Postal employees union pen down strike today DIMAPUR, APRIL 26 (MExN): The Postal Employee’s Union, Nagaland Division along with the rest of the North East States will be participating in the oneday pen down strike called by the All India Postal Employees’ Circle Union, NE Circle on April 27, 2016. AKM, Ao Senden accept apology from RMSA over irregularities DIMAPUR, APRIL 26 (MExN): The Ao Senden and the Ao Students’ Conference (AKM) have informed all the intending candidates for the Ao language teacher post under RMSA to apply for the same. The two apex organizations of the Ao community had earlier told the candidates to withhold their application after it detected certain loopholes on the advertisement and selection of the Ao language teachers vide its 2014 advertisement. Following the clarification sought from the RMSA authorities, the Ao Senden president Imolemba Jamir and AKM president L Jemti Longchar, in a joint press statement informed today that the RMSA has conveyed its regret and apology for the irregularities. After thorough deliberation, the two organizations said it has accepted their tender of apology and therefore asked the candidates to apply for the remaining 16 post of Ao language teacher as advertised earlier.

Over two years after the completion of the 720 lowcost dwellings units under the Jawarharlal Nehru Urban Renewal Mission (JnNURM) urban housing for the poor and marginalized sections, the units remain unoccupied. A number of controversies – ranging from allegation of fund misuse, ineligible candidates making it to the beneficiaries’ list, auction of dwellings by intermediaries to political favoritism have plagued this central housing scheme project. The housing scheme, a flagship programme of the Union ministry of Urban Development during the UPA government, was inaugurated in 2013 at K Badze, near BSF Camp, Kohima. The housing claim to come with provisions of all infrastructure amenities such a school buildings, community hall, water supply, electricity and sanitation. The housing scheme is under the Municipal Affairs Cell (MAC), Directorate of the Urban Development, Nagaland. Of three projects, Nagaland has completed only one at K Badze, Kohima. According to the JnNURM project list (1st April 2016) available online, the physical and financial progress city wise and project wise list indicates that the project in Naga-

land costs Rs 133.08 crore where the Central share of Rs 105.60 crore has already been released. The data further indicate that the project consists of 3504 dwelling units where “3424 has already been completed and the remaining 80 dwelling units are still in progress.” Interestingly, the data also revealed that “1,992 dwelling units have already been occupied.” Contrary to the information provided on the website, the buildings at K Badze, Kohima, which has 720 dwelling units and is the only completed project till date, remains unoccupied to date. The other two projects, one in Meriema and another in Rüziezou (both in the outskirt of Kohima town) is nearing

completion. A booklet published by the Directorate of Urban Development mentions that out of 20 wards in Kohima, 2213 beneficiaries applied for the housing out of which 1872 were selected- which includes 1162 males and 701 females. The list also had 9 differentlyable people. The housing project is already running in rough weather with the suspension of the Head of Department, Municipal affairs Cell for a number of reasons, one of which includes alleged fund mismanagement of the JnNURM.

Bogus beneficiaries

A number of selected beneficiaries included in the booklet are alleged bogus beneficiaries. Bao, a Ju-

nior Engineer from Municipal Affairs Cell (MAC) said the criterion for availing the dwelling unit is that the beneficiary should have a monthly income below Rs.5000. The beneficiary also has to pay Rs 30,000 for availing the apartment. However, a number of beneficiaries include government employees, businesspersons and political party workers whose monthly income are way above the prescribed income. A government employee, who did not wished to be named, said he bought a dwelling unit in 2015 for Rs. 30,000. According to the government employee, there was no selection process; anyone having the right contact and able to pay Rs 30,000 could buy the

DIMAPUR, APRIL 26 (MExN): While appreciating the quick clarification from the Department of Social Welfare, Nagaland, the Nagaland State Disability Forum (NSDF) on Tuesday reiterated its demand that the new State Commissioner for Persons with Disability (SCPD) should be appointed in accordance to the criteria under the rules of appointment as laid down in the Persons with Disabilities (PwD) Act 1995. According to the PwD rules of appointment, a person is not qualified for appointment as a Commission-

er unless he or she has special knowledge or practical experience in respect of matters relating to rehabilitation. The Forum in a press statement issued by president Kezhaleto Zecho and advisor Diethono Nakhro pointed out that there are 29,631 persons with disabilities in Nagaland (2011 Census), many of whom live in abject poverty, lack access to health care, education, suffer physical or sexual violence and remain invisible and neglected. From attaining education to securing a job to being able to just move around and have a regular life, these are all

huge challenges for an average person with disability, it stated. In this context, the Forum said it is imperative that the SCPD must be a qualified and experienced person with disability or someone with proper and special knowledge and experience in disability matters. It went on to elaborate that the just appointment of SCPD will ensure government’s commitment to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.

DIMAPUR, APRIL 26 (MExN): The Nagaland Users’ Network (NUN) has expressed deep resentment over the ‘lackadaisical attitude and failure’ of the State government to release funds meant for Tuberculosis (TB) program in the state. In a release, Renbonthung Tungoe (Advocacy Officer), NUN stated that quality service cannot be implemented in the presence of delay in funds or its shortage. It expressed apprehension that this could lead to spread of new TB infections, and compromise its treatment success rate. It stated that the Central TB division has already sanctioned the total amount to the state RNTCP division; however, there have been reports of repeated delay in funds from the state treasury to the RNTCP. In this regard, the NUN said, “this financial crunch will surely de-motivate those working tirelessly in the TB programs. It will thus make it

difficult to reach the national targets.” While acknowledging the RNTCP division for continuing the program implementation despite the financial challenges, NUN has urged the government to accelerate the release of the remaining amount of Rs 95.35 lakh for the TB program (2015-16). Further, the NUN challenged the government to give priority to the health sector and that funds should not be made into an issue in addressing the health needs of its citizens. NUN, while highlighting the State TB program report, said the 10,195 cases of regular TB, 248 cases of MDRTB and one case of XDRTB as reported between 2013-15 indicated a high proportion of TB infection in the state. In this regard, the NUN said the government needs to seriously and earnestly put focus on addressing the ‘epidemic’ burden before the situation goes out of control.

NEW DELHI, APRIL 26 (PTI): More than a million children under the age of five die in India every year and 57 per cent of the deaths occur within the first 28 days with prematurity and neonatal infections being the major causes, the government said today. “According to Sample Registration System (SRS) 2013, 1.26 million children under the age of five are estimated to die in India every year. “57 per cent of underfive deaths occur in neonatal period, which is within the first 28 days of life, the major causes being prematurity and low birth-weight, neonatal infections, birth asphyxia and birth trauma,” Health Minister J P Nadda said in a written reply in Rajya Sabha. He said the major causes of under-five deaths in postneonatal period are pneumonia and diarrhea.

Political favoritism

Even though the Municipal Affairs Cell is in charge of the JnNURM housing scheme, the responsibility for selection of the beneficiaries was given to the colony/wards authorities. But in the case of New Market area and AG Col-

ony, the selection of beneficiaries has been made into a political affair. “It was purely a political selection” as workers from one political party took the initiative. “We did not have any hand on the selection,” a ward leader from New Market disclosed. AG Colony Chairman, Akhrieo also said that the colony ward leaders did not select the beneficiaries but the party workers did. “Our job was just to compile the list of applicants with necessary documents. The selected list was never made public. The houses were sold out and some even allotted to non-Naga inhabitants under bogus names,” another source from New Market Colony involved in the process of application said.

There are also allegation that many of the beneficiaries are alleged supporters of political leaders and top government department officials.

More controversy?

The housing project is running into fresh controversy. Following the suspension of the MAC Director, a revision of the list of earlier selected beneficiaries was made and a new list has come up- a copy of which was made available to The Morung Express. In this final list of the 720 beneficiaries, over a hundred beneficiaries belong to a single village. The names of colony/wards are not mentioned in the list. Almost 10 percent of the beneficiaries have income above Rs. 5000.

There is a need to make concerted effort to control the menace of tobacco and effective enforcement of Tobacco control Act in Nagaland. This was stressed at the State level advocacy workshop on tobacco control for departmental law enforcement officers held here today at the Directorate of Health & Family Welfare. Speaking on the occasion, Chief Secretary Pankaj Kumar urged each and every individual to fight the menace of tobacco. He said that passing of an Act cannot control the habit of consuming tobacco unless every sections of people are aware of the harmful effects of consuming tobacco. He appealed to the NGOs and all the civil societies to actively involve in giving awareness programme to the common people. He suggested that all the educational institutions should follow hundred yards of tobacco free zone since most of the tobacco consumers are aged between 15 to 24 years Health & family welfare principal director Dr. Sukhato A Sema said that India is the leading signatory of FCTC treaty which lead to the enactment of the law called COTPA 2003 in the parliament. 180 countries at present are treaty partners of FCTC. Dr. Sema said the objective of organizing the state level advocacy workshop is to enable the departmental law enforcement officers to understand tobacco Control laws (COTPA 2003, the Cigarettes & Other Tobacco Product Act). of premature death and disease worldwide (WHO). Globally, Tobacco kills 5.4 million people every year. Tragically, more than 80% of these deaths occur in the developing world (India). Each year 8-9 lakh Indians dies due to tobacco related diseases. All these deaths are preventable. He also said that more than 2200 Indians die everyday due to tobacco use. Indian has the highest number of oral cancer cases in the world and 90% of all oral cancers are related to the tobacco use. Almost 50% of all cancers in India are due to tobacco use. By 2010, nearly 1 million people have died every year because of smoking in India. 70% of smokers, who will die, will be between the ages of 30 and 69. The principal director said that Second Hand Smoke (SHS) is equally harmful (i.e. inhaling smoke from other’s cigarettes or bidis) He said according to Nagaland School Oral Health Survey- 2014, (8-13 yrs or class 3 to 8 ), it registered smokeless users at 28.3%, smoking- 14.8% and children buying tobacco for parents 41.2%. Talking on burden or tobacco and state tobacco profile, Dr. H. Hotokhu Chishi, joint director Dental & State Nodal Officer NTCP, Directorate of Health & Family Welfare said that globally, tobacco is the only legal products that kills 50% of its users. There are 1 billion smokers in the world. 20% of women com-

