Along with an indifferent general public, there are several external and internal challenges to press freedom in Nagaland. This, a section of the press fraternity says, is hindering the healthy and vibrant progress of journalism in Nagaland. They share critical reflections in the backdrop of World Press Freedom Day observed on May 3 – a day which, among other things, celebrates the fundamental principles of press freedom around the world.

How free is the press in Nagaland?

“Broadly speaking externalities like economic needs, political compulsion, socio-cultural and religious demands have narrowed press freedom in Nagaland,” says Monalisa Changkija, Editor of Nagaland Page. Asked whether these are outcomes of Nagaland’s “conflict” status, she notes, “It is obvious that the seeds of press freedom lie in this and so do the reasons for conflict. It’s like a tsunami effect.” Changkija elaborates that while talking about conflict, one must necessarily ask why “ours is a conflict zone” but cautions against using it as a convenient excuse. Every society has conflict one way or other, she reasons. Xavier Rutsa, a journalist with the Times of India says that despite all constraints and limitations, the media sector continues to grow. He, however, points to limitations and circumstances inhibiting the vibrancy of the press since it exists within a ‘tribalistic’ set-up. An apologetic Vibi Yhokha of The Morung Express notes that while the press has been lacking in many issues and the public has “every right to be angry at us,” they are also at fault. “When I think of freedom of the press in Nagaland, I think of the support

of the masses/people. If we have failed our people, our people have failed us too,” she asserts. H Chishi, a journalist with The Telegraph opines that there is little space to criticize and as an intricate society, nothing is black and white. Media is kept silent either through threats or defamation charges. “But things are positively changing over the years,” he maintains.

Investigative Journalism

Underlining the “lack” of investigative journalism in Nagaland, Chishi opines that, journalists in Nagaland are mostly paid “peanuts.” People don’t know the reality and whenever there are some stories, there is hardly any reaction from the public. “These factors greatly contribute to journalists not taking enough risks to come out with investigative stories.” People talk about lack of investigative journalism, but at the end of the day, in a small society like ours, there are certain constraints to investigate, Rutsa says, adding that often, sharing of information is limited and people are usually passive about stories. elaborates. While agreeing with the others, Changkija points out the inherent internal deficiencies which she describes as “technicalities” inhibiting investigative journalism. How many trained journalists do we have here? “It is a highly specialized area which an average journalist cannot deal with. We don’t even have basic journalists, or, for that matter, how many of our editors started as cub reporters? These are all inter-related matters for investigative journalism. These are the technical problems,” she notes. As a result, she says, while the press lacks in-depth analysis of a subject, and follow-up stories, public also does not bother.

For Changkija, a free press is not just from the government but society too. “We are products of the milieu. Instead of creating change, we follow. We do not provide leadership but mutely follow what is happening. We don’t create opinion but we give to people what they want.” Changkija also expresses concerns over the practice of

For Yhokha, if the people refuse to speak, reveal, provide the truth, the press can never be set free. As a journalist, I want the society to give us space to disseminate news freely, says Chishi. He also maintains that to have a vibrant democracy, media has to be anti-establishment sometime. We lack that in Nagaland State. “We need money but we have shackled ourselves to economic needs. In the process, we compromise merit,” Changkija claims. Talking about content like memoirs, felicitation and acknowledgment, Changkija said it is time we put integrity before economic needs. At the end of the day, Changkija concludes, “Freedom of the press is an ideal. Something that we should never stop having and striving towards.” For this, “we must create our own ideals.”

New DelhI, May 5 (IaNS): Several legal luminaries and media personalities on Wednesday advocated an end to the defamation law in India. They insisted that criminal defamation suites were preventing journalists, researchers and social and civil activists from carrying out their activities, generally perceived as threats by the corporates and the governments. Senior lawyer Fali S. Nariman cited the example of England and the United States which terminated their defamation laws long ago, terming them as “restrictions on the freedom of speech”. “There is no defamation law in England now. They abolished it long ago. Taking a cue from them, the US also brought a Speech Act recently which President Barack Obama signed,” Nariman said at the launch of a book ‘Sue the Messenger’ authored by senior journalist Paranjoy Guha Thakurta. Nariman said that “these countries feel that such laws obstruct peoples freedom of speech which is counted among the basic human rights in modern society”. Senior lawyer Karuna Nandi batted for stronger self-regulation by the Indian media and said that filthy language used by some brings everyone on the defamation radar. “It is the independent bloggers and freelancers

not associated with big publications who are the most vulnerable as they get chased down by the corporates,” Nandi said while asserting that selfregulation by the Indian press will shield everyone from the defamation laws. Public Relations honcho Dilip Cherian said that “criminal part of the journalists must be removed for everyone’s benefit”. “There are some accredited criminals who blackmail business houses in the name of journalism. The news channels must do away with their toothless regulatory bodies and replace them with something more effective and with a larger clout,” Cherian said. Environment activist Sunita Narayan said it is the social workers who remain at the receiving end of the defamation suites most of the times. “I have seen people, especially women scientists and activists who are single mothers or at the fag end of their lives, being threatened by criminal defamation. Their defeat at the hands of corporates have threatened others working independently. So much so that they have given up on their research and activism,” Narayan said. Thakurta, who moderated the discussion, vehemently opposed the defamation law. He said that his book will act as a guide for journalists facing defamation cases.

MUMBaI, May 15 (ReUteRS): India’s biggest cigarette maker ITC Ltd shut its plants from May 4 to comply with a new stipulated pictorial warnings rule issued by the center, the company said in a statement. India’s top court told tobacco companies they must adhere to a new federal rule requiring much larger health warnings on cigarette packs, in a major setback for the $11 billion industry. The court also transferred all petitions by cigarette manufacturers pending in various courts to the Karat High Court for further hearing. The companies had objected to the new federal rules. “...the Company has had to shut its cigarette factories from May 04, 2016 until the Company is in a position to comply with the interim requirements,” the statement said.

seven year jail for wrong depiction of indian map New DelhI, May 5 (ptI): Depiction of a wrong map of India or showing Pakistan-Occupied Kashmir (PoK) or Arunachal Pradesh as not a part of India on any online platform or physical documents could mean a stiff jail term of seven years along with an heavy fine of up to Rs 100 Crore, says a new law being proposed by the Narendra Modi government. The Centre is planning to soon bring the Geospatial Information Regulation Bill by which such tough provisions will be brought and any person or institution acquiring and disseminating any geospatial imagery or data of any part of India through space or aerial platforms will have to first seek permission and license from

a government authority. This could mean that online platforms like Google will have to apply for a license to run Google Maps or Google Earth in India. The government authority will run “sensitivity checks” on the imagery to protect India’s security and sovereignty. The law is meant to regulate the acquisition, dissemination, publication and distribution of geospatial information of India which is likely to affect the security, sovereignty and integrity of India, as per a draft. Geospatial Information has been defined as any imagery or data acquired through space or aerial platforms depicting natural or man-made physical features, phenomenon or boundaries. Details on Page 8

DIMapUR, May 5 (MexN): Nagaland is set to come up with an exclusive Vision Document for the state in line with India’s North East Vision 2020 and Act East Policy within 2-3 months. This was disclosed by Chief Minister TR Zeliang during a felicitation programme organised by Zeliang Officers’ Association at the Chief Minister’s official residence this evening. The CM, according to a press note from the CMO, said

that he had apprised Prime Minister Narendra Modi about this proposed exclusive Vision Document. The CM had informed the Prime Minister that India already has two exclusive policies for the NE states - North East Vision 2020 and Act East Policy, these were not implemented on the ground. Therefore, he felt it was necessary for Nagaland to have its own exclusive Vision Document in line with the two

policies for speedy development of the state. This Vision Document is expected to come up within two to three months times, the CM informed while urging people to contribute positive suggestions on any issues like health, education, roads, power, water supply, environment etc so that the State Government can inculcate in the Vision Document. The CM further said that

He added that with the construction of South East Express Highway in full swing, which is expected to pass through Nagaland, the state will become a main corridor. In a bid to protect nature and help minimize the effects of climate change, 24 villages under Pughoboto sub-division of Zunheboto district today came in unison and planted 17,000 tree saplings. Different species of trees planted include Gold Mohur, Silver Oak, Nahor, Ashoka, Bottle Brush and other ornamental trees. This massive tree plantation drive is part of the ‘Green Pughoboto project,’ initiated by Minister for Roads & Bridges, Y Vikheho Swu under the Local Area Development Project 2016-17 along with the Subdivisional administration. “Nature is the greatest gift of God to mankind and therefore we should plant trees to protect the nature,” said Swu. “Even if we have wealth and good health but fail to protect

NH neglect in Tseminyu; RSZ warns of agitation Union Minister joins

Tseminyu, may 5 (mexn): The Rengma Selo Zi (RSZ), a youth organization, today highlighted neglect of the National Highway 2 (erstwhile NH61) between Tseminyu and Wokha starting from 40 Km to 72 Km by the Government for the past 13 years. No work for improvement or maintenance of the stretch of road had been executed, RSZ said; however, National Highway department of Nagaland had in the name of repair and maintenance put up a white washed wooden structure on the side of the road in Tseminyu area (see picture) in April recently. “If the Department wanted to claim that the white wooden structure… is repairing and maintenance, the RSZ would like to know how much amount is sanctioned annually for such kind of activities,” stated a press release issued by RSZ President, Kenneth Kath. voluntarily repairing the road twice a year for the past 4 years without any support from the Government or Department concerned. It was also recounted that the widening to 2-lane of NH-61 from 40 Km to 72 Km under NH division, Kohima was sanctioned in 2010 and subsequently M/S Meenakshi Infrastructure Pvt. dents leading to loss of lives and sick people could not reach medical centre on time due to the bad road, it added. Despite many appeals by individuals and community through media and memorandum, RSZ said, the 32 Km stretch of road has never improved. Subsequently, the Central Ministry of Road Transport and Highways included the work plan in the year

2014-15, but it was not sanctioned even after the 2015-16 annual plan as the Department concerned failed to prepare proper DPR, it stated. In this light, RSZ has told the State Government that henceforth no representation or memorandum will be submitted as enough of appeals have been made for the same. Stating that the condition of the road has worsened as monsoon approaches, the organization further asserted that it will not allow the Department to carry out any “drama or exhibition work between 40 Km to 72 Km as it is simply robbing the public money in the name of repairing.” Meanwhile, RSZ cautioned that until and unless proper maintenance and improvement of the road is executed with proper machineries like road rollers, bulldozers, and excavators, it will be compelled to restrict the movement of all government vehicles and will resort to any sort of democratic agitation.

