demand in a democratic manner. They also asked opposition parties to play a more proactive role in ending violence.

All party delegation to meet Manmohan Singh, Sonia Gandhi and Sushil Kumar Shinde An all-party delegation of members from Karbi Anglong Autonomous Council (KAAC) will meet Prime Minister Manmohan Singh, UPA Chairperson Sonia Gandhi and Union Home Minister Sushil Kumar Shinde to urge them to grant a separate state for Karbi Anglong. “The will of the people in the ongoing agitation for a separate state in Karbi Anglong needs to be conveyed to the Centre. So it is essential that the elected representatives of the people in the district go to New Delhi to do the job,” spokesman of the delegation, Daniel Teron said. The delegation, which is scheduled to leave for the national capital tomorrow, would be led by KAAC Chief Executive Member Joyram

Engleng. It would include three elected members of Hills State Democratic Party (HSDP) and they would apprise the central leaders of the present situation in Karbi Anglong. “In case the leaders fail to give an audience to the delegation and a positive response, only then there will bee need for further agitation,” Teron said. It was for this reason that the 100-hour bandh called by HSDP and other organisations from tomorrow has been deferred. “It is the need of the hour that forces who are associated with the demand for a separate state in Karbi Anglong remain united so that their demand can be carried forward peacefully and democratically,” he said. Teron also appealed to all sections of the people to maintain calm and restore peace in the area as there is a ‘plot’ to deflect the aim of the agitation and reduce it to a parties’ clash by burning party offices of Congress and HSDP. The people should not react to such ‘provocation’, he added.

The cause of death could not be ascertained but police suspect it to be a case of murder. Earlier in the morning, at around 10:30 am, one man was found dead at the Dimapur railway station. The deceased, whose identity could not be ascertained, was suspected to have fallen to the ground under the influence of liquor. The body was found on platform number 2. DIMAPUR, AUGUST 4 (MExN): All matters relating to general publicity, advertisement and press relations will henceforth fall under the jurisdiction of the Information & Public Relations Department. This is as per the ‘Rules of Executive Business’ of the Government of Nagaland. An office memorandum to this effect was issued by M.K. Mero, Commissioner & Secretary Information and Public Relations Department. Henceforth, it was informed that all Departments’ advertisements/ notices shall be routed through the Information & Public Relations Department. All the funds allocated to various departments for meeting the costs of advertisements/notices will be pooled and placed at the disposal of Information & Public Relations Department to meet the

expenditure on account of advertisements/notices routed through the Department in accordance with this Office Memorandum and “The Rules of Executive Business,” it was stated. The office memorandum expressed regret that despite the above provision, various departments are placing advertisements/notices in the local, regional and national newspapers without routing through the Information & Public Relations Department. As such, the proprietors/Editors have often expressed their grievances that the departments which have placed advertisements directly in the newspapers have defaulted in making timely payment of advertisement costs resulting in serious hardship to them and at the same time complaining

against what was termed as “the uneven placements of government advertisements/notices.” In order to avoid the above, it was clearly stated that the Government has adopted a new policy “centralizing the system of releasing all State Government advertisements/notices to the media through the Information & Public Relations Department, with systematic payment programmes.” “This system will ensure smoother logistics for the media, better monitoring mechanism, equitable distribution of government advertisements/ notices and contribute towards transparency and fairness in governance as enunciated in the Budget Speech 2013 — 2014 of the Chief Minister of Nagaland and Minister In-Charge Finance”, stated the Office Memorandum.

NH 29 cleared for vehicular traffic Our Correspondent Kohima | August 4

The landslide affected portion of National Highway 29 near Kisama has been repaired and cleared for vehicular traffic with immediate effect. The area had been closed off since August 2. BRO officials informed the Morung Express that construction of the affected area has been completed and that it has been declared open for vehicles to pass through. Col. Tejpal Singh, Commander of the Border Road Task Force (BRTF), a branch of Border Road Organization (BRO) informed that uninterrupted round-the-clock work by personnel of BRTF and favorable weather conditions assisted in the restoration of the road within two days. The repair works were completed on Sunday afternoon. He also informed that a trial run for all vehicles was undertaken to see the capacity and condition of the realigned road. After the trial run, the BRTF decided to open the road for vehicular traffic from 5:00 am on August 5. Meanwhile, the Superintendent of Police, Kohima in a press note informed that only vehicles weighing upto ten tons or below would be allowed to pass through this portion of the road and

that violators would be penalized as per legal provisions. It informed that the landslide area is clear for only one way traffic. The SP requested the public, particularly VIPs and army vehicles to cooperate with traffic personnel deployed at the landslide area. He also advised vehicles to avoid overtaking at the particular area. NH-29 is the lifeline for Nagaland and Manipur; however since July 12, parts of Nagaland and the entire state of Manipur were cut off due to landslides. Since then, Manipur has been facing a severe crisis of motor fuel and other essential commodities. With the opening of the NH 29, transportation of essential commodities and fuel to Manipur is expected to improve. Earlier, the Nagaland government had arranged two alternative roads through Nagaland for Manipur bound trucks: the Kohima- ChakhabamaViswema road and the Kohima- Pfutsero – Tadubi (in Manipur) road. However, due to the difficult terrain, heavy vehicles found it hard to pass these roads. The Manipur Government had been using the Silchar (Assam) - Jiribam Road as an alternative route for transportation, which was also reportedly not suitable for heavy vehicles.

Don Bosco: Empowering unemployed youth in Nagaland Ashiko Pfuzhe

Dimapur| August 4

Since its entry into Nagaland state in 1969, premier Catholic educational institution Don Bosco has shaped and molded thousands of Naga youth. Schools run by the Don Bosco society have become synonymous with imparting low-cost quality education to the needy and rural students. The concern of DB society for empowering the sea of unemployed youth in the country, especially in the North East region, took concrete steps with the launching of Don Bosco Tech in 2010, specialized in developing skills and imparting vocational training to youth in search of gainful employment. Executive director, DB Tech, Rev. Fr. AM Joseph, said DB Tech with 176 centres spread across the country have trained 75,000 youth so far through skill development with a placement record of 80%. He also informed

that DB Tech has set a target of training 22 lakh youth by 2020 and to increase the number of Tech centers in the country to 500 in the next three years. Fr. Joseph informed that centers have been opened in Jammu & Kashmir, NE region and Maoist controlled regions. “Earlier, we were running after industries and companies, but now they approach us for placement of our students. Today we have an impact and DB Tech has become a brand name,” he said. In the North East, Don Bosco Tech plans to train over one lakh youth in the next ten years. In Nagaland, its target is to train 15,000 youth in the same duration. DB Tech, in Nagaland, has trained 1300 educated unemployed youth in vocational courses like spa & beauty, food & beverages service, hospitality, housekeeping and sales & marketing, with a 77% placement record. “Successful DB Tech Naga

Besides domain specific training, trainees are provided with soft skills to groom their personality, computer skills and communicative English. andmade jewelry has always been an essential feature of the Nagas. There are so many different variations and Naga handmade jewellery stands out because of its uniqueness. Where once was traditional jewelry, the variety of handmade jewelry has expanded over time. However, throughout time, various techniques for handicraft arts have failed to be developed and promoted. Compared to mass-produced jewelry, handmade jewelry represents culture, humanity, and history. And symbolizing this is our very own Abenla Ozukum, from Kohima. A jewellery designer who combines a certain ethnic flair to her designs with contemporary aesthetics, excellent craftsmanship, and most importantly uniqueness. At present, Abenla Ozukum has a handmade jewellery line called ‘Aben’. Currently based in Mumbai, she has held three ‘trunk shows’ so far- the first in Delhi and the other two in Kohima. Weaving her tale with jewellery: I have always been interested in craft work even as a child like C M Y K

many Nagas are. I had a knack for making things and would often make necklaces with old beads that I had collected. My father’s influence is strong when it comes to pursuing craft hobbies. Aside from his job, he actively did woodwork as well as metalwork in his workshop. Both my parents are quite entrepreneurial and hardworking, so the exposure to their pursuits besides their jobs has influenced me a great deal.

On Getting Started: My stint with jewellery began in 2004. A friend taught my cousin and me some jewellery-making basics and we opened up a stall during the college fest for a few days. After I moved to Delhi, I continued to sell to friends and family. Back then the designs were very rudimentary but still popular. While sourcing for materials in Delhi, I found new findings and tools that I had not used before. In addition, the internet played a big role in expanding my knowledge of materials and skills. I learnt most of the basics by browsing websites and blogs. Over the years the designs have progressively gotten better. I have also had input from

customers– mainly friends and family who have been pivotal in improving the quality of my products.

Buyers of ‘Aben’ jewellery: My jewellery line caters mainly to the demands and tastes of young working women. It is difficult to specify the exact demography but a majority of those who buy and wear my jewellery are 20 to 40 year olds. My jewellery is not too fashion forward so it might not appeal to the younger generation as much. They are subtle but have a style of their own.

Lines of Communication: I don’t think that the jewellery in itself seeks to communicate any specific message. However, one of the desires of ‘Aben’ as a jewellery line is to provide for income generation opportunities especially when it comes to women who are under privileged. Mixing Jewellery and Social Work: ‘Sahayak’, the social action wing of the Delhi Bible Fellowship, was the first to give me the opportunity to begin work in such a field. When I started off with them there really

was not much of a desire to be fully involved but over time this has changed. It is not an easy task to mix business with social work. I have been realizing that it requires greater effort and there is often a clash of principles. However, I have also come to learn from these experiences that this gives a bigger purpose to what I do. Rather than being just a jewellery line, I believe that I can make a bigger and more significant impact on people’s lives. I have worked with ‘Sisterhood Network’ in Nagaland, ‘Khushbu’- a part of

Fusion Church in Delhi, and FPA (Family Planning Association), Nagaland. The women who were trained in ‘Khushbu’ now work for JOYN- a Rajour-based NGO that seeks to change lives by connecting artisans to their markets. At present I am working alongside with FIDA International (an NGO based in Finland) to look for feasible opportunities within Maharashtra for underprivileged tribal communities.

based and self-made, neither is it a researched opinion but I think there is a huge scope for jewellery-making and also jewellery-designing as a career. Although Nagas have an ingenious ability to pick up new trends in any field very quickly, I think if we push ourselves a little more, we can go beyond just producing things that others have created. There is much room and scope for careers in design.

Meghalaya mulls over regulation of social media shIllONg, August 4(NNN): With the Central government mooting to come up with regulation to “control” social media, the view was today endorsed by Meghalaya commissioner and secretary of the Information and technology department, DP Wahlang here on August 3. Wahlang, as one of the panelist at a discussion on the emergence of online media and its impact on society and governance, which was organized by the online news portal ‘Oh! Meghalaya’ said that “regulation is necessary for the social media.” Wahlang said, without regulation the social media can have a huge negative impact on governance, especially in the maintenance of law and order. He said loose talks on the Internet may lead to serious law and order situations, which only strict regulations can bring such discussions under control. Wahlang added that till the time there is a Government regulation, people should self regulate themselves, when using the social media. However, many believe that aside self-regulation,

Government regulations through policy guidelines are definitely not the solution because such controls have failed earlier. Samudra Gupta Kashap, senior journalist of the Indian Express gave a unique insight on an incident, when several years ago the “Lord Ganesha idol drinking milk,” spread like wildfire across India. Those were the days when there was no Facebook or Twitter. What Kashap wanted to emphasize was that rumours would piggy ride on the available medium of the day – be it social media, word of mouth or pigeon mail. Speed may vary, but the effect of rumours would nonetheless be the same. Others argue that it is next to impossible to “control” information sent through emails. It would be an invasion of privacy if the Government or any agency tries to sieve through millions of emails. What about SMSs? Either you have the service or ban it totally like in Jammu and Kashmir, citing security threat. Or follow the policies of China and “control” the social media. Is Jammu and Kashmir any better from the

Chakmas, Tripuris return home from border AgArtAlA, August 4 (PtI): Around 1500 people of Chakma and Tripuri communities from Chittagong Hill Tract (CHT) of neighbouring Bangladesh who fled from their houses and took shelter near the Indo-Bangla border at Karbook in South Tripura district following ethnic clashes today returned to their homes, BSF sources said. "They gathered near the barbed wire fencing yesterday. BSF did not allow them to enter into Indian territory, but provided them food and drinking water on humanitarian ground. Today they returned when village heads and government officials assured them safety and security. They returned by this evening," BSF DIG, B S Rawat told PTI. Violent incidents were reported from Tabalchari area under Matiranga sub-division of Chittagong Hill Tracts after a section of plain settlers belonging to majority Muslim religious group allegedly attacked tribal villagers from Chakma (Buddhist) and Tripura communities. law and order perspective after the SMS ban, is a subject of debate. China for the records is not a democracy. A marketing expert said that the best the Government could do is to gather its own resources and counter rumours and negative reports through the same media and additionally with the other Government machinery at disposal. Take the example of Meghalaya; most of its Government websites are not even updated. In the absence of correct and timely information, rumours getting the upper hand would not be surprising. Kashap said that the Tripura Government is one of the only States that update their Government websites by the evening. “How difficult is it for the Meghalaya Government to follow Tripura’s example?” he queried. Moreover, in this digital age, the Meghalaya Government does not have a spokesperson for important departments like the Home, social welfare, education, if not all the departments. Therefore, regulation would appear to be a shortcut key to find solutions.

