Naga legislators in Delhi to discuss Naga issue

DImAPuR, July 14 (mexn): Members of the Nagaland Legislators’ Forum (NLF) on the Naga Political issue today left for New Delhi to hold meetings with central leaders on the current security situation in the state and the Naga issue. Sources informed that while some legislators left for New Delhi on Tuesday, other members of the NLF will be joining them on Wednesday, July 15. It was further informed that the legislators from Nagaland will hold meetings with Union Home Minister, Rajnath Singh and Interlocutor to the Naga peace talks, RN Ravi on July 16. The legislators are also scheduled to meet the Prime Minister, Narendra Modi after the assembly session concludes.

KohImA, July 14 (mexn): The Tenyimi Peoples’ Organisation (TPO) has invited all the unit Tribe Hohos and organizations for a general meeting on July 21 at 11:00am at The Heritage (Old DC Bungalow), Officer Hills, Kohima. The meeting will discuss on the dispute between Mao Council and Southern Angami Public Organisation (SAPO) over the land issue concerning Kozüri/ Kezoltsa Forest. A press note from the TPYO informed all nominated members to the Judiciary Board to attend the meeting compulsorily.

In a first, farmers from Phek on Monday managed to transport around 67,000 kilos of locally harvested cabbage to Dimapur without having to pay the ‘customary’ taxes demanded by different district town committees and organizations at the numerous check gates manning the highway. Cabbage farmers have been alleging that they are being ripped off of their hard earned money by paying taxes ranging from Rs 1400-1800 to different town committees and organizations, which is only for a 2700 kilo load of Tata Mobile, while on the way down to Dimapur from Pfutsero, Phek district. The expedition, initiated by Phek District Farmers Union and Naga Agro & Allied Products Trade Agency (NAAPTA), was undertaken as an act of protest against unwarranted taxations on Naga farmers for transporting their local produce. Multiple taxations at the numerous check gates points have been depriving the farmers of making any worthwhile profit. More than 15 vehicles were pressed into service to transport the cabbages from the villages of Tsupfume, Zhavame, Razaba and Zelome under Phek district. etable villages, are the main producer of cabbage. “At least this time around, vehicles transporting our vegetables were allowed to pass through the check-gates without having to pay any amount, except for two trucks compelled to pay Rs 100 each to the Kohima Municipal Council (KMC) as ‘vegetable tax’ at New Reserve, Kohima,” PDFU president Khazi Lea informed. The president, however, did not sound convinced whether the check gates would continue to

The U.N. Millennium Development Goal to halt and reverse the spread of the disease has been achieved, said UNAIDS, the global body’s agency focusing on the disease. UNAIDS is driving efforts to end the epidemic by 2030 by enabling everyone to have access to prevention services, treatment and support.“Ending the AIDS epidemic as a public health threat by 2030 is ambitious, but realistic, as the history of the past 15 years has shown,” U.N. Secretary-General Ban Ki-moon said in a report released at a financing conference in Ethiopia on Tuesday. Some 15 million people are receiving antiretroviral treatment for HIV/AIDS, a staggering increase from less than 700,000 in 2000. At that time, patients had to take an average of eight pills per day, costing $10,000 a year. Today, medicines can be bought for $100 a year. PheK, July 14 (mexn): The Phek Town Chakhesang Students Union (PTCSU) along with students of the Government Higher Secondary School (GHSS) Phek staged a combined protest rally on July 14 to protest the lack of teachers in the school. A press note from the PTCSU informed that the protesting students began their rally from the GHSS Phek premises up to the clock tower, and to the office of the Deputy Commissioner, Phek. They submitted a memorandum, addressed to the Director of School Education, to the Phec DC for prompt necessary action. The memorandum highlighted the acute shortage of teachers, both at secondary and higher

secondary sections and the disproportionate teacher students’ ratio. It expressed concern over the present excess enrolment of students numbering 532, with an addition of 354 new admissions in Class XI, with only 34 teaching staffs in the school, while pointing out the potential negative impact it has had on quality education. The memo further said that students are being deprived from choosing their fourth/optional subjects owing to lack of adequate manpower and infrastructure. Further lamenting the failure to start proper classes yet with the terminal exams round the corner, the memo appealed to the concerned authority to expedite the appointment/ recruitment process of

teachers, as the new academic session has already begun. The PTCSU cautioned that the Right to Education (RTE), and the ideas of a welfare state and equal justice will be a “subject of mockery” if the indifference and inaction on the part of the authorities continue. Despite numerous memoranda and pleas submitted already to the authorities by the students’ body and School Principal, no proper response could be elicited yet, the memo informed. It cautioned that the students would be compelled to resort to “more aggressive means of agitation and the authorities will be held solely responsible for any eventuality.”

Kohima police recover stolen vehicle

Kohima, July 14 (mExN): One Honda City (silver) bearing registration number NL-073779 was found abandoned at NH-29 between Jakhama and Viswema village, some 16 km away from Kohima town. The said vehicle was towed from the spot to Khuzama Police Station. A press release from PRO, Kohima police Atu Zumvü informed that when the records of the vehicle was checked by using NCRB database, which is accessible through the portal Vahan Samanvay, the vehicle was found to be stolen from Delhi in the year 2006. According to the information available with NCRB (based on data received from States/UTs Police), the original number allotted to the car is DL-3C-AK-1434 and a case is already registered at KW Camp, Model Town, North West Delhi vide F.I.R No. 0240/2006, the release said. Mandalay, July 14 (Tnn): With Prime Minister Narendra Modi's Act East Policy gaining steam, Manipuris living in Mandalay are now hoping to maintain close cultural ties with their native state. Since 2011, the ties between India and Myanmar have started getting bolstered. Modi even visited Myanmar in November last year. Though majority of Manipuris in Mandalay speak Manipuri, they don't have the opportunity to study their mother tongue as Burmese is the official lingo. "As the medium of instruction in schools and colleges is Burmese, students do not get time to speak Ma-

nipuri. They have to speak in Burmese while attending tuitions too. So, the only place to speak Manipuri is at home," said U Htun Shwe alias Sunder Gopal Sharma (78). Many Manipuris, however, are encouraging youngsters to learn their mother tongue at home. Khin Lin, a Manipuri doctor at Mandalay, hopes that with Modi in power in India, the Manipuris in Myanmar could hope to visit Manipur frequently and maintain close cultural ties. Shyambihari Anoubam (38), who runs a pharmacy in Sagaing province, said only few Manipuris are in the government, while majority are weavers or in petty business. Manipuris are concentrated in about 13 villages of Mandalay, Sagaing and Amarapura areas. Manipur's king has had matrimonial ties with the Ava royal family, but majority of Manipuris in Mandalay and Sagaing provinces are the descendants of those who were taken from Manipur as forced labourers during the Manipuri-Burmese war from 1819 to 1825.

Arunachal Pradesh Water Supply Bill 2015 passed by voice vote iTanagar, July 14 (pTi): The Assembly today passed the Arunachal Pradesh Water Supply Bill, 2015 by voice vote in the amended form. The bill, tabled in the House by Public Heath Engineering and Water Supply minister Takam Pario on July 7 last, was aimed at regulating water supply including levy of reasonable tariff on consumption of piped water supply in the state by replacing the Arunachal Pradesh Water Supply Act, 2000. Taking part in the discussion members suggested for incorporating the provision of protection of catchment areas of water source, besides review of hiked water supply tariff. Responding to various suggestions from the members, Pario said the existing water supply Act was devoid of many provisions and the present bill, reflecting the responsibilities of the consumers, would notify water sources. Replying to various queries from the members, Chief Minister Nabam Tuki said "There is no dearth of water in the state, but to supply of safe drinking water is the responsibility of the government." He urged members to support the bill, while announcing to reduce the charge of new water connection from proposed Rs 5,000 to Rs 3,000 and the monthly water charge for one to three bedroom dwelling units from Rs 200 to Rs 150. "As Arunachal Assembly is known for maintaining highest democratic system, our actions should prove it," he said. Leader of Opposition Tamiyo Taga raised questions as to why a bill was introduced, instead of amending the existing one and wondered whether the new bill would be a "magic one." He suggested for rain water harvesting and ban in jhum practice to protect water catchment areas by making the deputy commissioners of all districts responsible to check it. Senior BJP leader Japu Deru termed the bill as against the interest of the poor, saying the cent per cent hike in water charges would affect the common people. Congress member Nikh Kamin stressed on revenue generation to end dependency on Centre and suggested for a separate head for water supply to check revenue leakage. While P D Sona of the Congress suggested that the government adopt "zero tolerance" to ensure supply of safe drinking water and stressed on accountability of the department, BJP member Tage Taki suggested measuring the major water sources of the state and said they would dry up in future if the catchment areas were not protected. Congress MLA Gabriel D Wangsu said with the level of underground water decreasing, most of the districts in the state were facing water scarcity and suggested for introducing metering system for collecting water supply bills. The decision was taken under the Environment (Protection) Act, 1986, and the Plastics Waste (Management and Handling) Rules, 2011, Tripura State Pollution Control Board (TSPCB) chairman Amitava Debroy told IANS. A public notification about it was issued in Agartala on Monday and a fine ranging from Rs.100 to Rs.1,000 has been fixed. Another senior official of the TSPCB said: "For repeated violation of the ban, the authority would impose a fine of Rs.1 lakh or jail for a maximum term of five years or both." pon my return from a driving trip around Europe, the front page anchor of the Indian Express caught my eye. It showed Communication and IT Minister Ravi Shankar Prasad in a warm handshake with the Communist Chief Minister of Tripura, Manik Sarkar, at the inauguration of an Internet Gateway in Agartala. Even more striking was the treatment the newspaper gave to the headline which encapsulated raw facts: Tripura has an astounding record in the incidence of crime, civilians killed, security personnel killed, kidnappings, encounters, rebels killed. The figure on every count is ZERO. When a former director general of police in Tripura, B.L. Vohra, a year ago gave me similar figures for the previous year, I rubbed my eyes with disbelief. I had never imagined a senior police officer, conservative to the core, in such ecstatic praise of a communist chief minister. So, last April, I turned up in Agartala. Lo and behold, I found myself seated in the presence of the present Director General of Police, K. Nagaraj,