India is the third largest producer of Tobacco in the world (next to China & Brasil) and also second largest consumer in the world (next to China). Dr. Chishi said that 8-9 Lakhs of Indians die every year due to tobacco. India has the largest number of oral cancer in the world. On Tobacco related referral cases (Oral Cancer) in Nagaland, Dr. Chishi said that altogether 234 number f tobacco related pre-cancerous cases detected during the last 3 years ( 27 in 2007, 120 in 2008 and 96 in 2009). Further, 155 number of tobacco related cancerous confirmed and referred outside the state during the last 3 years ( 18 in 2007, 69 in 2008 and 28 in 2009). He also highlighted the tobacco scenario in Nagaland. D. Chishi stressed on the need to stay away from use of tobacco and make Nagaland a tobacco free state. The inaugural function was chaired by health & family welfare secretary Senti Ao while vote of thanks was proposed by NHM MD Dr. Yankho Lotha. Chief Judicial Magistrate Kohima, Mezivolu T. Roads to Zunheboto

Zunheboto district is located at the heart of Nagaland State. One would expect such location to be bestowed by the State government with healthy road networks criss-crossing the district creating trade routes for all of Nagaland. The story, however, remains one that plagues all of Nagaland—back breaking roads that serve only to exclude the district in every aspect. Call for effective implementation of COTPA Nagarjan Road: Maintenance underway Our Correspondent Kohima | April 26

Chief Judicial Magistrate Kohima, Mezivolu T. Therieh today called upon the departmental law enforcement officers of the state to work concertedly for effectively implementation of COTPA in Nagaland. Talking on Tobacco Control Act (COTPA 2003) at the state level advocacy workshop on tobacco control for departmental law enforcement officers here today at the Directorate of Health & Family Welfare, Therieh said Tobacco Control Act (COTPA 2003) is an Act to prohibit the advertisement of, and to provide for the regulation of trade and commerce in, and production, supply and distribution of, cigarettes and other tobacco products and for matters connected, implement the measures to ensure that effective protection is provided to nonsmokers from involuntary exposure to tobacco smoke or incidental thereto discourage the use of tobacco and impose progressive restrictions and take concerted action to eventually eliminate all direct and in-

direct advertising, promotion and sponsorship concerning tobacco; It is considered expedient to enact a comprehensive law on tobacco in the public interest and to protect the public health; to prohibit the consumption of cigarettes and other tobacco products, which are injurious to health with a view to achieving improvement of public health in general as enjoined She said Tobacco was introduced in India by Portuguese barely 400 years ago during the Mughal era. Mainly due to a potpourri of different cultures in the country, tobacco rapidly became a part of socio cultural milieu in various communities, especially in the eastern, north eastern and southern parts of the country. She said the challenge posed by tobacco has been countered by different countries with various levels of success. In South East Asia, Bhutan (2004), Thailand (2006) and India (2008) are some of the countries that have successfully enforced a smoking ban in public places. Bhutan is the first coun-

try in the world to impose a total ban on tobacco products-sale and use. China introduced a smoking ban in public buildings in Beijing from May 2008 as a run-up to the Olympic Games [6] and a ban on smoking in public places came into effect from 1 st May 2011. Singapore has had smoke-free legislation since 1970, but has strengthened it recently. Hong Kong enacted the smoking ban law in 1982 but could enforce it only since 2007. Countries like Indonesia (2006), Kazakhstan 2003), Malaysia (2004), Bangladesh (2006), Pakistan (2003), Philippines (2002), Vietnam (2005), Brunei Darussalam (1988) have banned smoking in public places, but implementation is far from complete, she said. Government of India has taken various initiatives for tobacco control in the country with the growing evidence of harmful and hazardous effects of tobacco. She said tobacco use is a major public health challenge in India with 275 million adults consuming dif-

ferent tobacco products. Referring to prohibition of smoking in public places (Section 4 of COTPA), Therieh stated it says no person shall smoke in any public place: Provided that in a hotel having thirty rooms or a restaurant having seating capacity of thirty persons or more and in the airports, a separate provision for smoking area or space may be made. “Public place” means any place to which the public have access, whether as of right or not, and includes auditorium, hospital buildings, railway waiting room, amusement centres, restaurants, public offices, court buildings, educational institutions, libraries, public conveyances and the like which are visited by general public but does not include any open space. A physically segregated smoking area may only allowed in the following places: Airports, Hotels with 30 or more rooms and Restaurants with 30 or more seats. She said comprehensive rules on prohibition of smoking in public places were notified on May 30, 2008 and designated 21

categories of authorized officers to ensure enforcement of smoke free rules in public places. As per these rules the owner/in-charge/ proprietor/manager of a public place must ensure that; No person smokes in the public place under his jurisdiction, as 60 X 30cm board saying, “No Smoking Area – Smoking Here is an Offence” is prominently displayed at each entrance, floors, staircases, entrance of the lifts and at conspicuous place(s) inside, name of the person to whom a complaint may be made is prominently displayed and no ashtrays, lighters and matchsticks etc. are provided. Any person found smoking in a public place is liable to pay a fine of up to Rs 200. The offence is compoundable, which can be settled on the spot by the enforcement officer and may be tried summarily in accordance with the procedure provided in the Code of Criminal Procedure, 1973. The authorized officer is considered a public servant while acting in performance of his duty under COTPA.

The poor road condition in Nagarjan which was a ‘clogged basin’ is now being repaired and filled with sand and gravel. The United Colony Council Ward 20 initiated social work within the localities on April 23 and is still underway. The Council Chairman,

The Council and the localities with help of the municipalities have cleaned the drainage and unearth places where drainage lines are not connected

Letting her voice define Operation Clean Wokha launched her, not her disability Katibenla Kichu

This little girl’s voice is absolutely stunning and she brings tears to the eyes of many when she sings. With an angelic voice, her determination to win hearts is undeniable and her story is truly an inspiration. Nine year old Katibenla Kichu from Khensa Village under Mokokchung district is one among the many singing sensations of Nagaland. But her story is unique from the rest. She suffers from locomotor disability (having limited movement of body parts). But she never let her disability limit her and has earned respect and admiration from her family, friends and hometown. She was conferred the Best Creative Child with Disabilities Award at Vigyan Bhavan, New Delhi on December 3 during the World Disability Day 2015. “I feel really honored and blessed receiving the award and praise God for uplifting me,” she says. Katibenla’s father, Rongsennungba, who works as a Government teacher is the pillar of support behind her success. After discovering his daughter’s gift in music, when she was 4 years old, he taught her to sing. He is also the composer of most of the songs and poems which Katibenla performs. “My father still writes all of my songs and poems,” says the singer with pride.

Born with a disability, it was a challenging life for this young singer. “People often told me that I couldn’t do anything because of my disability. This discouraged me but I decided to put my trust unto God and sing my heart out every time,” she says. And it is this conviction with which she sings that when she takes the stage there is never a dry eye in the room. Katibenla lists Crystal Lane as her favourite singer and shares it is her dream to sing on world stage. She has already performed in several major cities in India, saying that her favourite performance was in Bangalore at St Joseph College’s “Samerthya Fest”. “I like the place and there were lots of people. It has been one of my most memorable performances,” she adds. All of nine years old, when she is on stage she feels overwhelmed and more determined to sing, adding “The happiness is of a different kind when I’m up there”. She also has a wish to have the chance to be trained by professionals. Presently, she practices with her father and four other musicians who play the instrumentals for her. She expressed gratefulness to her family and friends for believing in her, “I have faith that God won’t leave them unblessed for helping a person like me”. Katibenla wants society to live with the same positive outlook she has on life. She states, “I want others to understand that people like me are not disabled but are specially-abled people. We are unique and need encouragement.” This brave little girl says that her purpose is to achieve every goal thought impossible for a person with disability. “I will continue to sing. My vision is to bring people to God through my singing.” She also leaves a message for young Naga boys and girls: “Nothing is impossible if only you are determined enough and also look to God for guidance. Please remember me in your prayers and also for other differently-abled people like me.” Katibenla’s first album was titled “Ku Salang”. She is currently working on her second album in the hopes of touching the hearts of millions. Her confidence to excel and follow her dreams despite the challenges and difficulties she encounters should be an inspiration to all of us. Katibenla Kichu is a living proof that anyone with or without disability can follow their dreams and shine.