Ties between the two countries have shown steady improvement as political and economic engagements between New Delhi and Dhaka have gathered pace. Recent reports said imports, especially textiles and raw jute, from Bangladesh had gone up 85 percent to nearly $300 million. ATSUM submits memorandum to Lok Sabha Speaker

ImPhAl, August 4 (NNN): The All Tribal Students Union, Manipur (ATSUM) has submitted a memorandum to the Speaker of the Lok Sabha, the Committee on Sheduled Tribe (ST) and also to the concerned Union ministers expressing its concern on the Scheduled Tribe Demand Committee Manipur (STDCM) gaining momentum for recognition of Meiteis as a Scheduled Tribe. The same memoran-

dum was submitted to Manipur Chief Minister, O Ibobi Singh yesterday by the ATSUM. "Considering the impending dangerous socio- political upheavals in the state, we, the executive council of ATSUM, on behalf of the tribal communities of Manipur beg to submit this memorandum for your impartial judgement and action", the memo said. It expressed displeasure over the “ill- conceived

demand of the STDCM for recognition of ST to the Meeteis who have been living at par with the rest of the privileged section of societies in all spheres of lives for the past sixty years of independence". The ATSUM memo said the 'illogical' claim that the Meeteis fulfilled all the criterion to become ST on the basis of Mongoloid race and prevalence of distinctive religion and culture is irrational on the

ground that any community big or small practice some form of religion and possess a unique culture of their own. In other words, having religion or separate culture doesn’t necessarily mean or constitute the prime reason to include a particular community to be in the list of scheduled tribe, ATSUM stated. According to the tribal student body, in the Constitution of India, no criterion has been spelt out for speci-

fication of a community as a Scheduled Tribe. It also sought attention to defuse the claim of the STDCM for recognition of ST status to the valley people. “While championing the common goal to bring cohesion, socio-cultural harmony and peaceful coexistence of various ethnic groups, your good government is expected to lend a helping hand to defuse the claim of the STDCM before the damage is done,” it said.

ImPhAl, August 4 (NNN): People in the hill districts of Manipur, particularly the poverty-stricken sections are facing hardships to access medical care and treatment owing to the scanty amount provided to the health sector under the state Directorate of Tribal Affairs and Hills. Expressing concern about the healthcare system in the hill, the Federation of All Tribal Youth Clubs, Manipur (FATYCM) said that funding of Rs 25 lakh for the health sector under Tribal Affairs and Hills is very little. Difficulties while accessing to medical treatment faced by the people in the

hill are really disappointing with the increasing of fatal diseases like cancer and other illnesses that require huge spending, it said. The federation said that the Tribal Affairs and Hills spends Rs 3 crore in the Animal Husbandry while a meager amount is spent for the more important health sector. It urged the Government to increase the amount for the health sector to cope with the present situation, which the federation described as really discouraging. Only one ambulance van service provided to the whole population of the hill by the department that was set up in 1990 is not acceptable, it added.

AIZAWl, August 4 (NNN): Former Mizo militants will reportedly start agitating soon demanding the full implementation of Mizoram Peace Accord. The former Mizo militants under the banner of Ex-Mizo National Army (Ex-MNA) Association has decided to stage protest rally in Aizawl on August 8, in order to show their resentment against the non-implementation of all the promises made in the Peace Accord between the government of India and Laldenga led Mizo National Front (MNF) way back in 1986, and also against the Mizoram Governor’s unfavourable reply to the Association when approached for help on his part in moving the Central Government to ad-

dress their grievances. The Ex-MNA Association even accused the Governor of looking down on the Mizo people because of his hostile response. According to former Mizo militant leader C Zama, on July 16, leaders of Ex-MNA met the Governor at his official residence Raj Bhavan, and discussed with him about the memorandum submitted to the President of India, the Prime Minister, the UPA Chairperson and the Union Home Secretary. The Governor was then asked to help take follow-up tasks so that the Centre may implement in full all the points written down in the Peace Accord. The Ex-MNA Association pointed out to the Gov-

ernor that the Government of India has in the Peace Accord promised to set up a separate High Court for Mizoram and to cease all the pending cases during the insurgency, but these have not been fulfilled even after 26 years after signing the Mizo Accord. The Governor in reply said that Mizoram is not in need of a separate high court as of now as not many cases are there to deal with. The Governor moreover asked the Ex-MNA leaders whether they would go back to jungle, to which the Association leaders replied: "We won’t; but, if there occurs 2nd Uprising due to nonfulfillment of the promises in the Peace Accord, then the party with whom we have signed the Accord

shall be responsible. “ Sources said that the Ex-MNA Association has not so far received any response from the President of India as well as from other Central Government officials to whom their demand has been put forth in written form in the month of May this year. The Ex-MNA Association leaders also explained in their interaction with media persons in different districts of the state that while on the part of Mizoram, the Peace Accord has been implemented cent per cent, the Central Government on the other has not done so. They also shared their discontentment towards the Mizoram Governor in all their media interactions.

ImPhAl, August 4 (NNN): Two abducted Kolkata based engineers from Manipur have been released by their abductors today. Abhijit Sinha (46) and Debajit Sinha (31) reached Imphal at around 7:30 this morning. The two engineers said they were released by the abductors saying they were innocent people. The two Kolkata based engineers are among seven persons abducted by suspected militants near Dolaithabi Barrage Project in Manipur. It is not clear whether the released two engineers have left Imphal or not. On August 1, seven persons,

including two engineers Abhijit Sinha and Debajit Sinha from Kolkata based RN Sinh Constructions Ltd were abducted by suspected militants somewhere in Pukhao Terapur about 10 km from Dolaithabi Barrage Project, Dolaithabi village. The abducted engineers of the state Irrigation and Flood Control Department were identified as Nandeibam Karunacharya, a resident of Thangmeiband Lilashing Khongnangkhong and Naorem Surchandra of Uripok Polem Leikai in Imphal. A contractor named Sanayaima Sharma, a resident of Nagamapal Singjubung

Leirak, Imphal and two drivers L Sharatchandra of Uripok Sorbon Thingel Leikai and L Ibobi of Naharup Pangong, also in Imphal were among the seven. They were kidnapped by heavily armed militants near Pukhao Terapur on their way to Imphal on board two vehicles--one Maruti Gypsy Hard Top and one Ambassador Car. The team visited the Dolaithabi Project site for inspection when the kidnapping took place. Police have launched a manhunt after the abduction to recover the seven persons. It is worth noting here that on Saturday, sit-inprotests were staged in

different parts of Imphal condemning the abduction of the seven persons. The demonstrations were organised at Thangmeiband Sinam Leikai, Uripok Polem Leikai, Uripok Sorbon Thingel Leikai and Naharup Thongkhong. Representatives of local clubs and meira paibi organizations, including families of the abducted persons took part in the protests. They held placards reading "Free the IFCD Officials on Humanitarian Ground," "No Kidnapping, No Ransom, No Hostage," "Respect Human Rights and Lead the Revolutionary Movement in the Right Way."

gressive Alliance (UPA) government to be more generous towards Bangladesh and its issues. Bangladesh's snackbeverage maker PRAN is already investing in a TK 10 crore manufacturing facility in Bodhjungnagar near Agartala to process fruits like pineapple for which Tripura is famous. The Tripura Industrial Development Corporation (TIDC) has allotted two acres to PRAN for the agrofood product unit. All logistics for setting up the unit which would earn foreign money and create scope for employment would be provided by TIDC. Set up in 1980, PRAN which manufacture snacks, confectionery, juices, bev-

erages, culinary products, dairy and premium rice, exports to 75 countries. Bangladesh's NitolNiloy group has signed a memorandum of understanding with Agartala entrepreneurs for setting up an Rs 70 crore Tyre making unit at Bodhjungnagar. Tripura business leaders want this group which is setting up two paper mills in Chattak in Sylhet region not far from Tripura's border to come to the state and set up a similar paper mill. "We have a very good supply of the raw material. A paper mill here will be a good investment for Nitol because it will go well with their plants in Sylhet," said M L Debnath of the Agartala Chamber of Commerce. He said Bangladesh

companies can also invest in many other areas like fertilisers, sourcing available material in Tripura. Mani Shankar Aiyar, one-time India's minister for the Department of Northeastern Region (DONER), had said once that India should allow Bangladesh capital to freely invest in Northeast. Speaking at the launch of author Subir Bhaumik's "Troubled Periphery: Crisis of India's Northeast" in Delhi, Aiyar had attacked India's private sector for 'totally neglecting" the northeast and said Bangladesh capital may find investing in the region more gainful because of geographical proximity. Manik Sarkar seems to be following that clue.

Facebook pays bug hunters $1 mn; India 2nd biggest recipient NEW DELHI, AUGUST 4 (PTI): Social networking giant Facebook said it has paid over $1 million in the past two years to security researchers who report bugs on its website, with India second among recipients by country. India, which has over 78 million Facebook users, is also second on the list of countries with the fastest-growing number of recipients of its Bug Bounty programme. A bug is an error or defect in software or hardware that causes a programme to malfunction. It often occurs due to conflicts in software when applica-

tions try to run in tandem. While bugs can cause software to crash or produce unexpected results, certain defects can be used to gain unauthorised access to systems. Facebook said it started the Bug Bounty programme a little more than two years ago to reward security researchers who report issues and to encourage people to help keep the site safe and secure. “The programme has been even more successful than we’d anticipated,” Facebook said in a statement on its website. “We’ve paid out more than $1 million

in bounties and have collaborated with researchers from all around the world to stamp out bugs in our products and in our infrastructure.” The social networking major said 329 people have received rewards, including professional researchers, students and parttimers. The youngest recipient was 13 years old. “The countries with the most bounty recipients are, in order, the US, India, the UK, Turkey, and Germany. The countries with the fastest-growing number of recipients are, in order, the US, India,

Govt likely to announce 10% DA hike

NEW DELHI, AUGUST 4 (PTI): The government is likely to announce a hike in dearness allowance to 90 per cent from existing 80 per cent in September, benefiting about 50 lakh central employees and 30 lakh pensioners ahead of the festival season. According to official sources, the preliminary assessment suggests that dearness allowance hike will be in the range of 10-11 per cent and would be effective from July 1 this year. He said the exact number could be calculated only when the revised all IndiaConsumer Price Index for Industrial Workers (CPI-IW) for the month of June will be released on August 30. According to the provisional data released by government on July 31, the retail inflationfor factory workers for the month of June stood at 11.06 per cent, higher than 10.68 per cent in May this year. As per the practise, the government uses CPI-IW data for past 12 month or a year to arrive at a number for the purpose of any DA hike. Thus, the retail inflation for industrial workers between July 2012 to

June 2013 would be used to take final call on the matter. “It would be around 10 per cent this time and would be announced in September,” Confederation of Central Government Employees Secretary General K K N Kutty told PTI. “Besides, raising DA to 90 per cent, the government should merge 50 per cent of the allowance with the basic pay as was our demand. DA breached 50 per cent benchmark long ago”, he said. As per the practise, the DA is merged with basic pay when it breaches the 50 per cent mark. DA merger helps employees as their other allowances are paid as a proportion of basic pay. Kutty said, “This DA hike won’t help much as actual rise in the cost of living is 171 per cent since January 1, 2011.” There would be a double digit hike in DA after about three years. It was last in September, 2010 that the government had announced a hike of 10 per cent to be given with effect from July 1, 2010. DA was hiked to 80 per cent from 72 per cent in April, 2013, effective from January 1, this year.

Turkey, Israel, Canada, Germany, Pakistan, Egypt, Brazil, Sweden, and Russia,” it noted. While the bug hunters are spread across 51 countries, 20% of the bounty paid so far have gone to US-based recipients, it added. “Our Bug Bounty program allows us to harness the talent and perspective of people from all kinds of backgrounds, from all around the world,” Facebook security engineer Collin Greene said. Two of the bounty recipients have taken up full-time jobs with the Facebook security team, he added.

MELboUrNE, AUGUST 4 (PTI): A 21-year-old Australian woman who was trying to buy Applesmartphones online was conned into paying $1,200 for two edible apples! The woman, who has not been named, had posted an ad on website Gumtree asking to buy two Apple smartphones. She was soon contacted by another woman who said she had ‘two Apples’ for sale. They met at a McDonald’s restaurant where the woman handed over the money for what she thought were two new smartphone boxes. The buyer did not check inside the boxes and on arriving home found they contained real apples. Senior Constable Jess Hopkin of the Crime Prevention Unit in Upper Mt Gravatt, near Brisbane, warned people to be careful when buying things online, according to ‘Herald Sun’. “If something seems too good to be true, it probably is. It’s really just common sense,” said Hopkin. Gumtree spokeswoman Niki Hennessy said the company took the safety and security of its users seriously. “We are continually improving processes and user education to make Gumtree the safest possible platform for buying and selling,” she said.

Airtel likely to launch 4G services in Delhi by September

NEW DELHI, AUGUST 4 (PTI): Expanding the footprint of its high-speed Internet services, Bharti Airtel is likely to launch by September fourth generation (4G) services in Delhi, which is one of the lucrative data market in the country. The firm, which already offers 4G services in Kolkata, Bangalore, Pune and Chandigarh, has roped in Chinese equipment maker Huawei to build and operate the 4G network in Delhi. “We are planning to launch 4G services in Delhi by September and has selected Huawei for the network,” a company source said. The company, which recently reduced 4G data tariffs by up to 31 per cent, is trying to boost up data usage and increase adoption for its 4G service for improving revenues. Airtel had won spectrum for high-speed broadband service - Broadband Wireless Access (BWA) - in four

telecom services areas of Kolkata, Maharash- which gave it entry into the circles of Delhi, tra, Punjab and Karnataka in 2010, paying Rs Mumbai, Haryana and Kerala. Qualcomm had 3,314.36 crore for it. forked out Rs 4,912 crore to win the BWA licence for the four circles. In the same auction, Reliance Jio Infocomm (then Infotel Broadband Services) won 20 Mhz slot for pan-India BWA spectrum for Rs 12,847.71 crore but the company is yet to roll out services. Right now, Airtel holds 51 per cent stake in WBS and the company plans to completely acquire it by end of next year. After Delhi, Airtel will launch 4G services in Mumbai and the company is in talks with players such as Huawei and ZTE for network. 4G mobile Internet technology provides download speeds of around 100 Airtel last year acquired 49 per cent stake Megabits per second (Mbps) on the move and in US telecom major Qualcomm Inc’s Indian it can go up to 1 Gigabits per second (Gbps) at a 4G venture Wireless Business Services (WBS), fixed location.

