Al Qaeda urges lone wolf attacks in India

NEW DElhI, July 4 (REutERs): A regional branch of al Qaeda urged Muslims in India to revolt and carry out lone wolf attacks, a U.S. monitoring site reported, days after the rival jihadi movement Islamic State claimed responsibility for Bangladesh’s worst militant attack. The call by al Qaeda in the Indian Subcontinent (AQIS) follows warnings by security officials and experts that the two groups are trying to outdo each other in the region and claim the mantle of global jihad. Naga Hoho & NPO propose larger consultative meeting KohIma, July 4 (mExN): The Naga Hoho and the Naga Public Organisation (NPO), the apex body of the Naga people in Myanmar (Burma), held a consultative meeting on July 4 at Hotel Japfu. The meeting was held in keeping with “our zeal and aspiration to share a common ground and interest and to build a cohesive Naga society across the Naga homeland,” stated Mutsikhoyo Yhobu, General Secretary of the Naga Hoho in a press release today. In order to “reach an understanding and to promote peaceful co-existence in all Naga inhabited areas,” the meeting proposed to have a larger consultative meeting in the later part of the year, comprising of Naga Hoho and its units in Assam, Arunachal Pradesh, Nagaland and Manipur alongside the NPO, elected representatives to the Government of Myanmar and various Naga civil societies and leaders from all walks of lives. KohIma, July 4 (mExN): The Naga National Council has stated that the Naga people have “nothing to do” with the Panglong Agreement or the 21st (century) Panglong Conference in Burma. Any Eastern Naga leader’s participation in the Conference will, thus, be deemed as an “act of treason against the Naga nation.” The Panglong Agreement was reached between the Burmese government under Aung San

and the Shan, Kachin, and Chin peoples on February 12, 1947, with the objective to lead a united struggle against British colonisation as well as to recognise autonomy of the ethnic peoples. A second Panglongstyle conference is set to be held soon to address issues pertinent to Burma in the 21st century, particularly between the government and signatories of the Nationwide Ceasefire Agreement.

Various forms can also be downloaded from this site and submitted online. The website features history of Kohima district police, police stations, directory, traffic control, special

units, gallery, vehicle inquiry, child line India, roll of honour, district crime records bureau, foreigner’s registration office cum passport cell etc. Doungel was optimistic that the launching of the Kohima police website, after Dimapur police, will usher in better service delivery to the community and also build trust and confidence with the people. In this fast changing world, he said, it is essential for all DEFs in Nagaland to use emerging technology to reach out to the people in an efficient way. The first police post in Kohima was established in 1914, during the First World War, stated a background

NPRAAF to begin phase-wide agitation Phonetics method in all govt schools in Nagaland?

DImapuR, July 4 (mExN): The Nagaland Public Rights Awareness and Action Forum (NPRAAF) will begin a phase-wise agitation to get the Department of Food & Civil Supplies (DoFCS), Government of Nagaland to take actions against backdoor appointments. The agitation will also address issues of irregularities in PDS such as rice, wheat, kerosene etc and irregularities in the appointment system of stockists/ sub-stockists and power of attorney system. The NPRAAF also appealed to the Chief Minister, who holds charge of DoFCS, to intervene into the matter. The Information & Publicity Cell of the NPRAAF

stated today that this action is being taken after the deadline given to the DoFCS on the same issues expired on July 2, with “no substantial action taken by the Department.” Thus, the NPRAAF has decided to stage a “series of democratic and non-violent agitations in the office premises of F&CS Dimapur within a few days time.” The Forum reminded the DoFCS that the NPRAAF “will not be held responsible for any eventuality that might arise out of such democratic protest.” Meanwhile, the NPRAAF also took “serious note” of the allegedly “unbecoming language” used by the Director of the DoFCS during a “telephonic conversation with

a NPRAAF office bearer on 20th May 2016.” According to the NPRAAF, the Director called the said NPRAAF activist on the phone and said he has taken the issue raised by NPRAAF “personally.” “Such attitude is unbecoming of an officer heading a Department since NPRAAF is not targeting any individual but taking up the issue for the welfare of the public,” stated the Forum. The NPRAAF has now demanded that the Director clarify why he has taken the matter “personally.” “Failure to give satisfactory clarification or public apology will compel NPRAAF to take its own course of action,” the Forum reiterated.

If everything goes well, Nagaland would become the first state in India to get the method of phonetics to all government schools. “Phonetics is an art and skill. We need to learn it,” said Wonthungo Tsopoe, additional director (HoD), Directorate of School Education (DoSE), adding that it would provide opportunity to Naga youth to serve abroad. Stating that there is scarcity of industry or other avenues in the state, Tsopoe said “But once we are well trained in phonetics, our services can be utilized beyond our state, venturing out to other countries too.” Stating that countries like Korea, China and other

South East Asian countries are in huge demand of English teachers, he said there is big prospect for the state in this respect. Addressing the inaugural function of a three-day ‘Phonetics training’ for government teachers of Kohima and Dimapur districts here this morning, Tsopoe subscribed such platform as “important” for many to enter into a new generation in line with teaching. He said that English is a medium of communication “but we are lagging behind in our pronunciation.” Whenever a person from a particular tribe speaks English we come to know which tribe s/he belongs to because of the way they speak, he noted. “As a teacher we need to

improve and learn a lot,” he said, adding that the state’s DoSE in collaboration with Jolly Phonics, UK has been conducting seminars and workshops to explore all possible means to equip teachers with the basics of phonetics. “As a teacher, we need to learn many things. Our normal academic qualification alone is not sufficient to transmit knowledge,” he said, stressing on the need to disseminate the right knowledge to the people and children. Shainaz Jussa, Principal & MD Phonickids, Mumbai (Jolly Phonics UK) said, “It is my dream to take phonetics method to various parts of the country.” “We want to take this programme to all govern-

ment schools especially in Nagaland so that each child is able to read well, speak well, understand the language well and pronounce the word well,” said Jussa. “I want Nagaland to be the first state in India to get this (Phonetics) method to all the government schools,” she said. She said that Jolly Phonics is a world leader in the literary programme of synthetic phonics. ‘Synthetic phonics’ is a method of teaching reading which first teaches the letter sounds and then builds up to blend these sounds together to achieve full pronunciation of whole words. Altogether, 70 teachers are taking part in this training programme. It will go on till July 6.

Monsoon Havoc: Over 57000 people PCI delegation to assess status of Manipur scribes affected in Assam, Tripura rations fuel Morung Express News Dimapur | July 4

Heavy rains in last 2 to 3 days over Northeast India have flooded the low-lying areas of several places in Assam and affected more than 57000 people, Skymet reported today. More than 100 villages have been damaged and 1500 hectares of crop land have also been spoilt, the private weather forecaster informed in an update on its website. It said that a cyclonic circulation is persisting over Assam and Meghalaya and this has enhanced rainfall activities over the region, leading to flood over northern districts of Assam including North Lakhimpur, Dhemaji and Sonitpur districts. The Assam State Disaster Management Authority, on July 4, also

issued flood alert in Jorhat, Nagaon, Golaghat & Barpeta districts. During last 24 hours, Silchar received 24 mm of rainfall and Cherrapunji in Meghalaya also received 174 mm of rainfall, Skymet added. Assam, Meghalaya, and Arunachal Pradesh will continue to receive heavy to very heavy rainfall on July 5 but there will be a slight reduction in rainfall intensity will be observed during the second half of the week in the North East, it added. Meanwhile, Tripura continues to bear the onslaught of monsoon as a long stretch of the Assam-Agartala (NH 8) at Lowerpoa in Karimganj district of Assam were badly damaged due to rainfall and water logging. Thousands of trucks carrying essential commodities and fuel are stranded for almost a month and

ten trucks carrying fuel could enter the state every day but the state requires more than 20 trucks or oil tankers every day, PTI had earlier reported. As per the new system, a biker is allowed to buy petrol amounting to Rs 200 per day, Rs 300 for autorickshaw and Rs 500 for four-wheelers, it said. The government has also made arrangement to get food, fuel via Bangladesh through Inland Water Transit and Trade Protocol, Tripura Revenue and PWD Minister Chowdhury told reporter in Agartala yesterday.

Imphal, July 4 (NNN): A three-member delegation of Press Council of India (PCI) arrived in Imphal on Monday in a two-day visit state to assess the current status of journalists. “The recent NIA action against the Manipur scribes triggered our visit to the state,” Convenor of the PCI team, Rabindra Kumar told pressmen upon their arrival at Imphal Airport. A team of All Manipur Working Journalists’ Union (AMWJU) led by its president Wangkhemcha Shamjai received the PCI team at the airport. Rabindra expressed concern over the frequent disturbances meted out to working journalists here by both state-actors and non-state actors. Rabindra proposed for framing a guideline to ensure proper functioning of the media. National Investigation Agency (NIA) had recently summoned all editors of media houses here as part

Zoramthanga, a former Mizo National Front (MNF) underground leader, told PTI, "The militant groups are in the process of formulating their demands to the Myanmar government for continuation of parleys and wanted to learn about the Mizo Peace Accord signed between the Indian govern-

ThImphu, July 4 (pTI): India and Bhutan have discussed ways to improve security along the international border and the possibility of opening a road, linking Arunachal Pradesh's Tawang with Assam via the Himalayan country. Better security coordination along the Indo-Bhutan border, more trade between Bhutan and Indian states like Assam, Arunachal Pradesh and West Bengal, cultural exchange and a host of other issues were discussed by Minister of State for Home Kiren Rijiju with the top Bhutanese leadership, including Prime Minister Tshering Tobgay, during his two-day visit here that ended yesterday. During the meeting, the Bhutanese Prime Minister is believed to have cited various concerns of the people of Bhutan because of which the country is not yet ready for proposal like joint security along the border, sources said.

