SrINAgAr, DEcEmbEr 5 (IANS): It was a day of terror in Kashmir as 21 people, including eight army men, were killed and at least 10 injured Friday in a string of brazen militant strikes, days ahead of Prime Minister Narendra Modi’s rally here for the staggered assembly elections. Heavily armed militants attacked an army camp and a police checkpost, besides hurling a grenade at a posse of security personnel at three places. A smoke grenade also went off at a fourth place. Modi is to address an election rally in Srinagar Monday. The state is in the midst of the five-phase assembly elections, with the next phase scheduled for Dec 9. The polls began Nov 25 and end Dec 20, with the vote count to be held Dec 23. Modi condemned the attacks as “desperate attempts” to sabotage the polls. “Attacks

in Jammu and Kashmir are condemnable. They are desperate attempts to derail the atmosphere of hope and goodwill as seen by increased voter turnout,” he tweeted. Home Minister Rajnath Singh slammed Pakistan for the serial terror attacks and demanded that it should stop these incidents. The home minister told TV reporters in New Delhi that Pakistan gives shelter to terrorists and its result is violence in the Kashmir Valley. “Pakistan gives shelter to terrorists, it should answer for that,” he said. “If Pakistan can’t stop these incidents, they should speak to India about it.” Chief Minister Omar Abdullah said the terror attacks Friday “once again show the desperate levels militants will go to disrupt peace and normalcy”. He described it as “a terrible day” and said in a tweet: “Four attacks and a number of deaths - security

forces & innocent civilians killed in the valley today.” Eight army men, including a senior officer, and three policemen were killed Friday battling a group of heavily armed militants who mounted an audacious attack on the army camp in Baramulla district. All the six rebels were killed. Lt.Col. Sankalp Kumar and a junior commissioned officer were among the soldiers killed in the pre-dawn terror attack at the army’s Field Ordnance Camp located at Mohra, near the border town of Uri. The group of militants sneaked close to the army camp and struck at 3 a.m., but they met with stiff resistance at the camp’s main gate. The sentries on duty heard the gunshots and challenged the rebels who were armed with automatic weapons and hand grenades. A senior police officer told IANS, eight soldiers and three policemen were

killed in the attack. The gun battle was now over. There are differing accounts of whether the militants managed to enter the army camp. An officer said that they did enter, but the attack was repulsed, while another said the gunfight was confined to the main gate of the camp. Quick Response Teams (QRTs) were “rushed to the site after the militants attacked the camp. The militants opened fire at one of the QRT vehicles on the main road, killing an officer and two soldiers”, the officer said. Even as the gun battle was dying down in Uri, a report came in of a terror attack on a police checkpost in Srinagar Friday. The separatist guerrillas attacked the police checkpost in Soura area, about 10 km from Srinagar city centre Lal Chowk. A senior police officer told IANS that in the gunfight that followed, two militants were killed. One militant was killed immediately and the other who tried to hide in a house in the area also was killed in the ensuing gunfight. The third terror attack took place in south Kashmir’s Tral town, 45 km from here, where two persons were killed and 10 others were injured when a grenade hurled by militants exploded. “Militants lobbed a grenade towards a posse of security forces in Tral town today (Friday) afternoon. The grenade exploded on the road, injuring 12 civilians, of whom two died,” a senior police officer told IANS here. The report of the fourth terror attack was sketchy. It was not clear whether a grenade attack took place at a police station in Shopian, with the police maintaining that only a smoke grenade went off.

Nagaland State Vigilance officials searched the residences of Nagaland Agriculture Minister, Dr. N Benjongliba Aier on December 5 in Kohima. It was in connection with corruption charges levelled against the Minister during his tenure as Mission Director of Horticulture Technology Mission. The search was conducted simultaneously at two locations. According to information received from sources, the searches were carried out at the Minister’s official quarters and private residence on early morning Friday. The Minister was at his official quarters at the time. The State Vigilance team initially encountered resistance from the Minister, who was displeased by the unannounced early morning intrusion but later cooperated, the sources said of the search. Another team of officials searched his private residence. “When raids are conducted, definitely some documents are collected for scrutiny,” the sources said on the articles sought by the Vigilance officials for enquiry. Queried on the nature of the documents collected, the sources said that it cannot be divulged at this stage. This comes in the backdrop of the opposition Congress recently raising the issue of financial irregularities involving Dr. Benjongliba in the Nagaland Legislative Assembly. Sources, however, maintained that it was not a direct outcome of the issue raised in the Assembly but a result of information put together from “news publications and other sources.” According to the North East Press Service (NEPS), State Chief Minister TR Zeliang was

not taken into confidence before the search operation took place. An NEPS report quoted an unnamed “senior minister” as stating that there is “strong suspicion the directives for the raids came from Delhi’s corridors.” The Minister was quoted as stating that now no minister would feel secure under Zeliang’s government and expressed apprehension that anybody could be “raided” anytime. The report further quoted another source as informing that the CBI might conduct a series of probes into the State Lotteries and the Oil Exploration issues in Nagaland by January 2015. IGP and Director, Vigilance & Anti-Corruption, JI Yaden confirmed the day’s events in a press release. “The Vigilance & AntiCorruption Police Station has registered a suo moto criminal case based on the media reports against Dr. N. Benjongliba Aier, former Director Horticulture and Mission Director, Horticulture Technology Mission,” the release stated. “Simultaneous search” was conducted on December 5 “at both his residences at Kohima to collect more material evidence,” the release said, adding that the “materials” which have been seized during the search operations are under scrutiny. As per the NEPS report, some documents and computers were the materials seized. The case, it informed further, was registered after scrutiny of documents “made available” which points to “the alleged involvement in the misappropriation and misutilization” of funds under the Horticulture Technology Mission during the period 2008 – 2009 to 2012 – 13. The release clarified that Dr. Benjongliba Aier was not arrested “as he is expected to co-operate with the investigations.” The raid was carried out under the supervision of Oponlumi, Addl. SP, Vigilance, and other members of the Vigilance Team, with security cover provided by the SP Kohima.

Starting January 1, 2015, the Ministry of Petroleum & Natural Gas (MoP&NG) will launch its flagship programme - Modified Direct Benefit Transfer of LPG Subsidy (DBTL) - in the entire country. This was announced by officials of Indian Oil Corporation Ltd., Tinsukia, during a meeting with LPG dealers and distributors in Dimapur on Friday. In the meeting, the IOC officials explained in detail the salient features of the Modified DBTL scheme and how to assist customers to join the scheme. According to an IOC Ltd. press release, the DBTL scheme was first launched on June 1, 2013, which covered 291 districts. The Modified (DBTL) scheme was launched in 54 districts of the country on November 15, 2014, in the first phase and it will be launched in the rest of the country on January 1, 2015. The major changes in the modified scheme designed to enhance consumer convenience are: • Consumers who do not have Aadhaar number can avail LPG subsidy and cash will be sent directly in their bank accounts • Consumers who are not CTC (cash transfer compliance) will get 3 month ‘Grace Period’ during which time they will receive the cylinders at subsidized rate. After the

grace period, they will get an additional period of 3 months as ‘Parking Period’. During the parking period, they will have to buy cylinders at the market rate. If a consumer joins the scheme within the parking period, the subsidy as per entitlement and consumption during parking period will be transferred to his/ her bank account. • The permanent advance is paid in the bank account of consumers as soon as they make the first booking for a cylinder after joining the scheme, prior to the delivery. This advance ensures that LPG consumers have extra cash to pay for the first cylinder at market price. DBTL is designed to ensure that the benefit meant for the genuine domestic customers reaches them directly and is not diverted. The scheme also ensures that public money is saved. As part of improvements to the scheme, consumers will receive SMSs at every stage of enrolment in the scheme. Consumers who had joined the scheme earlier and received cash subsidy in their bank accounts do not need to do anything further. To confirm, they can check their CTC status on www.MyLPG.in. LPG customers who do not wish to avail the LPG subsidy can choose to opt out of subsidy. They can register and exercise this option on www.MyLPG.in. “Around 9,000 citizens have already voluntarily

given up the LPG subsidy thereby freeing up crores of fund for their less privileged brethren,” the release stated. On the process for joining the modified DBTL scheme, the release stated that LPG consumers who have Aadhaar number must provide their Aadhaar number to LPG distributor using Form 2 and to the Bank using Form 1. If the LPG customer does not have Aadhaar number, he or she can give details to LPG distributor in Form 4 or give 17-digit LPG ID to the Bank using Form 3. For three months, between January 1 and March 31, 2015, LPG consumers who have not joined the scheme will continue to get the cylinder at subsidized price. Between April 1 and June 30, 2015, LPG consumers who are still yet to join the scheme will start getting the cylinder at market price and the cash admissible will be parked with the Oil Marketing Companies. If they join the scheme within this three month period, the parked cash would be sent to their bank account, else it will lapse, the release stated. “From July 1, 2015, consumers who have still not joined the scheme will get the cylinder at market price, and cash subsidy will not be admissible. Any consumer can join the scheme after June 30, 2015, and he/she will get permanent advance and cash subsidy with prospective affect as per entitlement,” the release added.

