Veterans Tax Exemptions Brought Before Council by Mark DiPaola A bid to expand the scope of veterans’ tax exemptions was stalled at Newington’s Town Council meeting last Tuesday, Oct. 9. The proposal, which was to make more combined family income brackets eligible for veterans’ tax exemptions ranging from $2,000-10,000, will be reconsidered and brought to a final vote at the next Town Council meeting on Oct. 23. A motion to include veterans’ families falling under a combined income bracket

of $50,000 failed to garner the required five council votes when three members abstained from voting. Councilor Terry Borjeson was one of those who abstained, saying more information is needed before a decision can be made and that voting at that point would have put him between passing it prematurely and halting what he sees as a positive move. “I’m in favor of doing everything we can for our veterans,” Borjeson said. “I didn’t want to vote to not give the money.” Where Newington stands compared to

other towns when it comes to veterans aid efforts, as well as the town’s own budgetary constraints, are among the things to consider when weighing the decision, Borjeson said. “I’m certainly not opposed to spending the money if we have it,” Borjeson said. “Our veterans are our heroes.” The Council currently allocates $50,000 per year for tax exemptions for eligible veterans at a $2.36 annual cost to residential taxpayers, according to Newington Tax Assessor Steve Juda. Extending these benefits to those falling under the $50,000 house-

hold income bracket would increase council expenditures to $100,000, costing taxpayers not eligible for exemptions $5.93 each year. A $10,399 grant from the state was factored in when calculating the cost, Juda said. “They’re also considering something that would be something less or something more than that,” he said. The motion would have increased the number of veterans eligible for tax exemptions from 196 to 433, Juda said. The Tuesday, Oct. 23 Town Council meeting will be held at 7 p.m. at Town Hall.

Newington Team Takes Bronze in Softball World Series Sunday, Sept. 30, the 06111ers softball tournament softball team finished third in a field of 176 teams in the “E” United States Specialty Sports Association Softball World Series in Orlando, Fla. The local Newington town league all-star team finished 9-2, shocking several teams down south. The 06111ers started strong, winning their three games before losing a tough 6-3 game to the soonto-be world champions, “Go Time” out of Virginia. Saturday’s first test was to win six games in a row in the 90-degree heat to play in the final three Sunday. After sweeping through the first three games, they advanced to the ESPN Disney, Wide World of Sports Stadium. Another three wins positioned the 06111ers into Sunday’s

Loser Bracket Final, where loss to Nu Coating from New Hampshire, 15-8 ruined the chances of a world title. The 06111ers only let up 17 runs in 6 games on Saturday behind the pitching of Mark Joseph and the stellar defense of the 06111ers. Joseph, Matt Morrison and Dave Herold made the all-world tournament team for the 06111ers, but the defense of Joe Cousineau, Jeff Perillo and Dan Angelillo allowed fewer than five runs per game. The 06111ers was started three years ago, when Joseph and a few others were watching games at Churchill Park in Newington. The few kept pulling stars aside from different teams in the league to be a part of a weekend tourney team.

What do you want to look for?’ For us, that was that all Wethersfield children, birth through eight, would be healthy, successfully developmental learners, and connected to the community.” The report, which will be accessible at the Wethersfield Board of Education’s website, was put together with the aid of surveys, focus groups, state and local data, and community outreach, Bagley said. The organization’s plan aims to benefit children starting from birth, but it includes health-related issues that factor in even before that. One of the report’s focus areas is prenatal health, or, the timeliness and frequency at which pregnant women get to the doctor. In Wethersfield, 24 to 33 percent of expectant mothers did not get prenatal care deemed adequate over the past several years, although the rate dipped in 2009-the most recent year of available data--to 17 percent, according to data the Early Childhood Collaborative obtained from the state Department of Public Health. “That’s a positive trend. We don’t know whether that will continue,” Early Childhood Collaborative Coordinator Marie Massaro said. “So we have strategies of talking to local health care providers, talking to women who are pregnant or recently had children to figure out what’s going on.” It is also important that a community plan work to combat obesity in order for it to be effective in improving early childhood health, Massaro said. The report prepared by the Early Childhood Collaborative included data provided by Wethersfield school nurses regarding the Body Mass Index (BMI). The nurses’ data was based on the measurement of BMI of three groups of children when they were in kindergarten, and again when they reached sixth grade. Thirty percent of Wethersfield High School’s Class of 2017 was