ing him were Project Director, DRDA Wokha, Thungdeno Mozhui, Dr. Abeni Kithan Principal, Mt. Tiyi College, Philip Yanthan SDPO, Mhomo Tungoe, SDO (C). Prior to the observance of Malaria, sanitation drive

in all the colonies was carried out in commemoration of World Malaria Day at Wokha Town, where the colony Chairman, GBs, Youth wing, Womenfolk actively participated in cleaning their colonies

and disposing properly the waste collected at the garbage site. The panel of judges were Athrong EAC, Thungdemo, Mhathung, Amos from Team Metamorphosis, Zubemo, President District Chamber of Commerce & Industry, Matsung DPM (NHM) and Mhonbeni Media Officer (NHM) inspected all the colonies during the sanitation drive. New colony, PWD and Molonsu colony claimed the 1st, 2nd and 3rd position, cash prizes along with a recognition certificate were given to all the participating colonies. New Injectable Polio Vaccine introduced

kohiMa, april 26 (Dipr): DPO (UIP/RCH), Dr. Temsuyanger, through a press release, has informed that in order to secure polio eradication forever, all live polio viruses including vaccine virus are to be eradicated. The usual polio vaccine used so far contained type 1, type 2 and type 3 components (tOPV). World Health Organization (WHO) has declared type 2 as globally eradicated on September 20, 2015 as a follow up, type 2 component is removed from the new polio vaccine (bOPV). This is planned through

a globally synchronized switch from tOPV to bOPV for routine immunization. In India, April 25th 2016 is the chosen date for switch day. In Mokokchung district all the tOPV vaccines were recollected back to the DPO (RCH/UIP) office to be destroyed. All the Cold Chain Points were issued the new bOPV vaccines to be distributed to the immunization sites. The DPO also informed that to booster immunity, another new Injectable Polio Vaccine (IPV) has been introduced, which will be administered to children coming for 3rd dose polio vaccine.

kohiMa, april 26 (MExN): The annual non-local verification process will be initiated from May 2 to 21 at ASU Office HQ, below AIR Station BOC Kohima. All non-locals inhabiting in Kohima district must verify and register their necessary Documents including ILP, Identity card if under any service, valid trade license, voters ID and other IDs. According to an official release by the Assam State Disaster Management Authority (ASDMA), nearly one lakh people were suffering in Jorhat, Sivasagar, Tinsukia, Dibrugarh, Cachar and Charaideo districts. Authorities have opened 40 relief camps in Sivasagar, Tinsukia, Dibrugarh and Charaideo where 7,412 inmates were taking shelter. So far nearly 5,000 hectares of crop area have been inundated by flood water, the release said. Currently, Burhidihing and Desang Naglamuraga rivers were flowing above the danger mark in

Train services between Lumding and Silchar disrupted GUWAHATI, ApRIl 26 (IANS): A bogie of the Poorvattar Sampark Kranti Express derailed on Tuesday in Assam, disrupting train services between Lumding and Silchar. There were no casualties, an official said.The incident took place at about 2 a.m. between Mahur and Phiding stations, about 85 km from Lumding, a Northeast Frontier Railway (NFR) official said. "All passengers on board are safe. There is absolutely no injury to any passenger and the train is being taken back to New Haflong station," NFR Chief Public Relation Officer Pranav Jyoti Sharma said. Railway officials immediately started restoration work at the site, he said. The weather continues to remain inclement in the affected areas and roads to the Barak Valley are obstructed. Landslides had disrupted train services in the Lumding-Silchar hill section earlier last week. It was only on Monday that the movement of trains had resumed.

ITANAGAR, ApRIl 26 (pTI): Altogether 80 families in Changlang district of Arunachal Pradesh have lost their dwellings and lands while more than 100 were affected by the pre-monsoon flood caused by the Noa Dihing River. Sixty-four families were in Dumpani and 16 families in Jyotipur villages under Diyun circle, an official report from the district administration said today. Local lawmaker Nikh Kamin took stock of the situation yesterday along with the ADC, EAC, Indian Army and Police, the report said. Kamin visited all the areas vulnerable to floods and the areas badly affected at Jyotipur and Dumpani villages. The lawmaker has assured the victims of every possible help, saying that he would appeal

to the government for a permanent solution for the menace of Noa Dihing which takes away a chunk of fertile land of the state every year. He gave the victims an amount of Rs. 1.2 lakh each as immediate relief while the administration has distributed several quintals of food items. Kamin lauded the Indian Army, Dumba Camp for their active role in the rescue operation and for their donation of rations and other items. Striking associations in different parts of the country have collectively decided to go for a complete closure of bullion markets for three days in major as well as small towns, Jain said. New Delhi, April 26 (NDTV AuTo): A rare motorcycle discovered in a barn in the UK has set a new world record after selling for GBP 331,900, (roughly around 3.2 crore). The 1938 Brough Superior 750cc BS4 was one of eight bikes believed to have been scrapped over 50 years ago. They were found last year in a Cornish village home. Together, the eight bikes, including some whole machines and others in parts, fetched GBP 752,625 (over 7.2 crore). The record breaking 1938 Brough Superior 750 features a four cylinder engine, a technological marvel during the time it was built. Most motorcycles of that era had only single-cylinder engines. Built in the 1920s and 1930s, at founder George Brough’s factory, the Brough Superiors were known as the Rolls Royce of motorcycles. George Brough decided to try an engine of the Austin Seven car on the BS4 model. Notes sans security thread: Government says it’s serious New Delhi, April 26 (pTi): Government has taken incidents related to banknotes being printed without the security thread “very seriously” and disciplinary action against officials concerned is under way, Minister of State for Finance Jayant Sinha said today. On December 11, 2015, one of the regional offices of RBI disclosed that it had received some banknotes of Rs 1,000 denominations with inset letter ‘L’ belonging to some particular series without the security thread, Sinha said in a written reply in the Rajya Sabha. The incident happened in the Hosangabad unit of the Security Printing and Minting Corporation of India (SPMCIL). However, the minister said other essential features were present in the banknotes in question. The defective notes found to be in circulation amounted to Rs 7.56 lakh only. Earlier too, there are instances of some currency notes with a defective security thread printed at the same unit, the minister said. “The government has taken these incidents very seriously and has instructed SPMCIL to initiate disciplinary proceedings against the officials involved,” Sinha said.

New Delhi, April 26 (iANS): In a bid to make a mobile phone handset an effective tool for self protection, especially for women, the government has said no such device will be sold from next year without a single key panic button to connect the nearest redressal agency. This follows a similar move for one emergency ‘112’ number for availing services of police, ambulance and fire department. “Technology is solely meant to make human life better and what better than using it for the security of women,” Communications and IT Minister Ravi Shankar Prasad said in New Delhi on Monday. “I have taken a decision that from January 1, 2017, no cell phone can be sold without a provision for panic button, and from January 1, 2018, mobile sets should also have Global Positioning System inbuilt,” Prasad said. The notification did not specify which agency would connect the number, but sources in the ministry said the decision will be taken soon. New Chumukedima ‘B’ Khel takes stern decision on allotment of land

Dimapur, april 26 (mExN): The New Chumukedima 'B' Khel SubCommittee has resolved that allotment of land in the Khel by anyone other than the ‘B’ Khel authority is all treated as null and void. During the emergency meeting of the Sub-Committee along with the Khel chairman on March 19 at TL Angami Park, it was also decided that any person occupying land at ‘B' Khel without any valid document from the ‘B’ Khel authority will “not be allowed to disturb the landowner’s right.” The meeting discussed various issues related to allotment of land in the Khel and cancellation of various areas where the owners had failed to construct dwelling houses as per directive in the allotment order.

According to a press release from New Chumukedima 'B' Khel officials, the meeting also discussed non-payment of yearly house tax by the Khel people to the Government for the last 9-10 years and also not contributing any kind or cash towards the development of B Khel. Moreover, many also sold out their allotted land in violation of land allotment conditions given, the release said. The release also informed that during the verification of allotted land within ‘B’ Khel, the Sub-Committee was surprised to find a sale deed from the possession of one person that he had “purportedly and illegally purchased an area within ‘B’ Khel measuring about 100

puras of ‘B’ Khel land at the cost of Rs. 4 lakh only on 25/09/2002.” Moreover, it said, the sale deed was prepared on September 10, 2007 only “without obtaining any registration number and also without any witness from the rightful landowners at four corners after all road connectivity and electrification was done over the village area within ‘B’ Khel by spending more than crores of rupees.” The Sub-Committee after thorough verification found that the “same sale deed did not have any authority according to the procedures of sale and purchase of land,” the release stated. Accordingly, the Sub-Committee and authority of ‘B’ Khel cancelled the said land sale deed and

treated it null and void and decided not to allow the person to sell the areas of ‘B’ Khel land to anyone, it added. Further, it was warned that if anybody purchases any portion of land within the said area, the ‘B’ Khel authority will not entertain such “invalid sale deed” within ‘B’ Khel. “Moreover, the subcommittee and the ‘B’ Khel authority shall not allow any person to develop any pocket of land at ‘B’ Khel by putting fencing with pillars without any valid document,” it added. Straightening the dogs tail “State Govt Committed to fight Corruption”