The Phek District Timber Association (PDTA) has extended full support and cooperation to the demand of Nagaland Timber Trader’s Union (NTTU) for setting up of a committee to oversee allocation of train wagons for transportation of timber and moulded beats. PDTA in a press statement issued by the association’s president, Sanyi Dukru, hit out at the manner in which genuine local tree farmers and timber traders were presently deprived of their rights due to alleged “manipulation by some vested interests and selling of wagons by the Forest minister.” The association questioned the state government on the reasons why it is not setting up the proposed committee, which would mitigate the plight

of timber traders and farmers. PDTA lamented that despite numerous appeals and exposure of corrupt practices of some people in authority by NTTU, the general public, Naga political groups and leading NGOs have chosen to remain as silent spectators. “NTTU had earlier submitted representation even to ACAUT on issue of malpractices in allocation of wagons but so far the grievances of local tree farmers and timber traders have not been addressed”, PDTA said. PDTA argued that when the Forest Department was getting substantial revenue from timber traders and tree farmers, there is no reason for any authority to take “extra bribe.” It said Naga public as a whole should wake up to fight corrupt practices. “Wagons should be allo-

The second edition of ‘Hornbill Bamboo Carnival’ organized by Nagaland Bamboo Development Agency (NDBA) kicked off Friday at the Bamboo Amphitheatre, Nagaland Bamboo Resource Centre, Sovima, with chairman, NBDA, Amenba Yaden, MLA, as the chief guest of the inaugural function. Mizoram's new alcohol law to be implemented strictly

AIzAwl, December 5 (enS): Mizoram Home Minister R Lalzirliana on Friday refuted pointed criticism of the state’s new alcohol law saying the government is not interested in liquor revenue and that if it was, it would not put in place a permit system for consumers. The Home Minister, who also holds the Excise portfolio under which Mizoram’s new law to allow the sale and consumption (albeit under strict regulation) of liquor after 18 years of total prohibition, also warned department officials of potentially strict disciplinary actions in case of any lapses in enforcing the new law, expected to come into full force in a few months. “If we did covet alcohol tax as some critics are

claiming, we would not have included provisions in the law that would make it necessary for consumers to first obtain permits. We would have allowed it for anyone to buy liquor and not set an age limit,” Lalzirliana said. One of the reasons for allowing the sale of alcohol in spite of strong opposition from the powerful Church and NGOs, he claimed, was because Mizos in general end up drinking uncontrollably once they are outside the state and in places where prohibition is not in force. He claimed that many youngsters who travelled outside the state to compete even for positions in central security agencies end up ineligible because they drink too much once outside the

He maintained that the state government’s move to invite recruiters for such bodies to conduct tests within Mizoram has yielded some success in that many youngsters get to make the cut since they are not enamoured by the lure of alcohol. GNLA militants fire at cop's residence, no casualty ShIllong, December 5 (PtI): A senior police officer and his family members had a close shave when armed militants attacked his official residence in Meghalayas East Garo Hills district headquarters, police said on Friday. Tripura: Supply from water treatment plants stopped AgArtAlA, December 5 (PtI): Drinking water supply from four water treatment plants in Gomati and Sepahijala districts of Tripura was stopped since yesterday in view of leakage of oil in the Gomati river from a hydel power project, a state minister said today. "It came to the notice of the government yesterday that there was spill of oil into the River Gomati from a pipe of the Gomati hydroelectricity project at Tirthamukh in Gomati district. The water of the river was immediately tested in the district laboratory, but no contamination was reported. We have collected more samples for testing in the laboratory of the science and technology department here," state minister for supply of Drinking Water and Public Health Engineering, Ratan Bhaumick said. There are four plants at Amarpur, Udaipur, Sonamura and Melaghar, which lift water from Gomati river, the minister said adding, some oil contents were found in the water of the treatment plants. Drinking water from adjacent districts was being supplied in tankers in the affected areas and the water from the four plants would start only after complete wash, Bhaumick told reporters. The minister said the leakage took place when one unit of the Gomati Hydro Electricity Project was being repaired by Tripura State Electricity Corporation Ltd a few days ago, but the spilling has now completely stopped.

ShIllong, December 5 (PtI): More than one tonne of ganja worth Rs 1.2 crore and 54,000 bottles of banned cough syrup Phensedyl worth over Rs 54 lakh were seized from two Tripura-bound truck near here, officials said. The ganja weighing 1100 kg were seized by the anti-smugling unit of Guwahati customs division early this morning while the truck carrying the banned cough syrup, Phensydyl, hidden inside several cartons of groceries was seized at Barapani last evening. The ganja meant for smuggling to other cities in the country had come from Manipur while the cough syrup consignment was loaded in Patna and was bound for Tripura. The three drivers of the trucks were arrested. In October, a Tripura-bound truck carrying 24,000 bottles of banned Phensedyl worth over Rs 37 lakh was seized.

was born and brought up from an illiterate and non Christian family. Matriculated in 1972 under Assam Board of Secondary School from the erstwhile Govt. High School, Kohima. Born again and saved by grace in 1976. Graduated in 1979 under NEHU. Did my B.Ed. in 1982 under NEHU, Shillong and served as Graduate Teacher for 23 years; 2 years as Assistant Head Master; 5 years as Head Master; 1 (one) year as OSD on Academic Affairs; 2 yrs Assistant Director /SDEO/2 yrs as Deputy Director; got promoted to Joint Director on the 9th June, 2014 and worked as the lone Joint Director of School Education for 6 months with 4 months Additional Charge of DEO, Kohima. All these could be made possible because of the blessing of God, my superiors a very simple support from my family members inspite of many grudges/moral support repelled from both my friends and foes sharpened by my superiors and colleagues, superseded by my juniors since 1980s till 2014. I leave all my grievances and gratitude to my suppressors and well-wishers alike to God for future guidance to my juniors. My Challenges to the Department of School Education, Nagaland Academic Challenges: Prior to 2000 AD, the system of education and the curricular activities were simple with simple text books and teaching learning process. But with the coming of the 21st century, things have become more complex and sophisticated even in the classroom situation. A good thing or a good book of the past have become less value or irrelevant even in the mind of both teachers and students. In fact, the traditional way of teaching and even setting textual questions in the examinations have become irrelevant with the coming of computerized lessons/CDs/Power points presentation/mobile phones/mass media and other communication techniques of teaching. But inspite of having all these modern day facilities in education, the present students of today are not getting

real quality or value education. To handle the ever-increasing knowledge growth in students, teachers of today are more to be prepared with more labour in learning by reading more and listening more to the increasing facilities of learning. I am very much convinced with the quotation given by NCERT, New Delhi in the form of Message to the teachers (quote) “A teacher to be effective should always be a learner. If he ceases himself to be a learner, he ceases himself to be a good teacher. Today, we are growing more and more insensitive to moral values and there is an increase of lawlessness. A teacher should teach by his behavior. Practice and teaching should go together. We must develop the habit of self-scrutiny and selfdiscipline.” I am also inspired by another popular saying, which goes like this, “The mistake of a lawyer is filled in the files, the mistake of an Engineer is cemented in the bricks, the mistake of doctor is buried in a grave and the mistake of a teacher is reflected in the nation.” It means that if our nation or society is not coming up or growing up properly, there is something wrong in our educational system, or teachers are not teaching properly or students are not studying properly. In fact, education is more than learning to read or write or the 3R’s but a life changing factor or an agent of social change for a better future. Again I am very much influenced by the educational study report of Late P. Moasosang, the Additional Director of School Education, Nagaland who was sent to China to study the Chinese system of Education in 1986; as given below:The objectives of Chinese system of Education 1. Love of the country, 2. Love of the people, 3. Love of science, 4. Love of Socialist system (for India it should be Love of democratic system) 5. Love of dignity of labour. Thus, Chinese have become so advanced, self-help nation, eg: largest producer of rice in the world witnessed by Mrs. Sonia Gandhi, the previous Prime Minister of India who

Also nothing wrong to exercise our franchise/voting right or freedom of expression without suppressing others right. But due to our less narrow outlook or lack of exposure to a civilized world, we remain in our cocoons as if we know everything but not living as a good citizens. * Cultural challenges: We are told that if our society is diluting or losing our culture we will be nowhere even in political existence as people. The evil culture should be either discarded or contextualized to our Christian living. We are not to worship culture because it is only a way conduct and manners. Pagan culture should be christened; culture doesn’t mean only songs, dances, folklores, dresses but the virtues or values of life which our forefathers had maintained. Tradition and culture without adjusting with a contemporary world will lead us to further backwardness and head-hunting age. In conclusion, let us remind ourselves with a Chinese proverbs (Quote) “If you plan for a year, sow seed, If you plan for a decade, plant trees, If you plan for a century, educate the people.”

