The SN, according to its statement, attended the rally as a mere “invitee” and “along with other NGOs/ civil society organisations did speak demanding jus-

Mock drill on safety conducted

The Fire and Emergency Services, Kohima organized a mock drill on March 10 at Nagaland Police Central School, New Reserve Kohima. Each year the department selects a school for the training and mock-drill and an effort to teach the students and school staff for future safety. An important objective for the mock drill is to help them not just to save themselves but others too, stated S. I Thepfükranyü Kar. The mock drill divided the teams into 10 categories namely Awareness campaign, fire alarm team, evacuation team, search and rescue team, firefighting team, first aid team, site safety team, transport management team, media management team and fire management team. FM Azeto Tsükrü gave a brief instruction on the various type of fire and the type of extinguishers to be used. Fire is classified into

four types namely A-class fire, B-class fire, C-class fire and D-class fire. A-class fire are ordinary combustible materials such as wood, papers and textbooks and water type extinguishers are used in such kind of fire. B-class fire consists of inflammable liquids such as petrol, diesel, kerosene etc where foam type extinguishers are used to put off the flames. C-class fire consists of gaseous substances such as LPG gas, methane where CO2 extinguishers are used. D-class fire involves powder of combustible metals such as magnesium, alkali metals and here dry powder type extinguishers are used. At the mock drill, the students and the staff were made to run out of the rooms after an emergency fire alarm rang. Some of the teachers and students were assigned to evacuate and rescue the others. After the evacuation, the school was taught different processes of extinguishing fire, rescuing casualties and providing first aid.

The ISBT, located at Khensa Village just a few kilometers away from Mokokchung town was inaugurated by former Chief Minister, Neiphiu Rio at a grand function on August 3, 2011. However, bus and taxi operators are reluctant to shift to the ISBT from the main town, though the Mokokchung Municipal Council had issued few months back. Kiphire, located in the remote part of the state and headquartered at Kiphire town, the district is at an altitude of 896.42m (2,940 ft) above sea level and about 254 from Kohima, the capital of Nagaland. According to the official website of the district, Kiphire being located in the remote part of the state, public movement especially in times of medical emergencies is greatly hampered. The long felt need of the District to provide easy and quicker means of transport was fulfilled through the helicopter service, which

The helicopter service operated by the M/S Thumby Aviation Pvt Ltd, under the Government of Nagaland officially started its service on March 5, 2013. The Nagaland State Transport department is the nodal department for managing the service twice (Monday and Wednesday) in a week between Kiphire to Dimapur. The 328 Km KiphireDimapur routes, which require at least 12 hours of traveling on road vehicles now takes only 35 minutes traveling by helicopter. Passengers are of the view that the helicopter service should be made available

for Kiphire-Kohima. Interacting with this correspondence, Station Superintendent NST Kiphire, Thomas K Sangtam said that there are many passengers and many a times people are deprived for availing the seat as the helicopter can carry only nine passenger at a time with 5 kilogram of luggage. He is of the opinion that if the service is increased to three days a week, there will be still more passengers waiting to avail the service. He also disclosed that the passengers seek tickets much ahead of the service and in many cases at least a month time ahead of taking the trip. It was also informed

that the helicopter can also be hired at a rate of Rs 32000/- if any one wishes to avail for personal work but will have to give requisition from the head office in Dimapur. However, the problem with the service is, any time if the weather is not conducive it is cancelled or if there is any VIP duty, the requisition is diverted from passenger service. The Station Superintendent NST expressed the need of improvement of landing ground as the ground is not metalled and is dusty making it inconvenient for the passenger as well as in the neighborhood.

KolKata, March 10 (IaNS): Finding fault in India's Look East and counter-terrorism policies, experts here on Tuesday stressed upon India's significance in fostering regional cooperation in South Asia. Participating in a two day conference on 'Building Pan Asian Connectivity', the experts, however, exuded confidence of a change in the scenario following positive steps by Prime Minister Narendra Modi. "India's counter-terrorism policy has been criticised by experts on grounds that it concerns only mid and short term responses. Some of the experts have said that it is mired in systematic weak-

nesses with terrorists having the upper hand," said Julio Amador III, Deputy Director-General, Philippine Foreign Service Institute. "However, under Modi, counter terrorism is being seen as a key national policy and seems to give renewed attention to terrorism as a security challenge," said Amador. Observing that most ASEAN members have had problems in effectively collaborating in combating terrorism, Amador said India needs to be consistent in it counter-terrorism policy. "The onus is on India to coordinate with the ASEAN members to forge closure cooperation in combating terrorism. It also need to consistent in its counter

Lamenting the lack of connectivity and infrastructural deficiencies, Sanjoy Hazarika, director of the Centre for North East Studies at Jamia Millia Islamia wondered why the north eastern state governments were not made stakeholders in India's Look East policy. "There is a need for greater inclusive approach. We have extremely poor internal connections with the North East- not only in terms of rail, road or air

lynching incident in Nagaland, advocate Prashant Bhushan wondered whether there was something called "law and order" in the state. However, senior advocate B B Sanyal, appearing for the Naga Council, told the court that the council should be made a party to the pending litigation. "Without consulting us and without our guarantee, there will be no peace in Manipur," he told the court. A bench headed by Chief Justice H L Dattu impleaded the Naga Council as a party to the pending litigation and allowed Manipur standing counsel Sapam Biswajit to file response to the council's application.

ShIlloNg, March 10 (IaNS): Four policemen were killed and two others injured in Meghalaya on Tuesday when tribal militants ambushed a police team in South Garo Hills district bordering Bangladesh, police said. A group of heavily-armed militants of the Garo National Liberation Army (GNLA) attacked the policemen who were proceeding to Baghmara, the headquarters of South Garo Hills, in the Panda reserve forest. The rebels escaped with one AK-47 rifle, two INSAS rifles and one 9mm pistol. "Four police personnel, including Sub-Inspector Sombatsing K. Sangma of Rongara police station, were killed and two others were critically injured," Meghalaya Director General of Police Rajiv Metha told IANS over phone. The other police personnel killed were constables Tangseng Arengh, Lenin Ch Marak and Hemingstone Marak. Of the two wounded policemen, Metha said constable Baiti Sangma was critically wounded and had been airlifted to the North East Indira Gandhi Regional Institute of Health and Medical Science in Shillong. Warjri said the government announced an ex-gratia payment of Rs.7.5 lakh each to the next of kin of the policemen killed and Rs.1 lakh to the critically injured Baiti Sangma and Rs.50,000 to Arpon Sangma. The GNLA, fighting for a separate Garoland, is headed by Champion R. Sangma, a former deputy superintendent who deserted Meghalaya Police owing to alleged harassment by his superiors. He floated the GNLA in 2009. Sangma was arrested last year near the India-Bangladesh border in Meghalaya. The government terminated his services in July 2010.