overweight or obese when they were in kindergarten, and 35 percent of the students in this group were in this category when they reached sixth grade, according to the group’s report. Thirty two percent of the Class of 2015 was overweight or obese when they entered kindergarten, with a jump to 34 percent when they hit sixth grade. Thirty one percent of the Class of 2015 was classified as overweight or obese for both periods at which they were measured, the report said. “There wasn’t a big increase in the obesity rate, which tells us that these kids are coming into kindergarten overweight or obese,” Massaro said. “And that’s obviously putting them at risk for a lot of health issues.” Combating Wethersfield’s obesity problem will take a combination of parent education, health policies within the schools, and a wider community campaign, Massaro told attendees of a Thursday, Oct. 11, meeting at the Pitkin Community Center. Massaro admitted that when it comes to measuring the development of kindergarteners, little data is available because very young children are not typically tested. She pointed to Kindergarten Entrance Inventory, an assessment conducted by kindergarten teachers to measure language and literacy--the best indicator of reading ability--in new students. “Our children are not at the rate we would like to see them at,” she said. “So clearly there’s something that needs to be addressed with parents of young children before they even walk in our doors, because research shows us-once they start behind, they tend to stay behind.” Wethersfield’s performance on the Connecticut Mastery Test, (CMT) particularly in the third grade, is another indicator that improvements need to be made, Massaro said. On the CMT, 78.8 percent of third-graders scored proficient in reading in 2012, up from 71.1 percent from 2009, according to

CTreports.com. In 2011, 59.5 percent of thirdgraders in Wethersfield reached goal level on CMT reading scores, according to state Department of Education data included in the report. With the exception of 2010, during which 63.1 percent were reading on goal level, an average of 40 percent of third-graders were not reading at goal level. “The research tells us that that is one of the most crucial precursor indicators of how a child’s going to do overall in their academic career,” Massaro said. Massaro said students receiving free and reduced price lunch seemed to have the most trouble on the CMT. On the reading portion of the test, 33.3 percent of students eligible to receive free or reduced price lunch were reading at goal level in 2011, according to state Department of Education data from the report. Educating parents on early

literacy through workshops, making information more accessible, providing more reading materials to children in the targeted age group, and a kindergarten transition program, can help reverse these trends, the report said. The plan also aims to improve children’s sense of “connection to their community.” A survey that the Early Childhood collaborative put out last fall revealed 40 percent of respondents lacked that sense of belonging, Massaro said. The survey had a 30 percent response rate. “One thing we found is that we did not have a great response rate from parents of young children,” she said. “We had terrific response from adults who had children who were maybe a little bit older. So we want to go back and talk to those folks a little bit more.”

Salvatore said Public Works Director Eric Hood agreed the contractor should be billed for the town crews coming out to the site. “As far as I’m concerned, the matter therefore is resolved,” Salvatore said. “Going forward the contractor certainly understands that this is not acceptable.” Before the selectmen awarded the contract for New Lane, Waters suggested Quality Associates be put on notice upon awarding of the contract. However, Selectman Richard Newton said the town could not legally make that a condition of the contract. “Quality has been the low bidder on quite a bit of projects and, really, they’ve done an outstanding job,” Hood said. “I think some of the issues they’ve had are minimal to say the least and their final projects have been nothing less than favorable.” The selectmen also voted to permit the police department to apply for a DUI law enforcement grant for $45,159.06 to fund personnel services for the 2013 fiscal year. cer’s fault; it was investigated and appropriate discipline was instated,” he said. The police department will receive $8,200 for the vehicle, leaving the rest to be supplemented by the town. Salvatore gave an update on the new police communications system, which passed at a Town Meeting Thursday, Oct. 4. The radio system will be in place within three to four months. “We’re looking at sometime within the area of February or March that we’re fully operational,” Salvatore said. Salvatore also announced the retirement of Police Captain Edwin Kosinski, effective Nov. 30. “We wish him well on his future endeavors as a result of this,” he said. Selectman Enzo Faienza added he was happy for Kosinski but not happy for Cromwell. “You can always call Cromwell your home,” he said.

