NIC holds hearing on furnishing of HPC report KohIMa, July 23 (MexN): The Nagaland Information Commission (NIC) held a hearing on the Public Information Office (PIO) of the Home Department, Government of Nagaland, for not furnishing the “full and final” report of the High Powered Committee on Illegal and Multiple Taxation on July 16. The NIC has reportedly decided to reserve its decision “for further clarification” in the next hearing, which, it said, will be notified later. This was informed by the Nagaland Public Rights Awareness and Action Forum (NPRAAF) that attended the said hearing called by NIC in Kohima in connection with a complaint lodged by NPRAAF against the PIO Home Department for not furnishing the said details. Officials from the Home Department, Political Branch, were also present during the hearing, the NPRAAF informed today in a press release from its Information & Publicity Cell. “The issue of illegal and multiple/unabated taxation being of high public importance outweighing any harm to the protected interests of the state government as well as the NIC,” stated the NPRAAF, appealing the NIC to “fix date for the next hearing at the earliest in the interest of justice.”

Assam cM and naga Hoho pledge to work for peaceful coexistence DIMaPur July 23 (MexN): “Dialogue and not disengagement is a an answer to the burgeoning distrust among the people living along the Assam-Nagaland boundary,” observed Chief Minister Sarbananda Sonowal who pledged with Naga Hoho for peaceful coexistence of the people of the two neighbouring states notwithstanding the long standing unresolved boundary disputes. Meeting a delegation of Naga Hoho, the apex body of all tribal communities of Nagaland on Friday evening in the city, Chief Minister Sarbananda Sonowal endorsed the idea of having constant interaction among the people of the two states living along the boundary for their peaceful coexistence, a press statement issued from the Chief Ministers’

Office, Janasanyog, Assam stated. Sonowal also emphasised on a proper platform where outstanding issues confronting both the states can be discussed in a congenial atmosphere and found a way out for their solution. Asserting the need for frequent sporting and cultural exchanges between people of the two states, Sonowal called for a “collective will” for normalising the situation prevailing along the border areas of Assam and Nagaland. He also urged the people living in both sides of the of Assam-Nagaland border to maintain peace and harmony and thwart all nefarious designs of the anti-social elements who have been trying to blow the small incidents to a large inter-state confrontations. Kavita Acharya, First Lady of Nagaland State (wife of the Governor), today said that there are three ways to empower women. The first is education empowerment followed by financial and political empowerment. “Some of us send our boys to school and not the girls, because of our mindset. Beti Bachao, Beti Badhao, a central government project is very important and gives equal importance to boys and girls,” she said, while addressing an interactive session on ‘Skill development and empowerment of tribal women (Nagaland)’ organized by a Mumbai based NGO, Bharatiya Stree Shakti, here at Hotel Cimorb. Acharya said today’s gathering was basically to discuss on how to empower women of Nagaland. She said that to strengthen the so-

ciety and nation, both boys and girls, men and women should march together. “That is why girls should be sent to school. This is education empowerment,” she said. Regarding financial empowerment, she said Prime Minister Narendra Modi has given a “magical project” Jan Dhan Yojana, which gives the right to open a bank account, without a single naya paisa deposit, to everybody. “It gives you one lakh free insurance, ten thousand loan facility to start any small business,” she said, adding that Modi also started Mudra Bank for those who required more money. “This gives financial empowerment,” said the First Lady of Nagaland. On political empowerment, she said, the central government has amended the Constitution and 1/3 seats are reserved for women in municipal and district Jilla Parishad elections. “Let us come together and empower ourselves. ASU releases ‘Students Code’

KohIMa, July 23 (MexN): The Angami Students’ Union (ASU) has issued a ‘Students Code’ for the “well being” of the daily affairs of students. In a detailed list of codes, the ASU asserted that students in uniform indulging in “immoral activities” or found in cyber cafes, alcohol joints, found taking other intoxicants, or indulging in gang wars, or found disrespecting their teachers will be met with stern action by the Union. Coupled with that, imposition of fines against failed subjects and absentees are prevalent. Therefore, it is strongly cautioned that such practices in some institutions are very well noted and

necessary action will be initiated.” It also made public the tuition and private tuition fee rates that have to be applied to the Angami jurisdiction. Further, it also notified the public that any harassment of students shall not be tolerated. Concession for students on public transport, it stated, should also be strictly adhered to. It also strictly prohibited the sale of tobacco products in and around educational institutions. New DelhI, July 23 (PTI): Warning black money holders of stringent action including imprisonment after September 30, Prime Minister Narendra Modi on Saturday said those with undisclosed wealth, most of which is parked in jewellery and real estate, should come clean to sleep peacefully. At a function jewellers organised to felicitate him, Modi said he is aware of people going to bullion merchants with “cartload” of money and a message has to be delivered to them to come clean using the one-time compliance window closing on September 30. Stating that people have been jailed in the past for evading taxes, he said the government should not be forced to resort to the same after September 30. “Aur us paap ko karna nahi chahata hu jo September 30 ko mujhe karna padega (I do not want to commit the sin which I will have to do after September 30 against black money holders),” he said. Under the Income Declaration Scheme (IDS) which opened on June 1, black money holders can come clean by declaring the assets by September 30 and paying tax and penalty of 45 per thereafter. Those who fail to take advantage of the scheme will have to face stringent actions, including imprisonment. The Income Tax department has already identified 90 lakh high value transactions without PAN. As part of the scrutiny, the department will initially issue 7 lakh letters to those who have indulged in such transactions seeking their details.