'Arunachal will earn Rs 445 cr annually from free power' ItaNagar, March 10 (PtI): Arunachal Pradesh will earn revenue of Rs 445 crore annually as revenue from 12 per cent free power after the commissioning of three ongoing hydropower projects in the state, Chief Minister Nabam Tuki said today. Responding to zerohour discussion in the house by Independent MLA Paknga Bage, Tuki said the 110 MW Pare project and 600 MW Kameng project by North East Electrical Power Corporation (NEEPCO) were expected to be commissioned by this year and next year respectively. Work on the stalled on the 2000 MW Lower Subansiri hydro electric project would start soon, he said. All the power developers would have to give 12 per cent free power to the state, which would get annual revenue of Rs 17 crore from the Pare project, Rs 95 crore from Kameng project and Rs 333 crore from Lower Subansiri project, Tuki said. By harnessing all the hydropower potential,

Arunachal Pradesh could be a self-reliant in the power sector and immensely benefit other states of the north east, he said. Terming Arunachal Pradesh as the 'power house' of the country with 60,000 MW hydropower potential, Tuki said the state could meet 40 per cent power requirement of the nation. "Arunachal, which has been depending on the Centre for all development fund, could be a donor state in future if the hydropower potential of the state are harnessed scien-

tifically," he said. The state hydropower policy was in tune with the central policy and the consulting policies of other states of the country, particularly Himachal Pradesh, he said. ZUF demands Zeliangrong state DIluNg, March 10 (MExN): The Zeliangrong United Front 'rededicated' itself “to seek and strive for the creation of Zeliangrong state within the ‘Union of India’” which is “the dream of the Zeliangrong people”. This decision was reaffirmed during its 4th Raising Day on February 25, a press release from ZUF Information & Publicity Secretary L. Longmei stated. “Haipou Jadonang stood up against the exploitative regime of the British colonial power with the aim to establish ‘Makaam Gwangdi’ or Zeliangrong kingdom,” it stated. “Despite series of suppressive measures aimed to contain the Zeliangrong uprising, the Zeliangrong people reorganized themselves including arm wing. As a result the British tried to marginalize the Zeliangrongs by placing them under different administrative units. Later after independent of India, the Zeliangrong were further divided into three different states of Assam, Manipur and Nagaland, and even into different districts which further marginalized them economically, politically and socially,” ZUF stated. The Zeliangrong People’s Convention (ZPC) was formed considering the various predicaments and hurdles faced by Zeliangrong people in the 1980s under the leadership of Rani Gaidinliu and along with it the “people’s movement for Zeliangrong

homeland” was launched, ZUF informed. “ZPC consequently submitted various memoranda to the successive governments starting from the then Prime Minister of India, Indira Gandhi, Rajiv Gandhi and P.V. Narashimha Rao. In all these, positive assurances were given to the ZPC leaders. However, the demand for statehood has not been granted so far,” the release stated. Therefore the Zeliangrong United Front was formed on February 25, 2011 to continue the struggle for Zeliangrong state/homeland which was left unfulfilled by our past leaders, it stated. It informed that the Front had submitted a memorandum to the then Prime Minister Dr. Manmohan Singh demanding statehood for the Zeliangrong people and kin tribes on April 18, 2013. Similarly, the Front also submitted another memorandum to PM Narendra Modi on February 25 last. The Front appealed to the Government of India to grant “the genuine demand of the Zeliangrong people” at the earliest. ZUF also sought fullest cooperation from various neighbouring

10 NGOs blacklisted for misappropriation of funds New Delhi, March 10 (PTi): Centre has blacklisted 10 NGOs and issued show-cause notices to 87 in the last two years for misappropriating funds meant for social welfare, the Lok Sabha was told on Tuesday. “Show-cause notices have been issued to 87 NGOs and 10 NGOs were blacklisted,” Social justice minister Thawaar Chand Gehlot said while replying to questions. He said the ministry initiates action to blacklist NGOs in the event of proven misappropriation of funds. The deficiencies found during the review and monitoring process are mainly non-submission of utilisation certificates in time and inadequate book keeping by the grantee organisations. The maximum number of 17 NGOs which were served show cause notices were in Andhra Pradesh followed by Karnataka where 15 NGOs were given such notices, as per the data presented to the house by the minister. Uttar Pradesh ranks third with nine NGOs which were served show cause notices over the last two years. Stressing that surprise inspections are conducted by officials to ascertain proper functioning of NGOs, he said state government’s recommendation supported by inspection report of district officials is insisted upon while processing and releasing subsequent grants to an NGO.

Maruti Suzuki to recall 33,098 cars for door glitch New Delhi, March 10 (iaNS): Passenger car manufacturer Maruti Suzuki Tuesday announced a proactive inspection and replacement of the `right hand door latch assembly’ of 33,098 vehicles manufactured between December 8 and February 18, 2014-15. According to the company, the vehicles are 19,780 units of Alto 800 and 13,318 units of Alto K10. The company said that its dealers in the domestic market will contact owners of all the affected vehicles. “The dealer workshop technicians will inspect the condition and carry out the necessary replacement, free of cost,” the company said in a statement. “The problem was noticed on the basis of internal quality checks undertaken by the company. Accordingly, proactive action has been initiated in the interest of customers,” the statement said.

Reliance Industries India’s largest company by assets New Delhi, March 10 (PTi): Reliance Industries (RIL) is the country’s largest corporate with assets worth Rs 3.68 lakh crore, followed by state-owned Indian Oil Corporation (IOC) and mortgage lender Housing Development Finance Corp (HDFC). In a written reply to the Rajya Sabha, Corporate Affairs Minister Arun Jaitley said at the end of March 2014, RIL’s assets stood at Rs 3.68 lakh crore while that of Indian Oil Corp and HDFC was at Rs 2.52 lakh crore and Rs 2.25 lakh crore, respectively. In the list of top 10 corporates in terms of assets compiled by the Corporate Affairs Ministry, RIL and HDFC are the only two firms from the private sector. Other companies in the top 10 list are: Power Finance Corp (4th), NTPC (5), Rural Electrification Corp (6), Power Grid Corp (7), LIC Housing Finance (8), Steel Authority of India (9) and Bharat Sanchar Nigam Ltd (10). Power Finance Corp’s assets stood at Rs 1.94 lakh crore, NTPC (Rs 1.80 lakh crore), Rural Electrification Corp (Rs 1.53 lakh crore), Power Grid Corp (1.40 lakh crore), LIC Housing Finance (Rs 95,777 crore), Steel Authority of India (Rs 91,962 crore) and Bharat Sanchar Nigam Ltd (Rs 89,333 crore). The list is based on data from 4,15,886 companies, which had filed their balance sheets for the year 2013-14 till November 30, 2014. “The total reported value of the assets of all the 4,15,886 companies was Rs 117.08 lakh crore and the share of top ten companies in the total value of assets was 15.3 per cent on March 31, 2014,” Jaitley said.

Furthermore, only a miniscule number of them choose to return home, said the survey. “Indians spend about $6-7 billion every year in sending their children abroad for higher education. It is not just the elite but the middle class families as well who spend their life time savings to educate their children abroad,” Assocham secretary general D.S. Rawat

Insurance penetration, measured as the ratio of premium to Gross Domestic Product, was 3.1% of life insurance and 0.8% for general insurance in 2013, he added.

Income tax refunds of Rs.119, 000 cr pending for 3 yrs New Delhi, March 10 (iaNS): Income tax refunds of over Rs.119,000 crore are pending for the last three fiscals, starting 2012-13, Minister of State for Finance Jayant Sinha said on Tuesday. “Income-tax refunds amounting to Rs.1,19,964.13 crore relating to last three assessment years are pending as on March 5, 2015,” Sinha told the Rajya Sabha in a written reply.

The pending amount for the current fiscal so far is Rs.68,032.21 crore. It was Rs.43,963.42 crore in 2013-14 and Rs.7,968.51 crore in 2012-13. Processing, determination, issuance and encashment of income tax refund claims is a continuous process and a part of the outstanding refunds would, therefore, in the normal course also get postponed to next year, Sinha said.