To conserve environment, solar lamps given to villages

Ko h i m a , m ay 5 (Dipr): In its effort to conserve the environment, Phek Forest Division distributed solar lamps to six villages in Phek district – five under Kamaleah area and one village under Phokhungri area. Kamaleah area has one of the major pine forests under Meluri sub-division and villagers depend on these forests for their livelihood and also for lighting their homes. In order to reduce their dependency on pine, the Phek Forest Division gave out the solar lamps to link the critical

gaps in the area. Yatendra Agrawal, Coordinator of the Mumbai based NGO Eco-Solutions donated the solar lamps. The president of Kamaleah area, village councils, and village communities of all the six villages thanked and lauded the initiative and tireless effort of District Forest Officer (DFO), Phek, Rongsenlemla Imchen (IFS) for personally delivering the solar lamps. They also expressed deep gratitude to Yatendra Agrawal for his generous aid. The DFO of Phek in-

formed that till now the solar lamps have been distributed in ten remote villages. In the third phase, she said, the department aims to cover Tizu area and few more villages. Career counselling for unemployed youths, school dropouts held

Kohima, may 5 (mexn): A career counseling and seminar for unemployed youths and school dropouts was organized by the ‘Connecting Young Minds’ on May 3 at ENSF Hall, Tuensang. In the first session (career counselling), resource person I. Changsang Soted, EAC Longleng, encouraged the students to choose their own career and not through the influence of peer groups or parents. He stated that one’s success depends on one’s 99% effort and rest through other aspects. Session second was a seminar for unemployed youth and school dropouts, where the resource person Kotiba Sangtam, Assistant Professor, SCERT, highlighted on

the training avenues given by the department of underdeveloped areas for skill development. “Human life become stagnant when we stop being active and thus our society becomes inactive filled with many anti-social elements,” he maintained. Stating that Indian government is in the process of giving every individual an opportunity to skill in any field under Skill India, he said we should also grasp the opportunity. More than 300 students took part in the programme, which ended after review of both the career counseling and seminar. The programme was sponsored by the Department of Underdeveloped Areas under UDAP (2015-16).

Tesla puts pedal to the metal, Nasscom, FB partner to push product growth 500,000 cars planned in 2018 LONDON, MAY 5 (REUTERS): Tesla Motors Inc said it was stepping up production plans for its upcoming Model 3 mass-market sedan and would build a total of 500,000 all-electric vehicles in 2018, two years ahead of schedule, but warned that spending will ramp up in tandem. The company, which three months ago aimed to make a net profit in the final quarter of this year, gave no profit target on Wednesday and said capital spending would rise about 50 percent more than previously forecast this year, to around $2.25 billion. New shares and debt will likely be issued at some point, Chief Executive Elon Musk added. Tesla, which produces the luxury Model S sedan and Model X sport utility vehicle, aims to become a high-volume automaker in a matter of years and already is valued on par with some of the biggest car companies in the world. NEW DELhI, MAY 5 (PTI): IT-BPM industry body Nasscom has partnered social media giant Facebook to evangelise the product design ecosystem and support over 500 product startups in India. Under ‘Product Design Initiative’, a flagship programme of Nasscom Product Council, the partners aim to support over 500 product startups on product design and train more than 5,000 product designers over a period of two years, Nasscom said in a statement. This initiative stems

NEW DELhI, MAY 5 (IANS): If you wish to watch a movie at an odd hour, grab a bite or even shop at a mall, the rules at least won’t come in the way. A model law the government is proposing for states to replicate will allow such establishments to operate round the clock. “We are preparing a model act on this. We believe there should be no restrictions from the labour ministry’s side. But it is up to the states to adopt,” Labour Secretary Shankar Aggarwal told IANS in an interview, referring to the proposed new model law for shops and establishments. The move will potentially have a bearing on an estimated 10,200 single-screen cinema halls across the country, over 600 malls and more than 200,000 restaurants, as per data compiled from various industry sources. “We will send the model act to the law ministry in two weeks’ time. From there to the cabinet it will take another two weeks. I think it should reach the states in one-anda-half months or so,” Aggarwal said at his office at Shram Shakti Bhavan here. Parliament need not pass the law. The government’s intention is to have a draft model bill that can bring about uniformity in the legislative provisions across the country and make it easier for all states to adopt it, rather than each of them drafting their own rules. This is part of the Narendra Modi government’s plan to have a single Indian market. The labour ministry feels that with adequate safeguards, this would go a long way in creating more jobs and ensuring labour welfare. Women will also be empowered and not discriminated against. Currently, state governments have their separate legislations to regulate the timings of cinema halls, restaurants, shops and malls. Closing days and public holidays also vary from state to state. What is proposed is complete freedom in this regard, officials explained. Complaints of harassment are also being addressed via online common registration for stakeholders. Also, if an individual establishment is unable to provide washrooms, a creche, first aid and canteen facilities due to some constraints, a collective approach will be permitted, officials said.

NPCC marks one year under Therie Kohima, may 5 (mExN): The Nagaland Pradesh Congress Committee (NPCC) organized a celebratory programme to mark the completion of one year in office under the leadership of K. Therie, at Congress Bhavan, Kohima. Addressing the celebration, Therie thanked all the NPCC Office bearers, Staff, party workers and Congressmen and Women who have “tirelessly worked day and night” and appreciated all the collective efforts. A press release from the NPCC mentioned Therie as saying that it had been a turbulent year in which the morals of many Congressmen and women were shaken and that many had even been swept away. Therie appreciated the gathering for “standing firm in the turbulent weather”, it added.

He called upon all party-men and women for clean governance and decency in all aspects. Politics being a voluntary service, it is in the common interest of all that every voter is responsible in electing a good leader, he said. Hitting out at the NPF, Therie said that the re-

gional party does not have any credit in shaping the political infrastructure for the people, rather, “they only criticize the state while enjoying the fruits of the state”. Lamenting the “disgraceful situation of Nagaland”, Therie said “we feel sad for the youth” who are

deprived of merit and justice and have to seek employment outside the state many of whom end up with sad stories. He also lamented that “Infrastructure lies in deplorable conditions while there is nothing to appreciate in healthcare, PDS system and roads.”

Further stating that the people “have no hope in the NPF led BJP-DAN Government anymore”, Therie said that the Congress is firmly in support of a solution that is good for the people. He called on Congressmen and women to prepare to work harder for the upcoming Town Council, Municipal and General Elections and encouraged womenfolk to prepare themselves for the challenges that lay ahead. “We shall steer our people to the land of peace and plenty”, he said adding that “It is we who should reach the people with the Roadmap as a forwarding letter.” Further stating that the people are yearning for change, Therie called on Congressmen and women to give themselves “to the service of the people”. Earlier, NPCC Work-

ing President, Ayang Aonok who chaired the programme, called upon the party workers not to be confused by BJPs unfounded onslaughts on the Congress leadership and assured that the issues will pass uneventfully as has happened in the past. Sugarcane cultivation is traditionally practiced by farmers in Nagaland. Although the Sugar Mill in the state has been defunct for many years now, the farmers still continue to cultivate sugarcane in all the districts mainly for making molasses (gur) to generate income as well as for other purposes. With this in mind and in order to improve the economy and living standard of small and marginal cane growers, the state’s Agriculture De-

partment through the RKVY programme is taking up various activities in order to increase the production and productivity of sugarcane in the state. The main area of focus will be multiplication and distribution of planting materials (cane setts) to increase area, demonstration of technology, conducting varietal trials, farmers training etc. During 2015-16, an area of about 1200 ha is targeted to be developed with an expected production of 48000 MT. This was stated in the Annual Administrative Report 2015-16 of Agriculture Department.

Born to Late Imkongmar and Emily of Molungyimsen Village on 27th Nov 1932, Late Lisen contributed immensely towards the society during his lifetime. The fight for human rights

W

hen any campaign finds it hard to bring about a conclusive answer to vexed issues, the people behind such a movement are overwhelmed by lethargy, especially if they are driven other than by moral urge. To many human rights activists in the Naga community, as it appears, yesterday's campaign is a shibboleth today. However, the sustained campaign by a handful of "moral thinking agents" in their own ways against the Armed Forces Special Powers Act (AFSPA), though feeble, is "enough of a moral and political victory". Kind words from Nandita Haksar and Sebastian M Hongray are to be treasured at a time such as this--"We do not feel we have failed. We feel Indian democracy has failed. The failure is of the judges, the courts, and the Indian legal justice system and of Indian democracy. If we had not fought we would have failed not just in our duty as human rights activists but also human beings..." As we all know, the tragedy is never that part where the general public and the armed forces are made parts of a common social system. The tragedy is that fact where our conscience fails to respond in the right perspective when security force personnel take the law into their own hands under the draconian act. See this--if one is given the license to destroy the other on mere suspicion then the whole situation depends on the mood of even a non-commissioned officer of the Army. Even such level of farce has failed to stimulate our senses. Or, we have become easy "pawns in a big game by which the human rights movement was hijacked..", again borrowing the words of Nandita Haksar and Sebastian M Hongray. It is said bad laws only manufacture bad people. AFSPA has brought disenchantment in people. If an establishment suffers from certain phobia it should utilize its best resources to tackle the issue immediately. Caging certain section of the people under military apparatus for decades only demeans the establishment. The Act contravenes both Indian and International law standards. However, India's morality is done away by certain phobia it suffers. According to material from the South Asian Human Rights Documentation Centre, "When India presented its second periodic report to the United Nations Human Rights Committee in 1991, members of the UNHRC asked numerous questions about the validity of the AFSPA, questioning how the AFSPA could be deemed constitutional under Indian law and how it could be justified in light of Article 4 of the ICCPR, the Attorney General of India relied on the sole argument that the AFSPA is a necessary measure to prevent the secession of the North Eastern states". Taking advantage of such rhetoric, our activists have resigned to cozy nests by banking on acute secession phobia suffered by India, saying that no herculean campaigns can produce any needed effect. Here, it is worth reminding the concerted campaigns by international agencies against the draconian law. As recent as on November 5, 2015, the Amnesty International had made this statement—“Despite repeated calls to withdraw the Armed Forces Special Powers Act (AFSPA) from UN experts as well as national and international groups, the Act continues to be enforced and continues to cause flagrant human rights violations”. According to the Amnesty International, during the then UN High Commissioner for Human Rights Navanethem Pillay’s visit to India in March 2009, it was clearly stated that the Act breached contemporary international human rights standards. “Furthermore, Margaret Sekaggya, then UN Special Rapporteur on Human Rights Defenders in 2011 and also Christof Heyns, then UN Special Rapporteur on Extrajudicial, Summary or Arbitrary executions in early 2012, had recommended repeal of AFSPA. During the second cycle of the Universal Periodic Review in 2012, India also received specific recommendations to review and repeal AFSPA,” said the statement. However, these recommendations were ignored as India was reluctant to accept them, it added. International Commission of Jurists (ICJ) has also been asking the Government of India to repeal the Armed Forces Special Powers Act (AFSPA) without further delay. “The AFSPA has facilitated gross human rights violations by the armed forces in the areas in which it is operational,” Sam Zarifi, Asia-Pacific Director of the ICJ said. “It is a repressive and draconian law that should have no place in today’s India”. Several UN human rights bodies have recommended that the AFSPA be repealed or significantly amended. These include the Committee on the Elimination of Discrimination against Women (2014), the Special Rapporteur on violence against women (2014), the Special Rapporteur on extrajudicial, summary or arbitrary executions (in 2013 and again in 2015), the Special Rapporteur on the situation of human rights defenders (2012), the Committee on the Elimination of Racial Discrimination (2007), and the UN Human Rights Committee (1997). The sad part is that when international agencies are going steamy against the AFSPA, activists in our region feel they have had enough and wish away frivolously.