Government aware of black money sources, says Jaitley

BeNgaluru, July 23 (IaNS): Reminding tax evaders of the Income Disclosure Scheme (IDS) to come clean and pay up by September 30, Union Finance Minister Arun Jaitley on Saturday said the government was well aware of the sectors that generated black money. “Everybody, including the tax department, is aware of the sectors in which unaccounted money is generated. But it would be an unpleasant duty for any state to start the process of big brother watching,” Jaitley said at a seminar on the IDS 2016 here. Hinting that non-payment of direct taxes would be detected in the near future, he said all those who earn must pay taxes, which are reasonable in India when compared to the rates in other countries. “Keeping a watch on transactions of citizens is not a happy thing to do for a government, which has to trust its people in complying with tax laws,” Jaitley said. Advising people to avail of the scheme and come clean on their unaccounted wealth, he said it was a good opportunity for clearing up the past and live without worry. Referring to the ambitious plan to mobilise idle gold lying with households and temples, the Prime Minister said that since jewellery is used only 2-5 times in a year by holders, it is better loaned to the government for boosting economy. “Unfortunately gold is linked to social status in India. …It remains locked as dead money… You can deposit it with the government and take it out when needed. This will boost the country’s economy,” Modi said. As per an estimate, about 20,000 tonne of gold is lying with households and temples across the country. Referring to the excise duty levied on jewellery, which had led to widespread protest by jewellers, Modi said both sides entered into a dialogue to resolve the matter. “I know where I have

The Bosco Club consisting of 18 members along with Assistant Professor, Br. Dominic Ralte, animated the inmates of St. Joseph Children’s Home with a variety of entertainment and motivating items. The programme began at 10:00 am with sessions on gratitude,

obedience and love conducted by the students. The Children’s home houses around 50 orphans of different age groups and different tribes. Currently they are taken care of by two priests and three nuns. The animation programme also included party games, sing-songs and short motivational talks. Two killed, over 5 lakh remain affected in Assam floods Guwahati, July 23 (iaNS): Two people were killed in Assam on Saturday even as the overall flood situation remained grim in the state with over five lakh people being affected in 13 districts and more areas were inundated by surging waters of the Brahmaputra and its tributaries. Assam State Disaster Management Authority (ADSMA) officials said that as of Saturday evening, 5,02,813 people in 1,039 villages in Lakhimpur, Golaghat, Morigaon, Jorhat, Dhemaji, Sivsagar, Kokrajhar, Barpeta, Bongaigaon, Nagaon, Dhubri, Dibrugarh and Chirang districts were affected. Two people were killed due to floods in Lakhimpur and Morigaon on Saturday, the officials said. Earlier this year four people were killed due to floods in different districts, taking the toll to six this year. "Over 70 relief camps have been opened by the districts administra-

tions in eight worst-affected districts housing 21,549 people till Saturday," the officials said adding that the National Disaster Rescue Force (NDRF) and State Disaster Rescue Force (SDRF) forces have deployed over 40 boats to carry out relief work and rescue marooned people. The ASDMA officials said that the Indian Army had also been pressed into service to help the marooned people in different flood-affected areas. A total of 46,480.24 hectares of cropland have been submerged by flood waters in past few days, the officials said, adding the Dibru Choikhowa national park and Pabitora wildlife sanctuary have also been inundated. Flood situation grim in Arunachal itaNaGar, July 23 (Pti): The flood situation remained grim in Arunachal Pradesh with several overflowing rivers submerging fresh areas in the state today. The rising Noa-Dehing river has submerged entire Lekang circle under Namsai district and affected Piyong circle, Namsai Township and its adjoining villages, a report of the Water Resources Department said. The water level of Jengthu River is also increasing rapidly and has affected Mukron, Chessing Nongtaw, Jenglai and Wagon-IV villages. The Lohit, Kamlang, Berreng and Tengapani rivers are overflowing and have resulted in heavy erosion in both banks of the rivers. The district administration has adopted all contingency plans to mitigate the sufferings of the people, Namsai district DC R K Sharma said. In Changlang district, several low lying areas at Diyun circle and Jairampur sub-division remained submerged in flood water. A report from East Siang district said that torrential rain has thrown life out of gear in many parts of Pasighat as heavy downpour in the past week has submerged different parts of the township. Meanwhile, Tezu, the district headquarters remained cut off from the rest of the state as the administration suspended ferry services at Alubari ghat due to high spate of the Lohit river. Chief Minister Pema Khandu has directed respective legislators of Tezu, Namsai and Jairampur to monitor the flood situation and supervise relief measures.

New India-B'desh railway project to start on July 31 aGartala, July 23 (iaNS): Union Railway Minister Suresh Prabhu will lay the foundation stone for a new IndiaBangladesh railway project and flag-off the Agartala to New Delhi passenger train service on July 31, a Tripura minister said here on Saturday. Tripura Transport Minister Manik Dey, giving the information, said the India-Bangladesh train would run from Agartala (India) to Akhaura (Bangladesh). The Agartala-New Delhi passenger train service will run on the newly-laid broad gauge line, he said. Makhel Village refute ADC member’s denial

DimaPur, July 23 (mExN): Reacting to the Tadubi ADC member’s denial of being involved in preventing a Shaktiman vehicle from proceeding to Makhel Village and also assaulting the driver, the Makhel village authority has in a rebuttal termed the denial a “blatant lie”. According to a press release from the village authority, there were people around during the time of the incident witnessing the whole happenings and the allegations is “fully authentic, accurate and very much genuine”. Rhino carcass found in Kaziranga KaziraNGa, July 23 (Pti): The carcass of an adult male rhino with its horn intact was found today in the Kaziranga National Park (KNP) in Assam, an official said. People from the nearby Japoripathar village noticed the carcass floating on the Diphloo river near Mikirjan forest camp of the Park's Kohora range. KNP officials and veterinarians examined the body and said that it was a case of natural death, the official said. The horn of the rhino was recovered by the forest officials for safe-keeping.