Naga Hoho appeals DimaPur, march 10 (mExN): The Naga Hoho has expressed concern over the aftermath of the Dimapur incident which has attracted both national and international media. Expressing resentment that divulging the alleged rape case on the line of religion has been the objective of certain “unwanted elements”, the Naga Hoho appealed to all the media houses to “kindly refrain from screening the images of the incident since it is more or less like the adding fuel to the fire.” In a press release, Naga Hoho Communication Cell requested any writer, both individual or media houses, to contact the department concerned to get their facts correct since the high level inquiry committee has already swung into action to ascertain the fact both before and after the incident. Further, it appealed to all the stakeholders to let the law take its own course of action so as to judiciously deliver justice. Also, it appealed to all the regional digital media channels to “kindly refrain screening the clips since it is highly a sensitive issue in which person(s) against the peaceful co-existence of all religion, caste, creed etc, in Nagaland are at their best to sabotage these age old co-existence.”

Bullying the Weak Doesn’t Pay Thought-Provoking Questions: India recognizes the unique history and political rights of the Naga people. But will she ever exercise the political will to do what is just and right? What does God say? Read Nahum 1:1-15 Small people get trampled. That was what Assyria did to the people of God. In 722 B.C. Assyria defeated the northern kingdom of Israel and carried its people into exile. Almost 100 years later, the Assyrians returned to crush the weak and fragile state of Judah which was barely hanging on to her independence. At that time, Assyria reduced the kingdom of Judah to a puppet state and dragged off her king Manasseh with a hook in his nose to Assyria. Assyria remained a dominant power in the world for 300 years. Its capital city Nineveh seemed impregnable because it had a thick protective wall eight miles long encircling the city. Also, her troops were well-equipped and feared for their cruelty. Even so, Nahum predicted the downfall of Assyria, the most powerful nation of the world. Without fear, he stood up and boldly announced: “The LORD will not leave the guilty unpunished” (1:3). At last Assyria would taste the full suffering that it had inflicted upon other peoples, and there would be no one to feel sorry for her (3:18-19). In 612 B.C., Nahum’s prediction came true. The Assyrian capital Nineveh fell before the combined forces of Babylonians, Medes, and Scythians. Okay, so now what? Immediately after the Indian people became free from Colonial rule, the new Independent India resorted to using the same enemy’s tactics on the Naga people. She felt that the Nagas were too ignorant to decide their own future. She refused to believe that we could all stand together with equal dignity wherein each nation, large or small, has the right to determine its own form of government, free of outside interference or domination. So, when the Naga nation declared her independence a day ahead of India’s Independence, she sent her Armed forces to suppress our voices. Also, to keep us from becoming a strong pro-Naga independent movement, India has consistently used a divide-and-rule policy on us. So, how should we Nagas respond to this injustice? Should we still resort to violence as our old generation did in the past? Is it okay to pray for India’s destruction? The biblical response is not to use violence for violence or to even employ imprecatory prayers. Instead, we should do everything possible to help India do the right thing before God. One of these actions could be speaking out like Nahum, warning India against the danger of bullying because “The Lord will not leave the guilty unpunished.” Prayer: Lord, You may delay judgment, but You will never cancel it. Principles for Prophetic People

W

orking for peace and justice isn't easy. We live in a world predicated by greed and violence. Swimming against that stream isn't easy. It can be unpopular and lonely. Flannery O'Connor, paraphrasing a verse from John's Gospel, wrote: "You shall know the truth, and the truth will make you odd!"Sometimes we wonder if we're crazy. Sometimes even prophets need pastoral care. All of us have known people who have attempted to "win the world" only to have their own spirits wither, their vision blurred. Maybe not with such tragic drama— maybe they've simply stopped speaking out. Something has come undone in their lives. Maybe it's happened to you. In the Bible, prophets people arose from the most unlikeliest of places. They were often "ordinary" people, without special training, and often protested, saying they didn't have enough talent for the job. Much like people in our congregations. How do we resist that withering of the spirit? And how do we effectively work with and develop a corps of justice and peace advocates? What follows is a series of 10 pastoral principles for nurturing prophetic impulses in your congregation. 1. Decide where to start, not where to finish. One of our dilemmas is the inability to act on what they already know. It's as if we refuse to do anything if we can't do everything. Edmund Burke noted that nobody made a greater mistake than those who did nothing because they could only do a little. Sometimes we suffer from "the paralysis of analysis." Developmental psychology teaches us that most people grow into maturity one step at a time. Most children learn to crawl before they walk, and walk before they run. Dr. Martin Luther King Jr. himself once said: "If you can't fly, run; if you can't run, walk; if you can't walk, crawl. But by all means keep moving forward." People tend to start modestly, tend to make small steps and changes and choices and commitments. Don't disparage such modesty. It is on the basis of such concrete involvements that deeper commitment and analysis can grow. There's an old proverb that says: "I hear, and I forget; I see, and I remember; I do, and I understand." We live our way into new forms of thinking more often than we think our way into new forms of living. Well-educated people have a tendency, in the words of Dietrich Bonhoeffer, to "replace simple action with complex thought." It's so much easier to take a position than to take action. Pay more attention to where you're going to be concretely invested and worry less about where you'll eventually end up. The directional road signs come into focus only as you begin to move toward them. 2. Look for a community of conviction. One of our culture's most enduring myths is represented by the fictional character known as the Lone Ranger. It is the myth of the solitary, heroic figure who single-handedly confronts and overcomes the power of evil. That myth saturates Christian peacemakers as well. The most consistent problem we face is the sense of isolation felt by those committed to justice and peace issues. Being a part of a community of conviction functions like a "hothouse" does for plants, providing in much larger doses the kinds of elements necessary for growth in both our understanding and our commitment. There is also a rhythm to our lives, not unlike the rhythm of seasons. There are times when we are at full operating capacity, running at peak performance. But there are other times when we're not so fuel-efficient: times when we're more tired, less enthusiastic, less focused. It's at these points when a community of conviction can mean the difference between a slowdown and a breakdown. 3. Think globally, act locally. Thinking globally gives a fuller picture of cause-andeffect relations. Especially in an increasingly globalized economy, what happens a long way off has an impact close to home. But global analysis serves little purpose without some corresponding local action. It's more comfortable for some of us to think globally than it is to act locally. G.K. Chesterton once said: "Nothing is real until it is local." In saying that, he wasn't blessing or justifying this tendency in human nature. He was simply pointing out that that's the way most of us do operate. We usually don't react until something touches us personally. Thinking globally actually gives us the permission to