Of course, at the top of the page, across six columns, are stories related to the Vyapam scam, but I found the Tripura story heartwarming. India had its first communist government in Kerala in 1957 snuffed out by Indira Gandhi. Let me, for my immediate purposes, try and explain the Tripura phenomenon, from my notebook. The state has been ploughing its furrow diligently with some quite extraordinary results on the human development scale and which no one discusses. Has the state with a population of four mllion not been in focus because it is small? Only Sikkim and Goa are smaller. The report also claims that the mobile industry contributed $1.1 trillion to the Asia Pacific economy in 2014, equivalent to 4.7 percent of the region’s GDP and an increase of nearly $200 billion compared to the previous year, with over a quarter of this economic contribution generated directly by mobile operators. “The Asia Pacific region features some of the world’s most advanced mobile markets, as well as fast-growing emerging mar-

It was from this wide base that the tribals gravitated towards communism while the

She received the award for rescuing her grandmother from drowning and running through the forest covering 2 1/2 kms to seek help from the villagers. According to a press release, the Governor con-

gratulated Mhonbeni for her exemplary bravery and presence of mind even at such a young age. Training on Pest Management underway NVGF condemns mEDZiphEma, July 14 (mExN): The department of Agriculture Nagaland is organising a three day State level field officers refresher training programme on Integrated Pest Management (IPM) from July 14 to 16 at SAMETI Training Hall in IETC Medziphema, Nagaland. Bendangyanger, Director of Agriculture, in his speech during the inaugural, expressed the need for field officers to equip themselves with knowledge related to agricultural crops in terms of pest and diseases management. Imti Temjen, Jt. Director, Agriculture, and programme in charge, highlighted about problems related to pest and diseases during this Khariff season. He expressed the need for

precautionary measures while using any method of controlling pest and diseases in the field. Temjen appreciated the senior officers of the department and the master trainer for conducting regular IPM training programme since 1995. All together 820 field functionaries including DAO’s/ SDAO’s/ AO/AI and AFA have been trained on IPM in the past 20 years. He encouraged the participants to put more effort in managing pest and diseases in the field for the benefit of the farmers and for increasing productivity of crops. Altogether, 25 field functionaries from all districts and sub-division are attending the three day training programme.

Dimapur, July 14 (mExN): The Nagaland Vegetable Growers' Federation vehemently condemned the “life attempt” on Sanyi Dukru on July 1 at Murgipatti, Dimapur. “The merciless assault was done under the patronage and protection of few unscrupulous Nagas operating the monopolized syndicate racket", the Federation stated while cautioning the protectors and backers - both overground and underground - serving the interest of outsiders at the cost of the Naga farmers. Diarrhoea Control Fortnight from July 27 Training on rose Kohima, July 14 (mExN): The District Task Force meeting in connection with Intensified Diarrhoea Control Fortnight was held on July 14 in the DCs office chamber, Kohima under the chairmanship of Deputy Commissioner, Ruovilatuo Mor. In the meeting, DPO (RCH-UIP), Dr. Avile Zao gave a presentation on Intensified Diarrhoea Control Fortnight (IDCF) where she said that childhood diarrhoeal diseases continue to be a major killer among children under-5 in many states; it contributes to 10.4% of under-5 deaths in the country. Around 1.4 lakhs children are lost due to diarrhoea annually in the country. She also mentioned that almost all the deaths due to diarrhoea can be averted by preventing and treating dehydration by use of ORS (Oral Rehydration Solution) and administration of Zinc tablets along with adequate nutritional intake. With diarrhoeal mortality remaining high in children, it has been decided to organise an Intensified Diarrhoea Control Fortnight (IDCF) this year – in con-

tinuation with the efforts in 2014 – from July 27 to August 8 with the ultimate aim of zero child deaths due to diarrhoea, Dr. Zao informed. By 2020, IDCF targets to improve awareness generation for use of ORS and Zinc in childhood diarrhoea, towards achieving ultimate goal of zero childhood diarrhoea deaths. DPO (RCH/UIP) also stressed on the Week wise details of IDCF. Week 1, i.e., from July 27 to August 1, will focus on diarrhoea control related activities and will comprise ASHAs doing home visit to every households distributing ORS packets and group counselling with Zinc preparation demonstration, Establish ORS-Zinc corners at every health units, promoting prescription of ORS along with Zinc dispersible tablets by health providers. Week 2 will be observed as Infant & Young Child Feeding week, she informed. She further sought co-operation from Social Welfare and Education department during the on-going programme. Taking up the platform, DPO (RCH-UIP) also informed the observance of

37,275 bottles of illicit liquor seized in 6 months Dimapur, July 14 (mExN): The Superintendent of Excise & Prohibition, Dimapur stated that it has registered a total of 690 offences, which are punishable under the NLTP, Drugs & Cosmetics and the Narcotic Drugs & Psychotropic Substances Act. In a media handout detailing the halfyearly activities report (January-June 2015) of Peren and Dimapur districts, the Superintendent informed that 679 of the total number of registered offences were liquor-related, while only 11 were drug-related offences. Peren district also comes within the jurisdiction of Superintendent of Excise, Dimapur. All the drug-related offences were registered in Dimapur, while Peren showed nil drug offences with only 20 NLTP-related

cases registered. The handout stated that a total of 37,275 bottles of IMFL, 462 litres of country liquor, 2538 capsules of spasmo proxyvon, 99 pills of nitrosun, 105.4 kgs of ganja and 10 grams of brown sugar were impounded against the offences registered. During the period, only 67 bottles of IMFL and 462 litres of country liquor were confiscated in Peren district. Informing of the monetary penalty imposed on the offenders, it stated that a sum of Rs. 17,26,500 were accumulated during the 6-month period. Peren district’s contribution constituted Rs. 20,000 of the total. The handout did not provide details of the number of people penalised during the same period.

The Assam Disturbed Area Act 1955 And Who Disturbed Who? Dimapur City needs Dhansiri

T

he Disturbed Area Act (as we now call it), was first promulgated for Nagaland on December 21, 1955 as The Assam Disturbed Area Act 1955. This act was promulgated in order to give a free hand to the Indian army to supress the Naga uprising that errupted in March 1955. As for the reasons for promulgation of the act, the Preamble of the act puts it in the following words: “Whereas it is necessary to make better provisions for the suppression of disorder and for the restoration and maintenance of public order in the disturbed areas in Assam; it is hereby enacted in the 6th year of the republic of India…” The Act was like a mini ASFSPA as it empowered even a Sergeant of the Assam Rifles or Assam Armed Police to shoot to death any Naga even on mere suspicion. This act was later repealed and incorporated into the Armed Forces Special Powers Act 1958. The AFSPA has since been amended and applied to other states of India too. However, since the essential core of the Assam Disturbed Area Act 1955 and the AFSPA of 1958 are almost the same, and also because these Acts were first promulgated in the context of the Indo Naga conflict in the mid 1950’s, let us go back to past history and ex-

amine the facts in order to find out who had first disturbed who. Now, if we look back into Indo- Naga history in December 1955 or the 1950’s. the following facts will emerge: 1. The Naga National Council was formed on Feb. 2, 1946 in order to stake an independent status for Nagaland. The NNC had from its inception adopted a non violent policy to achieve its political goals. This policy was strictly adhered to from Feb. 2, 1946 to March 25, 1955. This non violent period is altogether nine long years. The NNC adhered to this policy despite the fact that the Assam Rifles had started killing Nagas even as early as August 27, 1948 (incident at Mao gate and also in Tuensang region followed by many other incidents right up to March 1955). 2. The first incident of counter violence on the part of the NNC happened in the Tuensang region on March 25, 1955. This act of violence in self defence was launched by the Yimchungers and Changs warriors with only daws and spears at Huker, Kiphire, Shamator and Pang on March 25, 1955. These incidents happened only after 65 villagers of Yengpang were beheaded by Village Guards assisted by the Assam Rifles

on Nov.15, 1954. Chingmei village was next destroyed by arial bombardment on Nov 27, 1954 and thenceforth, mass rape torture and murder were rampantly committed in many places of the Tuensang region and even in the Mokokchung district between Nov.1954 to March 25, 1955. For a detailed account of records of the historcal events and atrocity reports, refer to “Uncovering the political lies that have covered Indo Naga history from 1946 to the present,” (authored by the same writer). The historical fact that needs to be noted here is that, it was only after more than 2000 Nagas had been done to death that the Nagas revolted in self defence violence on March 25, 1955. 3. After March 25, 1955, terrible volence engulfed the entire Tuensang region between the Naga Safe guards and the Assam Armed Police and Assam Rifles. But despite this internal violence, at this juncture of the Indo Naga conflict, there exist no record whatsoever that the NNC or any other Naga tribes disturbed any Assamese villages or towns. It is however true that in the early 1960’s, the Naga army disturbed Assamese peace by bombing and shooting Indian trains that were bringing in Indian army reenforcements as well as exiting with war crimi-