The Morung Express

G

public discoursE Enemy of Nagas

overnments in Nagaland, since 1963, had been emphasizing on the inalienability of Nagas’ customary ownership rights to our land and the special status accorded to the Nagas through the Article 371(A) of the constitution. However, when the question of Oil & Natural resources of the State surfaced, the past and the present Governments had been deliberately trying to distort the meaning of the customary ownership rights for vested interests as Morung Express editorial dated 8th Oct. ‘12 pertinently pointed out that, “the political class in Nagaland including the present and past regimes had been good at picking and choosing what should come under the protection of Article 371 (A)”. Government of Nagaland in 1990 passed an Act on transfer of Land and its Resources to exploit oil resources in the State based on a faulty premise that land owners are owners of only the top soil while resources underneath belongs to the Government. This land holding system exists in the rest of the country but not in Nagaland. Despicably, no tangible voice had been raised against this idiocy if not for the providence and righteousness of then Governor, Loknath Mishra’s wise intervention. Being an Act it had to be sent to the Governor for his assent but the Governor knowing the un-tenability of the Act with the ownership rights of the Nagas referred it to the President of India who knowing fully the nature of Article 371 (A) kept it in the freezer. The present DAN Government, in its questionable fervor to exploit oil and natural resources of the State began their journey in the form of a resolution because a resolution doesn’t need Governor’s assent, but ruefully with the same contention of 1990 Act along with another silly proposition that land holding system in the State is a hindrance to developmental activities in the State. To clandestinely conform to its juvenile contention, it organized a so called ‘State level consultative meet’ at Kisama in which one of the resolutions said that “Land owners are owners of only the top soil but whatever resource lay underneath belongs to the government”, however it was jeered at after a wise intervention from a fellow participation and the resolutions were toned down to mere suggestion. Aren’t these a blatant disrespect to Naga ethos and culture just because they are unable to voice their rights? Isn’t this the reason why the Union Ministry is questioning the Nagaland Assembly resolution 2010 and P&NG Rules and Regulations 2012 precisely for this error? Wretchedly, even this has not been realized instead the latest Assembly rather than realizing its folly has reaffirmed its erroneous regulation and rules. Isn’t this capriciousness and unreliable mentality? This only indicates the poor

quality of political leadership in the State which is devoid of all moral firmness and intellectual soundness. Our customary practices and rights, existent from time immemorial, is the basis of what a Naga was, is and will be. The very Naga political struggle stems from this customary rights and practices and hence to denigrate or distort this rationale by our State Government or National workers will be simply disastrous. In other words, neither the political struggle nor the State government should overstep our customary rights and practices. Nagaland Government should always reason and act as a guardian only in its endeavor to preserve the customary ownership rights and practices of the people; other than this truth are incompetency, double standard mentality and dishonesty. The irony is the Naga politicians and the bureaucrats are well aware of the ill effects of land holding system of other parts of the country where land occupied by people can be requisitioned or acquired by the government, with or without compensation, anytime for any government projects under the guise of development since land and its resources belong to the Government in those States. To cite an example, in Jharkhand the moment mineral deposits were discovered the original indigenous settlers living on those resources were shunted out after pittance payment of so called land compensations. Dispossessed of their existential land, today thousands of Advasis have become landless and impoverished laborers in tea gardens and some of whom are laborers on our highways for a few rupees to meet their square meal a day. Their land now is virtually occupied by ruthless business companies. Who turned them landless and destitute? It is not the businessmen or the companies but their unfortunate land holding system and above all their own unscrupulous State politicians. This being realized of late, the UPA government appointed a group of Union Ministers led by Sharad Pawar to go into the gamut and the upcoming Monsoon session of parliament is to introduce a bill on Acquisition of Land. The greatest fears is that Nagas, both over-ground and underground have become so hopelessly money-mongers where deceit is the spirit of arbitration that the general Naga populace is not far from being turned destitute in their land of ownership. In short, we don’t need to fear any company or Union ministers or the Government of India but our own Nagas be it over-ground or underground and our mean and shallow mentality of vested interest, jealousy and complacency that remains as the greatest threat to Naga harmonious existence and vibrancy. HM’s statement an “added insult” to people: NPCC DIMAPUR, AUGUST 4 (MExN): The Nagaland Pradesh Congress Committee (NPCC) has termed the Home Minister’s statement an “added insult” to the people of Nagaland. In a rejoinder to Nagaland Home Minister, G Kaito Aye’s statement, the NPCC expressed that the people of Nagaland are “reeling under the onslaught of unabated taxations by various organizations and underground groups leading to market prices spiraling out of control, compounded by factional fights and killings in public places.” NPCC pointed out that the recent agitations leading to statewide bandh on June 18, 2013 in support of ACAUT movement against unabated taxations, and the NSF led total bandh on July 1, 2013 against factional killings, are indicators of people resorting to agitation to “wake up the NPF government from its deep slumber.” The NPCC also alleged that the Minister’s “callous statement” is an “insult to the memory of innocent civilians killed or injured during fac-

tional firefights in public places.” NPCC opined that the Home Minister, instead of giving a “comparative analysis of killings that happened in the past during Congress rule,” should “conserve his energy to run the present state of affairs which needs his attention.” “The extraordinary situation faced by the state during the period preceding the Ceasefire and few years after that, are still fresh in the minds of the public who survived that era. The Home minister need not reopen the wounds as he himself was part of that Congress ministry and the present Chief Minister as Home Minister and for which both are equally responsible,” it stated. NPCC pointed out that the assertion that both Chief Minister and Home Minister are “closely monitoring every development taking place in the state” will not solve the problem as “parallel governments have virtually hijacked the writ of the state leading to total breakdown of law and order, with the public losing all faith in the ability of the government to

maintain the rule of law.” The state government, it stated, has to enforce the writ of the state to protect the lives and rights of its citizens. Further, the Congress asserted that the Home minister repeatedly advocating for “counseling the UG cadres on Ceasefire ground rules to curb factional clashes is simply a naive approach drawn into a misplaced belief that UG cadres will easily cooperate.” The real problem, as per the NPCC, lies elsewhere, not in the poor understanding of the ceasefire ground rules. Instead of expressing shock over the Congress’ statement, the rejoinder said, the Home Minister should restore “the confidence of the people” in the “ability of the State government to guarantee their safety and security.” It added, “Refuting the reality when the people of the state are at the mercy of nefarious elements only exposes the lack of political will by the NPF and its leaders to confront and rescue the state from the clutches of lawlessness prevalent everywhere.”

Nagaland gets first 3D laparoscopic surgery Our Correspondent Kohima | August 4

A TEAM OF Doctors at Oking Hospital, Kohima recently conducted the first ever 3d Laparoscopic surgery in Eastern India. To make this possible, Oking Hospital has acquired the latest 3D laparoscopic surgery camera from Karl Storz, Germany. Dr. Vikethonyu Kesiezie, Managing Director of Oking Hospital said the 3D laparoscopic surgery camera has been installed for the first time in Nagaland. It is also the first in Eastern India. With the new 3D technology, surgeons can perform all kinds of surgeries with ease and almost zero error during operations. 3D technology is very clear and presents an accurate representation of how things actually look like inside the body, explained Dr. Kesiezie. Oking Hospital has acquired this 3D technology as means to improve safety, precision and provide faster surgeries, stated Dr.

Kesiezie. Since it provides a more natural and comfortable view, even prolonged and difficult surgeries will not take a toll on the surgical team, he added. This 3D camera system consists of special tele-

scope with twin chips on its tip as well as a 3D monitor. The surgeon and the assistants wear special polarized glasses while performing the surgery. The 3D camera used in laparoscopic surgery marks a

change from a single eye view to a natural double eye view. 3D vision gives higher surgical accuracy while suturing and cutting, and, more importantly, while identifying and operating on vital structures.

hange is fundamental to human life. People want to change their cars, paint their house with a different color for a change, dispose-off old clothes and buy and change into new ones. One can give countless of examples on change that is related to our lives. If you ask, most people will claim that they like to see change. To say otherwise would be out of sync with what is going on around us. However in reality, we have many more people who resist change and are secure and comfortable with the present status-quo. According to some studies, people in general love familiarity and patterns. They cling to them. Off-course change can be good as well has bad, perhaps depending on what we want to change. However change as such is both natural and inevitable. Perhaps individuals, organizations and governments must have in place the necessary implements to prepare for peaceful change. And one of them could be to change themselves. Notice the growing despair amongst youths over the state of our roads, which led to the popular protest across Nagaland, highlighting the potholes and the deteriorating condition of our roads. The mission undertaken by Naga youths to highlight the condition of our pothole roads during 2012 was a spontaneous movement and it brought together youths cutting across tribe, region, language who were united in their resolve to protest against corruption. One can describe this as a change in the mindset of people, especially the younger generation, fed up with rampant corruption, extortion, violence and inflow of illegal migrants, to name a few. More and more people are coming out into the open to protest against the existing evils within our system. The recent initiative of the Action Committee Against Unabated Taxation (ACAUT) can also be traced to the pent up grievances of the common people who have had to live daily under the shadow and threat of the ‘extortion culture’ perpetuated by armed elements from within Naga society. It would therefore appear that the present status-quo is no longer viable and there is a strong wave in favour of change. Till now, to the credit of the various protest movement, things have been done in a peaceful and civilized manner and this must continue. However one concern remains i.e. how long will people tolerate the nuisance? The question of change and the grievances brought out by the Naga public will demand course correction on the part of the government—whether over-ground or under-ground. Unlike in the past, today we have greater vigilance on the part of citizen groups and individuals. This is welcome for democracy to thrive. Today people want answers to their problems. And if those in authority cannot provide them the relief, what is the use of paying allegiance to those in power. The cross-section of Naga leadership must pay heed to the issues brought out and be in touch with people’s concerns, whether it is the question of political settlement, reconciliation, extortion, peace or development. If anything, such public grievances if taken seriously can enhance democracy, promote open society, improve communication among people and most importantly create the necessary space for understanding and dialogue to take place (rather than allowing a violent revolution to take place). The question is whether Naga leaders are at all serious about listening to the voice of the people. To ignore it would be at its own peril. It is time to come out of one’s comfort zones and face the truth. At least start listening to one’s conscience. (Feedback can be send to consultingeditormex@gmail.com)

Secret of peace lies within

his is the maiden book by the 17th Karmapa, Ogyen Trinley Dorje, the third most important Tibetan religious head after the Dalai Lama and the Panchen Lama. The book, edited by a group of American college students, explores the major interpersonal, social and environmental issues facing a human being today, and points to the emotional resources that can help tackle these formidable challenges. The 28-year-old monk maintains that the basic nobility of the human heart can help overcome these challenges. "Although I am a Buddhist monk, this is not a book about Buddhist theory or practice, but about our experiences as human beings," The Karmapa, who mysteriously escaped to India from Tibet in January 2000 at the age of 14, says in the introduction. "My formal study has been in Buddhist philosophy and religion; so I may use some Buddhist terms on occasion. But this is only because I have found them helpful in my own life and hope they might also open up useful perspectives for you." The book touches on several burning issues like gender inequality, social conflict and the environment. A chapter on "Gender Identities" says division of human beings on the basis of gender is nothing more than a socially constructed identity. "Masculine and feminine are fabricated identities that societies create, not nature," the book says. "When we think in more subtle ways beyond obvious anatomical distinctions, we see that the fundamental foundation of human beings includes both female and male aspects, both psychologically and even biologically. We have both," it says. The book refers to mythological stories that say there was a time when there was no gender either male or female but just a human. "Being human is prior to being male or female," the book says. In his foreword, the Dalai Lama says it would help in motivating the people, especially youth. "If the coming decades are going to be significantly different, today's young people need to find ways of securing peace in the world based on establishing inner peace within themselves and relying on dialogue to deal with whatever problems arise," says the Dalai Lama, also the author's mentor. The 17th Karmapa has also described the terror he and his companions faced along the way as they fled across the Himalayas into India, where he reached Jan 5, 2000. Since then he has been residing at Gyuto Monastery on the outskirts of Dharamsala, where the seat of the Tibetan government-in-exile is located.

round the time that my book A Quiet Revolution was published in 2007, detailing the Palestinians’ use of nonviolent resistance, I recall that The Atlantic was publishing an article by Jeffrey Goldberg. In it, he asked, “Where are the Palestinian Gandhis and Martin Luther Kings?” — or words to this effect. Upon reading this, the question burned for me. How can historical reality be so ignored, and how can history be told in a way that is so one-sided? The violent responses to Zionism have been assiduously documented. Yet in archives, newspapers, interviews and conversations, I found numerous uncelebrated Palestinian Gandhis and Kings. Indeed, I identified at least two dozen activist intellectuals who had worked openly for years to change Palestinian political thought — many of whom would be deported, jailed or otherwise compromised by the government of Israel for their efforts. More to the point, the 1987 intifada was only the latest manifestation of a Palestinian tradition of nonviolent resistance that goes back to the 1920s and 1930s. Similar oversights have occurred in the histories of peoples all over the world. A young historian of Polish origin, Maciej Bartkowski, has edited a book that revisits 15 struggles for national self-determination, which have until now been understood primarily in terms of violent struggle and armed insurrection. Reexamining these major historical campaigns for independence or liberation, Recovering Nonviolent History makes clear how much we owe to the efforts of average people fighting for independence or liberation with civil resistance. The popular mass movements presented by Bartkowski and the authors — of whom I am one — reveal that people-power struggles have been significant, if overlooked, in the molding of collective national identities and institutions. The people of Ghana, for example, possess a deep tradition of philosophical and strategic nonviolent action that is rarely acknowledged; they won independence through boycotts, organizing associations, “intelligent compromise” and strikes. Indeed, few areas of the world have experienced the extent and intensity of strategic nonviolent action as has Africa, yet such interventions are not normally described in terms of nonviolent struggle. Mozambique, for instance, was home to a freedom movement that from 1966 onward liberated parcels of land from colonial control, which were supplanted by parallel popular political processes. These zones became miniature “states-in-the-making” that could compete with the power of the Portuguese. Even though armed struggle played a role and is often highlighted in histori-

