Gayatri Projects bags 340-Crore Road Project in Nagaland State New DelhI, AprIl 11 (pTI): Gayatri Projects today said it has bagged an order worth Rs 340 crore from the government for fourlaning of sections of existing Dimapur-Kohima road in Nagaland. “Gayatri Projects has secured a Rs 340-crore contract for four-laning of a highway from Dimapur to Kohima in the North East state of Nagaland from the National Highways and Infrastructure Development Corporation Ltd (NHIDCL) and the Ministry of Road Transport and Highways (MoRTH),” Gayatri Projects said in a BSE filing. Giving details of the projects, the company said the projects are for four-laning of existing DimapurKohima road, excluding Dimapur and Kohima bypass, in the State of Nagaland through an engineering, procurement and construction (EPC) contract. Stock of Gayatri Projects was trading at Rs 586.10, down 0.14, per cent from the previous close on BSE.

The total number of government employees in Nagaland State as on March 2014 stands at 95,903 which accounts for 4.85 percent of the total population (19,78,502) of Nagaland and 9.85 per cent of the total workers (9,74,122) in the State as per the 2011 census. During 2012-2013, as per records, there was an increase of 2,373 employees in the State. This was stated in the Nagaland Economic Survey 2015-16 brought out by the State’s Economics & Statistics Department. Out of 95,903 employees in 2014, Class I employees constituted 4.16 percent, Class II- 2.86 per cent, Class III- 66.75 percent and Class IV- 26.23 percent. The report stated that the percentage of regular post is highest in Class I with 95.11 percent while the percentage of regular post tends to decrease with the fall in the status of employees i.e. Class II with 92.66 per cent, Class III with 91.27 per cent and Class IV with 65.20 per cent. The percentage of adhoc and work charge employees in the State is highest in Class IV category of employees and accounts 31.25 per cent, Class III with 5.78 per cent, Class II with 3.80 per cent and Class I with 2.53 per cent. In continuation with its indefinite protest, the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) phase 2 & 3 candidates today threatened to go on hunger strike if their appointment orders were not issued by April 13 by the department in concern. The RMSA phase 2 & 3 candidates who are waiting

for their appointment orders began their indefinite protest from April 8 last. The protestors while shouting “Justice should be for all”, “We demand our appointment”, “We demand what is ours” etc. during the indefinite strike stated that if nothing happens by Wednesday “we have no other option; but we will go for hunger strike.” Incidentally, the cycle of grievances for the candidates are continuing for over 3 years after they first answered the advertisement for recruitment of secondary teachers under RMSA that was first published on December 14, 2013. The written exam was held on May 24, 2014 and results

declared on June 27, 2014 but delayed Viva Voce for the same was held only on July 2015 amidst after widespread protest. The final result was declared on November 30, 2015. The protestors are demanding immediate issue of appointment orders to 111 candidates from all the districts of Nagaland. The selected candidates who are awaiting their appointment pointed out that first phase of appointments has been completed, whereas 111 candidates to be appointed in the second and third phase are still awaiting their appointment. Some candidate said their age limit has already expired while waiting for the appointment letters.

The Survey report stated that female employees constitute 22.47 percent of the total employees and male employees constitute of 77.53 percent. With the increase in the number of employees in the State Government, the number of female employees gradually increased till 201011. However, during 201112 there was decrease in the number of female employ-

ees by 63 persons. In the year 2013, as on 31st March, the number of female employees increased by 1,026 person thereby raising the total number of female employees to 20,605. The number of female employees increased by 943 persons in the year 2014, as on 31st March. Out of total number of employees in the State, 94.28 percent of the employees are from Schedule Tribes while remaining 6 percent of the total employees are from General, SC and OBC category. in the age group between 24-46 years is 63.48 percent while 5.62 percent of the total employees are in the age group between 18-25 years and 21.05 percent of the total employees are in the age group between 47-60 years. About 9.83 percent of the total employees did not disclose their date of birth, the report stated. The percentage of post graduate, graduate, PU/10+2, matriculate, under matric, are 3.37 percent, 12.43 percent, 11.79 percent, 18.93 percent and 53.48 percent respectively, the report stated.

While the Nagaland State Government struggles with streamlining the coal business, prospectors in the coal-rich belt of Mokokchung district are grappling with a falling price phenomenon. The price slump has slowed exports as miners fail to get a fair price from buyers in Assam. The slump, which has refused to show any sign of upturn for over a year, has brought work almost to a halt in several mines under Mangkolemba sub-division, particularly those located in sections of the Changkikong, Japukong ranges and the Tzurang river valley. From Rs. 4000-4500 a ton in 2014, the rates (given to miners) have currently dropped to Rs. 1600-2200. Miners from the area say the dip began around the beginning of 2015 and has not risen since. However, according to a miner, the same (Nagaland) coal was trading at Rs. 6500-7000 a ton in Guwahati during the first week of April 2016. It may be noted that coal from the said locations passes through Mariani, Jorhat and Guwahati enroute other destinations. The rate fixed by the Nagaland government holds no bearing. Not discounting the downturn in international coal prices, the miners point to local factors that have actually contributed to the slump in business. Government restriction on payload, ‘middlemen’, multiple taxation and increased labour costs have all, in parts, contributed.

Govt restrictions & middlemen The introduction of a Nagaland State government-authorised weighbridge at Longtho valley (bordering Assam) has upset buyers and contractors from Mariani, say miners. The weighbridge was installed in 2014 to put a check on the maximum cargo weight a truck can carry, for safety as well as revenue reasons. Along with it, a maximum payload of 20 tonnes per truck was enforced. Earlier, when there was no such restriction, a truck could carry over 30 tonnes, which translated into a good profit margin for both the buyer and the seller (miner, in Nagaland’s case). “Now, with the restriction in place, it has narrowed the profit margin for the buyer, who no longer is willing to pay the pre-2015 rate,” says one miner. Transporting 60 tonnes would require three trips for a truck, which means that the transporter has to incur additional transport costs, besides paying statutory as well as unsolicited taxes at check-posts. It, however, has not prevented the more adventurous buyers, as they allegedly bribe their way through carrying well over the 20ton limit. Rs. 200 is service charge at the weighbridge, plus Rs. 500, if the buyer wants to carry beyond the specified weight limit, it was informed. This, while they continue to buy cheap coal from miners in Nagaland desperate to dispose of the piling up mineral. Before, according to the miner, a truckload of around 30 tonnes could fetch a seller Rs. 90,000-1,00,000. The buyer from Mariani could double or even tri-

ple the amount supplied to bigger buyers based in Guwahati, making good profit even after deducting expenses, inclusive of taxes statutory as well as illegitimate. Now, the rates offered to miners have been cut by 50 percent. These factors are influenced by alleged pressures from a lobby exerting control from across the State boundary at Mariani. According to miners, this lobby, dubbed as ‘coal syndicate’ or ‘middlemen’, control the rate chart of coal from the areas mentioned above. It allegedly prevents parties from outside Mariani, big companies included, to make direct deals with miners, while also creating artificial price fluctuations. “This force ensures that any coal that goes out from here has to pass through it.” Taxation “Taxation starts from the mines,” a miner said, adding that a Naga National group charges Rs. 30,000 as annual tax on any active mine. Transporters are charged separately per shipment on the road. Aside from the statutory tax to the nodal government agency, other government agencies at the inter-State checkpost, including the police, have to be monetarily satiated. Put together, the pressures on individual miners of Nagaland have increased so much so that production has reduced on the one hand. On the other, whatever is mined is sold at unfair rates. These factors need to be studied by the Nagaland State Government while taking up policy initiatives.

The state’s department of tourism has come a long way and over the years, it has achieved several goals with the maximum intake of the inflow of tourists. The year 2015 witnessed an overwhelming number of 64, 616 domestic tourists and 2, 769 foreign tourists as against 58, 507 domestic and 2, 585 foreign tourists during 2014. This was stated in the annual administrative report 2015-16 of tourism department. The report stated that with the lifting of PAP on yearly basis, tourism in Nagaland has grown remarkably and is becoming a promising sector, sharing

its tourism potential with other places in the country and the world. In order to promote Nagaland as a tourist centric destination the department has completed several infrastructural and developmental project under Integrated Tourist Destination at Angphang; Integrated Tourist Travel circuit Tizit- Mon- Phomching- Longwa, Longpang, Aboi- ChaohachingnyuChanglang- JakphangChanglangshu- Sangsangnyu and development of trekking and eco-adventure of Dziikou, ecoadventure and culture destination at Kuhuboto, Nagaland etc. Upcoming projects comprises integrated tourist destination at Chu-

mukedima and Razhuphema etc, the report stated. The first phase for development of tribal circuit of Peren- Kohima- Wokha under Swadesh Darshan Scheme (2015-16) under the Ministry of Tourism is set to commence shortly, the report stated adding that the second phase of the scheme will cover the Tribal Circuit of Mokokchung- Tuensang- Mon. The department having realized that privatization and communitization are a more efficient way of running tourist lodges, wayside amenities and other tourism assets have allotted several rural tourism assets to entrepreneurs and village tourism board to run on a day to day basis and to maintain it as well.

This has been done with the objective to offer employment opportunities and also to ensure overall sustainable upkeep of the tourism assets and resources, the report added. The report also stated that in the year 2016, the department will continue to strive to promote and develop tourism in the untapped and remote region of Nagaland thereby creating a platform for them to benefit from the vast tourism opportunities available and make Nagaland a “Tourist Destination.” Also, efforts for imparting knowledge and awareness programmes on tourism will be conducted to create a better and sustainable tourism in Nagaland, the report added.

Several students joined the programme by cleaning roads, government offices and various locations in Phek town. As a sign of goodwill gesture, PTCSU donated 67 wastebins and installed at the different locations of

Assam polls: 82 percent turnout in phase 2, one dead in violence

Guwahati, april 11 (iaNS): The second and final phase of polling to the Assam assembly in 61 constituencies on Monday saw 82.02% of the over one crore voters casting their ballot, on a day that witnessed the death of a voter in a clash with security forces and injuries to many others in different places. Polling officials estimate that the final poll percentage is likely to touch 85 percent as reports were still coming in from polling centres. Balloting, which started at 7 a.m., saw incidents of violence in some areas. Chief Electoral Officer Vijayendran said 82.02% polling has been recorded so far but the percentage was likely to increase further to 85 percent. He said a total of 191 Electronic Voting Machines (EVMs) were replaced in different polling stations due to their malfunctioning. One person died fol-

Manipur CM gives final touches to reshuffle imphal, april 11 (iaNS): Manipur Chief Minister Okram Ibobi has finally decided which minister needs to be dropped and which dissident legislator must be inducted. Ibobi, who returned from Delhi on Friday after consultations with party leaders, called on Governor V. Shanmuganathan at Raj Bhavan on Sunday. At their 15-minute meeting, Ibobi is understood to have given a list of some ministers who are to be dropped and legislators who will be inducted into the ministry. But the date of the swearing in ceremony is not fixed as there were some hiccups -- both from the ministers' and the dissidents' camps, party sources said. A source close to the chief minister said: "If the hitches can be sorted out, the swearing in ceremony will take place on Tuesday." However, if the problems cannot be solved immediately, the swearing in may take place after April 13.