Millenials ditch the idiot box, prefer YouTube instead Paris, July 4 (aFP): Millennials and their successors are shunning oldschool television in favour of watching what they want whenever they wish on Google-owned YouTube or other video platforms like Dailymotion or Facebook. “Young people don’t really watch TV anymore; they watch online videos that are shorter and more talent-driven,” says Fabienne Fourquet, a former executive at A&E Television and France’s Canal+ who now heads the multichannel network 2btube. “They don’t want to be Hollywood stars when they grow up, they want to be YouTubers. There is this whole other world.” The new multichannel networks, or MCNs, are talent agents of sorts for creators of videos shared at online venues. They help creators, often referred to as YouTubers, with video production and promotion along with finding partners or sponsors in return for a percentage of revenue. Fourquet said popular subjects include music, comedy, sports, video games, fashion and beauty.

Jabong sale likely to be finalized in 6 months: Report New Delhi, July 4 (NDTV): Online fashion retailer Jabong.com, which has been looking for a buyer for some time now, may not get its asking price of $250 million to $300 million, according to media reports. However, the sale process is likely to be completed in the next six months, the reports added. Mint newspaper, citing sources, said on Monday that Snapdeal, Flipkart and Aditya Birla Group are among some of the suitors for Jabong, owned by Global Fashion Group (GFG). “Snapdeal and Aditya Birla are front-runners for Jabong... Flipkart is believed to be interested in the deal since it owns leading online fashion retailer Myntra, which competes with Jabong,” the newspaper said, citing sources. Jabong co-founder Praveen Sinha had last year admitted that the company was not making money, even though sales had doubled to $600 million in 2014 from $300 million in 2013. Jabong was aiming to grow in a balanced way by paring down losses, he had told NDTV Profit. Launched in 2012, Jabong gave tough competition to Myntra, before scaling down discounts to focus on bottom line. It cut down its losses to Rs 46.7 crore in 2015 from Rs 159.5 crore in 2014. Jabong’s story reflects the ongoing consolidation in the domestic e-commerce industry, where the focus has shifted from raking up higher gross merchandise value (GMV) to profitability. “Companies are focusing on turning unit economics positive (if not already done so), as opposed to primary focus on GMV (Gross Merchandise Value) earlier. Kingfisher Airlines executives can be jailed over loss of company accounts MuMbai, July 4 (ageNcies): Executives of Kingfisher Airlines, including its chief financial officer and company secretary, could be face criminal cases if the airline’s books of account are not produced before the the Serious Fraud Investigation Officer (SFIO). Mint reported on Monday that the airline’s books vanished after a technology vendor, whose dues were not paid, took away computers and servers that housed the company’s accounts. Mint, quoting SFIO officials, said the airline claimed it did not a back-up of the files. “A company has to maintain proper records of accounts, register and muster rolls under Companies Act and various labour laws, contravention of which can result in penalties or imprisonment. A company cannot say it does not have records because it has not paid its IT vendor. This cannot be a defence. A lenient view can be taken if the company premises were damaged in a fire or earthquake,” says Ravi Kini, managing partner, Kini & Co. Kingfisher Airlines founder Vijay Mallya is on a “selfexile” in the United Kingdom after the government turned the heat on him over fraud and alleged fund diversion to offhsore accounts. “It is a crime. The executive team is liable to be punished,” says Shriram Subramaniam, founder at proxy advisory firm InGovern Research Services Pvt Ltd. Mallya has been declared a proclaimed offender by a Prevention of Money Laundering Act (PMLA) court in Mumbai over money laundering charges. No big impact of Brexit on PE flows into Indian realty siNgaPore, July 4 (iaNs): Britain’s decision to leave the European Union will not have much impact on private equity (PE) investments in Indian property market, said Anuj Puri, Chairman and Country Head of real estate services firm JLL, on Monday. “Out of total overseas PE investments into Indian realty, UK accounts for just $500 million (about two per cent) while the whole of Europe (including UK) accounts for $1.9 billion (about eight per cent). Europe-based funds have only a small influence on FDI in realty,” said Puri. “Brexit will not make big impact on PE flows into Indian realty. It is possible that money from UK and from rest of Europe gets invested in Indian realty as FDI (Foreign Direct investment) through PE funds headquartered in the US and Asia Pacific; both categories have invested heavily in Indian realty,” he said. According to experts, the Brexit decision could bring short-term op-

portunities for international investors, although market sentiment will remain cautious. In the Asia Pacific, local occupiers of property and multinational companies serving domestic economies will help to insulate the region from volatility. Cyber firm cautions mobile users against ‘rogue’ apps New Delhi, July 4 (ageNcies): Cyber criminals are now turning to application stores, traditionally considered a safe destination for downloading mobile apps, to plant malware in phones. Recently, cyber security solutions provider Symantec had detected an application on Google Play Store — Beaver Gang Counter — that masquerades as a score keeping app for a popular card game. However in reality, once installed on the device, this application secretly starts searching media files related to Viber. Once it finds them, it sends them to a remote server. While applications are mostly verified before being published on the official Android store, some manage to slip past the store’s upfront security checks. Viber “Viber is an extremely popular social media app with over 500 million installs on Google Play alone. The data stolen by the malware could be used for a number of nefarious purposes such as identity theft, blackmail, fraud, or pornography,” Symantec said in a blogpost. Symantec had alerted Google about this issue and in response they removed this app and developer from Google Play Store. The discovery of this app, it added, demonstrated that having photos stolen from devices is also a risk Android users needed to be aware of. Some time ago, private photographs of some celebrities were leaked online, with reports suggesting that the attackers gained access to their Apple iCloud accounts. “Mobile devices connect us to the world, storing our most personal and valuable information in digital form. However, this freedom complicates our security, and in fact mobile apps may present significant challenges to protecting our privacy. It might surprise you to learn that most threats to sensitive information on mobile devices are hidden in plain sight — in apps,” Ritesh Chopra, Country Manager, India, Norton by Symantec, said. He added that many apps accessed or shared private, sensitive data without the users’ knowledge or full understanding. Norton researchers recently found that globally, of the 10.8 million apps analysed by them, almost 3.3 million were classified as malware, a 230 per cent increase from 2014. The study suggested that close to 40 per cent respondents granted permission to access their camera, bookmarks and browser history in exchange for free apps. “Thus, while apps are fun, boost your productivity and make your life easier, certain “rogue” apps can carry significant risks,” Mr. Chopra added. Meanwhile, a Google spokesperson said: “While we don’t comment on specific apps, we can confirm that our policies are designed to provide a great experience for users and developers. That’s why we remove apps from Google Play that violate those policies.” To stay protected from such mobile threats, Symantec recommends that users refrain from downloading apps from unfamiliar sites and install apps only from trusted sources. eNsF adopts strong resolution against sRF SDEO Mangkolemba picketed over failure to act Tuensang, July 4 (Mexn): The Eastern Naga Students’ Federation (ENSF) has resolved that no Sovereign Republic of Freeland (SRF) office should be established within Eastern Nagaland. In the 15th ENSF Federal Assembly held on June 26 at Tuensang HQ, the Federation adopted a resolution, popularly known as ‘Shopilak Declaration 2016’, to maintain and safeguard the interest and aspiration of the people which were duly endorsed by all the councils of Eastern Nagaland villages under the four districts of Tuensang, Mon, Longleng and Kiphire. In accordance with the Shopilak Declaration, ENSF ordered the ban on establishing SRF office. It also declared that no SRF flags should be hoisted within Eastern Nagaland.

SRF members or ID card holders appealed In a press release issued by its Speaker, NC Mongko Chang and Assembly Secretary, Lokhum Yim, ENSF appealed to the citizens currently “enticed” into the fold of the SRF to immediately denounce their membership and join hand into the mandated stream of the masses. “It may be noted that many innocent public were treacherously flattered into the group by assuring glamorized benefits such as: (i) Registered & ID card holders will be directly recruited into military once its target is achieved; (ii) The value/ amount of Registration determines the rank & profile of the member; (iii) Many innocent elders were falsely enticed by offering magnificent ranks and assuring glamorized benefits,” the release said The Federation further warned the SRF group “not

We agreed that we will not submit and surrender our history to India at the negotiating table. God helped us again and it was during his leadership that the Government of India recognized the "Unique history and situation" of the Nagas by the Amsterdam Joint Communique on July 11, 2002. It was the first ever official recognition of our history and situation. The recognition acknowledges the fact that the Nagas were never a part of Indian Union either by conquest of the Indian armed forces or by consent of the Naga people and the situation was also unique because it was created by India when they sent thousands of government troops to the Naga areas that led to unaccountable human right violations including torture, rape, killings, burning down of Naga villages. Subsequently, after a lengthy negotiation, on the 3rd of August, 2015, the "Framework Agreement" was signed between the GoI and the NSCN in the presence of the Prime Minister of India, Narendra Modi and many other important dignitaries of the government of India. Chairman lsak Chishi Swu gave his signature to the "Framework Agreement. The GoI reaffirmed the recognition of the unique history and situation of the Nagas and also recognized the universal principle that sovereignty lies with the Naga people. Both the parties also agreed that in the spirit of mutual respect they

exist peacefully. We praise the Indian leadership and the Nagas must appreciate them for their wisdom and statesmanship. Countrymen, these significant steps were achieved during Chairman Isak Chishi Swu's leadership. He was steadfast for the Naga cause and the right of the Naga people. I want the Naga people to understand this on this solemn occasion of his untimely death. It is beyond our control, but God is there and He will lead us through. We are proud of our leader Isak Chishi Swu. Our leader Isak Chishi Swu before he left to be with the Lord declared that we must forgive each other. Reflecting on the National Workers