My challenges to Naga society: * Social challenges: It has been defined that society is a group of people living in a particular geographical area with the same common way of living and the Naga people as a society have gone through certain changes within a short span of 100 years in politics, religion, education, economy etc. But on social system such as Culture, Christianity has become so nominal and for show only. If our society or our social environment is not good, no individual member of our society will feel free to contribute positive things. Until and unless we give due respect to our educational institutions like our churches there cannot be social change in Naga society as commented by foreign tourists. * Economic challenges: With less population and simple way of living, the Naga people lived a self-helped and hard-working life even upto 1970s. But now with an increasing population from within and outside, our economy has become so unstable or shaky. In fact, if rice supply from the neighbouring States stops or salaries of the State employees stopped, we will be in starvation condition. Driving away non-local labourers from our soil without doing the works by ourselves will be just a mockery and a dead blow to our economic growth or standing on our own feet. * Spiritual challenges: We are not growing spiritually as we ought to be because of our narrow religious fanatics,

The politicians thought he would announce some economic package which will satisfy Naga people including undergrounds when it reaches to them through different channels which has been the practice in past.The undergrounds thought that he would announce to resume dialogue with them. But civil society thought that Modi was a man with difference and neither politicians nor undergrounds can unduly influence him. They believed that Modi would do such thing which would be in common interest of general people. The civil society proved to be correct. Modi did not do any thing as such rather he announced which people did not imagine. He said that culture did not mean dance and costumes only. He did not say even a word about “unique history” and “aspiration of Nagas” as proclaimed by underground Nagas and their over ground sympathizers. But he appreciated “unique cultural diversity” and “rich tradition” which encompass total ethos of Naga forefathers inherited from time to time. When he said unique cultural diversity and rich traditions of Nagaland, Modi meant Naga culture of sturdiness, honesty, simplicity reflected in all Naga celebrations and actions. Modi described Nagaland as blessed with amazing bio-diversity and salubrious climate located in one of the 25 hot biodiversity areas of the world and this must be protected at all cost even as Nagas embark on sustained development of their resources. He said that Nagaland is graced by Mother Nature and whole of the north east region is natural economic zones (already exist) in contrast to manmade special economic zone (SEZ) in other parts of the country. But unfortunately they are untapped. He declared that he would do his best to work on Natural Economic Zones in NE promoting the biodiversity of this region which is its unique feature. He also appreciated the place which a mother occupies in a Naga family. While exhorting Naga people to come forward to work together for building a new, resurgent, stronger and more prosperous Bharatvarsh as well as Nagaland, Modiji identified the virtues of youths from Naga-

land. He said that Nagaland was blessed with the young population well versed in English language and in tune with what is happening around the country and around the world. “This is an advantage which must be tapped. You must capture the IT out-sourcing business of the world in this part of the country”, said Modiji and added, “Nagas are sport-loving people and have the potential to perform well in disciplines such as boxing, taekwondo, football and archery. These activities must be promoted in a systematic way to realize the potential of the people of this region and given the right direction. For fulfilling the aspiration of Naga people and other communities in NE region he declared that Govt. of Bharatvarsh (GOB) has decided to (i) set up six new agriculture colleges and (ii) one modern apparel garment manufacturing center in every NE states beginning with Nagaland, Assam and Sikkim. He said that GOB will spend Rs.20 crore on this project. Rs.53000 crore is earmarked for NE development. Rs 28000 will be provided for 14 new railway lines which will promote tourism in the region for which road, rail and air connectivity is needed. He added that in addition to the above, the digital connectivity is the need of the hour. The Central Government has sanctioned Rs. 5,000 corer for 2G mobile coverage for enhanced connectivity with a goal of 24 x7 x 365 power supply. Rs.5000 crore has been sanctioned for six NE states including Nagaland for intra-states transmission and distribution system. A unique scheme called Ishaan Uday (resurgent NE) is a special scholarship for 10000 NE students. The other Ishaan Vikash (Development of NE) scheme will provide opportunities for internships and visits to IITs, NITs, NIFTs in other parts of country during vacations for students of NE. Every year 2000 students and 500 teachers will benefit from this scheme. A National Sports University in Manipur will be established and people of Nagaland will be among primary beneficiaries of this University. In addition to above, an economic corridor will be established using NE Bharat, Myanmar and adjoining regions and NE Bharat will be gate way of South-East Asia in future. ‘Stop indulging in cheap politicking and substantiate its claim’ Dimapur, December 5 (mexN): Coming out in defence of its senior leader KV Pusa, the Nagaland Pradesh Congress Committee (NPCC) today stated that the issue highlighted by him on Prime Minister Narendra Modi’s visit to Nagaland is a fact but “too bitter a pill” for the state BJP to swallow and the “eagerness to blame everything” on Congress since the BJP has no “magic wand” to fulfil its tall election promises. Denying State BJP allegations, the NPCC, in a press note from its media cell, reminded the State BJP unit not to “conveniently” forget the BJP led NDA was in power for six years (1998-2004) but did not bring “anything substantial” for the state except the ‘peace bonus package’ of Rs. 365 crores

to wipe out deficit. This was incurred by the previous Congress government as a result of implementing the 5th RoP in 2002, which the BJP government at centre refused to aid. Compared to BJP, the NPCC maintained, the Congress government had made immense contribution to the state, including: Providing thousands of crores for implementation of various central flagship programs of the UPA government; Granting Rs. 712 crores in 2010 for the state to implement the 6th RoP; Setting up of National Institute of Technology (NIT) at Dimapur; Sanctioning of Medical College in the state for which the DAN government has laid the foundation; Approving Rs. 1098 crores for converting Dimapur-Kohima road into four lane which

NPCC ‘advises’ the state BJP has been delayed by DAN government’s inaction; Implementing SARDP-NE project of Rs. 1296 crores for widening of four state major roads that has been badly mishandled by the DAN government. Again, the NPCC regretted that Modi chose to remain silent on “the vexed Indo- Naga political issue” and indulged in the rhetoric of generalising the North East. “By refusing to even meet the leaders of a Naga Political Group (NPG) currently in talks with the centre, it is amply demonstrated that the Naga political issue has been kept in cold storage by the PM,” the NPCC added. The UPA government in 10 years of its rule had

always extended due courtesy to the leaders of NPGs and was willing to go the extra mile to bring about a political solution unlike the present dispensation that is least bothered to even make a mention of it, NPCC claimed. On the investment front, the NPCC maintained that the announcement of Rs. 63,000 crore for development of the North East region was just a continuation of the previous UPA’s schemes that has been “repackaged and rebranded” for “cheap political stunts.” Ridiculing the Prime Minister’s antics “to humour” the people of North East by promising 2G telecom connectivity when rest of the country are switching

over to 4G connectivity, the NPCC argued that such gestures expose the mindset of the PM and the BJP who believes that the North East people can be “easily fooled with cheap gimmicks”. Meanwhile, replying to the BJP allegation of “patronizing middle-men system and percentage commission” by the UPA, the NPCC directed the state BJP to ask the NPF government who had dealt with the UPA government for the last 10 years and clarify to the public with “substantial facts” rather than indulge in “cheap politicking.” The NPCC “advised” the state BJP to refrain from taking a “high moral ground” on corruption, when its own National President, Bangaru Laxman was caught on camera accepting a bribe in 2001 and was later convicted;

and the present BJP government is bending backwards to fast track all land acquisition process, coastal and environmental clearances for the benefit of corporate houses like the Adani Group to “loot the nation,” and the announcement of a massive Rs. 6200 crore loan by the SBI to Gautam Adani to pursue coal mining venture in Australia during Modi’s recent visit. “The Congress policy of Inclusive Growth that encompasses all sections of the society without any bias on racial, ethnic, language, religion, culture and region has withstood the test of time while the BJP-RSS idea of nationhood based on Hindutva ideology that seeks to establish ‘one nation one culture’ based on majority rule will eventually polarize the nation,” NPCC further maintained.