cal accounts, it actually held secondary significance. In conventional histories, violence is generally celebrated and eulogized; national memorials glamorize death, bloodshed and warfare. A different picture is beginning to emerge, however. Nonviolent, organized action has been able to undermine the authority and domination of imperial powers, thwart foreign forces, and weaken military occupiers or their domestic representatives. Often facing severe oppression and reprisals, people who engage in civil resistance have aided the survival of their societies, toughened their resilience, constructed fledgling economic and political institutions, and won greater self-determination. This past spring, I asked my students at the University for Peace main campus in Costa Rica to choose a chapter from Bartkowski’s book, write an essay and present the story of a recovered history. An Afghan student who had spent time in Iran chose the chapter on Persian nonviolent movements going back to the late 19th century. In the nationwide tobacco protests between 1891 and 1892, for instance, men and women stopped consuming imported tobacco for their water pipes, particularly as it became clear that a foreign Christian firm had come to control Iran’s tobacco trade. Mass demonstrations occurred in major cities. In Shiraz, a leading member of the clergy called for noncompliance with the order to sell tobacco grown for export to the company. A fatwa, or decree, issued in the name of an Iranian leader of the Shia community, deepened a growing boycott and had the effect of widening civil disobedience. As a result of popular unity and pressure, eventually the government canceled its arrangement with the foreign firm. As often happens, the Iranian movements did not so much reject violence explicitly as they drew on Iran’s history of popular resistance in carrying out various forms of nonviolent action. Such traditional techniques included taking bast — inviolable refuge — in mosques and diplomatic legations, closing bazaars, petitions, shop closings, mass demonstrations and boycotts of foreign goods. Demonstrations by women in local protests against prices of basic foodstuffs were sometimes effective, based as they were on concepts of Islamic justice. These orchestrated actions offer a new perspective on Iran that counters the presumption of a violent society often emphasized by Western leaders today. What if Western diplomats were to pursue contact by acknowledging the histories of Iranian people power? What if media accounts about Iran told stories of the Iranian Gandhis and Kings? A pupil from the United States who had traveled to Tahrir Square for a month of interviews was engrossed by the book’s account of the deep roots of Egyptian civil resistance. Egypt’s hidden history in-

cludes women’s leadership of demonstrations in opposition to the British occupation of Egypt in 1919. Here, women had an advantage: The British police commander wrote about a demonstration of “the native ladies of Cairo” that frightened him, because “stopping a procession means force and any force you use to women puts you in the wrong.” In the struggle against the British, Egyptians employed nonviolent methods such as speeches, marches, nonviolent sieges, alternative institutions and covert publications. In class, we had already discussed the right to resist as it evolved in the concept of the social contract in 18th-century Scottish Enlightenment thought; it was thus an electric moment to learn of the Egyptian religious scholars' 1905 fatwa stating that “according to the rules of Islamic Sharia [law], people have the right to install rulers and to impeach them if they deviate from the rules of justice and take the path to injustice.” In the British colonies of what is now the eastern United States, at least nine of the original 13 colonies had achieved de facto independence a year before the outbreak of the war of independence. Walter H. Conser and a team of scholars working in archives on both sides of the Atlantic have documented this largely nonviolent political process, which Conser presents in Recovering Nonviolent History with potent brevity. His chapter should be taught in every U.S. high school. “A history of military operations … is not a history of the American Revolution,” John Adams warned in 1815. “The revolution was in the minds and hearts of the people, and in the union of the colonies; both of which were substantially effected before hostilities commenced.” Colonists made their independence a reality through a program of non-importation, non-consumption and non-exportation of British products. They set up extra-legal committees that assumed the functions of governance. “In reality,” Conser writes, “political independence from Britain was evident before the Battles of Lexington and Concord in April 1775.” American schoolchildren, however, are drilled in the narrative of military victory in the war ― with little or no attention, for instance, to the more politically significant defeat of London’s Stamp Act by civil resistance. My students were surprised to learn how persistently neglected has been this dimension of history in U.S. classrooms. They were not shy about suggesting that such disregard may be linked to the contours of the U.S. presence in the world today, with the ambition emanating from Washington of fostering democracy abroad with cruise missiles or drones. Stories of women’s activism especially aroused the interest of my students. This subject is most often obliterated from official histories and authorized historical analysis. African peoples, for instance, often had traditions of women’s leadership predating the colonial period; some practices for resolving conflicts were reserved for women alone to fulfill. Yet these customs were repeatedly expunged by imperial importations of a submissive role for women. The recovery of these nonviolent histories, in particular, is a conversation that has only begun. How we human beings think of ourselves as being able to make social and political change is shaped — or distorted — by how we understand the past. Some Palestinian families, for instance, have actively preserved memories and awareness of how their relatives and ancestors had struggled without violence to preserve their way of life during the 1920s and 1930s. These memories affected how they perceived their own ability to be instrumental as change agents, even under military occupation after 1967. The building of peace demands that the history and practice of civil resistance be studied and taught, because it influences what we learn from the past, but also how we comprehend, interpret and plan, in the present and for the future. Rediscovering history through the lens of nonviolent struggle can change how we situate ourselves as historical actors. If we want a more peaceable world, we should realize that what has become widely accepted as history can hide the stories of average people, who through nonviolent struggles have shaped the contours of their destiny.

Letters to the editor learning lessons From The Past An open letter to the Ananya S Guha he Home Minister's statement a few months back that Hindu 'terrorism' is supported by some political parties and their allies needs to be looked roundly at. It came at a time when India baiting by Pakistan was at its best, and this statement could be well used by our neighbour to advantage, in whatever context. Making a religion akin to terrorism, Hindu or Muslim is a wrong premise and will hurt sentiments, apart from the fact that it came in a wrong moment. If there has been a Gujarat, there has also been a Godhra. We should not lose our balance in this matter. The worst that a politician could do, and that too the Home Minister could do is to talk on such divisive lines, especially when the Hindu Muslim imbroglio is improving and looking up considerably. Moreover the statement smacks of a bias, and will be a repellent to hardliners, who are already vociferous and fired up. There was no need to stoke fire, at this juncture and that too by a responsible authority. It is a pity that political leaders never talk of a unity, religious, caste or community based, but always take the divisive stance, causing further fissure and erosion in our societies. A religious group cannot have terrorists, whether Hindu or Islamic; terrorists are individuals distorting religion, and professing violence in its name. To use the religious tag for a religion is to discredit it, and identify religion with terrorism per se. This is not only wrong; it is unethical and grossly irresponsible, in pluralistic societies. I don't know what was the intention of our Home Minister, but he has played into the enemy's hands, and openly antagonized the majority population, most of whom

T

want to co-exist peacefully. Moreover, this will be a chance for disgruntled, recalcitrant elements, call them Hindu or Muslim to make a strong comeback, and preach the message of attrition and hate. Is this warranted? I am surprised that many including the media kept quiet on this matter. Who gains from these statements? Only politicians? The common man will have to bear the brunt of the attack by fascist elements. It has been a most reprehensible statement, and either we must pooh pooh it, or inveigh it with heavy condemnation. The Aaam Aaadmi perhaps knows better what do, in such a situation, because he has faced it times without number. However, equally unfortunate if not tragic is a senior journalist’s diatribe on Prof. Amartya Sen’s comments that he

wRiTE-wiNg

would not want a Narendra Modi to be the Prime Minister of the country. It is a perfectly legitimate statement if one considers the fact that in a democracy voicing of opinions is a legitimate action, that is the Right to Speech. The irreverent riposte of the journalist in the form of the words that Prof. Sen be stripped off the Bharat Ratna is not only a vulgar profanity, and disrespect to one of the world’s leading economists but also a statement which smacks of rabid arrogance. No one has the right to suggest dismantling a national honour bestowed upon anyone by the government. Who is he to suggest this? Moreover, his comments should have been veered around Prof. Sen’s views and should cer-

tainly not have been personalized. It is not only dishounouring Prof. Amartya Sen but also the mantle of the Nobel Award and its universal acclaim and sovereignty. It is sad that in our country politicians or otherwise including some of the so called intelligentsia make issues so personalized, which stems from a suppressed dislike of a person or even a hatred. I am amazed that such a statement could get away so easily, with of course the electronic media making it food for another juicy controversy. The statement that a particular person would not want Narendra Modi to be the Prime Minister of the country is innocuous at one level. At another level of course, it has a deeper meaning – namely that he would not like a Rightist heading the country, which I think is fair enough. On the sharp contrary Prof. Sen’s interview on television was calm, reasoned and meditated. It had the stuff of decency and even respect – that is respecting another’s opinion and saying that he had the right to say what he said. Despite, the TV anchor’s constant if I may call it needling Prof. Sen maintained a calm and stoic demeanour. We should learn from such interviews the lesson that even if you do not agree with one’s views you can at least accept it at face value. Considering the fact that the senior journalist’s statement was vicious if not malicious Prof. Amartya Sen maintained that kind of posture that is the stuff of great men. And how little of them we have in our country! Tagore and Gandhi differed radically from one another, so was the instance between Gandhi and Subhash Chandra Bose. But they all revered one another. Can we take these lessons from the past, which we call history?

CGM (NE circle II)

•- Through your esteem daily I want to attract the attention of the Chief General Manager of the BSNL, Dimapur that why his Department is so negligent in customer service. In Kohima, the Bills of telephones are not delivered to the customers for years and his Department is never hesitate to disconnect the line of Telephone, including Broadband. If the customer is not aware of the total amount of the Bill, what he will pay. Even the Departmental person never has the courtesy to inform the customer to alert him that he has an amount of Bill to pay against his telephone, if he will not pay the Bill within the date, this telephone will be disconnected. Customers have to suffer for not payment and reconnection charges without having Bills. Moreover, the complains of the Broadband are never attended promptly, whatever urgent documents to send by the customer, because, they will get their salaries in time if they work or may not work, as the CGM. I want to request the CGM at Dimapur to immediately activate the Bill delivery system all over Nagaland, which should be well ahead of last date of payment and reconnect all the defaulters without any charge of reconnection, as the fault is not with the customers’ part, it is with the BSNL. POLL RESULTS

Do you support the NagalaND goverNmeNt's williNgNess to review the impact of prohibitioN oN society? Some of those who voted YES had this to say: • Yes. Finally we Nagas are talking sense. It’s a human stimulus that the more you prohibit something, the more you want to try it. But if it is free for all, decision comes from the inner heart based on moral. Less people will drink in this case but the few who drink will also not die of drinking 20% rum and 80% spirit. At least we will get good products and scope for employment in this sector is huge rather that burn or destroy products worth lakhs and crores. Fools! Burning up Naga money. One cannot control somebody’s moral by force. Drinkers will drink, teetotalists will abstain. It’s a choice. Not force. • Yes, and it must be approached objectively. There is no point if our leaders come to the table with their minds already made up, and I am afraid that is the case. • Yes as long as they are willing to put this act into practise and not just a theory... • Yes, because prohibition is a big farce and a total failure in Nagaland. It is already 20 years old since prohibition came into effect and its high time this “Bogus Dry State” lift the Prohibition Act. How long can we fool ourselves? • Yes, I support the review to increase the public life span through the availability of genuine staff. • Yes, lets support provided it is impartial and strong enough to cure the society. What is the blah blah group doing so far after the prohibition act is passed with their pressures. Arent they ashamed of what is going on now. Why do they blame the govt agencies when they themselves are enjoying the contributions and donations from the money of this black businesses caused by prohibition act. At tip of the iceberg.. look at the route crossing Ao Church Kohima via AR area especially in the evening. A beautiful parking of important cars! At present the most popular corner, a PCO catering beside the graveyard at the entrance of a Hotel, Kohima, Jail Colony available in almost all the ghumti shops. Everyone knows. Doing brisk business, ask for any brand, no problem, its available. Wonder who is the invisible owner, the landlord or the tenant or are they partners. When govt review please a personal opinion: lift the act, set up a colony, built govt quarters, allot them, give license to sell, issue entry cards to consumers. Sale and consumption should be strictly restricted in that colony only and defaulters should be penalized. No rights orgs should interfere in this punishments. Let the govt please provide teetotaler security guards in case any altercation arises when drunk. Even the important class should not be exempted by different sections of laws. Actor Sanjay Dutt can be jailed in India but here in Nagaland everything can be twisted. Playing blame game wont solve the problem, we have to set a successful solution. Review, retrospect to get a good result. • Yes, while liquor are sold and consumed openly, valuable revenue is cut off. Further, spurious liqours are flooding the state which in fact is more hazardous • Yes! Prohibition in Nagaland is simply a farce. It has created more criminals and law breakers. It should be lifted and stern laws on drunkards be in place. Prohibition has made Nagas hypocrites only. • Yes, they should have done from before, lets hope for the best. • I support total prohibition and I'll continue to do so till the Nagas learn the true meaning of moderation. The review must be on where we have gone wrong and strengthen the existing act. • Prohibition has rather worsened the impact on society than doing good.. if we are true Christians we should know the right use of everything. Christian principle is that one should not impose something on others and the church and its association should practice this in true spirit. they should finds ways for people to willfully accept rather than use of tactful and emotional force on the state to pass legislation for prohibition. if such is the strategy then the essence of pastorship n evangelism of the church is at rest because they are making the state do its work. History is a witness that anything imposed by force does not have a successful end.

n dark sunglasses and a uniform studded with medals, Egypt's top general is everywhere, looking down from posters and banners proclaiming him "lion of the nation." Adoring songs vow "We are behind you." Barely a month after he removed the elected president, Gen. Abdel-Fattah el-Sissi is riding a wave of adulation, drawing comparisons between him and modern Egypt's first charismatic strongman, former President Gamal Abdel-Nasser. State media and pro-military TV channels and newspapers have done everything they can to fuel the fervor. But some warn that the personality cult could pave the way to new authoritarianism after a coup that the army and its supporters insist was aimed at promoting democracy. "I worry about el-Sissi and the possible arrogance of the victor. And I fear him if he decides that the army is stronger than any future president that he will control like a puppet," wrote Mohammed Fathy, a columnist in the newspaper Al-Watan. "The admiration for him has gone beyond normal levels and is now more like deifying him." The hype has swelled to the point that some are convinced el-Sissi will take off his uniform and run for president in elections due to take place early next year. A military spokesman denied el-Sissi has any intention to do so. That has done nothing to end the speculation by those for and against the idea. "Bottom line, el-Sissi will be president because he has no choice but to be. People have already started treating him as such and because he is de facto ruler," Fathy wrote in a column on Monday, adding that media are depicting the general as "Nasser 2013." The raving over el-Sissi is rooted in the satisfaction many Egyptians took from his July 3 coup removing President Mohammed Morsi. It came after four days of massive protests by millions nationwide demanding the president step down, accusing him of failing to manage the country and handing power over to his Islamist allies. The nationalist fervor and resentment of