ecent developments within the power sector merit attention. The first of these is to do with performance of the coal sector and allocation of coal blocks. The second is about the focus on renewable energy and the benefits that can accrue to India. A third and a related point is about the structure of power institutions in the country and reasons why distribution companies (discoms) in particular and the power sector, in general, have under-performed. Also, what can be done to enhance its performance? All the three points are crucial to being understood if India is to enhance the competitiveness of its industry and the well-being of its people. It is interesting to look at this juncture at the dynamics of the coal sector. At present, the annual production of coal is close to 56 crore tonnes, according to the coal ministry. At the global level, this is just behind China (356 crore tonnes) and the US (90 crore tonnes) according to estimates for 2013 by the World Coal Association. The government plans to increase the production to 100 crore tonnes/year by 2020. It is clearly an uphill task from the historical point of view. At the time of Independence, India had a production capacity of three crore tonnes/year that increased to 21 crore tonnes/year in 1990-91 and doubled to 40 crore tonnes year in 2005-06. It has since increased to the present 56 crore tonnes. Doubling it to 100 crore tonnes will clearly be a monumental achievement if the government, along with the industry, can meet this target. do "small" things. We don't really have to tackle everything in the world, because we know there are lots of people out there doing their part, too. Acting locally keeps us grounded in reality, helps us "keep the rubber on the road." 4. Learn to name the poor. "Naming the poor" was the title of a sermon preached when a congregation opened a shelter in its facilities for homeless people. These guests are not just "street people," the pastor said. They each have names and unique personal histories. He urged members to "name" each person individually. Otherwise they would only remain faceless "objects" and abstractions. Care for and presence with the poor, the socially unacceptable, may involve charity work but is more than that. It also means speaking out for justice, attempting to shift the basic power dynamics which keep the poor in their condition. But even beyond the work of charity and the demands of justice, there is yet another reason for our involvement. We are to be with the poor to listen as well as to speak; to receive, as well as to give; to learn, as well as to teach. Those who suffer do need resources and advocates; but more than anything, they need relationship, friendship, built on mutual respect. Mohandas Gandhi wrote that "if you want something really important to be done you must not merely satisfy the reason. You must move the heart also." Our relationships are what will keep us going when the way forward appears dark. 5. Prepare for the long haul. Violence, and the injustice on which it is built, will never give way to a brief flurry of activity and enthusiasm. We need to prepare for a lifetime of conviction—along with a commitment to rear and shape the lives and generations that follow behind us. We have a great need to develop what the German theologian Dorothee Soelle calls "revolutionary patience." Such patience does not lull us to sleep. We stay engaged; but our barometer readings don't come from the daily paper and the evening news; nor are they dependent on the relative successes or failures of current political forces. We need to learn to plant dates and not just pumpkins, say the Brazilian theologian Rubem Alves. The latter can be planted and harvested in a single season; the former may not bear fruit in our lifetime. 6. Beware of compassion fatigue. The old-fashioned word is burnout. It comes from working too hard for too long with too little rest. It's important to keep in mind that compassion fatigue doesn't happen overnight. It builds over a long period, and it usually has at least two advance symptoms. The first is a loss of a sense of humor. If you find it harder to laugh, to play and to relax, then you may be headed for a breakdown. A volunteer in a Third World country got this warning from her colleague, a national in that country: "We are suspicious of those who have no sense of humor," her co-worker said. "If you cannot take time to laugh, even in the midst of all this misery, then we doubt that you have the patience to stay here very long." A second advance symptom of compassion fatigue is a growing sense of resentment. If you find yourself frequently complaining that other people aren't doing their part, that you're the only one that really cares, then watch out! If after every event you're more concerned with who didn't show up than overjoyed at who did, beware! 7. Be bold about the demands of the Gospel, but patient with people. Most of us find it difficult to live with the chasm separating the expectations we have of ourselves (and of others) and the recurring experiences we have of not living up to those expectations. Ours is truly a high calling; but also a low success rate. So we're tempted to either give up on the calling or on the results. That is, we begin to tone down the Bible's radical challenge to our ways of living, adjusting it to prevailing cultural standards, to more manageable expectations. Or, on the other hand, we become so alienated from people (and sometimes ourselves)—living lives overflowing with accusation, judgment and intimidation—that we lack any capacity to engage people in genuine dialogue. In your pastoral work be sure you don't confuse the integrity of the Gospel with your own agenda. Obviously you will have strong convictions. But always leave room for slippage. Never be too quick to assume that if someone disagrees with you they're

disagreeing with the truth. Sometimes people with relatively equal levels of commitment, intelligence and courage disagree on how to solve a given problem. Remember: In the end we are saved not by our merits but only by grace. 8. The Gospel is still a scandal, but not every scandal is the Gospel. Just because the Gospel is indeed a scandal, liable to provoke controversy, not every scandal and controversy is Gospel-inspired. Controversy and confrontation can be the occasion for transformation, for dialogue. Sometimes it can make a bad situation worse. Learning to distinguish the difference takes wisdom. Generally, we tend to be quite fearful of controversy. When controversy occurs, your ability to use pastoral authority depends a lot on whether you've earned the respect which authorizes your leadership. Some years ago I attended a workshop led by the pastor of a Baptist church in a small North Carolina town. He had recently convinced his congregation to join him in a march one Sunday in August, from his church's sanctuary to the downtown courthouse, to commemorate the dropping of the atomic bomb on Hiroshima. The group wanted to know how he was able to get his people to do this—an out-of-the-ordinary thing for a traditional Baptist congregation. "Probably a number of reasons," he said. "But I think it boiled down to the fact that for seven years I've been present with these people in their births, their weddings, their sicknesses and their deaths." His congregation knew he loved them, knew he saw them as more than objects in need of adjustment. As a result, he had been invested with leadership authority—in this case, to lead many on a path they had not previously traveled. 9. Expect miracles, or at least surprises! Don't assign too much weight to labels like "conservative" or "liberal." They tell you more about people's self-perceptions and culture than anything else. And don't "write off" certain groups, certain churches, certain parts of your city, region or country. Politically progressive people have an enormous bias toward cosmopolitan, urban and well-educated constituencies. Ours is an enormously class- and culture-bound movement. Do you remember the story in Luke's Gospel when Andrew came running up to his brother Nathaniel and said, "Nat, we've found the Messiah! He's from Nazareth." And do you recall Nathaniel's incredulous question: "Can anything good come from Nazareth?" In first century Palestine, Nazareth was the stick, the boondocks, where parochial, uneducated, unsophisticated, narrow-minded and uninteresting people lived, unlike liberal-minded, cosmopolitan, well-educated Jerusalem. Ever since Jesus came from Nazareth, there's no such thing as the boondocks any more. 10. Finally, remember the Sabbath, to keep it holy. What is it about "sabbath time" that God cautions us not to forget? First, remembering the sabbath is a regular, habitual reminder that everything isn't up to us. Prophetic types tend to get too serious about their work, have a hard time taking a break. There's so much left to do! Walter Rauschenbusch, the Baptist pastor and theologian most associated with the early 20th century "Social Gospel Movement," once wrote to a Methodist colleague who had confided that he was thinking about leaving the ministry because of his denomination's resistance to change: "It is not sin," Rauschenbusch chided, "to leave some things to our children, and to God." Sabbath time is when we slow the hands and the mind in order to do a different kind of work: that of opening ourselves to a renewal of vision regarding the deepest character of life. "The paranoid and the mystic share much in common," said Matthew Fox. "Paranoid persons believe there is a conspiracy in the universe against them; mystics believe there is a conspiracy in the universe on their behalf." In the midst of sabbath discipline we have our imaginations reshaped; we rediscover and reaffirm Who, finally, is in charge around here! More than at any other time, this is when we are finally able to say with conviction: No, that's not the way things are; no, I won't get used to it; and no, I won't live my life accordingly. Recent development in power sector and India's competitiveness Amit Kapoor IANS tailed mine-wise plans being drawn up for Coal India Limited, a near monopoly miner in India. A setback to the sector came in the form of cancellation of licenses to 204 coal blocks by the apex court last September. The ministry is solving this by conducting e-auctioning of blocks. The first round had 18 mines with combined extractable reserves of nine crore tonnes going on auction. Post that, a second round that started on March 4 was also quite successful with some 15 mines going on auction. These together have been able to rope in more than Rs.1.57 lakh crore of benefits over the next 30 years for the various mineral-rich states where the mines are located. The process seems fair and transparent and seems to bring India closer the target set for coal production over the next five years in addition to revenue benefits to states. Another major development recently was in the renewable energy space when the NITI Aayog came up with its first report titled "India's Renewable Electricity Roadmap 2030 Toward Accelerated Renewable Elec-