It aims towards keeping the mobility power of an individual intact. Several disease/injuries have potential to make a person loco-motor disabled. In these conditions along with the medical/surgical treatment Physiotherapy plays a crucial role in the achievement of greatest and maximum level of independence and functional restoration of the patient’s capacity. We have here a story of one of our patients, whose injury changed the whole course of his life…all his dreams came crushing down and the steps to Rehabilitation & recovery . One day while repairing the roof of his house,

he slipped and fell on a concrete floor on his back. The fall proved very costly as it resulted in a spinal cord injury leading to paralysis of both lower limbs. Traumatic spinal cord injury (SCI) is perhaps the most devastating injury. Unlike other parts of body, the spinal cord does not have the ability to repair itself once it is damaged. He described the pain as excruciating; to the extent that given the choice, death was the better option. He was initially admitted in CIHSR (Referral Hospital) under Ortho-Department, with no sensation below his neck and he had no bowel and bladder control, he also had difficulty in breathing. The doctors took care of all these basic health issues. However, knowing fully well that no surgery could be performed on him; as he had fractured his vertebrae and spinal

cord; his relatives were informed that there was no treatment to restore him to his old self, but some conservative management and rehabilitation could be given. So that he could become a bit more independent to take care of his basic needs. Despite the counseling, the relatives were still in the stage of denial and hoping against hope took him home once he was medically stable, to seek for other remedies. After a few weeks he was brought back for the second time, with painful bed sores, high temperature and the inability to urinate. Apparently the catheter was not placed properly and he had urethral infection, so the doctors did a suprapubic catheter insertion and antibiotics were given. Again they were counselled about rehabilitation programs but they decided to get him discharged instead. He was again brought in the third time with multiple pressure sores and other infections. By this time the whole family had gained some understanding about the importance of rehabilitation and also that, this maybe the only hope for a paraplegic. The doctors however counselled them not to reveal to him about his prognosis suddenly but to disclose in a gradual manner. As he may have high expectation of recovery and that

this may lead to depression which may adversely affect his rehabilitation process. The patient was admitted under Ortho and was seen by Professor Jacob George; a physical and mental rehabilitation (PMR) doctor from CMC Vellore and the physiotherapy team. The main goal of the rehabilitation was to make him self-independent and to mobilize him with a wheelchair; whereby a set of rehabilitation program was planned to strengthen his upper limbs, trunk balance & transfers. The hospital also arranged a wheelchair for him from the nursing service at a subsidized rate owing to the low economic position of his family and modified it in a fabrication workshop with the help of his sons, to fit to his requirements. This time they were willing to let him stay as long as the need be and he stayed with us for more than a month; learning a variety of exercises fit for a paraplegic. He eventually learned to sit up by himself and gained more self confidence. The contributing factor regarding the delay in the initiation of rehabilitation earlier may be the socio-economical status and ignorance of the family members, which lead to the development of multiple complications. However, after they gained an insight about the re-

habilitation program, the patient and his care-givers were quite supportive and did everything religiously; whatever was taught and told to them. They were taught to take care of the pressure sores and how it can be prevented, how the patient could dress himself etc. Their contribution helped the patient make visible progress within a short period of time. Presently, the patient is at home, having been discharged from hospital, this time under the advice of the hospital staff as the rehabilitation could not go further due to his sacral pressure sore, which would take at least a month to heal. They have been advised to bring him in for further rehabilitation for wheelchair mobility and to explore his vocational rehabilitation; he being a carpenter. It may be noted that due to the poor economic status of the family a considerable amount of the hospital bills has been waived off as charity from the hospital. It has been quite a journey both for the patient and his family. And the hospital team will endeavour to journey together with them in order to achieve even a small proportion of a state of physical, mental and social well-being for this carpenter. “Disability is not Inability but are Differently Abled.”

n 2011, students in Chile made headlines when they launched a nationwide strike lasting almost eight months. The trigger was high tuition costs that drove students and their families into debt. There were coordinated marches in all major cities. At some universities students took over buildings. The marches took on almost a carnival atmosphere with students engaging in “kissins” and pillow fights. Before long, the marches became multifaceted. Opponents of the massive HidroAysén dam project in Patagonia joined in. Students and trade unions joined forces when workers staged strikes and marched in Santiago and other major cities. Tasha Fairfield, an assistant professor for the London School of Economics’ Department of International Development, said the strikes were pivotal. “The student movement played a critical role in creating political space,” Fairfield said. It “dramatically changed the political context in Chile and helped to place the issues of Chile’s extreme inequalities centrally on the national agenda.” Although most of the demonstrations were peaceful, some protestors wanted more direct confrontation with the police. Masked protesters armed with stones clashed with police forces equipped with riot gear, tear gas, and armored vehicles with water cannons. The harshness of the government crackdown drew international criticism. More than two thirds of the population supported the student movement and its demands for education reform. The students consistently rejected the

government’s attempts to appease the protesters as grossly insufficient. Their goal was free university tuition. President Sebastian Piñera, the first conservative president since the 1988 plebiscite that ended General Augusto Pinochet’s dictatorship, saw his ratings plummet to the lowest of any leader in the postauthoritarian era. Ordinary Chileans had made clear that they wanted to see changes in their society. This set the stage for Michelle Bachelet to run for election in 2013. She was previously president from 2006-2010, but Chile’s laws prevented her from running for a second consecutive term. This time around, her platform was much more radical. Bachelet pledged to reform the tax system and, with the increased revenue, reform the education system. She won the election and immediately took the first step. She raised the corporate tax rate and closed significant loopholes. The 2013 Elections Bachelet was backed by the Nueva Mayoria (New Majority), a centerleft coalition made up of her own Socialist Party, the Christian Democratic Party, and the Party for Democracy, among others. After falling just short of an absolute majority in the first round of elections, Bachelet won handily in

the runoff, taking home over 62 percent of the vote. The elections remade the legislature. Isabel Allende (from the Socialist Party), daughter of Salvador Allende, became the first woman president of the senate. Several student leaders, including Camila Vallejo (of the Communist Party) and Gabriel Boric (an Independent), launched political careers by winning their bids to join the Chamber of Deputies. The left was swept into power by a wave of public support and gained strong majorities in both houses of the National Congress. Bachelet had been given a clear mandate. The government put together a package that would raise corporate income taxes from 20 percent to at least 25 percent and close tax loopholes for companies and wealthy business owners. The changes promised to bring in an estimated $8.3 billion each year. The government pledged to put half of these funds toward providing free education for all Chileans by the year 2020 and to roll back the forprofit schools that emerged during Pinochet’s dictatorship. The remainder would be used to improve the health care system and other social programs. The bill easily passed through the Chamber of Deputies. When it moved over to the senate it ultimately secured a 33-1 victory, although some

changes were made to placate some of the more moderate and conservative doubters of the reform. “The government negotiated various compromises on the bill in the Senate in order to secure votes from the Christian Democrats,” Fairfield said. On September 28, Bachelet signed the bill into law. Debate over Tax Reform In a key tactical move, the corporate tax hikes touched only the largest firms. An estimated 95.5 percent of businesses will not face higher taxes. This expanded the measure’s base of support and somewhat insulated the reformers against the charge that the bill was anti-business. Beyond raising the corporate tax rate, the reform targets the profits of large businesses and their owners in other ways. The law eliminates the FUT (Taxable Profit Fund), a provision that allowed businesses to set profits aside without paying taxes on them— funds that at last count held $270 billion. The reform also addresses the owners of these businesses. In years past, wealthy business owners enjoyed incentives to avoid withdrawing all of their income from the company’s profits so that they would pay the more favorable corporate tax rate of 17-20 percent compared to nearly 40 percent, the

highest personal income tax bracket. However, the owners would then find ways for the profits to make their way back into their own pockets, either legally or illegally. The tax reform therefore opened up a new range of taxable income, money previously out of the government’s reach. There is some concern that the tax reform will drag down the already faltering Chilean economy. Opposition groups claim the new rules will hurt future investments, and this seems to resonate with the public — Bachelet’s approval rating has dipped below 50 percent. However, Justice Minister José Antonio Gómez insists that on the contrary, with more than 50 percent of the $8.3 billion going toward implementing free, quality education, it will in turn result in increased productivity. Even if productivity fails to rise immediately, the political support of thousands of households with college students who see their tuition bills cut in half or more is likely to create a broad constituency to keep core elements of the tax and spending package in place. It is unlikely that any significant changes will be made affecting the new law before the next presidential election in 2018 because senators are elected for eight-year terms and deputies serve four years (half the Senate and the entire Chamber of Deputies are selected every presidential election). This allows time for the law to be fully integrated into the system without being derailed by detractors focusing on immediate concerns. Although many of the protests of 2011 — the year of Occupy Wall Street — have faded, Chilean students and workers managed to win many of their demands. This experience offers important lessons for popular movements struggling for similar goals around the world. By focusing on tangible demands, making broad partnerships, and linking to the larger platform of economic inequality, Chilean protesters changed the rules of the game.