The speculation is that five ministers whose performances have not been up to the mark will be axed. The demand for dropping 10 of the 12 ministers has been rejected by the party leadership. The dissidents wanted the implementation of the one-man-one-post policy. Deputy Chief Minister Gaikhangam was accordingly stripped of the post of president of the state unit and replaced by T.N. Haokip. Of the 48 Congress legislators, as many as 25 had demanded a reshuffle of the ministry and replacement of the party president. The ministers have indicated that they might quit en masse if any of them is removed. It is not known whether they will remain in the Congress or look for greener pastures ahead of the February 2017 assembly elections. Indefinite curfew has been imposed over fears that the law and order situation might worsen. The incident happened around 10 a.m. at Mayang Imphal Konchak in Imphal West district. The district magistrate imposed indefinite curfew at Maynag Imphal Konchak and nearby areas with immediate effect. A clash broke out between two groups of villagers, and nine houses and shops were burned down. Police sources told IANS that they received information that the house of a man

named Rajen of Mayang Imphal Konchak has caught fire. However, people said the fire was a deliberate act by someone and started protesting. Police and fire tenders were rushed to the site but the agitating crowd did not allow them to enter. Witnesses said some people fired at police and the crowd, injuring 10 of them. Three seriously injured people, including a police commando, were rushed to a private hospital in Imphal. Police said they were investigating whether Rajen's house was set ablaze deliberately. "The reasons for the clash between the two groups of villagers are being investigated. But the immediate task is to restore normalcy. Additional police forces from three other districts have been rushed to

Meanwhile, normal life was thrown out of gear in neighbouring Thoubal district following an 18-hour general strike called by people demanding the arrest of some police commandos who allegedly looted Rs.6 lakh from a shopkeeper in October 2015. Shopkeeper Atao Rahman told IANS that on that day he had come to Imphal on a two-wheeler from Lilong in Thoubal district to buy some goods for his shop. He alleged that some police commandos intercepted him on the Old Assembly Road in Imphal, assaulted him, looted the money and left him in the Mantri Pukhir area. Aadhaar, Net Banking-Based IT E-Filing appeal system activated NeW DelHI, AprIl 11 (ptI): Income Tax department has activated the Aadhaar and net banking-based e-filing verification system for taxpayers to file the first appeal before a tax officer, on similar lines of online ITR filing. In order to reduce the interface between taxman and the taxpayer, the department has recently operationalised the maiden facility on its official e-filing portal. “One EVC can be used to validate one form of the assesse irrespective of the assessment year. The EVC will be stored against the assesse PAN along with other verification details. The EVC will be valid for 72 hours or as otherwise specified,” a notification in this regard said. The Electronic Verification Code (EVC) works by way of generating a personalised OTP by using the Aadhaar database or the net banking identity of a filer or entity. The OTP is subsequently sent to the personal email id or mobile phone of the filer for validation and subsequent process of filing. The fa-

Documentary evidence can also be appended to the new form by an assess using the internetbased facility. The IT department has four stages of appeal mechanism for the assessees to put forth their grievance beginning with the Commissioner of IT (Appeals), the Income Tax Appellate Tribunal (ITAT), the High Court and finally the Supreme Court.

It would ensure consistent and error-free service as validations will be in-built, resulting in fewer deficient appeals. RAISE North East to be launched in Nagaland today CHC Pfutsero without ‘basic needs,’ allege NGOs Morung Express News Kohima | April 11

Pfutsero, APril 11 (MexN): The Community Health Centre (CHC) in Pfutsero, Phek district, has been functioning “without adequate facilities to cater to the needs of the common people.” With the bulk of its patients mostly from less privileged sections (rural poor) “who can’t afford to go to good hospitals,” the patients are suffering “undue hardships due to nonavailability of adequate amenities.” This has not just shaken the confidence of the people in the Department of Health and Family Welfare but created a situation of “mental torture” for the common people. This was informed in a public note by the Director of KALOS Society, Pfutsero, Kupelhi Losou, and the Coordinator of Red Cross Society, Pfutsero Sub-divi-

sion, Vikhrutuo Lea. Calling the attention of the authority concerned to the “substandard amenities” at the CHC, the two non government organisations stated that the CHC Pfutsero is located in one of the best places in a good environment at the heart of the district but its management and administration has fallen “far behind anticipation.” They alleged that the CHC is functioning without adequate facilities like power supply, with patients having to remain in “total darkness” many a times. Renewable Energy (Solar Panels) facility which was installed is “not functional and there is no technician to look after it.” Moreover, the two organisations informed, the CHC till date has “in-

adequate healthcare infrastructure” like beds, blankets etc. Expressing concern, they stated that “such basic needs” need to be “replaced or repaired.” Even the sanitation and sewage systems are “unhygienic and remained patchy,” stated the Pfutsero units of the KALOS Society and Red Cross Society. “Toilets are not properly maintained. Such infrastructural amenities have to be revamped and renovated for healthy environment.” Besides, they alleged that there is “shortage of First Aid” material, with patients finding it difficult to buy medicines, and the non availability of an ambulance at the CHC remains a “major setback.” The Pfutsero units of the Kalos Society and the Red Cross Society questioned

if all this is due to “the negligence of the concern authority” or due to the “nonendorsement of funds from the higher authority”? To save the CHC Pfutsero, they called for its “constructive renovation” (Up gradation and Standardization with modernized infrastructural facilities) and logistical transformation. They warned that this trend of “ineffective operation,” if regularised, will eventually give rise to “public outrage” and the authority concerned will be “solely responsible for it.” The organisations also found it “difficult to comprehend” why the State/ District Administration, Public Leaders and other NGOs have remained silent when the lives of the common people have been put in jeopardy?

The Regional Action on IncluSive Education (RAISE) North East will be launched in Nagaland on April 12. RAISE North East is a project initiated to complement the program of Sarva Shiksha Abhiyan on inclusive education to improve the quality of education for children with disabilities in government/government supported schools in selected districts of Assam, Nagaland, Meghalaya, Manipur and Tripura. The project is supported by three international agencies - CBM, Light for the world, and Liliane Fonds. Bibhu Dutta Sahu, Director, RAISE NE during a press conference held on April 11 at Hotel Japfü stated that the main objective of RAISE is to provide a holistic development to the children with special needs. The project will also focus on combating challenges such as changing the attitude of people towards children with disability, changing the attitude of stakeholders that are involved with children with special needs. The focus areas of the project are development of material for implementation of inclusive education

stressing on curriculum adaptations, classrooms transactions and teacher learning materials, disability adjusted continuous and comprehensive evaluation, advocacy and awareness, mentoring, monitoring, evaluation. Another emphasis is on the development of a practical guide for mainstream teachers on how to do inclusive education. Purnima Kayina from The Cherry Blossoms Society, which is the partner organization for RAISE in Nagaland, informed that the Society will be providing technical support to selected government/SSA schools for inclusive education, to build capacity of government /SSA teachers for teaching children with disabilities, to regularly monitor the selected schools and to promote inclusive model schools. Cherry Blossoms will be working with five schools in Kohima under the SSA, namely GMS Aradura, Tsüpfü Tsepfü Primary School, Lerie Chazou CWSN, GMS Porterlane and GPS P.R Hill. Around 200-300 people were prevented from entering the Daldali Reserve Forest today. The people, who claimed to be a conglomeration of individuals from various tribes, were stopped at Indisen by the Dimapur district administration. According to the Deputy Commissioner, Dimapur, inputs of a mass entry of people to the disputed Daldali Reserve Forest was received on April 9 following which preventive steps were initiated at specific locations. Early in the morning today, a group of around 200-300 people turned up at the Indisen village gate but were prevented from proceeding farther by district administration officials, magistrates and police personnel. The crowd eventually retreated after a half hour long of negotiation at the Indisen village gate, said the DC. A representation was also submitted asking the government not to stop them, it was added. Later, representatives of the group met the DC after which an appointment for a meeting with the State Chief Secretary was fixed to further discuss the matter. The meeting was fixed for April 12 in Kohima. Meanwhile, Assam Police personnel heightened vigilance in the peripheries of the Daldali Reserve Forest. Indisen villagers reported seeing AP personnel in black fatigues patrolling sites where hectic construction activities have been reported during the past one month.

Nagaland Medical Council issues code of ethics for doctors KohiMA, APril 11 (MexN): The Nagaland Medical Council (NMC) has informed the doctors that they can collect their certificates of registration and licensing from the office of the registrar. The certificates can be collected in person or with a proper letter of authorization. A press release from NMC Press Committee, Convener Dr. Kezhalezo Angami further instructed the doctors to display this registration number on their letterheads or prescription papers and also display their registration at their places of practice (MCI code 1.4.1). In Government hospitals, doctors have to write their name and registration below their signature for each prescription (MCI code 3.7.2). The release issued for the allopathic doctors registered in the state and for general awareness of the public also stated that doctors shall display only those degrees recognised

by the MCI/NMC and shall not add any other degree not recognised to their resume, to avoid misleading members of the public. Any attempt by doctors to mislead the public with unrecognised specialised degrees is medical misconduct and will attract punishment as per the Act (MCI code 1.4.2). Doctors, clinics, nursing homes and hospitals have been instructed to maintain medical records. These shall be saved for a minimum of three years. On request by the patient, authorised body or legal authorities, the same must be produced within 72 hours (MCI code 1.3.1 /1.3.2 /7.2). NMC also requested doctors to be very careful in issuing certificates and documenting facts of patient care. Issuing false and misleading certificates or misleading and improper documentation on patient care is a criminal offence and can result in the doctors’ name being deleted from the state

and national register (MCI code 1.3.3 / 7.7), it added. Meanwhile, every medical practitioner in government service or private sector is to observe the laws of the country. This includes laws set by the Medical Council of India/ State Medical Council with its rules & regulations and Acts passed by the central or state government. Violation of any of them amounts to misconduct/ negligence and can even lead to a criminal offence as per MCI Code 1.9. Failure to abide by any of the above will attract disciplinary or legal action by appropriate authority. No one can practice Allopathic medicine without having their degrees checked and registered by the NMC in the state of Nagaland. NMC stated that such practice, especially in an improperly licensed Health Care establishment, can attract serious consequences under the different health Acts. Further, NMC informed

that any type of advertising, except when starting a practice, change of practice, changing of address, public declaration of charges and related declarations, are unethical. “Soliciting for patients or practice, directly or indirectly, alone or as a group/ institution or organisation in any form for advertising or publicity which may amount to advertising for self is unethical and not allowed (MCI code 6.1.1). Printing or display of photos/are not allowed (MCI code 6.1.2). Contributing to the lay press for, giving of interviews regarding treatments and diseases which may have an effect on advertising of self or soliciting practice amounts to medical misconduct (MCI code 7.11).” A doctor shall not give/ solicit or receive any gifts/ commissions/ indulge in splitting of fees etc, for referring of patients, NMC stated. Stating that such practices are being commonly

practiced in Nagaland, the Council said such practices often lead to many unnecessary investigations/ treatments which result in losses for both the patient and the government finances. The Council warned that it will take serious action against such practices (MCI code 6.4.1). Members of the fraternity and the public have been encouraged to bring such acts to the notice of the NMC (MCI code 1.7). The NMC release also stated that sexual harassment or misbehaviour to patients by medical practitioners amounts to misconduct and even criminal offence. It reminded everyone in the fraternity to be very careful for their own protection (MCI Code7.4). Medical practitioners shall in no account undertake sex determination test (MCI Code 7.6), it added. Asserting that Government doctors posted in rural and urban areas not found in their place of posting amounts to misconduct