The DoNER ministry recently released Rs 150 crore to start the necessary work for acquisition of 67 acres of land for the project, he said. The minister said the 15 km (5 km on Indian side and 10 km on Bangladesh side) long Agartala-Akhaura railway project would provide a major boost to the development and economy of the north-eastern region of India and eastern Bangladesh. The Northeast Frontier Railway (NFR) has done the preliminary work for the project. India's External Affairs Ministry would provide the necessary funds for the Bangladesh portion of the Agartala to Akhaura rail project. The DoNER ministry's funds would be spent for the Indian portion of the project, the minister said. The 1,650-km distance between Agar-

India-Bangla border will be secured: Assam CM Guwahati, July 23 (iaNS): Assam Chief Minister Sarbananda Sonowal on Saturday said the state and central governments have taken strong measures to seal the India-Bangladesh border and added that the international border in Assam will be sealed in line with Kashmir, Punjab and Rajasthan. Addressing a meeting at the Indian Institute of Entrepreneurship (IIE) in Guwahati, Sonowal said the government had taken steps to stop cross-border infiltration and illegal trade by sealing the international border. "Both the Centre and the state government have also decided to seal the 70

km of riverine border between the two countries in Dhubri, Mankachar and Karimganj districts by erecting electric barbed wire and use latest technology," he added. Reiterating that it is important to secure the eastern borders of the country, Sonowal said the people of India will be safe only if its borders are secure. Admitting that there is pressure from illegal infiltrators in Assam, the Chief Minister further said that detection and deportation of each of the illegal migrants is imperative to secure the lives of genuine Indians. "The works are on in full swing to upgrade the Na-

These were among the items in the first drone delivery on US soil approved by aviation officials, made by convenience retailer 7-Eleven and the drone startup Flirtey. The delivery took place yesterday in Reno, Nevada, with the items loaded into a special box for hot and cold food and flown to a local family. The company is also working together to explore other areas of railway ticketing activities, Manocha said. "We are planning to

enter unreserved ticketing system; it would be available in a few months time," he said. Manocha said IRCTC is improving its Android app to make refund process of eticket cancellation simpler. The company is working with several institutions, including Central Food Technological Research Institute, Mysore, and Institute of Hotel Management, Catering & Nutrition, Pusa just to provide upgraded services, he said. IRCTC is planning to launch its own e-wallet in a renewed form, he added. "The failure for card payment is only 2-3 percent because of the pathway issues. We are hoping to launch e-wallet in the renewed form. It will be made free for the first three months. Currently it is linked to the PAN card and it will also be linked to the Aadhaar card soon." He said they have started the process for e-wallet which should be launched by Dussehera or Diwali (in October).

So far, the government has transferred Rs.1.02 lakh crore under 74 central schemes to about 30 crore beneficiaries through the direct benefit transfer or DBT system, resulting in huge savings, Union Electronics and Information Technology Minister Ravi Shankar Prasad said. “We have been able to save Rs.36,500 crore of State and Central government funds that was sought to be pilfered or taken away by those that were not entitled for it. If we could do this in the past two years, how many more thousands of crore would we save if we go for DBT in a big way?” Mr. Prasad asked, urging state governments to play a pro-active role. he Angami Students’ Union (ASU) is issuing a Students Code keeping in mind the wellbeing of the daily affairs of the students as it has been brought to light that various detrimental activities are being blatantly committed by the students both outside and inside many institutions. Besides that, the code also covers many other factors which are contributed by the public towards such acts. The code seeks cooperation and support of everyone in the Angami jurisdiction. • Any students found in alcohol joints, cyber cafes or any other places in uniforms are unacceptable during the school hours. And in such cases, the proprietors of alcohol joints and cyber cafes will also be equally penalized. And students in uniform roaming about during school hours shall be thoroughly checked and monitored. • Any students in uniform found indulging in any immoral activities shall be penalized both inside and outside the school. Beyond that, if any threat or any form of disrespecting the teachers etc shall not be tolerated. If any such incident occurs and if complaints are received then stern action shall be initiated against such insubordinate students. • Students forming themselves into gangs and involving in gang fights shall be seriously dealt with. Such practices must be discouraged by parents, teachers and the public by reporting any such gang activities. There are cases where such gangs are involved in fighting with rival gangs and many students are compelled into joining in order to protect themselves or due to prestige matters etc. • Any students in uniform who are found taking any intoxicants or any form of abusive substances shall not be tolerated. Such defaulting students if caught or reported and on confirmation of such acts shall be seriously dealt with. • Students in uniform below 18 years should not drive vehicles and if caught shall be panelized. Reaffirming the standing resolution in regard to the usage of Govt. vehicles for dropping and picking up of students from schools is strongly discouraged. • Students are advised to dress appropriately and decently. • Any cases of abuse amounting to harassment of students shall not be tolerated. • Concession of students transportation fare by taxis and buses must be strictly adhered to. Any cases of breach or denial of concession must be reported immediately. • Some private colleges, schools and hostels are managed by individuals for profit and business leading to astronomical rates of fees with little or no facilities. Coupled with that, imposition of fines against failed subjects and absentees are prevalent. Therefore, it is strongly cautioned that such practices in some institutions are very well noted and necessary action will be initiated. • Sale of any tobacco products is strictly prohibited in and around educational institutions’ and violators is liable to any action by the union for the welfare of the students. • Tuition rates and private tuition fees are once again made public. Angami Students’ Union (ASU) reiterates its resolution on tuition fee structure to be maintained and adhered to in all Angami Jurisdiction till further notification. The tuition fee structure include class 10 and below- Rs. 300 per students as monthly fee with 5 classes a week and minimum 1 hour for every classes; class 11 and 12- Rs. 400 per student as monthly fee with 5 classes in a week and Rs. 200 per student for classes every alternate day i.e. 3 classes in a week and the minimum duration for every class should be 1 hour; home tuition rate – Rs. 1000 only shall be charged as monthly fee with minimum 1 hour for every class. The ratio of Teacher/students for a single tuition batch should be 1:6. The Union cautions any person who fails to comply with the norms is strictly cautioned. Government urged to introduce 13 ‘deprived’ Naga languages in secondary level es of the literature boards/ committees representing the thirteen linguistic/ dialect groups. Among the many agendas discussed, every member present expressed concern on the “apathy and step-motherly treatment” shown by the government in refusing to grant permission for the thirteen languages to be taught and studied at the

