Emergency responders will not be required to wear construction PPE in the course of their emergency response.
In the event emergency responders are required to enter a construction jobsite, all work will be stopped in the areas where the responders are present or will be required to enter.
Emergency Responders:
After the jobsite becomes the responsibility of the Owner or other designated party, all persons working under contract with SC Builders will still be required to comply with all SC Builders’ policies including requirements for wearing personal protective equipment.
Until jobsites have been issued a Certificate of Substantial Completion, a Certificate of Occupancy or a Temporary Certificate of Occupancy or other legal notice which places the responsibilities of the Controlling Employer on another party, all Owner personnel, vendors and contractors are required to comply with SC Builders’ policies.
Occupancy:
All agency personnel are required to comply with SC Builders’ policies.
SC Builders will provide applicable personal protective equipment for agency personnel when necessary.
When requesting construction jobsite inspections, the caller should remind the agency of the safety requirements necessary on the jobsite.
Public agencies will be provided with applicable safety information and requirements during preconstruction activities or as part of the process of obtaining building permits.
Public Agency Employees:
In accordance with the provisions of the California Labor Code §6407, every employer and every employee are required to comply with the safety rules as applicable to the workplace under SC Builders’ control.
Any person who refuses to comply or repeatedly fails to comply will be removed from the project and the incident will be reported to their employer. Workers who have been removed from the project may return to work with approval of SC Builders’ Superintendent after attending the new worker orientation as a refresher course.
SC Builders will make efforts to explain the policy and the benefits of the policy; however, each subcontractor is required to take a proactive approach to the Safety Program throughout the course of the work and communicate the requirements to their employees.
Any person not in compliance with SC Builders’ policies will be reminded of the requirements and will be required to comply immediately. Violators may be subject to the disciplinary procedures defined in our Project Safety Program. Workers may be required to leave the work area or may be required to attend the new worker orientation again.
Compliance with SC Builders’ policies is a condition of employment with SC Builders and is a condition of entrance onto an SC Builders jobsite.
Zero Tolerance is a mindset where disregard for workplace safety and health, the safety and health of co-workers and the policies set in place by SC Builders is not acceptable and will not be tolerated.
SC Builders Project Safety Program will be made available to all subcontractors and to all affected parties upon request.
SC Builders’ Superintendent is the Designated Responsible Person on all of our jobsites and has ultimate responsibility and authority to lead and enforce all of the provisions of our Injury and Illness Prevention Program (IIPP) and our Project Safety Program as required by §6401.7(a) (1).
SC Builders is the Controlling Employer as defined in the California Labor Code §6400 (b) (3) and is responsible for all workplace conditions and work practices on our construction jobsites. SC Builders implements a Project Safety Program which defines workplace policies and SC Builders enforces a Zero Tolerance Policy in regards to compliance with the program and supplemental information.

When stacking or tiering, backward tilt shall be limited to that necessary to stabilize the load. (B) The force applied by the device to the door shall be applied parallel to the direction of travel of the door. (C) The entire door opening operation shall be in full view of the operator. (D) The truck operator and other employees shall be clear of the area where the door might fall while being opened. (32) If loads are lifted by two or more trucks working in unison, the total weight of the load shall not exceed the combined rated lifting capacity of all trucks involved.

(22) Vehicles shall not be driven in and out of highway trucks and trailers at loading docks until such trucks or trailers are securely blocked or restrained and the brakes set. (23) To prevent railroad cars from moving during loading or unloading operations, the car brakes shall be set, wheel chocks or other recognized positive stops used, and blue flags or lights displayed in accordance with applicable regulations promulgated by the Public Utilities Commission. (24) The width of one tire on the powered industrial truck shall be the minimum distance maintained from the edge by the truck while it is on any elevated dock, platform, freight car or truck. (A) The power shall be shut off and, when left on an incline, the wheels shall be blocked; or (B) The power may remain on provided the wheels are blocked, front and rear. (17) When the operator of an industrial truck is dismounted and within 25 feet (7.6 meters) of the truck which remains in the operator’s view, the load engaging means shall be fully lowered, controls placed in neutral, and the brakes set to prevent movement. EXCEPTION: Forks on fork-equipped industrial trucks may be in the raised position for loading and unloading if the forks are raised no more than 42 inches above the level where the operator/loaders are standing, and the power is shut off, controls placed in neutral and the brakes set. (20) Vehicles shall not be operated on floors, sidewalk doors, or platforms that will not safely support the loaded vehicle. (21) Prior to driving onto trucks, trailers and railroad cars, their flooring shall be checked for breaks and other structural weaknesses.

Attention shall be given to the proper functioning of tires, horn, lights, battery, controller, brakes, steering mechanism, cooling system, and the lift system for fork lifts (forks, chains, cable, and limit switches). (8) No truck shall be operated with a leak in the fuel system. (9) Vehicles shall not exceed the authorized or safe speed, always maintaining a safe distance from other vehicles, keeping the truck under positive control at all times and all established traffic regulations shall be observed. For trucks traveling in the same direction, a safe distance may be considered to be approximately 3 truck lengths or preferably a time lapse–3 seconds–passing the same point. (10) Trucks traveling in the same direction shall not be passed at intersections, blind spots, or dangerous locations. (11) The driver shall slow down and sound the horn at cross aisles and other locations where vision is obstructed. If the load being carried obstructs forward view, the driver shall be required to travel with the load trailing. (12) Operators shall look in the direction of travel and shall not move a vehicle until certain that all persons are in the clear. (13) Trucks shall not be driven up to anyone standing in front of a bench or other fixed object of such size that the person could be caught between the truck and object. (14) Grades shall be ascended or descended slowly.

10. Radios and personal audio devices are not allowed in the work area at any time, including wearing of earpieces and headsets. Earpieces and headsets inhibit hearing and full attention to surrounding activities. Wearing telephone earpieces is not allowed in construction areas.
Employees will wear the minimum persona l protective equipment (hardhat, safety glasses, shirt, long pants and appropriate footwear). No employee will use damaged tools or equipment. Damaged tools must be removed from the work site.

No one will knowingly be permitted or required to work while the employee’s ability or alertness is so impaired by fatigue, illness, medication or other causes that it might unnecessarily expose the employee or others to injury.

Signage Challenge Tri-State Memorial Hospital was in need of a variable and consistent wayfinding and room identification system throughout the facility.