tricity Deployment”. The report made some interesting points about the need to realign the power policy with what the renewable energy sector is witnessing at present and come up with a new renewable policy and law. The report and its findings find much more relevance in the present ambitious scenario set by the new government. For both wind and solar energy, targets have been increased from 20 GW of solar power (by 2022) to 100 GW (by 2019) and from an additional 15 GW of wind power (during 2012-17) to an additional 40 GW (by 2019). Both these found mention in Finance Minister Arun Jaitley's budget speech. Other recommendations included: support mechanisms for compliance and timely implementation of renewable energy; and RE grid integration and more efficient grid operation. These recommendations are apt considering that in spite of various reforms, renewable energy in India's energy mix is still lesser than 15 percent of the total production. Another issue in the power sector is

the structure of power institutions and low realizations, particularly by the discoms. The combined losses to the sector, according to a recent World Bank report are close to Rs.350 billion ($5.5 billion). To put that number in perspective, it's five percent of India's GDP! The World Bank report also points out to two bailouts one in 2001 of the order of Rs. 35,000 crore and another a decade later of the order of Rs. 1,90,000 crore. The report also casts doubts over electricity access and mentions that one out of four people in India do not have access to electricity. These statistics show the fragile nature of the sector. Several possible reasons are given for the underperformance of the sector prominent among which are: political interference and structure of institutions particularly lack of unbundling. Also, lack of corporate governance, power theft, and inability of distribution companies to collect revenues are cited as the reasons for losses. Keeping in mind the above-mentioned developments, we feel the sector, as a whole at present, needs reforms in structure and accountability from state institutions, which the central ministry seems keen on. These recent developments seem to be beneficial to India's long-term growth and competitiveness especially the good news on coal auctions. More such happenings in the economy will help India revive growth and get back on track to fulfill the promise that the present government had made to the people before assuming power - 24X7 power for all. ith a population of more than 125 Crore, the contemporary India yearns for another opportunity to become a global leader. Looking at our credentials of democracy, diversity and tolerance, many look upon us as the future of the world. But rural-urban divide and noninclusive lop sided development remain a matter of concern.While Silicon Valley in USA thrives upon the innovative minds of Indians, back home the country has no credible research and development (R & D) and innovations to boast about. Similarly, Indians constitute 5 % of doctor workforce in USA (and 20 % of its International Medical Graduates). Indian health workers are also the pillars of medical services in Middle East. In contrast, in India we continue to struggle with health challenges. With a massive population load and gross national income per capita of $3,900, India spends just 4.1 % of its national budget on health. It has one doctor for 1700 citizens (W.H.O. says the optimal number should be 1:1000). Cuba has 6.7 and America 1.5 doctors for their 1000 population. With its gross national income per capita of $54,000, USA spends about 18 % of its budget on health. However, this is not to say that everything is in perfect shape in USA. In fact, many experts feel that American health system is ‘broken’ due to its inability to provide health careto millions of uninsured people. With this background, let us study the basic health care delivery models that are prevalent in the world. The most prevalent service model is ‘Out of Pocket. In India, we may not have any problem in understanding this concept: You are responsible for footing the fee and bills to the doctor and/ or hospital. Well, many will say, the government does provide free universal health care to all its citizens. That is true. India claims (unlike USA, as we shall see below) that anyone can visit a government healthcare facility and avail treat-

ment literally free of cost. However, in actuality, the government health facilities are dilapidated, over-crowded and dysfunctional thanks to poor work ethics, chronic absenteeism and corruption, thereby limiting the access for a large chunk of population. Contrast this with Britain’s National Health System (called Beveridge Model). Here, the government provides you the health care through its government doctors, clinics and hospitals. The private medical sector is negligible. Everyone is eligible to choose a General Practitioner (G.P.) who is your primary doctor and avail medical care free of cost (the care is free at the point of use).The government will pay your bills. In communist Cuba, hailed by many as the successful model for a developing world, the same system is seen in extreme form: the whole health care system – be it clinic or a pharmacy- is owned by the government. No doctor is allowed to have a private practice. However, Canada also provides a universal health care to its citizens, but in a different way. The government provides every citizen a health insurance (National Health Insurance model). The patient can choose to go to a private clinic or a government doctor or facility. Germany has a slightly different system. The government mandates a health insurance for everyone, and that is provided by the employer. The employee also contributes a part of that. But the whole system is created not to make profit and must cover everyone, even if unemployed. The above models are typical examples of what we call Socialized Medicine, where government pitches in to provide subsidies through taxation. In other words, these are public-funded health care programs. When it comes to USA, the concept of universal health care becomes fuzzy. According to Institute of Medicine, USA is an exception among the developed

countries that does not provide a universal health care.Here the government hardly runs any health care centers (except a few county hospitals administered by county governments. One famous example is Cook County hospital in Chicago). For majority of people, health care benefits come through their jobs. In other words, your employer will buy you a private health insurance. You also pay a portion of that premium per month, though. The companies that issue health insurance are called Health Maintenance Organizations (H.M.Os) and they are for profit.But if you become unemployed or operate your own business, you have to buy your own private health insurance. However, for army men, the government provides healthcare through government –owned and operated facilities (Department of Veteran Affairs). For senior citizens (more than 65 years of age), the government runs Medicare insurance scheme and thus bears the costs of their medical bills (Canadian system). Thus it is obvious that India has a mixed system where the government pledges to provide health care, but is unable to meet the demands. The private health sector is robust but the poor and the needy may not be able to use the services for want of money. How do we strengthen the health care system in India, then? We need to increase access to affordable and quality health care for everyone. India needs to increase its budget share on health, particularly preventive and primary health care. In addition, we must produce more doctors and para-medical forces. Instead of running the health facilities itself, the government will do well to broaden health insurance to its citizens and put good regulations in place so that through private sector, it can provide much needed health care to its citizens. ince the budget is out of the box, let us open the gift-wrapping and discover what is in store for us, especially the middle class salaried or selfemployed, more so while returning our income tax in the next financial year. The tax slabs have remained the same, but the Finance Minister has managed to tweak it here and there, making it friendlier for the tax-paying citizens. These changes will be effective for the next financial year i.e., April, 2015 to March, 2016. • Sukanya Samriddhi: In the Nations effort to secure the future of our girl child, any contribution to Government sponsored Sukanya Samriddhi scheme for your girl child will be exempted under Section 80C of the Income Tax Act of 1961. Not only that, the interest earned and the withdrawals made will be exempted from any income tax. This is a positive sign and will definitely encourage one to contribute more towards the girl child’s future and in turn, ensure the future of our country. • Health Insurance: Earlier, under section 80D, for any contribution made to your health insurance, the limit was 15,000 per annum, per family. With the increase in our healthcare expenses, the tax exemption ceiling has been increased to Rs. 25,000, and for senior citizens, the cap of the exemption has been kept at Rs. 30,000. Earlier, it was 20,000. This is a welcome change and has been appreciated widely. • Medical Expenses: Expenses incurred on certain pre-prescribed medical conditions are exempted under section 80DDB. For very senior citizens (persons of more than 80 years of age), the exemptions have been increased Rs. 20,000 more thousand to Rs.80,000. Also, submission of the prescription from a specialist Doctor will be considered a valid document to support a beneficiary cause. Earlier, the beneficiary was expected to produce a certificate from a designated government doctor. This will cut the red-tapes for sure. • For the differently abled: The government has given tax respite under Section 80DD and 80U for the treatment of differently abled and also for their nursing needs. The earlier limit was Rs. 50,000, and for severe disability, the exemption was Rs. 1,00,000. Both have been increased to Rs. 75,000 and Rs. 1,25,000, respectively. • Contribution to Pension: Any contribution to ones pension was exempted up to Rs. 1,00,000 under Section 80CCC. But in the coming financial year, it has been increased to Rs. 1,50,000. But, the upper cap of tax exempted limit under Section 80CCE had remained unchanged at Rs. 1,50,000. • New Pension Scheme: Contribution to NPS will be exempted under section 80CCD under Income Tax Act of 1961. And the limit is at 50,000. This government scheme was supposed to act as a back-bone for its contributors to have a smooth life in their later years. But experts are divided regarding its performance. I will analyse it in this column in coming weeks. • Transport allowance: For long the transport allowance of the salaried class was Rs. 8,00 per month. With the escalating fuel prices in the last decade it can’t remain the same and has been rightfully doubled. The new exemption limit is Rs. 1,600 per month, therefore, Rs. 19,200 per annum. • Swachchh Bharat/ Clean Ganga: Any amount contributed to Swachchh Bharat Kosh and Clean Ganga Fund will be deducted from one’s total income and will be given a 100% exemption from paying any income tax under Section 80G of the Income Tax Act.