nals through the train corridor of the Assam valley. But as for Naga violence or disturbance of Assamese peace in the mid 1950’s, I would challenge any Indian or Assamese historians to produce any evidences to the contrary. Hence, as the evidences shows, the sequence was clearly one where the Assam Rifles and the Assam Armed Police first brutally provoked the Naga public under the sweeping powers of the Assam Maintenance of Public Order Act 1953 which was promulgated on June 3, 1953. Next, when the Naga public rose up en mass to defend themselves, the two forces, finding themselves unable to face the fury of the Naga public, bleated for assistence. The Indian Government then promulgated the Assam Disturbed Area Act of 1955, The Tuensang Frontier Division (Undesirable persons) Regulation act 1955 and followed it up with the AFSPA 1958 when the regular Indian army moved in, in October 1955. Thus, the evidences of historical facts clearly shows that there was absolutely no truth or justification on the part of the Indian government to promulgate the Disturbed Area Act 1955 or the AFSPA 1958 in the first place. As for the Federal Govern-

ment of Nagaland, ever since the signing of the invalid Shillong accord of 1975, our leaders have shunned the path of violence and have held on to the international ceasefire signed between our two governments on Sept. 6, 1964. The desire and hope of our leaders is that we should settle our conflict through non violence because already too many have died on both sides. If however, the Indian Government will talk only to those who resort to violence, our people’s mandated government might also eventually be compelled to take up arms again to defend our country. However, even in such an eventuality, our government will not resort to promulgation of any Disturbed Area Act or Armed Forces Special Powers Act to protect our Naga army from Indian bullets or bombs. If the Indian governent will choose to invade and occupy our country through violent means, it will be our prerogative right and duty to honorably defend our country against their aggresion. Here, I am sure that every Naga patriot is still ready to face the Indian army again in the battlefield as soldier to soldier and man to man sans any heinous Acts or Regulations under this pretext or that pretext. River – The way ahead

s we look at the civilisations that have prospered and as we look around the Globe, Most of the cities have grown along Rivers or on waterfronts. There is the Hudson River in New York, Seine in Paris, Thames in London, Nile in Cairo, Potomac in Washington and the list goes on. The ancestors who had started Dimapur were great visionaries, Dimapur has Dhansiri, Nichugard Rivers flowing through it but alas the rivers are dying and we cannot blame others but the denizens of Dimapur for the same. There is an urgent need to take a look at what is happening and do something positively and immediately before it is too late. In one study of the rivers in India and as presented by the American firm, Louis Berger Group inc, Dhansiri falls under the category of one of the most polluted rivers in India. The sewers/Nullahs are freely released into the river and dumping of garbage is rampant and there are no signs of any treatment of the polluted waters. In fact the flow of water in the river has also drastically reduced despite abundant rainfall during the Monsoons. Another menace is the constant and unregulated lifting of sand/earth and Gravel/ Boulders. In fact the vital bridge across Dhansiri near CIHSR hos-

pital has been declared by the Administration as unfit for Traffic due to the damage caused to the supporting pillars on account of haphazard collection of boulders/gravel . Immediate measures must be taken to save the rivers because they are the lifeline of Dimapur city. Investors must be invited and reputed and experienced firms for project management must be brought in for cleaning up the river and to put in place sewerage treatment plants along the river, maintain constant volume of water by pumping back the treated water into the river throughout the year making it navigable for small boats which serve as a means of transportation easing traffic congestion to a large extent, develop riverfront facilities which could attract tourists including local residents etc.. The face of Dimapur will change dramatically and hopefully infuse better civic sense in the citizens. The possibilities are indeed exciting. The State Government and the planners as well as the citizens of our commercial capital need to look at this aspect seriously. cratically elected Prime Ministers? The best way to illustrate the traditional vertical structure of Thai society is through the idea of kwamphenthai, or ‘Thainess’. According to David Streckfuss, a Thailand-based academic and expert on modern Thai politics, Thainess is a euphemism that places the coup leader and the monarch at the top of the political ladder in terms of legitimacy. Anyone opposing or questioning the two automatically becomes an enemy of the state itself. The Thai monarch, King Bhumibol, has ruled for nearly 69 years and is revered as a semi-divine figure by his people, so much so that Richard Lloyd Parry writes, “there is no deeper or more enduring cult of leadership outside North Korea.” When the coup leaders use the idea of Thainess to place themselves on the same rung as the monarch, they are attempting to place themselves outside and above the political system as well. Essentially, the military takes on the semi-divine attributes of the royal family. To see evidence of this, one has to look no further than Thaksin’s most recent clash with the junta where he saw his passport revoked by the Ministry of Foreign Affairs for claiming in an interview that the King’s councillors conspired with the military in planning the coup that ousted Yingluck. The police reported that such criticism of the coup and of those who carried it out could violate the country’s lese majeste law (insulting the monarch), a crime that carries a maximum penalty of 15 years in prison. Indeed, questioning Thailand’s politico-military elite is equated with questioning the monarch himself, as both are positioned above the reach of public scrutiny.

he news of a theatre coming soon to Dimapur in its hitech avatar that promises to deliver quality entertainment can be seen as timely and fitting. For so long the people have been deprived of quality entertainment. For those in need of amusement and enjoyment, pleasure and delight and a wholesome relaxation, it will be a good time to refresh by disentangling oneself from the routine chores and wearies. For some it can even be a palliative to drown one’s problems. But for all, it is a necessary ingredient for one’s well-being. While many may see its coming with heightened anticipation at the prospect of being entertained, there may be the ‘usual suspects’ who would like to dwell on the negatives of such a venture that, such entertainment will only lead to the re-emergence of associated social evils and sin. Going by the general Naga attitude and lifestyle, this needs to be swallowed with a pinch of salt. There was a time when going to a cinema hall to watch a film was considered not only bad but also a ‘sin.’ Wondering how much the mindsets have changed but just some years back a church worker was openly criticised for doing the dedicatory prayer on the re-opening of a cinema hall questioning his religious and moral integrity being a church leader. As someone had rightly pointed out that, “we have reduced the kingdom of Heaven and the understanding of sin has become so concrete.” Such narrow understanding, mindset, perception and ‘ghettoising’ needs to be cleared and instead approach it with an open mind without any reservations or inhibitions. Watching a good movie for the sake of entertainment is not bad or a ‘sin’ nor is it an appropriate a question to ask whether a Christian or anyone should go to watch movies in a theatre. Such questions only create narrow mindsets and thereby produce an unhealthy attitude on life. It only needs to be seen that, though many things are permitted, not all things are beneficial or constructive and as a Christian our actions also concerns saying or doing something for the ‘glory of God.’ Beyond the ‘religious’ fold, there is a danger in the fact that, if watching a movie affects our hearts negatively through feelings of lust rather than appreciation or provoke negative emotions like anger or even hatred, then it becomes not only bad but also harmful. This calls for our faculty of critical judgment in preparing for a sound mind and consciousness. One can be more wary of the existing social evils mixing with the entertainment. Another concerning factor is its limits, that, such form of entertainment should not let enslave us or become an addiction. But on the whole, it can be a ‘productive’ diversion from certain ‘unproductive’ and ‘unhealthy’ activities and engagement. This will be a space where even the whole family can come together and have a relaxing time for refreshment and rejuvenation. Today everyone is engaged in their own affairs without hardly caring for the well-being of the ‘other,’ and even the idea of a meaningful social living where there is harmony among fellow human beings is fast disappearing. This form of entertainment can bring together families and friends and not just have a good time of healthy entertainment but also for rebuilding and renewing relationships which will only enhance social living. On a note of concern in tune with the general Naga attitude, lifestyle and tendencies, it is needed of the public to be civic and civilized in helping the ‘service’ serve better for a healthy entertainment; and hopefully it will also be free from the burden of ‘tax.’ (Dr. Asangba Tzüdir is an Editor with Heritage Publishing House. L