Is it, therefore, surprising that world leaders are now calling for a paradigm shift based on the notion of thinking outside the box? Maybe, at long last they have come to realize that the current thought processes only reinforces the status quo, and do not allow the seeds of real transformation to take root. The process of thinking outside the box is not mechanical nor is it linear, rather it is organic and requires leaving our comfort zones behind. Moving away from them is probably the most challenging aspect when designing new paradigms. It also requires changing our lens of how we perceive issues, adapting a new attitude and perspective towards the world around us. This paradigm shift also asks us to look deeply beyond what we can see in front of us, and understand the other person’s predicament by putting ourselves in his or her shoes, and develop empathy which also deepens our respect for others. Indeed, we are required to look at things differently, beyond our own perspectives, positions and interests. At times, we may have to unlearn the things that we have been conditioned to accept over time; and, it could even mean accepting what was perhaps considered unacceptable at one point of time. Thinking outside the box really means developing new sensitivities, having empathy, and forming new relationships. Following a third way implies making a path which may never have been traveled before. In a world that is fast becoming more conscious of its own diversities and the need to accept the richness of its human cultures, it is clearly apparent that one culture just cannot arbitrarily impose itself upon another. It is in the clash of cultures and worldviews that perhaps brings to light two key essentials for the future survival of human existence. Don’t let yourself be boxed in and feel backed into a corner; and there is always a third way no matter how less traveled the path it has been. While one can recognize the positive possibilities that will emerge by utilizing these approaches, it needs to be acknowledged that they are challenging to implement at a personal and subjective level. These internal contradictions best capture the predicament of human existence and they bring to the forefront the dilemma of human behavior. While on one hand there is the unexplored wealth of possibilities for real transformation to take place by adopting a third way and thinking outside the box, on the other hand, we stand by our own positions and perceptions because it feels safe. This behavior keeps us relying on an approach that we know has failed time and time again. This describes to some extent why human societies have become insular and dogmatic. The irony is not lost, for while on one hand, seeking change is predictable, on the other, is closed to new ideas and thoughts. Ultimately, the end result supports the existing status quo. Nagas too must begin thinking outside the box and explore the third way. How long will we continue following the old ways, how long will we cling on to our comfort zones, even when we are aware that they are limited within themselves? Perhaps we must begin by unlearning what we think we know and start approaching the world around us through new eyes that allow us to critically deconstruct our current situation. This new paradigm is for everyone as it is a place where their true aspirations can emerge together. So the question remains as to whether Nagas have the courage to step into the unknown, out of their comfort zones to seek new ways to solve old problems together.

New tool can pinpoint lifethreatening liver disease

U

S researchers, led by an Indian-origin scientist, have developed a novel 3-D imaging tool that can provide highly accurate method to detect non-alcoholic fatty liver disease (NAFLD) that often begins without symptoms but can progress to cancer. The researchers at the University of California, San Diego, conducted a prospective study of 100 patients (56 percent women) with biopsy-proven NAFLD to assess the efficacy of two-dimensional magnetic resonance elastography (MRE) and a novel 3D version. They found that both MRE technologies were highly accurate for diagnosing advanced fibrosis, with 3D perhaps providing additional capabilities in some patients. "3D MRE is probably the most accurate non-invasive method to detect advanced fibrosis," said Rohit Loomba, the study's first author and director of the NAFLD Research Centre at UC San Diego School of Medicine. MRE is a specialized version of magnetic resonance imaging (MRI) that propagates mechanical shear waves in liver tissue. An algorithm creates images that quantitatively measure tissue stiffness -- an indicator of fibrosis. The 2D version of MRE is already commercially available and easily implemented on basic MRI systems in clinics. Three-dimensional MRE is more technically demanding and not yet widely available. The findings of the study, published recently in the American Journal of Gastroenterology, are encouraging because diagnosing NAFLD can be challenging. Current non-invasive techniques, such as molecular biomarkers in blood, are not sufficiently accurate for routine clinical use. Ultrasound-based methods have high failure rates, particularly in obese patients. "These findings suggest that MRE could be used to enroll patients with advanced fibrosis into screening programs for cirrhosis as well as enrollment into clinical trials aimed at reversing fibrosis in the setting of advanced fibrosis," Loomba said.

Rising carbon footprints of the Indian federation Government of India’s ‘antiimperialist’ green posturing at international climate summits needs to be matched up with reality at home

n 5 January 2016, a 3-judge bench of the Supreme Court of India, issued a directive expanding the number of entry points through which non-Delhi bound heavy commercial vehicles cannot pass. It read, “we direct that no heavy commercial vehicles, except those which are bound for Delhi, shall be allowed to enter through entry points at National Highway 2, 10, 58 and State Highway 57”. On 16 December 2015, the Supreme Court had restricted entry of heavy commercial vehicles into Delhi through the vital National Highway 1 and 8 routes. This effectively means, that if a heavy truck has no business in Delhi, the court is making it very difficult for it to use entry-points into Delhi as their route. This would invariably mean that the trucks will have to use a longer route to go to their destination and hence they will burn more fuel and cause more pollution. But they will not be allowed to pollute Delhi, even at the possibility of causing more pollution outside Delhi. Supreme Court of India's 3-judge bench comprising of T S Thakur, A K Sikri and R Banumathi, wrote in their order that "we are not concerned with any other aspect. We are only concerned with the environment". While one should laud judicial concern about the environment, it must also be remembered that like Delhi, all states surrounding Delhi also have environments. Pollution being a zero-sum game, without decreasing the net amount of pollution from these trucks entering Delhi from Haryana or Uttar Pradesh, any directive restricting entry to trucks into Delhi will result in higher pollution in Haryana and Uttar Pradesh. This order in no way restricts Delhi residents with heavy polluting luxury diesel vehicles to go on recreational long drives into Uttar Pradesh and Haryana, and pollute those areas and come back to Delhi. The highly polluting life-style of the middle-class and upper-middle class residents of Delhi or their right to spread their pollution to areas beyond Delhi is apparently non-negotiable. Notwithstanding the fact that Delhi has the highest amount of greenhouse gas footprint in the Indian Union among urban areas, in varying degrees this is characteristic of the lifestyle of other metropolitan elites in the Indian Union. With the rapid rise in the sales of personal cars and air-conditioners in cities (again, the usual suspect leading the pack), it is important to ask what greater common good is served by expanding energy production in the Indian Union at huge cost to the environment if the consumption is disproportionately dominated by the Euro-American consumer lifestyle of the relatively well-off, in short, a miniscule proportion of the Indian Union population. In short, the powerful pollute and the powerless suffer. The Indian Union is a union of states. Given that the Government of India presents a united front about its per capita carbon footprint in international forums and negotiations, the huge inequities that exist within the Union in terms of per capita carbon footprint are never highlighted. Huge centralization of policy and funds disbursement in favour of certain regions, which are not surprisingly largely high polluters since policy-makers and their kith and kin and interest networks live there, without any heed to these huge inequalities actually ends up rewarding the greater polluters. This domestic situation stands in stark contrast to Government of India's stance at international fora. For example, if we review estimates of state level per

n the last months of 2014 breaking news shocked the world’s chocolate lovers: within a few years the world could face a significant potential cocoa shortage due to climate change. The news that by 2050 there might be not enough cocoa to make one of the most loved and affordable luxury products came as a bolt in the blue in a year when the chocolate industry enjoyed record global revenues of $117 billion. Such a relevant performance was driven by a 2.1% increase in volume, reflecting above all a growing appetite for chocolate in emerging markets. The single biggest factor improving the industry’s performance is in fact due to a significant increase consumption in many major emerging markets such as India, Brazil and China. The potential long-term growth in emerging economies – many of which have growing middle classes – is vast. To give just one example: the per capita consumption of chocolate in China is only a tenth of that in Switzerland. Yet the future is not without challenges because in the last four decades cocoa production, which is already under pressure due to unsustainable farming techniques and lack of investments by smallholder farmers, will be significantly challenged by climate change. Combining the above-mentioned factors with the rising demand for chocolate from China, Brazil and other emerging markets as well, the cocoa industry is likely to face supply shortages in the near future. According to a study released by the International Center for Tropical Agriculture, temperatures in some re-

capita CO2 emissions for a 20 year period (1980-2000) (Ghoshal and Bhattacharyya: CO2 Emissions, India 1980-2000), we shall see that the per capita CO2 emission of Delhi is double that of West Bengal and seven times that of Kerala (https://www.researchgate.net/ publication/26510286_State_Level_Carbon_Dioxide_ Emissions_of_India_1980_-_2000). Has the greater polluting style of Delhi resulted in Government of India policy that penalizes Delhi or rewards West Bengal or Kerala? The answer is no. When Government of India jockeys at the international level for concessions from historically high per capita polluters and also wants that these per-capita pollution giants give funds to bear various costs of “greening” energy production modes in the Indian Union and elsewhere in the southern world, did the Union Government ever spell out, how will it distribute the funds or other benefits if such a deal is reached? We know how that will play out. The meagre advantages that might be received out of any international deal by Indian Union playing victim will be distributed in exactly the reverse way within the Indian Union, with existing high per capita