D

oes each and every generation bear a duty to accomplish what is possible within their time? And like a relay race, is each generation expected to pass on the lighted torch to the next generation? World over, many people’s struggle for justice, freedom and peace reflects this almost obligatory inter-generational passing of the torch. The journey of the Naga national movement is not any different. Let us reflect on these questions, at this crucial moment in time. Isak Chishi Swu was a leader in the traditional revolutionary mold. With compatriots of his generation they navigated through one of the most difficult and violent times in the modern history of the Naga people. He belonged to an older generation of Naga political leaders who found strength and comradeship in their simplicity, straightforward mannerism and unwavering commitment to the cause of justice, peace and liberation. Armed with deep political consciousness and inspired by a lucid understanding of the Naga vision, this older generation remained unfazed and uncorrupted by the allures, challenges and half-measures that come with leading a movement. To the older generation, having respectful relationships with all people was at the heart of the struggle. Theirs was a humanistic approach driven by a political, spiritual and moral discipline. Thus, even in the face of grave danger they persevered, endured, and resiliently bounced back stronger, drawing strength and unity from the people. Why do we need to reflect on the legacy of the older generation? Today, the Naga people and their leaders find themselves at yet another decisive crossroad. The present generation of national workers can draw from the lives and times of the older generation. In this regard, a few reflections are being shared here. First, the older generation of national workers had a deep capacity to acknowledge the humanity of their opponents. Like the fish that knows it can survive only in water, they were aware that their personal survival and that of the movement was dependent on a respectful relationship with the people, as well as their ‘adversaries.’ Second, their political astuteness – with a deep sense of patience and humility – was fundamental in building a political movement in solidarity with the people. In this way, the political character of the struggle was constantly at the core. Indeed, the humanistic values of the older generation of national workers ensured that the Naga struggle always retained a human face even in the midst of fierce turmoil. Third, how does the younger generation respond to the nature of the protracted Naga conflict? Do they follow the tragic path of many liberation movements in the world and resort to short term reactive measures that only provide form but very little substance? Do they, as it seems to be happening, succumb to an institutionalized, engineered and corrupt system that is devouring the Naga movement? Fourth, how best do they constructively respond to the emergent divisions, factionalism, internal violence and counter-violence, past hurts and bitterness, personal acrimony, suspicion and distrust, issues of taxation and polarized understandings of political events? Finally, like the older generation, are they able to look inward and engage in constructive self-criticism, listen, respect and responsibly respond to the collective will of the people. This is essential for rediscovering the core Naga values and principles in order to courageously and imaginatively reorient and redefine themselves in the quest to build a dignified and inclusive future. The stark reality is that the protracted nature of armed conflict has taken a toll on the Naga people, the movement and its national workers. It is not an exaggeration to say the Naga movement is in danger of losing its humanity. Despite their unwavering personal sacrifices and political commitment, the current generation of national workers is surrounded by a context of degenerating social norms and moral values. This is self-evident, particularly in the presence of adversaries who seem to thrive on a divide and rule strategy. The contemporary challenges threaten the vibrancy and dynamism of the Naga movement and the society, and specifically their capacity to be dreamers and makers of their own destiny. At this point of time the younger generation needs to ask themselves, what legacy, what lighted torch have been passed on by the older generation? It is vital for the younger generation of national workers – to look back at the signposts left by the older generation. In that not-too-distant history, one can reconnect with a rich legacy, draw lessons from past mistakes, rediscover the wellspring of creativity and nourish the soul as the march towards a more just and peaceful Naga land goes forward. The older generation of Naga national workers laid the foundation for the struggle and confronted their own exceptionally distinct challenges and opportunities. The present generation too has an obligation to constructively confront the current challenges and seize opportunities for nonviolence, forgiveness, reconciliation, unity, justice and peace along the course of the struggle. And, that is not a task this generation can postpone!

Power may cause distrust

D

oes your boss always punish you? If so, he or she may be afraid of losing the power and position, reveals a study. The findings showed that distrust is the main reason why leaders impose punishments on the people over whom they have power. Afraid of losing their power, the leaders use punishments as deterrents and to ensure that similar rule-breaking behaviour never happens again. “Leaders expect other people not to obey the rules and punish them on the basis of this distrust,” said Marlon Mooijman, psychologist at Leiden University in the Netherlands. Further, leaders are afraid that if they are too trusting of others, this trust can be abused. This would then, of course, threaten their position. Unfortunately, punishments of this kind do not have the desired effect. "We see that some power systems can actually exacerbate the problems. This particularly relates to issues such as unethical behaviour, plagiarism and fraud," the researchers explained. "When people feel distrusted, they are less likely to obey the rules. They see this assumption on the part of the leaders as a sign of disrespect. It also violates an implicit social contract: If you treat me well, I will act accordingly," Mooijman added. For the study, the team conducted experiments with groups of students, who were temporarily assigned to a manager position. They were asked to write about an incident in which they felt very powerful, or conversely very powerless. They then had to decide how someone who had committed plagiarism should be punished. Students who had been made to feel powerful were found to favour punishments designed to make an example of the offenders. The deterrent aspect was important, and some were even prepared to publicly name the people who had committed plagiarism.

A farcical federalism at work in the Indian Union

I

n 2016, with another round of elections to the Rajya Sabha coming up in various state assemblies, the continued abuse of the idea of the Rajya Sabha by so-called “national” parties has come to the fore. A large number of Rajya Sabha members, past and present, have been representing states with which they really have no connection at all, thus undermining the very principle of representation that is supposed to be the bedrock of representative democracy. The present Rajya Sabha and the nature of nominations put forward by the BJP and the Congress (I) shows that they care more about representing their respective high commands. The state assembly members are a rubber-stamp for their masters from Delhi. The states and their people are simply an excuse for this elaborate charade, as far as “national” parties are concerned. This is nothing short of a betrayal of the people of states and the sacred concept of federalism, a basic feature of the constitution. The Rajya Sabha, whose official English translation is the Council of States, is the upper-house of the Parliament of the Indian Union. Why does the Indian Union have a council of states? As the Rajya Sabha's official website says, “because a federal system was considered to be most feasible form of Government for such a vast country with immense diversities” and “It was meant to be the federal chamber i.e., a House elected by the elected members of Assemblies of the States and two Union Territories.” Given that Lok Sabha elections often happen around issues that have relevance across states, the Rajya Sabha, being elected by members of state assemblies, ought to represent issues of state interest that may be marginal in Lok Sabha elections. Additionally, the staggered nature of the Rajya Sabha elections also seeks to ensure a more temporally representative nature of the parliament, beyond the typically once-in-fiveyear dip-stick representation of the Lok Sabha. Also, in a nation of nations system like the Indian Union, the component ethno-linguistic nations, in the form of states, the Rajya Sabha ideally should look out for the interest of states when it comes to legislations. How has this system worked? Let us take the case of Venkaiah Naidu, the present Union cabinet Minister of Urban Development, Housing and Urban Poverty Alleviation and, most tragically, Parliamentary Affairs. Mr. Naidu, a Telugu born in Andhra Pradesh, was educated in Andhra Pradesh, was associated from a young age with the RSS in Andhra Pradesh, was elevated into political prominence via the ABVP in Andhra Pradesh, was elected multiple times to the state assembly of Andhra Pradesh, was the leader of the BJP legislative party in the state assembly of Andhra Pradesh, was from 1985-1993 successively General Secretary and President of the BJP unit in Andhra Pradesh, before going “national”. Since 1998, he has been elected 3 times to the Rajya Sabha, but never from Andhra Pradesh. That fortune or misfortune has been of Karnataka alone, whose BJP MLAs dutifully chose a man from Andhra Pradesh to represent Karnataka's voice in the Rajya Sabha, for obviously, a suitable Kannadiga could not be found instead. He has represented Karnataka for 18 years in the Rajya Sabha – enough time to make Karnataka his own, out of gratitude or posturing. What has he done? He participated in 86 debates in Rajya Sabha from 9 June 2009 to 21 February 2014. Not one was related to Karnataka. However, the debates he participated in, included - The Andhra Pradesh reorganization Bill, Fire accident in Andhra Pradesh's Vishakapatnam, Formation of Telangana state out of Andhra Pradesh, Twin blasts in Andhra Pradesh's Hyderabad, threat to 18,000 Andhra workers in United Arab Emirates, Rail accident at Andhra Pradesh's Penneconda, Killing of an Andhra MBA student in London, Untimely heavy rains in Andhra Pradesh and so on. With his MPLADS fund, he adopted the Chepala Uppada village of Andhra Pradesh's Visakhapatnam district. After severe criticism in Karnataka, he took up a village in Bangalore rural. Known to be a fiery speaker when in his elements, he is now a known votary of Hindi imposi-