Prohibition has not only deprived already open in Dimapur whereas as in Assam it our state of taxes but control over what is sold in was close even at 9:30 AM. be instituted to fully study the impact of prohibition in Nagaland. We don’t need some political review committee who cannot look beyond their noses. • No, Public has our own rights and duties, provided we don’t cross the limit. • ARREST all the illegal WINE (Rum & Whiskey) business dealers in and around NagaLands. It is the Duty of the Excise Police deptt. And if this Excise Deptt. Cannot Arrests them(Silent Poisonous dealers) then Excise deptt. you are Not performing your DUTY. • I fully OBJECT the GON to lift the Ban on Rum & Whisky. Rather I will support any Organizations who will Control all the Illegal sale of Rum & Whisky in and around Naga Lands* Some of those who voted OTHERS had this to say: • Prohibition!!! If our govt, Naga NGOs, and Church leaders want this to be success there is only one solution: fine them rupees 2000 per bottle. Who will do business? Without paying money who will follow the rules …. • Spending money on Wine is an Economic loss for the individuals themselves. • The Bible teaches us about use of Alcohol and its ill effects, the problems it creates but not against the use of alcohol. It doesn't teach about total abstinence from alcohol. Bottom line who are we to judge there is someone up there to Judge us one day. • It’s not about judging... its about saving someone.. if you see your children dying would you just let him die like that... or would you try to save him her.. prohibition might not totally stop the use of alcohol.. but it could save those children who dont know what alcohol effect can bring.. • Modu & Rum aru Whisky khaile LIVER break-failed hoijai te, Sathi, bhai, boine khan. • A greater fool would be that that think prohibition helps and could successfully be implemented. It actually does more harm at all levels to a society. A little research or googling on prohibition over the world including our state could shed some light. • To expect the excise dept to perform their work efficiently and bring a total ban on liquor would be like expecting your liquor to be delivered through facebook via pc or mobile. Prohibition has only corrupted all security personnel. • Advance country are advance.. They have civic sense.. They know how to control themselves.. what to use how to use.. When to use... can our Nagaland do the same?? you will soon dee the death rate rising right after the lifting. • i wud lyk to suggest dat, the GON with da help of NGOs n Churches either completely ban alcohol (means not even a drop in our land) or review the prohibition with better rules n regulation (means overdrunk n anything happens out of alcohol would b seriously dealt with) with the help of the security 24*7 • Let me place three options before the best brains of the contemporary Naga Society: First: Maintain the paradoxically dubious distinction of” wettest dry sate”, with occasional media displays of spurious assorted liquor being seized during the rarely conducted raids at ubiquitous and squalid restaurants, hotels, joint boozes, pan shops etc, breaking and burning in public and let our Prohibition Act continues to remain the butt of jokes as its reputation unequivocally speaks so. Second: Come up with the augmented mechanism to make an effective enforcement of the Act on a consistent basis but that seems to be a hither to impractical idea basing on its highly controversial unsuccessful track record and the grim reality on the ground. Third: To set the process of revocation of NLTP Act, 1989 in motion by undergoing a comprehensive review of the aforesaid Act with assimilation of all the expert and valuable opinions of political and religious leaders, social scientists, doctors, economists, scholars, intellectuals, etc. The time has come for the Nagas to think out of the box with broad vision, right knowledge and smart policy to take Nagaland and its peaceloving people forward.

The cult of Egypt's top general the Islamists has so far all but drowned out arguments by Muslim Brotherhood and Morsi's other supporters that the coup against Egypt's first freely elected president has wrecked democracy. Two large-scale killings of dozens of pro-Morsi protesters in clashes the past three weeks have won them little sympathy amid a public attitude — again fueled by the military, officials and many media outlets — that the protesters are violent extremists. But the lavish celebration of el-Sissi also speaks of a nation looking for a leader it can rally behind. It underscores a close bond between the Egyptian public and the armed forces. As a mostly conscript army, there is hardly an Egyptian family that hasn't sent a son to the military, which fought four wars with Israel — the most recent in 1973. That translates into a trust of the army's intentions among many. "The army will not stay forever, just long enough to restore order and security in the country," said Ezzat Fahim, a 38-year-old father of two. He carried an el-Sissi poster in Cairo's Tahrir Square during massive nationwide rallies on Friday that the general himself called for as a show of support for the military to act against "terrorism." The degree of trust has survived among much of the public despite the fact that the generals were the power behind the scenes during six decades of authoritarian rule. Hosni Mubarak, ousted in the 2011 uprising after 29 years in power, was a career air force officer. The military ruled directly for nearly 17 months after Mubarak's fall until Morsi was inaugurated — a period that bruised the generals' image, with anti-military protests in the streets and accusations of abuses by troops. Some believe that after that experience, el-Sissi will be wary of seeming to hold too much power.

"So far, I am not worried of him seizing power," said Mohammed Hashem, a leftist book publisher and veteran pro-democracy campaigner. "I see no signs that he is tempted to do so. If he does, I will be out on the streets again shouting 'down, down with military rule'." But the el-Sissi-fest is powerful, seemingly rooted in part in a desire for a charismatic nationalist figure. Morsi, the country's first president not to come from the military, was unable to create that image, with his Islamist agenda ap-

pealing only few outside his base. Mubarak sorely lacked charisma and a human touch and was seen as building up a regime based on cronyism and corruption and the power of oppressive police agencies. The yearning could explain the rampant comparisons to Nasser. Nasser, a military officer, was the mastermind of a 1952 coup that toppled the monarchy. As president, Nasser was lionized for nationalizing the Suez Canal in 1956, negotiating the withdrawal of occupying British forces, dismantling the feudal agricultural system and spreading free education. When he died in 1970, millions participated in the funeral. Since his death, many acknowledge his faults: His rule was oppressive against both secular and Islamist dissidents, and the state-run system he created decayed into corruption. But there is also nostalgia for what was seen as good in him. That worries some. "The notion of someone becoming the savior and hero of a nation as big and ancient as Egypt is a big mistake," prominent rights campaigner Gamal Eid warned. El-Sissi, he said, "knows fully well that people are inclined to trust those who are sincere even if they don't approve of what they do." The sort of enthusiasm for the 58-year-old el-Sissi has not been seen since Nasser's heyday in the 1950s and 1960s. In the huge crowds that came out for Friday's rally, many waved posters juxtaposing pictures of el-Sissi and Nasser. "Buy the picture of el-Zaeem," shouted one woman selling el-Sissi posters, using the Arabic word for "leader" exclusively associated in Egypt with Nasser. Protesters wore around their necks small portraits of el-Sissi next to a lion symbolizing strength. One poster had him smiling and in his hallmark dark sunglasses with the words: "El-Sissi, the love of the people."

Protesters drew a giant portrait of elSissi with green laser beams on the side of a high-rise hotel overlooking Tahrir. Ghada Shereef, in an op-ed piece Thursday in the independent Al-Masry Al-Youm, gushed that if el-Sissi gave the word, women would line up to marry him or just be his concubines. "That is a man who is adored by Egyptians," she wrote in the article, titled "El-Sissi, just wink to get what you want." Previously the head of military intelligence, el-Sissi was little known outside the army when Morsi appointed him defense minister and head of the armed forces last August. Morsi's aides have said they saw him as a pious Muslim who had shown signs of sympathy with their Islamist agenda. As army chief, however, he's shown no political agenda in any direction. But he has cultivated a unique charisma for a military man. Unlike the usual stern-faced generals, el-Sissi has shown an emotional side, a quality many of his fans cite as proof of his compassion. On Sunday, he sat at a police graduation ceremony fighting back tears as the commander of the police academy waxed lyrical on his patriotism. The army's propaganda machine has also been marketing him as a youthful and energetic leader. Army videos show el-Sissi jogging in camouflage fatigues along with other commanders, or warmly chatting with soldiers during war games. It's a stark contrast to his near-mummified predecessor, Field Marshal Hussein Tantawi, the Mubarak-era defense minister who ruled Egypt for nearly 17 months until Morsi was inaugurated and soon after removed him. El-Sissi has invited celebrities to armysponsored functions. At a live concert in April, he held the microphone like a pop singer to address the audience. "I want to say something to you: Don't ever worry about Egypt," he said. "Egyptians can change the whole world when they want." The singers and dancers who had just finished their show broke into chants of "the army and the people are one hand."

TRS chief says no to Hyderabad as India may have 50 states if all Union Territory demands of new states conceded

hYDERABAD, August 4 (iANs): Telangana Rashtra Samithi (TRS) chief K Chandrasekhara Rao on Sunday ruled out accepting Hyderabad as Union territory or a permanent joint capital of Telangana and Andhra Pradesh. He said his party had no objection if Andhra Pradesh government functioned from here for 10 years as announced by the central government. He, however, made it clear that the Telangana government would run the administration of

Hyderabad. With the protests in Seemandhra (Rayalaseema and Andhra regions) continuing against the decision to carve out a Telangana state and many leaders from those regions demanding union territory status to Hyderabad, TRS leader said this was not acceptable to people of Telangana. KCR, as Rao is popularly known, was speaking at a meet the press programme organized by Telangana Journalists Forum. Asked about the protests in Seemandhra, the

KolKAtA, Aug 4 (iANs): An 11-year-old girl, set on fire four days ago by a man who tried to rape her, succumbed to her injuries at a hospital here Sunday. “The minor was admitted with critical burn injuries. Today (Sunday) morning, she succumbed to her injuries,” SSKM Hospital Superintendent T.K. Ghosh said. She was set on fire Wednesday in Salkia in

Howrah district. She suffered 70 percent burn injuries. Meanwhile, police have arrested a youth, said to be the prime suspect. He will be presented before a court Sunday. The accused tried to rape the girl when she went out of her house to relieve herself. When she resisted and threatened to reveal his identity, he poured kerosene over her and set her on fire.

NEW DElhi, August 4 (iANs): Veteran politician and Nationalist Congress Party (NCP) chief Sharad Pawar has said he is not in the prime ministerial race and will not contest the 2014 Lok Sabha polls. “I am not going to contest Lok Sabha election. That decision I have taken,” Pawar told CNNIBN when asked if he was hoping to be the prime ministerial candidate. “I suppose, I go to Rajya Sabha, that is possible. I may not contest a direct election because I contested 14 elections - this is my 46th year in parliamentary and state legislature without single day’s gap. “So enough. That is why I (have) decided not to contest. But I might come in Rajya Sabha. Nothing wrong with that.” He explained why he was not

in the race to be a prime minister. “There might be good friends in every crosssection of society but unless and until some respectable number is there, one should not expect,” Pawar said. “But expecting the highest position without enough numbers has no meaning. I am a realistic politician,” Pawar, the agriculture minister in the Manmohan Singh government. Pawar started his political career with Congress when he first entered the Maharashtra assembly in 1967. He has been chief minister of the state three times. The 72-year-old has served 46 years in India’s parliament and the Maharashtra assembly. He has held many key posts in the cabinet including the ministries of defence and food.

NEW DElhi, August 4 (Pti): India may have at least 50 states in future if demands for new states are to be conceded as the Home Ministry has received representations for creation of more than 20 states. The demands for separate states have come from across the country -- for Kukiland in Manipur to Kongu Nadu in Tamil Nadu, for Kamatapur in North Bengal to Tulu Nadu in Karnataka. However, except Uttar Pradesh, no state government had given any recommendation for carving out a new state. But the demands continue to pour in. In Uttar Pradesh, there have been demands for Awadh Pradesh, Poorvanchal, Bundelkhand and Pachimanchal or Harit Pradesh. There is also demand for creation of a Braj Pradesh, consisting of Agra division and Aligarh division of Uttar Pradesh and districts of Bharatpur and Gwalior from Rajasthan and Madhya Pradesh. A demand for creation of Bhojpur

comprising areas of eastern UP, Bihar and Chhattisgarh has also been received by the Home Ministry. There has been an old demand for creation of a separate Vidarbha by carving out the Vidarbha region of Maharashtra. The most vocal demands for separate states came from Gorkhaland, by carving out Darjeeling and its adjoining areas in West Bengal. Demands for Bodoland, comprising Bodo dominated areas in Western Assam, and a separate state of Karbi Anglong, comprising the Karbi tribal living areas under Karbi Anglong autonomous district in Assam, have also been pending with the Centre. Some people from Garo regions of Meghalaya are demanding a new state of Garoland. Besides, there is a demand for a separate Eastern Nagaland by carving out some parts of the Northeastern state. There is a demand for Mithilanchal comprising Maithili speaking regions of Bihar

and Jharkhand. The Centre has received demand for creation of Saurashtra by carving that region out of Gujarat. The Dimasa people of Northeast have been demanding a separate state called Dimaraji or Dimaland comprising the Dimasa inhabited areas of Assam and Nagaland. There is a demand for creation of Kongu Nadu comprising parts of southwest of Tamil Nadu, southeast of Karnataka and east of Kerala. Demand for creating a Coorg state, comprising the Coorg region of Karnataka has also come to the Centre. Representation has also received for creation of separate Kosal state comprising some districts of Odisha, parts of Jharkhand and Chhattisgarh. There is a demand for Tulu Nadu comprising a region on the border between Karnataka and Kerala. The demand for separate Kukiland, comprising Kuki tribal inhabited areas in Manipur has also been raised, among others.

TRS president said he was not bothered about it as it was for their government to deal with it. “For us Telangana state has already been formed and this has already been made clear by Congress general secretary Digvijaya Singh,” he said. The MP said he never asked employees of Seemandhra to leave and blamed a section of media for misinterpretation. “I merely said they will have to work for Andhra government while Telangana employees will work for

Telangana government,” he said. KCR said he was not asking anybody to leave as people from all regions of the country were settled in Telangana for centuries. “We need investment. We will welcome whoever comes here for making investment,” he said. He made it clear that the Telugu film industry would not only remain in Hyderabad but would be developed further. Lauding the role of various sections of people in achieving the separate state, he called for rebuild-

ing Telangana with the same spirit. Unveiling his vision of Telangana, he said he want to see a smile on the face of people of Telangana who suffered injustice since its merger with Andhra State in 1956. “People of Telangana suffered injustice in all spheres of life and nobody can dispute this. Their resources were taken away, they were denied employment opportunities. Now they will get justice, their due share and will be able to live a respectable life,” he added.