T

he statement made by Nagaland Home Minister that the ‘State Govt is committed to fight corruption’ while addressing the Civil Services day celebration needs to be read with a pinch of salt considering the current trend of affairs. Such statements sounds very promising, nonetheless, it somehow squeezes one between hope and despair. Hope, because such statement is also an honest confession that our society is in desperate need of an honest encounter with truth. Despair because, such ‘beautiful proclamations that becomes headliners’ have become a routine affair and makes one think if it will be just another meaningless concealment beneath its deceptive rhetoric made more pronounced by the way corruption works. It becomes meaningful only when it is applied in context and in praxis. It is indeed an excruciatingly painful duty to write or talk about corruption in our state when it has reached astounding proportions, something that is unthinkable, contrary to a Christian state. Corruption has become a rampant part of human life and occurs in multiple manifestations. This ubiquitous phenomenon is intensified by the question of livelihood, social status and survival in the evolution of a socially accepted standard of living. What Will Smith remarked is also very true of our society and aptly defines our mentality when he said, “We spend money we haven’t earned on things we don’t need to impress people we don’t like.” Thus, the need for change in mindsets, attitudes and lifestyles. This calls for retrospection, rather than pointing fingers and throw oneself to the question of who is corrupt and who is corrupt free enough to ‘stone’ the corrupt. The answer lies in our heart and mind within each of us. Today corruption is one of the greatest impediments to growth and development beginning with human development. The confronting question is whether we choose to fight against corruption or let oneself became a part of the ‘normalising’ process of corruption. But, if at all we want a change for the better in ‘eradicating’ corruption in our state a collective responsibility is called for because we cannot afford to let corruption strangulate our lives and society. Beginning with a responsible government that is truly and sincerely committed to fight corruption, the general public too needs to endorse at least a ‘moral minimum’ that is necessarily guided by the principal of the moral. To put it in simple terms, to be moral means to use the faculty of critical and practical judgment within us in deciding upon the better judgment of acting on the ‘morally right action’ in any given situation. On the whole, the govt’s commitment to fight against corruption can be likened to the allegory of straightening a dog’s tail. Easier said than done, but if this goal is to be set in motion in the right direction, then each and every individual that makes up the state government, the ‘politicians’ and also the general public at large needs to stand up and do away with corrupt practices. We first need to ‘sacrifice’ our corrupt selves in order to build a corrupt free society and this strictly demands a collective responsibility. We also need to sincerely address the predicament that makes us a human being; as moral beings, and to embrace truth and re-inculcate the culture of hard work and the ethics of earning through honest means. Living in a water insecure world

T

he familiar stability of the world’s water cycle won't return in the lifetime of anyone alive today. We now understand more fully the extent to which the stability of our political structures and global economy are predicated on the predictability of the water cycle -that is, how much water of certain quality becomes available in what part of the year. For generations, global water cycle stationarity has allowed us to confidently anticipate and manage the effects of weather and climate on our energy systems, cities and food production. Engineers and planners working in infrastructure development also rely on this predictability to design and implement long-term projects. The loss of this stability and resulting water insecurity – such as severe droughts and floods –require innovative and adaptive policy responses. We anticipate that this will transform political, economic and social systems. Human migration associated in part with climate change is one of the major shifts already underway. Food- and waterinsecurity has been one of the drivers of mass movement of people in Africa. Some researchers have correlated extended droughts and urban-to-rural migration in Syria to the triggers of the continued civil war. And we are witnessing only the tip of the iceberg. Our ability to feed growing populations, reduce poverty and sustain prosperity will depend on a greater realization and appreciation of the important nexus formed by water, climate, food and energy -- managing them as a whole, not as separate elements unrelated to one another. Among a large suite of policy options to achieve water security: • Reduce food waste (estimated at up to 40 to 50% worldwide, including Canada), which squanders huge volumes of water and energy used to produce it in the first place • Reduction and eventual revocation of subsidies to the fossil fuel industry, and bringing greater water accountability in the energy sector • Enhance soil conservation, which worldwide could sequester billions of tons of carbon, reducing atmospheric carbon dioxide concentrations by an estimated 3 ppm each year • Review urban development in floodplains and strengthen emergency response systems • Accelerate the restoration of natural wetlands • Enhance governmental capacity – human and technological – for integrated policy making Even the most advanced nations are vulnerable Meanwhile, we have to start thinking the unthinkable: that extreme events might reverse development, even here in Canada. Figures from the Insurance Bureau of Canada, for example, show the costs of storm-related disaster relief averaged $36 million dollars annually in the 1970s but now amount to over $1 billion a year. These numbers partly reflect aging infrastructure but they also reveal more frequent and intense flood events. In many cases, infrastructure is sound but not designed to handle the new intensity and frequency of storms. The issue of water supply and quality is existential for much of the developing world, and touches on most of the Sustainable Development Goals agreed last year at the UN. We must act urgently to implement the SDGs and the Paris Agreement on climate change, formally signed this month, which provide the necessary policy tools and financial resources. Timing is critical. If we do not achieve water security, we face stalled or even reversed development, more people in poverty and greater national insecurity with the potential to heighten international tensions.

Are we being innovative in protecting civic space? Taking lessons from history’s best dissenters, civil society is finding new ways to make cracks in shrinking spaces

T

he relationship between citizen and state has often been tenuous, but without this tension, many citizens might not have won their independence from colonial rule or oppressive regimes. The space for people to voice dissent varies and how that space shifts, opens or closes depends on a range of factors. What is certainly clear is that creating movements that challenge state power requires courage, bravery, creativity and the ability to dissent— whether that comes from a single individual or from the nation at large, whether that is in resistance to colonization or a dogmatic regime. The question, then, is given that civic space is shrinking in many countries, are we still being innovative in the ways in which we challenge socioeconomic and political power to work towards a vision of common good? Today, states in the global South have become less dependent on Western aid, and less open to influence by Western governments. Arguably, this is a welcome change in the field of international development as it allows for greater autonomy and independence to countries in their own decision-making processes. However, alongside this trend we have also witnessed increasing capture of state institutions by the global economic elite. These elites hold significant power over key policy and investment decisions and are often ideologically opposed to a strong, vibrant civil society. In a large number of countries this has meant that mainstream media is no longer as independent or free as it could be. In many cases we find that big business has a large stake in mainstream news, which has altered reporting patterns either through self-censorship or through a strong dictate against covering certain stories or perspectives. The narratives used to justify restrictions on dissent are that these perspectives are “anti-development”, “anti-national”, “politically motivated” and even “against national security”. While this might be indicative of reduced space for dissent through media action, in many countries these clampdowns have led to a growing and very vibrant social media. Often this is happening at the individual level where citizens have shared not only opinions but also captured key events and provided narratives that would have failed

to enter mainstream media channels. As Amel Fahmy has discussed, in Egypt there is an online portal called HarassMap, which crowd-sources text messages and online reports of sexual harassment and assault, and then maps them out. The organizers use these reports to show people the scale of the problem and to dispel myths about— and excuses for—sexual harassment. While there is no denying that these tools are also monitored by authorities, it is still important to celebrate small initiatives that are opening new space for dialogue and action. In India, prominent philanthropists—Wipro Chairman Azim Premji and Arghyam foundation chairperson Rohini Nilekani—have come together to establish an independent media trust to encourage reporting on socially relevant matters. A not-forprofit venture with a corpus of GBP 10 million (Rs 100 crores), this newly founded trust has led to the creation of a series of online journals, magazines and newspapers reporting on matters that are often not captured in the mainstream newspapers. An example of this is The Wire, which gives voice to unheard narratives and alternative perspectives. This is an initiative to encourage independent journalism driven by evidence and a means to deepen democracy through dialogue and debate. The results will be interesting, as India has never seen publicly funded independent media entities such as

the National Public Radio (NPR) in the United States or the British Broadcasting Corporation (BBC) in the United Kingdom. In Bangladesh, local, national and international organisations have come together to respond to the new NGO law to protect civic space. While many of the organisations historically held differing positions and championed select issues, the current environment has brought together organisations and reduced the divisive and fractured nature through which civil society operates. At the global level, the appointment of a UN Special Rapporteur for Freedom of Assembly and Association signals increasing attention on the issue. In 2015 the special rapporteur Maina Kiai visited Oman and Kazakhstan, after visiting Rwanda in 2014. These visits form the basis of final observations and recommendations to the Human Rights Council in June every year. Often, key issues are discussed during the in-country visit. Honduras is likely one of the next countries to be visited, as there have been numerous human rights violations, the most recent being the murder of Berta Caceres, an indigenous rights activist, earlier last month. The UN Human Rights Commission and its Universal Periodic Review Process is another mechanism with which civil society can engage more systematically to highlight concerns with civic space. Civil society is therefore increasingly coming together to address these

existential threats. Leaders like Martin Luther King, Gandhi, Nelson Mandela and Václav Havel gave us important examples of pioneering ways to challenge authority and make space for dissent. They used groundbreaking tactics to mobilize public opinion, using theatre, music and street art to convey messages that the public media failed to carry and authority refused to allow. Another more recent example is the Tunisian national dialogue quartet, a coalition of civil society groups and the winner of the 2015 Nobel peace prize, now recognized globally for steering their country towards democracy rather than conflict. Tunisia is also home to PACT, a coalition that brought together the otherwise polarized Ministry of Education and Trade Unions to initiate reform of the educational system. These and many other similar groups worldwide illustrate the possibility of courageous and sustained constructive engagement for long-term change aimed towards a peaceful transition to democracy. There is no doubt that today, the current growth in restrictions is starting to bring civil society together to fight for survival. From India to Russia to Kenya, CSOs are taking bold steps to challenge their government on restrictions to civil society space. We must continue to follow these examples, constantly reinventing ourselves and our methods to pursue new methods of peaceful protest and change.

ince November, state security forces have killed hundreds of protesters and arrested thousands in Oromia, Ethiopia’s largest region. It’s the biggest political crisis to hit the country since the 2005 election but has barely registered internationally. And with the protests now in their fifth month, there is an almost complete information blackout. A teacher arrested in December told me, “In Oromia the world doesn’t know what happens for months, years or ever. No one ever comes to speak to us, and we don’t know where to find those who will listen to our stories.” Part of the problem is the government’s draconian restrictions on news reporting, human rights monitoring, and access to information imposed over the past decade. But restrictions have worsened in the last month. Some social media sites have been blocked, and in early March security officials detained two international journalists overnight while they were trying to report on the protests. As one foreign diplomat told me, “It’s like a black hole, we have no idea what is happening. We get very little credible information.”