tion on non-Hindi states. Himself a native Telugu speaker, he made the effort to learn Hindi to work his way up through his Hindi dominated party. In spite of 18 years of political support, the few speeches he ever made in Karnataka, he preferred to make them mostly in Hindi and has shunned Kannada or at least has not shown much effort to embrace Kannada in public. While he was being considered for a fourth term, a large group of self-respecting Kannadigas of Karnatak launched a campaign against his renomination from the state. The Venkayya Saakayya (enough of Venkaiah) stir seems to have been partially successful. BJP has now given Naidu the task of “representing” Haryana in Rajya Sabha! However, Naidu's replacement in Karnataka is another politician from Andhra Pradesh, the Tamil Nadu born Nirmala Sitharaman. BJP high command's Kannadiga MLA soldiers will dutifully ensure her victory, without an iota of shame. After all they are known to be obedient soldiers of the party who don’t disobey orders from Delhi, except when they did last time around and cross-voted for an independent candidate from Karnataka to the Rajya Sabha. His name was Vijay Mallya. Venkaiah Naidu and Karnataka are not an exception. About 20% of the present Rajya Sabha MPs of the BJP are not from the states they supposedly “represent”. They include luminaries like Delhi-MumbaiDelhi's Smriti Irani representing Gujarat, Delhi victorious – Punjab loser Arun Jaitley representing Gujarat, Maharashtra's Suresh Prabhu representing Haryana, Kolkata-Delhi's M.J. Akbar representing Jharkhand, Maharashtra's Prakash Javdekar representing Madhya Pradesh, Kolkata-Delhi's Chandan Mitra representing Madhya Pradesh, Delhi's Vijay Goel representing Rajasthan, Mumbai-Delhi's Ram Jethmalani representing Rajasthan and such. Congress has Uttar Pradesh's Mohsina Kidwai representing Chhattisgarh, Kashmir's Karan Singh representing Delhi (in a literal, representational and political sense), Uttar Pradesh and Mumbai's Raj Babbar representing Uttarakhand while the Andhra-JNU-Delhi revolutionary Sitaram Yechury has represented West Bengal since 2005. Other parties have rarely engaged in such “representation.” The abuse of the system has been deep and bi-partisan and is largely a reflection of how national parties treat state legislators as servile peons for their parliamentary games, without minimal regard for the rights of states. Since June 2004 till date, the Leader of the House in the Rajya Sabha has not been a person who really belongs to the rajya or state

he represents in that Council of States. Before “Gujarat's Arun Jaitley”, that vaunted post was occupied by “Assam's Manmohan Singh”, the two-time Prime Minister of the Indian Union. To satisfy the domicile clause of Rajya Sabha representation, Manmohan Singh produced papers that showed his “domicile” to be of Assam! The present President of the Indian Union, Pranab Mukherjee during his “representing” Gujarat in Rajya Sabha days produced LPG connection documents to establish Gujarat domicile! This domicile irritant was then altogether removed by the ganging up of Congress and BJP, leading to the explosion of Andhraites representing Karnataka, relieved from the task of producing LPG connection documents. The joke is on us, the people of states. Perhaps this is to be expected in a fake-federal system like the Indian Union which considers the nation as some eternally preformed entity with the states being arbitrary administrative units. The US Congress is analogous to the Lok Sabha. Federalism in USA more than a semantic charade. Its upper house, the US Senate, isn’t analogous to the Rajya Sabha. In the US Congress and Lok Sabha, the numbers of seats are roughly proportional to population. This gives precedence to the whole, which is a historical, legal instrument, though much time and money is spent to create a fictional past for this legal form. The US Senate represents that strand where past compacts and differing trajectories and identities are represented in the form of states. States form the "United" States of America. Hence in the US Senate, the unit is the state, not the individual citizen and each state, irrespective of population, has two members. This respects equality of states and acts as a protection against the domination by more populous states. In the Rajya Sabha, the seats allotted to each state are roughly proportional to its population. It doesn’t acknowledge equality of states. In the Rajya Sabha, the Rajyas aren’t the unit. For Rajya Sabha to be truly so, it has to be constituted on a fundamentally different paradigm than the Lok Sabha. Concerns, aspirations and visions of the future differ based on a region's perceived attitude towards a monolithic "whole". A federal democratic union is one that does not discriminate between aspirations and is flexible enough to accommodate differing aspirations. Rather than chanting "unity in diversity" as an anxious mantra of a paranoid monolith, we have to creatively forge unity through an honest assessment of diversity by admitting that the Indian Union is a multi-national super-state. Power must flow from truth.

Teaching Can Change Lives — And Threaten Empires

W

ould St. Justin Martyr recognize us as Christians? After reading his, “Discourse to the Greeks,” I have my reservations. I doubt he would recognize me. Addressing a class full of seniors in an urban public high school, I quote Aldous Huxley: “It is better that one should suffer than that many be corrupted.” Then I ask them where he is borrowing from. I, the instructor, am uncertain whether to bring up religious references, nonbelievers are uncertain about the allusion’s origins in John 11, and believers are insecure about mentioning their faith. A veil of silence sits over the room as we wallow in our discomfort. This is not the image of courage and clarity that St. Justin Martyr presents. The second century saint’s common rejoinder seems to be, “Look at what you worship. Look who you honor.” He then observes that his listeners’ chaotic existences are a natural byproduct of their misappropriated honorifics. “With such a mass of evils do you banish shame; and you fill your minds with them, and are carried away by intemperance, and indulge as a common practice in wicked and insane fornication.” Was this really written almost two millennia ago? His words could describe us today, a culture steeped in lust, which Justin Martyr says is the door “through which

Justin Redemer Sojourners every ill is begotten — hatreds, strife, envy, emulations, anger, and such like.” Our whole system encourages us in that direction: Sexual lust, lust for power, lust for wealth. Is it any wonder that our own culture resembles not so much the gospel as a Greek Bacchanal? I wonder in what way Justin Martyr would recognize the Christian life played out in mine. Like him, I was educated at institutions that provided no theological or metaphysical foundations for life. Studies were always geared toward the “how,” rarely the “why.” I became proficient at it, but I was unsatisfied. At home we read Scripture and memorized verses. At church we talked about the gospels and the Old Testament prophets, but at school we never engaged those texts. Instead, my spiritual instructors in education were Sartre and Camus. Existentialism, the metaphysical practice of the materially comfortable, became the defining ethic of the academy. Sure, one could find solace in one’s work or pretend that what one knew to be true was not. Perhaps one could

maintain private religious practice or a personal faith. But such things could not be brought to bear in my educational context. About a century after Jesus’ death and resurrection, before Justin was a saint, a martyr, or even a Christian, he visited a series of philosophers and teachers, from Stoics to Pythagoreans to Platonists in search of the truth, only to find an aged Syrian Christian who opened his life up to the truth of the gospel. He then dressed as a philosopher and founded a school in Rome, the center of Hellenistic hedonism, instructing students on a unifying theo l o g y t hat equally embraced Plato and Aristotle along with Jesus Christ and the Torah. After an open debate with a cynic philosopher, he was reported to the authorities and condemned to death with six of his students. I returned to faith in a green 1996 Honda Accord while traveling across the country. My brother accompanied me, and though he was not a Syrian Christian (how apropos given our current cir-

cumstance), his fledging involvement with InterVarsity Christian Fellowship intrigued me. He seemed so sure of the truth that was Jesus. My brother’s life had mission, which gave him fulfillment and purpose. In contrast, I was a hollow man, empty of all but the knowledge that the pursuits of men were meaningless — even absurd — in the face of a brutal, uncaring universe. Seeing him overflowing with such inner substance sparked a dormant faith which has unified my learning and my belief. What better way to share that unity than through teaching? I want to expose my students to the continuing conversation from ancient Sumer through modern America, from paganism to Christianity, from the objective good through the subjective turn, to give them the fullness of thought and mission that was missing from my education. It’s a daunting task, given our historical illiteracy and the delicacy of the subject matter, but it is the one God has placed before me. I dare not bury it in the ground. At St. Justin Martyr’s trial, Junius Rusticus, the presiding judge declared, “Those who do not wish to sacrifice to the gods and to obey the emperor will be scourged and beheaded according to the laws.” And on some level, I hope my curriculum would be equally disturbing to those comfortably in power. And on some level, this terrifies me.