merican healthcare workers Nancy Writebol, Kent Brantly, Craig Spencer, and Rick Sacra, as well as NBC cameraman Ashoka Mupko, were all beneficiaries of the medical sophistication of the U.S. hospital system. All of them contracted Ebola in West Africa and lived to tell the tale, emerging from the hospital Ebola-free and appearing remarkably robust. They benefited from early diagnosis, prompt evacuation to the leading U.S. special isolation centers, and in some cases, treatment with convalescent serum and the experimental drug ZMapp. The story is quite different for some other highprofile Ebola victims. Martin Salia, a legal and permanent Maryland resident, was the medical director of Sierra Leone’s Kissy United Methodist Hospital and its only full-time physician. As one of a shockingly small number of doctors in that country— a mere 136 for a population of 6 million—Salia was a rare breed of physician capable of treating anything from orthopedic injuries to myocardial infarction. In Africa, physician scarcity often precludes the luxurious medical division of labor in the West. I once visited a mid-sized hospital in rural Ghana and foolishly asked the medical director how many other doctors shared his on-call schedule. “There aren’t any other doctors here,” he replied in bewilderment. Salia, who was deeply religious, believed his calling was to serve the people of Sierra Leone, where Ebola continues to surge. Although he was not working at an Ebola treatment center, Salia could easily have been exposed to the disease through contact with surgical patients. When Salia first fell ill

in early November, his Ebola test returned negative. Three days later, a repeat test came back positive. But unlike white Americans Writebol, Brantly, Spencer, Sacra, and Mupko, Salia was not promptly transferred to the United States. He began receiving convalescent serum in Sierra Leone, and five days elapsed before he was sent to an Ebola isolation center for treatment in the United States—around a week later into the illness than his white American counterparts. It seems clear that delays in Salia’s diagnosis and treatment resulted in his deterioration to a point beyond repair. By the time he arrived in the United States on November 15, his raging infection had already rendered him too ill to be saved. But even worse was another Ebola case involving an African physician for whom therapy was withheld outright. Sheik Umar Khan, a Sierra Leonean specialist in viral hemorrhagic fever, was diagnosed with Ebola last July and admitted to the Ebola Treatment Center in Kailahun, Sierra Leone. The team of physicians from Médecins Sans Frontières (MSF) and the World Health Organization who took care of Khan reportedly “agonized through the night” over whether to administer ZMapp to him.In the end, without discussing it with Khan, they decided against it. “What they really didn’t want to do was kill Dr. Khan with their attempt at therapy,” Armand Sprecher, a public health specialist at MSF, reportedly said. But surely the converse question should also have been posed: what if they cured Khan? Sprecher, who is involved in procuring drugs for MSF, further offered what from my perspective as a physician was the flimsiest of excuses: that Khan’s virus levels

were so high that it was believed the drug would “probably not work.” So which is it? That the team thought that the ZMapp would do nothing for their patient, or that it would kill him? It cannot be both. Khan died several days later, and the very ZMapp that had been denied him was later sent to Liberia and used instead for Writebol and Brantly, who recovered admirably (though we cannot say for certain how much ZMapp contributed to their survival). In addition, Spanish officials confirmed that they too had obtained a supply of ZMapp for a third patient—a 75-yearold Spanish priest who died after having been evacuated to Madrid from Liberia. In the now infamous story of Liberian Thomas Eric Duncan—who died in a Texas hospital after contracting Ebola in Africa—Duncan’s nephew Josephus Weeks has raised the possibility that racial bias entered into the decision to send the febrile man home from the Texas Health Presbyterian Hospital emergency room on September 25. Similar broad ethical questions arise about whether the treatment of Ebola victims is being stratified on criteria of national origin, making some “more equal than others.” The physicians who have cared for these patients themselves would deny that any racial bias ever consciously entered into their decisions over choice of therapy. That, however, is exactly the trouble. Most racial bias among doctors is unconscious, meaning we must carefully consider whether our medical decisions reflect a double standard in the treatment of our patients—Ebola-infected or otherwise. hat I write as a book review of Kaka Iralu’s latest book, “Uncovering the Political Lies that have Covered Indo-Naga History’, is as an Indian’s attempt to try and understand the pain of a protracted struggle by the Naga people for sovereignty and independence. I have never been to Nagaland nor have I ever interacted with Kaka Iralu. But I know him through his books and articles and I know of the wars of independence the Nagas have been engaged in with the Indian state through the writings of those who have seen this war and its myriad dark consequences from up close. Hence this book review is a view from long distances and I have tried to share the whirlwind of emotions and thoughts that went through my mind as I read page after page of this magnificent story. What is striking about Kaka Iralu’s writings is that the language is so lucid that one does not have to dwell over the words for too long. As one reaches the end of a sentence the idea that it is trying to give you flash in front of one’s eyes as though one was watching it in a film. The power of the words written by Kaka, who writes not just from the head but from the heart as well, adds to the depth of the stories being told. The language is so flowing that I just poured over the pages without realising that I was doing nothing the whole day other than reading the book and making my notes as I read on. With each page I began to be despairingly conscious of being born Indian. But I was also able to discern why my identity was similar as well as different from that of a Naga. It

a denial mode when it comes to the questions of sovereignty and independence. Our denial has been the bane of many peoples who do not have any racial, cultural, political and historical allegiance to the idea of an India that we live with? Then why not seek a referendum and let the people decide? As Kaka has well narrated, first the British decided Naga nationality, then Nehru and U Nu decided Naga nationality and today almost the whole of India is deciding on Naga nationality. All of us have decided that Nagas are Indians except for the Nagas themselves ... what a predicament?! Till now I wrote of my feelings as an individual. But I also want to write as someone who has been working for the last 15 years with adivasi communities of central India on the question of redefining tribal identity using social history and appreciative enquiry as methods of engagement with tribal youths. I revere and treasure Kaka Iralu’s latest book on the ‘Naga Saga’. I know from my years with adivasis that their history has been till today a one-sided single story. No one, not a single Government professor, teacher, historian or linguist who has been assigned by the Government to recreate tribal histories, has ever bothered to ask the adivasi what according to them is their history. Not one of these intellectuals has ever looked back to see the dangers their single story has let loose on these adivasi communities. Adivasi history hence is today almost a monolith of either backwardness, illiteracy, ignorance and poverty or of culturally diverse apolitical forest dwellers warped in a time zone of centuries ago ! But adivasis of central India are slowly rising to the danger of one story of

their history being told and wondering whether same is happening with the North Eastern indigenous communities. In my 15 years in central India I have realised that with time, stories fade away from memory and from popular culture and with it take away a sense of who we are. A substantial sense of our identity comes from being conscious of ‘our’ sociopolitical history and not history told by the State and learnt by rote in schools. But it is my despair that today the single history of the State is all that we acknowledge as being ‘our’ history. And this generation of young rearing-to-go Nagas who have not seen the burning embers of their villages or of the cold coffins of their dear ones will not know the pain of wars, of betrayals or the silence of martyrdom, of sacrifices and will not be conscious of ‘their Naga Saga’. But thankfully Kaka’s book gives me hope and is his brave attempt to shatter this danger of a single story of the Nagas told by the State. Kaka seems to have realised the danger of a single story long back and has since relentlessly brought to public memory that story of the Nagas which textbooks and media stories do not bother to tell. Chimamanda Ngozi Adichie has warned us that nations with power and money get to tell their stories but nations that are impoverished and powerless are never heard. Hence this book of Kaka Iralu is a fearless story a small nation wants to tell the world and we must listen. The young Nagas must listen. It is only then that the political lies on which today’s Naga State is built will yield to a new and truly bounded Naga Nation that is just, equitable, free and sovereign.

congratulate all the authors, who have taken a lot of trouble to study a lot of aspects on our social life to bring about this book. It is a privilege to be asked to release this book“Raconteurs from the hills”. I am glad to be a part of this edition to our culture. Nagas do not have a script and our dialects are only just starting. English is our main communication today and its literature is greatly known for the development of the dialects as well. Even the wide and long range of schools here that we have had to the language, it is natural that our first attempt on literary self expression would be English. We have colourful and bright oral tradition of story telling. However, for far too long we have restricted ourselves to merely recording these folktales and songs. This is not to say that this isn’t an important task. Our old tradition must not be lost. They are an important

made me realise why my history is totally different from that of Nagas. And this realisation was made political while reading the book’s second section. This section consists of articles and appeals and as I realises the humongous efforts the NNC put in to get their voices heard, my understanding of ‘their story’ became clear as the day. Especially when one reads how NPC responded to Phizo’s frantic appeals to reject the creation of Nagaland, I could feel his despair and anguish.... so vivid were Phizo’s letters and Kaka Iralu’s narrative around those letters in this book. As I read on I recollected that today SC Jamir is Odisha’s Governor, my state, and I had been to meet him over a migration issue a few months back. I had never known then, as I sat across him, that he was lured into an agreement by Government of India’s leaders that would do apart a united Naga people and shatter them into factions that seem to now stand in opposition to each other! I hope today he realises that the creation of Nagaland has killed the fire of oneness in the Nagas. The book made me question whether by the creation of Nagaland the Nagas got the justice, dignity, freedom and independence they have fought battles over. But I know that I have to visit the Naga villages that appear in the book during the recounting of various incidents of Indian Army’s most heinous atrocities, to find answers to my questions. Because I know that no Indian official is ever going to admit that they bled the Nagas and trampled over their souls so that they could keep the tricolour flying full mast on Government buildings. I ask myself why we, Indians, are always in

part of our identity and history, but we must not be still left stuck in the belief that culture, tradition and identity are monolithic, unchanging anthesis. These are dynamic concepts that must change, adapt and evolve to remain vibrant, alive and most importantly, relevant. And this is where this anthology comes in. Yes, the folktales are important and they must be preserved but we must also articulate the contemporary modern