polluters not getting penalized and cornering disproportionately high advantages. The cynical games of the Delhi elite and its network of trans-regional agents are a curse on the subcontinent's environment. It is with this context in mind that we might want to analyze Government of India's hypocritical position in international fora. As a whole, the per capita C02 emission of the Indian Union dwarfs in front of USA or Canada or Germany (the so-called “green” champion). In 1990, the per capita CO2 emissions of Indian Union, USA and Canada and Germany was 800, 19300 and15700 tons respectively. In 2013, the numbers were 1700, 16600 and 15700 respectively. The go-green champion Germany was at a highly polluting 10200 tons per capita in 2013. According to estimates, between 1850 to 2011, USA and Europe accounted for 27% and 25% of all CO2 emissions. China and this subcontinent accounted for 11% and 3% respectively. The world has the dumping ground for white people's trash for a very long time – including their ideologies and carbon emissions. There can be no doubt that for the future survival of the planet and for the sake of basic distributive justice, the Euro-American way of life has to be severely rolled back. For a long time, this was the stance of the Indian Union at international negotiations, where it fancied that it was speaking for decolonized people of the world and I guess including Kashmir. But the internal inequality described earlier shows that the Government of India anti-colonial, holier-than-thou stance based the irrefutable logic of historical and distributive justice is a fig-leaf for perpetuation of Euro-American-level per capita pollution lifestyles practised by metropolitan India's thin layer of elite. According to a 2014 paper published jointly by various organizations including TERI and the Council on Energy, Environment and Water (an independent, not-for-profit policy research institution, chaired at that point by present Union Min-

ister Suresh Prabhu), “AC use is already the largest component of overall residential power consumption and the largest peak demand use of electricity in many Indian cities”. It also projects that this will only expand (http://ceew.in/pdf/ceew-nrdc-daikinprofile-5nov14.pdf ). The miniscule proportion of the population of the Indian Union who own an AC prefers to hide behind the billion plus brown people, most of whom have nothing to do with COP21 or COP20 or any COP except the terrorizing armed cop in their locality who is very often the only sign of the benevolent Government of India. Its holier-thanthou-ness at the COP jamborees are orchestrated in the name of the billions, without consultation, without any pretense of distributive justice inside. What has Indian Union done to correct this distributive injustice where industrial development and expansion of high pollution lifestyle has happened disproportionately in some states while all others are shouldering the pollution burden, since pollution is not something that respects state boundaries and spills over? Why is it that the high per capita polluters in the Indian Union are, as a group, also recipients of highest subsidies and public amenities funded largely by the billion-plus. For a just future, the principle of equality in terms of per capita carbon emission is the starting point of any negotiation internationally. Also, what needs to be upheld internationally is the pollutant pays principle – that is high polluters need to pay up to low polluters for their selfserving actions. But what is good for the goose is good for the gander. If there is any principle behind these pronouncements, these should hold true within the Indian Union also. A double-standard cannot be sustained domestically. Hence, the states of the Indian Union have to have their own treaty, where high per capita polluter states need to be penalized or disadvantaged in some concrete way and/or conversely, the low per capita polluter states need to be rewarded. Some fund transfer has to take place from the high per capita polluters to the low per capita polluters. No one should pick up other people's trash. The polluter paya principle does not need to end at the state-level but that kind of a federal treaty is a start, given that, at this moment, a united forum of affected states can counter the skewed yet nominally trans-regional alliance of entrenched elite interests called the Government of India. Mere “Save Green” advertisement tokenisms from Government of India's Environment Ministry will not cut the ice. States may be powerless but they are not fools. It is more obscene and hypocritical that the class that regularly runs marathons for saving the tiger (on a different note, why no marathons instead of trishul-laathi-thons to 'save the cow'?) or for a green environment, whose children are busy “saving the rhino”, who value-add their homes by landscaped terrace gardens ('land'-scaping above the land level? on terrace?), buy flats in gated communities with 70% 'open, green' spaces to connect with the simple village (but never with the real contemporary villager in any other capacity, except distant 'helping' and 'culture' gawking and sampling) of super-fake and by now kitschy nostalgia, who want to backpack in the midst of nature “off the beaten track”, are into organic products (but not fair-trade products) and so on – are precisely the class that contributes disproportionately highly to the carbon footprint of the citizens of the Indian Union. The anti-imperialist green posturing of the Government of India representatives at international fora are a thin cover for perpetuating this simultaneous diesel-petrol guzzling, private-car owning and simultaneously green and tiger-saving way of life. The fact that they can get away points to the deep democratic deficit and the lack of any real concern for federal principles in the functioning of the Government of India. For the sake of the subcontinent and the world, something must give.

gions of Ghana and Ivory Coast, which together account for more than 60% of global cocoa supply, would become unsuitable for cocoa growing. The objective of the study, which was partially financed by the Bill and Melinda Gates Foundations, was to design future climate scenarios to predict the impact of climate change on the suitability for growing cocoa in the main growing regions of Ghana and Ivory Coast. In Ghana and Ivory Coast the yearly and monthly rainfall will decrease slightly by 2050, except for coastal areas in Ghana, but the yearly and monthly minimum and maximum temperatures will increase by 2030 and continue to increase by 2050. Overall climate becomes less seasonal in terms of variation throughout the year with temperature in specific districts increasing by about 1.2°C by 2030 and of 2.1°C by 2050 and less seasonal in precipitation with the number of dry months decreasing from four to three. The implications are that the distribution of suitability within the current cocoagrowing areas in Ghana and Ivory Coast in general will decrease quite seriously by 2050 because of the temperature increases. Higher temperatures mean that more water evaporates into the air from leaves and earth, leaving less behind for cocoa trees – a process

agement to the new conditions. Therefore, without empowering and investing in small-scale farmers, the industry will struggle to provide sufficient supply. In fact, these small-scale family farmers, most of whom have never tasted a bar of chocolate, live in chronic poverty. Without a strong and effective intervention from major chocolate companies, it is more likely that they will simply switch to more lucrative crops like palm oil or rubber, accelerating the negative trend in cocoa availability. In this context, chocolate companies have to invest more money in sustainability programs to improve the livelihoods of cocoa farmers. According to the Earth Security Index 2015, multinational companies as well as countries like Switzerland, which is the global hub of the lucrative chocolate trade, need to do much more to prevent a future supply chain crisis. Some companies, for example Barry Callebaut (which alone processes almost a quarter of the world’s cocoa beans), are encouraging cocoa farmers to plant shade trees, including valuable timber trees. These trees will not only provide shade to protect the cocoa trees, but they will also provide an income when the aging plantation has to be replanted, bridging the income gap until new trees start bearing fruit. As clearly stated in the study released by the International Center for Tropical Agriculture: “the winners will be those who are prepared for change and know how to adapt.” In the meantime, keep calm and eat chocolate… before it’s too late!

The cocoa tree only grows in equatorial climates where significant areas of land may no longer be suitable for cocoa growing. Moreover, cocoa is a major cash crop of the tropical forest, and export earnings from its sales form a major part of the economics of those countries in equatorial Africa, Southeast Asia, and Latin America where small-scale family farmers rely completely on cocoa production for living. According to the 2012 Cocoa Barometer Report, around 90% of world cocoa is produced on small family farms, with an estimated 20 million smallholders and rural workers depending directly on cocoa for their livelihood. Cocoa trees play an absolutely critical role in rural life and many of these farmers use the cocoa trees like “ATM machines: they pick some pods and sell them to quickly raise cash for school fees and medical expenses.” The decline in cocoa production will uncover the fragility of farmers’ reliance on a single crop to make a living and, even if some areas remain suitable for cocoa, this will happen only when the Carlo Clini is an Associate Fellow of The farmers adapt their agronomic manInstitute for Environmental Security.

The Generation to Enjoy Peace? Lahpai Seng Raw

e are at a critical juncture in our history, more promising than at any time in recent memory. The country will have a civilian-majority government that came to office through the votes of a multitude of smaller nationality groups for a pan-national party promising political change. If this political transition is to succeed, poverty must be alleviated, corruption curtailed, drug abuse radically reduced, and a host of other social crises addressed that have long blighted our country. At the beginning of the year my son came to the Kachin state with his newly-wed bride to receive our blessings for his marriage. For the first time I began to think about becoming a grandmother, holding a tiny grandchild and then actually thinking that, at some time in the future, I would welcome a granddaughter or grandson to our home for another happy wedding. What can I pass on to this future generation? What will unfold before their eyes? Snow-capped mountains and orchids hidden in deep forests? Streams rushing downhill to join the great Irrawaddy? Flourishing farmlands? I had a vision of reforested hills in Hpakant, travellers gathering pleasure from the peaceful countryside where camps for internally-displaced persons now dot the hills. I saw organic farmers, where today great swathes of monocultures for export have now displaced the original owners. And I could imagine thriving universities, where drug-addicted young people presently waste away their lives. These reflections are not simply personal, but concerns that every parent has in our country today. We are now at a critical juncture in our history, more promising than at any time in recent memory. For the first time since the 1950s, the country will have a civilian-majority government that came to office through the votes of a multitude of smaller nationality groups for a pan-national party promising political change. For non-Burman peoples, however, an underlying question remains, as it has in every political era since independence in 1948: can a multi-ethnic country of such cultural vibrancy and diversity be governed by a party that appears to be led by one majority group?