secondary level, the release said. The meeting resolved to demand the government to grant permission to introduce the thirteen languages in Class IX & X without delay. The meeting further observed that serious deliberation on the matter needs to be made by the State Legislative Assembly, and to effect necessary legislation so that no linguistic/dialect group is deprived of its right to teach, promote and propagate the mother-tongue. It also resolved to demand the government to create Language-Teachers position for the “deprived” thirteen languages too. The Association further appealed to the general public, leaders and

Mental health issues in Nagaland moKoKchuNg, July 23 (mExN): The Nagaland State Legal Services Authority (NALSA) in association with Alempang Baptist Church organized a one day workshop and sensitization programme on mental health issues at the Gilgal Hall, Alempang Baptist Church, Mokokchung on July 22. It was well attended by the Church members, Church youth group, NGOs, representatives from social organizations, representatives of various Nodal departments and stakeholders. The workshop specially focused on understanding, identifying and discussing the real issues and aspects of the mental health situation in Nagaland and to draw out a Plan of Action for Nagaland on Mental Health-Group Activity, according to a press release received here. NALSA (Legal Services to the Mentally Ill and Mentally Disabled Persons) Scheme, 2015 and

its various provisions and aspects of the scheme were presented by Nino Iralu, Member Secretary, Nagaland State Legal Services Authority (Department of Law & Justice). Iralu stated that the various nodal departments/agencies and government departments need to coordinate and collaborate for proper implementation and visibility of the scheme to the masses. Dr. Yanger, District Immunization Officer, Mokokchung and Nodal Officer for the District Mental Health Program presented the status of mental health services in the State. He emphasized on the importance and need to identify persons suffering from mental illness, who are silently kept at home in isolation, so they can be treated with proper care and medication under the District Mental Health Program. Dr. Yanger further expressed concerns over the distribution and status of mental health patients

across the States. The State is yet to conduct a proper survey and research; hence, no clear picture of the mental health patient status could be drawn out as of now, he stated. The District Mental Health Program in Nagaland launched under the National Mental Health Program covers two districts of Dimapur and Mokokchung as pilot districts. In Mokokchung, the mental health care is set up and fully functional and runs with sufficient staff, trained in specialized field. The Program aims for early detection and treatment of mental health patients at village and community level, it was informed. A vocational training center for the mental health care workers and a day care center is also set up at Impur. Dr. Yanger also remarked that the level of awareness on mental illness among the common people is very poor and social stigma is prevalent. The

District Mental Health program has already adopted the Information Education Communication (IEC) model for creating awareness at the village and community level. However, he expressed disappointment over the low turnout of patients in the health care centers. Pointing out that awareness programme has to be organised in various levels targeting various sections and groups of society such as the church bodies, schools, teachers and NGOs, Dr. Yanger also urged the relatives and family of mentally ill persons to obtain Disability Certificate which can help the patients in availing government benefits and schemes. Further, he emphasized on publicizing the provisions in the Mental Health Act 1987 Act, which, he said, needs to be widely circulated at community and village level. Yupanger, Educational Block Research Center (EBRC), Mokokchung shared their experiences in mental health issues. But don’t forget: You are the one who knows your child’s medical history better than any doctor ever will. You are the one who knows the best way to help your child calm down when they are having a meltdown. You are the one calling insurance companies to make sure services are covered for your kid. You are the one who recognizes the smallest of milestones and celebrates them fully. You re the one who knows what your child needs even with a lack of speech. You are the one who stands up for your child even if you once used to be quiet or shy.

You are the one who carries your child where there is no accessibility because you do not want them to miss out. You are the one who prays for them each day and night and everything in between. You are the one who loves so fiercely. You are the one who will sacrifice anything for your child. You are the one who fights for your child. You are the one who sees your child better than anyone else can. You are the one. You are enough! All the lessons you have learned along the way, all the strength you’ve gathered, all the ways in which you now better understand unconditional love, and kindness, and the value of life - all of that is what makes you the wonderful parent that your child needs. ~My Story~ I was born and brought up from a Christian home where I received so much love and affection from my family. I am just an ordinary girl who goes to church, sings with the choir, attended VBS and youth camps where I learned God’s love and mercy. This was where it all started; God had just begun working in my life tangibly. Since 6th grade, God has been using and blessing me despite of my weaknesses, and when I look back I realise how

much He loved me then, still does and never gave up on me because He chose me and He has plans for me. I have witnessed many a miracle ever since the first day I got filled with the Holy Spirit and the supernatural started working in my life. In the year 2013, my mother suffered a mild stroke. She got very serious and she could not even walk or eat on her own; we had to do everything for her. At one point, she did not want to meet anyone who wanted to meet her. She was so lost in her sickness. She could not even

pray for one year. At that time, I thought she will no longer live with us looking at her poor health condition. So, one day I went inside my parents’ bedroom and I started praying and fasting for my mother’s life and started reading the scriptures. Then something struck me, “with GOD all things are possible” and it was then my faith increased and I told God “There is nothing you cannot do, so please grant my mom long life or at least let her live up to her birthday so that we can celebrate her last birthday together”