ike other people working in theater, Kevin Del Aguila deals with set designers, actors and lighting technicians. Unlike his peers, there are sometimes giant dragons. Del Aguila is the inventive writer, lyricist and director who turns many hip children's' books into onstage musicals. He's back this month with the premiere of "Skippyjon Jones Snow What (& the 7 Chihuahuas)," a free show at the Lucille Lortel Theatre which opens Wednesday. "A kids' audience isn't different from an adult audience except they're vocal. They will let you know," he said, laughing. "There's no critic like a bunch of squirming kids." Del Aguila previously helped adapt such books as "Click, Clack, Moo," ''If You Give a Mouse a Cookie," ''The Velveteen Rabbit" and "Duck For President" for the stage, frequently for Theatreworks USA, a not-for-profit theater for young audiences. A typical Del Aguila show is one that doesn't talk down to its patrons. In "Click, Clack, Moo," two actors in cow costumes sing to another: "Be proud to be bovine/That's a fancy word for you/And it means you're from a long line/Of creatures that go 'Moo!'" (and "God bless the U.S.D.A.!") "It doesn't have to be, 'Oh, this is for the kids. Adults, go to sleep,'" he said. "As soon as you say, 'Oh, it's just for kids,' you've really given up. You've kind of thought, 'It's not important.'" Del Aguila, who has a 6-year-old son, didn't initially set out to be an adapter of kids' work. After earning a master's in acting from Temple University in 1994, he came to New York intending to act. But soon opportunities came up for him to write or direct and he turned nothing down. "It was very, 'I'm around, let's do it,'" he said. "Pretty soon, I had this weird bunch of different careers running all over the place." He wrote the book to the hit off-Broadway show "Altar Boyz," was one of the singing trolls in the Disney blockbuster film "Frozen," starred on Broadway in "Rocky" and "Peter and the Star Catcher" and won a Daytime Emmy Award this year for writing the PBS Kids television program "Peg + Cat!" His new musical is his second "Skippyjon Jones" project, having written the book and lyrics in 2012 for the first musical to star the Siamese cat who thinks he's a Mexican Chihuahua. It's intended for kids aged 4 and up. Del Aguila, who also directs this time, was searching author Judy Schachner's catalog for a possible sequel with the creative team when they settled on her newest tale, which is a twist on the fairy tale "Snow White and the Seven Dwarves." "We were like, 'This is the one,'" he said. "And after we picked it, we realized there's a giant dragon in it. So we have to figure how to do a dragon onstage." Adapting a children's book for the stage is a tricky thing, since the book usually has only 15 pages and a full theatrical event clocks in at about an hour. Del Aguila consults with the author and deepens the characters. "There's a lot of expanding," he said. "You want there to be these things that keep us interested and wonder, 'How are they going to get out of this?' or 'What's going to happen next?' In a way, it's just like any other show. It's just that we have singing Chihuahuas."

The Thai elite’s re-wiring of the democratic system will make it much harder for any elected government to enact change, particularly the change voters want. Bangkok will start to look like Washington

s the anniversary of Thailand’s 2014 military coup came and went last May, any hopes of the military regime that ousted former Prime Minister Yingluck Shinawatra simply being a transitory, caretaker government went with it. While the leader of the coup, General Prayuth Chan-ocha, has referred to himself as a “soldier with a democratic heart” and has repeatedly claimed that he overthrew democracy for democracy’s sake, it is becoming increasingly clear that what the country’s elite is really trying to do is permanently ingrain itself within the system. Historical background Thailand is no stranger to coups. The country has continuously suffered from political instability since becoming a constitutional monarchy in 1932 (the most recent coup is, in fact, the country’s nineteenth). Successive military dictatorships ruled Thailand throughout the Cold War with hefty military

I

n college in the 1990s, I happened upon a Brazilian writer so sensational that I was sure she must be a household name. And she was — in Curitiba or Maranhão. Outside Brazil, it seemed, nobody knew of Clarice Lispector. My freshman year, I’d abandoned studying Chinese when our professor said it’d be 10 years before we’d be able to decipher a newspaper. I switched to Portuguese, despite zero knowledge of the language or culture. Eventually we started reading short Brazilian works. One of these, a 1977 novella by Lispector called “The Hour of the Star,” changed my life. Though its nuances were lost on me, I sensed the strange beauty in the story of a poor girl in Rio de Janeiro. The author was the book’s most forceful presence, and I wanted to learn everything about her. Who was the woman who peered from the back cover like an exiled empress? As I later learned, Lispector’s first name was enough to identify her to most Brazilians. But two decades after her death in 1977, she remained virtually untranslated; among English speakers, she was unknown outside some academic circles. One pleasure of discovering a great writer is the ability to share her work, and I was stymied. Lispector’s obscurity reinforced itself. People couldn’t care about someone they couldn’t read. And if they couldn’t read her, they couldn’t become interested. It took me years to realize that this vicious cycle would not magically be broken. I started writing Lispector’s biography, a project that took five years. The result, “Why This World,” generated interest in a series of English translations of her novels. So far, these have taken another five years. In retrospect, Chinese would have been quicker. The past decade has given me time to reflect on the main cause of Lispec-

Thainess as the glue holding society together, it is already clear that the Thai masses, politically awakened and engaged under Thaksin’s rule, will not willingly return to servitude. As Streckfuss observes, “this is not the same Thailand […] and neither are the Thai people the same.” And every time that free elections have taken place, the parties favouring the rural working class have come out on top – a fact that could spell the end for some of Thailand’s elites. So if elites can’t stifle the people’s desire for selfrule, what can they do? According to most analysts, they will try to retain their power by building a system that is democratic only in name. “The military is now trying to put in place an infrastructure through constitutional drafting to ensure that even when it is forced out of power, it could continue to control Thai politics,” Pavin Chachavalpongpun, a Japan-based Thailand specialist contends. Joshua Kurlantzick, an American journalist and a CFR Fellow on Southeast Asia, agrees. He writes that Prayuth and his collaborators will “strengthen[…] the power of the unelected parts of the bureaucracy,” guaranteeing that the elected government clashes with the “elite-dominated unelected bodies set up by the new constitution”. In other words, the elite’s re-wiring of the democratic system will make it much harder for any elected government to enact change, particularly the change that voters want. Government will merely showcase political feuds while activity grinds to a halt in the dead heat between parties. Put simply, Bangkok will start to look like Washington. It’s not immediately obvious whether there is a way to avoid this, but the most crucial act will be for the working class – and any other progressive citizens – to continually pressure the elites through nonviolent protest and to pay close attention to the new constitution ‘Thainess’ But what kind of political elite reacts so violently to Prayuth’s junta is crafting. As is so often the case in any greater equality that it ends up forcing out two demo- government document, the devil is in the details. and economic aid from the United States who, in a narrative that is all too familiar, saw the authoritarian generals as key allies against the communist fervor that was engulfing the wider region. In 2001, however, a subtle revolution took place as the Thai people elected the Pheu Thai party to power in the most open elections in the country’s history; a moment that has rightly been referred to as a political awakening for Thailand’s mostly poor working class population. For the first time, the bulk of Thailand’s rural poor saw their lot improve as a result of their vote. The Thaksin government gave Thai villagers access to affordable healthcare for the first time in history and brought millions of Thais out of poverty through microcredit and other redistributive schemes. It would be a mistake to imagine Thaksin’s motivations were nobler than they were. But the Prime Minister’s policies still indisputably brought democracy closer to most Thais. Previously just an empty word American soldiers used when justifying their support for Thailand’s past military dictators, democracy became something that gave poor Thais a feeling of power over the political process. The feeling didn’t last long. Thailand’s military elites soon launched a coup that pushed Thaksin into exile. This time, militant Pheu Thai supporters, mostly poor farmers, refused to bow down to the country’s elites and instead took to the streets. Called the ‘Red Shirts’ after the clothes they wore, the working class protestors repeatedly demonstrated in Bangkok from 2008 to 2010, until the army shot almost 90 protestors in April 2010. In 2011, the Pheu Thai party, led by Thaksin’s sister Yingluck, won the elections by a landslide, only to be forced out by the 2014 coup d’état.

Not only does this make life harder for contemporary writers, the situation is even worse for those, like Lispector, who can no longer speak for themselves. Writers who work in English can’t be faulted for profiting from a situation that has developed over centuries. But since we do profit from it, it’s partly up to us to try to remedy it. In the United States and Britain, translations represent just 3 percent of the book market. In Russia, in contrast, translated titles accounted for 10.5 percent of the market in 2013; in China, they make up around 7 percent. In the Netherlands, some 75 percent of all books produced are translations, according to 2013 statistics — and about 10 percent of all general interest books sold are original, English-language versions. Not only do foreign writers face obstacles to being read abroad, then, they are being crowded out of bookstores in their own countries. The English language, like rats or kudzu, has become an invasive species. Some prominent English-language writers are already fighting this trend. Jonathan Franzen has translated “Spring Awakening,” by the fin-de-siècle German dramatist Frank Wedekind,

and the essays of Viennese satirist Karl Kraus. Lydia Davis alternates between French translation and her own writing. Elizabeth Kostova, an American novelist, started a foundation in 2007 to bring Bulgarian writers into English. Because there are so many Englishlanguage readers, reaching this market has a powerful effect. Thanks to Ms. Kostova, contemporary Bulgarian writers have a chance at being known internationally. Once Lispector was translated into English, she could be read in other countries, including by editors from China to Ukraine who are trying to get her published locally. It shouldn’t be assumed, as I long did, that all great foreign writers will eventually reach Englishlanguage bookstores. As publication in English becomes more important, even editors open to translations are overwhelmed. (And few read Norwegian.) For every Karl Ove Knausgaard or Elena Ferrante, who are translated almost as soon as they appear in Norwegian or Italian, there are many Lispectors. Taking them on, after all, is an act of faith. At my first publishing job, in New York, I tried to convince my boss that a manuscript that seemed to blend sci-fi with bad porn was the work of an important new writer causing a stir in France. Though unable to read French, one editor took my word for it. The manuscript was “Elementary Particles,” by Michel Houellebecq. Every