Problems Confronting the New Government The transition to democracy in Myanmar has taken over 25 years, and it is still far from complete. The writing of the most recent constitution took 17 years, and it is still not democratic in many respects. Now, the largely civilian government of the National League for Democracy must deal with a multitude of problems. First and foremost, there is the continuing civil war, which has cost so many lives, disrupted entire communities and prevented the development of a modern state such as we see in other ASEAN countries. Then there is the need for fundamental reform in many aspects of national life, including the judiciary, economics, infrastructure, education and health. And, if political transition is to succeed, poverty must be alleviated, corruption curtailed, drug abuse radically reduced, and a host of other social crises addressed that have long blighted our country. The road ahead will not be easy for the NLD. With such a national mandate, voters have high expectations, so the party faces pressures not to stumble too obviously as it makes its way in establishing a new government. The NLD must be visibly active in the areas that it has emphasised, notably peace and the rule of law, and it must be able to make recognisable progress in the welfare of the poorer and least-advantaged sectors of society. At the same time, NLD members have long been marginalised or faced repression because political opposition was not tolerated by previous military-led governments. In consequence, many party officials lack expertise and experience in governing, so capacity-building must be undertaken and outside expertise may be called for. Moreover, under the terms of the 2008 constitution, the national armed forces (Tatmadaw) are still able to influence, block or control many political issues and developments. This is through three special preserves: the reservation for military appointees of 25% of all members in the national and local legislatures; the military’s right to appoint the ministers of Defence, Borders and Home Affairs and effect decision-making in the civil service down to the village-level through the General Administration Department; and the majority of military officers on the Defence and Security Council, which is the highest state institution in the country. In effect, despite the overwhelming support of voters, the newly-elected government of the NLD will remain dependent on the goodwill of the armed forces to exercise power and initiate social and political change. For the moment, speculation is rife as to how the new government and legislatures will function. This is understandable as the country faces change after decades of military rule. For example, there are concerns as to whether the armed forces are ready to move forward more rapidly on the road towards democracy. In particular, there are rumours that military leaders still want to have more powers and posts in the country, not least in the ethnic states that are rich in natural resources and continue to suffer from conflict. However, the intentions expressed by the NLD and its first appointments in parliament have generally been seen as positive so far. In Daw Aung San Suu Kyi's speeches and in the manifest of the party, it has been clearly stated that the party intends to form an inclusive, coalition-style government. The establishment of peace will be prioritised; a genuine federal system will be supported; and the party will "work to ensure a fair distribution across the country of the profits from natural resource extraction, in accordance with the principles of a federal union." Most recently in her message to the organisers of the Mon National Day celebrations, Daw Suu again emphasised the party’s support for a "genuine federal system in Burma, with equal rights and self-determination" for all. After decades of political impasse, these are encouraging words to all our country’s peoples. What are the key issues at this critical juncture? Given the multitude of tasks and obstacles that the NLD government must face, this raises the question of what the Kachins, like other marginalised peoples, must focus upon now? What problems and what strategies demand the most immediate attention? The situation at the moment appears open on the surface but it is not transparent underneath. In particular, the outcome of Daw Suu’s meetings with the military and retiring president is not yet known, and this is causing political uncertainties. In the meantime, it seems to me that it is of utmost importance for all citizens and communities to grasp opportunities to engage with the NLD and find common ground on the most pressing issues in our lives. The following issues can immediately be highlighted: the need for • an inclusive ceasefire, an end to human rights abuses

and subsequent peace process for all peoples • putting a halt to natural resource exploitation, including the jade plunder at Hpakant, and initiating the sustainable management of all natural resources • the guarantee of feasibility studies, based upon international standards, that measure each project’s social and environmental impact and involve local communities in decision-making and benefit-sharing • land reform and the security of land tenure through legislation, with special attention on conservation and sustainable use • drug eradication, eliminating production, supporting local communities and farmers, combating trading networks and corruption, and reducing addiction • the final ending of the threat of the Myitsone Dam construction, not just by its suspension but by cancellation for all time. It must be emphasised, as demonstrated by the Save the Irrawaddy campaign, that the threat of the Myitsone Dam represents a national crisis that unites all citizens and peoples in our country, transcending ethnicity and religious affiliation.

In facing up to these tasks, it needs to be recognised that the political landscape has changed with the result of the 2015 general election. Many Kachin voters – like other nationality peoples – chose Aung San Suu Kyi and the NLD. This means that, while political hopes and aspirations remain the same, we are not – or cannot justifiably be – any longer in a state of “opposition” to the ruling party as was the case in the past when the Union Solidarity and Development Party led the government. This means the need for more cooperation, more focus on common goals, and more consciousness that every agreement and political decision should be made with the intention to create a “win-win” situation among all peoples. And this, in turn, means that not only specific “Kachin” but also “national” goals from the perspective of the NLD must be kept in mind. Successful reform must be built upon a two-way exchange between the communities and government, and this requires that the new government engages with the real concerns and representatives of the people and not rely on token appointments or symbolic acts that too often characterised national politics during the parliamentary era of the 1950s. With this in mind, there are many reasons to look forward positively in addressing the grave social and political challenges listed above. Almost all are concerns that are deeply shared with the Burman majority. If the civil war is brought to a close, soldiers from every ethnic background can return home. If resource governance improves, all peoples will benefit because the extractive industries are scattered throughout all states and regions. And if land tenure becomes more secure and the Irrawaddy River flows freely into the future, farmers and communities across the country can enjoy prosperity and security. In short, resolving these grave social and political issues will bring benefits to all; they should not be simply the concern of one people or part of the country. In the coming months, then, there needs to be a renewed sense of ambition and hope. We all have an ally in the prospect of democratic government that we must seek to engage with. After decades of impasse and military rule, the success of the NLD government will be of the upmost importance to the development of a sustainable peace, a real democracy and a growing economy. It is surely in our interest, in the interest of our political parties, our civil society organisations and our people as a whole, to support and contribute to this process in any way possible. And this need for cooperation should not be simply an issue for the relationship of communities with the NLD or new government. This need for reconciliation and collaboration is equally true among all ethnic nationalities as well. At this critical moment of change, it is equally important to find common ground among ourselves, finding compromises where they are needed and taking the same paths toward shared goals. Our objective should be to participate in and contribute to forums, negotiations and agreements that will resolve conflict and relieve ethnic grievances. In summary, at the dawn of the NLD government, it is vital that new cycles of instability and unrest do not begin due to political inertia or the renewed marginalisation of any people or party once again. Conflict and Peace Because of Myanmar’s troubled history, it is important to remain informed and realistic. There have been too many unfulfilled promises and disappointments before. Most recently, the so-called “nationwide ceasefire agreement” has proven to be just the contrary: a spark to set off new armed conflicts that are now flaring up between signatories and non-signatories, with reports that the Tatmadaw has opened up a new front to support one nationality force in trying to take over new territory. The “nationwide ceasefire agreement” presently appears anything but these three words. In this vacuum, we Kachins and other nationality peoples should therefore take every opportunity to engage with the NLD and new government on the vital subject of conflict resolution. Up until now, the NLD has kept its distance on recent peace talks and may not yet be very knowledgeable. On the other hand, the NLD’s distance has left room for negotiators from the ethnic armed organisations to develop their ideas in preceding years. On a positive note, it has also been reported that leaders of the main ethnic alliance, the United Nationalities Federal Council, have now formed a committee to hold dialogue with an NLD-led government, and they have also said that they are on the same side as the NLD in their views on federalism and other key issues of ethnic reform. Of course, many challenges lie ahead, both in the detail and processes for peace and reform. In the future, for example, it may be necessary to open up dialogue to include additional issues and initiate parallel processes for topics that are not strictly military or political, with a committee to coordinate between them. But whatever the structures for dialogue and political agreement, it will be essential to: • ensure peace talks are genuinely inclusive and open to all peoples

• include new stakeholders in negotiations from broader sectors of society, especially women • consider third-party facilitators • monitor ceasefires effectively • halt offensives and guarantee the withdrawal of Tatmadaw combatants as well, perhaps through reducing numbers step-by-step or retreating from one area after the other • disband government-created militias that do not represent the interests of any community or nationality group but control areas where the state cannot exercise its power • organise humanitarian access for internally-displaced persons and support their voluntary resettlement • define the future role of ethnic armed forces • encourage the national armed forces to revise the last of its six principles: “to march towards a democratic country in accord with the 2008 Constitution”. This last need is especially sensitive and requires handling with care. It will mean Tatmadaw leaders dropping their insistence on maintaining every aspect of the 2008 constitution. But for political reform to move forward, it will be an increasing contradiction to try and create a representative and democratic political system in accord with a constitution that explicitly stipulates that a quarter of the parliament must be reserved for military appointees who are not elected. For its part, the NLD has not been very concrete about its peace talk intentions. Nevertheless, in the light of the NCA failure, ethnic nationality leaders should use the advent of a new government and this time of change to seek to improve the composition and process of the negotiations. Many areas for improvement could be picked out. But to highlight just one longneglected issue: there is a real need to include more women in all levels of dialogue. This is not simply a “gender-equality” question or because women are often the greatest victims of conflict. Rather, the equitable inclusion of women will be a real contribution to the peaceful resolution of a critical and life-defining issue for both the communities and nation. Recently, for example, a study by the Peterson Institute in Washington, which covered 22,000 companies in 91 countries, demonstrated that the more woman are employed in middle and upper management the more profitable the business becomes. If, in fact, the number of women in senior management rose from 0 to 30 per cent the profitability of the concern rose by 15 per cent. This trend held true everywhere, and it is doubtless true for any institution in which women are active. The lesson is clear. The inclusion of women benefits society in general, and it is a necessity in terms of the human rights, democracy and economic progress that our country has long needed. Let us hope therefore that future generations can look back with pride at a central role for women in our country’s peace process as a model for inspiration and success. For too long, the unhelpful reality has been one of exclusion and neglect. Resource Management and Resource Sharing Like all nationalities, the final key area of concern for the Kachin people is that of the management of natural resources. The regulation of extractive industries and the distribution of the benefits or revenues is a complicated process and should not be undertaken without the necessary expertise. But however it is conducted, it needs to be coordinated under a process of decentralisation or, in Myanmar’s case, federalisation as the most commonly-agreed goal. Presently, step-by-step decentralisation appears a realistic prospect, but the establishment of federalism depends on constitutional change that could require time. In the meantime, it is reasonable to: • focus on a discussion – perhaps within the framework of a future Union Peace Dialogue – of how a sharing system can be administered • negotiate with the government to slowly delegate resource management and expenditure responsibilities to local officials to enable them to gain competency • negotiate with the central government to combat and reduce illegal mining, smuggling and under-reporting and make information available to local governments so that they can verify the value of minerals extracted and be assured that they get their fair share. Conclusion It is easy to aspire to laudable goals. But in Myanmar we have already learned from bitter history to be realistic and that we cannot hope for immediate results in every challenge that we face. Progress is only likely to be incremental: one small change for the better, one after another. In the meantime, we must always be ready to grasp opportunities as they turn up in order to maintain our focus, to initiate suitable measures and to reach our goals. This will mean combining efforts to mobilise public support with the work of civil society organisations, with local and national parliamentary backing, and with legal measures to end conflict and deal with poverty, corruption and impunity. We need, however, to be prepared for new difficulties as we deal with the legacies of the past. National transition is unlikely to be a smooth path. A current example is the question of poppy-growing and drug eradication in the Kachin and Shan states which has come to a head with the activities of the anti-narcotics Pat Jasan organisation. Here we see conflicting imperatives on the local level tied up with powerful stakeholders on the national level. Longsuffering communities seeking to take action on issues that harm their lives are threatened by local militias often connected to influential interests in the previous government, who are complicit in drug trafficking. At the same time, farmers deprived of their livelihoods need an alternative which frees them from dependence on illegal trade. All such issues need to be addressed if they are not to undermine the prospects of national dialogue and peace-building in our country. While the peoples suffer, resources, trade and conflict have become closely inter-linked. This means that, in the coming years, we must bundle diverse strategies together to achieve agreements with the relevant parties on issues that are of urgent importance to us all. Whatever the difficulties, we must sustain national focus on these critical issues, seek ways and means to include all stakeholders, lend our strength to the civil government and legislatures as peace moves forward, and avoid threatening the chances of urgently-needed success. We can only wish for the success of the first democratically-elected, civilian government since 1960, now so many long years ago. I have a simple vision of peace in my native Kachin land: a healthy environment and fair chances for my grandchildren. Is that too much to expect? After struggling for 55 years since conflict began in 1961, is this too much to hope for? We must dare to dream and we must dare to join all efforts to achieve the necessary change. Chinese Economic Crisis and its Impact on Indian Economy

