UN approves force for Central African Republic

UNITED NATIONS, AprIl 11 (Ap): The U.N. Security Council on Thursday unanimously approved a nearly 12,000-strong U.N. peacekeeping force for Central African Republic, which has been torn by mounting violence between Christians and Muslims. The 10,000 U.N. troops and 1,800 police will take over from 5,000 African Union soldiers — but not until Sept. 15. A separate 2,000-strong French force in the Central African Republic was authorized to use “all necessary means” to support the new U.N. force. Central African Republic has been in chaos since a March 2013 coup, when mostly Muslim rebels seized power and set up a brutal regime. Christian militiamen attacked rebel strongholds in early December. As the rebel government crumbled in January, the Christian militiamen stepped up the violence, forcing tens of thousands of Muslims to flee. France, the country’s former colonial power, took the lead in mobilizing international support to address the crisis but its ambassador, Gerard Araud, said the security situation remains volatile. “African Union troops supported by the French troops are doing tremendous work to protect the civilian population but it’s

not yet enough,” Araud said after the vote. “The resolution we have just adopted is a key turning point.” Clashes between Christian and Muslim fighters in the central town of Dekoa that began Tuesday have left at least 30 people dead, a priest said Thursday. Most of the dead were civilians, killed by Muslims who fired into a crowd of people they mistook for Christian militants, Father Everaldo De Suza of the Saint Anne parish said. A Christian commander confirmed the fighting but denied that his forces had started it. Toussaint Kongo-Doudou, Central African Republic’s foreign minister, who urged the council last month to send U.N. peacekeepers, thanked members for adopting the resolution, saying it “lays the foundation for a solution and a way out of the crisis.” U.S. Ambassador Samantha Power, who returned Wednesday morning from her second visit to the country in less than four months, called the vote “an important step toward bringing an end to the atrocities, inter-religious fighting, and humanitarian crisis.” She went to the Central African Republic after leading the U.S. delegation to the 20th anniversary commemoration of the Rwanda genocide, which she said “taught us the price of inaction in the face of mass violence.”

UN population chief: Sex rights still contentious UNITED NATIONS, APRIL 11 (AP): The world has changed dramatically since the U.N. population conference in Cairo in 1994 but the U.N. population chief says many issues remain as contentious as they were 20 years ago, including sexual rights, abortion, sex education, lesbian and gay rights, and child marriage. Babatunde Osotimehin said in an interview with The Associated Press that he expects a weeklong meeting of the U.N. Commission on Population and Development that ends Friday to preserve the action plan adopted in Cairo by 179 countries, which for the first time recognized that women have the right to control their reproductive and sexual health and choose if and when to become pregnant. The Cairo conference broke the taboo on discussing sexuality, adolescent sexual behavior and the real concerns of women and families — and Osotimehin said he hopes this meeting will also address some new challenges. While there is a perception that the post-Cold War world is more conservative, he said, “I think we still have enough progressive forces around the world to ensure that we can contin-

ue to deliver on Cairo.” The Cairo conference changed the focus of the U.N. Population Fund, which Osotimehin now heads, from numerical targets to promoting choices for individual women and men, and supporting economic development and education for girls. Underlying the shift was research showing that educated women have smaller families. “All of us must accept that the sexual and reproductive health and rights of women, girls, young people, is central to human development,” Osotimehin said in an interview Wednesday. Cairo recognized sexual and reproductive health and reproductive rights for women — but not sexual rights. That came a year later at the U.N. women’s conference in Beijing. At this week’s meeting, Osotimehin said, “we are trying to get sexual and reproductive health and rights” included in the final document. But he said most delegates don’t want to include sexual rights because “they conflate it with the issues of sexual orientation and gender identity” and believe that sexual rights “means you are condoning or nuancing” gay rights.

Full Pay and allowances are admissible to the Officers whilst undergoing training. SHORT SERVICE COMMISSION 10. Short Service Commission is granted for a term of 10 years, extendable to 14 years, subject to service requirement and performance/willingness of the candidate. On Commission, officers are entitled to 60 days annual and 20 days casual leave every year (subject to service exigencies). They are also entitled for 40% rail concession to any place and free travel (as per extant rules) for self and family. Leave during training period will be as per the Training Policy in force. 19. Sports & Adventure. The Navy provides facilities to pursue any sport of your liking. In addition, one can learn and participate in adventure sports, such as river rafting, mountaineering, hot air ballooning, hang gliding, wind surfing etc. 20. Physical Fitness. In Naval Academy curriculum, a lot of emphasis is laid on physical fitness. You are therefore, advised to remain fit by undertaking regular physical exercises, sports, running, swimming, etc. so that you meet the training goals successfully.