translation represents a similar leap. The dream of a global literary community is not new. But as globalization has not meant greater political or economic equality, cultural cosmopolitanism has not been guaranteed by instant communication and inexpensive travel. These do, however, present significant new opportunities for literary activism. Writers working in English who know another language can help make connections and advocate for their foreign colleagues. Contacts are perhaps writers’ most valuable assets. Only a few people know everybody, but most of us know somebody. Just one or two contacts — an editor, an agent — can make a difference for a foreign writer. This includes links to fellowships, writing programs, and retreats that non-English-language writers haven’t heard about. Even writers who beat the odds and are published in English face difficulty finding an audience, largely because they don’t have the networks they do at home. Since translations are less frequently reviewed, people who might be interested are less likely to hear about them. English-language writers can help by reviewing foreign works that make it into English, or interviewing their authors, taking advantage of the amplifying effects of social media. Few things are lonelier than the solitary task of confronting the blank page for years on end. Literature, on the other hand, is made by a community: present and past, dead and alive. Everyone loses when books become yet another commodity, produced by a few big names. It’s one thing if everyone wears the same shoes or drinks the same soda. But the world of literature is the last place in which globalization should mean homogeneity. couldn’t leave the country without coming to see you,” Pope Francis told his audience, a crowd of inmates assembled from seven different prisons across Bolivia. He was speaking on a bright Friday morning in Palmasola Penitentiary, a sprawling maximum-security complex covering several blocks in the lowland city of Santa Cruz. Prisons in Bolivia, like many across Latin America, are notorious for their levels of violence and extortion. In the case of Palmasola, years of neglect finally detonated on 23 August, 2013, when a fight broke out in Sector PC3, nicknamed Chonchocorito. Raul Velasquez, now a taxi driver working the streets of Santa Cruz, was serving a four-year sentence at the time. “It was a fight between a gang from Block A and a gang from Block B,” he said. “At first they just exchanged punches. Then they began to slash each other with knives and machetes. This wasn’t uncommon. But then they started to burn people, using fire extinguishers filled with gas. The fire got hold of the mattresses and started to spread, and they couldn’t stop it. It’s a prison, there’s not much water or anything that they could use to put it out. It was the fire that killed people.” By the time the blaze was extinguished, 31 people were dead, including a one-year-old child. Another 37 were injured. Over the next few days, four more people died from their burns, bringing the total number of fatalities to 35. The immediate trigger, Raul explained, was a battle for power. As in most Bolivian prisons, extortion is a daily fact of life inside Palmasola, and whoever controlled Chonchocorito could make thousands of dollars during their years in jail. “Luckily I escaped the worst of it, because friends helped me pay a little extra, $300 or $400, to stay in a calmer section,” he told openDemocracy. “But if you fall in Chonchocorito they’ll point guns at you, they’ll electrocute you, they’ll torture you, they’ll call your family and say you have to pay us $500 or $800 or $1000 – the amount depends on your crime. That’s what they were fighting for, this power, the power to extort.” In the days following the fire, Bolivia’s President Evo Morales admitted that there was “no state presence” in Bolivia’s prisons. In a TV interview a few months later, a former prison chief estimated that $30,000 changes hands every day inside Palmasola as a result of extortion. “A time bomb owing to structural problems” According to Hernán Cabrera, the Human Rights Ombudsman for Santa Cruz, the Bolivian authorities were alerted to the precarious situation inside Palmasola shortly before the events of 23 August. “Three years ago we released a report which said that prisons in Santa Cruz were a time bomb,” he told OpenDemocracy. “A time bomb resulting from structural problems in the prison system.” The biggest issue highlighted by the report was overcrowding. “The prison was built for 800 people and there are 4800 prisoners,” said Cabrera. Statistics from the Development Bank of Latin America (the CAF) show that Bolivia has the third-highest levels of prison overcrowding in Europe and the Americas, at 233%. Such overcrowding goes hand-in-hand with “obsolete” infrastructure, Cabrera added, describing “the neglected state of basic services such as water, sewage, drainage and health.” Exacerbating high levels of overcrowding are extreme delays in the justice system. “85% of prisoners don’t have a sentence, and they can be incarcerated without a conviction for two, three, four years,” said Cabrera. CAF statistics show that Bolivia’s prisons contain the highest proportion of pre-trial detainees anywhere in Europe and the Americas. Pre-trial detention is designed to enable the incarceration of suspects deemed to pose a serious risk of flight, or a danger to witnesses or the wider community. But in many countries it is a product of a gridlocked justice system, combined with a disregard for those who end up in jail on minor charges, but

lack the financial resources to pay the bail, bribe or barrister needed to get their case heard. Another underlying issue mentioned in the report was the complete absence of state policy for the rehabilitation or reintegration of prisoners. “It still doesn’t exist,” said Cabrera. “If you’re inside Palmasola, you’re free to do whatever you want and think whatever you want all day long. Then when you leave you’re given no support, leading many prisoners to reoffend.” Failed reforms Following the deaths of 23 August, the Office of the UN High Commissioner for Human Rights urged Bolivia to implement reforms to guarantee the lives of prisoners. The next month, Bolivian President Evo Morales signed a decree granting pardons to some convicts and pre-trial detainees incarcerated for minor offences. But despite such international concern and political statements of intent, no meaningful reform has taken place. “They made some small cosmetic changes to the buildings and streets, and they improved security, with more cameras and stricter discipline,” said Cabrera. “But whenever the prison is thoroughly searched it turns up knives, machetes, alcohol, drugs, guns, so controls are clearly still deficient. “All this is to say that improvements within the prison have been very, very limited, and entirely superficial.” The Pope’s visit to Palmasola was coordinated by Padre Leonardo da Silva, who was working as a Chaplain in the prison on the day of the fire. Da Silva concurs entirely with Cabrera’s assessment of the inefficacy of government action since. “There was a summit, there were platforms, there were government discussions, roundtable dialogues, inter-institutional collaborations – and everything remained exactly the same,” he told us. Then, with a few months to go before the arrival of the Pope, the authorities flew into action. In May, a temporary court was installed in Palmasola. Pre-trial detainees were hurriedly brought before it to be sentenced or released. By 19 June, 542 prisoners had been processed in these trials – still a small proportion of the more than 4000 detainees languishing in Palmasola without a sentence. While helping the prisoners prepare for the Pope’s visit, da Silva has watched these developments carefully. “Hopefully it won’t just be a palliative to decongest the system, to prevent the Pope finding too many prisoners crowding the prison, and afterwards we return to the usual situation of extreme neglect,” he said. “But in any case the prison system isn’t just sentencing and then giving a release order. Everything must be treated as a whole. There must be policies for rehabilitation and reintegration. We must remember we are managing human lives here.” High hopes As Chaplain of one of the prison’s four churches, da Silva has worked closely with inmates in Palmasola for many years. “Of course the prisoners have enormous expectations from

the Pope’s visit,” he said, showing a book, titled Voces de Libertad, containing their hopes and desires, which he later presented to the Pope. “And there’s no doubt that he’s going to help illuminate the problems that exist inside the prison. This is a Pope who understands the theme very profoundly, who has a great sensitivity for the challenges facing convicts.” Since being elected, Pope Francis has continued to visit prisons several times a year, a practice which characterised his work as Archbishop of Buenos Aires. According to Vatican officials, he still makes a phone call every other Saturday to young inmates he met in the Argentine capital. He chose to give his first Holy Thursday Mass of the Last Supper in a young offenders institute in Rome. After the service, he broke Catholic taboos by washing and kissing the feet of female and Muslim prisoners. Traditionally, this act is meant to mirror the moment, contained in the Gospel of John’s account of the Last Supper, when Jesus washes his disciple’s feet – all of whom were men. Francis explained his affinity with convicts in an interview with the Argentinean newspaper La Voz del Pueblo. “‘None of us can be sure that we would never commit a crime’,” he said. “When I visit a prison I think to myself, ‘I, too, could be here’ ... They just haven’t had the opportunities I have had of not doing something stupid and ending up in prison. This makes me cry inside. It is deeply moving.” This empathy is in marked contrast to the attitudes of the Bolivian government and many in Bolivian society, according to Human Rights Ombudsman Hernán Cabrera. “The government isn’t interested in people who go to prison, neither is most of society,” he said. “We see prison as a dump. It’s the final dump, and we send people there to rot. We don’t give them a second chance.” During his speech to the assembled inmates in Palmasola, Pope Francis expressed a thorough understanding of their situation. “There are many things against you, I know it very well,” he said. “Overcrowding, the slow pace of justice, the lack of training, therapy or policies for rehabilitation, violence, all of these require rapid and effective cooperation between institutions in order to find solutions.” Da Silva, clearly exhausted by months of preparation for this moment, doesn’t understate the size of the challenges any such co-operation will have to overcome. “What we want and what we need is an impartial judiciary and, to be approached as a matter of urgency, a total transformation of the penitentiary system,” he says. Nevertheless, with Voces de Libertad under one arm, he allows himself a moment of optimism. “I think more notice is being taken of this issue. I think society is being sensitized. “In Bolivia, how many prisoners do we have? 13,000, 14,000 in total? So it’s actually something very manageable. Hopefully all this work will bear fruit. Hopefully people have not only been moving themselves to act and to care as a piece of theatre for the visit of the Pope.”