Both parents and staff donated to the cause. On Friday, staff and children wore pink. “People were really supportive of it,” said The Learning Experience Director Jennifer Scanlon. “All the moms with the boys were like, ‘I have to go find something pink!’”

Though this was the first year the day care center raised money for breast cancer research, since it opened nearly three years ago staff and children, who range in age from six weeks to six years, have hosted a hop-a-thon for the Muscular Dystrophy Association and have put on several food drives for the Cromwell Food Pantry. “Sometimes we’ll do classroom competitions for who can collect the most and during the circle time the kids will explain what they donated,” Scanlon said.

The Cromwell Recreation Department is accepting registrations for its youth basketball program for Cromwell students in grades 1-8 until Nov. 4. The registration fee is due at the time of registration. First-graders play in the beginners division, which meets Saturdays, from 10:30-11:45 a.m., at Woodside School, Jan. 5 through March 2. This is a skills development program and parent volunteers are needed to assist with the instruction. The registration fee for the entire program is $10 per player. Second-graders play in the instructional division, which meets on Saturdays, rotating from 12-1:15 p.m. or 1:15-2:30 p.m. beginning Jan 5 at Woodside. Second-graders get skill development moving towards games for the final weeks. Parent volunteers are needed to assist with this program. The registration fee is $15 for one player per family and $25 for two Children in grades 3-8 play in a separate division beginning the week of Nov. 26, with one night of practice (a second possible in Dec.) and then games on either Friday night or Saturday from Jan. 5- March 2. The Italian Culture Center of Education (ICCE) in Wethersfield is offering Italian language classes for children and adults. The children’s after-school program is held at the Silas Deane Middle School in Wethersfield and consists of 20 two-hour classes on Tuesdays from 4:30-6:30 p.m. beginning Nov. 6 and ending on April 9. Traffic Flow a Concern in High School Renovation by Mark DiPaola Construction for a Wethersfield High School renovation project that includes the addition of three buildings and over 100 parking spaces is slated for the summer of next year, Preconstruction Manager Lorel Purcell told residents and elected officials at Monday night’s Town Council meeting. Construction of a new gymnasium, media center/ library, and music building is expected to begin in August 2013, with on-site work to improve parking lot traffic circulation and drilling of geothermal wells--part of the project’s geothermal energy component--starting a month before. The project will be reviewed by the state for approval in March, Pur-

Separating traffic from parking spaces, particularly along the driveway coming off of Wolcott Hill Road, will also speed things up, he said. “Currently as you drive through there, there are cars that can back into the driveway,” Malik said. “In this particular case, the parking lot will be isolated from the traffic.” Wethersfield resident John Miller expressed concern regarding plans to open up the north side of the school for student parking. Moving student parking to the north end will be costly

The library/ media center addition will be equipped with projection screens and will have space

to accommodate both independent study and instructional sessions. A “community room” will allow for small group instruction. “This used to be more media storage, and now that we’re moving away from the larger televisions and VCRs, and all that kind of old technology, that space can be better used, similar to what you have at the library, where you can kind of go in and various committees and organizations from around town can have meetings,” Malik said. Plans for a reading courtyard just outside the media center are also in the works. The project will also add a rooftop green house, or “green roof”. The use of solar panels is also being discussed, Malik said.

Pedestrian Killed on Wolcott Hill Road by Katelyn Kelleher A woman died from injuries sustained when she was struck by a car while crossing Wolcott Hill Road last Tuesday, Oct. 9. Police received a call at approximately 6:40 p.m. reporting a pedestrian was struck by a car crossing the road from Bliss Market, near the intersection of Wolcott Hill Road and Beverly Road. Josefa Mariposque, 72, of Wethersfield, was lying unconscious in the roadway with serious injuries when officers arrived, police said. She was treated at the scene then transported by ambulance to the hospital where she later died, police said. The Mid-State Accident Reconstruction Team is investigating the accident.