In his response, the renowned evangelist had this to say. "In some ways it's not possible, of course, to put everything about God into one sentence," he wrote, explaining that since God is infinite human beings can't

fully comprehend just how awesome He is. "God is infinite, and we'll never fully understand His greatness — not on this side of eternity." The famed evangelist explained how Apostle Paul marveled at the intellect and glory of God in Romans 11: 33-34 when he wrote "Oh, the depth of the riches of the wisdom and knowledge of God! … Who has known the mind of the Lord?" Graham explained that if he had to try to sum up what he believed about God into a single sentence he would say: "God loves us, in spite of our sin and

rebellion — and the proof is that he sent his only son, Jesus Christ, into the world to make it possible for us to become part of his family forever." The founder of the Billy Graham Evangelistic Association asked readers to reflect upon John 3:16: "For God so loved the world that He gave His one and only Son, that whoever believes in Him shall not perish but have eternal life." he funniest thing about people is that it's in our nature to earn things. That isn't necessarily a bad thing as long as we can afford it. But Christ's love and forgiveness are given as free gifts, and we will never be able to pay Him back...yet so many try to earn the righteousness of God. Through God's laws, we are given a glimpse of the weight of God's standards for holiness. The law wasn't meant to show us what we should do, but rather what we can never do to earn God's favour. Every single one of us will fall short of God's absolute standard for purity and holiness. Romans 3:23 puts it simply for us: "for all have sinned and fall short of the glory of God" (ESV). But we need to be righteous. We need to be right with God because unless we are, we will be far from God; separation from God will always mean the void of blessings and the presence of pain and destruction. God is the light that shines upon us so that we may experience all things that are good. We can never be righteous on our own. We just can't. But the best news of all is that righteousness was made available to us

Worship in truth and spirit 1. Further no one would dared to talk to her publicly because of her ill reputation. She was surprised that Jesus, a stranger, knew everything about her. It shocked her when Jesus asked her for a drink of water, an unheard of thing. She was in for another shock when Jesus declared to her that he is the Messiah who both the Jews and the Samaritans were expecting. Jesus was not concerned about her past or racial and political differences. Jesus told her about eternal life and what would happen soon. Jesus said to her that “a time is coming" for everyone to be able to worship God in spirit. The time Jesus spoke of will come after God gives everyone his spirit. That time is about the establishment of the New Covenant--now, for those Christians who have now received God's Spirit and are daily motivated to be guided by his Spirit in everything they do and later for those who will receive it when the whole world receives it. 2. The incarnated Word: The Word became flesh and made his dwelling among us. We have seen his glory, the glory of the One and Only, who came from the Father, full of grace and truth. Just break the silence over child labour: Satyarthi New Delhi, July 23 (iANS): Kailash Satyarthi has been a campaigner for child rights nationally and internationally for three decades. His Bachpan Bachao Andolan has had particular focus on freeing children who are forced into exploitative labour or servitude. His work has been amply recognised and honoured, particularly internationally. In 2014, Satyarthi shared the Nobel Peace Prize with Malala Yousafzai of Pakistan. While top awards have crowned his efforts, they have not capped them. His campaign against child labour continues. He is currently working to launch a campaign called 'Hundred Million for Hundred Million' which is aimed at the youth across the world. Satyarthi spoke with IANS about his life and work. His message to the ordinary folk is: Just break the silence over child labour.

IANS: In addition to your long-term campaign against child servitude, what have you been doing nowadays? Satyarthi: Currently I am preoccupied with getting amendments introduced to the Child Labour (Prohibition and Regulation) Amendment Bill that Rajya Sabha passed on July 19. The Bill has two main faults. Firstly, it reduces the number of industries considered hazardous for children from 83 to just three. And secondly, it allows children below 14 to engage in home-based work. So the families will be allowed to use children in such work. These two faults should be removed before the Bill is considered for passage by the Lok Sabha. IANS: What else have you been doing? Satyarthi: I have been planning to launch a campaign called 'Hundred Million for Hundred Million'. There are about 100 million

The United Nations statistics show that the number of child workers have gone down from 26 crore to 18 crore in the last 15 years. IANS: How has the Nobel Prize smoothed your way? Satyarthi: Nobel Prize has made me much better known nationally and internationally. I no longer have to wait for months to get an appointment with a Indian or foreign leader. I have now been meeting presidents, prime ministers and other top decision makers to take to their countries the work I do. dren. How does your work touch that issue? Satyarthi: My wife and I have recently been to a migrant camp in Germany, where I learnt a lot from the children and got an insight into their plight. I saw dreams in their lives even though their families lost everything they had. I also spent a day in a migrant camp in Turkey. The flood of migration means children are being deprived of food, security and education. Many of them are being enslaved, some are being pushed into crime, some just disappear. In conflict-ridden Syria alone, 20 children disappeared. I raised the issue with many heads of state and ministers and urged them to open their borders to the children in distress. I also raised the issue at the UN Humanitarian Summit in Turkey. A campaign called 'Education Cannot Wait' was also started during that summit to help distressed children get education.