oday, more than 95% of all chronic disease is caused by food choices, toxic food ingredients, nutritional deficiencies and lack of physical exercise.” Tobacco use is one of the major preventable causes of death in the world with the World Health Organization attributing over four million deaths a year to tobacco.Smoking and smokeless tobacco (chewing tobacco) involve two major issues: the great harm to health and the problem of addiction. Researchers have identified more than 4,000 chemicals in tobacco smoke; of these, at least 43 cause cancers in humans and animals. Tobacco use is a global plague or epidemic among young people. Experts are predicting 1.5 million smoking deaths in India by 2020. Some grim statistics from the Global Adults Tobacco Survey (GATS) in India highlights the danger tobacco use poses: • Current tobacco use in any form: 34% of adults; 47.9% males and 20.3% females. • Average age at initiation of tobacco use: 17.8 with25.8% of females starting use before the age of 15. • Among minors (age 15-17 years), 9.6% consumed tobacco in some form and most of them were able to purchase tobacco products. The state of Nagaland, with 57 per cent of tobacco users, is the second highest consumer of tobacco in the country, second to Mizoram. As per the Nagaland School Oral Health Survey 2014 report, 28.3 percent of school going children are smokeless tobacco users while 14.8 percent are into smoking habits and 41.2 percent children are engaged by parents to buy tobacco. Cigarette accounts for 26.3 percent as the most common form of tobacco consumed in Nagaland followed by other ghutka products.District wise comparison revealed Dimapur as having the highest number of tobacco consumers followed by Kohima. Tobacco use and addiction usually begins in adolescence. A number of factors influence the use of tobacco by children and teenagers. Some of these are the family history of tobacco use by elders, peer influence, experimentation, easy access to such products, personality factors, underlying emotional and psychological problems, accompanied risk-taking behaviors and the aggressive marketing strategies of the tobacco industry. Despite thousands of programs and strategiesto reduce the use of tobacco among youths, the use of these deadly products continues to bring devastating consequences in every family. Does the Bible say anything about smoking or use of tobacco? Is there any verse in the Bible which says smoking is bad or is a sin? These are some of the common questions asked by the young Nagas as an excuse to continue in the destructive habit of using tobacco/smoking. True, the Bible does not say anything about smoking because the use of tobacco isn’t that old. It was only in 1492 that Columbus discovered smoking. Surely God made the tobacco plant for other better purposes than to be smoked. Although smoking was unknown during the ages when the Bible was written, the Bible does provide principles that definitely apply to smoking. But the Bible commands us not to allow our bodies to become "mastered" by anything. "Everything is permissible for me—but not everything is beneficial. Everything is permissible for me—but I will not be mastered by anything" (1 Corinthians 6:12).Though smoking is undeniably addictive; we must not allow ourselves to be enslaved by it. It is extremely important to conquer both the chemical and psychological aspects of a smoking addiction. Success will begin when our desire to please God becomes stronger than the craving to smoke. Later in the same passage we are told, "Do you not know that your body is a temple of the Holy Spirit, who is in you, whom you have received from God? You are not your own; you were bought at a price. Therefore honor God with your body" (1 Corinthians 6:19-20). Can it be said that smoking is truly honoring God with your body?(1 Corinthians 6:20) Can a person honestly smoke "for the glory of God" (1 Corinthians 10:31)? Can smoking be considered "beneficial"?(1 Corinthians 6:12) Obviously No! Smoking has been proven to be such a health hazard that each packet of cigarettes must, by law, bear the message, “Warning! Smoking is injurious to health.” Obviously something hazardous to the health cannot possibly enhance or build up the body (God’s holy Temple) or glorify God. Romans 14:21; 15:1-2, teach us not to offend our fellow Christians but while smoking harms oneself, passive smoking or second hand smoke have proved to be equally harmful.A report by WHO warns: “There is no safe level of exposure to secondhand smoke.” While it is true that a smoker has every right to smoke, he definitely doesn’t have the right to harm others with it. Every person does have the right to breathe clean air and that’s the way God intended it to be. Genuine love moves us to follow the Bible’s admonition: “Let each one keep seeking, not his own advantage, but that of the other person.”—1 Corinthians 10:24.The Bible says we are to love our neighbors as we love ourselves (Matthew 19:19), and it also teaches that“Love does no harm to a neighbor…”(Romans 13:10). It is certainly not an act of love to smoke around other people exposing them to the deadly effects of cigarette smoke. Even studies conducted among babies and childrenof varying ages whose parents or caretakers smoked show that they exhibit higher rates of lung diseases and other respiratory problems than those with nonsmoking parents. It is also well established that tobacco use by parents or elder siblings increases the likelihood that a child begins smoking. It is certainly not how one would demonstrate one’s love for a child or sibling. Considering the enormous health hazard accompanying tobacco addiction, it is very important to develop preventive strategies to reduce tobacco consumption. As a Christian Society we cannot stand as mute spectators while our younger generation makes choices that are destructive; instead educational institutions must start a tobacco free zone by creating an environment that encourages anti-tobacco beliefs and behaviors and adopt some of the anti-tobacco policies and programs recommended by the U.S. Center for Disease Control and Prevention (CDC). Families can also establish homes as smoke-free places, remind older children that they are role models for younger family members and provide anti-smoking education and refusal skills education at home. 27 Hindu pilgrims die in Andhra stampede

RaJaHmUNDRY, JULY 14 (IaNS): At least 27 pilgrims were killed and over 60 injured on Tuesday in a horrific stampede here at the start of the Godavari 'Maha Pushkaralu' -- the Kumbh Mela of the south, officials and witnesses said. The condition of some of the injured at the government-run hospital here was critical, doctors. The dead, all hailing from coastal Andhra, included 11 women and four children. The tragedy occurred on the first day of the festival at one of the bathing ghats in Rajahmundry in East Godavari district on the banks of the Godavari river. A large number of pilgrims at the Kotagummam Pushkar Ghat rushed towards the three gates and tried to scale them, leading to the stampede, official sources said. The pilgrims reportedly tried to rush to the river as a holy dip in the early hours is considered auspicious. Witnesses said the authorities had failed to anticipate the huge crowds at the ghat, and complained about lack of proper arrangements to regulate the pilgrims. The Godavari Maha Pushkaralu, a once in 144

years event, began on Tuesday morning in both Telangana and Andhra Pradesh. Andhra Pradesh Chief Minister N. Chandrababu Naidu, who had a holy dip at a VIP ghat in Rajahmundry minutes before the stampede, rushed to the control room to monitor the situation. He announced that he will stay in the town till the event gets over. Naidu appealed to pilgrims to move to the other ghats, saying taking a dip at any ghat and on any day till July 25 was auspicious. The incident forced authorities to open the VIP ghats to the public. Crowds were also diverted from overcrowded ghats. Naidu, who later visited the hospital to call on the injured, announced an exgratia of Rs.10 lakh each to the families of the dead. In a voice chocked with emotion, the chief minister said the incident occurred despite all precautions taken by the administration. He said a comprehensive probe would be conducted after completion of the pushkaram. President Pranab Mukherjee and Prime Minister Narendra Modi condoled the loss of lives in the stampede. Coal case: Koda to be charged with criminal conspiracy

NEW DELHI, JULY 14 (IaNS): A court here on Tuesday ordered that former Jharkhand chief minister Madhu Koda and eight others be charged with criminal conspiracy and cheating in a coal block allocation case. The charges will be formally framed on July 31, Special Judge Bharat Parashar said. The court found prima facie evidence against Koda and others in the case allegedly involving Vini Iron and Steel Udyog Ltd. (VISUL). The special judge ordered the framing of charges dealing with criminal conspiracy against the nine accused, including Koda, former coal secretary H.C. Gupta, Jharkhand's then chief secretary A.K. Basu and others. The court was hearing the case related to Jharkhand's Rajhara North coal block allocation to VISUL.

The Central Bureau of Investigation has alleged that Gupta, Koda and others conspired to favour VISUL in the allocation of the coal block. Other accused in the case include VISUL director Vaibhav Tulsyan, chartered accountant Navin Kumar Tulsyan, government officials Basant Kumar Bhatacharya and Bipin Bihari Singh and alleged middleman Vijay Joshi. They have been charge-sheeted for cheating and criminal conspiracy and under the provisions of Prevention of Corruption Act. "...a bare perusal of the facts and circumstances of the case clearly suggest that though various accused persons acted at different times, they all were in tandem to favour VISUL in somehow procuring sole allocation of Rajhara North (central and eastern) coal block in

its favour," the judge said. "...it is prima facie clear that they all were acting in pursuance of a criminal conspiracy whose sole objective was to accommodate VISUL in Rajhara North (central and eastern) coal block," the court added. The court observed that the Jharkhand government's recommendation for the sole allocation of the coal block in favour of VISUL was not accepted by the coal ministry. "However, the blatant and brazen manner in which various public servants acted in conspiracy with the private parties involved, so as to procure not only allotment of a coal block but also excess coal is prima facie writ large on the face of the record," the court remarked. It said that overall facts and circumstances of the case thus give

rise to grave suspicion against all the accused persons, warranting framing of charge for various offences. The court said that criminal conspiracy was prima facie made out against all the nine accused and criminal misconduct against Koda, Basu, Singh and Bhattacharya. Even as the Coast Guard announced an end to the search operations, named 'Op Talash', Defence Minister Manohar Parrikar conveyed his condolences to the families of the three deceased crew members. "Human remains and wrist watches of the crew have been recovered from the seabed. The human remains will be sent for DNA analysis for identification purposes," Coast Guard Inspector General (Eastern Region) Satya Prakash Sharma told reporters here. He said the search operations ended on Monday night as most aircraft parts have been recovered. He said the human remains would be sent to the Tamil Nadu Forensic Science Department for DNA tests, and the flight data recorder or black box and other recovered items to the board of inquiry to ascertain the cause of the mishap. Defence Ministry spokesperson Sitanshu Kar said the remains were recovered from "three different locations at the crash site" and identified by a doctor on board MV Olympic Canyon -- Reliance Industries' ROV (Remotely Operated Vehicle) deep sea operations vessel which was requisitioned for searching the Dornier wreckage. "The recovered remains were handed over to the Board of Enquiry at Coast Guard Air Station in Chennai," Kar said in a tweet. "Defence Minister Manohar Parrikar expresses his heartfelt condolences to the bereaved families," Kar also tweeted. According to Sharma, the aircraft seems to have exploded in mid-air and crashed into the sea. The human remains and a wrist watch of one of the crew members were found near the wreckage during Monday night's search, the Coast Guard IG said. The Dornier aircraft with deputy commandant Vidyasagar (pilot), deputy commandant Subash Suresh (co-pilot) and navigator/observer M.K. Soni went missing on the night of June 8 while returning to its base at Chennai airport after a surveillance sortie along the Tamil Nadu coast and Palk Bay. The search operations drew a blank for a long time, after which the Coast Guard requested agencies in the US, Canada, Australia and Japan to help find the probable location of the missing aircraft. According to Sharma, the foreign agencies validated the search area of the Coast Guard. The aircraft was flying at around 9,000 feet when it dropped about 5,000 feet in a few seconds on June 8. Sharma earlier told IANS that it was not possible for the aircraft to come out of the dive due to the speed at which it came down. According to him, the black box data was expected to reveal the cause of the mishap.

