General Background First elected in 2010, Sen. Lee is currently serving his second term as the junior Senator from Utah. Prior to his election to the Senate in 2010, Sen. Lee first began his career clerking for Supreme Court Justice Samuel Alito, and after years of private practice as the Assistant United States Attorney for the District of Utah. Sen. Lee began his political career at the beginning of the Tea Party Movement by challenging incumbent Senator Bob Bennett in the 2010 race. Sen. Lee is currently a member of the Judiciary Committee and serves as Chairman of the Antitrust, Competition Policy and Consumer Rights Subcommittee where he protects business competition and personal freedom. Sen. Lee is consistently ranked as one of the most conservative Republicans in the Senate, and FiveThirtyEight, which tracks Congressional votes, has found that Sen. Lee votes with President Trump’s position 81.3% of the time. Sen. Lee graduated from Brigham Young University, and holds a law degree from BYU’s Law School as well. Key Points  As the Senator is currently a member of the Senate Commerce subcommittees with jurisdiction and the Chairman of the Antitrust, Competition Policy, and Consumer Rights Subcommittee in the Senate Judiciary, it’s a good idea to make sure to keep a good, ongoing relationship and remind him you’re a constituent.  We had a positive meeting with the Senator’s Chief Counsel Phil Alito earlier in 2018 and with activity ramping up on privacy regulation, competition oversight, and other technology issues, we want to make sure the now-senior senator continues to be favorably disposed towards Ancestry.

Jerry Moran (R-KS) focusing on issues related to commerce, science, small business, technology, and telecommunications. He has been a part of Sen. Moran’s staff since 2016 and has served as Legislative Assistant since January 2017. Prior to joining Sen. Moran’s staff, McGrath served as Legislative Correspondent to Sen. Roy Blunt (R-MO). McGrath earned his Bachelor’s degree in Political Science from Boston College in 2013. Member Background Sen. Jerry Moran is currently serving his second term as the junior U.S. Senator from Kansas after his election in 2010 and re-election in 2016. Prior to his election to the Senate, Sen. Moran served as the Representative to the U.S. House of Representatives for Kansas’s 1st district from 1997-2011. In his tenure in the Senate, Sen. Moran has served as Chairman of the National Republican Senatorial Committee (NRSC) from 2013-2015, and led Republican efforts in 2014 to produce a Senate majority. Currently Sen. Moran serves as the Chairman of the Commerce Subcommittee on Consumer Protection, Product Safety, Insurance, and Data Security and the Chairman of the Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, which allows him to lead funding decisions for the Department of Justice, FBI, and the Department of Commerce. Key Points  As the Senator is the Chairman of the Commerce Subcommittee on Consumer Protection, Product Safety, Insurance, and Data Security, this is a relationship we’ll want to continue to develop to ensure our data privacy policy preferences resonate.  The Commerce Committee full committee leadership is shifting from Sen. John Thune (R-SD) to Sen. Roger Wicker (R-MS) but Sen. Moran appears likely to keep his subcommittee chairmanship overseeing privacy and the FTC.

Staffer Background Matthew McMurray is currently the Chief of Staff for Representative Eshoo’s office on the Hill. Mr. McMurray served in Rep. Eshoo’s staff as Legislative Director and previously as a Senior Legislative Assistant prior to moving up to become Chief of Staff. Mr. McMurray began his career on Capitol Hill as an intern in former Congresswoman Louise Slaughter’s (D-NY) office. Mr. McMurray grew up in Canton, NY and earned a Bachelor’s Degree in Politics form State University of New York at Potsdam and a Bachelor’s Degree in Economics from the State University of New York at Buffalo. He also holds a Master’s Degree in Public Policy from American University. Member Background Anna Eshoo is currently serving as the U.S. Representative from California’s 18th District. She was first elected in 1992 to California’s 14th District that was renumbered to the 18th District that still encompasses Silicon Valley with the cities Redwood City, Sunnyvale, Mountain View, Palo Alto, and part of San Jose. She is currently serving her 13th term in Congress after entering a race for an open seat in 1992. Eshoo is currently the Co-Chair of the Congressional E-911 Caucus as well as the Arthritis Caucus, Caucus on Religion Minorities in the Middle East, Cancer Care Working Group, House Information Technology Working Group, and the Congressional Internet Caucus among others. Key Points  Given her position on E&C and her Silicon Valley roots, Rep. Eshoo will likely be one of the leaders going forward on privacy legislation.  Matt recently took over the tech portfolio while the office is vetting new candidates but will be good to meet with anyway because he will carry a lot of weight as Chief of Staff.