JAiPuR, August 4 (Pti): An IPS officer was transferred two days after he reopened the history sheet of the father of a Congress MLA in Rajasthan, who had allegedly been involved in smuggling and other anti-social activities. Superintendent of Police, Jaisalmer, Pankaj Choudhary said, “As an officer of the state police department, I will soon be shifting to the new place.” Choudhary said he had reopened historysheets against several persons, including the one against Gazi Fakir, father of Pokhran Congress MLA Saleh Mohammed, on July

31 after a spurt in crime in the golden fort city. He was transferred on August two. Meanwhile, a bandh was observed against alleged “untimely” transfer of the IPS officer from the district by the Ashok Gehlot government in Rajasthan. Businessmen, hoteliers, and tour operators led the shut down and held a rally demanding revocation of the transfer order, police said. The protesters alleged that the “honest and dedicated” officer, who had cracked down on crime, had been deliberately transferred under political pressure to Kishangarh

in Ajmer as Police Training Services Commandant, said Kailash Meghwal, incharge of special police branch. They marched from Gadhisar Talab to the Collectorate in the morning and submitted a memorandum to the Collector on the issue. When contacted on telephone, the outgoing SP told PTI that his transfer was “routine”. He said that the state government had on August 2 brought out a list of officers who were being given new postings. Rajasthan Chief Secretary CK Mathew said that transfers in the police department were

effected by the state home department, adding he was not aware about the details. State home department Additional Chief Secretary Ashok Sampatram could not be reached for comment. A history sheet of Fakir was opened for the first time on July 31, 1965 but that file went missing in 1984. Although the history sheet was reopened after six years in 1990, it was closed in May 2011 by an ASP-rank official when he had been holding charge as SP. Reacting to the SP’s transfer, Congress spokesperson Rashid Alvi said that the matter should not be compared to the

suspension of IAS officer Durga Sakthi Nagpal in Uttar Pradesh. Nagpal, the Gautam Budh Nagar SDM who had launched a crackdown on illegal mining in her area, was suspended on July 27 by the Samajwadi Party government in UP for ostensibly ordering the demolition of a wall of a mosque. “The transfer might have been done from an administrative point of view. I am not fully aware of the situation yet. “This case should not be linked to Nagpal’s case. We will talk after we get complete information on the matter,” Alvi said.

Meanwhile, Fakir’s son and Congress MLA Saleh Mohammed has said the entire matter was suggestive of a “political conspiracy” by rival BJP and RSS members to weaken his political hold and defame his 78-year-old father. Saleh said that his father has been without hearing for the last 40 years. This was the fourth time that a Jaisalmer SP had opened the history sheet of Fakir, Saleh said. He added that since 1965, different police heads in Jaisalmer had opened investigation against his father, although all those were closed as the cases were weak.

Shweta Katti, 18, left for America on Thursday to study at the liberal arts Bard College, where she hopes to read psychology. Afterwards she wants to return to India and help other young women in her community. “It’s my childhood dream. I didn’t think it would finally happen,” she told AFP before leaving Mumbai, where she grew up in a brothel. Katti’s determination

It is a long way from Katti’s early childhood experiences of abuse and harassment in Mumbai’s notorious Kamathipura neighbourhood. “You would see everyday someone beating up a woman, the police coming unexpectedly at anytime, and women selling their bod-

Katti said. “Men would ask to sleep with me, it was so embarrassing, but I had to face it. My father abused me, many people abused me, but my mum was with me always saying: ‘You are the best, you can do anything’.” The teenager, who describes herself as “a tough-skinned girl”, said she faced discrimination “from all sides” at school because of her poor background and low caste status. She credits her mother, a factory worker, as her “inspiration” and

— meaning “revolution” in Hindi — also played a vital role in helping her achieve her dreams. The group’s aim is to empower girls from Mumbai’s red-light areas “to become agents of social change”, and a small group of them live at Kranti’s north Mumbai apartment, where Katti moved two years ago. Here she was able to work on her English language skills and experience therapy, which sparked her interest in psychology. “I really think it can change somebody. I started thinking openly and respecting my background and myself,” she said.

AgRA, August 4 (Pti): Terming the Supreme Court judgement on debarring arrested persons from contesting polls as “praiseworthy”, Secretary of the Election Commission of India (ECI) said only candidates with a “clean image” must context elections, so that people’s faith in democracy is restored. Naseem Zaidi, Secretary-ECI, addressing election officers said the recent judgement of the apex court is praiseworthy and the Commission would like only those with a clean image to context the polls, so that people’s faith in democracy and the democratic process is retained.

Speaking at the Systematic Voter Education and Electoral Participation (SVEEP II), a two-day orientation programme of election officers from across the country, Zaidi said the ECI will clamp down on those persons belonging to political parties who entice voters by offering them money, gifts, liquor and other things. The Commission has sent proposals to the Law Ministry seeking to make such overtures to eligible voters as cognisable offences, providing for arrest of those giving or taking such offers, he said. The ECI Secretary said an all party meet has been fixed for August 12.

Poverty, policy row extends to Harvard and Columbia “Sen is not simply wrong; he also poses a serious danger to economic policy in India”

NEW DElhi, August 4 (REutERs): Indian government figures showing that poverty has been cut by a third since 2004 has set off a row between the country’s main political parties on whether the data is accurate, and a slanging match between two of the world’s best-known economists on the implications for policy. The debate boils down to what path India should take in coming years as slower growth puts further poverty reduction at risk in the world’s second-most populous nation. The opposition Bharatiya Janata Party (BJP) backs growth-oriented reforms that would include a curb on public spending, while the ruling Congress party believes subsidies and a range of social welfare projects have lifted millions out of penury. Nei-

ther of these parties has a commanding lead in opinion polls ahead of general elections due by next May, so they will be competing fiercely for the votes of the poor. India’s Planning Commission said last week that 138 million people - more than the combined population of Britain, Spain and Australia - had climbed out of poverty between fiscal 2004/05 (March-April) and 2011/12. That left the official number of poor among a population of 1.2 billion at 269 million. “The reduction of the poverty level across the country is a clear manifestation and endorsement of the pro-poor policies and the policy of inclusiveness of the UPA regime,” said Bhakta Charan Das, a spokesman of Congress and its United Progressive Alliance (UPA) coali-

tion that has been in power since 2004. Critics say the numbers have been massaged to look good and any gains are pitiful compared to countries like China or Indonesia. Congress party policies, which include guaranteed employment for 100 days a year and plans to provide subsidised grain to 800 million people, are also a huge financial drain. India’s budget deficit is already around 5 percent of GDP and is seen as a major contributor in drooping investor sentiment. “It is certainly an achievement,” said Nobel laureate Amartya Sen of the reduction in poverty. “Is it a fantastic achievement? No, because the poverty line is low.” A Harvard University professor of economics and a confidant of Prime Minister Manmohan Singh, Sen is widely seen as a major

influence on the Congress party’s jobs and food programmes. Jagdish Bhagwati, professor of economics and law at Columbia University, says Sen is an apologist for Congress and its brand of welfare spending at the cost of reforms. “Sen is not simply wrong; he also poses a serious danger to economic policy in India,” Bhagwati wrote in a newspaper column. “The UPA government is now poised to damage the economy, and to harm the poor ... because its near-paralysis on track I reforms has meant that revenue growth has slowed too, making it more difficult to finance the track II reforms on health, education and PDS (public distribution system) expansion for the poor. “At the same time, owing to electoral pressures and with the populist rationales provided by the likes

of Sen, the expenditures on such track II policies are set to go up this year.” Sen, Bhagwati and Prime Minister Singh all studied economics at Britain’s Cambridge University in the 1950s.

EMPOWERMENT, NOT ALLEVIATION

Many economists say the Congress party-led government has delayed decisions on opening up the insurance and pension sectors for foreign investment, tax and other reforms and that the inertia has squandered gains of high growth before the 2008 global crisis. The BJP, which pursued high-growth policies when it was in power from 1998 to 2004, says the Planning Commission’s figures on poverty are fixed, and aimed at giving Congress a pre-election boost. “The

government only wants to showcase their achievements with artificial figures before elections,” BJP spokesman Prakash Javedkar said. “So far as the BJP is concerned we want a decent living for the poor. We want their empowerment, not simply alleviation of poverty.” According to the World Bank, about one in three Indians were poor, or living on less than $1.25 a day, in 2009-10 compared to 41.6 percent in 2004-2005. In absolute terms, its estimates show the number of poor dropped to 359 million from 419 million. The government, by contrast, says the number of poor dropped to 269 million in 2012 from 407 million in 2005. However, it uses about 5,000 rupees per month for a five-member family as its poverty line

for urban areas, an amount critics say would barely cover food costs, let alone shelter, clothing and other necessities. Many international economists agree that India has reduced poverty, but it still has a long way to go. “Our analysis shows that while targeted poverty-programmes are important for reducing poverty, a good investment climate is very useful,” said Rana Hasan, principal economist at the Asian Development Bank. “Good investment climate is not only good for business, it is also an important means for making growth more pro-poor in India.” India’s achievements, however, compare poorly with other Asian nations. In China, for instance, poverty levels fell to 12 percent in 2010 from 60 percent in 1990, according

to the World Bank. Many of India’s poor scoff at the idea that they are better off than they were in 2004. “In the past five years, nothing has changed in my life,” says Nitai Karmakar, a resident of Kolkata. The 31-year-old, who makes about $84 a month washing cars of residents in a housing colony, says he is not able to marry because he cannot feed another person. Palani, a security guard in Chennai, says he takes care of his wife, two children and an 80-year-old mother on an income of $67 a month. “We just about manage our expenses and sometimes borrow to make ends meet,” said the 49-year-old. “But we cannot budget for times when kids fall sick and we unexpectedly end up spending on doctors’ visits and medicines.”

Zimbabwe’s Mugabe re-elected, rival Tsvangirai vows court challenge Harare, august 4 (reuters): Africa’s oldest leader Robert Mugabe was declared winner of Zimbabwe’s disputed election on Saturday, while his main rival Morgan Tsvangirai dismissed the result as a fraud and said he would challenge it in court and in regional forums. Mugabe, 89, who has ruled the former British colony in southern Africa since its independence in 1980, was formally proclaimed re-elected for a five-year term barely an hour after Tsvangirai announced his planned legal challenge. “We are going to go to court, we are going to go to the AU (African Union), we are going to go to the

SADC (Southern African Development Community),” Tsvangirai angrily told a news conference in Harare. He rejected the result as “fraudulent”. While African observers have already broadly approved Wednesday’s peaceful vote, independent domestic monitors have described it as deeply flawed by registration problems that may have disenfranchised up to a million people. Western observers were kept out by Harare. In its strongest criticism so far of the poll, the European Union said on Saturday it was concerned about alleged irregularities and a lack of transparency in the election. The EU’s

verdict on the fairness of the vote will be crucial to deciding whether it continues to ease sanctions on the southern African country. These were originally imposed because of previous accusations of vote-rigging and abuses of power made against Mugabe and his followers. Mugabe’s ZANU-PF party, which the official results show won a more than two-thirds majority in parliament, has rejected the latest allegations of massive vote-rigging and intimidation made against it by Tsvangirai’s Movement for Democratic Change (MDC). Zimbabwe’s Election Commission announced Mugabe had

soundly beaten Tsvangirai in the presidential contest with just over 61 percent of the votes, against nearly 34 percent for Tsvangirai. “Mugabe, Robert Gabriel, of ZANU-PF party, is therefore declared duly elected President of the Republic of Zimbabwe with effect of today,” commission head Rita Makarau told a news conference, drawing cheers from ZANU-PF supporters. Tsvangirai, who had been serving as Prime Minister in a fractious unity government under Mugabe, said his party would present evidence in court to back its charges that the July 31 vote was a “monumental fraud” engineered by ZANU-PF.

“I thought this election was going to resolve this political crisis. It has not. It has failed. It has plunged the country back to where it was,” Tsvangirai said. He has called on the African Union and SADC to investigate the vote, calling it “null and void” and “not credible”. But he faces an uphill struggle to convince the regional bodies, as their observers have already publicly endorsed the election as free and peaceful, while acknowledging minor problems. Adding to the controversy surrounding the election, one member of Zimbabwe’s nine-member Electoral Commission,

Mkhululi Nyathi, has resigned since the vote, citing doubts about the integrity of the results. Tsvangirai’s MDC said on Friday it could take to the streets to challenge ZANUPF’s claim of a landslide victory, made less than 24 hours after the polls had closed on Wednesday.

Twitter UK boosts anti-abuse tools after threats against women

lOndOn, august 4 (reuters): The British arm of Twitter apologised on Saturday to a group of high-profile women who have been threatened with death and rape on the micro-blogging site, and announced measures to make it easier for users to report abusive tweets. Twitter had come under increasing pressure to react after a feminist cam-

paigner, several women members of parliament and female journalists were targeted by users who hurled misogynistic abuse at them and in some cases made violent threats. “I personally apologise to the women who have experienced abuse on Twitter and for what they have gone through,” Tony Wang, general manager of Twitter UK, said on his own Twitter feed.

“The abuse they’ve received is simply not acceptable. It’s not acceptable in the real world, and it’s not acceptable on Twitter,” he said. Twitter UK said it was adding staff to help handle abuse reports. It also said an in-tweet “report abuse” button currently available on the Twitter app for iPhones would be added to the Twitter website and to platforms used on other

mobile devices. The problem of abuse by so-called internet “trolls” has been frontpage news in Britain since activist Caroline CriadoPerez was hit by a barrage of vitriolic tweets after successfully campaigning for a woman’s face to appear on bank notes. In recognition of her role, Criado-Perez appeared alongside Bank of

England Governor Mark Carney on July 24, when he announced 19th century novelist Jane Austen would become the face of the new 10-pound note. Police arrested two men over rape threats against Criado-Perez. One of them was also suspected of making rape threats against opposition Labour legislator Stella Creasy, who backed the bank note campaign

and also appeared with Carney on July 24. In separate incidents days later, several highprofile female journalists received tweets from someone threatening to bomb their homes and “destroy everything” there. London’s Metropolitan Police Service said on Friday it was investigating allegations made by eight people who have been subjected to harassment,

malicious communication or bomb threats. While the trolls themselves have been denounced across British media, Twitter had also come under heavy criticism for its failure to respond forcefully enough. In a statement issued after Wang’s apology, Criado-Perez welcomed the new measures announced by Twitter UK but said a more profound

overhaul of the social network’s system for handling abuse was needed. “The current process is lengthy, complicated and impossible to use if you’re under sustained attack like I have been,” she said. “Right now, all the emphasis is on the victim, often under intense pressure, to report rather than for Twitter to track down the perpetrator and stop them.”