18-day negotiation yields landmark nuke accord VIENNA, July 14 (AP): After 18 days of intense and often fractious negotiation, world powers and Iran struck a landmark deal Tuesday to curb Iran’s nuclear program in exchange for billions of dollars in relief from international sanctions — an agreement designed to avert the threat of a nuclear-armed Iran and another U.S. military intervention in the Muslim world. The accord will keep Iran from producing enough material for an atomic weapon for at least 10 years and impose new provisions for inspections of Iranian facilities, including military sites. And it marks a dramatic break from decades of animosity between the United States and Iran, countries that alternatively call each other the “leading state sponsor of terrorism” and the “the Great Satan.” The deal “is not built on trust, it is built on verification,” President Barack Obama declared from the White House, in a statement carried live on Iranian state TV. In Tehran, Iranian President Hassan Rouhani said “a new chapter” has begun in his nation’s relations with the world. The two leaders spoke moments after the formal announcement of the socalled Joint Comprehensive Plan of Action, whose completion comes after more than two weeks of furious diplomacy during which negotiators blew through three self-imposed deadlines. Announcing the accord, Federica Mogherini, the European Union’s foreign policy chief, said diplomats “delivered on what the world was hoping for — a shared commitment to peace and to join our hands to make our world safer.” The deal, she said, ensures that Iran’s nuclear program “will be exclusively peaceful.” In a final negotiating session with his counterparts from the United States, Britain, China, France, Germany and Russia, Iranian Foreign Minister Mohammad Javad Zarif said, “We are reaching an agreement that is not perfect for anybody, but it is what we could accomplish, and it is an important achievement for all of us.” Secretary of State John Kerry, who did most of the

bargaining with Zarif, said persistence paid off. “Believe me, had we been willing to settle for a lesser deal we would have finished this negation a long time ago,” he told reporters. The breakthrough came after several key compromises. Iran agreed to the continuation of a U.N. arms embargo on the country for up to five more years, though it could end earlier if the International Atomic Energy Agency definitively clears Iran of any current work on nuclear weapons. A similar condition was put on U.N. restrictions on the transfer of ballistic missile technology to Tehran, which could last for up to eight more years, according to diplomats. Washington had sought to maintain the ban on Iran importing and exporting

weapons, concerned that an Islamic Republic flush with cash from the nuclear deal would expand its military assistance for Syrian President Bashar Assad’s government, Yemen’s Houthi rebels, the Lebanese militant group Hezbollah and other forces opposing America’s Mideast allies such as Saudi Arabia and Israel. Iranian leaders insisted the embargo had to end as their forces combat regional scourges such as the Islamic State. And they got some support from China and particularly Russia, which wants to expand military cooperation and arms sales to Tehran, including the long-delayed transfer of S-300 advanced air defense systems — a move long opposed by the United States. Another significant agreement will allow U.N.

inspectors to press for visits to Iranian military sites as part of their monitoring duties, something the country’s supreme leader, Ayatollah Ali Khamenei, had long vowed to oppose. However, access isn’t guaranteed and could be delayed, a condition that critics of the deal are sure to seize on as possibly giving Tehran time to cover up any illicit activity. Under the accord, which runs almost 100 pages, Tehran would have the right to challenge the U.N request and an arbitration board composed of Iran and the six world powers would then decide on the issue. The IAEA also wants the access to complete its long-stymied investigation of past weapons work by Iran, and the U.S. says Iranian cooperation is needed for all economic sanctions

to be lifted. The economic benefits for Iran are potentially massive. It stands to receive more than $100 billion in assets frozen overseas, and an end to a European oil embargo and various financial restrictions on Iranian banks. But it didn’t come easily, as tempers flared and voices were raised during debates over several of the most contentious matters. The mood soured particularly last week after Iran dug in its heels on several points and Kerry threatened to abandon the effort, according to diplomats involved in the talks. They weren’t authorized to speak publicly on the private diplomacy and demanded anonymity. By Monday, however, the remaining gaps were bridged in a meeting that started with Kerry, Mogherini and Russian Foreign Minister Sergey Lavrov, and then involved the Iranians. A half-hour after Zarif’s inclusion, the ministers emerged and told aides they had an accord. The deal comes after nearly a decade of international, intercontinental diplomacy that until recently was defined by failure. Breaks in the talks sometimes lasted for months, and Iran’s nascent nuclear program expanded into one that Western intelligence agencies saw as only a couple of months away from weapons capacity. The U.S. and Israel both threatened possible military responses. The United States joined the negotiations in 2008, and U.S. and Iranian officials met together secretly four years later in

Oman to see if diplomatic progress was possible. But the process remained essentially stalemated until summer 2013, when Hassan Rouhani was elected president and declared his country ready for serious compromise. More secret U.S.-Iranian discussions followed, culminating in a face-toface meeting between Secretary of State John Kerry and Iranian Foreign Minister Mohammad Javad Zarif at the United Nations in September 2013 and a telephone conversation between Rouhani and President Barack Obama. That conversation marked the two countries’ highest diplomatic exchange since Iran’s 1979 Islamic Revolution and the ensuing hostage crisis at the American embassy in Tehran. Kerry and Zarif took the lead in the negotiations. Two months later, in Geneva, Iran and the six powers announced an interim agreement that temporarily curbed Tehran’s nuclear program and unfroze some Iranian assets while setting the stage for Tuesday’s comprehensive accord. It took time to get the final deal, however. The talks missed deadlines for the pact in July 2014 and November 2014, leading to long extensions. Finally, in early April, negotiators reached framework deal in Lausanne, Switzerland, setting up the last push for the historic agreement. The disputes are likely to continue, however. In a foreshadowing of the public relations battle ahead, Iranian state TV released a fact sheet of elements it claimed were in the final agreement — a highly se-

lective list that highlighted Iranian gains and minimized its concessions. Among them was an assertion that all sanctionsrelated U.N. resolutions will be lifted at once. While a new U.N. resolution will revoke previous sanctions, it will also re-impose restrictions in a number of categories. Beyond the parties to the pact, spoilers abound. In the United States, Congress has a 60-day review period during which Obama cannot make good on any concessions to the Iranians. U.S. lawmakers could hold a vote of disapproval and take further action. Iranian hardliners oppose dismantling a nuclear program the country has spent hundreds of billions of dollars developing. Khamenei, while supportive of his negotiators thus far, has issued a series of defiant red lines that may be impossible to reconcile in a deal with the West. And further afield, Israel will strongly oppose the outcome. It sees the acceptance of extensive Iranian nuclear infrastructure and continued nuclear activity as a mortal threat, and has warned that it could take military action on its own, if necessary. The deal is a “bad mistake of historic proportions,” Israeli Prime Minister Benjamin Netanyahu said Tuesday, adding that it would enable Iran to “continue to pursue its aggression and terror in the region.” Sunni Arab rivals of Shiite Iran are none too happy, either, with Saudi Arabia in particularly issuing veiled threats to develop its own nuclear program.

‘El Chapo’ began escape plots from prison in 2014 Myanmar president undecided about seeking second term

MEXICO CITy, July 14 (AP): Mexico’s most notorious drug trafficker began plotting to break out of prison almost immediately after his recapture at a seaside resort in February 2014. Internal Drug Enforcement Administration documents obtained by The Associated Press reveal that drug agents first got information in March 2014 that various family members and drug-world associates of Joaquin “El Chapo” Guzman were considering “potential operations to free Guzman.” The DEA alerted Mexican authorities 16 months ago about the plans, said a U.S. official briefed on the investigation. The official was not authorized to disclose the details and insisted on anonymity to do so. Mexican Interior Secretary Miguel Angel Osorio Chong denied Monday night that authorities in Mexico were ever informed of potential escapes.

“They themselves have told us that they don’t know where that information came from,” he said referring to U.S. counterparts and the AP’s report. The Mexican government announced that it is offering a 60 million-peso ($3.8 million) reward for Guzman’s recapture and that it has fired three prison system officials, including the director of the prison where Guzman escaped. Fortynine people have been questioned by the government’s organized crime unit, including 32 prison employees. Widely considered the world’s richest and most powerful drug trafficker before his capture last year, Guzman slipped down a shaft from his prison cell’s shower area late Saturday and disappeared into a sophisticated mile-long (1.5 kilometer-long) tunnel with ventilation, lighting and a motorcycle apparently used to move dirt. The DEA documents indicate

U.S. agents did not have information about Saturday night’s escape, which was the second time Guzman has fled from one of Mexico’s highest security prisons. But the documents revealed that in March 2014 agents in Los Angeles reported a possible escape operation funded by Rafael CaroQuintero, who helped orchestrate the 1985 kidnapping and murder of DEA agent Enrique “Kiki” Camarena. That plot involved threatening or bribing prison officials. The same investigation revealed four months later that Guzman’s son had sent a team of lawyers and military counter-intelligence personnel to design a break-out plan. Since the 1990s his violent and powerful cartel has been known for digging sophisticated smuggling tunnels under the U.S. border with Mexico. Guzman was first arrested in 1993 but escaped in Jalisco from one of Mexico’s topsecurity prisons in January 2001.