General Background Clay Alspach is a principal based in Washington D.C. with a legal specialization in health care policy and advocacy related to the Food and Drug Administration, health information technology, Medicare, Medicaid, private health insurance, and the Affordable Care Act. Prior to joining Leavitt Partners, Clay served as Chief Health Counsel for Chairman Fred Upton of the U.S. House Energy and Commerce Committee. During his tenure with the committee, Clay served as the principal representative for the committee on all of its health care related work. General Background Representative John Curtis is currently serving his first term as the Representative for Utah’s 3rd district after winning a special election in November 2017 to replace Jason Chaffetz. After winning the special election in 2017, Rep. Curtis won his re-election in November 2018 to serve his second term in Congress in January. Prior to his first election in 2017, Rep. Curtis served as the Mayor of Provo from 2010-2017. As the Mayor of Provo, he worked to revitalize downtown Provo and assisted with the installation of Google Fiber in Provo’s City network. He is a graduate of Brigham Young University, and is a descendant of Brigham Young, the religious leader and founder of Salt Lake City.

General Background Michael Beckerman is the President and CEO of the Internet Association, an industry trade group representing internet companies. Under his leadership, the association membership has grown to over 40 top internet companies. Prior to the Internet Association, Beckerman served 12 years as a top congressional staff member, serving as the Deputy Staff Director and Chief Policy Advisor to the Chairman of the U.S. House Committee on Energy and Commerce, which oversees America’s Internet policies. Beckerman is a graduate with Honors from the George Washington University.

General Background Melika Carroll is currently the Senior Vice President of Global Affairs at the Internet Association where she leads the advocacy team that is responsible for the association’s domestic and international political strategy and outreach government officials. Prior to joining the Internet Association, she was a Policy Advisor to Senator Schatz (D-HI). Carroll began her career in politics in Canada, working for the Prime Minister of Canada as well as Members of the Canadian Parliament. Carroll graduated from the University of Ottawa in Canada, and holds a Master’s in European Affairs from the College of Europe in Bruges, Belgium.

General Background For the past thirty years Rick Dearborn has served two U.S. Presidents, six U.S. Senators, a premier think tank and a major trade association on Capitol Hill. From January 2017 until March of 2018, Dearborn served The President as the Deputy Chief of Staff and was responsible for the daily operations of 100 staff in five separate Executive Office departments. Prior to leading the President’s Transition team, Mr. Dearborn had served for twelve years from 2005 until 2017 as Chief of Staff to U.S. Senator Jeff Sessions. Prior employment has included work at the National Republican Senatorial Committee, The Heritage Foundation, and lobbying for the American Medical Association. Key Points  With an eye on 2019-2020, we thought it’d be a good idea to consider bringing on a Trumpaligned firm.  With his year plus as Trump’s Deputy Chief of Staff and his twelve years with former Attorney General Sessions, Rick is plugged in across the Administration.  Fairly small firm but plugged into the right places in the Administration so might be a better deal than the other larger Trump-aligned firms.  Before his Trump tenure, Rick was a well-regarded Senate insider so his reputation goes beyond the Trump orbit.  His firm has other assets focused on other aspects of DC, but broadening the relationship would likely entail additional costs.

General Background John R. Manthei is a partner in the D.C. office of Latham and Watkins and serves as the Global Co-Chair and Washington D.C. Chair of the Healthcare & Life Sciences Practice. Prior to serving as a U.S. Senator, Blumenthal served an unprecedented five terms as Connecticut’s Attorney General. After Joe Lieberman’s retirement in 2013, Blumenthal became Connecticut’s senior Senator. In 2016, he won re-election with a 63.2% vote share. In April, Sen. Blumenthal along with Sen. Markey introduced the Privacy Bill of Rights bill, which require edge providers to obtain opt-in consent to use, share or sell users’ personal information.