As violent protests continue in the Prime Minister’s home state of Gujarat over the flogging of Dalit youth by upper-caste Hindu vigilantes, an IndiaSpend analysis reveals a conviction rate six times lower than the Indian average -over 10 years -- for crimes against scheduled castes (SCs) and scheduled tribes (STs). In 2014 (latest available data), 3.4 per cent of crimes against SCs in Gujarat ended in convictions, against a national rate of 28.8 per cent -- one conviction for every eight across the country. Against STs, that conviction rate was 1.8 per cent, against the national average of 37.9 per cent -one conviction for every 21 cases. Dalit unrest began on July 11, 2016, when four Dalit youth were tied to a car and gau rakshaks, or cow protectors, took turns to flog them as a crowd watched. The crime: Skinning a dead cow. Later, the upper-caste vigilantes posted a video of the flogging on social media as a warning of sorts to others -- Dalits and Muslims. The video of another attack in May has also now emerged. The Gujarat government has arrested suspects, but the gau rakshaks’ courage appears rooted in the failures of

Gujarat’s criminal-justice system in addressing crimes against the lowest of Hindu castes and tribes. A similar failure is evident in Maharashtra and Karnataka. Over a decade, conviction rate of crimes against SCs is 5 per cent; against STs, 4.3 per cent Over the decade ending 2014, the average conviction rate in cases of crimes against SCs in Gujarat was five per cent; in crimes against STs, it was 4.3 per cent. The national average was 29.2 per cent and 25.6 per cent, according to NCRB data. This means that suspects in 95 of 100 cases are acquitted. Over 10 years, the lowest conviction rate in crimes against SCs in Gujarat was 2.1 per cent in 2011; against STs, it was 1.1 per cent in 2005. The conviction rate for all crimes registered under the Indian Penal Code nationwide was 45.1 per cent in 2014. “If the conviction rate is low, people who can afford a good lawyer know that they can get away with their crime,” Supreme Court lawyer Kamlesh Kumar Mishra said. Karnataka and Maharashtra are on par with Gujarat, with a similar five per cent conviction rate for crimes against SCs/STs. In Uttar Pradesh and Uttarakhand, about half of such cases end in conviction.

“There is discrimination at each point in the whole chain of access to justice for Dalits and Adivasis (as STs are called),” said Paul Divakar, Convener of the National Campaign on Dalit Human Rights, an advocacy group, pointing to flawed chargesheets and investigations. Mishra said it was up to the Gujarat government to implement longpending reforms recommended by various commissions to improve convictions and try pending cases. Lower courts in Gujarat need 287 years to clear pending cases, IndiaSpend reported in December 2015. SCs and STs endure widespread discrimination and lag the general population in education, jobs and income, we reported earlier this month. Crime against SCs/STs is also rising, IndiaSpend reported, a reflection of greater reporting of cases, and a consequence of upper-caste resentment against growing assertiveness. “Society can now accept a Dalit crossing an upper caste area on a bicycle, but it still hasn’t accepted the idea of a Dalit riding a Royal Enfield,” Dalit writer Chandra Bhan Prasad said in a Mint interview. “Upper castes feel threatened as Dalits now feel equal to them and even confront them.”

India expels three Chinese journalists BeiJiNg, July 23 (hT): India has expelled three journalists of the Chinese official news agency, Xinhua, by refusing to renew their visas to work in the country, a move that could worsen the already strained relations between the two countries. The three journalists have been ordered to leave India by July 31. Journalists Wu Qiang and Lu Tang head Xinhua’s bureau in New Delhi and Mumbai respectively. IS attack on Afghan protest kills 61 people, wounds 207 kABUl, JUly 23 (AP): At least 61 people were killed and another 207 wounded in the Afghan capital on Saturday, when a suicide bomber detonated his explosives-packed clothing among a large crowd of demonstrators, officials and witnesses said. In a statement issued by its news agency, Aamaq, the Islamic State group claimed responsibility for the attack on a protest march by Afghanistan's ethnic Hazaras. The marchers were demanding that a major regional electric power line be routed through their impoverished home province. Most Hazaras are Shiite Muslims but most Afghans are Sunni. Waheed Majroeh, the head of international relations for the Ministry of Public Health, confirmed the death toll and said it was likely to rise "as the condition of many of the injured is very serious." The government had received intelligence that an attack could take place, and had warned the march organizers, a spokesman for Afghan President Ashraf Ghani told The Associated Press. "We had intelligence over recent days and it

was shared with the demonstration organizers, we shared our concerns because we knew that terrorists wanted to bring sectarianism to our community," presidential spokesman Haroon Chakhansuri said. Two suicide bombers had attempted to target the demonstrators, who were gathering in Demazang Square as their fourhour protest march wound down and they were setting up a camp, Haroon Chakhansuri said. "One of them was shot by the police," he told AP. He said that three district police chiefs on duty at the square were injured and another three security personnel were killed. He said Ghani planned to meet with the organizers later on Saturday, and would make a live television appearance after that. One of the march organizers, Laila Mohammadi, said she arrived at the scene soon after the blast and saw "many dead and wounded people." Footage on Afghan television and photographs posted on social media showed a scene of horror and carnage, with numerous bodies and body parts spread across the square.

Hazaras, most of whom are Shiite Muslims, were especially persecuted during the extremist Sunni Taliban 1996-2001 regime. The Taliban's spokesman Zabihullah Mujahid said in an earlier email that his insurgent group was not responsible for the blast. Turmeric compound may treat colon cancer New yoRk, JUly 23 (IANs): A compound found in turmeric, a spice widely used in curries, could play a very important role in preventing and treating colon cancer, which frequently is caused by lifestyle factors, such as diet, say researchers including one of Indian-origin. The researchers found that combination of two plant compounds that have medicinal properties - curcumin and silymarin - holds promise in treating colon cancer. Curcumin is the active ingredient in the spice turmeric and silymarin is a component of milk thistle, which has been used to treat liver disease. "Phytochemicals may offer alternate therapeutic approaches to cancer treatments and avoid toxicity problems and side effects that chemotherapy can cause," said corresponding author Uthayashanker Ezekiel, Associate Professor at Saint Louis University in Missouri, US. The findings were published in the Journal of Cancer. The researchers studied a line of colon cancer cells in a laboratory model.