iral respiratory tract infections -- like the common cold, flu, tonsillitis, bronchitis and pneumonia -- during the first six months of life are likely to increase the risk for Type-1 diabetes in children, says a new study. The findings suggest that the first half-year of life is crucial for the development of the immune system and of autoimmune diseases such as Type-1 diabetes (T1D). According to researchers, T1D risk increased in children who had a respiratory tract infection between birth and 2.9 months or between three and 5.9 months of age compared with children who had no respiratory tract infections in these age intervals. "Our findings show that viral respiratory tract disorders during the first six months of life significantly increase the risk of children developing Type-1 diabetes," said one of the researchers, Andreas Beyerlein, from Helmholtz Zentrum Munchen in Germany. Infants are particularly susceptible to respiratory tract infections like the common cold, flu, tonsillitis, bronchitis and pneumonia, because, unlike adults, their immune systems have not acquired the immunity to stave off some of the viruses that cause them. The study included 295,420 infants, of whom 720 were diagnosed with T1D over a median follow-up of 8.5 years, for an incidence of 29 diagnoses per 100,000 children annually. At least one infection was reported during the first two years of life in 93 percent of all children, and in 97 percent of children with T1D. Most children experienced respiratory and viral infections. T1D risk was also found increased among children who experienced a viral infection between birth and 5.9 months of age. The study was published in the journal JAMA.

The new prime minister promises to provide Europe instead with electricity from the next generation of “clean” nuclear power. The European Union, heavily dependent on Norwegian hydrocarbons, isn’t happy. At the behest of Brussels, Russian commandos kidnap the Green prime minister and force him to restart the flow of oil and gas. To ensure compliance, the Russians become a shadow occupation force. The prime minister is desperate to avoid bloodshed and so tries to accommodate his new “partners.” Most Norwegians don’t see much change in their everyday lives. Some citizens, however, prepare to fight back. This is the plot of Occupy, a Norwegian TV drama now available for streaming on Netflix. Some of the plot is all too plausible. For instance, Europe is indeed dependent on Norwegian energy. Norway is the second largest supplier of oil to the EU (at 12%) and the second largest supplier of natural gas (at 30%), in both cases after Russia. It’s not inconceivable that an extreme weather event could hit Norway. Major hurricanes routinely hit the country. And perhaps the Norwegian Greens could some day take over the government, even though the party only has one seat in parliament after achieving a little less than 3% in the 2013 elections. Even without the Greens taking over, Norwegian politicians across the political spectrum take climate change very seriously. Just last month, the Norwegian parliament overwhelmingly passed legislation that will force the country to meet stringent carbon emission caps. Only the right-wing, anti-immigrant Progress Party — now, admittedly, the third largest party in the country — challenges the scientific consensus that humans are behind global warming. Other elements of Occupy are perhaps less plausible. Norway is indeed researching new, presumably safer nuclear power plants, but these alternatives might never prove viable. Meanwhile, it’s hard to imagine Russia and the EU teaming up to do anything - not even a game of mixed doubles, much less a soft invasion of a Scandinavian country. Presumably, Russia would welcome a Norwegian oil and gas stoppage, which would give Moscow more access to European markets and more leverage over Brussels. And taking over Crimea is one thing - Finlandizing Norway quite another. Russia has historically had good relations with Norway, going back to the Soviet expulsion of the Nazis in World War II. The operation of Russian troops outside the “near abroad” of former Soviet lands with significant Russian-speaking populations is not in the cards. Still, Occupy is a gripping drama, and an important reminder of the lifeand-death stakes involved in petropolitics. Governments should indeed be embarking on radical efforts to cut back on carbon emissions, to which there will be considerable pushback.

In the end, however, I suspect we’ll see a different kind of “occupation.” Before I sketch out that scenario, let’s take a closer look at the Paris accord on climate change, signed last week at the UN on Earth Day, and its likely impact. The Magic 55 The world made history on April 22 when 175 countries signed the Paris agreement on climate change, the largest number of countries to initial an international agreement on its first day. The next step is for member states to officially join the agreement through their own ratification processes (15 countries did so on that first day). The treaty comes into force when its signatories add up to 55% of global carbon emissions. So far, in terms of countries that have pledged to join the agreement, supporters have counted up about 50% and expect the threshold to be reached later this year. “We are breaking records in this chamber. But records have also been broken outside,” UN General Secretary Ban Ki-moon said at the gathering on Friday. “Record global temperatures, record ice loss, record carbon levels in the atmosphere. We are in a race against time. I urge all countries to move quickly to join the agreement at the national level so the Paris Agreement can enter into force as early as possible.” Any agreement that attracts nearly universal support will be either watered-down, unwieldy, or both. What insured the Paris agreement’s success is its lack of binding provisions. As part of the Paris process, countries submitted national plans of action to reduce carbon emissions with goal of limiting the overall increase in global temperature to somewhere between 1.5 and 2ºC. There is considerable variation in these national plans. The United Kingdom and Germany are aiming to become carbon neutral in the second half of the 21st century. China on the other hand has pledged merely to achieve peak emissions by 2030. Other countries are arrayed along the spectrum in between, including a few island nations that will probably disappear beneath the waves because of the failure of the international community to hold each other’s feet to the fire. Of course, it’s a good sign that the Republican doofuses in Congress have blasted the agreement, which means that the document isn’t so compromised that even climate-change deniers sup-

port it. Fortunately, the Obama administration can sign the accord without Senate action, treating it as an “executive agreement.” But as Senate Majority Leader Mitch McConnell (R-KY) pointed out, the agreement “is subject to being shredded in 13 months.” McConnell, back in January, still thought a Republican might gain the White House in 2016. That is looking increasingly unlikely. Climate change activists speak of a “Paris effect.” Negotiations, in other words, have created a virtuous circle of countries and institutions competing with one another to prove that they are greener than thou. According to CNN, Since December, for example, India approved six solar projects; Vietnam has said it will stop building coal plants; China announced a five-year plan that set stricter climate targets; the United States halted new coal leases on federal land; JP Morgan said it would stop financing new coal mines; and Saudi Arabia said it won’t be an oil state within 20 years. It’s nice to see international competition for a good cause: a veritable Olympics of carbon cuts. But it’s not enough. Even those green extremists, the World Bank and the IMF, concur. Last week, both international financial institutions declared that the only way to stop global warming is to make the polluters pay. “Putting a price on carbon pollution is by far the most powerful and efficient way to reduce emissions,” said Jim Yong Kim, the head of the World Bank. “We strongly urge people to prepare for the carbon pricing that is to come.” Making the polluters pay will eventually translate into higher gas prices, home heating costs, more expensive airline tickets, and the like. The state of Washington is considering a ballot initiative on carbon emissions that would push people away from using fossil fuels while providing tax breaks for those who can’t afford to make the shift. Neighboring British Columbia instituted a similar law in 2008, reducing emissions without adversely affecting the economy. These are nudges, and they are important. We still need a game changer. I’m not talking about a new technology, though it would be nice to have a miraculous new energy technology save the day, Hollywood style, at the last minute. No, we need some government to make a radical break with fossil fuels, as Norway does in the fictional Occupy.

A Counter Scenario Canada, as the British Columbia tax suggests, is a pretty green place. Prime Minister Justin Trudeau wants to make carbon taxes, which are in place in four of the country’s 13 provinces, a national strategy. But Canada’s carbon footprint (14.1 metric tons of carbon dioxide per capita) is only a little bit behind the United States (17), both being among the highest in the world. Canada is the fifth largest producer of oil, far ahead of Norway, and the fifth largest producer of natural gas, again ahead of Norway. And here’s the kicker: The United States is far more dependent on Canada for its hydrocarbons than Europe is dependent on Norway. In 2015, Canada was the number one supplier of oil to its southern neighbor, responsible for 40% of the total. So, let’s imagine that Justin Trudeau makes a radical move and shuts down not just the tar sands that inspired the Keystone pipeline (something he has no intention of doing) but closes all of Canada’s oil and gas producers as well. Or, if it’s too difficult to foresee Trudeau experiencing such an overnight conversion, let’s imagine a greener prime minister in the near future who is so freaked out by the forest fires raging across the country - Canada is also experiencing rising temperatures twice that of the global average - that she stops pumping stuff out of the ground. Should the TV industry decide to remake Occupy for an American audience, transposing all of the European elements to North America, U.S.-Russian military cooperation and Canadian resistance to Moscow’s stealth take-over would certainly make for dramatic viewing. It would just be even more implausible than the current European version. Here’s a more likely scenario. Executives from Suncor, Canadian Natural Resources, Imperial Oil, and Enbridge — the 4 largest Canadian petroleum companies — gather at a weekend retreat outside Toronto and invite along several U.S. “consultants” with “international experience.” The conversation produces a few “action items.” Number one is to pour money into the political opposition to the “wacky” greens and effect regime change at the polls. Number two is to tighten the screws on the Canadian economy and ensure that the citizenry associates green policies with high taxes and low growth. The third “fail-safe” action is to insert, via thumb drive, some child pornography on the prime minister’s home computer. No Russians. No occupation. No mess. Let’s face it: The hydrocarbon-industrial complex is not going to go down without a fight. Whether it’s the Koch brothers funding congressional yahoos, African strongmen making deals with ExxonMobil, or Chinese Communist Party officials keeping open coalmines to employ the 6 million people in that sector, the resistance to serious cuts in carbon emissions will be intense. But perhaps the greatest resistance will not come from dour-looking, Russian-speaking bad guys wielding uzis, but from all of us who are wedded to our modern, high-tech lifestyles. It is not the latest version of the KGB that should concern us but the latest version of the SUV. We’re already occupied. In fact, we’re preoccupied — with ourselves.