hina being one of the largest countries in the world has always been a smart economy in almost every aspect of economic growth. In comparison to India, China has made tremendous moves in reaping the benefits of globalisation. For instance, over the past decade, FDI flows in India have averaged around 0.5 per cent of GDP, against five per cent for China. However, the recent slowdown of the Chinese economy has drawn scrutiny on the policy decisions in running this largest economy. This problem is clearly seen as the Chinese economy expanded at its slowest pace in 24 years at 7.4 per cent in 2014.Now this process in China will surely have some impact on the global economy. China is India’s largest trading partner and hence some impact can be expected on the Indian economy too. As far as negative impact is concerned, our automobile industry will suffer some setbacks. However, the most important impact of the Chinese problem will be more prominent from the government’s actions in the foreign exchange market. For example, if the Chinese Government takes consistent steps in devaluating their currency to attain immediate growth the entire global market will be flooded with Chinese goods which will surely affect India’s exports. The recent slowdown in China’s economy is also manifested in its industrial sector. This slowdown is advantages for India to catch up in the economic race. India’s long term prospects now look stronger. While China is facing shrinkage in the working-age population, India is enjoying a surge in manpower. As a rapidly growing economy, India is a decade behind China, considering the basic indicator of income. Every percentage point growth differentiated in the coming years will expand the gap between the two countries. Therefore, a lot depends on how fast the two economies grow in the coming years. Any downturn in the global economy will have repercussions on India’s fiscal growth .While investors pull out funds from China; India is still an attractive market destination. The fall in the equity markets is ephemeral. But the biggest losers from China crisis could be the Government of India’s ambitious’ disinvestment plans’ and the much needed’ capital infusion’ in the public sector banks. The downturn may be good for ‘smart cities’ and deficit-cum- inflation management but bad for automobile manufacturers. Gold might shine and mobiles can be cheaper. The lower commodity prices could work towards India’s ascendancy as it tries to revive its manufacturing sector and attract foreign companies to ‘Make in India’. The Indian export sectors that could be affected due to the Chinese economic downturn include textiles, garments, automobiles, etc.The devaluation of the Chinese currency is expected to make India’s exports expensive and widen the trade deficit with China. However, India’s push for infrastructural development perhaps could get boost from cheaper Chinese funds and resources. Chinese cooperation in the development of India’s high-speed rail network, renewable energy sector and smart cities could become more possible in the wake of reduced possibilities and opportunities for Chinese companies in their home country. China’s Gross Domestic Product (GDP) growth rate drastically declined to 6.9 per cent in 2015 than the previous fiscal’s 7.3 per cent which was the lowest ever since 1990. Narendra Modi’s key economic policy-that is aimed at attracting more FDI (Foreign Direct Investment) can suffer a setback. In order to push the growth rate if the Chinese Government adopts fiscal measures the Indian markets will be flooded with Chinese goods at lower prices. Eventually this would not only restrict India’s exports but also pose a threat to the indigenous industrial output to some extent. India needs an expanding export market. But China’s economic slowdown affects the count of some exporting commodities like engineering product, cotton, etc. Driven by the weak demand from China. As per a November- December 2015 report the decline of engineering products export was down by 15.68 per cent at USD 5.58 billion. Now India is facing a trade deficit. But in another aspect this slowdown will lead to lower level commodity prices in India which can also indicate lower inflation and higher GDP.The decline in the copper and iron export has decreased the market prices of these material significantly. The slowdown in China’s economy must encourage Indian manufacturing companies to start making its own goods, at least for domestic consumption. India must go ahead with the ‘Make in India’ tag from India. It must be ensured that newer export markets are ventured into. China’s weakening growth and volatile stock markets have drawn global attention in recent months sparking concerns about their impact on the already fragile global economy. But some suggest that they also present opportunities for some several countries. The slowing growth is partly attributed to the Chinese Government’s efforts to reconfigure the country from an export-reliant economy to one driven b domestic demand. South Asian countries like India can venture to capture some of China’s excess capacity with fresh investment in infrastructure and making their manufacturing sector competitive. However, India will have a bad impact from the China’s slowdown as the impact would be visible on India’s export of cotton, copper and iron and steel which could further lower India’s export to China. Overall China’s volatile stock markets could become a boon for Indian stock markets. The slowdown of china coupled with increasing manufacturing cost, provides great opportunity to India to attract FDI as it has a huge consumer base. KolKaTa, april 11 (iaNS): Braving the sweltering heat and oppressive humidity, people turned out in huge numbers on Monday to exercise their right to franchise in the West Bengal assembly polls in 31 constituencies, amid reports of sporadic violence and intimidation. The opposition parties accused the ruling Trinamool Congress of resorting to widespread violence during the day, when the second part of the first phase of the assembly election took place covering 13 constituencies in West Midnapore and nine each in Bankura and Burdwan districts. According to Election Commis-

sion officials, between 75 and close to 85 percent polling was seen in the three districts till 5 p.m. However, till 8 p.m., the officials could not provide the final overall percentage. At least 13 people were injured in a clash between political rivals at Jamuria of Burdwan district. "Three-four people have been detained," said a police officer. An electorate of nearly 70 lakh (69,79,788) were eligible to choose their representatives from 163 candidates -- 21 of them women -- across 8,465 polling station. Polling for the remaining phases will be held on April 17, 21, 25, 30 and May 5.

Kollam april 11 (pTi): Police has registered a case against six persons, including members of temple managing committee and associates of firework contractors, on attempt to murder and other charges in connection with the Putttingal Devi temple fire tragedy, even as the toll rose to 109. Five persons have also been held for questioning but the police did not the reveal the identity of those booked and detained. The accused were charged under Section 307 (attempt to murder) and 308 (attempt to commit culpable homicide) of IPC and Section four of the Explosives Substances Act, police said. "The crime branch has initiated the investigation by collecting evidence from the mishap spot at the temple complex," ADGP (Crime Branch) S Ananthakrishnan, heading the Crime Branch special investigation team, told PTI here. "More persons will be included as accused after collecting documents and evidence," Ananthakrishnan said. Among the accused are associates of two contractors, Surendran and Krishnakutty, who conducted

Court Judge as also a probe by Crime Branch. The tragedy had struck around 3.30 AM during a display of fireworks at the temple complex, where thousands of people had gathered to witness it. The mishap occurred as sparks of the fireworks fell on the storeroom 'Kambapura' and the fire crackers kept there exploded with a deafening noise. The blaze spread quickly trapping devotees within the complex.

Haridwar, april 11 (iaNS): Hindu seer Swami Swaroopanand Saraswati on Monday said the shocking Kerala temple tragedy occurred due to women forcibly entering the Shani Shingnapur temple in Maharashtra, which a tradition of over four centuries earlier banned. The fire tragedy at the Puttingal Devi temple in Kerala on Sunday left at least 112 people killed and 327 severely injured and undergoing treatment in hospitals. The Shankracharya of Dwaraka Peetham told reporters here that even the draught situation in Maharashtra was the result of people worshipping Sai Baba of Shirdi. Rejecting Sai Baba and Shani as gods, the Hindu seer said it is due to their worship that the water crisis in Maharashtra has worsened. He called on women to not worship Sai Baba and Shani. Swami Swaroopanand has been a strong opponent of Shirdi Sai Baba for which he had even called a 'Dharm Sansad'.

Three Indian medical students stabbed; two dead, one injured NEw dElHi, april 11 (pTi): Two Indian students at a medical college in Ukraine were stabbed to death while another sustained injuries in the attack even as the police have apprehended some Ukraine nationals in the case. "I am sorry two Indian students were stabbed to death in Ukraine on April 10. Another is recuperating in hospital," External Affairs Minister Sushma Swaraj tweeted. She said based on the statement of Chauhan, the police have apprehended Ukraine nationals while they were trying to cross the Ukraine border. "Passports/ documents of the Indian students and blood-stained knife were reportedly recovered" from them, MEA Spokesperson Vikas Swarup said. "Our Embassy is in touch with authorities and monitoring the case. My heartfelt condolences to bereaved families. We promise them all help," the minister said. The students, who were from Uzhgorod Medical College (Ukraine), were stabbed by three Ukrainian nationals at around 3 AM in the morning of Sunday, yesterday, Swarup said. Supreme Court recalls order exempting private medical colleges from NEET

NEw dElHi, april 11 (iaNS): The Supreme Court on Monday recalled its 2013 verdict quashing a Medical Council of India (MCI) notification mandating common National Entrance-cum-Eligibility Test (NEET) both for undergraduate and postgraduate medical and dental courses in government and private institutions. Allowing the plea for the review of its July 18, 2013 order, the constitution bench of Justice Anil R. Dave, Justice A.K. Sikri, Justice R.K. Agrawal, Justice Adarsh Kumar Goel and Justice R. Banumathi recalled the 2013 verdict that paved the way for the private medical college not to admit the students coming through NEET and directed fresh hearing of the matter. The recall means that now more than 600 privately-run and minority medical institutions will have to draw their students from the list of the successful candidate who had appeared for NEET and they would not be able to conduct their own entrance examinations. The review was sought by the MCI and A.P. Private Medical and Dental Colleges. Recalling the order, the bench said: "After giving our thoughtful and due consideration, we are of the view that the judgment delivered in Christian Medical College (supra) needs reconsideration. We do not propose to state reasons in detail at this stage

so as to see that it may not prejudicially affect the hearing of the matters." It also recorded that the judgment recalled had not taken into consideration some of the "binding precedents" and there was no discussion among the three judges before the pronouncement of the judgment. The then bench of then Chief Justice Altamas Kabir, Justice Vikramajit Sen (both now retired) and Justice Dave by a majority judgment of two had quashed the MCI notifcation for coming entrance test through NEET. However, Justice Dave had differed. Pronouncing the majority judgment, then Chief Justice Kabir said: "We also have no hesitation in holding that the Medical Council of India is not empowered under the 1956 Act to actually conduct the NEET" and introducing it was beyond its domain as the 'Regulations on Graduate Medical Education (Amendment) 2010 (Part II)' and the 'Post Graduate Medical Education (Amendment) Regulation, 2010 (Part II)' were ultra vires the provisions of articles 19(1) (g), 25, 26(a), 29(1) and 30(1) of the constitution. The majority judgment questioned the practical aspect of holding a single NEET as "in a single window competition, the disparity in educational standards in different parts of the country cannot ensure a level playing field". On the other hand, Justice Dave in

his dissenting minority judgment had held "it cannot be said that introduction of the NEET would either violate any of the fundamental or legal rights of the petitioners or even adversely affect the medical profession". "In my opinion, introduction of the NEET would ensure more transparency and less hardship to the students eager to join the medical profession," he said, wondering how the autonomy of the said institutions would be adversely affected because of the NEET. The petitioners seeking the recall of July 18 order had contended that the majority judgment had "failed to appreciate that a common test would not frustrate the fundamental rights guaranteed under articles 25, 26, 29, and 30 of the constitution". It had further contended by them that the majority judgment had "made an error in not appreciating that a common entrance test can by no stretch of imagination curtail the fundamental right to carry own profession guaranteed under article 19 (1) (g)" and the "right to carry own profession by running a business of medical institution cannot grant unfettered right of admitting undeserving students". It is for the apex body of the professionals like MCI or DCI to decide as to what type of students should undergo the professional training," it added.