Naga experiences and share it with the world. While the problem of adjusting to modernity is not a unique Naga issue, our respond to this change is our unique experience. The stories find echoes of the Naga readers, experiences that anyone who has grown up in Nagaland would identify with some magazine posters on the wall, the eccentric uncle in the village, the bustle of church activities and in a smaller town, there are

also darker aspects of the modern Naga reality that find admission in these stories- alcohol and drugs, AIDS, insurgency and corruption. These are as much a part of our society and each of these stories are illustrated beautifully. An expert story teller would tell the mirror on society, and there it would look at itself. And they have done this and it is the turn of the society to accept this brave attempt and understand that if the reflection is

not pretty, it is not the mirror at fault. On this note, I would like to congratulate the authors. I hope you continue to write and write better. nce you have figured out the hidden truths and masked metaphors, try and get a handle on the travelling musicians. Remember the Accidentals and the Naturals? Of course, you do. Who could ever forget those musical travellers who were, once upon a time, smash hits at the Lydian Mode and the Dorian Mode musical theatres? I’ll let you in on a little secret, though. Whenever you hear someone say “Once upon a time…”, you should know that what they are about to tell you is a story. It didn’t really happen. They’re making it up. But that doesn’t mean you should shut your ears just because you know someone’s lying or spinning a yarn. No, you should listen even closer so that you pick up on the hidden truth and the masked metaphor. Which music is full of! For instance, take the Naturals

family I told you about earlier. What do their names sound like? That’s right. Each of them represents the musical note their name sounds like. The mom Gina was a metaphor for the note G Natural, dad Seethapathy was C, and young Abe was supposed to be A minor. The Accidentals were black people and the black keys on the piano are called… surprise, surprise… accidental notes! I’m pretty sure you picked up on all that. Music is full of hidden clues just like this. You should always perk up your ears whenever you hear music. And it helps to give pieces of music several listens, because you’ll find that you end up learning something new every single time!

Troubadours Anyway, that’s enough of the big reveal. What we should really be talking about here is what the Accidentals and Naturals were supposed to be. They were troubadours, or travelling musicians. These troubadours were for real. They lived between the 12 and 14 Centuries in and around Europe and played a huge role in spreading music far and wide. They wrote and sang songs in Latin or a Mediterranean language called Provençal. Their songs were about brave men, damsels in distress, love failures, parodies and a lot of romantic poetry. They had readymade types of songs for every mood and situa-

tion. The Salut d’Amour was a song about lovers writing to each other. The Devinalh was a riddle that the listener had to work out. Using a Gap, a troubadour could boast and brag about his non-existent skills. A planh was sung when there was something really sad to lament or mourn. The Sirventes was a comical rant supposedly sung by a drunken soldier! Know why the troubadours were pioneers in music? Because they took the church music, which was — let’s face it — getting pretty darn boring by then (always about fearing God and how we should all be good little children) and turned it into a fun storytelling medium! And music is always more fun when it’s a soundtrack to a story we can enjoy and identify with, right? And who cares if the story is made up? That’s what a troubadour, whose name means “someone who makes stuff up”, is literally supposed to do!

The 'Great' Hornbill Festival

Richard Belho: My observation and recommendation to the organising committee. 1. We are marketing it as Festival of Festivals so it should be a culmination of all our Festivals in the purest form. Please stop over experimenting with the Western Music performances at Hornbill Festival Venue. Give people a richer Traditional Experience. 2. Do not reduce Hornbill Festival to a Circus performance. This Festival is not a celebration of Statehood but a Cultural Festival. Hornbill Festival is meant for Tourists primarily and let them have 'IMMERSIVE' experience. 3. Create at least 3 zones and lease out two zones to entrepreneurs who comes with the most creative ideas on a yearly basis. I am sure tourists would pay for tickets where they can participate in our dances, games, buffet and drinks on the house. 4. Keep it Fresh and exciting. Please don't let it be predictable and a repetitive of last years program. Maybe a few events can be permanent but I am sure the team can come up with better ideas to let tourists feel that Hornbill festival is a festival worth going to. 5. New Delhi, December 5 (iANS): Prime Minister Narendra Modi Friday told the Lok Sabha that minister Sadhvi Niranjan Jyoti has apologised for her abusive remark and the issue be put to rest, but the stalemate in parliament persisted with the opposition walking out of the lower house and cutting short the Rajya Sabha sitting for the day. Congress vice president Rahul Gandhi and many opposition members also protested outside the Parliament House, saying that “democratic process” was not being allowed inside and pressed for the minister’s resignation. In the Rajya Sabha, opposition members said they have scaled down their demand for her resignation and now sought a resolution should be passed condemning her abusive remarks. Parliamentary Affairs Minister M. Venkaiah Naidu, meanwhile, urged the opposition to allow normal proceedings of the two houses. Modi made a statement in the Lok Sabha soon after the house met for the day, saying he had expressed his unhappiness at Jyoti’s remarks during a meeting of the Bharatiya Janata Party parliamentary party Tuesday. “Before the issue was raised in the house, when there was a meeting of my party MPs, I had sternly instructed against using such language, and had expressed my unhappiness,” he said. New Delhi, December 5 (iANS): Russian President Vladimir Putin will visit India Dec 10-11 for the annual bilateral summit, an official statement said Friday. “The President of the Russian Federation, Vladimir V. Putin, will pay an official visit to India on 10-11 Dec, 2014, for the 15th Annual India-Russia Summit,” said the statement. Putin will be meeting Prime Minister Narendra Modi Dec 11 for the summit during which both sides would seek to draw up a long-term vision of their key strategic ties. The Russian president will also address a joint session of the Indian parliament. Though both Modi and Putin have met earlier at international gatherings, no structured bilateral talks have been held so far. Modi met Putin in July during the BRICS - Brazil, Russia, India, China, South Africa - summit in Fortaleza, Brazil and later during the informal BRICS meeting in Brisbane, Australia, on the sidelines of the G20 last month. During the Brisbane gathering, the meeting between Modi and Putin was brief.

Govt agrees arms for security forces have deficiencies

New Delhi, December 5 (iANS): The central government Friday said it has taken note of the “deficiencies in some critical arms and ammunitions” for the country’s armed forces. Defence Minister Manohar Parrikar told the Lok Sabha: “The government has taken steps to mitigate these deficiencies.” “The proposal for acquisition of weapons and equipments flow from the defence procurement planning process, comprising of 15-year Long Term Integrated Perspective Plan, the five-year Services Capital Acquisition Plan, and the Annual Acquisition Plan,” Parrikar said. “Mismatches between requirements and availability are continually addressed through procurement from various indigenous as well as foreign vendors,” he added. A system of long-term five-year roll on indents has been introduced and a roadmap for procurement of ammunition has been approved. Besides, an institutionalised mechanism in the form of a working group to review the availability of critical items of ammunition has also been set up, Parrikar said.

Started with good intentions, PILs now being misused: SC New Delhi, December 5 (iANS): The Supreme Court Friday said the public interest litigation (PIL) was started with good intention to help the poor people by espousing their cause before the higher judiciary but now it was being misused for raising frivolous matters. “It was started with a good intention of to help the poor people of this country. But it is being misused now,” said a bench of Chief Justice H.L.Dattu and Justice A.K.Sikri as it rejected a petition by K.R.Ramaswamy alias ‘Traffic’ Ramaswamy and advocate N. Rajaraman who had challenged the Madras High Court order imposing cost of Rs. 25,000 on them for filing a vague PIL for publicity. The Madras High Court dismissed the plea of Ramaswamy and Rajaraman that the Tamil Nadu chief minister who succeeded Jayalalithaa after she was convicted by a Bangalore court in a corruption case was in a situation of conflict of interest as he was taking instruction from her (Jayalalithaa) and had imposed cost on them. The high court, while not accepting Ramaswamy’s contention, had by its Sep 30 order, imposed a cost, observing the petitioners Ramaswamy and Rajaraman had filed the PIL for publicity as they had filed it immediately after giving the representation to the governor’s office Sep 29.

