Growing need for adaptation to critical Urban Infrastructure and Planning

Cities are dependent on complex, aging and critical infrastructures – climate change is affecting the security and longevity of these. The impact of this will increasingly challenge the economic and social well-being of the urban population through threats to all critical infrastructures, including: water; sewerage; flood and heat resilience; emergency response; land use; transportation and delivery of health and education. We risk building further vulnerability into these infrastructures if new projects are built to obsolete standards based on historical climate data or miss opportunities to retrofit. Governments have approached this with mixed success. Now, due to rising stakeholder concern, economic pressure, new insurance products and the push to reduce emissions, the private sector is increasingly situated at the forefront of this new set of challenges. Global Climate Adaptation Partnership (GCAP) provides consultation and specialized planning services to public and private sector organizations thus ensuring the long-term resilience of infrastructures under their jurisdiction. ••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••••• Global Climate Adaptation Partnership, Oxford Centre for Innovation, New Road, Oxford OX1 1BY, UK T: +44 (0)7919 911 994 ••• E: info@climateadaptation.cc ••• W: www.climateadaptation.cc

Global Climate Adaptation Partnership The Global Climate Adaptation Partnership (GCAP) is an international climate change and adaptation consultancy that provides climate-related services that meet client’s unique needs. It strives to deliver relevant practical solutions based on the most up-to-date information available using expert teams led by experienced senior consultants and industry leaders. GCAP has a vast network of experienced employees and consultants enabling it to effectively provide critical infrastructure and strategies for adaptation in urban areas.

Services Organizations tackling adaptation for infrastructure projects require specialized planning throughout all aspects of the process in order to ensure effective, sustainable results. GCAP’s approach includes: Problem identification ••• The first step is to focus on the major priorities, following a rapid screening of risks, desired outcomes and planning processes. Risk assessment ••• GCAP conducts a comprehensive risk and vulnerability assessment for infrastructure projects, using the most current climate models and data to assess projected climate change impacts. GCAP's unique approach specializes in decision making under conditions of uncertainty at a variety of scales. Policy analysis ••• GCAP helps clients understand current challenges and opportunities at the policy, legal and regulatory level as a key initial step to development, including regulations, incentives, and bylaws, which help to ensure clients take advantage of win-win situations that save time and money as well as establishing standards and requirements as well as best practices. Our analysis of adaptation strategies and measures links closely with issues related to greenhouse gas emissions. A pathway for building the client's adaptive capacity sets realistic goals and targets that lead to sustainable solutions. Options appraisal ••• We offer a wide range of metrics and tools for evaluating options, from

simple ranking exercises to multi criteria and cost-benefit analysis. Appraisal across the full lifecycle and understanding the timing of investment decisions is essential to realistic project development and resilience of the client's economic activities. Communications ••• It is essential that the client's stakeholders, including employees and staff, understand the need for adaptation planning and its benefits as well as the risks involved with climate impacts. Each client also has important experience to pass on to others in similar situations, and there are also highly useful networks working on these issues. There is value in communicating pro-active measures the client is taking to the public. GCAP assists with these through dynamic communications and education planning. Our Adaptation Academy offers a foundation course, advanced modules and professional certification for those who wish to build professional capacity. Tools ••• GCAP uses a range of methods and tools. An integrated knowledge platform for the client provides added value in mainstreaming climate adaptation in the existing project development planning. We have a partnership with a professional software development company and use state-of-the-art methods to design bespoke tools and knowledge management services.

Experience GCAP is an international partnership of the world's leading climate and adaptation experts, specializing in capacity building and training, strategic adaptation planning, economic planning and assessment of climate change, and development of knowledge management and online tools. GCAP brings together successful teams with the appropriate skills and abilities to meet the client's unique needs and requirements. Your team will include a project manager who acts as the central point of contact and coordinates all deliverables; legal, policy, and economics analysts; infrastructure adaptation and climate data experts; and communications professionals to assist with workshops, focus groups, and outreach as required. Our project management uses cloud computing, allowing for remote global access and enabling the client to join the team and track progress, issues and developments online.

Our flagship project in this area is developing procedures for screening projects in the African Development Bank. An online tool takes task managers through scorecards to evaluate the risks and opportunities for each project and then guides the selection of suitable adaptation components and activities. Links to an online climate database provide background to the project development as part of a wider knowledge base. Similar efforts are in early stage discussions with other clients.