They found treating the cells initially with curcumin, then with silymarin was more effective in fighting cancer than treating the cells with either phytochemical alone. "The combination of phytochemicals inhibited colon cancer cells from multiplying and spreading. In addition, when the colon cancer cells were pre-exposed to curcumin and then treated with silymarin, the cells underwent a high amount of cell death," Ezekiel said. Ezekiel, an alumnus of Madurai Kamaraj University in Tamil Nadu, sees promise in using the phytochemicals to help prevent colon cancer, but noted the research is a preliminary cell study, with more research ahead before scientists know if the compounds are an effective treatment for people who have colon cancer. Scientists next would need to study how the curcumin and silymarin impact the actions of molecules, such as genetic transcription and expression, that cause cells to change, Ezekiel said. Then the compounds would be studied in an animal model, then in humans.

ZuRICH, JuLy 23 (ReuteRs): Dutchman Michael van Praag, Spaniard Angel Maria Villar and Slovenian Aleksandar Ceferin will contest the presidency of UEFA in September, European soccer's governing body confirmed on Friday. UEFA said the trio, all heads of their country's respective football federations, were the only candidates to have submitted their bids by Wednesday's deadline for the election in Athens on Sept. 14. The election has been called to find a replacement for Frenchman Michel Platini, who has been banned for four years for ethics violations. Platini was banned, along with former FIFA president Sepp Blatter, over payment of 2.0 million Swiss francs ($2.02 million) made to the Frenchman by FIFA with Blatter's approval in 2011 for work done a decade earlier. He has denied wrongdoing. The eventual winner will have to urgently address the issue of the Champions League, UEFA's flagship competition. The possibility of a socalled Super League for elite clubs, or a mecha-

nism which guarantees big clubs a captive place in the Champions League, has been discussed at private meetings, sources with knowledge of the matter have said. UEFA needs to finalise the format of all its club competitions for the 201821 cycle by the end of this year. Van Praag acknowledged when announcing his candidacy that UEFA has fallen into an impasse in Platini's absence and needs to tackle the Super League threat. LONDON, JuLy 23 (AP): As the clock ticks down to the opening ceremony in Rio de Janeiro, international Olympic leaders are facing a seminal moment. With the credibility of the fight against doping on the line and the image of the Olympic movement at stake, the IOC will hold a crucial meeting Sunday to consider whether to ban Russia entirely from the Rio Games because of systematic, state-sponsored cheating. Short of a blanket ban, the International Olympic Committee could leave it to individual sports federations to decide on a case-by-case basis whether to allow Russian athletes in their events. The doping crisis represents one of the Olympic movement's biggest challenges since the boycott era of the 1980s, and how it plays out may well define Thomas Bach's IOC presidency. The IOC's ruling 15-member executive board will meet via teleconference to weigh the unprecedented step of excluding Russia as a whole from the games. Bach and others have spoken of a need to balance “individual justice” versus “collective punishment.” Time is of the essence, with the games set to open in Rio on Aug. 5. Russia's track and field athletes have already been banned by the IAAF, the sport's governing body, following allegations of state-directed doping - a decision that was upheld Thursday by the Court of

Arbitration for Sport. Calls for a complete ban on Russia have intensified since Monday when Richard McLaren, a Canadian lawyer commissioned by the World Anti-Doping Agency, issued a report accusing Russia's sports ministry of overseeing a vast doping program of its Olympic athletes. McLaren's investigation, based heavily on evidence from former Moscow doping lab director Grigory Rodchenkov, affirmed allegations of brazen manipulation of Russian urine samples at the 2014 Winter Games in Sochi, but also found that state-backed doping had involved 28 summer and winter sports from 2011 to 2015. Bach said the findings showed a “shocking and unprecedented attack on the integrity of sports and on the Olympic Games” and declared the IOC “will not hesitate to take the toughest sanctions available against any individual or organization implicated.” Russia also faces a possible ban from the Paralympic Games. Citing evidence in McLaren's report of doping among Russian Paralympic athletes, the International Paralympic Committee said Friday it will decide next month whether to exclude the country from the Sept. 7-18 event in Rio. Many international Olympic officials and federation leaders have close ties to Russia, which has portrayed the exclusion of its track athletes and calls for a complete ban as part of a political, Western-led campaign. Former WADA president Dick Pound, a senior IOC member from Canada, accused Bach of dithering and failing to live up to his “zero tolerance” line on doping. “You can't have zero tolerance, but say, of course it's Russia,” Pound told The Associated Press. “You have to go down trying to defend your policies, rather than shuffle the responsibility off in all other sorts of directions.” Pound said the IOC will face a backlash if it decides against a full ban. “I think there will be an athletes' revolt, a public revolt, maybe even the sponsors.”