n 2009 the Nigerian writer Chimamanda Ngozi Adichie gave a fabulous TED talk called “The Danger of a Single Story.” It was about what happens when complex human beings and situations are reduced to a single narrative: when Africans, for example, are treated solely as pitiable poor, starving victims with flies on their faces. Her point was that each individual life contains a heterogeneous compilation of stories. If you reduce people to one, you’re taking away their humanity. American politics has always been prone to single storyism — candidates reducing complex issues to simple fables. This year the problem is acute because Donald Trump and Bernie Sanders are the giants of Single Storyism. They reduce pretty much all issues to the same single story: the alien invader story. Every problem can be solved by finding some corrupt or oppressive group to blame. If America is beset by wage stagnation it’s not because of intricate structural problems. It’s because of the criminal Mexicans sneaking across the border or it’s because of this evil entity called “the banks.” Worse, the stories have become

identity markers. This is a phenomenon borrowed from campus political correctness. In order to express your solidarity with the virtuous team, you have to embrace the socially approved story. If you differ from the official story - the way Bill Clinton differed from the official progressive crime story a few weeks ago - it is not so much a sign that you are wrong (truth is not the issue). It is a sign that you have false allegiances. You must embrace the approved story to show you are not complicit in a system of oppression. Hillary Clinton is not naturally a single story person. But while she is controlling the delegate race this campaign, Sanders is controlling the conversation and she is gradually coming around to his version of everything. For example, last week she came closer to embracing a nationwide $15 minimum wage, though still with caveats. One true minimum wage story is that corporations are reaping record profits while pushing down wages of the unskilled. But another true story, embodied in the vast trove of research, is that if you raise the minimum wage too high, you end up punishing less skilled workers. One study found the modest hike in the national minimum wage between

2006 and 2009 reduced employment among young people without a high school degree by almost 6%. The key is to find a balance between those stories. Raising the minimum wage to $15 may make sense in rich areas, but in most of the country there will be horrendous consequences for less skilled workers trying to find jobs. In the realm of criminal justice, one true story is that America’s criminal justice system was constructed within a system of slavery and racism. It enables police brutality, often of a racist sort. It has led to massive over-incarceration, which has devastated individuals, families and neighborhoods. Yet there are other opposing stories, also true: Incarceration reduces crime. Experts disagree wildly on how much, but most studies show a significant effect. That’s partly because most of the people who do serious crime are career criminals. Among inmates released from state prison in 2005, the average number of previous convictions was five and the average number of previous arrests was greater than 10. Less aggressive policing means more crime. After the release of the horrific Laquan McDonald video which showed a Chicago cop killing

him in cold blood - there was a 69% drop in the nonfatal shooting arrest rate and a 48% drop in the homicide arrest rate. In the meantime, according to an analysis by Rob Arthur and Jeff Asher of FiveThirtyEight, nonfatal shootings rose by 73%and homicides rose by 48%. While the overall system is steeped in structural racial inequality, parts of the system don’t seem that biased. As the criminologist Barry Latzer notes in his book “The Rise and Fall of Violent Crime in America,” there is not a wide disparity between whites and blacks in time served for various offenses. Moderate, bipartisan efforts are reducing inequality. Decades ago, evangelicals like Chuck Colson joined with a swath of progressives to reduce incarceration rates. These efforts are having an effect. Total U.S. imprisonment has declined for the past seven years. The imprisonment rate among black women has dropped by 47% since 2000, while the rate of imprisonment among white women has risen by 56%. Male imprisonment trends are similar though less striking. As in life generally, every policy has the vices of its virtues. Aggressive policing cuts crime but increases brutality. There is no escape from trade-offs and tragic situations. The only way forward is to elect people who are capable of holding opposing stories in their heads at the same time, and to reject those who can’t.

orth Eastern States are by default the organic states with the major area coming under the jhum cultivation which is the source of livelihood for the farmers. Productivity of crops grown in jhum is very low as the crops face many challenges including abiotic (e.g. water stress, nutrient stress, acidity etc.) and biotic stresses (e.g. diseases, insect pest and weeds). To tackle these stresses in organic states “Vermiwash” may be an alternate option as it is having the potential of both as a biofertilizer as well as the biocide due to the presence of antibiosis compounds. It is the integral part of non-chemical farming system and eco-friendly in nature. It is a liquid extract collected after the passage of water through a column of worm activation and rich in macro and micro nutrients (Table 1), plant growth hormones (e.g. auxins and cytokinin) and beneficial microorganism viz., heterotropic bacteria, fungi, actinomycetes including nitrogen fixers, phosphate solubulisers and enzymes. A foliar spray of vermiwash is considered as the quick supply of nutrients to higher plants as compared to the soil and root application and is suitable in water scarcity areas. It stimulates the growth and yield of crops and develop resistance to various stresses. Vermiwash can also be used for root or stem dip before transplanting or as a soil drenching to control soil borne diseases.

(around 2000 in number) and cowdung and hay are placed on the top of this layer and it is moistened every day. Watery yellowish to black extract of vermiwash drain out of the barrel drop by drop can be collected. To get vermiwash suspend a small bucket with small holes so that water can trickle down continuously. After 10 days vermiwash starts forming and every day 4-5 liters can be collected in the container. The collected vermiwash is ready to use as a foliar spray on crops. Vermiwash unit may also be established with vermi-composting beds for large scale production.

Extraction of Vermiwash: Low cost vermiwash unit can be set up in a plastic barrel of 15-20 liter capacity. A hole is drilled on one side of bottom of the barrel and a tap is attached to it to draw the extract. The whole setup is mounted on a suitable height with support and a layer of broken bricks or pebbles are filled up to 25 to 30 cm inside the barrel followed by 20 – 30 cm layer of coarse sand or garden soil. This layer serves as the base of the filter unit. Over this 30–45 cm layer of good loamy soil is kept moistened. In this layer, earthworms are introduced

Method for Use: Vermiwash can be used in three ways, they are: Root dip or stem dip: Seedlings before transplanting can be dipped in vermiwash diluted 5 times with water for 15-20 minutes and then transplanted. Similarly the cuttings can also be dipped in the solution before planting. Foliar spray: Vermiwash is diluted in water 5 times and sprayed on the foliage of crops. It provides the plant with vital nutrients as well as acts as the biocide. Soil drench: Vermiwash is diluted 10 times with water and the soil is drenched with the solution to prevent some of the soil borne pathogens. Bio-control properties: Microbial population present in the vermiwash act as the powerful biocontrol agent due to the production of antibiotics and secretion of extracellular enzymes such as chitinase and lipase which cause lysis of fungal and bacterial phytopathogens. It has the biocontrol traits against Botrytis ceneria, Sclerotinia sclerotiorum, Corticium rolfsii, Rhizoctonia solani, Fusarium oxysporum, Erysiphe spp. Besides pathogens, insects and pest like aphids, jassids, caterpillars etc. can also be controlled. NeW deLHI, May 5 (PTI): Wrong depiction of the map of India could land the violators in jail with a maximum term of seven years and fine upto Rs 100 crore. This measure has been envisaged by the government against the backdrop of instances where certain social networking sites showed J&K and Arunachal Pradesh as part of Pakistan and China respectively. Recently, 'Twitter' had shown the geographical location of Kashmir in China and Jammu in Pakistan triggering protests from the Indian government after which it was corrected. According to the draft 'The Geospatial Information Regulation Bill 2016', it will be mandatory to take permission from a government authority before acquiring, disseminating, publishing or distributing any geospatial information of India. "No person shall depict, disseminate, publish or distribute any wrong or false topographic information of India including international boundaries through internet platforms or online services or in any electronic or physical form. "Whoever acquired any geospatial information of India in contravention of the law shall be punished with a fine ranging from Rs 1

crore to Rs 100 crore and or imprisonment for a period upto seven years," according to the draft bill. Geospatial Information means geospatial imagery or data acquired through space or aerial platforms such as satellite, aircrafts, airships, balloons, unmanned aerial vehicles including value addition or graphical or digital data depicting natural or man-made physical features, phenomenon or boundaries of the earth or any information related thereto including surveys, charts, maps, terrestrial photos referenced to co-ordinate system and having attributes. The government also proposed to set up a Security Vetting Authority to carry out security vetting of the Geospatial Information of India in a time bound manner and as per the regulations framed by an apex committee. The Security Vetting Authority shall consist of an officer of the rank of Joint Secretary to the government of India or above as chairman and two members — one a technical expert and the other, a national security expert. "Any person who wants to acquire, disseminate, publish or distribute any geospatial information of India, may make an application alongwith requisite fees to the Authority for security vetting of such

geospatial information and licence thereof to acquire, disseminate, publish or distribute such Geospatial Information in any electronic or physical form," the draft bill says. The draft bill will ensure that online platforms like Google will have to apply for a license to run Google Maps or Google Earth in India. According to the draft bill, the Security Vetting Authority, on receipt of an application and after examining the application in terms of the guidelines, shall either grant the licence or reject the application as the case may be. If a licence is granted and the licensee fails to comply with the terms and conditions of this Act, rule, regulation or guidelines or order made thereunder, the Enforcement Authority may, after making such inquiry as may be thought fit, revoke the licence granted to such licensee. The licensee shall be supplied with the security vetted Geospatial Information, by the Security Vetting Authority, within a period mutually agreed upon, based on the quantum and nature of the subject matter to be vetted, on best effort basis. "Licensee shall not acquire, publish, disseminate or distribute any geospatial information of India through any media or by any means, unless such geospatial in-

formation are security-vetted by the Security Vetting Authority. "Licensee shall display the insignia of the clearance of the Security Vetting Authority on the security vetted geospatial information by appropriate means such as water- marking or licence as relevant, while disseminating or distributing of such geospatial information," the draft bill says. Licensee will indemnify the Security Vetting Authority for any consequential loss or damages whatsoever that might be caused to any person or agency in India or abroad, due to the use or supply of security vetted geospatial information. The Act will extend to the whole of India and also applies to citizens of India outside India, persons in the service of the government, persons on ships and aircrafts, registered in India, any person who commits an offence beyond India. No suit, prosecution or other legal proceedings shall lie against the central government or apex committee or Security Vetting Authority or Enforcement Authority on whom powers have been conferred pursuant to this Act, for anything which was done or purported to be done in good faith in pursuance of this Act or for any rule or regulation made under this Act, the draft says.