A Case of Too Many Hands Spoiling the Curry

I

am a person who loves proverbs and wise sayings and over the years I have been touched and even inspired by many proverbs and this includes both biblical as well as secular proverbs. As such, whenever I ponder about the crisis and dilemmas that frequently crop up in the school education department, the proverb that always comes to my mind is “Too Many Hands Spoil the Curry”. I not only fully concur to this proverb but also believe that this is a universal truth. In the context of the school education department, the curry is the education system and the hands are the too many employees (officers, ministerial staffs and the teachers) with never-ending conflicting interests and egoes who frequently come to loggerheads simply because the school education department has become too over-crowded with no clear-cut definition and demarcation of functions, powers, responsibilities and lines for career advancement (promotions) amongst its many employees spread over the length and breadth of the state. All will agree that the school education department is one of our biggest and most vital departments. It was one of the first departments to be set up after Nagaland became a full-fledged state in the 1960s. And it is vital because it deals with imparting education (academic as well as cognitive) to our children so that they become responsible citizens and contribute towards our society in the future. As such the frequent conflicts and controversies that we get to see in this most vital department is certainly not a good phenomenon. These issues are going to have a disastrous effect upon the lives of our school-going students unless immediate reasonable adjustments are made to address the root-causes of these crisis and dilemmas. At present the school education department oversees the functioning of the very important stages of academic education namely Primary, Elementary, Secondary and Higher Secondary. The needs and requirements of all these stages of education are different and each stage needs special handling. However, each stage is equally important and no stage can be deemed as less significant or more important than the others. These stages of academic education are complementary to one another but they certainly need differential handling and nurturing. As per the present scenario in the school education department, the Post Graduate Teachers (PGTs) who teach the higher secondary section are comparatively placed in a very advantageous position when compared with the other teachers. Firstly, they join teaching profession as Class II Gazzetted officers and since their number is comparatively lesser than the Graduate and Primary Teachers, they have much greater chances of promotion and career advancement. And once they reach the level of VP or Principal, they are given administrative power over the whole higher secondary school thereby reducing the school headmaster to a mere figurehead and also completely demoralizing senior GTs who have much longer and greater teaching experi-

ences. Of course, there is no denying the fact that the PGTs might have spent more years and resources in their academics pursuits than a mere graduate or a mere P.U. Passed. But let us also recall that most of the graduate and primary teachers are also holders of post-graduate degrees from reputed universities. So the question of the higher secondary teachers being more qualified than the graduate and primary teachers does not hold much water. The only irony was that time and tide did not favour some people and they ended up getting appointed as graduate and primary teachers even though they were more than qualified to teach even at university levels. Therefore, there is no reason for the higher secondary teachers (PGTs) to look down on the GTs and Primary teachers. They got appointed as PGTs simply because they turned out to be luckier than the others with similar qualifications. Thus, all teachers (whether PGTs, GTs or PTs) should be treated as equally important and given equal opportunities for career advancement, job satisfaction and the needed space to work independently in their own sections. Yes, it is really not fair when the elementary and primary teachers despite their qualification, seniority and experiences are made to serve under the shadow and ego of the higher secondary teachers all through out their teaching career even though they also play equally important parts (if not more important parts) in moulding the future and career of the students. The Graduate Teachers (GTs) teach the secondary (class 9-10) and elementary classes (5-8). Under the present system, a graduate teacher’s post is a class III non-gazzetted post and it would take a GT usually more than 25 years to get promoted to a Class II level officer. Thus, when a person is made to do the same old thing over and over again for many years without any chances for career advancements, naturally the potency and patience of the person is put to the ultimate test. It is like walking in a long dark tunnel without seeing the light for many years. In such situations, naturally the ego, patience and potency of the person are adversely affected. The plight of the Primary Teachers (PTs) is even more pathetic and unfortunate. A person who enters teaching profession as a primary teacher is al-

most sure to retire as a primary teacher. A primary teacher has no avenues at all for any sort of career advancement apart from the yearly shoestring increment added to their salary. The word ‘Primary’ by the way means ‘of chief importance’. Thus it is the primary teachers who are entrusted with the responsibility to impart education to the pupils in the most important stage. But unfortunately, under the present system, these teachers who introduce the most basic cryptograms of academic education to the children are treated in such a dismal and stepmotherly manner. I have even heard that in some foreign countries, the primary teachers are the ones with the best salary and the best opportunities for career advancements amongst the teaching fraternity. But here in Nagaland their lot remains miserable from one end to the other despite the fact that they are the ones who deal with the most indispensable and foundational elements of academic education in the initial stage. In the elementary stage, it is the elementary teachers (the GTs in our case) who introduce the basic nature and fundamentals of the different disciplines to the pupils thereby enabling them to have a general idea of all the disciplines of academic studies. (The word ‘Elementary’ by the way means ‘relating to the most basic aspects of a subject’). Thus if we go by these parameters, we can safely conclude that each stage of academic education is equally vital and important with its own unique and dynamic roles to influence and inspire the lives of the pupils. Thus the question ultimately arises, “Is it really fair to treat some teachers as more important than the others by providing them with not only higher salaries, better job opportunities and better chances of career advancements but also making them rule over the other teachers in administration despite the fact that all the teachers make equally important contributions?” I believe these are the reasons which have compelled the sidelined teachers to demand for bifurcation of the school education department. Wherever mammoth people with conflicting interests and divergent natures of work are made to work under the same roof, conflicts and clashes of egoes are bound to arise sooner or later unless fair and reasonable adjustments are made to accommodate the

needs, interests, requirements, desires and the career-advancing opportunities of the different sections of the employees. And the school education department is no stranger to these issues. Moreover, with the passage of time, the school education department has grown into gigantic size both in terms of the number of its employees as well as in terms of its functions, powers and responsibilities. To effectively deal with these new realities, we certainly require newer strategies and policies to meet the emergent challenges. The system or the arrangement which used to work well in the past might have already become outdated. These are some of the reasons why I also feel that the demand of some teachers for bifurcation of the school education department is quite genuine and very reasonable. If the government can bring about total bifurcation of the secondary section from the higher secondary section, I believe that it can help in mitigating the present mess in the department to a great extent. Of course, the primary objective of academic education remains the same i.e., to bring about the overall personality, intellectual, cognitive and academic development of the pupils and thereby making them not only socially responsible citizens but also socially aware citizens who will be able to make contributions to the society and fellow human beings. However, the specific aims and objectives of the different stages of academic education can be met more productively if the teachers manning the different stages are given more free hands to deal with their respective stages without any unnecessary intervention from the other sections. I also believe that positive results will be there for all to see if the primary and elementary teachers are treated as equal contributors in the education system and not as some under-qualified or under-achiever teachers who are manning some lesser important responsibilities than the higher secondary teachers. Desirable outcome will dawn on us all the day we realize and treat all PGTs, GTs and Primary teachers as equal contributors in imparting education to our future upcoming generation. All these teachers have their unique, special and equally important roles to play and they can certainly perform better if unnecessary overlapping of duties, functions, responsibilities and powers is avoided and a clear cut definition and demarcation of these is brought about. When even the GTs and primary teachers are provided with equal opportunities for career advancements and promotions like the higher secondary teachers, their interest and enthusiasm will be kept alive and they will certainly perform better with greater vigour, dedication and commitment. So why just bifurcation, if possible the govt. can even think about bringing trifurcation of the school education department with separate directorates for primary education, elementary education and secondary education. Lastly, since I began the article with a proverb, allow me to conclude with another proverb “I rather sit on a pumpkin and have it all to myself rather than sitting on a crowded cushion”………..

hen l was studying in a journalism school abroad, l was told by my professor that a news story should be like a skirt: long enough to cover the subject and short enough to be attractive. Over the years, the story has assumed the shape of pontification and inevitably padded. When senior journalists are kicking the bucket, the question that stares at us is what kind of journalism will be there in future. Of course, this is not confined only to India. All countries, whether in the West or the East – barring the totalitarian regimes – are asking the same question: which is the lakshman rekha (boundary) that journalists should not cross? Or should there be any lakshman rekha at all? Individuals are increasingly posing the question about why journalists pry into their private affairs. Journalists in turn defend themselves on the grounds that if they didn’t probe, the skeletons would not come out of the closet. The government has a standard reply: some things cannot be disclosed in public interest. In this way, even big scandals are covered up. I recall that when l wrote against the supersession of three Supreme Court judges, K.S. Hegde, A.N. Grover and J.M. Shelat, l was criticised by then Prime Minister Indira Gandhi, who argued that journalism did not mean preaching about the “commitment” of judges. She did not elaborate what that “commitment” was. I can understand the judges’ commitment to the Constitution, but not to a person, however high their position might be. What Mrs. Indira Gandhi was demanding from the judges was a commitment to follow her way of thinking. That is the reason she appointed Justice Ray, a junior judge in the Supreme Court, as the Chief Justice, ignoring the seniority of three others. She did not even inform them regarding this development beforehand. They heard the news on All India Radio. This kind of political manipulation runs contrary to the transparency that a democratic system cherishes. Indeed the structure of democra-

cy stands on the pillars of both the division and limitation of power. For example, the army does not interfere in the affairs of the government because it is a force under the civil administration. Some countries like Pakistan have gone under because the military, although it has recently gone back to the barracks, is still very active in the political proceedings. Democracy expects all its wings to function independently, but in a way that allows sovereignty to stay with the people. It is another matter that rulers themselves become authoritarian and behave like the worst of the Mughal emperors. Those who ensure that democracy functions in the interest of the people are the judges who have the power to go into the pronouncements of the legislature. The debate about whether the judiciary or the executive is supreme is an ongoing discussion. If there is criticism of what judges do, or even the manner in which the legislature functions, that comes from journalists. It is the duty of journalists to do so. If they are afraid of carrying out what is expected from them, it is unfortunate for the system. I have experienced how during the Emergency – June 26 this year will be its 41st anniversary – the entire press industry caved in. Initially, there were protests and a large number of journalists – including editors – assembled at the Press Club in Delhi to pass a resolution that Press censorship, an integral part of the Emergency, was not acceptable to them. Yet, as days went by, fear gripped them and they became part of the system, even accepting the orders of Mrs. Gandhis’s son, Sanjay Gandhi, an extra constitutional authority. I recall that as a member of the Press Council of India, I went to its then chairman, Justice Iyer, to urge him to summon a meeting of the Press Council, an apex body. I did not know by then that fear had also made him subservient. He told me there was no use of summoning a meeting of the Press Council because there would be no publicity about its proceedings. My argument was that if there were no protests then many years later, when the archives would be opened of this shameful chapter, there wouldn’t be

The same question about the independence of journalists comes before us again and again in different situations. And I find that increasingly, we, the journalists, are failing in the standards required from us. None of this has been helped by the new digital technology that promotes very short stories or sound bites. In fact, things have deteriorated to such an extent today that news columns can be bought. It is an open secret that several stories are nothing more than paid news. Some leading newspapers feel no shame in selling the space to whoever wants to buy it. For them, it is purely a question of revenue. How low have we sunk from the heights that we once enjoyed? There was a time when we were able to bring before the public scandals, such as the Mundhra insurance scam during the time of Finance Minister T.T. Krishnachari. Jawaharlal Nehru, then the prime minister, forced him to resign from the cabinet. But even when I subsequently met TTK, he did not seem to realise the harm he had done to the polity. India is oblivious to the privations of individuals. In contrast, the UK media has in the past been prepared to take up the cudgels on behalf of innocent victims from different walks of life. For example, the Sunday Times, for which I was a stringer, is still remembered with affection and gratitude for the work it did on behalf of those parents whose children were born handicapped because of the Thalidomide drug prescribed to the patient. Public pressure eventually forced the drug manufacturing company to pay out the needed compensation. Can we emulate those examples today when our very integrity as journalists is being questioned, not to speak of the high standards we once followed?