WADA and many national anti-doping agencies and athletes' groups have led the calls for a total Russian ban from Rio. A coalition of 14 national anti-doping agencies sent a letter to Bach saying the IOC's initial response did not meet his pledge of the “toughest sanctions available.” The group called on the IOC to suspend the Russian Olympic Committee and set up a task force that could allow certain Russians to compete under a neutral flag if proven to be clean. Richard Ings, former head of Australia's antidoping agency, told the AP: “Any Russian Olympic sport athlete who had not been subject to independent testing in recent months should not be in Rio. It's not about whether you were doping or

not. That can't be proved either way. What this must be about is, 'Were you subject to compliant independent testing?”' But the summer federations may not have all the information they need from the McLaren report to act. Some sports, such as gymnastics, were not cited in the report and feel there is no justification to ban Russians. And the federations all have different rules. “This is our predicament,” said Andrew Ryan, director of the Association of Summer Olympic International Federations, which represents the 28 sports in the games. “We accept there is a collective responsibility and some IFs can address that, but the vast majority don't have that within their rules. We do not want to discuss our school results in front of the private school teachers. Why? Why do the rural government schools shut down at 12:00 noon? Why do the government schools do not conduct assemblies? Why do the teachers could not reach the school at 8:30 am? Why do not the government schools declare quarterly results? Why not bonus be given to mischievous students? Is the teachers’ pay miserable to maintain their family even if a private teacher could do? Why then? an artist or a businessman or a carpenter be withdrew from his father’s profession and join the school. No, this is totally wrong. This violates the basic right of live. Education no more means acquiring of knowledge in this competitive world, what is the important of learning without building character? From time immemorial, no one cook and eat with dry alphabets? Alphabets and numerical learning are only for references of what is been practically known. Therefore; the constitutional provision is that no child shall be denied in any schools if he or she desires. Today we enforced this right to our children who are against theoretic learning as they had already mastered a specific skill which they can suitably set up their lives. In this regard, we should have enough experiences to apply “what type of children need what type of education”. Indeed, we cannot deny the rights granted by the constitution of India, yet we can neither deny the right of purposeful living. 2. No-Detention policy and Right to Education: India is a complex/ diverse culture, in this context, the low-caste people significantly untouchables were denied and discriminated by the upper caste. Similarly they were not given opportunity to study in the public schools; therefore there is urgency of providing certain rights to those classes of people but in Nagaland, such cases are out of sight. Therefore implementation of these rights should localize as per the local situations. 3. Scattered and excessive Bifurcations/ Detachment of schools: Nagas are social loving people and there is no exception in children. Therefore, the social force of being bigger /stronger is of great importance in the schooling process too. It is pertinent to note that the department allows even the below 100 students schools in a village to detach or bifurcate into three/four schools. In the real classroom situation, it is significant that grouping for activity based teaching in those school are not applicable due to less students participation. The villagers ‘attitude of having good numbers of E/Roll and Population creates stiff competition amongst the villages (for being a Christian state) the same is now applying in the school. Majority of rural schools are now even difficult to arrange 20 members team for a game/ dance/song. If any competition programme is organized, those schools are in search of children from other schools or children who are out of the school. Besides these setbacks, the disintegration of schools resulted, the division of quality teamwork of the teachers too. Now the question is whether we run the

school for material or children. 4. Inequality in staff distribution: There is an enormous gap between the schools in respect of haves and have-nots, There are some school having more than 60 teachers and with this great advantage, a teacher teach only one period in a day where as there are still some schools having 2(two) teachers having 3 classes at a time. This shows that the department is totally against the Right to equality laid down by the constitution of India. 5. Model of promotion: Promotion on educational qualification and seniority alone is a hazardous criterion for those dedicated and sincere teachers. BED/TOT /UGT etc. teachers without attending the school should not be given opportunity for promotion. It is observed that those trained teachers are attached to SDEO/DDEO/Directorate etc. Meanwhile, the dedicated teachers do not get times to go out even for those qualifications also (not 100/%) The IAS, NCS who are known as the “gold of the nation” are not undergone such a training for promotion. We need quality and not quantity, therefore 50% of promotion should be through competitive exam conducted by a highly organize central board. 6. Unhealthy appointment and Stagnancy in posting: Appointment has been randomly done with or without sanctioned post for the past years. This practice has given birth to corruption in the department. Besides, regularization of graduate teachers was also earned lot of criticism. Therefore any employee(s) who are regularized from 1993 to till date without screening test/Interview conducted by a competent authority should be deprive of promotional right. Secondly, posting of GT/PGT should be shuffle in a span of every 5th year. This is because the rigidity of posting creates the monarchical style or authoritative attitude of the incumbents over the community resulting irregularities of performing duties. 7. Communitization and Activity based teaching: Initially communitization revived and created allot in both scholastic and non scholastic areas. The community participation was positive. Agitations and protests; Agitations/ protest for the students welfare is miserably missing, but agitation for the welfare of the teachers and officers is reaching its zenith, thus both the administration and class running comes and goes with those protestants. It is indeed; very true that some arbitrary laws should be interpreted as per the constitution, however for all those miseries, we cannot always agitate for our own cause. In this regard, a Grievance Cell should be open to all so that the cell examines the gravity of the problem and consider or penalize the Protestants. ZuRiCH, JuLy 23 (ReuteRs): Turkish weightlifter Sibel Ozkan has been stripped of the Olympic silver medal she won in Beijing in 2008 after testing positive for a banned substance in a doping test conducted eight years later, the International Olympic Committee (IOC) said on Friday. Ozkan, 28, was caught after the IOC ordered samples from Beijing and 2012 London Games to be retested using new techniques not available at the time of the competitions. The IOC said in a statement that the 28-year-old, who competed in the 48-kilogram category, tested positive for the banned substance Stanozolol. So far 98 athletes have tested positive for banned substances in the re-tests which were ordered after "an intelligence-gathering process that started in August 2015". Ozkan, whose sample was kept in a laboratory in Lausanne accredited by the

World Anti-Doping Agency (WADA), was disqualified from the events in which she competed in Beijing and ordered to return her medal, the IOC said. It said the Turkish Olympic Committee "shall notably secure the return to the IOC, as soon as possible, of the medal, the medallist pin and the diploma awarded in connection with the 48kg weightlifting event (Final) to the athlete." The IOC also requested the International Weightlifting Federation (IWF) to modify the results. "The protection of the clean athletes and the fight against doping is a top priority for the IOC," it said.