With difficulty, Human Rights Watch interviewed nearly 100 protesters. They described security forces firing randomly into crowds, children as young as nine being arrested, and Oromo students being tortured in detention. But the Ethiopian media aren’t telling these stories. It’s not their fault. Ethiopian journalists have to choose between self-censorship, prison, or exile. Ethiopia is one of the leading jailers of journalists on the continent. In 2014 at least 30 journalists fled the country and six independent publications closed down. The government intimidates and harasses printers, distributors, and sources. International journalists also face challenges. Some do not even try to go because of the personal risks for them, their translators, and their sources. And when they do go, many Ethiopians fear speaking out against government policies—there are plenty of cases of people being arrested after being interviewed. Diaspora-run television stations have helped fill the gap, including the U.S.-based Oromia Media Network (OMN). Many students in Oromia told me that OMN was one way they were able to learn what was happening in other parts of the region during the protests. But since OMN began broadcasting in March 2014 it has been jammed 15 times for varying periods. Radio broadcasts are also jammed–as international broadcasters like Voice of America and Deutsche Welle have ex-

perienced intermittently for years. In December OMN began transmitting on a satellite that is virtually impenetrable to jamming. But security forces then began destroying private satellite dishes on people’s homes. Eventually the government applied pressure on the satellite company to drop OMN, which has now been off the air for over two months. Social media has partially helped fill the information gap. Photos of injured students and videos of protests have been posted to Facebook, particularly in the early days of the protests. But in some locations the authorities have targeted people who filmed the protests on their phones. At various times in the last month, there have been reports of social media and filesharing sites being blocked in Oromia, including Facebook, Tw i t t e r, a n d Dropbox. Website-blocking has been documented before – in 2013, at least 37 websites with information from Ethiopia were blocked. Most of the sites were operated by Ethiopians in the diaspora. Independent non-governmental organizations that might be reporting what is happening face similar restrictions. The government’s Charities and Societies Proclamation of 2009 virtually gutted domestic nongovernmental organizations that work on human rights issues. The independent Human Rights Council released a report on the protests in March. It was

a breath of fresh air, but the council released it at great risk. As the first report from Ethiopian civil society on an issue of great political significance, it was a damning indictment of the limits of freedom of expression in Africa’s second-largest country, with a population of 100 million. The government may believe that by strangling the flow of information coming out of Oromia it can limit international concern and pressure. And so far the response from countries that support Ethiopia’s development has been muted. The deaths of hundreds, including many children, have largely escaped condemnation. Yet the government’s brutally repressive tactics cannot be contained behind Ethiopia’s information firewall for long. The sooner the government recognizes this and acts to stop the mass arrests and excessive use of force, the better the outlook for the government and the affected communities. The government—with the assistance of its allies and partners—needs to support an independent investigation of the events in Oromia, commit to accountability and justice for the victims, and start dismantling the legislative and security apparatus that has made Ethiopia one of the most hostile places for free expression on the continent. What’s happening in Oromia has long-term implications for Ethiopia’s stability and economic progress, and Ethiopians and the world need to know what is happening. When the king saw her present, he became very angry, and he drove her out of the castle, forbidding her to allow herself ever to be seen by him again. With deep sorrow, the rejected daughter went out into the unknown world, comforted only by her faith in her own good sense. After walking a good while she came to an inn. There she found a female innkeeper who thoroughly understood cooking. She entered an apprenticeship with her and soon exceeded even the innkeeper in mastering the art of cooking. News spread far and wide of the excellent cook in this inn, and everyone who came that way and who still had a few kreuzers left in his pocket stopped to be served a roast or some-

thing even more elegant. The king heard of the cook's reputation, and he hired her as court cook. Now it came to pass that the oldest princess was getting married, and the famous cook was assigned the preparation of the wedding feast, with no expenses to be spared. Thus on the wedding day one elegant dish after another was served until the table almost cracked. Everything was excellently prepared, and everyone praised the cook. Finally the king's favorite dish arrived. Quickly taking a spoon he tasted it. "This has not been salted!" he cried out angrily. "Have the cook brought before me!" This was done with the help of the villagers of Tousem, and no funds from the centre. The Government, in 1982, had sanctioned 182 crores for this project, however, for unknown reasons, this project never went into action. Building of this road ensured that the people no longer needed to walk for two days to reach the nearest hospital in the absence of a motorable road. Cristiano Ronaldo, the professional footballer, can be a good example. What he is now is not because he was lethargic or a mere dreamer. We all dream, but he had the zeal to make it a reality. It was all because of his strong determination and commitment. At the age of 15, he was diagnosed with tachychardia, commonly known as the ‘racing heart’, in which a person’s heartbeat exceeds the normal count. Had he given up on his career back then and not had the surgery, the world would have missed a legendary footballer. Believe in what you are and what

When I was in my 4th semester, Daniel Defoe’s Robinson Crusoe was prescribed to us. It was about a young man Robinson Crusoe who was told by his father to study law. However, Crusoe was not interested in law. He wanted to explore different lands and become a sailor. He

has his own set of misfortunes when he starts sailing, facing storms and pirates, but eventually manages to establish himself as a wealthy plantation owner in Brazil. When he decides to buy in slaves for his plantations, he sets sail again, which results in him being shipwrecked off the coast of Trinidad. He learned that he is the sole survivor and began to seek shelter and arrange for food supplies on this island, which he now dubbed it as ‘The Island of Despair’. Crusoe begins to feel more optimistic about being on the island by describing himself as its ‘king’. He masters pottery, farming, carpentry, and baking. He spent 28 years, two months, and nineteen days on the island as a castaway. Though fictional, the novel depicts the strong determination of human beings to live and strive on this earth. Each one of us is Crusoe who is struggling for existence in some way or the other. We each have our own problems, the key here being that we must not give up, no matter how difficult the situation is that we are facing. Crusoe’s determination to live was not an easy one, however he succeeded because of sheer determination,

much like Dhirubhai Ambani, Mahendra Singh Dhoni, Bill Gates, and Mary Kom. Crusoe’s success inovercoming his obstacles and controlling his environment shows the capabilities of what an individual can turn into, given they have the right willpower. We need to have a positive attitude even during the hard times of our life. As quoted by American animator and entrepreneur Walt Disney, “if you dream it, you can do it”. Life is a full package of joy, sorrow, pain, and success. It however depends on us to alter our bad times into good times. I always say ‘problem’ itself is the other name of life. Never lose hope, and know that in the history of mankind, no one has ever achieved anything through shortcuts. New Delhi, April 26 (iANS): India and Pakistan on Tuesday held their first formal talks since the January 2 Pathankot terror attack with both sides indulging in some plain speak. New Delhi raised the issue of cross-border terror while Islamabad talked of the "core issue" of Kashmir and India's alleged involvement in Balochistan. Even as the talks, which began at 11 a.m., between Indian Foreign Secretary S. Jaishankar and his Pakistani counterpart Aizaz Ahmed Chaudhry were going on at his South Block office here, the Pakistani side released photographs of the meeting and a statement on the issues raised by them. The Indian side released its formal statement nearly two hours after the Pakistani side put out its statement and photographs on Whatsapp - of Chaudhry along with High Commissioner Abdul Basit meeting the Indian officials. There was no formal joint statement after the meeting, perhaps because Pakistan's media savvy action was viewed as breach of

3.8 lakh under-five deaths in India because of pneumonia: Govt New Delhi, April 26 (pTi): With over 3.8 lakh children falling prey to pneumonia annually in the country, India tops a list of 15 countries in terms of total under-five deaths due to the disease, the government said today. "As per the pneumonia and diarrhoea progress report 2014 of the International Vaccine Access Centre (IVAC), India tops the list of 15 countries in terms of total burden of under- five deaths due to pneumonia," Health Minister J P Nadda told the Rajya Sabha. In a written reply, Nadda said that as per the report of child health epidemiological reference group 2012, it is estimated that 23 per cent of all under-five child deaths are caused by pneumonia which accounts for over 3.8 lakh deaths in the country annually. Nadda said the government has taken a decision to provide free vaccination of pneumococcal conjugate (PCV) to children. Besides India, Nigeria, Pakistan, the Democratic Republic of the Congo, Ethiopia, Angola, China, Afghanistan, Indonesia, Kenya, Sudan, Bangladesh, Niger, Chad, and Uganda comprised the 15-nation list in the IVAC report.

SriNAgAr, April 26 (pTi): Moderate Hurriyat Conference on Tuesday welcomed the Foreign Secretary-level talks between India and Pakistan on the sidelines of the ‘Heart of Asia’ conference in New Delhi saying both the countries should attempt to create a conducive atmosphere to carry forward the dialogue process. “The Indo-Pak foreign secretary-level talks on the sidelines of Heart of Asia conference is a good sign and it is hoped that both the countries will shun the confrontational attitude and adopt meaningful dialogue to resolve all outstanding issues including Kashmir,” Hurriyat headed by Mirwaiz Umar Farooq said in a statement. “It is hoped that a conducive atmosphere will be created to carry forward the dialogue process,” the statement said. Describing as “reality” Pakistan’s assertion that Kashmir is the core issue between the two countries, the Hurriyat said an atmosphere is needed to be created for resolution of the Kashmir issue through meaningful talks. “There is a need for creating an atmosphere based on confidence building measures to start a meaningful dialogue among India, Pakistan and Kashmiri leadership to resolve Kashmir issue,” the statement said.