18 killed in Chhattisgarh bus accident raIPUr, May 5 (IaNS): Eighteen people were killed and 45 sustained injuries after the driver of the bus in which they were travelling apparently lost control and it fell off a bridge, officials said. The accident took place late Wednesday night and the bus was travelling from Garhwa in Jharkhand to Chhattisgarh capital Raipur. There were at least 80 people in the bus. Chhattisgarh Chief Minister Raman Singh met the injured at a Raipur hospital on Thursday. He expressed condolences over the incident and announced an assistance of Rs.25,000 to the families of the deceased, officials said.

Tell at whose behest changes were made in chopper deal: Shah to Antony raNNI (KeraLa), May 5 (PTI): Targeting former defence minister and senior Congress leader A.K. Antony over the AgustaWestland chopper deal, BJP President Amit Shah on Thursday asked him to make it clear on whose orders “changes in the agreement” were made. “Antony should tell at whose behest changes were made in the agreement. Why were the field trials of the helicopter shifted abroad,” Mr. Shah said, launching his campaign for the May 16 assembly elections in Antony’s home state of Kerala. Addressing a public meeting at Ranni in Pathanamthitta District, he slammed Mr. Antony for his statement that BJP had a “secret tie-up” with CPI(M) in Kerala and dismissed the allegation. BJP had only one open agenda and that was to dump both the Congressled UDF and CPI-headed LDF “in the Arabian sea”, he said, projecting his party as the alternative in the state. On their claim that there would be communal tension in Kerala if BJP-led NDA came to power, Shah said his party was ruling in 14 states and there was no communal strife in any of them. “Prime Minister Narendra Modi has repeatedly said equal justice and protection to all is our motto. This is what BJP governments follow in all the states,” he said. Mr. Shah said NDA should come to power in the state to speed up the declaration of the famous hill shrine of Lord Ayyappa at Sabarimala near here as a national pilgrim centre and also for setting up the proposed rubber park in the district. The BJP chief alleged that during the successive rules of UDF and LDF, several injustices had been done to various sections of the society. “If NDA comes to power, these injustices will be rectified,” he said.

Heat wave toll in Telangana rises to 234

Hyderabad, May 5 (IaNS): The death toll due to heat wave in Telangana rose to 234 on Thursday with 15 more deaths being reported during last two days, officials said. The worst-hit Nalgonda district accounts for highest number of deaths (76) followed by Mahabubnagar (40). According to state disaster management department, fatalities were reported from all districts, barring Hyderabad. The deaths were confirmed by three-member committees formed in every ‘mandal’ to verify the deaths. The families of the victims are eligible for a compensation of Rs.50,000 from the government, which recently removed the age restriction. Earlier, families of victims above 65 years were not eligible for compensation. Meanwhile, rains in many places in Telangana during last 24 hours brought down the temperatures, providing a much-needed respite to people from the

heat. The maximum temperature at some places fell below 40 degree Celsius, for the first time in over a month. The maximum temperature in Hyderabad on Thursday was 36.2 degrees, while Hanamkonda was the hottest place with maximum temperature of 42.1 degrees. Many places in the state recorded one to five cm rainfall. The met department has forecast light to moderate rains/thundershowers at few places in the state on Friday. It also warned thunderstorm accompanied with squalls/hail at isolated places. The unseasonal rains are the result of upper air trough which runs from Vidarbha to extreme south peninsula across Telangana. Few places in neighbouring Andhra Pradesh also received rains. The maximum temperature in south coastal Andhra was below 40 degrees. However, heat wave conditions continued in parts of Andhra Pradesh.

KoLKaTa, May 5 (IaNS): Led by enthusiastic centenarians and sprightly youngsters, thousands of people from the erstwhile enclaves in Cooch Behar made history as they exercised their right to vote for the first time in West Bengal assembly polls' sixth and final phase on Thursday. Overall, more than 84 percent of the 58,04,019 voters exercised their franchise across 25 constituencies of Cooch Behar (nine) and East Midnapore districts (16), to bring the curtains down on the staggered month-long polls to the 294-member legislature in the eastern state. As many as 170 candidates, including 18 women, were in the fray in the last phase. There were sporadic incidents of irregularities with the opposition parties accusing the ruling Trinamool Congress of resorting to malpractices since balloting began at 7 a.m. The overall turnout at 5 p.m. was 84.24 percent, with East Midnapore recording 85.09 percent votes and Cooch Behar 82.71 percent, said state chief electoral officer Sunil Gupta. But the day belonged to the voters from the 51 erstwhile enclaves in Cooch Behar, including three centenarians, who were registered as electors for the first time since the country's Independence. Till 5 p.m., 85 percent of these new voters had expressed their choice. Doddering and frail but nevertheless beaming with pride, 103-year-old Mohammed Ajgar Ali - from the erstwhile enclave of Mosaldanga in Dinhata constituency - led three generations of his family in casting their maiden votes. Perhaps the oldest first-time voter in the country, Ali was one of the 9,776 newly-registered electors from the erstwhile enclaves in Cooch Behar district. Accompanied by his grandson Joynal Abedin and son Bilal, Ali was brought in a special vehicle provided by the Election Commission to a booth at Mansab Seoragudi Primary School in Mosaldanga - over 700 km from state capital Kolkata. As he sat down on the floor momentarily, tense eyes darted to the centenarian. However, aided by officials, he was up on his feet and flashed a victory symbol accentuated with a toothless smile. "Perhaps I have lived for so long only to see this day. When I woke up early in the day, I couldn't stand properly but now that I have voted, I can die in peace," said Ali struggling to hide his emotions.

Similarly, taking the huge leap in the same assembly seat are 103-year-old Haseem Ali Khandakar from the former Dakshin Mashaldanga and Kachua enclaves and Khatemon Bewa of erstwhile Purba and Dakshin Mashaldanga enclaves, said Cooch Behar's Additional District Magistrate Ayesha Rani. The enclaves were swapped with Bangladesh after the Land Boundary Agreement was implemented last year. In Cooch Behar, two candidates of the ruling Trinamool were caught on camera allegedly threatening polling and police officers and "violating secrecy of votes". Taking cognisance of the media reports, the Election Commission directed filing of first information reports (FIRs) against both Udayan Guha, contesting from Dinhata, and Rabindranath Ghosh, in the fray from Natabari. In East Midnapore, thousands turned up in over 4,000 disabled voter-friendly booths, aided by the Election Commission's special initiatives. In Moyna seat, the Communist Party of India-Marxist (CPI-M) alleged that its polling agent's house was broken into and vandalised by Trinamool supporters. The Trinamool, meanwhile, accused the Congress of overwhelming several booths in the onstituency. Five Trinamool workers were reportedly detained in the assembly segment on the charge of intimidating voters. In Nandigram, the opposition accused the Trinamool of intimidating and threatening their agents. The main focus was on Nandigram, where a peasants agitation in 2006-07 against the then Left Front government's bid to acquire farmland for a chemical hub and a special economic zone led to police firing that resulted in 14 deaths. The peasants' protest played a pivotal role in the ouster of the Left Front after 34 years in office. In 2011, the Trinamool Congress, then in alliance with the Congress, won 20 seats. The Congress got one, while Left Front partner Forward Bloc triumphed in four seats. This time, the Left Front and the Congress have teamed up against the Trinamool. While the Left Front is in the fray in 18 seats, the Congress is contesting four. The alliance has extended support to three Independent candidates. The Trinamool and the Bharatiya Janata Party (BJP) contested all the 25 seats. The votes will be counted on May 19.

MUMbaI, May 5 (IaNS): A special women's court on Thursday sentenced to life imprisonment till death four youths charged with killing two men who tried to prevent the molestation of their women friends five years ago. Jitendra Rana, Sunil Bodh, Satish Dulgaj and Dipak Tival had attacked Keenan Santos, 24, and his friend Rueben Fernandes, 29, on the night of October 20, 2011 after the two tried to stop them from harassing their woman friends outside a restaurant in Andheri. Special judge Vrushali Joshi pronounced the sentence on the four in the presence of their family members, the kin of the victims and a large media contingent covering the sensational trial for the past five years. Special Public Prosecutor Ujjwal Nikam said he had not sought the death penalty for the accused since it was not the "rarest of rare cases", there was "no conspiracy" and they were not "pre-planned" murders. Keenan's father, Valerian Santos, 57, expressed satisfac-

tion over the verdict and said the two young victims had been finally got justice. Keenan and Reuben were killed when they tried to prevent the harassment and molestation of their two women friends with whom they had gone out. "However, this is just the beginning... The battle is not over, they might appeal in the higher courts and we have to wait," Santos told the media. Former chief minister Prithviraj Chavan expressed happiness that "justice has been done in the case" and sought more stringent action in such cases involving crimes against women. The incident, which left Mumbai shuddering, happened outside the Amboli Bar & Kitchen that Keenan, Rueben and their two female friends had stepped out from after dinner. As they chatted outside the restaurant, one of the accused, Jitendra Rana, started misbehaving and sexually harassing one of the two women. This was objected to by Keenan and Reuben and they

chased him away. Enraged, Rana returned a short while later with three associates armed with sticks and choppers. They brutally attacked both Keenan and Reuben even as the horrified girls screamed for help from passers-by. A seriously injured Keenan succumbed to his injuries a few hours later while Reuben died after nearly a fortnight in a hospital. Following a public outcry on safety of women, the assailants were arrested the next morning (October 21, 2011) from Amboli area and the case was assigned to a fast track Special Women's Court. The police filed a 400-plus page charge-sheet before the Andheri Metropolitan Court in January 2012. The court framed the charges of murder, conspiracy and molestation against the accused. During the trial, 28 witnesses were examined, including five witnesses, among them the two women whom the victims had bravely defended from the eve-teasers.