NEw dElHi, april 11 (iaNS): The central government has constituted a three-member committee to address the issues related to content regulation in government advertising, it was announced on Monday.The committee would be chaired by B.B. Tandon, former chief election commissioner of India. The members of the committee are Rajat Sharma, chairman and editor-in-chief of India TV, and Piyush Pandey, executive chairman and creative director, South Asia, Ogilvy and Mather, an official statement said. The Supreme Court directed the government in May last year to constitute a body for ironing out the creases that are bound to show from time to time in implementation of its ruling on content regulation of government advertising. According to the terms of reference, the committee would, inter-alia, address complaints from the general public of violation on the implementation of the guidelines set out by apex court, it added.

Schools closed in Odisha, sunstroke toll 19

BHuBaNESwar, april 11 (iaNS): The Odisha government on Monday announced the closure of schools till April 20 in view of the prevailing heat wave in the state, where 19 deaths due to sun stroke have so far been reported. Normal life continued to remain affected in Odisha as the mercury hovered above 40 degrees Celsius in most parts of the state. A meteorological office release here said 17 places in Odisha recorded temperatures above 40 degrees while Talcher, Sundargarh and Chandbali recorded above 43 degrees. The state capital recorded a high of 45.8 degrees, the highest for the month since 1985 when it was 45 degrees on April 23 that year. The Met department said intense heat wave would continue for a week. "Since there seems no respite from the heat wave, we decided that schools will remain closed till April 20. If examinations are scheduled to be held during these holidays, school authorities concerned will fix the timings in morning or evening hours," said Special Relief Commissioner P.K. Mohapatra. He said the situation will be reviewed after April 20. Bhubaneswar Met centre director Sarat Sahu said the temperature will rise further if sea winds blowing towards the land do not set in early.

‘India's budget for climate adaptation inadequate’

NEw dElHi, april 11 (THomSoN rEuTErS FouNdaTioN): The Indian government has come under fire after allocating 3.5 billion rupees ($52.8 million) for climate change adaptation over the next two financial years, a sum which environmental experts say is woefully inadequate given the size of the country and the challenges it faces. In a written response to a question by a member of Parliament during a session to discuss the upcoming budget, Prakash Javadekar, India's environment minister, said that the sum allocated to the National Adaptation Fund on Climate Change (NAFCC) will cover the two financial years 2015-16 and 2016-17. He also said that the adaptation

the country, both rural and urban, will need help dealing with climate change. "Dryland and wetland areas, apart from the major mountain ranges, are of course extremely important but we do feel that increasing priority needs to be paid to rapidly emerging urban areas ... which (are) witnessing inward migration, and where most of the urban population growth is likely to take place," she said. Mehta highlighted particular problems in the Sunderbans, a lowlying southern delta area. People are migrating away from the hard-hit area because of erosion and rising sea level, she said. Sundarbans coast is retreating by up to 200 metres (660 feet) per year. Mehta said that the government's allocation of funds for climate adaptation was "a start but not enough". She added that decisions on which areas receive funds are often shaped by political factors such as pleasing groups of voters, expediency and the whims of political leaders. "The money needs to be spent wisely and really reach the people who need it the most and not be lost on white elephants or through corruption," Mehta wrote. Sanjay Vasisht, director of the Climate Action Network South Asia, an advocacy group, said he also believed the sum allocated for climate adaptation was too little.

"The amount required is much bigger," he said, though he noted that there are no credible estimates of how much actually would be required to adequately deal with climate change. Vasisht believes that the most reliable source of funding for climate change adaptation could be the National Clean Energy Fund, which has received more than $2.5 billion from a carbon tax introduced by the government in 2010 on industries - such as steel production - that use large quantities of coal. The tax is supposed to fund clean energy programmes, but Vasisht said some of it is instead being used to clean up the polluted Ganges river rather than on climate adaptation measures.

Further, the anthropometric attributes -- physical measures of a person’s size, form, and functional capacities, play a significant role in wage regressions in addition to attractiveness, showing that body size cannot be dismissed as a simple component of beauty. New Zika-linked brain disorder in adults

CHICAGO, ApRIl 11 (ReuteRS): Scientists in Brazil have uncovered a new brain disorder associated with Zika infections in adults: an autoimmune syndrome called acute disseminated encephalomyelitis, or ADEM, that attacks the brain and spinal cord. Zika has already been linked with the autoimmune disorder Guillain-Barre syndrome, which attacks peripheral nerves outside the brain and spinal cord, causing temporary paralysis that can in some cases require patients to rely on respirators for breathing. The new discovery now shows Zika may provoke an immune attack on the central nervous system as well. The findings add to the growing list of neurological damage associated with Zika. According to the World Health Organization, there is a strong scientific consensus that, in addition to GuillainBarre, Zika can cause the birth defect microcephaly, though conclusive proof may take months or years. causing intense swelling in the brain and spinal cord that damages myelin, the white protective coating surrounding nerve fibers. It results in weakness, numbness and loss of balance and vision, symptoms similar to multiple sclerosis. Brito presented her findings on Sunday at the American Academy of Neurology meeting in Vancouver. The study involved 151 patients who visited her hospital between December 2014 and June 2015. All had been infected with arboviruses, the family of viruses that includes Zika, dengue and chikungunya. Six of these patients developed symptoms consistent with autoimmune disorders. Of these six, four had Guillain-Barre and two had ADEM. In both ADEM cases, brain scans showed damage to white matter. ADEM symptoms typically last about six months. All six patients tested positive for Zika, and all had lingering effects after being discharged from the hospital, with five patients reporting motor dysfunction, one with

vision problems, and one with cognitive decline. At least 13 countries have reported cases of GuillainBarre linked with outbreaks of Zika, according to the World Health Organization, and WHO believes that Zika likely is the cause. Dr. James Sejvar, a neuroepidemiologist for the U.S. Centers for Disease Control and Prevention, said the ADEM cases linked with Zika do not appear to be occurring at the same accelerated rate as cases of Guillain-Barre, but said doctors should be on the lookout for ADEM and other central nervous system illnesses. “Of course, the remaining question is ‘Why?’” Sejvar said. “Why does Zika virus appear to have the strong association with GBS and potential other immune/inflammatory diseases of the nervous system?” Sejvar, who has studied Guillain-Barre Syndrome (GBS) in Brazil and is involved in a major clinical trial of Guillain-Barre in Puerto Rico, said he hopes future studies will shed more light on such questions.

SINGApORe, ApRIl 11 (ReuteRS): A spat between Singapore Prime Minister Lee Hsien Loong and his younger sister has blown into the open, one year after the death of their iron-handed father Lee Kuan Yew, who brooked no discord within the city-state’s political world. Lee’s sister accused the prime minister in a Facebook post of abusing his power and forming a political dynasty, a highly unusual public comment in Singapore. It has sparked an online debate in a country where the Lee family is mostly held in high regard and where several of its critics have been sued for defamation. “I am deeply saddened by my sister Dr. Lee Wei Ling’s claim that I have abused my power to commemorate the one-year anniversary of Mr Lee Kuan Yew’s passing in order to establish a dynasty. The accusations are completely untrue,” the prime minister said in a Facebook page on Sunday evening. It was not immediately clear why the younger Lee accused her brother of forming a political “dynasty” or why she went public with the criticism. There has been no suggestion that any of the prime minister’s children would be keen to enter politics. The prime minister’s post was viewed by about 18,000 readers, many of who commented that they were dismayed and saddened by the spat, and shared over 2,500 times. It was the lead front-page article in the pro-government Straits Times, the country’s biggest newspaper, and also covered by state-owned television. The prime minister’s office declined further comment on Monday. The people of Singapore are not used to political spats. The People’s Action Party, which has ruled the

city-state since it won independence over 50 years ago, works by consensus and open criticism of public figures is rare. The prime minister’s sister, a doctor, said she disapproved of the public activities held by the government in March to mark the first death anniversary of Lee Kuan Yew, Singapore’s founding prime minister. In an article submitted to the Straits Times last month, she had said Lee Kuan Yew would have “cringed at the hero worship just one year after his death”. The newspaper did not publish the article and she posted it online. Straits Times Editor Warren Fernandez said the newspaper’s editors were working with her to get it ready for print. “But some concerns arose, including over the plagiarised paragraphs. In addition, we found her ultimatum to either print her piece unedited or she would go online, totally unacceptable.” In a Facebook post detailing her exchanges with the newspaper’s editors, which has since been removed, the sister said, using the initials of her brother and father: “HL has no qualms about abusing his power to hv (sic) a commemoration just one year after LKY died” and that “if the power that be wants to establish a dynasty, LKY’s daughter will not allow LKY’s name to be sullied by a dishonourable son.” She has also denied plagiarism. He was born in 1935 and throughout all his youth and old age; he faithfully served the Naga nation until he breathed his last in Kohima on April 8, 2016. He bore the Naga army serial number 10634. I am sure many denizens of Kohima town had seen him, but most of them would not have known that he was a Lieutenant Colonel of the Naga Army. e live in an age of extremes. In the classic novel, “A Tale of Two Cities,” Charles Dickens’s opening lines vividly captures such prevailing extremities in the human society. We are in a situation where everything is in superlative. For instance, the rich are getting richer, while the poor poorer everyday. The dilemma is how to bridge the gap in such a situation. Well, I think, the case study of the wonder “Apple” can be an interesting entry point. To clear any further doubt, one may very well pose a valuable question: what is so special or amazing about the six-letters word A-P-P-L-E? For an ordinary person, an apple is just a fruit which is as juicy and delicious as an orange. For a doctor, it is an essential food item which is rich in nutrients that keeps the body healthy and fit. For a fruit seller, apple can guarantee maximum profit in the market. However, does the above descriptions of apple make apple any more special than just being a fruit? Certainly, it is not. It seems that there is a missing link. Let us, therefore, try to identify this link. The word “Apple” is repeatedly associated with multiple events and episodes in human history. There are at least three such path-breaking episodes. Each of the episodes remains an important reference point. Firstly, the apple fruit seems to be the turning point in the love affair between the legendary couple. Secondly, an apple happened to hit someone’s head really hard. Thirdly, and perhaps under the technological revolution,

We believe that the Government of India is not sincere and honest to solve the issue, if you are really sincere, honest and concerned you should not have entered into a ceasefire, with a faction alone. Or if you are sincere, you should straightly and frankly tell the NSCN IM faction to go and unite with their people first and then come, instead of divide and manipulate the public to achieve their own agenda, as I have to say they have done. We know the motive behind your ceasefire, that was, in order to sabotage The Atlanta Talk (USA) arranged by the North American Baptist Peace Fellowship to unite the Naga National Workers in 1997.