While both the foreign secretaries were seen smilingly shaking hands in photo-ops, they don't appear to have found any mutual ground to take the peace process forward. After External Affairs Minister Sushma Swaraj's visit to Islamabad last October for the Heart of Asia ministerial meeting, both sides had said their foreign secretaries would meet to decide on the modalities to take forward the Comprehensive Bilateral Dialogue. But on Tuesday, there was no sign of any coming together on that crucial issue.

Indian politicians on Dawood Ibrahim's frequent dialler list

New Delhi, April 26 (AgeNcieS): In a sensational revelation, India Today Group have said that they have accessed call records of four landline numbers registered at underworld don Dawood Ibrahim's mansion in Karachi, Pakistan and some Indian politicians feature on the list. The call records are for a seven-month period starting September 5, 2015 to April 5, 2016. If the report is to be believed, then prominent Indian political leaders from Maharashtra feature on the list. At the same time, analysis of the most dialled numbers reveal that members of the mafia don's family have been frequently calling numbers in India. The call details have supposedly been made available to the India Today Group by a Vadodara based ethical hacker Manish Bhangale and his partner Jayesh Shah. They reportedly hacked into a Pakistani telecom company's database. The report further says that the media house has crosschecked the telephone numbers that were provided to them with senior officials from India's premier intelligence agencies. And out of the ten most dialled international numbers, five were in India and four were

located in United Arab Emirates (UAE), as per the report. In further revelation, the report says that one number reportedly belongs to a senior Maharashtra leader from a major political party. ‘Penalising JNU students vindictive, vengeful’ New Delhi, April 26 (pTi): The issue of rustication of three Jawaharlal Nehru University (JNU) students and slapping of fine on students union leader Kanhaiya Kumar was raised in Rajya Sabha today by the Left parties, which termed the action as vindictive and vengeful. When the House started proceedings after some new members took oath and the listed papers were laid on the table, Tapan Kumar Sen (CPI-M) said he had given notice under rule 267 seeking suspension of business to raise the "serious issue" of "arrogant" and "anti-democratic" actions by JNU authorities. He termed the rustication of Umar Khalid for one semester, Anirban Bhattacharya till July 15 and Kashmir student Mujeeb Gattoo for two semesters as well as the Rs 10,000 fine on Kanhaiya Kumar as "vindictive and vengeful" action taken

The students were penalised for taking part at an event in JNU where slogans were raised in support of 2001 Parliament attack convict Afzal Guru, who was hanged in February 2013. D Raja (CPI) said Parliament cannot remain a mute spectator to the university rusticating students in a vindictive manner on the basis of "doctored and false" videos. Deputy Chairman P J Kurien expunged certain remarks of Raja against the university saying since its representatives cannot defend themselves, such harsh words should not be used. Leader of the Opposition Ghulam Nabi Azad said, "we totally support whatever our colleagues have said." The Chair could not give a ruling on the notice, as Congress members disrupted proceedings over dismissal of their party's government in Uttrakhand, leading to adjournment of the House.

"Crime rates have dropped by 27 percent and road accidents by 33 percent after the liquor ban came into effect on April 5. This official data was presented before Chief Minister Nitish Kumar during a re-

view meeting here," said an official from the Chief Minister's Office. According to official figures, compared to 3,178 incidents of crime reported from Patna division during April 1-23 last year, after the ban on liquor, the crime graph registered a decline with 2,528 incidents in the corresponding period this year. Riots during religious events have also come down. "The chief minister has directed

officials to ensure a complete ban on liquor and monitor its implementation and warned of action against officials found responsible for negligence," the official said. Banning liquor was one of the main poll promises of the Grand Alliance in the Bihar assembly elections. Experts say the ban would cost the state government a whopping Rs.4,000 crore in revenue annually.

CBI may collapse due to lack of manpower, says its chief New Delhi, April 26 (pTi): Citing a large number of cases for probe coupled with acute manpower shortage, CBI Director Anil Sinha has demanded more personnel from states on deputation to the agency, saying if this is not done, the agency would collapse. Appearing before a Parliamentary Committee, Sinha cited the increase in the number of cases referred to CBI by Supreme Court and High Courts and said the agency's capacity for investigation was around 700 cases a year which has now almost doubled, necessitating more officers to supervise probes. As per the submission made by the agency, a total of 1,200 cases and "62 foreign investigations" were pending. Of the total pending cases,

31 are pending for over three years. A total of 1,531 posts were vacant in CBI as against its sanctioned strength of 7,274, as per the agency's latest data. Following the submission, the panel has asked the government to complete cadre review in the agency by June-end. While deposing before the Committee, the Director, CBI, proposed to provide longer tenure to officers on deputation in the agency from the state and other central forces in addition to other steps taken to manage vacancies, said the report of Department Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice, tabled in Parliament today. "He, therefore, expressed that unless state governments provide the

manpower by way of sending more of their personnel on deputation to the CBI, a time could come that CBI would collapse and fail," it said. The Committee expressed deep concern on the state of affairs relating to the vacant positions in CBI. "It, therefore, impresses upon the Department of Personnel and Training (DoPT) to complete the exercise of cadre review by June 30, 2016, as per the direction of the Supreme Court to deal with the vacancies in the establishment. "The Committee is apprehensive that unless the present malady of massive vacancy is corrected immediately, the very purpose of establishment of the CBI would be eroded and its credibility tarnished," the report said.

New Delhi, April 26 (iANS): A massive fire destroyed the National Museum of Natural History (NMNH) here early on Tuesday, reducing its priceless collection including fossils to ashes, officials said. The shocking devastation forced Environment Minister Prakash Javadekar to order an urgent fire audit of all museums across the country as it emerged that the fire fighting system failed to work at the museum. The blaze erupted around 1.50 a.m. and quickly spread in the multistorey building which housed the museum, just across the Nepalese embassy and around three kilometres from the Parliament House. "The museum was on FICCI property. We will assess the damage as soon as we (can) and see how we can restore it," said a stunned Javadekar.

Museum officials were more forthright. "Everything has been damaged, some by fire, some by gases and some by the water used to douse the flames," an official said on the condition of anonymity. Added Vikas Rana, a museum official: "The museum had many fossils and species. Everything is lost... Around 3,000 children from Delhi and nearby regions used to visit it daily." Some 35 fire tenders battled the leaping flames, bringing the fire officially under control by about 6 a.m. By then, virtually nothing in the museum of importance could be saved. Delhi Fire Service chief G.C. Mishra blamed "an electrical gadget" for the inferno. "No human intervention was involved in causing the fire that started from the seventh floor. However, we have com-

pletely doused the fire but cooling operation is still on," Mishra told IANS. Five fire fighters were rushed to hospital after being injured while trying to contain the blaze. Then prime minister Indira Gandhi initiated the idea of the museum in 1972 on the occasion of the 25th anniversary of India's independence. She desired a museum to depict India's flora, fauna and mineral wealth to provide an out of school facility for education of children and to promote environmental awareness among the masses, according to the museum's website. The museum opened in June 1978, coinciding with the World Environment Day. It had both permanent and temporary galleries, and provided guided tours by trained educational assistants. Gallery 1 portrayed the origin and evolution of life and the variety and diversity of the flora and fauna in India. Gallery 2 gave an overview of major eco-systems of the world, role of plants as primary producers, food chains, and interrelationship among plants, animals and human beings. Gallery 3 dealt with many aspects of conservation of nature. The museum provided opportunities to children to handle and examine specimens, participate in creative activities such as modelling and painting and exploration of discovery boxes.

India should strengthen IP regime to improve competitiveness

ndia's intellectual property (IP) regime has witnessed steady progress ever since the country became a signatory to the TRIPS agreement of the World Trade Organization, which entered into force in 1995. Post this, many laws have been amended/passed in India to support the process of economic development and balance national priorities with concerns of domestic and international companies wanting to invest in India. Prominent among these have been the Patent Amendment Act of 2002 & 2005, the Trademark Act of 1999 (amended in 2010), the Copyright Act (amended most

recently in 2012), the Plant Varieties Act of 2001, the Geographic Indication of Goods Act, 1999 and the Design Act of 2000. Apart from the national acts, India is also now a signatory to many international treaties and conventions which showcase the country's commitment to IP. However, India is at the bottom of global indices like the Intellectual Property Rights Index of the US Chamber of Commerce. It is placed 37th out of 38 countries considered for the index in 2016. It has also been put on the United States Trade Representative's Special 301 report under 'priority watch list' for 2015 and has been there for a significant period. In spite of all the conventions, treaties, and national laws, enforcement remains a key challenge. The Modi government had, in its first year, instituted an IPR think tank and

introduced the draft IP policy that is slated to be out in the final format anytime soon. It is aimed at strengthening the country's IP regime. However, a robust ecosystem for innovation can only get created when there is clarity on regulatory issues at the national level. There are many issues here which need resolution. For instance, take the recent case of Ericsson and other domestic mobile phone manufacturers in India, which have gone to different judicial forums like the Delhi High Court and The Competition Commission of India to resolve an ensuing patent. Also, DIPP has recently issued a White Paper on standard essential patents for public consultation which seeks stakeholder response to a set of 13 questions. There is a specific question about whether royalty rates should be decided by the government. Ideally, the government