ike many others of her age, 15-year-old Aastha Sharma, a Class 10 student at a private school in India’s capital, New Delhi, loves being outdoors, going for walks with her friends and enjoying an occasional ice-cream. But the young girl can’t indulge in any of these activities. Chronic obstructive pulmonary disease (COPD), a lung disorder likely caused by Delhi’s heavily polluted air, has severely cramped the girl’s lifestyle, confining her mostly to her home. For the past three years, Sharma’s life has been a whirligig of doctors’ prescriptions, missed social outings and a restricted diet that does not include most of her favourite foods. Along with books and a lunchbox, she also packs a nebulizer in her satchel daily to ward off the wheezing attacks that she has now come to dread. “I’m sick of the endless do’s and don’ts I have to follow. When will I be able to lead a free life?” the teen wonders. Many other youngsters in Delhi are asking the very same question as they grapple with the effects of rampant air pollution in this city of 18 million, believed to be world’s most polluted. Particulate matter: a deadly matter Greenpeace India, an environmental NGO, recently released findings of its air quality monitoring survey highlighting how poor the air was inside five prominent schools in the capital. “Air pollution levels inside Delhi’s schools are alarmingly high and children are consistently breathing bad air. The new government needs to acknowledge the severity of air pollution in the city,” said Aishwarya Madineni, a campaigner with Greenpeace. Another study conducted in 2014, which monitored 11,628 school-going children from 36 schools in Delhi in different seasons, found that every third child in the city had reduced lung function because of particulate pollution. In a report submitted last year to the Supreme Court, the country’s Environment Pollution (Prevention and Control) Authority urged the apex court to order all schools in Delhi to shut down on days when air pollution levels posed a threat to public health. Studies by the United States’ Environmental Protection Agency (EPA) point out that when children are exposed to particulate matter – a complex mixture of acids (nitrates and sulfates), organic

The International Agency for Research on Cancer (IARC) classified particulate matter pollution as carcinogenic to humans in 2013 and designated it as a “leading environmental cause of cancer deaths.” “Apart from mucous membranes and nasal cavities, air pollution also severely irritates eyes and skin. Exposure to high levels of pollution can lead to serious health [issues] in the long run,” warns Dr. Abha Sood, a senior consultant oncologist at the New Delhi-based Max Hospital. Mothers’ exposure to pollution for prolonged periods, adds the specialist, can lead to malformation of organs in newborns. “[Particulate Matter] of less than 10 micrometers in diameter (PM 10) is particularly insidious as it gets lodged deep inside the lungs and penetrates the bloodstream, heightening a person’s vulnerability to cancer and heart disease,” she explains.