Jerusalem, aug 4 (Ians): The next round of peace talks between Israel and the Palestinians will be held in Israel in the second week of August, Israel’s chief negotiator Tzipi Livni said. Livni also said Israel intends to release the first batch of Palestinian prisoners before the next round of talks, Xinhua reported citing Israel Radio.

Last week, the Israeli cabinet approved the release of 104 Palestinian prisoners, paving the road for the renewal of the talks in Washington Tuesday. “The release (of the group of prisoners) will take place between now and then,” Livni said. Livni added that she was under the impression that the Palestinians were “serious” about the talks.

KatHmandu, aug 4 (Ians): A panel of four major parties that backs Nepal’s interim election government has urged a radical Maoist grouping to come to the negotiation table, party leaders said Sunday. The High Level Political Committee (HLPC) Saturday decided to send a letter for the talks, reports Xinhua. HLPC coordinator Pushpa Kamal Dahal, who

is also the chairman of the Unified Communist Party of Nepal-Maoist, sent the letter to CPN-Maoist, Dahal’s secretariat told Xinhua. The CPN-Maoist, a breakaway faction of UCPN-Maoist, is launching a nationwide campaign to disrupt the Nov 19 Constituent Assembly poll. It is insisting there should not be any conditions during the negotiation.

the fiscal year, forecast at 2.75 percent in May, was downgraded on Friday to 2.5 percent. The unemployment rate forecast in May to rise to 5.75 percent in the current fiscal year was revised up to 6.25 percent. The latest figures show the Australian jobless rate crept from 5.6 percent in May to 5.7 percent in June. The conservative Liberal Party-led opposition coalition has accused the government of wasting money on stimulus spending after

the last conservative government delivered surplus budgets years after year until it lost power in 2007. After the election was announced, Abbott promised to “get the budget back under control,” and listed scrapping the unpopular carbon tax among his top priorities if elected. The election promises to be an extraordinary contest for Australian politics. Labour leads Australia’s first minority government since World War II, and polls suggest the opposi-

tion faces an easier task picking up seats than Labour does. Labour holds 71 seats in the 150-seat House of Representatives where parties form governments. The opposition holds 72 seats, with the remainder held by independent lawmakers or sole legislators from minor parties. A recent poll has shown that secrets spiller Julian Assange and his WikiLeaks Party have a realistic chance of winning seats in the 78-seat Senate.

Canberra, august 4 (aP): Prime Minister Kevin Rudd called an election for September 7 and said on Sunday that it will be fought over who can be trusted to manage the Australian economy as it transitions from a decade-old mining boom fed by Chinese industrial demand that is now fading. In starting the fiveweek election campaign, Mr. Rudd said the economy can no longer rely on Chinese demand for iron ore and coal that made the country one of the few wealthy nations to avoid a recession during the global economic downturn.

“The boom, of course, has fuelled so much of our nation’s wealth,” he told reporters at Parliament House. “That boom is over.” Latest economic figures show a sharp decline in the nation’s finances, with the Treasury Department on Friday raising its estimated deficit for the current fiscal year to 30.1 billion Australian dollars ($26.8 billion) due to the mining slowdown. The new forecast for the year ending June 30, 2014, reveals a substantial deterioration in Australia’s finances since May, when the department forecast a deficit of AU$18 billion. Economic growth for

Rudd was first elected prime minister in 2007 but was ousted in 2010 by his then deputy Julia Gillard in an internal leadership showdown among Labour lawmakers. Mr. Abbott opposes charging polluters for their carbon gas emissions, despite Australia having some of the world’s worst emission rates on a per capita basis. He has vowed to give priority to scrapping both the carbon and mining taxes. Both taxes were introduced by Labour in

July 2012. The carbon tax on Australia’s biggest polluters rose from AU$23 a metric ton of carbon dioxide to AU$24.15 from July 1, 2013. The opposition argues this is the world’s highest tax rate on carbon dioxide and is making Australian industry uncompetitive. The tax is due to be replaced in 2015 by an emissions trading scheme, in which the cost of emitting a metric ton of carbon would be determined by buyers and sellers in a carbon market. Rudd has pledged to bring forward the emission trading scheme linked to the European market

by a year to July 2014, reducing the cost to Australians of emitting a metric ton of carb dioxide from AU$25.40 to an estimated AU$6. The 30 percent mining tax on the profits of iron ore and coal miners was designed to cash in on burgeoning profits from a mineral boom fuelled by Chinese industrial demand. But the boom was cooling before the tax took effect, with prices for iron ore and coal peaking in 2011. The tax was initially forecast to earn the government AU$3 billion in its first year but collected only AU$126 million after six months.

WasHIngtOn, august 4 (aP): New U.S. penalties against Iran appear a done deal as the country’s new president takes over. In a letter to President Barack Obama, 76 senators are demanding tougher punishment on Iran’s economy until the Islamic republic scales back its nuclear program. It also urges Obama to consider military options while keeping the door open to diplomacy. The Senate letter, a copy of which was obtained Saturday by The Associated

Press, comes just days after the House overwhelmingly passed new restrictions on Iran’s oil sector and its mining and construction industries. Senators are expected to take up the same package in September. “Until we see a significant slowdown of Iran’s nuclear activities, we believe our nation must toughen sanctions and reinforce the credibility of our option to use military force at the same time as we fully explore a diplomatic solution to our dispute with Iran,”

says the letter, which will be delivered Monday. The Obama administration is concerned Congress’ effort could undercut Iran’s relatively moderate President-elect Hasan Rouhani, who was formally endorsed by Iran’s ayatollah on Saturday and takes the oath of office Sunday. Rouhani has pledged to follow a “path of moderation” and promised greater openness over Iran’s nuclear program. Obama wants to give Rouhani a chance to prove his seriousness. The U.S.

believes Iran has been working for years to develop nuclear weapons. Iran insists its program is for peaceful energy and research purposes. Rouhani’s victory signaled Iran’s clear dissatisfaction, the senators said. But they noted that all final decisions on nuclear matters rest with Supreme Leader Ayatollah Ali Khamenei and said Iran must not be allowed to use any new nuclear negotiations with world powers to stall for time.

COlOmbO, aug 4 (Ians): A former Tamil Tiger guerrilla now in Sri Lankan custody has revealed that the rebels killed more than 80 captives including a policeman and a soldier, police said Sunday. The man alleged that during the war that ended in 2009, the Tamil Tigers murdered more than 80 people including an army captain who were held at a rebel-run prison, reports

Xinhua. A police statement said the rebel also revealed the location where the victims were burnt after being killed and this has been confirmed by three other rebels who are in police custody. The rebel said the 80 people had been detained at a prison in Pudukuduirippu in Sri Lanka’s north, which was once under the control of the now crushed

Liberation Tigers of Tamil Eelam (LTTE). According to the rebel, 30 of them were taken to a jungle in a truck in May 2006 and were killed while 50 others were taken in a truck and a bus also to a jungle in July 2006 and slain. The policeman was believed to have been taken to a jungle and murdered in September 2006 and his body was burnt while

the army captain was murdered in 2009. The police said a magisterial inquiry will be conducted on the victims and the location where the bodies were believed to have been burnt. The Tamil Tigers were defeated in May 2009 after 30 years of war against the government. Both the government and the rebels have been accused of committing war crimes.

Talking humanoid robot New US penalties will greet Iran’s new leader launches on Japan rocket

tOKYO, august 4 (aP) : The first talking humanoid robot “astronaut” has taken off in a rocket. Kirobo — derived from the Japanese words for “hope” and “robot” — was among five tons of supplies and machinery on a rocket launched Sunday for the International Space Station from Tanegashima, southwestern Japan, the Japan Aerospace Exploration Agency, or JAXA, said. The childlike robot was designed to be a companion for astronaut Koichi Wakata, and will communicate with another robot on Earth, according to developers. Wakata is expected to arrive at the space station in November. Robot designer Tomotaka Takahashi, of the University of Tokyo, advertiser Dentsu and automaker Toyota Motor Corp. worked on the robot. The challenge was making sure it could move and talk where there was no gravity. Ahead of the

launch, the 34-centimeter (13-inch) tall Kirobo told reporters, “one small step for me, a giant leap for robots.” Japan boasts the most sophisticated robotics in the world, but because of its “manga” culture, it tends to favor cute robots with human-like characteristics with emotional appeal, a use of technology that has at times drawn criticism for being not productive. But Takahashi, the designer, said sending a robot into space could help write a new chapter in the history of communication. “I wish for this robot to function as a mediator between person and machine, or person and Internet and sometimes even between people,” he said. JAXA, Japan’s equivalent of NASA, said the rocket launch was successful, and the separation of a cargo vehicle, carrying the robot to the space station, was confirmed about 15 minutes after liftoff.

Neymar suffering from anaemia Rio De JAneiRo, Aug 4 (iAnS): Barcelona striker Neymar has been diagnosed with anaemia, a blood disorder that affects the reproduction of red blood cells, Brazilian media reported. The 21-yearold striker was found to be suffering following routine blood tests conducted by Barcelona medical staff, reports Xinhua. He has reportedly been given a refined training programme and is in doubt for the Catalan club's pre-season tour of Thailand. The diagnosis comes less than a month after Neymar underwent surgery to remove tonsils. The star has already appeared twice for Barcelona, albeit as a substitute, since he began training with the club July 29. He played 12 minutes in a 2-2 draw against Poland's Lechia Gdansk and came on at half-time in Barcelona's 8-0 victory over his former club Santos.

Ajax, PSV start Eredivisie season with win

the hAgue, AuguSt 4 (iAnS): Reigning champions Ajax and last season's runners-up PSV started the 2013-14 Eredivisie season with a win each. Ajax opened Friday with a comfortable 3-0 win over Roda JC Kerkrade while PSV defeated ADO Den Haag 3-2 here Saturday. So far Ajax has kept most of the championship team intact with the loan signing of Bojan Krkic from FC Barcelona in addition, reports Xinhua. Ajax dominated Roda for the entire match and could have scored more goals. Ricardo van Rhijn produced the first goal of the season in the eighth minute. The defender converted a rebound from a free-kick by Christian Eriksen. Ajax captain Siem de Jong doubled the score after a pass by Eriksen. In the second half, Ajax failed to extend the lead and Roda came close to scoring. Guus Hupperts hit the post and after a foul by Daley Blind on Krisztian Nemeth, the visitors were rewarded a penalty. However, Wiljan Pluim missed the penalty. Five minutes from time Siem de Jong hit the post and Viktor Fischer scored from the rebound to make it 3-0. "We played well in the first half but I am not satisfied with the second half. There was a phase of 10 minutes in which we lost the ball unnecessarily. That should not happen because we played ourselves out of the match in that phase. In the end we played better again," Ajax coach Frank de Boer said.

CARLSBAD, AuguSt 4 (AP): Top-seeded Victoria Azaranka beat seventhseeded Ana Ivanovic 6-0, 4-6, 6-3 on Saturday to advance to the final in the Southern California Open. Azarenka, the Belarus player ranked No. 3, won a sloppy match against the Serb as both players committed more unforced errors than hit winners. The two-time Australian Open champ will face fifth-seeded Sam Stosur of Australia, a 7-6 (2), 6-3 winner over Virginie Razzano of France. "When you play a tournament, it's never going to be just easy matches," Azarenka said. "You have to go through the tough battles and this was one of the days. I'm just happy with the end result that you can overcome things and still find a way to win, that's the most important." The semifinal win will propel Azarenka, the former world No. 1, past Maria Sharapova of Russia into the No. 2 slot when the new rankings come out Monday. Azarenka hit 21 winners and had 31 unforced errors, while Ivanovic had 31 winners and 47 unforced errors. "I gave her too many easy points, especially at the important moments, like 40-all or deuces," Ivanovic said. Azarenka, playing her first event since withdrawing from Wimbledon because of a right knee injury, scored the first of her two service breaks of the final set to take a 3-2 lead. When

Ivanovic had four unforced errors in the ninth game, including a backhand into the net on the final point, Azarenka secured another break for the win. "She's a really big shot maker," Azarenka said about

Ivanovic. "She loves to take her opportunities and just bang the ball and find those deep shots. The key for me was not to let her take those shots and be the one who's putting on pressure." The first set wasn't as lopsided

LoS AngeLeS, AuguSt 4 (AFP): Cristiano Ronaldo gave fans at the first football match ever at Dodger Stadium what they wanted Saturday, scoring one goal and aiding another in Real Madrid's 2-1 friendly win over Everton. More then 40,000 spectators turned out at the 51-year-old baseball stadium nestled in Los Angeles' Chavez Ravine and the first football goal in the venue's history went to one of the game's greats when Ronaldo scored in the 17th minute. He had chipped a volley from the center of the area over the crossbar in the 10th, but made no mistake on his next chance, when a crisp ball from Mesut Ozil brought Everton keeper Tim Howard out of his goal and Ronaldo got round him to slide an angled shot into the open net. minute after Sylvain Distin appeared to score on a header for Everton, but the goal was disallowed because of a foul. Everton also saw a golden opportunity go begging in the 24th, when Marouane Fellaini's header off a corner kick ricocheted off the right post. Second-half substitute Nikica Jelavic scored in the 61st minute for Everton, but the English club were unable to find an equalizer even as they began to play more confidently in the closing stages. The victory sends Real Madrid into the title match of the International Champions Cup, an eight-team friendly tournament that will end on Wednesday in Miami. They will face the winner of Sunday's match at the New Meadowlands Stadium in East Rutherford, New Jersey, between Chelsea and AC Milan. Everton will play for third place against the loser of that match.

Franklin wins 5th gold, Ledecky sets another WR

BARCeLonA, AuguSt 4 (AP): Missy Franklin got back to winning at the world swimming championships, and now she's joined a very elite club. Franklin won her fifth gold medal of the championships with an easy victory in the 200-meter backstroke Saturday, tying the record for most titles by a woman at the biennial world meet. The 18-yearold American has one event remaining — the 400 medley relay — and a chance to join Michael Phelps, Mark Spitz and Kristin Otto as the only swimmers to win as many as six golds at the worlds or the Olympics. "That was awesome," said Franklin, who has already bettered her performance at the London Olympics, where she won four golds and a bronze. "The 200 back is my favorite race, but it's probably my most painful." Katie Ledecky, only 16, wrapped up a brilliant meet with her fourth gold medal and second world record, this time in the 800 freestyle. The youngster, who hopes to get her driving permit when she returns home, turned it on over the final laps to win in 8 minutes, 13.86 seconds. Powering to the finish as though she was

in a sprint, not the last of 16 laps, Ledecky took down the mark of 8:14.10 set by Britain's Rebecca Adlington at the 2008 Olympics. Lotte Friis of Denmark set the early pace but simply couldn't keep up when Ledecky put it in another gear, a repeat of their race in the 1,500 where the teenager broke the previous record by more than 6 seconds.