should stay away from royalty rates as these are best left to different standard setting organisations, individual parties, and courts to look at. The question also arises: How much of the IP is being produced domestically by companies in India? The answer is very little. Also, in the global value chain for handset markets, India adds very little value. The SSO (standard setting organisation) in the present case has already adopted an IP policy and addressed most of the issues that the DIPP paper seeks to resolve. Another key point is that there is an inverted duty structure in the market for handsets as printed circuit boards (PCBs) attract two percent duty while finished handsets attract 12 percent duty. This is to point out a person does not manufacture in India simply because he can import components like PCBs at a marginal rate from more

competitive markets abroad. This deincentivises the production capability for programmes like Make in India and emergence of clusters around ESDM (Electronic System Design & Manufacturing) sector. Another key point pertains to the issue of states and improving their innovation and creative class landscape. At present, India lacks a culture of protecting IP. Also, IPRs are not very strongly enforced. Often one sees people buying and watching pirated CDs and DVDs and even books being sold on the crossroads at a fraction of the original. States can be made partners in delivering programs in universities, colleges and even at vocational training institutions to look at the issues of IP and creation of a culture of IP for future generations. Capacity building around IP issues is a must for individual entrepreneurs and the MSME

sector. Similarly, the states can formulate their own innovation policies which offer some protecting of IP of companies and entrepreneurs investing and looking at protecting their rights in India. A question which often arises is what is the need of making laws and systems such as the ones enumerated. The primary reason is that it helps in the attraction of capital investment and technology which contributes to helping the economy become globally competitive. In the longer time-frame, better IP protection helps companies and institutions gain future competitiveness. India should over the next few years try to strengthen the regime by capacity building and help streamline its trade policy to suit its overall objectives. It should also get out of the way where markets can function well in the absence of regulation.

Obama sends more Special Forces to Syria HANOVER, ApRil 26 (REutERs): President Barack Obama announced on Monday the biggest expansion of U.S. ground troops in Syria since its civil war began, but the move was unlikely to mollify Arab allies angry over Washington’s cautious approach to the conflict. The deployment of up to 250 Special Forces soldiers increases U.S. forces in Syria roughly sixfold and is aimed at helping militia fighters who have clawed back territory from Islamic State militants in a string of victories. Defence experts said giving more fighters on the ground access to U.S. close air support could shift the momentum in Syria. But a senior member of the Saudi royal family who asked not to be identified dismissed the decision as “window dressing.” In announcing the deployment, Obama emphasized the importance of sustaining the gains made in the fight against Islamic State, although he cautioned that the U.S. forces would not be spearheading the battle. “They’re not going to be leading the fight on the ground, but they will be essential in providing the training and assisting local forces as they continue to drive ISIL back,” he said in a speech in the German city of Hanover, using an acronym for Islamic State. Obama was speaking on the last stop of a foreign tour that also took him to Saudi Arabia and Britain. Democratic presidential front-runner Hillary Clinton and her rival, Bernie Sanders, voiced support on Monday for the deployment. “These Special Forces will continue to provide critical support to local forces on the ground who ultimately must be the ones to win this fight,” Clinton’s

campaign said in a statement. The former secretary of state previously called for a tougher approach to fighting Islamic State militants, including more air strikes and Special Forces. Sanders, a U.S. senator from Vermont, said during an MSNBC town hall: “I think what the president is talking about is having American troops training Muslim troops, helping to supply the military equipment they need, and I do support that effort.” The U.S. military has led an air campaign against Islamic State since 2014 in Iraq and Syria, but its effectiveness in Syria has been limited by a lack of allies on the ground in a country where a multi-sided civil war has raged for five years. A Russian air campaign launched in Syria last year has been more effective because it is closely coordinated with the government of President Bashar al-Assad, who is Moscow’s ally but a foe of the United States. Rising tensions with Saudi Arabia and other Gulf Arab monarchies, which have privately criticized the Obama administration’s security policy toward the region, also have complicated the U.S. effort

CLOSE AIR SUPPORT Washington’s main allies on the ground have been a Kurdish force known as the YPG, which wrested control of much of the Turkish-Syrian border from Islamic State. But the alliance has been constrained because U.S. ally Turkey is deeply hostile to the YPG. “Presumably these (extra U.S. forces) are going to assist our Kurdish YPG friends to widen and deepen their offensive against IS in northeastern Syria,” said Tim Ripley, defence analyst and writer for IHS Jane’s

Defence Weekly magazine. The deployment will include medical and logistics support personnel, officials said, and U.S. support for the American forces in Syria will be staged out of northern Iraq. Their goal will be to help screen and equip Arab fighters seeking to join up with the majority Kurdish Syrian Democratic Forces. U.S. officials say Arab fighters will be crucial to future operations against Islamic State in traditionally Arab parts of Syria. But Washington would still have to take a political decision to help the Kurds despite Turkish objections. Kurdish advances have largely stopped since February, with Turkey opposed to the Kurds taking more territory. The Syrian Democratic Forces, a U.S.-backed coalition set up in October to unite the Kurdish YPG and some Arab allies, welcomed Obama’s announcement but said it still wanted more help. “Any support they offer is positive but we hope there will be greater support,” SDF spokesman Talal Silo said. “So far we have been supplied only with ammunition, and we were

hoping to be supplied with military hardware.” The HNC umbrella opposition, which represents groups opposed to Assad but not the Kurds, also welcomed U.S. forces helping rid Syria of the Islamic State “scourge”, but said Washington should do more to fight Assad. If the Kurds are given the green light to advance with American air support, the main short-term objective could be sealing off the last stretch of the border that is not held by the Kurds or the government, west of the Euphrates river. That would deny Islamic State access to the outside world, but would infuriate Turkey, which regards the border as the main access route for other Sunni Muslim rebel groups it supports against Assad, and for aid to civilians in rebel areas. THE RACE FOR RAQQA U.S. Special Forces teams providing close air support could ultimately help the Kurds advance on Raqqa, Islamic State’s main Syrian stronghold and de facto capital. With German Chancellor Angela Merkel sitting in the audience in Hanover, Obama also urged Europe and NATO allies to do more in the fight against Islamic State. The group controls Mosul in Iraq in addition to Raqqa and a swathe of territory in between, and has proven a potent threat abroad, claiming responsibility for major attacks in Paris in November and Brussels in March. “Even as European countries make important contributions against ISIL, Europe, including NATO, can still do more,” Obama said. Why do older adults struggle to adapt to new environments? sydNEy, ApRil 26 (iANs): The elderly are often unable to adjust to new surroundings. This is partly due to the deterioration of a brain circuit that plays a key role in goal-directed learning, a new study conducted on mice has found. The results revealed that the faulty activation of this brain circuit mixes both the new and old learning in the elderly mice, thus causing impairment in their ability to select the most appropriate action in response to a changing environment that leads to confusion. “Flexibility issues in ageing have long been described in other navigation and spatial memory tasks. Here we describe a similar flexibility problem but applied to goal-directed action, which of course has more detrimental consequences for everyday life and potentially compromises survival,” said J. Ber-

tran-Gonzalez of the University of Queensland in Australia. This flexibility problem could constitute a first step towards major motivational decline and, in some cases, seed further cognitive conditions and dementia, the researchers noted. The team found that the ability to make choices between distinct courses of action depends on a brain region called the striatum, which is located in the forebrain and associated with planning and decision-making. However, it has not been clear whether the agerelated decline in striatal function impairs initial goal-directed learning per se or simply prevents the updating of this learning in face of new environmental demands. Further, this decline in behavioural flexibility was also accompanied by the deterioration of a spe-

cific pathway in the brain, called the parafascicular-to-cholinergic interneuron pathway (PF-to-CIN), which resulted in faulty activation of striatal neurons. Disrupting this pathway in young mice reiterated the behavioural deficits observed in old mice, resulting in interference between old and new actionoutcome associations. Young mice successfully adjusted to this environmental change, pressing lever one to receive the sweetened food pellet after having gorged on the grainbased food pellets, and vice versa. BEiJiNG, ApRil 26 (REutERs): Chinese authorities have placed a disabled rights lawyer under house arrest and prevented a group of foreign diplomats from visiting her, she said on Monday, ratcheting up pressure weeks after the U.S. State Department gave her a bravery award. Ni Yulan, known for defending people evicted from their homes to make way for development, had been held under house arrest for 12 days, she told Reuters. Authorities prevented Ni from travelling late last month to receive the State Department’s International Women of Courage Award, which the department says is given to female advocates of human rights, justice and gender equality. Beijing police could not be reached for comment. China’s Foreign Ministry has said exit-entry authorities acted in accordance with Chinese law in the case. Five foreign diplomats, including those from the European Union, Germany, Canada, France and Switzerland, had sought to see Ni at her home and deliver food over the weekend, but were prevented from entering, she said. Diplomats with knowledge of the situation confirmed the group was turned away. “Plainclothes officers did not allow them to come into my home,” Ni said by text message. ICC to elect independent chairman in May

Dub Ai, ApriL 26 (iANs): The International Cricket Council (ICC) has decided that its chairman will be an independent one, who will be elected by a secret ballot in May and will not be allowed to hold any national or provincial position with any member board. “Following on from the February 2016 meeting decision to urgently re-establish the ‘independent’ position of ICC chairman, the board agreed that the election of the ICC chairman by the board will be held through a secret ballot in late May after all constitutional amendments have been approved by the full council in the coming weeks,” ICC said in a release on Monday. Currently, Shashank Manohar is the ICC chairman as well as the president of Board of Control for Cricket in India (BCCI). “The election process will be overseen by the ICC’s independent Audit Committee chairman and all present and past ICC directors will be eligible to contest the election. “However, candidates can only be nominated by a fellow ICC director who, in turn, will be allowed to provide no more than one

