwellings fell to the tall waves and fierce winds. The purpose of my visit was to provide aid to those who had miraculously survived the disaster and were now living as refugees. The coconut trees had all been uprooted and most of the residences had been washed away, but I chanced upon an inexplicable sight amongst those tragic conditions. A wooden structure about twice the size of a typical residence had mostly survived intact, and now stood alone by itself. When I asked the villagers, I discovered that it was the village’s childcare center and church. Even after the disaster, about 30 little ones were being cared for there, napping under the watchful eyes of their caregivers. Furthermore, though the area’s only elementary school had been blown away without a trace, vinyl sheets had been pieced together outdoors to form a makeshift classroom, and the surviving students continued to take instruction. Without blackboards, textbooks, or even walls, they continued to study. Since the local government’s efforts were concentrated on searching for the missing, shelters, and the like, supporting the children fell on the surviving villagers. The words of the caregivers and teachers left a lasting impression upon me. “When we see the children laughing and playing, we adults get the strength to keep on living, as well. The children are our hope. We have to watch over and raise them well.”

争や貧困だけでなく、回避することができない大規模な自然災害も、ときに子どもたちから学びの場を奪うことがあります。今回お話するミャンマーでの出来事は、まさにその典型例でした。 2008年5月2日の夜中、ミャンマー南部に上陸したサイクロン「ナルギス」は、一晩のうちに14万人以上の犠牲者を出し、この国の歴史上、最大の被害をもたらしました。特に、大小の河川が縦横無尽に流れていたエーヤワディ・デルタ地帯では、河川を逆流した高波と猛烈な強風により多くの家屋が損壊しました。私がその地を訪れた目的は、奇跡的に命拾いをして避難生活を送っている人々の援助でした。ココナッツの木は根こそぎなぎ倒され、民家も大半が流されてしまった無惨な状況のなか、不思議な光景を目にしました。普通の民家の2 倍ぐらいの大きな木造の建物がぽつんとひとつだけ、ほぼ無傷で残っているのです。村人に尋ねると、そこは村の子どもたちを預かる保育所と教会だったということでした。災害後も小さな子どもたちが30名ほど預けられていて、保母さんたちに見守られながらスヤスヤと昼寝をしていました。また、地域にひとつしかない小学校は跡形もなく吹き飛ばされてしまいましたが、野外にはビニールシートを継ぎ合わせて屋根にした教室が作られ、生き残った児童が授業を受けていました。黒板も教科書も、壁すらもない状況でも学習を続けていました。地域行政が行方不明者の捜索や避難所支援などに追われているため、子どもたちへのサポートは生き残った村の人たちが助け合いながら行っていました。保母さん、先生方の言葉が強く印象に残っています。「子どもたちが笑って遊んでいるのを見て、私たち大人も生きていく力をもらっています。子どもたちは私たちの希望です。彼らの生きる力を守り、育てていかなければいけないと思っています」