Friis settled for another silver, and New Zealand's Lauren Boyle claimed the bronze — the same order as the 1,500. When Ledecky climbed out of the pool, Friis pointed at the youngster and applauded, certainly a worthy gesture toward someone who is unbeaten in swimming's two major events. Ledecky won the 800 free at the London Olympics, her in-

ternational debut, and went 4 for 4 Barcelona, nearly breaking a world record in the 400 free and leading off the U.S. victory in the 800 free relay. "It's good to finish off on a great note," Ledecky said. "I exceeded all the expectations I had going into this meet." Franklin matched the record held by Tracy Caulkins of the U.S., who won five times at the 1978

worlds in Berlin, and Libby Trickett of Australia, who did it at her home championships in Melbourne six years ago. Bouncing back from a fourth-place finish in the 100 freestyle, Franklin won with a time of 2:04.76. Belinda Hocking of Australia took the silver, more than a body length behind Franklin, while Canada's Hilary Caldwell claimed the bronze.

as the score indicated. Each of the first four games were long and drawn out. But after Azarenka broke the Serb's serve at love in the fifth game, she quickly held serve to win the first set. Ivanovic opened the

second set by holding her serve, a big improvement from the first set when she made just 43 percent of her serves and won only 53 percent of her first serve points. Ivanovic clearly seemed to gain confidence as she won

the first three games and took a 4-1 lead. But Azarenka then rolled off the next three games to tie the set before Ivanovic closed it out by holding serve, then breaking Azarenka's serve at love to force a third set.

Virat Kohli defends decision to keep Parvez Rasool on bench BuLAWAYo, AuguSt 4 (Pti): India skipper Virat Kohli feels it was "unfortunate" that Parvez Rasool could not get a game during the just-concluded ODI series against Zimbabwe but insisted that the Jammu and Kashmir all-rounder just did not fit into the team's bowling plans during the tour. "I'm not really bothered about what's being said about people getting chances, because a lot of people who have played these five games have been sitting on the bench for two months or so," Kohli said when queried about not including Rasool, who could have become the first J&K cricketer to play for the Indian team. India swept the series 5-0 and in the final ODI, it was expected that Rasool would be given a chance as the side had an invincible lead in hand but Kohli said the 24-year-old would get his break later. "Parvez realises we had a set bowling combination and we didn't want to make any changes to that. It was unfortunate he didn't get a game, but it just didn't go according to our plans. Maybe in future when he plays more series he'll get a few games to test his skills out," he said. Asked if Rasool could have been given a chance in place of another all-rounder, Ravindra Jadeja, Kohli said, "It's very hard to leave someone like Jadeja out because he's the kind of bowler who can get you wickets at any point in time." "We didn't want to take any game lightly and I didn't want to change too much in the bowling department. Mishra has been sitting out for a while so we wanted to give him four or five games. "Parvez is going to South Africa now for the India A tour and he's going to play a lot of games there and pick up more experience. He could have been given a chance but I just didn't want to take a chance with the bowling line-up, leaving someone like Jadeja out," he added. Reflecting on the triumph, Kohli said it was heartening to see debutants coming up with solid performances. "The guys who got a chance for the first time showed a lot of character, especially someone like Mohit Sharma and (Jaydev) Unadkat," Kohli said. "Ajinkya Rahane coming back into the team, scoring some runs. So it was pretty good to see all the guys performing and playing their roles.

"Amit Mishra sat out for two months on the road regularly and then came out with 18 wickets in this series, so there were a lot of great performances by individuals and some good team efforts as well," he added. Kohli praised the team's bowlers for adapting well to the conditions. "The thing is that we analysed and considered the fact that our bowling line-up is pretty new so we wanted to give them more confidence rather than the batting, because the batting has been doing well for about three months," Kohli said. "There's no point in going out there and trying to prove something to ourselves because all these individuals have performed at international level. "It's about giving people the right kind of confidence in games, and the new-ball bowlers got a lot of confidence from bowling in the first innings and that was the plan," he added. "The batsmen have all scored runs in this series, so it was all about making sure the bowlers go back as more confident individuals."

Members of Cowell’s harem including his exgirlfriend and 80s popstar Sinitta, and even possibly his former fiancee Mezghan Hussainy, are expected to join him. Both are standing by him and have given him their full support. Ironically, it was on board the $458,000-aweek Slipstream that Cowell was pictured

sharing a tender embrace with Lauren last August, in images that came to light yesterday. But as Cowell soaks up the sun, his lover is spending the weekend in the Hamptons with her estranged husband as they attempt to come to an ‘amicable resolution’ over their divorce, according to one source. The couple want to make their sevenyear-old son Adam their main priority, the source said. While her pregnancy is still in early days, Cowell is aware of the strain the situation and publicity could put on his love. The pair are in a relationship, as MailOnline revealed this week, but another friend said: ‘At the moment, Lauren and Andrew need to thrash out their divorce - Lauren can’t just go running off to be with Simon, as much as she wants to be with him. ‘All sides want the divorce to go through as quickly as can be.’

ara Delevingne has landed her first starring role in a film . . . but it’s not likely to prove much of a test of her thespian skills. The supermodel, left, will appear in Kids In Love, a drama about hardpartying young Londoners. ‘The film is all about rich kids who live a wild lifestyle filled with parties and drugs. ‘So some aspects of the storyline will not be a particularly big stretch for Cara,’ said a friend of the model, who is regularly out at the capital’s hotspots with the likes of Rihanna. ‘It will be Cara’s first big screen role, so she’s really excited about it and is eager to make sure that she does a good job. Her name in itself will obviously be a big draw for the film too.’ Cara, who had a small role in the 2012 film Anna

Karenina starring Aaron Taylor-Johnson, will be directed in Kids In Love by Cara’s pal Preston Thompson. His father, Barnaby Thompson, owns Ealing Studios, where the film will start shooting in September. And film work is not the end of Cara’s ambition. I’m told the model, who heads to Ibiza next week to celebrate her 21st birthday, is also keen to break into the music industry. She recently begged rapper Pharrell Williams, who performed on summertime hit Get Lucky, to team up for some recording studio sessions.

t’s a dream guest list, with Robbie Williams, Sir Richard Branson, Ashton Kutcher, Pippa Middleton and Dizzee Rascal among the celebrity names invited to Princess Beatrice’s 25th birthday party this week. Then of course there are the family members – like Prince Harry and Beatrice’s parents, Prince Andrew and Sarah Ferguson – also invited to the 100-guest bash at Royal Lodge in Windsor Great Park on Thursday. Beatrice has gained a reputation for an eclectic range of friends and her sister Princess Eugenie and mother have been tasked with bringing them all together for the event. Eugenie has also ensured the party will reflect Bea’s sporty nature – the princess is a keen runner who completed the 2010 London Marathon. ‘Guests have been told to bring trainers as the agenda for the evening involves out-

door games, followed by a big dinner,’ a source tells me. The main theme for the party however, will be Argentina, a country Bea fell in love with after a visit in her gap year and which her family have had a strong connection with since her grandmother Susan eloped there to set up home on a ranch with a polo player. With Beatrice’s relationship with boyfriend Dave Clark in its sixth year, there is even speculation he may use the event to announce their engagement. ‘Everyone’s hoping Bea and Dave will get engaged soon, but she’s still pretty young,’ another source said. The Duke and Duchess of Cambridge will be the most notable absentees. William will be working in Anglesey, while Kate will be at her parents’ home in Berkshire with Prince George. Bea met Robbie Williams and Dizzee Rascal through her mother’s charity work.

bit of starry presence, some interesting designs and a smart automobile completed Day 3 of the Delhi Couture Week 2013. Though fashion diva Sonam Kapoor couldn’t make it as the showstopper for Masaba Gupta and Satya Paul owing to last-minute health issues, her dashing daddy Anil Kapoor and cousin Arjun Kapoor filled in for her. The young Satya Paul creative director stuck to her signature style and stayed away from showing anything opulent or OTT. Sticking to the classic black and white with a dash of bright tones, the ‘demi-couture’ line was dominated by sheer separates, floral prints and lace. The chic silhouettes and styling made the cut, with some very beautiful jewellery pieces also on display. The show ended with the Kapoors doing the finale act, looking quite similar in their black sherwanis. Designer Varun Bahl’s show, which followed Masaba’s, had quite a glamorous start. Slumdog Millionaire star Freida Pinto, along with Audi India Head Michael Perschke, unveiled the new Audi R8 V10 Plus. The international star seated herself in the front row and looked elegant in a dress by the designer. Bahl’s couture collection ‘Flight’ signifying freedom featured anarkalis, saris, fusion gowns and lehengas detailed with bird motifs, floral embroidery and sequins. s”I love Varun’s line. It is so light, elegant and wearable,” Freida said at the end of the show.

Keane, Donovan lead 9th Atou Memorial Open Snooker C’ship 2013 Merentoshi call promotion of LA Galaxy past Juventus forbilliards, snooker in Nagaland Our Correspondent Kohima | August 4

The two day long 9th Atou Memorial Open Snooker Championship 2013 got underway here this morning at Atou Pool House with a good number of participants from Dimapur and Kohima. Inaugurating the championship as the chief guest, minister for youth resources & sports Merentoshi R. Jamir stressed on the need to promote the game of billiards and snooker in the state. Jamir also emphasized on the need to train the young boys and girls so that they can excel not only at the national level but an international level as well. He urged upon the organizer to carry forward the game of snooker and encourage more people to Los Angeles Galaxy midfielder Robbie Rogers, kicks the ball as Juventus forward Sebastian take up this game. LOs ANgELEs, AUgUst 4 (AP): Landon Donovan and Robbie Keane scored second half goals as the Los Angeles Galaxy surprised Juventus with a 3-1 victory Saturday night in the International Champions Cup tournament. Omar Gonzalez scored in the first half, before Keane's pass set up U.S. national team striker Donovan on the hour mark. Keane added a goal of his own in the 88th minute on a terrible turnover by Andrea Pirlo as the two-time defending Major League Soccer champion Galaxy beat the two-time defending Serie A champions in the second football match ever played at 51-year-old Dodger Stadium. Real Madrid beat Everton 2-1 in the doubleheader's first game to advance to

the tournament final. Alessandro Matri scored in the 39th minute for Juventus, which lost to Everton earlier in the week. With Donovan, Keane and Robbie Rogers working in concert, the Galaxy performed splendidly for their hometown fans against Juventus, repeatedly controlling play and possession against their powerful opponents. Both teams had good chances early on, with Rogers constantly causing trouble for Juventus from the wing. Los Angeles took the lead when Gonzalez left his defensive position and charged into the box, taking a pass from Juninho and chipped over Juventus keeper Gianluigi Buffon to score. Three minutes later, Matri capitalized on a scramble in the Galaxy box,

DUBAI, AUgUst 4 (PtI): Left-arm spinner Ravindra Jadeja on Sunday became the first Indian bowler to top the bowlers' chart in the latest ICC ODI Player Rankings after former captain Anil Kumble claimed the pole position way back in 1996. Jadeja, who took five wickets in five matches during India's recently-concluded ODI tour of Zimbabwe, has leapt four places to join West Indies' off-spinner Sunil Narine on top of the list. This is the first time Jadeja is heading the bowlers' chart. Kumble had topped the table for 11 matches in November-December 1996. Overall, Jadeja is the fourth India bowler after Kapil Dev (March 1989), Maninder Singh (December 1987-November 1988) and Kumble to claim the number-one spot in ODIs. The series against Zimbabwe also turned out to be a big one for India's leg-spinner Amit Mishra, who has rocketed 47 places to 32nd spot after bagging a

record 18 wickets. The India team, meanwhile, consolidated its position as number one team in ICC ODI rankings. A 5-0 series win over Zimbabwe has helped it strengthen its position at the top. Though the series sweep earned the Indian side just one ratings point to help it finish at 123, it now has a lead of nine ratings points over second ranked team, Australia. In the batting table, however, both Virat Kohli and Mahendra Singh Dhoni have lost a position each to be placed at 4th and 7th spots, respectively. Suresh Raina in 17th (up by one) and Shikhar Dhawan in 23rd (up by 16) have made progress in the list, which is still headed by South Africa's Hashim Amla. Sri Lanka's Kumar Sangakkara has achieved a career-best rating of 829 points and has equalled his best-ever ranking of third after finishing as the highest run-getter in the ODI series against South Africa.

banging a hard shot off Brian Rowe for a goal. Keane and Pirlo, the Italian national team star, entered the game at halftime. Keane hadn't played since injuring his hip in a match against Portland three weeks ago, but the Irish national team captain immediately got back to top form, putting the Galaxy back ahead with a pass across the box to Donovan for a tap-in goal. Juventus pressed in the second half, but Pirlo doomed his club with a tentative back-pass that was pounced upon by Keane, who flicked it past Buffon for the clinching score. It's been a rough trip for the 34-year-old Pirlo, who also missed a penalty kick at the end of Juventus' loss to Everton in San Francisco.

to promote this game, the minister also stressed on the need to form a state level body for billiard and snooker so that government can extend help in whatever manner. Maintaining that Naga youth possess enormous talent in any field, he however regretted that discipline was lacking and called upon the players to improve upon this area.

The minister also appreciated parents and family members of Ketoulhou (Atou) Keditsu and Atou Pool House Club Kohima for organizing the tournament and looked forward to the continuity of the event. Speaking on behalf of late Atou’s family, Dr. Neiphrezo informed that Atou started his business with pool club and in his memory the parents and

family members have decided to keep his memory alive by organizing this tournament. He said Atou Memorial Open Snooker Championship was gaining popularity year by year. Atou Pool House Club Kohima president Bendang invited the players and interested persons to join the proposed Nagaland Billiards and Snooker Pool Association.