MeLbOurNe, ApriL 26 (reuters): The cricket boards of all major test-playing nations have thrown their support behind day-night matches and nearly half intend to host a game under lights in the next 12 months, according to Cricket Australia boss James Sutherland. Australia hosted the first day-night test against New Zealand in Adelaide last year and will play Pakistan in another match under lights in Brisbane in December. South Africa's players have balked at an invitation to play Australia in a daynight match in November, however, citing concerns about the specially developed pink ball and their relative inexperience playing it. Sutherland, who met with South African officials during an International Cricket Council meeting in Dubai on Sunday, said no final decision on the Adelaide test could be ex-

Are Nagaland’s resources sufficient for the State to prosper? Human beings are clay

T

he term ‘resource curse’ is used when a State with abundant natural resources performs poorly in economic development compared to other states with poor-resources due to implementation of flawed policies regarding the extraction of the natural resources. Several richresource states suffer from the malady of this ‘curse’ resulting in poor economic development, rampant corruption, human rights violations, armed conflict and failure of democratic institutions. Examining this in the context of Nagaland state, I seek not to determine whether the state is suffering from the maladies of the curse, but instead to delineate the effects that will be faced by the state ‘when and if’ defective policies are implemented while extracting natural resources and if the state government relies too much on natural resources for economic development. The State is blessed with abundant natural resources ranging from mineral resources to forest products. In the annual report of Economic Survey 201213, the Government of Nagaland indicated that 52% of the state is forest area. In

the report of Energy Statistic 2014, the Government of India has specified an estimated reserve of 2.69 million tonnes of crude petroleum in the state and 0.12 billion cubic meters of natural gas. The report of the Ministry of Coal, Government of India, in September 2014 identified coal reserve of 315 million tonnes in the state. However over the past few years, through several rules passed in the State Legislative Assembly, viz. Nagaland Coal Policy (NCP) and Nagaland Petroleum and Natural Gas Regulations (NPNGR), and although the High Court has issued a stay order on latter, exploitation of natural resources has been continuing rampantly in several places such as, Mokokchung, Mon, Peren, Longleng and Wokha without proper regulation. This work is endangering the environment and human lives. If such trends continue, damaging consequences will follow, impacting the state economy. One foremost effect is ‘Dutch disease’. This term originated in the Netherlands in the 1950s, where, upon discovery of a large gas field, gas exports soared, but the economy was negatively impacted

due to a sharp inflow of foreign currency. Consequently, unemployment rose from 1.1% to 5.5% between 1970 and 1977. As recognized by economists, Jeffery D. Sachs and Andrew M Warner, states suffer from such a symptom when they concentrate more on natural resources, including agriculture, neglecting the manufacturing sector. In order to escape from such a symptom, economist Thorvaldur Gylfason suggests one important means. He advocated that rich-resource states should give utmost attention to education. When states give more attention to natural resource based industries, including agriculture, both of them requiring low skills, then benefits from primary production are less relative to high-skill labour manufacturing industries and consequently put constraints on economic growth. But if rich-resource states give adequate attention and investment to education, then output will shift away from primary production towards manufacturing and service sectors thereby accelerating the growth rate. Presently, several richresource countries are facing economic constraints

due to negligence of highskill labour manufacturing industries. India is no exception in this case and therefore in late 2014, the government of India took the initiative of ‘Make in India’ focusing on the manufacturing sector. For the state of Nagaland, however, in order to generate revenue and create employment opportunities, the policies for the past few years are mainly focused on tapping natural resources. Against preventive measures shown by economists on how the state needs to stay attentive in the wake of exploiting natural resources, several pertinent questions arise, such as where should the revenue from natural resources be invested? Should the government invest the revenue generated from natural resources in the education sector such as establishing technical institutes, so that it will eventually help in manufacturing goods locally? Should government officials invest in the health sector for HIV, tropical neglected diseases, etc. which are endemic in the state? Should the state government have the proclivity to improve roads and public transportation, supply of drinking water, and sanitation from the gener-

ated revenue? No doubt, tapping natural resources will generate revenue. But in the long term it brings a negative impact to the state economy if the revenue generated from those resources is not properly invested. One must keep in mind that once non-renewable resources are extracted from the ground and sold, they cannot be replaced. If the revenue generated from the resources is not invested in a sustainable manner locally, it will only lead the state to an economic catastrophe. In the current scenario, with the state creating few new jobs, having a decent job has become everyday talk, particularly among the youth. As had been reported by NSSO survey, among all the North Eastern states, Nagaland has the highest in the unemployment rate. The condition of the state economy can be well understood from the budget, 2016-17 presented by the Chief Minister in March, 2016, which is marked by a current deficit of Rs.1419.35 crores, and the report of the Comptroller and Auditor General in April 2016, where the state’s returns were ‘nil’ in 2014-15 from investment of 278.44 crores. In the re-

cently concluded budget session the Chief Minister of Nagaland highlighted several measures to be undertaken in order to revive the state economy. However, in order for the state to escape from economic constraint it is currently experiencing, one important fundamental key is that the state should not ignore the state’s manufacturing industries sector. Indeed, there is no denying that over the years the state government is implementing several schemes in industries and commerce. But in ground reality, the picture is not rosy. Blessed with rich varieties of natural resources, the state government and the citizens of Nagaland should not feel over-confident and consider natural resources as the most important asset and thereby fails to implement good economic policies. Rather, both the state government officials and the citizens need to retrospect deeply and develop the right policies in order to benefit all people and help the state prosper. In 1956 nobody dreamt of another Naga Group known as NSCN (I–M) representing the Nagas in the talk with GoI for settlement in place of NNC/ FGN. But it happened beyond expectation. Much has been talked about the Framework of solution. The content is now seen by all. Originally the Nagas expected that ultimately independence will be handed over to the Nagas as a package by India. Now relationship between the GoI and the Nagas is being worked out to bring about a mutually acceptable and honourable settlement. It indicated that both sides out of their best considered opinions and most practicability the goods is being delivered out.

Fans 'unlawfully killed' in Britain's Hillsborough disaster Warrington, april 26 (aFp): The 96 Liverpool fans who died in the Hillsborough football stadium disaster were unlawfully killed, a jury found Tuesday, blaming police for the worst tragedy in the history of British sport. Following the longestrunning inquest in English legal history, jurors concluded that policing decisions at the ill-fated match in 1989 "caused or contributed" to the deaths, and amounted to "gross negligence". Relatives of the victims have fought a 27-year campaign to get to the heart of what happened during the disaster, and were angry at an initial inquest ruling the deaths were accidental. They emerged from the courtroom hugging and in tears, holding pictures of their loved ones and a scarf reading "JUSTICE". They linked hands above their heads and sang the Liverpool Football Club anthem "You'll Never Walk Alone" and chanted "Justice for the 96". Prime Minister David Cameron paid tribute to their "extraordinary courage" in their "long search for the truth". "Landmark day as the Hillsborough inquest provides long overdue justice for the 96 Liverpool fans who died in the tragic disaster," he said on Twitter. The Crown Prosecution Service (CPS), England's state prosecutors, said it would now consider whether to bring criminal charges. The disaster occurred on April 15, 1989 during an

Police 'gross negligence'

The mammoth inquest, which began in March 2014, took place in a purpose-built courtroom in Warrington, northwest England, 15 miles (25 kilometres) outside Liverpool. Coroner John Gold-

ring, who presided over the inquests, asked the ninemember jury to decide on 14 key points -- with the issue of whether the victims were unlawfully killed the central question that caused them the most difficulty. The jury members had to be convinced that Duckenfield had breached his duty of care to those who died. They needed to be satisfied that his breach of duty caused the deaths and that it amounted to "gross negligence". They concluded it was unlawful killing by a seventwo majority. The jury also concluded that the behaviour of Liverpool supporters on the day did not cause or contribute to the disaster. The tragedy occurred when English football hooliganism was at its height

and many in authority were prepared to believe the worst of fans. Under English law, an inquest exists solely to determine how the deceased came by their death. It does not impose criminal sentences. However, an inquest verdict can act as a springboard for other court proceedings. Sue Hemming, head of the CPS's special crime and counter terrorism division, said it would now "formally consider whether any criminal charges should be brought against any individual or corporate body based upon all the available evidence".

'Accidental death'

A report into the disaster by leading judge Lord Justice Peter Taylor recommended the removal of

terrace fences and the introduction of all-seater stadiums, which have transformed the experience of going to a top-flight football match in England. But in 1990, British prosecutors deemed there was insufficient evidence to bring criminal charges against the police or any other individual, group or body. A year later the original coroner's inquest returned verdicts of accidental death for all the victims. But many of the families of the deceased felt this was a whitewash and continued to campaign for fresh inquiries under the banner "Justice for the 96". In April 2009, the Hillsborough Independent Panel was set up following the 20th anniversary of the tragedy. The panel's 2012 report found that police orchestrated a cover-up, manipulated documents and blamed innocent supporters for the disaster. That in turn led to the establishment of fresh inquests. The final memorial at Liverpool's Anfield stadium for the 96 victims was held this month. Families of the deceased unanimously agreed this year's service would be the last public event at Anfield in memory of their loved ones. One of the bitter consequences of the more than two decades it took to reach Tuesday's announcement was that a number of those who campaigned for the new inquests did not live long enough to witness their conclusions.