MUMbaI, May 5 (THoMSoN reUTerS FoUNdaTIoN): Suppliers of wedding tents may not be the most obvious allies in the battle to prevent child marriage, but in Rajasthan they have come together to tackle some of the highest rates of early marriage in the country. The Tent Dealers Welfare Samiti (Association) of Rajasthan, which has more than 9,000 members, has been demanding to see the birth certificates of the brides and grooms it has been supplying. In India, the legal age of marriage for a woman is 18 and 21 for a man. The charity Girls Not Brides estimates the rate of child marriage to be as high as 65 percent in Rajasthan and almost 70 percent in Bihar. The tent dealers association has stopped at least 80 child marriages in Rajasthan in the past two years, its president Ravi Jindal said. "We want to show people that this is wrong, that they should not be doing this," Jindal told the Thomson Reuters Foundation. "We complain to the police and the village headman, get them to intervene, so there is

pressure on them to not do it." Despite their efforts, and similar actions by thousands of suppliers across the state, the practice is rampant, he said. In Rajasthan, a state famed for its palaces and forts, wed-

Early marriage makes it more likely that girls will drop out of school, and campaigners say it also increases the risks of exploitation, sexual violence, domestic abuse and death in childbirth. South Asia is home to 42 percent of all child brides worldwide. India alone accounts for one-third of the global total, according to UNICEF. Child marriage is most common in rural areas and among the poor, where a girl is seen as a financial burden, said Sanjay Sharma, general manager at the Save the Children charity in Rajasthan. Girls are also married early because of fears for their safety, he said. "It is not as though people are not aware of the law, that it is not permitted," Sharma said. "But they say it is their tradition. So every little action helps, be it from the police, from the government or tent suppliers," he said.

The All Naga Students’ Association, Manipur (ANSAM) has questioned the ‘rationality’ behind demanding implementation of ILP in Manipur saying the Protection of Manipur People’s (PMP) Bill, 2015 is not a relevant proposed statute for all communities of the state. “But we respect the movement spearheaded by Joint Committee on Inner Line Permit System (JCILPS) despite the ‘lack of logic’ in demanding ILP implementation. It has been unable to do much help in respect of Nagaland lately,” ANSAM president Seth Shatsang told Newmai News Network today. He said, “The Meitei community is fear of being swept over by non-locals migrating from other parts of the country. This is not going to happen at all.” “There is no ground to support such things. All in-

digenous communities will remain undefiled without ILP,” Shatsang observed. The ANSAM leader, however, stated that more railways and Asian highways are coming up shortly in Manipur and that the state needs a certain regulation to protect its people but not necessarily PMP which he claimed is not applicable to any extent. His comments came in the backdrop of increasing activities by the Joint Committee on Inner Line Permit System (JCILPS) which has imposed a 42hour state wide ‘public curfew’ beginning Thursday midnightto press for their demand of conversion of three ILP Bills into Acts. The Bills were passed by the Manipur Assembly on August 31, 2015. Shatsang said uncertainty is looming large concerning the Presidents’ assent required for converting the controversial Bills into Acts. He insisted that the contents of the Bills are not ‘qualified’ in any way and that a sub-standard language is used in it. “These Bills should not be expected at all. These

were forced to pass in the state assembly,” he said. While reiterating that the student body respects the ILP stir headed by JCILPS, he claimed that the state police often demands money from non-locals with menaces during such a public movement. “Non-locals are subjected to shakedowns and take money by the state corrupt police who eventually allow them to enter and stay in the state,” Shatsang claimed. He said the Constitution allows all bonafide citizens of the country to move freely and stay anywhere they like. “If JCILPS thinks Manipur is not part of India, they can impose restriction against nonlocals from entering the state,” he added. Shatsang expressed strong displeasure saying that the tribal communities were not consulted while preparing and passing the three ILP Bills following which tribal people were killed. “The government is saying the Bills intended to safeguard the indigenous groups. But while justifying

it, the state police are killing tribal people instead,” he rued. Meanwhile, Shatsang said the Nagas have their own distinct history and the neighbours should not oppose to the Framework Agreement signed between the Government of India and NSCN (IM) on August 3, 2015. “The peace settlement will be benefited by all neighbours of the Nagas. No one is going to take away the land. The Nagas, Kukis and Meiteis will have to live in their own land and nobody can snatch it away under any circumstances,” he said. He said the communities in Manipur need to strive for maintaining peaceful-coexistence as before and that the Nagas have their own principle of living together with other communities in peace despite differences. “We respect political aspirations, social foundation and histories of other communities. The Nagas also need the same respect from them too. We should always remain as good neighbours,” Shatsang said.

NEFIS condemns Tawang police firing DImapUR, may 5 (mExN): The North-East Forum for International Solidarity (NEFIS) today condemned the “police repression” in Arunachal Pradesh and submitted a memorandum to the Arunachal Pradesh Chief Minister, through the Resident Commissioner at Arunachal Bhawan in New Delhi. A press note from the NEFIS recalled that on May 2, two people were killed and many more injured, while protesting the arrest of Lama Lobsang Gyatso in Tawang. Lama has been a vocal opponent of hydropower projects in the Tawang region and secretary of the Save Mon Region Federation (SMRF), in the Mon-Tawang region of Arunachal Pradesh. The activists of NEFIS were denied permission to meet the Chief Minister, to get their demands heard regarding this issue, the

NEFIS said. It alleged that the killings are a “result of machinations by pro hydro-power lobby to construct dams in an ecologically sensitive region without any regard either for the region or the people protesting against it.” It alleged that the “police firing and brutal repression is due to state administration’s connivance with such corporate lobbies.” The NEFIS, in its memorandum, demanded that the government constitute an independent enquiry to investigate the whole incident including role of police officials, local politicians.They also demanded that the involved police officers along with SP, Divisional Commissioner and others be immediately suspended and “anti-people dam construction” be immediately stopped.

Shutdown hits Manipur Imphal, may 5 (IaNS): A 48-hour general strike called to demand justice for a man found hanging on April 26 disrupted normal life across Manipur on Thursday, officials and residents said. The Joint Action Committees of Kakwa in Imphal West district and Lilong in Thoubal district joined hands with the United Committee Manipur and All Manipur United Clubs Organisation to call the shutdown. The strike began at midnight on Wednesday. On Thursday, some activists were caught on camera smashing windscreens of many varieties of vehicles. Fuel stations and markets in the Imphal city were closed down. Passenger and other vehicles went off the roads.

Imphal may 5 (IaNS): The issue of reservation seems to have polarised the students of Manipur University here after the University Grants Commission (UGC) slashed the quota for appointment of teaching and non-teaching staff and admission of tribal students. While the Manipur University Tribal Students’ Union (MUTSU) launched a two-day agitation seeking revocation of the UGC policy, the Manipur University Students’ Union said a democratic form of agitation should be organised rather than unruly protests. MUTSU members had locked up the gate of the

varsity and disrupted classes to press their demand. But they faced opposition from student groups of other communities that urged the university authorities to follow the UGC policy in this regard. The Dean’s Committee of the university had endorsed the UGC policy on April 4. According to the UGC notification, quotas for appointments to the teaching and non-teaching positions and admission of tribal students were fixed at 15 percent for Scheduled Castes, 7.5 percent for Scheduled Tribes and 27 percent for the OBCs. Officials of Manipur

University said UGC policies are binding on all varsities that are funded by the central government. With the reservation issue rocking the campus, the Joint Students’ Coordination Committee (JSCC) has urged the authorities to take steps to ensure normalcy in the university. JSCC issued a statement saying that if the university authorities do not take steps to ensure that classes are held and the academic atmosphere is not vitiated, then the students’ outfit will take action on its own. In other words, the university may be heading for more trouble.

Amnesty demands inquiry into Tawang police firing NEw DElhI, may 5 (pTI): Amnesty International India today demanded Arunachal Pradesh government to conduct an inquiry into the killing of two protesters in police firing in Tawang last Monday. “Firing live ammunition into a crowd when there is no apparent threat to life amounts to excessive use of force. This loss of life cannot be justified,” Amnesty International India Senior Campaigner Abhirr VP (VP) said in a release here. “Any police personnel found to have used excessive force must be held accountable,” he said, adding that the Arunachal government must conduct an inquiry to punish the guilty. Newfangled Nagas: A Treatise on Contemporary Issues Tumbenthung Y Humtsoe University Of Hyderabad

P

icturesque landscape, vibrantly colourful people with rich traditions in songs and dances, the Nagas inhabit their ancestral land of majestic hills and beautiful vales. Culturally, ethically and on several counts, the present Nagas inherited richly from their ancestral fathers. On Naga egalitarianism, the writer Mr. Nag commented, “We talk of social welfare state, of social security and the like, but there is a society in which they have been in practice long before the most progressive countries of the west got any of such ideas.” Sadly, notwithstanding our past-inherited values and riches, we’ve gone to the extent of evolving ourselves into a rather disturbing, in my terms “Newfangled Nagas” (henceforth referred to as new Nagas). Novel developments are creditably worth welcoming if those are more superior and more welfare enhancing to the precursor they substitute. The new Nagas, however, are rather blatantly or speciously faring worse than the old Nagas. Slothfulness, untruthfulness, selfishness, morally-degenerated, etc. are the rules of the new naga with only handful being exceptions to the rule. In what follows, neither am I engaging in the age-old wrangle, ‘Are we faring better than our forefathers?’ nor am I denying the legitimacy of seeking interest in novel ideas and practices originating within or without. Also, I am writing this not to identify the off beams of our ancestors or to critically evaluate their routines. My humble endeavour is to provoke public reasoning in regard to the cons of the ‘new way of life’ we have embraced. As and when befitting I shall revisit the dying old virtues of our ancestors which we are so proud of, yet we are miserably failing to inculcate as we go about our day. Faced with the challenge of the intrusion of popular yet unhealthy culture, an attempt to reinvigorate traditional institutions and values needs no mention. Succeeding generations ought to be more progressive, i.e. change for better. Appreciating the emerging voice of the informed Naga intellects (thanks to social media for its facilitative role), one step towards that direction require the government (the parallel NGP’s as well) to encourage public reasoning, providing opportunities for citizens to participate in policy discussion and to influence public choice. In a time when ‘extra legal justice’ (even gun-point coercion) exists, the government should respond and engage when the youths, frustrated but not saying, “I’ll enter Under Ground and see that this ‘corrupt’ gets what he deserves,” but come out demanding for a just and fair society in a peaceful manner. The youth should never be allowed to lose hope in democratic process, and hence pick up violence. At the same time,