Department of Education, St. Joseph’s College, Jakhama PROLOGUE Every human person is endowed with gifts for the enrichment of his or her personality and to the society. This gift is varied and unique and as unique to the person himself or herself. Therefore, the goal of education is nurturing and developing this gift of a person to unfold into creative and constructive contribution to the world. Socrates argues that education is drawing out what is already within the student. The very word of education itself comes from the Latin root word, educere ‘which means to bring out what is within’. However, in today’s context of formal education, the cognitive aspect is emphasized and the other dimensions of affective and psychomotor domain of a person are sidelined. This article attempts to highlight how we can nurture different skills and talents of an individual which form as the different intelligences of a person. These different intelligences or multiples intelligences was first theorized by a Harvard University Professor, Howard Gardner in 1983 in his Frames of the Mind: The Theory of Multiple Intelligences. He gives different types of intelligences that an individual has. Through this theory Gardner points out the limits of traditional IQ testing and its application. However, before, discussing the topic, the need to clarify the word intelligence is in order. CONCEPTUAL CLARIFICATION The word intelligence comes from the Latin word intelligentia which means understanding or the power of discerning and understanding. The word was popularised by the German Psychologist William L.Stern in 1912 in his research on human reasoning and thus coined the word, intelligenz quotient (I.Q). In his words, “intelligence is a general capacity of an individual consciously to adjust his thinking to new requirements: it is general mental adaptability to new problems and conditions of life. In the words of Gardner, it is the ‘ability to solve problems or to create products that are valued within one or more cultural settings.’ Thus we can see that the word intelligence is a complex concept and definition depends upon the vantage point in which we define. If intelligence is smartness of dealing with the environment we have Howard Gardner who gives various types of intelligences that every human person contributes to his or her survival and relating with the social milieu. WHAT IS MULTIPLE INTELLIGENCE? Thus Gardner gives the different types of intelligences apart from the traditional attributes of intelligence. Thus the following are the attributes of multiple intelligences. 1. Linguistic Intelligence: This intelligence is related to written and spoken language. They have well developed skills and sensitivity to the sounds, meanings and rhythm of words. 2. Mathematical Intelligence: This intelligence focuses on the ability to reason, calculate and handle logical thinking. 3. Visual intelligence: A person with this type of intelligence has the capacity to think in images and pictures, and visualize accurately and abstractly. 4. Kinaesthetic intelligence: This intelligence is related to physical movement and it is the ability to control body movement and handle objects skilfully. 5. Musical intelligence: This intelligence is related with the ability to produce and appreciate music. 6. Interpersonal intelligence: This intelligence operates primarily through person-to-person relationships and communication. 7. Intrapersonal intelligence: This intelligence relates to inner states of being, self-reflection and inner feelings, values, beliefs and thinking processes. 8. Naturalist intelligence: This intelligence deals with making connections with elements in nature. A person with this gifted can recognize and categorize plants, animals and other objects in nature. According to Gardner, all human beings possess the varying degrees of intelligences. Therefore, a teacher needs to discover, the different learning styles on the students in order to make the teaching learning process, interesting, meaningful and effective. MULTIPLE INTELLIGENCE AND THE CLASSROOM The traditional approach of intelligent quotient labels a person by taking into consideration only the mathematical and linguistic intelligences. In this way a person’s intelligence is narrowed down to these two skills. This type of approach of labelling a person’s holistic aptitude is unfair nay it destroys the basic self confidence of a child to blossom his or her potentialities. The multiple intelligence approach on the other hand, recognizes the gift of a child and tries to nurture and affirms so that the child grows in a healthy positive self image. In this way, students begin to understand how they are intelligent. When students understand the balance of their own aptitude, talents and skills, they begin to manage their own learning, they value their own strengths and they develop a sense of responsibility to grow and learn. When teachers become sensitive to the different abilities of students in the class, teaching becomes a source of empowering students to learn and become deeply aware of their own strengths. The students can now foster deep understanding about the essential questions of life, such as, what I can become after my studies in relation to my strengths and skills, how can I live a good life? MULTIPLE INTELLIGENCE: A NEW PARADIGM FOR TEACHING LEARNING The word paradigm signifies the pattern or example in which a new set of ideas or concept is based upon for the explanation of a theory. Thus multiple intelligence theory gives a new paradigm of teaching learning experience. In this paradigm of teaching and learning the cognitive aspect of learning is not the sole criterion but all the three aspects of learning: cognitive, affective and psychomotor domains are given equal emphasis. Drawing a picture, composing a music, writing a story, performing acrobatics etc, all these activities can be a vital door to learning as important as writing and solving mathematics. In the new paradigm of teaching learning, the teacher is now the builder of the strengths of the students. Here the teacher is not only giving the information taken from the text book, but facilitating the students to learn in the way they can learn best. The way the children learn depends upon the capacity of the teacher to enhance their learning ability by virtue of affirming their strengths and recognizing their gifts. EPILOGUE What is striking in this approach of learning is that, students demonstrate multiple ways of understanding the lesson. And the teacher affirms the talents of the students in maximising the instructional goals. The focus is now to creating more personalized and diversified instructional experiences. Students’ self esteem and self confidence levels rise as learners become aware of their own intrinsic gifts, talents and aptitudes. Each student develops an appreciation of self and also appreciates other’s gift. They are not threatened of one another but value and recognize each others’ talents and unique gifts. The urge to outdo or outsmart the other is not a big issue here anymore because; students learn and discover their own unique intelligences and their own gifts.

'Put uniform civil code draft in public domain' hydeRABAd, JUly 4 (PTI): The Muslim community would accept a uniform civil code if there is a fair discussion of its draft and their issues are addressed, Abid Rasool Khan, Chairman of State Minorities Commission, which serves the twin states of Andhra Pradesh and Telangana, has said. Speaking to PTI, he noted if the government, which had last week asked the Law Commission to examine the issue of implementation of such a code, was serious, it has to first put a draft on it in public domain so that it can be discussed. Underlining the "divergent characteristic" of the country, Khan stated that "religion is the most important factor in every community, whether it's Hindu, Muslim, Sikh and other". "India needs to perceive China objectively," the Global Times said in an editorial, commenting on how many in the Indian media were blaming Beijing for keeping India from the Nuclear Suppliers Group (NSG). "The Indian public seems to be having a hard time accepting the outcome of the Seoul plenary meeting of the NSG late last month," it said. Special Vigilance court judge Raghvendra Kumar Singh accepted that the girl is a minor on the basis of her matriculation certificate which mentioned her date of birth as November 15, 1998, paving the way for her shifting from Beur model jail to a remand home. The girl along with the Science stream topper had come into limelight after they gave ridiculous answers to questions on their subjects in a video which went viral, prompting an inquiry. She was arrested by Special Investigation Team (SIT) as she emerged from a re-test of Bihar School Examination Board (BSEB) on June 25 and sent to Beur jail. But, as per her matriculation certificate she is 17 years, 3 months and nine days old and cannot be sent to jail. Former member of the Juvenile Justice Board K D Mishra, who appeared in the court in favour of the girl, presented her matriculation certificate to claim that she is a minor. The lawyer of the Bihar School Examination Board also did not oppose the matriculation certificate of the girl in the court today. With the court accepting her as a minor, it meant that she would be shifted to a remand home from Beur model jail of Patna.

There must be coordination with existing laws such as the Immoral Traffic Prevention Act, the Juvenile Justice Act and the Protection of Children from Sexual Offences Act to make sure the new law is effective, IJM said. The deadline for feedback on the bill was June 30, although some campaigners have called for an extension. It will now go to government ministries for their recommendations. Brexit poses threat to British universities

LONDON, JuLy 4 (ReuteRs): Britain’s vote to leave the European Union has left the country’s universities with a problem to solve -- how to plug a funding gap and maintain prestige if the flood of students from across the EU slows to a trickle. Before the June 23 referendum backed a British exit, or Brexit, the heads of about 80 percent of British universities issued a joint appeal to “Remain” in the 28-country bloc. Since the vote, universities have been trying to calm their overseas students and to reassure applicants from abroad that nothing will change -- at least for now because the process of leaving the EU is expected to take at least two years. JeRusaLeM, JuLy 4 (ReuteRs): A two-state solution to the Israeli-Palestinian conflict is slipping away, the U.N. special coordinator for Middle East peace warned on Sunday, after both sides shrugged off criticism by international mediators. A report released on Friday by the so-called Quartet - United States, European Union, United Nations and Russia - called on Israel to stop its policy of building settlements on occupied land and restricting Palestinian development. Israeli policy “is steadily eroding the viability of the twostate solution,” it said. It also urged the Palestinian Authority, which exercises limited selfrule in the West Bank, take steps to end incitement to violence against Israelis, condemn “all acts of terrorism” and do more to combat them.