No Sanskrit exams in KV schools this year: Govt tells SC New Delhi, December 5 (iANS) The central government told the Supreme Court Friday that the switch over from German to Sanskrit as a third language in Kendriya Vidyalayas will be effected but there will be no Sanskrit exams in the current academic year. Attorney General Mukul Rohatgi told a bench of Justice Anil. R. Dave and Justice Kurian Joseph that the government has taken the decision to dispense with the Sanskrit examination in the current academic year while addressing the concerns of the court and the stress the students would have undergone due to a mid-session switch. The government made it clear that German would now be an optional language. “What is your objection? If my son is studying Sanskrit in addition to German, as a father, I will accept it immediately. What the Attorney General says, what is wrong in it,” asked Justice Dave as petitioners’ counsel Reema Singh sought to oppose the government’s decision. Describing the government decision as “good solution”, the court said what was objectionable if our children learn Sanskrit without stress and still

The government’s decision not to hold exam for Sanskrit in the current academic year was in response to court’s Nov 28 poser asking the government to not treat Sanskrit as a third language for the students of Kendriya Vidyalayas from class 6 to 8 and instead treat it as an additional language, while retaining German as a third language for the current academic year. Since the counsel for the petitioners - the parents of the affected students of Kendriya Vidyalayas - wanted to seek instructions from clients on the latest government position, the court adjourned the hearing till Monday.

Twenty-two aggrieved parents moved the apex court challenging the government decision to substitute German with Sanskrit as a third language in the middle of the session of the academic year. German was introduced as a third language in Kendriya Vidyalayas following the signing of MoU between the Kendriya Vidyalaya Sangthan and the Goethe Institute of Max Mueller Bhavan in 2011 for the training of the teachers for teaching German. The agreement, that was for three years, ended in 2014. The Modi government, while introducing Sanskrit as third language, has taken a position that MoU between the Kendriya Vidyalaya Sangthan and the Goethe Institute of Max Mueller Bhavan in 2011 was illegal and was in violation of constitutional provisions. The government decision affected 70,000 Kendriya Vidyalaya students who were studying German. ndia said Friday it was optimistic the world would reach an agreement to curb climate change, but said its actions would be focused on boosting its renewable power capacity five-fold rather than cutting carbon emissions. With hundreds of millions still mired in poverty and without access to electricity, India cannot afford to reduce greenhouse gas emissions at the expense of economic growth, Environment Minister Prakash Javadekar said before leaving this weekend for U.N. climate talks in Lima, Peru. “Our growth cannot be compromised,” Javadekar said. “Poverty needs to be eradicated immediately. Poor people have aspirations. We must fulfill them. We must give them energy access. We cannot and nobody can question on this.” He said he was optimistic industrialized nations

would agree to shoulder more of the burden to reduce greenhouse gas emissions, given that they had been polluting with fossil fuels for decades before developing nations. “That is the just regime,” he said. The recent U.S.-China pact announcing new targets for fossil fuel use marked a positive step toward establishing this sort of equality, he said. In that pact, the U.S. said it would aim to bring down its percapita emissions from about 20 tons while allowing China to raise its 8-9 tons per capita so that both reach a level of about 12 tons by 2030. “They have accepted the differentiated responsibility and the need of time for growth,” Javadekar said. India pledged in 2009 to reduce its emissions intensity — how much carbon dioxide it produces divided by its GDP — rather than promising to cut overall emissions. Indian

Chokehold decision criticized by rights leaders

NEW YORK, DEcEmbER 5 (AP): Civil rights leaders decried the grand jury decision not to charge a white New York City police officer in the chokehold death of a black man as thousands of people united in anger and disbelief took to the streets for a second night. The case of Eric Garner — combined with the decision by a grand jury last week not to charge the white officer who shot and killed unarmed black 18-year-old Michael Brown in Ferguson, Missouri — stirred a national conversation about race, police training and the grand jury process. Unlike Brown’s shooting, Garner’s arrest was captured on videotape. On Thursday, a day after protests erupted in New York, civil rights leaders pinned their hopes on a federal investigation into the Garner case. Demonstrators protested for a second night, carrying replicas of coffins across the Brooklyn Bridge, and turned out in such cities as Denver, Detroit and Minneapolis. Politicians and others talked about better police training, body cameras and changes in the grand jury process to restore faith

in the legal system. Amid the tensions, U.S. Attorney General Eric Holder presented the results of an investigation into police in the Ohio city of Cleveland, prompted by several highly publicized police encounters, some of them deadly. And they said Garner’s poor health was the main cause of his death. The medical examiner ruled that the chokehold contributed to the death. Pantaleo’s attorney, Stuart London, also expressed confidence that his client won’t face federal prosecution, adding that Pantaleo had heard Garner say, “I can’t breathe.” But, London said, Pantaleo believed that once he got Garner down on the ground and put him on his side, he would be revived by paramedics. On Thursday morning, yet another case returned to the mix: A white former police chief in South Carolina was charged with murder in the 2011 shooting

death of an unarmed black man after an argument at a town hall meeting. The officer’s lawyer accused prosecutors of taking advantage of national outrage toward police to get the indictment. And in Los Angeles, police Chief Charlie Beck said Thursday that three officer violated deadly-force rules when they shot an unarmed man last year on live television after a highspeed chase. The chief will now have to decide what punishment, if any, to give the officers who have been relieved of duty since the December 2013 shooting. Some legal experts said the Garner case, like the one in Ferguson, raised concerns about the influence local prosecutors have over the process of charging the police officers they work with on a daily basis. Holder, the attorney general, has said federal prosecutors will conduct their own investigation of Garner’s death. CHINA It emits nearly twice the amount of greenhouse gases as the United States, which it surpassed in 2006 as the top emitter of carbon dioxide. China accounts for about 30 percent of global emissions. U.S. government estimates show China doubling its emissions by 2040, barring major changes. Hugely reliant on fossil fuels for electricity and steel production, China until recently was reluctant to set firm targets for emissions, which continue to rise, although at a slower rate. That changed when Beijing announced last month in a deal with Washington that it would stem greenhouse gas emission growth by 2030. About a week later, China’s Cabinet announced a coal consumption cap by 2020 at about 62 percent of the energy mix. UNITED STATES It has never entered into a binding treaty to curb greenhouse gases. Nevertheless, it has cut more carbon pollution than any other nation. It is on pace to meet a 2009 Obama administration pledge to reduce emissions 17 percent from 2005 levels by 2020. Carbon emissions are up, though, as the U.S. rebounds from recession. President Barack Obama has largely leaned on existing laws, not Congress, to make progress — boosting automobile fuel economy and proposing to reduce carbon pollution from new and existing power plants. The White House vowed in the China deal to double the pace of emissions reductions, lowering carbon pollution 26 percent to 28 percent from 2005 levels by 2025. Expect resistance when Republicans control Congress in January. 2013 CO2 emissions: 5.8 billion tons 2013 Population: 316 million INDIA The U.S.-China agreement puts pressure on the Indian government, which could announce new targets during a planned Obama visit in January. Meantime, India plans to double coal production to feed a power grid still suffering blackouts. Its challenge: to curb greenhouse gases as its population and economy grow. In 2010, India voluntarily committed to a 20 percent to 25 percent cut in carbon emissions relative to economic output by 2020 against 2005 levels.

It has made recent strides installing solar power, which it is expected to increase fivefold to 100 gigawatts by 2030. RUSSIA It never faced mandatory cuts under the 1997 Kyoto Protocol because its emissions fell so much after the Soviet Union collapsed. A major oil and gas producer, Russia in 2013 adopted a domestic greenhouse gas target that would trim emissions 25 percent from 1990 levels by 2020. Russia’s carbon dioxide emissions today average 35 percent lower than 1990 levels. To meet its goal, Russia has set a goal for 2020 of boosting energy efficiency 40 percent and expanding renewable energy 4.5 percent. The state-owned gas company Gazprom has energy conservation plans, as has the federal housing program. But in 2006, Russia announced a move to more coal- and nuclear-fired electricity to export more oil and natural gas. 2013 CO2 emissions: 2 billion tons 2013 population: 143.5 million JAPAN The shuttering of its nuclear power plants after the 2011 Fukushima nuclear disaster forced a drastic change in plans to curb carbon pollution. ficials said they would now reduce greenhouse gases 3.8 percent from 2005 levels by 2020. With more fossil fuels in the mix, Japan’s emissions will be up 3 percent from 1990 levels, its benchmark for its pledge at a 2009 United Nations summit in Copenhagen to reduce emissions 25 percent. Beginning in 2012, Japan placed a carbon tax based on emissions of fossil fuels, with the proceeds going to renewable energy and energy-saving projects. 2013 CO2 emissions: 1.4 billion tons 2013 population: 127 million GERMANY It has outperformed the 21 percent reduction in greenhouse gases it agreed to in 1997. Emissions are down 25 percent against 1990 levels. To comply with 2020 European Union-set goals, Germany must reduce greenhouse gases 40 percent by 2020. On Wednesday, it boosted subsidies for energy efficiency to help it get there. Germany has in recent years seen back-to-back emissions increases due to higher demand for electricity and a switch to coal after Fukushima, which prompted a nuclear power phase-out. Coal use is down this year and renewables continue to gain electricity market share. Renewables already account for a quarter of Germany’s electrical production. Kachin rebels say trust is low Hong Kong protesters weigh next move