he true modern man, (which may include many educated Nagas), does not believe in the existence of a personal God. This modern man was produced after the Renaissance period (14th to the 17th century). Now, modern man’s dilemma is one where: Having rejected the existence of a personal infinite God, man has to wrestle with the question of whether he is then, A MACHINE or AN ANIMAL. Such a dilemma is to always live in a tension of knowing ones own humanity but unable to live out that humanity in all its practical dimensions of family life, social life, political life, economic life etc. But modern man’s dilemma has its roots in the Middle ages (5th to the 14th century). We shall therefore begin with the Middle Ages. 1. In the Middle Ages, the predominant theology and philosophy that held sway was that, in the fall of man, it was only the “will” of man that fell and not the “intellect” of man. In the preceding ages, of the Christian era and the old Roman world, the Biblical view

the youth should be aware of how easy it is to despair of our corrupt system and fall into the abyss of ‘frustration fueled violence.’Commenting on how West Bengal lost rank to other states in areas like health, literacy, higher eduation and research, Kaushik Basu, the current Chief Economist of World Bank wrote, “The failure of the state was an intellectual failure…” On that note, andas Nobel laureate Amartya Sen once wrote, ‘Silence is a powerful enemy of social justice,’ the Naga intellect and public ought to understand and ask ourselves and proactively engage in scribbling our own common history. ‘Abundance of Alcohol and Scarcity of Water’: On NLTP Act of 1989 Nagaland-under Nagaland Liquor Total Prohibition (NLTP) Act 1989 is pompously declared by our Government as a “dry state” (though the term is not coined by our Government). One wonders if it’s perhaps because our law sees that our ponds, rivers and lakes linger dry in most of the seasons of the year, and hence ‘dry state.’ In an inquiry conducted by Nagaland Post, it is reported that India Made Foreign Liquor (IMFL) worth approximately Rs. 20 to 25 lakhs were being transacted on a daily basis from Lahorijan, Khatkati and Bokajan areas of Assam to the state. The sheer figure (daily transactions) is disturbing but the real cause of concern is the whopping consumption that sustains such high daily transactions. Even if you’re among the fortunate few unaffected and not in tears, the evils and social cost of alcohol, and the miseries brought forth by water scarcity are quite blatantly overt in display for one to witness and be aware of. The endresult reality is ‘abundance of alcohol and scarcity of water,’ but the more disheartening part of the picture is that those concerned, abdicate to leave the dual problem as it is. Those concerned ranges from the government down to the church, the Hohos, and finally to you and me. Our forefathers never abuse but celebrated over rice-beer during fests. The new species that I alluded to earlier is squandering their money, time, talents, destroying families and their lives to alcohol. The magnitude of the problem demands immediate attention, and merits a thorough investigation and intervention. Against such backdrop, the ongoing discourse on NLTP is laudable. The present sorry state of affairs make many,citing economic reasons, argue in favour of scrapping the Act. However, after a serious thought, it appears more fitting to shift our discourse from ‘whether to retain or scrap the Act?’ to ‘Effective implementation of a revamped law.’ It is obvious that cost-benefit analysis will corroborate that the benefits-direct and indirect, quantifiable and unquantifiable will outweigh the cost of this needed was that in Adam’s fall, both the will and intellect of man fell in the fall. Further, the Biblical revelation as understood in that era, was that man was created by a personal God who created man in his own image. Man was therefore, not an animal or a machine but a personal being with a moral choice. The Biblical revelation further enlightened them that man- exercising that moral choice- fell both in the realm of the will as well as the intellect. It further held that salvation of man is a work of God, entirely un-dependent on man’s ability to work out his salvation through any “intermediary” like the Church or the Pope or man’s un-fallen intellect (Reason). But on the philosophical side, this Middle age theology that only the will of man fell in the fall gave birth to the philosophy that man, exercising his unfallen intellect, can reason out the purpose of his existence including the Universe. It is a philosophical position where man asserts that with himself as the reference point, man can built a universal philosophy that can explain everything under his

endeavour of effective implementation. Befitting enactment and effective implementation of laws, on the one hand can certainly create incentives for encouraging certain actions and on the other hand, can also create disincentives against indulging in certain anti-social actions. It is reasonable to think that the demand for liquor of the current magnitude will likely sustain blackmarket and smuggling. In that case, however, only those having the means can gain access to black-market, the high price (resulting from scarcity) excluding the poor, fortunately in their own interest and the society at large. The root of the problem also requires intervention of a sociological and psychological nature (instances of alcoholics switching to drugs in the event of successful total blanket ban by Women Hohos etc. are reported), and this is where the church has to actively involve. Laws certainly reflect the values and social commitments a state upholds, and as such Christian principles, ethical and moral implications, health issues, neighbourhood peaceful ambience etc. have to be considered in the discourse. More so, it is an obvious fact that at least every Naga parents (irrespective of one’s spiritual health, or even alcoholic parents) never wish their children to grow up as or to be ‘alcoholics.’ It is hard to ignore the glaring fact of untimely deaths contributed by sub-standard and adulterated liquors. However, this is a fall out of the loosely implemented Law and not because of the existence of the Law, which many like to say. A well-thought amendment of the Law is required to give legal basis and backing for NGOs like Mothers Associations, Students’ Unions etc. to help in ensuring complete blanket ban of alcohol. Besides, a person could be indulging out of frustrations caused by myriad reasons (…the current state of our economy, socio-politico ambience certainly has their bearings on this problem…). There is legitimacy in grumbling against the ineffectiveness of Excise Department or Police Department, but if we’re really serious about the issue we should ask ourselves, “why are they failing?” In passing, I’d like to opine that the Church which is quite influential in retaining the contentious NLTP Act should also render its help in implementation and spreading anti-alcohol movements (we see such initiatives in some villages). The problem requires a holistic and concerted approach and handling. And as the bestseller Superfreakonomics’ authors, Levitt and Dubner emphasised, sole supply side regulation (i.e., solely meting out punitive actions to sellers of alcohols) tends to be ineffective, demand side measure (say in the line of anti tobacco campaign) should be effected. In the absence of such, the law will continue to be known for its violation rather than for its adherence.

‘The Nagas now use lock and key’:On Coruption Surprisingly, for the first time in the history of census in Nagaland, we registered a negative decadal population growth rate of -0.47 percent during 2001-2011. By intuition as well as statistically, it is absurd to say that we’ve reached what the demographers call ‘population peak’-Statics shows our birth rate (22.1 percent in 2010) is much higher than our death rate (7.2 percent in 2010). The marginal decline in both the parameters over the decade does not corroborate what we’ve achieved (at least in numbers). This calls into question our ‘honesty’- a virtue which was once part of the identity of our ancestors. Impressed by old Nagas’ integrity, V. Edwin remarked, “the Nagas do not use lock and key.” This illogical statistics is a display of dishonesty at ‘Naga as a whole scale’ to the world, and to the academicians in particular. Siphoning off of public funds by those at the helm of power, down to the ‘tips’ (suppose to mean ‘to increase professional service’ but here it would mean ‘to increase personal salary, selfishly’) asked by Peons, the beautiful fabric of honesty woven neatly by our upright ancestors is tainted by the blot of corruption and dishonesty at all levels. One does not require an economist to explain that this kind of ‘rent seeking’ behaviour is counterproductive. The reality is that one family will be celebrating in style and with all religiosity over getting a job (…or for other reasons), while the other family to which the job rightly belong will be slogging in tears. It still echoes in my mind the thunderous applause that followed the statement of our college freshers’ day’s Guest of Honour, “…It’s a known fact that the money (Rs. 1 lakh) I am donating is public money...” Such applauses following such statements are common as though we are approving such acts of embezzlemts. It should prick our conscience that such applauses contribute in decipitating the degree of guilt-feeling of those corrupts, or contributes in repressing the guilt conciousness whenever it surfaces. Also, it will be a classic paradox if the students’ bodies voice for corruption, not realizing that they directly or indirectly sowed the seed of corruption by calling chief guests for cash. It’s true that cash are indispensable but there are one hundred and one ways to legitimately raise money, and not by expecting public leaders for cash. The degrading practice of calling Chief guest for cash reflects that we value cash above ideas. It’s time we understand and call someone to come and tell us how to fish, and not to come and provide us fish. (NOTE: the kind of givingof our forefathers-from sweats shed and honest means, and never from embezzlement is extolled). To a passing convoy of MLA’s and Ministers, it is common to hear people remarking, “the thieves…” The irony how-

ever is that the Naga MLA’s are the mirror image of the majority Naga electorates-selfish, who only wish and make every effort to leave only the crumbs for those outside their family, clan and tribe. The strategies employed by the candidates (vote buying, lavish food served with liquor, etc.) exhibits what matters to Naga electorates. Hardly, one will hear a candidate giving a speech on his plans to improve the infrastructure, socio-economic conditions of the concerned constituency simply because voters don’t vote on those lines. Why should they care to put their heads to think on those agendas and speak?It’s time we move beyond these ‘isms,’ and value honesty above clanism and tribalism. Itshigh time we stop stop saying, “so and so tribe have not become CM,” and start asking, “have we ever made an honest and capable person a CM irespective of his/her tribe?” Just as it is crucial to make the MLA’s accountable, it is as much important to ask on what basis we vote a politicianwhether on clan and tribal line, money, contract and job promises etc. or on our assessemnt of the candidates in terms of efficiency, integrity and capability. Community First: We ought to wake up to the glaring reality of issues and confront them squarely, before the flame of the aforementioned issues become inextinguishable. The marginalized poor obviously are feeling the brunt of these issues more, however, with the flames of these issues raging more ferociously day by day, it will be impossibe for the ‘privelleged’ to remain not feeling the heat for long. Our very own yet dying community first attitude and our old style of concerted approaches in solving common problems is indispensable in addressing the issues at hand. Revisiting our inherent general sense of social identity and priorities in order to affect our actions will contribute immensely in turning a new leaf. On the positive side, what seems to be illogical data set (about the decadal growth rate discussed above)may also mean we are becoming more honest (dishonest data responses in 2001, and more honest respones in 2011). If that is the case, which i choose to hope so, we are moving in the right direction. However, the ‘as though OK’ response to the CAG’s report of irregularities by the Civil Socities’ leaders is alarming. The seemingly inactive governemnt and opposition should be pressured to bring the ‘stealers of public money’ to book. Neither Angamis can live alone nor Lothas can, and neither ‘Aye’ can progress alone nor ‘Yepthomi’ can, its time we do away with parochial tribalism and clanism, andexercise our vote rationally, recruit on merit basis, and exempt bribes to not only one’s related ones but to all Nagas, and talk about progressing together as ‘Nagas’ and not praochially as Phom, Aos, Konyaks and so on… Kuknalim!