“The Quartet report sounds an alarm bell that we are on a dangerous slope towards a onestate reality that is incompatible with the national aspirations of both peoples,” wrote Nickolay Mladenov, U.N. special coordinator for the Middle East peace process, in a commentary emailed to journalists on Sunday. He also addressed Palestinian and Israeli criticism of the Quartet report. “Who will make the argument that more cannot be done to end incitement?” he asked. “Can anyone question that illegal settlements ... are not undermining the prospect for a two-state solution?” Israel welcomed parts of the Quartet report but signalled no change in settlement building, saying the document “perpetuates the myth that Israeli construction in the West Bank is an obstacle to peace”.

Prime Minister Benjamin Netanyahu has said Palestinian refusal to recognise Israel as a Jewish state is at the heart of the impasse. A spokesman for Palestinian President Mahmoud Abbas expressed disappointment that the Quartet did not call for full Israeli withdrawal to lines that existed before the Israel captured the West Bank and East Jerusalem in a 1967 war. The Palestinians want an independent state in those areas and in the Gaza Strip, a coastal enclave controlled since 2007 by the Islamist Hamas group. Bangladesh says some attackers were well off & educated DHaKa, JuLy 4 (ReuteRs): Bangladesh police sought more information on Monday from friends and family of the men suspected of carrying out a deadly attack on a restaurant in the capital, and some are believed to have attended top schools and colleges at home and abroad. The gunmen stormed the restaurant in Dhaka’s diplomatic zone late on Friday and killed 20 people, most of them foreigners from Italy, Japan, India and the United States, in an assault claimed by Islamic State. It was one of the deadliest militant attacks to date in Bangladesh, where Islamic State and al Qaeda have claimed a series of killings of liberals and religious minorities in the last year while the government says they were carried out by local groups. Whoever was responsible, Friday’s attack marked a major escalation in the scale and brutality of militant violence aimed at forcing strict Islamic rule in Bangladesh, whose 160 million people are mostly Muslim. There is an urgent need to provide information to the people about the steps to be taken when indoors, outdoors and if infected by a lightning strike. Following are a list of do’s and don’ts for Lightning Safety. 1. When thunder starts to strike: Take shelter in a home, large building or substantial fully enclosed building. Stay indoors and avoid travel if possible. Prevention is better than cure. 2. Avoid areas where you will be the highest object: If you are caught in an open field with no nearby shelter drop down and crouch with hands on knees, rocking up on the balls of your feet. (The idea is to make as little less contact with the ground as possible). Never lie down flat or place your hands on the ground. don’t stand near open windows, doorways or 3. Do not shelter under trees as these conduct electricity. 12. If travelling: Response - Get off bicycles, motor-cycles or farm vehicles. Get to a safer shelter. During a storm, remain in your vehicle until help arrives or the storm has passed. (The metal roof will provide protection, if you are not touching metal inside; windows should be up; park away from trees and power lines. If there is a tornado involved in a storm, evacuate the vehicle and seek shelter). Treatment for Lightning: If at all possible, give basic first aid to the injured and rush to the nearest hospital. People struck by lightning carry no electrical charge and can be handled safely. Check for broken bones, loss of hearing and eyesight. A victim of lightning strike can suffer varying degrees of burning. Check the impact point and where the electricity left the body. Many lightning casualties occur because people ignore these precursors. Educate yourself and educate others too. Be safe. ny volunteers? Anyone? Please? Could anyone please volunteer in order to save time? Is there no one? Uhm....... For this to work I need ten volunteers from each side. This was the scenario inside a church on a youth Sunday service. The one in-charge was calling out for volunteers to take part in a recreational activity. In spite of her alluring promise of unadulterated fun and unforgettable moments it appeared the youths inside the church numbering around ninety were disinterested, they dramatically developed an unhelpful attitude. The look in their eyes confirmed and betrayed their wonderment about the word ‘volunteer,’ everyone was looking hither and thither, front and back and finally locking their sights on to the floor and made it a contest about who can stare at the floor for the longest duration. A solid five minute went into the first call out for volunteers

and only a couple of volunteers were to be seen on the stage. Now the one in-charge has to resort to drastic measures. She had to call out names, point out a few from odd places along the row of pews and lastly requesting some of her friends so that she has ten volunteers on each side. A whole thirteen minute went into assembling a score of volunteers for a recreational activity that uneventful Sunday afternoon. I am certain everyone who refused to be of help that fateful afternoon had their own reason. But to think that the remaining seventy youths did not have the courage to participate on their volition gives cause to believe that there must be something wrong with the perception or the ideas of a volunteer for the youths in general. From this fact, genuine personal reasons for inability to be a volunteer could be easily ruled out. It certainly has got something or everything to do with one’s idea of who is a volunteer or who could be a volunteer.

According to Oxford dictionary, the word Volunteer is derived from the French word ‘Volontaire.’ A volunteer is a person who freely offers to do something, a person who works for an organization without being paid or a person who freely enrolls for military service rather than being ordered to do so. I am sure the youths did not volunteer not for the reason that they were going to do it for free, they weren’t expecting wages. Rather it is one tragic and pointless reason. It has got something to do with one’s pride, the failure to overcome the fear of the thought that if one readily agrees to be a volunteer when called upon then one would be seen as an ‘overly smart.’ It is not the case that they don’t want to be helpful but because they lack the spirit of cooperativeness, it is not the case that they don’t want to be resourceful rather they lack the willingness to be helpful. Sometimes it’s alarming to think that if no one readily

volunteers for such an easy task then in what state will the community be in when participating just for the sake of doing it won’t be enough. In all honesty to be a volunteer on the long run is not as easy as it sounds, moreover in the life of a youth when there is so much to do, to study, to pursue a career. At times the idea of a volunteer seems suicidal because one has to give so much for nothing. And this is the sole reason the spirit of a true volunteer is rare but when one overcome these obstacles, not only does one rise above others it awakens the humanity in people. If only everyone could overcome their own pride, their fears and come forward when called upon. Not only would the Church benefit from such initiation but the civil society as a whole would be one of vigour and the change everyone is whispering about. As Lt. Col. The rainbow in the Naga National Flag

he rationalists would argue that a rainbow is nothing but a coincidence of nature. But every myth, legend and story of a nation need not always pass the test of scientific accuracy. A mystic rainbow appeared at Chishilimi in the evening of 28th June, 2016, when the news of the demise of the mighty Naga national leader, Assu Isak Chishi Swu, Chairman of the NSCN (I-M), reached the hills of the great Naga nation. A halo of rainbow encircling around the sun unusually appeared again above Dimapur Airport as the special chartered flight carrying the mortal remains of the veteran nationalist was about to land on 30th June, 2016 and the rainbow appeared for the third consecutive day till the mortal remains of the great leader was finally laid to rest on 2nd July, 2016. To a meteorologist, a rainbow is a phenomenon caused by reflection, refraction and dispersion of light in water droplets. But to the Nagas, a rainbow is more than its scientific explanation and the Nagas have their own legends and stories to tell. Nagas have a firm believe rooted in Christianity that the tricolour rainbow in their national flag is given by the Almighty and is not a mere idea originated from mundane imagination. Nagas believed for a reason that rainbow has a mystical connection with the last rites of their great nationalist leaders. On the 10th of May, 1990, when the mortal remains of AZ Phizo was brought back to Dimapur from London, Nagas were awestruck by a sudden appearance of rainbow across Dimapur Airport and it reportedly appeared not less than ten times during the condolence and funeral

services of the great Naga nationalist. The first Naga national flag was woven by Mrs. Lothong and Mrs. Keshenle and it was first hoisted at Oking Parashen, near Sendenyu village, Rengma Region, Nagaland, when the Federal Government of Nagaland (FGN) was formed on 22nd March, 1956. In the month of May, 1946, A.Z. Phizo upon entering Kohima town on his return from Rangoon was suddenly struck by a rainbow stretching across Kohima town. A.Z. Phizo had an unusual vision that it was a sign from God. A.Z. Phizo resolved to choose the rainbow as the emblem of the Naga national flag to symbolize that “Nagas are the children of God”. Not that rainbows are unusual, but that there was always an unseen force of divine revelation. In the year 1955, when the Naga national leaders were deliberating on the design and inscription of rainbow on the Naga national flag at Oking Parashen, the Naga national leaders were awestruck by a sudden appearance of rainbow right in front of them, whereat the Naga national leaders unanimously proclaimed, “It is a sign that God is giving us this rainbow to inscribe on our national flag”. In the year 1972, Ms. Yahoi, a 12 year old Konyak girl, who was dumb from birth, saw an unusual vision in a jungle. A rainbow appeared around her and she saw three men in white clothes approaching towards her. In the sight of this frightening vision, she yelled out, “Pull me out! Three men are coming” and the dumb girl for the first time began to speak. The three men in white clothes then spoke, “This rainbow is the Naga national flag which I have given to the Nagas. Tomorrow your chicken will crow three times.”