bANGKOK, DEcEmbER 5 (AP): A leader of ethnic Kachin rebels fighting in Myanmar said Friday that trust in the country’s military-dominated government was at an all-time low despite years of peace talks aimed at resolving the conflict in the country’s jade-rich north. But rebel Gen. Sumlut Gun Maw told The Associated Press in an exclusive interview that the insurgent group was still committed to dialogue because it is “the only way forward.” Fighting between the army and Kachin insurgents flared anew in 2011, ending a 17-year-ceasefire and forcing more than 120,000 people from their homes. Since then, Myanmar President Thein Sein’s administration has agreed to tentative truces with 14 insurgent factions, but it has been unable to secure a deal with the Kachin or broker a broader, nationwide ceasefire with a rebel alliance that top government negotiators have met with regularly since last year. “Our trust in the government and the army is lower now than when we started talking,” Gun Maw said during a visit to Bangkok. “But the lack of trust is why talks are necessary.” Already strained negotiations were dealt a severe blow on Nov. 19 when the army fired a pair of 105mm artillery shells at a Kachin military academy just north of their headquarters in Laiza on the Chinese border, killing 23 people and injuring 20. Only four of the wounded were part of the Kachin rebel organization, however. The rest were members of other allied ethnic groups who had come for training, said Gun Maw, who serves as vice chief of staff of the Kachin Independence Army. months, and rebels say Myanmar’s army is still firing shells sporadically at Kachin outposts from hills they seized during a weeks-long offensive that ended in January 2013. Gun Maw said the rebels’ main aim was to achieve equal rights and autonomy within a federalist system, an idea first enshrined in the so-called Panglong agreement of 1947 — which was sealed with ethnic groups who make up about 40 percent of the population. The deal fell apart after national independence hero Gen. Aung San was assassinated the same year and has been generally ignored by the authoritarian military regimes that followed. A major stumbling block to any deal, Gun Maw said, is the army’s insistence that rebels accept the military-drafted 2008 constitution, which deprives ethnic minorities the right to self-determination. The charter also ensures military domination over the government, giving the armed forces chief more power

than the president — including the extraordinary “right to take over and exercise state sovereign power” if an emergency is deemed to threaten the union. It also ensures that 25 percent of lawmakers are military appointees who retain veto power over all constitutional amendments. “Ultimately they don’t want to change the 2008 constitution because doing so would reduce their power,” Gun Maw said. “Their approach to negotiations has been, ‘You have to listen to our demands.’” Another sticking point is the future of the ethnic armies who control a vast patchwork of territories along Myanmar’s northern and eastern borders. There has been no agreement on whether they would lay down their arms or join a federal army, and Gun Maw said that would only be discussed after a general political agreement is eventually reached. Gun Maw said that peace talks so far had achieved only the minutest of successes — for example, not agreement on federalism or political dialogue, but an understanding that those issues must be discussed in the future. After retired general Thein Sein assumed the presidency in 2011 and spearheaded a series of dramatic reforms that have opened the country and liberalized its economy, millions of people hoped the country was finally turning around after half a century of military rule. But analysts say reforms have now stalled and continued fighting on the battlefield is part of a greater effort by the army to strengthen its hand and secure mining regions rich in jade and timber. Asked if he believed the government was committed to peace, Gun Maw said: “I have faith that there will eventually be a solution.”

HONG KONG, DEcEmbER 5 (REutERs): Prodemocracy protesters in Hong Kong weighed their options on Friday, whether to call off more than two months of street demonstrations or change tactics, as one leader suggested a campaign of withholding tax to “block government”. Leaders of the Hong Kong Federation of Students will decide in the next week whether to call on protesters to pull up stakes from camps straddling some of the Chinese-controlled city’s main thoroughfares which have created havoc for transport and business and tried residents’ patience. About 20 protesters dressed in thick jackets waited out cooler temperatures on Friday in the main Admiralty protest site, next to the Central business district, while tents were covered in plastic bags and tin foil for insulation and protection from the rain. 'England DNA' inspired by Germany, Belgium issued lOnDOn, DEcEMbER 5 (AP): The English Football Association released proposals on Thursday designed to enhance England's prospects which have been inspired by models from Germany and Belgium. The "England DNA" program will be rolled out to more than 1,500 coaches at the national team's St. George's Park base in central England. The FA hopes to create joined-up thinking along the pathway taking players from under-15s to the under-21s, with a view to eventual success for the senior side. As well as developing a similar playing philosophy, the plan focuses on ensuring players have pride in representing England, whose only major title came on home soil at the 1966 World Cup. The intention is for the program to keep evolving, and players will be given wristbands containing digital information from it to refer to when they are with their clubs. "It is very important we have a very clear idea of what principles we are going to follow and what we want

the players to be doing in different situations," England coach Roy Hodgson said. "We want to improve their awareness tactically and their game management. Bowe became the undisputed champ after beating Holyfield for the three major crowns. One of 13 siblings who grew up in poverty in Brooklyn, Bowe somehow made his way to the pinnacle of the sport. He won his first 31 fights to get a shot at the title, knocking out all but two of them. He fought only 10 times after beating Holyfield in the first of their three memorable bouts, and won nine of them. But it was evident his career was declining when he had to get up off the canvas to stop Holyfield in their final meeting. armonic Voices today emerged the winner of 2nd Ultimate Hornbill Choir as well as Audience Choice Award organized by Unlock Productions here at RCEMPA, Jotsoma. Winning the coveted title, Harmonic Voices pocketed a cash prize of Rs. 1 lakh sponsored by Music Task Force, Nagaland. Adding jubilation to this choir, Akhrou Koza was declared as the best choir conductor. Delhi Public School Dimapur bagged runner up and awarded with a cash prize of Rs. 50,000.

Living Praise was adjudged as the best choir uniform while the best stage discipline choir went in favour of Aborigines. Altogether, six choirs joined the 2nd edition of Ultimate Hornbill Choir 2014. Judges for the competition included Khyochano Ngully, Asin Shrühozelie and Theja Meru. It may be recalled that the Ultimate Hornbill Choir is initiated and presented by Music Task Force (YRS) Government of Nagaland, which was kicked off on 6th December 2013 during the annual Hornbill Festival,

which also marked the 50th statehood celebrations. Promotion and strengthening of choral music cultures is the chief focus of this event. The basic foundation for holding this competition is to promote choirs from both disciplines of religious and secular approach. phone call in which Phil Rudd allegedly threatened to kill a man and his daughter is the basis for the AC/DC drummer's court charges. Rudd, 60, is before the courts on charges of threatening to kill and possession of methamphetamine and cannabis. The Tauranga-based drummer has denied the charges. In a summary of facts released to media on Friday, the Crown has given a brief outline of what led to the charges. It says Rudd made a phone call to a man he knew, whose name is suppressed, on September 26, threatening to kill both him and his daughter. This was consistent with another phone call made by

It says Rudd denied threatening to kill anybody and denied making any of the phone calls he was alleged to have made when he was interviewed by police. The drug charges were laid after police executed a search warrant at Rudd's home on November 6. Police say Rudd had 0.71g of methamphetamine and 130g of cannabis in his possession. Rudd was also charged with attempting to procure a murder when he appeared in court in November, but it was dropped by the crown solicitor the following day. MESSAGE It gives me immense pleasure to learn that the Nagaland Civil Defence and Home Guards is celebrating its Raising Day on 6th December, 2014. I am happy that the Nagaland Civil Defence and Home Guards has been rendering invaluable service to the people. This organization has been assisting not only the Civil Administration during natural disasters but also carrying out their assigned duties and responsibilities with dedication. On this occasion, I extend my warmest greetings to all Officers and Jawans of the Nagaland Civil Defence and Home Guards and hope that the organisation will continue to assist the public in future as well.

I am happy to learn that the Civil Defence and the Home Guards Organization is observing its Raising Day on the 6th of December, 2014 along with the rest of the country. I convey my best wishes to the Organization and commend them for their selfless services towards the people. The Civil Defence and Home Guards plays an important role, not only in complementing the various duties of the State Police but also during disasters and other natural calamities. I understand that our personnel are well trained and specialized in conducting search and rescue missions. Such specialities, though not readily recognized or commonly used, become most essential during national calamities. I am confident that the preparedness of the Organization will come to the fore in saving lives should any calamity befall us. I extend my warmest greetings to the members of the Civil Defence and Home Guard Organization for the valuable service rendered. I urge all Officers and ranks to continue the mission to uphold the dignity and selfless service in discharging their duties for the betterment of humanity. On this auspicious occasion, I wish them success in their endeavour towards serving humanity.