He evaded capture in early February 2014 through an elaborate network of tunnels that connected multiple safe houses in Culiacan, in his home state of Sinaloa. He was arrested in the resort city of Mazatlan later that month. The White House said Monday that U.S. Attorney General Loretta Lynch spoke with Mexico’s attorney general the day after the escape was discovered. White House spokesman Josh Earnest said the U.S. government has offered its full support to Mexico. He pointed out that Guzman has also been charged with serious crimes in the U.S. State Department spokesman John Kirby said Guzman’s “swift recapture by Mexican authorities is a priority for both the Mexican and the U.S. governments.” Along with the 2014 escape plans, the DEA documents reveal Guzman was still directing facets of his drug empire.

Journalists charged with defaming Thai navy PHuKET, July 14 (AP): Testimony started Tuesday in a criminal defamation lawsuit the Thai navy has filed against a small news website over a report it posted alleging naval forces accepted money to abet or turn a blind eye to the seaborne trafficking of refugees from Myanmar. Denying the allegation, the navy also charges the two journalists from the Phuketwan website with violating Thailand’s Computer Crime Act by publishing the article online. If found guilty, Australian editor Alan Morison and his Thai colleague Chutima Sidasathien could each face up to seven years in prison and fines totaling 300,000 baht ($8,815). The case has drawn criticism from human rights and press freedom groups around the world. The New York-based literary and rights advocacy group PEN American Center recently urged the government of Thailand to “refocus its energies on curbing collusion in human rights abuses by members of its own navy, rather than frivolous attempts

to camouflage them by shackling the press.” The Phuketwan case comes to trial in the wake of the discovery in May this year of dozens of bodies buried at several jungle camps on the Thai-Malaysian border where traffickers held migrants as prisoners. Most of the migrants are ethnic Rohingya from Myanmar who face persecution and poor economic opportunities at home. In many cases, the migrants pay to be smuggled by ship, but are then detained by traffickers in Thailand, who hold them for ransom from their families, or sell them. Human rights activists and foreign governments have long accused Thai authorities of collusion in the trafficking industry but police, military and government officials have denied the allegations. The recent publicity about the camps caused a major Thai government crackdown on trafficking, and the several dozen people were arrested, including a Thai army general and local officials. Many police were transferred from their posts.

The U.S. State Department downgraded Thailand in its 2014 Trafficking in Persons report, designating it as a country that has not made sufficient progress in tackling human trafficking or made significant efforts to do so. The U.S. report recommended that Thailand stop bringing criminal defamation cases against researchers or journalists who report on human trafficking. The president’s office denied a news report that quoted an anonymous official as saying Thein Sein would not run in November’s parliamentary elections due to health concerns. “The president has already said that he will decide whether to run for a second term or not based on the wishes of the people and election results,” Zaw Htay, the director of the president’s office, told The Associated Press, adding that his stance remains unchanged. “It all depends on circumstances,” Zaw Htay said. hARARE, JUly 14 (IANS): A power-packed performance with the willow backed up by a dominant show with the white leather enabled India to win the final One-Day International (ODI) against Zimbabwe by 83 runs and to whitewash the hosts 3-0 here on Tuesday. NEw DElhI, JUly 14 (IANS): Chennai Super Kings (CSK) and Rajasthan Royals were on Tuesday suspended from the Indian Premier League (IPL) for two years by the Supreme Court-appointed Justice Lodha Committee in the spot fixing and betting scandal that rocked the cashrich Twenty20 tournament in 2013. Former CSK team official Gurunath Meiyappan and Royals co-owner Raj Kundra, both of whom were earlier found guilty of betting, were suspended for life from any cricketing activity undertaken by the Board of Control for Cricket in India (BCCI). The guilty duo were also suspended from any cricket related activity for a maximum period of five years. "His (Meiyappan) habit of regularly placing bets in IPL matches renders the argument of his being first offender and unblemished antecedents in previous IPL tournaments of no worth. That he suffered loss of Rs.60 lakh in bets shows that he engaged himself in heavy bets. It is his bad luck that he did not make money out of these bets," Justice Lodha said at a press briefing. "Any agony suffered by him because of media coverage or any hardship that may have been caused to him is too small in comparison to the huge injury he caused to the reputation and image of the game, IPL and BCCI," Justice Lodha said. "If the reputation, image and spirit of the sport are lost, what remains? Being 40 years of age, he is not young but middle-aged. It is difficult to accept that he has passion for the game. Any person who has true passion for the game would not be involved in betting." Meiyappan is the sonin-law of former BCCI president and current International Cricket Council (ICC) chairman N. Srinivasan. When approached by media

channels, Srinivasan said: "Don't want to speak on this issue, associated with CSK. It has nothing to do with me, why should I step down?" Kundra is an Indian-origin British businessman who is married to Bollywood actress Shilpa Shetty. Kundra, who owned 11.74 percent of shares in Rajasthan Royals before giving them away in March, was also handed the same sanctions as Meiyappan, which the committee said commence with immediate effect. In his initial reaction to the committee verdict, Kundra tweeted:" Many inaccuracies. Have requested for a copy of the judgment. Obviously very shocked and disappointed." The verdict, read out by former Chief Justice of India Justice R.M. Lodha in the presence of the other committee members, said the cricketers who were part of the two teams were free to join any other outfit. The Supreme Court on January 22 set up the committee comprising Justice Lodha, Justice Ashok Bhan (retired) and Justice R. Raveendran (retired) to determine the quantum of punishment for Meiyappan, Kundra and their respective franchises. In March, the panel had also issued a show cause notice to Meiyappan and Kundra

seeking their response to the committee findings. In addition, Lodha said the fate of ex-IPL Chief Operating Officer (COO) Sundar Raman, who is also alleged to have been involved in wrongdoing, is yet to be ascertained as the investigation against him is ongoing. The committee was also requested to examine and make suitable recommendations to the BCCI for reforms in its practices and procedures and amendments in the memorandum of association, rules and regulations. Lodha said this would be done in due course of time. Following pronouncement of the order, BCCI president Jagmohan Dalmiya said the Indian cricket board will honour the verdict. "BCCI is committed to honour and respect judicial decisions and it would give its observations after the entire report is read and a collective decision is taken," said Dalmiya. He added that the BCCI is committed to ensuring transparency, accountability and cleansing the sport in order to restore the faith and confidence of millions of cricket loving people in cricket in general and IPL in particular. BCCI secretary Anurag Thakur added: "We respect the verdict and would undertake a collec-

tive decision in a transparent manner in the right direction and in the larger interest of the game after the verdict analysed." Justice Mukul Mudgal (retired), whose probe panel earlier found Meiyappan and Kundra guilty, hailed the verdict and said it was a strong step. "It is a strong punishment. It is an appropriate one. It will go a long way in cleansing the game of cricket. Public faith will be restored. It says, however, high a person may be, action will be taken against him," Mudgal said. Secretary of the unrecognised Cricket Association of Bihar (CAB) Aditya Verma, who is the petitioner in the IPL spot fixing case, demanded that the BCCI should withdraw Srinivasan's nomination as its representative in the ICC. "I am very happy with the verdict of Justice Lodha Committee. Those who have brought disrepute to the game should be done away with by the BCCI. I want BCCI to form a special committee and throw Srinivasan out of the Indian cricket board forever," Verma said. "I also request the BCCI to cancel his (Srinivasan's) BCCI representation in ICC after this verdict. If BCCI does not adhere to my demands, then I will take BCCI to court regarding this matter."

FIFA did not immediately respond to a request for comment and Blatter's legal representative in the U.S. declined to comment. Blatter said last week in an interview

with German newspaper Welt am Sonntag that he "won't take any travel risks until everything has been cleared up". The 79-year-old Swiss national did not attend the final of FIFA's Women's World Cup in Vancouver earlier this month but says he intends to be in Russia in late July for the draw for qualifying games for the 2018 World Cup. edical examiners found no evidence to prove the allegation that blues legend B.B. King was poisoned before he died of natural causes in May, according to autopsy findings made public Monday. The autopsy was conducted May 24 — 10 days after King died, two days after a public viewing in Las Vegas drew more than 1,000 fans and mourner, and one day after a family-and-friends memorial drew 350 people to a downtown Las Vegas funeral chapel. A Beale Street procession and memorial took place May 27 in Memphis, Tennessee, followed by burial May 30 in King's hometown of Indianola, Mississippi. Bryson told a probate judge in Las Vegas last month that Brimhall and two other doctors determined that King received appropriate medical and hospice care, and that Toney was fulfilling King's will and wishes. Toney worked for King for 39 years and had powerof-attorney over his business affairs. She is named in King's will, filed in January 2007, as executor. The value of the estate that hasn't been publicly disclosed. Bryson has said it wasn't expected to amount to the tens of millions of dollars suggested during a guardianship fight before King's death. Drohobyczer has said she thinks the estate is worth between $5 million and $10 million.