Rev. Vevozo was once asked in Jerusalem, “How is it that the Nagas have a rainbow flag with a six-pointed star when other nations have only five-pointed star on their flags?”, to which he simply replied, “It is given by the Lord our God to the Nagas”. Then God spoke to them through an American woman, “I have given the rainbow flag to the Nagas. It is not inscribed by the Nagas on their own accord. I have given two flags to mankind, one to the Israelites and the other to the Nagas”. Some scholars accused Israel that the six-pointed star, the hexagram, is the supreme symbol of satanic tyranny and it is demonic. The Jews, however, believed that the symbol is not a hexagram, but the "Star of David", the “back part of David’s protective war shield”. King Solomon was the one who selected the symbol. Perhaps, the Nagas and the Israelites are the only two nations to adopt a sixpointed star as the emblem of their national flags. Every nation for that matter has its own myths, legends and stories and every flag has its own history. The Scottish legend goes that the night before the Pictish King Angus II, led his forces into battle against the English King Aethelstans of Angles and Saxons, King Angus had a vision in which he saw St. Andrew promising triumph in the battle. King Angus’ troops were struck in the next morning by the sight of a huge white Saltire shining across a bright blue sky. A COLOSSAL NAGA ICON

he final bell tolls for Isak Chishi Swu precisely at 12 hours 11minutes 28 seconds after midday declaring his last triumphant moment on earth. He had come into this world empty handed and departed empty handed like every other great mortals before him, leaving behind a broken-hearted family as it always does... and in the process another memorable chapter of a volatile unsettled Naga History gently closed on 28th June 2016 with him. Ino Isak Chishi Swu, arguably a legendary colossal Naga icon journeyed on to his afterlife as predestined by the Almighty God on whom he so unwaveringly anchored his faith throughout his humble life. Granted, no force on earth can stem the inevitable tide of change... nevertheless an overwhelming atmosphere of uncertainty now envelops every anxious mind in the absence of a delicate tribal balance that squarely rested on his aging shoulders within his organization and beyond. The worrisome fact that his is a fast fading committed generation being replaced by an indifferent one that looks at all the sacrifices made by Naga fathers, mothers, brothers and sisters from every tribe during the inhuman mid nineteenfifties and sixties like it was just another fairy tale... is a serious cause for concern. Nevertheless let us remind ourselves once more and never forget that Naga history was written with sacrifices such as these: In 1968, Ino Isak Chishi Swu was assigned a mission to China as a Special Envoy to plead for the Naga cause. Imagine, prayerfully placing his fate solely in the able hand of God to guide him through the labyrinth of impenetrable, inhospitable, unchartered jungles without a compass, took some faith of a very special kind which, to mere mortals, would have been written off as an absolutely foolhardy escapade bordering on stupidity. Both Ino Isak and Ino Th. Muivah separately traversed the entire Naga and Myanmar territories spending unimaginable months of gruelling trekking. They battled against nature and enemies every step of the way before finally reaching their destination 'China' in 1968. At a nascent struggling stage of the Naga political movement, drawing China's favourable disposition towards the Nagas was a monumental achievement by any stretch of imagination. But to salvage this, they went through indescribable ordeals of being ambushed and shot at, at regular intervals both by the Indian and the Myanmar Armies. Both of them, along with their committed band of brothers and sisters inarms braved dangers of all description losing more than 80% of their comrades, who started out together and perished in the hands of the enemies and nature along the long torturous way. Heartrending stories abound... of patriotism and camaraderie

faced by each of them along the testing road, experiencing astounding miracles of God all throughout their journey, be it at the time of coming face to face with the enemies in mortal combat or facing weeks of starvation hopelessly lost in a nowhere jungles, all for a cause they firmly believed in..."Freedom for the Nagas". Those were the early years of innocence when "Nagaland for Christ" did mean something real. Even nature acknowledged the passing of a great soul the same day with a rainbow over Chishilimi sky... his native birthplace... and continued the amazing phenomena of a rainbow encircling the sun in the subsequent couple of days before his mortal remains was interred. The Nagas of all shapes and sizes, young and old representing all Naga Tribes from all Naga inhabited areas, diligently converged at Agri Expo, Dimapur, on 30th June 2016 creating a kaleidoscopic hue of ethnic colour... silently filling the solemn arena in their thousands that pictured a Naga rainbow of unity. Even if for a transient moment the factions... NSCN (U); NSCN (R); NNC... buried their differences and paid glowing tributes to a departed leader that they each had respected in their own intimate way. A raw uncontaminated sentiment was expressed when Ino Muivah stood beside his friend's coffin and brokenheartedly said that brother Isak was his soul mate these past fifty years+ wading through thick and thin, making every critical decision together without betraying the trust of each other. The Nagas bid a genuinely heartfelt farewell to Isak Chishi Swu for the very last time with calm dignity and honour. At Chishilimi too, nature shared its grief with thousands of mourners with a bright pleasant day throughout the formal function followed by a short burst of shower immediately after the burial formality was completed on the evening of 2nd July 2016. God manifested with blatant clarity through nature that even as mortals mourned Isak Chishi Swu's departure... Heavens rejoiced. History will remember him kindly as he leaves behind an honourable legacy of peace towards all and malice towards none for the emulation of the present generation and the ones to come, worthy of praise and respect. Now that you are upstairs ...entreat with your God to let your brothers -in -arms left behind learn that egoistic self-perpetuation is a futile exercise and that each of them will depart planet earth in their own unknown time empty handed as they came...as you did. This is an opportune time to work as equals and leave behind a lasting peace as a final gift to the people that they profess to serve. ometimes we have to put aside issues and differences and view the big picture. This is exactly what the thousands did when they turned out to pay tribute and homage to our dear Asu Issak Chishi Swu. It is safe to say every Naga felt they lost someone or experienced emptiness on hearing the news of his passing. Some just felt it but many decided they have to say goodbye in some way or the other and fare thee well they did. Just a few generations back we Nagas were still so primitive. No Naga knew paper even centuries after Shakespeare had written all his great works. No Naga heard music even hundreds of years after Mozart died. Most Nagas had not even seen a bicycle even after the Wright brothers invented the aero plane nor would there have been many Nagas who switched

on a bulb when the television was already invented. So you can imagine the sudden transit for the Nagas as a whole from Stone Age straight into the twenty-first Century. This transition required special care and attention lest we lose our heritage and even more so our identity. For an educated, selfless God fearing man and someone who simply loved his people it would have been hard to ignore this fact. So our Asu started his movement with likeminded friends. Whatever happened there after and over the years there is no denying we have an identity today. Imagine if you googled Naga and no information came out. Death, be not proud!

hrough the agents of haters, murderers, lethal weapons, accidents,diseases, wars, natural calamities and the like, death has reduced humans to shreds. Death laughs uncontrollably while the living wail and cry ceaselessly. The sleep of death evokes a strong sense of emptiness upon the lives of those affected by it. Sleepless nights of pain and tears continue to haunt the living for the dead. Death sweeps over the race of human mercilessly. It has spared none. From the newly born child to the ripe old age, from the least to the greatest, from the fools to the wisest, from the poorest to the richest, the aroma of death has bewitched them to sleep. Death is mysteriously real as it has ravaged generations under its power. It comes knocking on every door of our homes. Humans hate to think or talk about death. We try to push it out of our minds. Too many young people have optimistic feelings about the longevity of their lives. Nobody wants to die young. But an awful lot have been snapped off too early. The beauty of human is destroyed by death and decay. Some face death right in the eyes with glowing victorious disposition while some face it with the gloom and doom of despair and terror. What makes the difference? Why do humans shudder and tremble at the thought of death? Is there an escape from it? Is there nothingness to life after all?The well-known British atheist writer Bertrand Russell, just two days before Einstein died issued a joint statement with the famous physicist, confessing his own state of despair that “those of us who know the most are the gloomiest about the future.” The anguish of hopelessness in that honest confession is the absence of God in the picture of human lives. Death is feared so much because God is feared so little. The idea of an afterlife seems a fairy land for a post-modern sceptical intellec-

tual world. But it’s a reality that cannot be eluded with nonsensical arguments. The famous sonnet written by John Donne, “Death, be not Proud!” tells of death as a defeated enemy. Though some have called him mighty and dreadful, he is not so! One short sleep past and we all wake eternally. And death shall be no more; death shall die.This holy sonnet was a direct allusion to 1 Corinthians 15:26: “The last enemy that shall be destroyed is death.” The captivating picture of death as portrayed in the Bible doesn’t fall short of our notice as Apostle Paul plainly states, “Death is gain for me, I desire to depart and be with Christ.” He anticipated death with a supernatural undying hope. This longing and desire of hope is only possible in the ultimate intimate union with Christ. The King George VI of Britain, just before he died of cancer gave this famous speech about his own predicaments: “I said to the man at the Gate of the Year, “Give me a light that I may walk safely into the unknown.” He said to me, “Go out into the darkness, and put your hand in the hand of God, and it shall be to you better than the light, and safer than the known.” What confidence! What boldness in the face of death! It was God that gave him such an un-daunting voice. In relation, Godwas the anchor of his soul. The conviction of forever-ness in human hearts points to the reality of life after death. Death and decay are inevitable. Generations come and go. It will never pass by again. Death tells us to look at the world temporarily. Death teaches us to cherish life and people around us. Death removes pride and reminds us that humans are nothing but mortal beings. Death is not the end but the inauguration of the forever-ness of life. Therefore, we sing with confidence, “Where, O Death is your victory? Where, O death, is your sting?” (1 Corinthians 15:55). "The organizers wish to express their deep appreciation to all the fans who supported the festival since day one, as well as the sponsors and the media partners," a statement (written in Spanish) on the official Lollapalooza Colombia.