The then Government of India frantically pursued and persuaded the NSCN IM to enter ceasefire on the terms that the talk would be: unconditional, on the highest level, that is Prime Minister level and in a third country. Later on, the NSCN IM leadership were lured into India as their honor guest and then turned the ceasefire terms from unconditional to conditional, from highest level to interlocutor level and from third country to India. Then, betrayed the NSCN IM leaders. On the other hand, how can the world or the Nagas have confidence on the NSCN IM faction, when they are camped in the enemy capital, enjoying their hospitality as a very, very important status, enjoying the highest Z-plus category security? How can they allow themselves to be patronized by the enemy? It is themselves to be blamed. Do not take the people for granted. You are only exposing who you are. We wish you to be realistic or the issue will remain unsolved for many more years!

an apple is reborn, let’s say, the return of the “prodigal apple.” All of them are equally worth analysing. Somehow, there is a common thread running across the entire episodes. The first episode is widely discussed in the Judeo-Christian worldview. The story or the myth of the apple finds its relevance in the figurative “Eden Garden.” This episode is an eye opening moment for the couple, Adam and Eve. Unfortunately, the apple is trademarked for the wrong reason. It exposes the fallen nature and the nakedness of humankind. However, as in Ecclesiastes, it is only a matter of time. The same history is re-written under the new covenant. If asked about the title of such a text, I would put it this way – “From Eden to Gethsemane Garden.” The second episode is a rather funny incident. On a hot sunny day, a lazy young man was sitting under an apple tree. His name is Isaac Newton. Oh, what a drama! An apple fell down, hit him on the head, and suddenly he had turned into a genius. What a fortunate person! Thanks to that apple, he was ultimately credited with the “Universal Law of Gravitation” - a ground breaking scientific discovery which remains so significant in the history of modern science. The third episode is quite trendy. There is a radical shift. Not surprisingly, as we know, this apple is no more a fruit but a gadget. It is now available every-

where, both in online and inside the company’s showroom. In fact, apple gadgets such as laptop, iphone and ipad are uniquely featured. They function within a highly operating system. Let’s pause for a while and pose another question. Isn’t Steve Jobs, a college dropout himself, also the founder and CEO of Apple Inc? Well, he must have been struck by the same apple. Amazing indeed! It has impacted thousands of lives around the globe. Will there be more eureka moments in our times? Now I must say that there is possibly a forthcoming episode, i.e., the fourth episode. Believe it or not, if such episode will ever occur again, it must be an apocalyptic one. Why? Let alone the apple fruit in the garden, it is even more unlikely to feature in the company’s showrooms as a portable gadget. On the contrary, I suppose it would emanate from within oneself. It would then serve as an intangible asset in the social realms which will ultimately connect people, not virtually, but face to face in everyday life. The challenging question arises – have we ever been struck by an apple? The above question takes me back to the memory lane. Like most of today’s new born babies, I must have been born modern too, at least in one sense. How? The day I stepped into the school, I was taught this – “A for Apple.” Imagine, who would think that this phrase “A

for Apple” would carry a person so far in life? Surely, there is an open secret about this apple. It has penetrated into both the urban and rural masses, including the poorest of the poor. No wonder, societies have undergone transformation. Now, the realisation is – if such apple is grown years back in our society, isn’t it high time that the same apple falls and strikes us hard? Consider our present context. On the one end of the spectrum, we are virtually connected with unlimited 24/7 Wi-Fi/ internet facilities. The magical touch screen is at our disposal. On the other end of the spectrum, we seem to have lost track of the people whose lives are to be prioritized. The gap between the two spectrums is alarmingly wide. Few burning questions are inevitable here. What would our festivals mean when the hungry are dying? What would development mean when the margins are displaced? What would extravaganza mean when the state is running into huge deficit? What would employment mean without dignity of work? What would unity mean if differences are not adequately addressed? In the wake of such paradoxes, the goldmine field of humanity is at stake. In a time such as this, who will stand in the gap of our people? Perhaps, the rare wonder apple in you and me must fall and strike us sooner or later. It must wake us up from our complacency and slumber. It must prompt us to move beyond our normality. Who knows, it could be the last apple worth falling ever.

Naga bands to join Hard Rock Café tour 2016 The Jungle Book Movie Review

op bands from Nagaland will be joining Hard Rock Ca f é To u r 2016, commencing next month. This was announced by parliamentary secretary for Music Task Force, Youth Resources & Sports and State Lotteries Khriehu Liezietsu. The Hard Rock Café Tour 2016 is an initiative of Music Task Force (MTF) to

promote professional Naga bands around the country with the support of The Hard Rock Café and Rollingstone India. The Tour is coordinated by Dream Corp, Nagaland, said Liezietsu while addressing a press conference here today at Dream Café. Under this music initiative, the best of the best bands from Nagaland will be selected to perform at two Hard Rock Café’s every

month in Delhi and Mumbai starting from May. Alobo Naga and The Band will kick start the tour on May 12 at Hard Rock Café, Delhi, followed by Divine Connection in June this year. Other names will be announced soon, Liezietsu said. The parliamentary secretary said the vision for such an initiative is to associate Nagaland and its musicians with international brands.

The initiative is also to expose Naga musicians to serious music audiences across the country, give them greater visibility and earning opportunity. Theja Meru thanked Hard Rock Café, Rollingstone India and MTF for coming together to push forward this event so that “our musicians are not just play to each other at home but play to global audiences” across the country.

Varun Dhawan to voice ‘Captain America’ in Hindi

ollywood actor Varun Dhawan is all set to lend his voice to Chris Evans’ Captain America in the Hindi version of the much-anticipated “Captain America: Civil War”. The 28-year-old “Badlapur” star, who is a selfconfessed fan of all Marvel movies, said it was very challenging for him to do the voice-over for the superhero film, and hopes the audience will like his effort. “Captain America is a matured and a balanced leader. This is something that I am not. So, that made it all

the more challenging for me. ‘Captain America: Civil War’ is bigger better and the action is huge,” Varun said in a statement. “It’s a film for kids and adults and the actual moral of the film is something I loved and believed in. So, I was very happy to voice it. And Sethi’s interaction with the animals throughout the duration of the movie, given that they are CGI, is completely convincing. He combines innocence and warmth with the survival skills and resourcefulness of someone far older. While Favreau is faithful to the old elements, (old songs like Bare Necessities included, of course) he also brings in a few new subtle touches as well in order to keep things interesting. While the King Louie scene is one of the many high points, Kaa’s screen time could have been lengthened a bit, though. Nonetheless, the performance of the voice cast is spot-on. But more than anything, the intricate landscaping, masterful camerawork and environment (actually filmed in Downtown Los Angeles) create a delightfully immersive experience. liSBon, april 11 (ianS): FC Barcelona's Neymar has a 49.5 million euros ($56.3 million) deal for five years with the Spanish football giants, according to the Football Leaks website, which published on Monday a copy of the Brazilian striker's contract. The contract was signed in 2013 by Neymar, alongwith his father cum agent Neymar Senior and Barcelona president Sandro Rosell and vice president Josep Maria Bartomeu. The contract states that the player's fixed salary would be 5 million euros ($5.70 million) a season, reports Efe. Be transparent, accountable like a public body, SC tells BCCI new Delhi, april 11 (ianS): The Supreme Court said on Monday that the Board of Control for Cricket in India (BCCI) was not a private entity and as a trustee of the popular game, it has to function in a transparent manner and be accountable like any other public body. "You are not a private entity. You are accountable and answerable. You are expected to act in a manner expected of a public body. You are a trustee of a game, all your activities must inspire confidence," the apex court bench of Chief Justice T.S. Thakur and Justice Fakkir Mohamed Ibrahim Kalifulla said. "You are behaving that we will not let any change or reforms, unless you all (the constituents of the BCCI) come together and decide to reform," the bench said, asking, "How can you (BCCI) object to the laudable objective of bringing transparency, objectivity and accountability in the working and functioning" of the apex cricketing body. The court's observations came as the Cricket Club of India (CCI) -- one of the founding members of the BCCI -- assailed the Justice Lodha Com-

mittee report recommending 'one state one vote'. The CCI is one of the four entities in Maharashtra -- besides the Mumbai Cricket Association, Vidarbha Cricket Association and Maharashtra Cricket Association -- holding one vote each in the apex cricket board. The BCCI and its affiliates are objecting to the Lodha Committee report recommendations of 'one state one vote', presence of CAG representative on the BCCI board, and a cap of two tenures on office bearers with the age limit at 65 years. The court is hearing objections by the BCCI and state associations to these recommendations. As senior counsel Shyam Divan appearing for the CCI told the court that "Lodha Committee suggestions are wise, but there are other wisdom also", the court said, "If for streamlining the working and functioning of the BCCI if some undeserving voting rights are taken away, it would not be violation of any right." As Divan sought to invoke Article 19(1) (c) of the Constitution (provides for the fundamental right to form association or union), the bench told him

that Article 19(1)(c) was available to a citizen and could not be invoked by an association. Making it clear that it would not appreciate any obstructionist approach on the part of BCCI or its constituent units, the court said, "Whole purpose of the Lodha Committee recommendation was to make the BCCI accountable, objective and transparent and if structural change is suggested to promote the objective, then why it is being obstructed?" As the CCI sought to count its contribution to the game of cricket, including Brabourne Stadium and noted players, the court asked it if it represented no territory or the people and was not taking any money from BCCI, then how was it contributing to the game. "If you are promoting the game of cricket, why are you not being financed by the BCCI? It is very rare for a person to say that I will go on promoting the game, but I will not take money from the BCCI," the bench said even as Divan told the court, "We feel we have contributed to the game (cricket) and we have a right to be associated."