With this store house of man’s knowledge, by the time of Rene Descartes (1596-1650), he had declared: “ergo cognito, ergo sum”- I think, therefore I am! By the time of Immanuel Kant (1724-1804), he had declared: “One ought to think autonomously, free of the dictates of external authority.” Therefore, with regard to morality, Kant argued that “the source of the good lies not in anything outside the human subject, either

in nature or given by God.” By Darwin’s time (1809-1882), modern man thought he had found an answer to the enigma of his origins. In this discovery, modern man asserted that he had evolved from the animal to his present state through a struggle of “survival of the fittest.” (In reality, Darwin proposed just a theory and not a scientific fact. But the scientists of his day declared that it was a scientific fact and pursued it to proof it. It still remains an unproven theory till today) But in spite of all the unproven factors, from the time of Darwin onward, modern man began to look downward from himself to the animal world and the mechanical world to find a meaning of his existence. In this search he became trapped in mathematics and physics where he also became lost in a mechanical world of cause and effect in a closed system. In this mechanical universe, and going by his philosophical

premises, he found that he also had to inevitably admit that he himself is also just a cog in that machine. After all, when man becomes autonomous from God, where else could he go to find meaning and purpose for his existence? In the modern era (18Th century to the present), some philosophers like Kant (17281804) went on talking about some universal principles bereft of any moral basis or authority. But on the other hand, every modern philosopher had to conclude that in the area of morals, WHAT IS, IS RIGHT. For the truly modern man, morals become just a means of manipulation by society in the midst of the machine. It is not surprising therefore, that Karl Marx (1818-82) said that “Religion is the opiate of the Masses” or Rousseau (1712-78) saying that “Man is born free, but everywhere, he is in chains.” These men had become trapped in the ani-

n accordance with the National Policy of Education (1986) Government of India started Jowahar Navodaya Vidalayal (JNVs). Presently the JNVs are spread in 28 States and 7 Union Territories. These are co-educational residential school fully financed and administered by Government of India through an autonomous organisation, Navodaya Vidyalaya Samati. The objective of the scheme clearly mentioned the purpose of JNVs is to serve in each district as focal point for improvement of quality of school education in general through sharing of experience and facilities. Kiphire was awarded JNV in 2006. School was house in a building of Industry and Commerce department as a temporary arrangement, till a permanent school is built. For the construction of the school, land has been provided by Tutheze Village which is 18 k.m from Kiphire Hq. However till date not even a single pillar is yet to come up even after the lapsed of 9 years. This lackadaisical approach has push down Kiphire District under Category B. Lightening pace in how JNV Kiphire was ordered to be shifted to JNV Phek need thorough study as to what propelled JNV authority to shift JNV Kiphire in the middle of the academic year putting hundreds of Students Career in serious jeopardy. The manner in which it was done is appalling and beyond comprehension. As strange as it may sound, even the District Administration the sole custodian of the institution was keep in a loop by JNV authority about the development. The role of JNV is to fine gifted and talented students from rural area and to impart them quality modern education in a friendly environment to integrate them in national mainstream. Who otherwise due to lack of economic constraints will be unable to afford modern education. Instead of putting all resources available to give students quality education JNV authority was more interested in shifting JNV Kiphire to Phek under the pretext of lack of Facilities, infrastructure and burning down of office is obnoxious. Which the very authority did not care to address for the past 9 years. If JNV authority had genuine concern for the student’s welfare, as a result of abysmal facilities why even after lapsed of 9 years construction of school in yet to take off. To sound an alarm after sleeping over the matter after years of mismanagement does not portray JNV in good light. Their top priority should have been to execute work of new school building than to shift JNV kiphire in a whole new environment affecting students psychology. The argument off the Principal alleging District Administration not extending help does not hold water, evident from the fact District Administration was keep in dark, as a custodian of the institution had it been approached i'm sure alternative arrangements could have been made, insincerity and callousness of the Principal has seriously dented the faith of citizens in JNV. The reason event has done irreparable damage the moral of Students and Teachers. It has created anxiety and insecurity among students. Giving paramount interest over the numbers of Students than quality education by JNV authority is ignominious and drifting away from the very objective it endeavors to achieve in imparting quality education. I do not know of quality education getting compromised due to less enrollment of Students. It should have been vice-versa. Question that needs to be answered is why the incumbent Principal was allowed to overstayed for 4-5 months even after he was transferred out from JNV Kiphire without joining his place of posting. Thus allowing him heyday to run the institute as his personal enterprise/copyright without accountability. Was he allowed to stay just to complete the mission of transferring JNV Kiphire. It is unbecoming on the part of Navodayas vidayala samiti Regional office shillong without spot and physically verification, how can it blatantly issue order directing shifting of jnv kiphire, simply on the request of the principal, who was already transferred. Interest of the student should have been sarcoscant than the importance given to the principal wish of taking away jnv kiphire on his transfer. Burning down of JNV Office on 9th April 2016 should not have been the trigger and reason for shifting JNV Kiphire hastily rather JNV authority should have been conscientious of its duty and obligations towards students welfare. To endorse fire accident as a basis for shifting government institutions should be desist. Without this knowledge, we can only go round and round in circles of philosophy and science which can spin us into mental insanity! Revelation on the other hand is the personal God speaking into the mechanical and animal worlds to tell us who we really are in that world!

Robot that can perform ‘soft tissue’ surgery Dengue costs the world $8.9 bn annually

WASHINGTON, MAy 5 (IANS): A team of US doctors has shown for the first time that soft tissue surgery can soon be performed entirely by a robot on humans, putting surgery one step closer into the realm of intelligent machines. The so-called Smart Tissue Autonomous Robot (STAR) succeeded in suturing and reconnecting bowel segments in living pigs -- a procedure known as intestinal anastomosis -- and all the animals survived with no complications. The STAR robotic sutures were compared with the work of five surgeons completing the same procedure using three methods -- open, laparoscopic and robot-assisted surgery with the well-known da Vinci Surgical System. The robot’s time was longer than open and robot-assisted surgery but comparable to the laparoscopic procedure. The robotic procedure lasted 35 to 57 minutes, while the open surgery took eight minutes. By all other measures, the robot’s performance was comparable to or

better than the surgeons’. “No significant differences in erroneous needle placement were noted among all surgical techniques,” the researchers wrote, “suggesting STAR was as dexterous as expert surgeons in needle placement”. “The outcomes were surprising to us that consistence throughout performance was better than surgeons,” said Peter Kim, associate surgeon-in-chief at Children’s National Health System in Washington. “The goal again is not to replace surgeons but by having a tool like this and by making the procedures more intelligent, we can ensure sort of better outcomes for patients,” Kim added. While robot-assisted surgery is already used on patients, the execution of soft tissue surgery has remained entirely manual, largely because the unpredictable changes in soft tissues that occur during surgery, requiring the surgeon to make constant adjustments. According to Kim, they tweaked what the robot was doing about 40 percent of the time. The other 60 percent of the time, the machine did it by itself without any interference. “We are like expectant parents, we were, every single one of us, were watching very carefully,” said Kim. “But fundamentally proof here is being able to show that soft tissue surgery that could not be autonomously done can be done ... I expect that at some point this could be available to anybody and everybody,” he point out. Simon Leonard, computer scientist at Johns Hopkins University, was part of the team. “There’s a wide range of skills out there” among surgeons, said Leonard, who worked for four years to programme the robotic arm to precisely stitch together pieces of soft tissue.

NeW yORk, MAy 5 (IANS): Dengue imposes a whopping $8.9 billion economic burden every year on 141 countries and territories where active transmission of the disease has been identified, a new study says. “Our global estimates suggest that in 2013 there were a total of 58•40 million symptomatic dengue virus infections, including 13,586 fatal cases and that the total annual global cost of dengue illness was $8•9 billion,” said the study published in the Lancet Infectious Diseases journal. Dengue is the world’s fastest growing mosquito-borne disease, currently threatening about half the world’s population and leading to an estimated 60-100 million symptomatic dengue cases every year. The disease tend to hit hardest in the urban growth centres of endemic countries, like India, Indonesia, and Brazil. At an estimated

cost of $8.9 billion annually, the price tag for dengue exceeds that of several other major infectious diseases such as cholera, rotavirus gastroenteritis, canine rabies and Chagas, noted lead study author Donald Shepard from Brandeis University, Waltham, Massachusetts, US. Since it is transmitted by four distinct types of viruses, dengue can hit the same individual up to four times. In this way, dengue can literally break the back of local healthcare systems and lead to intensive associated costs, related both to medical care and lost productivity. The researchers took a comprehensive view to assemble all existing evidence to generate a systematic estimate of global economic burden. “The dearth of populationbased data for many elements was the biggest challenge of us. Red Bull Racing drop Kvyat for Verstappen

LonDon, MAY 5 (AFP): Red Bull Racing have dumped Daniil Kvyat from their driver line-up for the rest of the Formula One season and replaced him with teenager Max Verstappen, the team announced Thursday. The change comes four days after Kvyat crashed into Sebastien Vettel's Ferrari twice during the Russian Grand Prix. Kvyat will now drop down to Verstappen's seat in Red Bull's junior team Toro Rosso. "Max has proven to be an outstanding young talent," said team principal Christian Horner in a statement released to media. "His performance at Toro Rosso has been impressive so far and we are pleased to give him the opportunity to

drive for Red Bull Racing." Verstappen joins Australia's Daniel Ricciardo in the Red Bull garage for the remaining 17 races of the season, while Russia's Kvyat returns to Toro Rosso after being promoted to replace Vettel, who won four world championships with Red Bull, in 2015. "We are in the unique position to have all four drivers across Red Bull Racing and Toro Rosso under long-term contracts with Red Bull, so we have the flexibility to move them between the two teams," said Horner.