The report also advised that cars older than 15 years be taken off the city’s roads and air purifiers installed at crowded markets; it also called for a crackdown on the burning of trash. However, the implementation of these measures has been patchy at best, say health activists. Worse, vehicle ownership in India is projected to hit 400 million by 2040 from the current 170 million, says a joint study by the Energy and Resources Institute at the University of California, San Diego, and the California Air Resources Board. This could result in a health crisis – a three-fold increase in PM 2.5 levels and a five-fold increase in poisonous, highly reactive gases emitted by cars and trucks, the study predicted. The economic cost of pollution is already proving to be a heavy burden for Asia’s third largest economy. nternational Women's Day is celebrated worldwide to mark and honour women all over the world. The UN drew global attention to women's concerns in 1975 by calling for an International Women's Year. The UN General Assembly then invited member states to proclaim March 8 as the UN Day for Women's Rights and International Peace in 1977. Officially, the United Nation General Assembly has launched different themes each year to celebrate Women’s day. And the UN theme for International Women's Day 2015 is "Empowering Women, Empowering Humanity: Picture it!" Along with the rest of the world, I would love to celebrate this Women’s Day by spreadingawareness andeducating Naga women in the field of politics, education, workplace and living in a society free from violence and discrimination.In general and simple language the word empowerment means that both women and men can take control over their lives: set their own agendas, gain skills, increase self confidence, solve problems and develop self reliance. Similarly, women empowerment means creating an environment where women can make independent decisions on their personal development as well as shine as equals in society. Women want to be treated as equals in all fields and this can happen only if we set up various means for the empowerment of women. Much progress has been made to protect and promote women’s rights in Naga society in recent times. We see Naga women in almost all sectors like commercial establishments, teaching in various institutions, campaigning and taking active part in social issues, toiling hard in the fields etc. However, we see that women are still struggling to gain equal platform alongside men in many areas of their lives. They are lacking behind men in various areas of social and political life. Rosemary Dzuvichu, a human rights activist and a gender consultant, observes that the customary laws and practices havebeen the biggest stumbling block for women’s empowerment, both politically and socially, in Nagaland. Also in one article titled “Women status in Naga Society” written by Khrukroku Vero, she discusses on issues related to crimes against women and several other harmful traditional practices. She points out that the root cause of violence and crimes against women are directly or indirectly related to our cultural practice. She also specified that only through legislative measures likeempowering women and giving them more rights, where both genders respect each other’s right will there ultimately be a harmonious society. I strongly agree on their remarks made on the status and condition of Naga society and women in particular. Nagas need to come out of that old comfort zone and mind-set and try to embrace the new ideas and principles that connect to the present situation. The need to preserve our tradition and culture is important, but sticking to the traditional system of beliefs every time might not be appropriate to the changing trends of our society. A Naga author Toshimenla Jamir, in her book titled ‘Women and Politics in Nagaland Challenges and Perspective’;talked about the important roles played by traditional institutions in socializing boys and girls into gender specific roles, and the existing features of strict norms and attitudes of patriarchy affecting the status of women in Naga society. With the help of various facts and figures she portrayed the status of women and politics in Nagaland. She noted that even after more than fifty years of modern democratic electoral system in Nagaland, no women have succeeded in making entry into the portals of the State Assembly. Her concluding remark was that not only women but the entire society including the men folks need to be gender sensitized. Naga women should incorporate strength, value their femininity, gain courage to achieve equality, fight for their rights and speak out against discrimination and change the society for the better.I agree with her and strongly feel that Naga women are educated and capable of achieving all these in the near future. We just need to gather strength and courage to raise our voice in the society. In the book ‘Labour & Development, Vol. 19, No. 1’,EllinaSamantroy, in her paper ‘Engendering Women’s Work in North- East India’ tries to analyse the reality of unpaid work, and several problems affecting the social, economicand cultural lives of both men and women in north east.Her concluding remarks on female work participation suggest that women’s contribution to development is seriously underestimated, and thus its social recognition is limited. Her findings show that there are so many things that women are capable and worthy of, but many factors underestimate and curtail the development and growth of women in the North- East India. With regard to work and literacy concern, women are economically productive and it has been observed that there is hardly any work that a Naga woman does not do. In Nagaland the literacy rate as per the census report 2011 is 79.55 percent, where male literacy stands at 82.75 percent and female literacy at 70.01 percent. However in the Work Participation Rate (WPR) status majority of the States/ UTs have shown increase in the year 2001-2011: with highest increase rate in Nagaland (6.6 pp). Females WPRin 2011, shows Nagaland under Top 5 States/UTs, with 44.7, second to Himachal Pradesh 44.8. However various measures need to be adopted for equal participation of women fully across all levels. The Women’s Empowerment Principles — Equality Means Business initiative, launched in March 2010, by United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) and the United Nations Global Compact came up with some important principles which we can all look up to for guidance and inculcate such principles in our own work place. Hence, women empowerment can be understood truly, only if the mind-set and attitude of the people in our society changes. By changes I mean not only in the attitudes of women themselves, but also the mindset of the men in learning to understand the responsibilities and importance of equality and equity. NeW DelhI, march 10 (IaNs): The Lok Sabha on Tuesday passed the contentious land acquisition bill amid a walkout by opposition parties even as the government moved nine amendments to address concerns raised by farmers and civil society activists. The proposed legislation removes the need for obtaining the consent of landowners and carrying out Social Economic Assessment (SIA) for acquiring land under certain categories -- precisely the provisions which had raised the heckles of critics. Rural Development Minister Birender Singh, who took potshots at the Congress, his former party, moved nine amendments, which were adopted by voice vote. Two fresh clauses were also added to the bill, which will now be taken up by the Rajya Sabha where the government is in minority. The Congress, which had moved a number of amendments -- all were negated -- demanded that the bill be sent to the Standing Committee. When this was not accepted, its members walked out even before the voting. CPI-M, CPI and Samajwadi Party members did the same. "They have not accepted even a single amendment proposed by us. This bill is antifarmer. So we are walking out," said Congress leader of the house Mallikarjun Kharge. The Biju Janata Dal, which withdrew the amendments moved by its members, also walked out minutes before the voting. The Right to Fair Compensation, Rehabilitation and Transparency in Land Acquisition, Rehabilitation and Resettlement Bill, 2015 faces a tough call in the Rajya Sabha. Opposition leaders in the upper house have already hinted that they would try and send the bill to a Standing or Select Committee. The government has an option of calling a joint session of both houses to pass the bill, which the opposition says favours corporates at the cost of farmers whose land will be taken away for business and infrastructure projects. The bill replaces an ordinance promul-

gated by the government in December last year which amended the earlier law passed by the Congress-led UPA in 2013. Civil society and farmers' organisations staged a major protest here in the last week of February against the bill. Apart from the Congress, the Trinamool Congress and the Communist Party of India-Marxist also demanded that the bill be sent to the Standing Committee. But this was voted out. The nine amendments proposed included one that the government shall undertake a survey of its wasteland, including arid land, and maintain a record containing details of such land. One amendment said land shall be acquired up to only one km on both sides of designated railway lines or roads for industrial corridors. Hitting out at the opposition, mainly the Congress, Birender Singh said certain parties opposing the land bill have been selective while espousing farmers' causes. Amid uproar by opposition parties, he said: "You don't have the courage to say the right things." "When farmers are being looted in Haryana, then it doesn't matter," he said, in an apparent refernce to the time when the state was ruled by the Congress. "This can't go on." "The party which has created the biggest ruckus over this bill ruled the country for nearly 50 years. During this time, the number of people dependent on agriculture went down from 70-80 percent to 60 percent," he said replying to the nearly eight-hour-long debate in the lower house. BJP member Prahlad Singh Patel earlier said: "Whatever issues were there, we have corrected it with amendments. We should all ensure that poor farmers don't lose anything." Gaurav Gogoi of the Congress said the bill passed in 2013 ensured equal rights to everyone. "If there was anybody who was walking shoulder to shoulder with farmers, it was Rahul Gandhi... You sacrificed farmers' interests for corporates. The amendments are just cosmetic changes."

His son Vikas Yadav was convicted of the murder of Nitish Katara, a bureaucrat's son, and is currently in jail.

NeW DelhI, march 10 (IaNs): Rajya Sabha member T.N. Seema on Tuesday said a special sitting should be called to discuss the issue of violence against women in the country. Raising the issue of an Indian student being denied admission in a German university due to the number of rape cases in India, Communist Party of India-Marxist (CPI-M) member Seema said that Indian men are portrayed as rapists in the minds of foreigners. "It is shameful that the image that has been created is that all Indian men are rapists. There is only one way to get rid of this image, to tell the world we don't compromise on the issue of rape," Seema said. She pointed out that rate of conviction in rape case was less than 25 percent. "It is because victims get hostile, there is not enough evidence or witness. But the victims are not to be blamed," she said. Even in the Uber case, the woman has said the lawyer is asking irrelevant questions... despite law, why is this happening? Is our police system and judiciary weak? There is no speedy justice, she added. There should be a special sitting of parliament to discuss this, Seema said. Several members supported her demand.

Designed by the Bulletin, founded in 1945 by University of Chicago scientists who had helped develop the first atomic weapons in the Manhattan Project, the infographic tracks the number and history of nuclear weapons in the nine nuclear weapon states. The Nuclear Notebook Interactive Infographic provides a visual representation of the Bulletin's famed Nuclear Notebook, which since 1987 has tracked the number and type of the world's nuclear arsenals. Having reached a peak of over 65,000 in the late 1980s, the number of nuclear warheads has dropped significantly to a little over 10,000, but more countries now possess them, it shows. According to the infographic, the United States and Russia both have about 5,000 weapons each. France has 300, China 250, the United Kingdom 225 and Israel 80. North Korea has only conducted nuclear tests in 2006, 2009 and 2013. "I don't think people truly understand just how many of these weapons there are in the world," said Rachel Bronson, executive director of the Bulletin. mumbaI, march 10 (PtI): In a setback to Congress vice president Rahul Gandhi, the Bombay High Court Tuesday dismissed his petition for quashing a defamation case against him for allegedly blaming RSS for the assassination of Mahatma Gandhi. Justice ML Tahaliyani rejected Rahul's petition seeking to quash the complaint filed by RSS activist Rajesh Kunte before a magisterial court in Bhiwandi in Thane district claiming that the Congress leader had said at a rally during last year's Lok Sabha poll that a worker of the saffron outfit had killed Mahatma Gandhi.

In his complaint, Kunte, secretary of the Bhiwandi unit of RSS, had alleged that Rahul told an election rally at Sonale on March 6 that "RSS people killed Gandhiji". He said the Congress vice president had sought to tarnish the reputation of the Sangh through his speech. Following the complaint, the magistrate's court had initiated proceedings and issued notice to Rahul directing him to appear before it. The Congress leader then approached the High Court seeking exemption from appearance and quashing of the complaint. Rahul's lawyers argued

that the complaint was motivated and malafide and deserved to be quashed. They argued that no case was made out against Rahul and the criminal proceedings initiated against him were part of the BJP's election campaign. The prosecution had opposed the petition and argued that Rahul can plead his case and lead evidence during trial before the magistrate. The High Court today dismissed the petition and refused to grant stay on its order to allow the Congress leader time to appeal against it in the Supreme Court.

'National Health Policy draft anti-people, promotes privatisation' KolKata, march 10 (IaNs) Slamming the draft of the National Health Policy 2015 as "anti-people", a national socio-medical voluntary organisation on Tuesday accused the central government of promoting "privatisation, commercialisation and commodification" of health in India. Representatives of the Medical Service Centre termed the draft of the policy put up by the health and family welfare ministry as one "assisting the private industry to sustain and thrive". According to the ministry, however, the policy is designed to provide clarity on the most critical health care issues and

"By giving extraordinary weightage on the private health care sector for ensuring secondary and tertiary care, the government is assisting private industry to sustain and thrive." "In the first and second National Health Policies of 1983 and 2002, we observed invitation and encouragement to private sector. As race for UN chief begins, new campaigns demand a woman UNITED NATIONS, MArch 10 (AP): At a private working lunch for the five most powerful members of the United Nations Security Council, the conversation turned to the question of the next U.N. secretary-general. A European ambassador reminded colleagues of a General Assembly resolution nearly as old as the 70-year organization itself, a guiding document for a selection process for U.N. chief that has remained secretive and almost completely male. The January 1946 resolution says a “man of eminence and high attainment” should hold the post. Perhaps, the ambassador suggested, some might want to add the words “or a woman.” No doubt. Just three female candidates have been included in past closed-door votes and straw polls that the Security Council has used to make its choice for decades, but now two campaigns are launching to make sure the next “Your excellency” is a she. “There have been eight men and no women. To me, it’s time,” said Jean Krasno, a lecturer at Yale who leads the new Campaign to Elect a Woman Secretary-General. You are prone to chronic hair-pulling TOrONTO, MArch 10 (IANS): Finding a way to reduce your boredom or frustration can help you push aside hair-pulling and other body-focused repetitive behaviour, new research says. Individuals who get easily bored, frustrated or impatient are more inclined to develop body-focused repetitive behaviors, the findings showed. “Chronic hair-pulling, skin-picking disorder and nail-biting and various other habits are known as body-focused repetitive behaviours,” said principal investigator Kieron O’Connor from University of Montreal. Although these behaviours can induce important distress, they also seem to satisfy an urge

and deliver some form of reward. “We believe that individuals with these repetitive behaviours maybe perfectionistic, meaning that they are unable to relax and to perform task at a ‘normal’ pace,” O’Connor noted. “They are therefore prone to frustration, impatience, and dissatisfaction when they do not reach their goals. 1.9 mn-yr-old fossil rewrites human evolution theory NEw YOrk, MArch 10 (IANS): After analysing 1.9 million-year-old pelvis and thigh bones of an early human ancestor in Kenya, researchers have revealed greater diversity in the human family tree than scientists previously thought. According to the team from University of Missouri-Columbia, apart from facial features, these early human species also differed throughout other parts of their skeletons and had distinct body forms. “What these new fossils are telling us is that the early species of our genus, Homo, were more distinctive than we thought. They differed not only in their faces and jaws but in rest of their bodies too,” said Carol Ward, professor of pathology and anatomical sciences. The old depiction of linear evolution from ape to human with single steps in between is proving to be inaccurate. “We are finding that evolution seemed to be experimenting with different human physical traits in different species before ending up with Homo sapiens,” Ward noted. These fossils show a diversity in the physical structures of human ancestors that has not been seen before. “This new specimen has a hip joint like all other Homo species but it also has a thinner pelvis and thigh bone compared to Homo erectus,” Ward added. This does not necessarily mean that these early human ancestors moved or lived differently but it does suggest that they were a distinct species that could have been identified not just from looking at their faces and jaws, but by seeing their body shapes as well. “Our new fossils, along with the other new specimens reported over the past few weeks, tell us that the evolution of our genus goes back much earlier than we thought, and that many species and types of early humans coexisted for about a million years before our ancestors became the only Homo species left,” the authors wrote.

am Simon, the comedy writer and producer who co-created The Simpsons, has died aged 59. Fox Broadcasting confirmed that Simon died on Sunday at home in Los Angeles. He had been diagnosed with terminal colorectal cancer in February 2013. A nine-time Emmy award winner, Simon was made showrunner on the sitcom Taxi aged 23. He wrote for and produced Cheers and The Drew Carey Show, and created a show for legendary US comedian George Carlin. However, it was The Simpsons, now the longestrunning primetime show in the United States, that placed Simon in the pantheon of TV innovators. He described them as the “first full selfaware dysfunctional family” on US TV. Simon developed the show with Matt Groening and James L Brooks. Hamilton, marcH 10 (aFP): Shikhar Dhawan hit an aggressive century as defending champions India recorded their fifth victory in a row at the 2015 World Cup with a thumping eight-wicket win over Ireland in Hamilton on Tuesday. Chasing a modest 260-run target, Dhawan notched his second century of the tournament with an 85-ball 100 as India lost only two wickets in 36.5 overs on a batting-friendly Seddon Park pitch. This latest victory meant India, yet to lose at this World Cup and already into the quarter-finals, were guaranteed to finish on top of Pool B ahead of their last group game against Zimbabwe in Auckland on Saturday.

Naznin Akter Happy, 19, made the rape allegation earlier this year after claiming 25-year-old Rubel had reneged on a promise of marriage that he made while they were having an "intimate affair". The allegation had threatened to scupper Rubel's chances of appearing in the World Cup after he was remanded in custody by a court in Dhaka. Hamilton, marcH 10 (aP): Mahendra Singh Dhoni says his bowlers have brought about India's "remarkable difference" between a fruitless tour of Australia and the Cricket World Cup and are making him look good as a captain. India was heavily beaten by Australia in a four-test series in December and January, and finished last behind Australia and England in a one-day tri-series which seemed the most unpromising preparation for the defense of its world title. Dhoni said a 10-day break after that series allowed India to freshen up, and the massive fan support they received in their opening cup match against Pakistan hugely boosted their confidence and motivation. But he said the greatest contribution to the transformation of India, unbeaten in five cup matches, has come from the bowling attack. England international Welbeck, who joined the Londoners in September after his United career stalled, pounced on a horrendous back pass by Antonio Valencia in the 61st minute to send the holders through. In a rip-roaring first half Nacho Monreal's cool finish put Arsenal ahead in the 26th minute but Wayne Rooney's diving header evened it up three minutes later. United, who will now ponder a second consecutive season without a tro-
