Director of long-range planning and special projects Sharon Fletcher said the hope is to get the Mission downtown revitalization plan before municipal politicians by June 17, and shortly after its expected approval, to highlight where to begin spending money. The June 4 meeting at the Mission Leisure Centre was the third public open house since the process began in October 2012. The threephase plan included open houses, formation of a community member charette group, and council presentations. One of the key issues district staff have been working on is reclaiming First Avenue from the Ministry of Transportation and Infrastructure, and having North Railway Avenue be a two-

way street for vehicle traffic, especially commercial trucks. Fletcher says the most recent study presented to the provincial government shows an increase in traffic efficiency with vehicles routed on North Railway. There were some small changes to the plan that was on display Tuesday from the previous iteration, primarily the inclusion of two more big moves, a term given to the document’s larger concepts and visions. The additions are a separate focus on creating residences downtown and the vacant no more concept, where empty lots and storefronts would be filled temporarily with public art or non-profits to create a more welcoming environment. District seeks to secure waterlot licence at end of Horne Street The District of Mission is applying to the provincial government for a waterlot licence on the Fraser River at the south end of Horne Street.

In a report to council, Mission’s director of development services says the licence would secure the area, which has significant historical and cultural value, for the community to enjoy. The area has scenic

views and was part of Mission’s original townsite, said Mike Younie, explaining the licence would extend about 50 metres into the Fraser River and the district would work with Sturgeon’s Development GP Ltd. to complement its project.

Tyler Street will soon have new street signs. The street was named after John Tylor, who homesteaded on land near Clay Street. His great granddaughter, who is a genealogist, asked Mission council to rename the street to reflect the correct spelling of Tylor’s name. But after discussing the issue with residents on the street, who had some concerns, staff recommended a compromise of a sign with both spellings and a message indicating information about the spelling inconsistency can be found at the Mission Archives. John Tylor (1866-1949) is buried in Hatzic Cemetery.

That sentiment was echoed by Roger Dowker. “I’m really excited about it. Once traffic is rerouted we can turn this road into anything,� he said, especially if the streets were closed off periodically for community events that would draw more people downtown. “My favourite time of year is the Christmas parade, and this [plan] allows more of that� type of activity to happen, he noted.

Former mayor passes away

The man who guided Mission before and after amalgamation has passed away. Neville Cox served as mayor of Mission for three years after the Town of Mission merged with the District of Mission in 1970. He was reeve of the district from 1968-1970. He was also instrumental in construction of the Abbotsford-Mission bridge. He was made a Freeman of the City in 1979, owned a restaurant called the River Boat Inn, wrote columns for this newspaper and numerous other publications, and worked as the executive director of Mission Memorial Hospital from its opening in 1965 until he retired in 1988. But it was for his passionate speeches on Remembrance Day that many in Mission will remember him. He gave his Thoughts of Remembrance for 32 consecutive years, and his easy-going, conversational style of the speech made it one of the highlights of the ceremony. Cox was born Dec. 29, 1925 in Chislehurst, Kent, England and grew up there. After matriculation in 1939, he eventually enlisted in the British Navy and served aboard the HMS Argonaut as a petty officer and radar technician from 1944 until 1947. He emigrated to Canada in 1957 with his wife and two daughters, first to Kimberly, then Mission in 1965. Former MLA and mayor Randy Hawes said he first met Cox in the early 1980s, and got to know the man after seeing him at numerous community events. “He was one of the biggest

If you were around him, you could forget your problems for a while.” Cox was a member of the Royal Canadian Legion, Branch 57, served as president twice, and was granted lifetime membership in 1988. “Knobby” Clark met Cox in 1967, and they were friends since. “He was a great guy. Very articulate, and a great orator,” said Clark. He most appreciated the Thoughts of Remembrance, and said “he spoke in depth and honoured the veterans.” Cox passed away May 27, and a celebration of his life will be held Aug. 10 at 1 p.m. at the Clarke Theatre.

According to Enbridge executive Janet Holder, those important questions can’t all be answered until the hearings are over. The company maintains that every river crossing and spill response plan can’t be done in detail during the two-year hearings. B.C.’s final submission runs to nearly 100 pages. It goes into detail on the inconsistencies and unanswered questions on such vital topics as whether diluted bitumen can sink in water. Recommendations prove the need Editor, The Record: Re: Polarized politics a costly system, May 23 edition. There are about 9,800 residents in Mission older than 55 years old; 4,900 older than 65. Seniors are forming a major segment of society, but more importantly, seniors vote. Seniors older than 65 comprise 13.3 per cent of the B.C. population. It is estimated that by 2031, seniors will make up 24 per cent of the population. At least one in 12 seniors suffer from Alzheimer’s disease. So, adequate representation of seniors is long overdue, not only from a health perspective, but socially, and in the creation of age-friendly communities. So, when I read Tom Fletcher’s ramblings spouting a potpourri of biases and bafflegab, I strongly object to his inclusion and characterization of seniors, whereby he naively states “A new seniors’ advocate can offer advice at the management level to help the health care system evolve, but only politicians are positioned to tell individuals they can’t have what they are demanding.� Such folly, and misinformed rhetoric indeed.

He wrongly goes on to say it is good the Seniors’ Advocate won’t be staffed to duplicate the Ombudsperson, taking complaints. Further, such arrogance to say the Ombudsperson has become “ineffective, labouring over a massive report, so with many recommendations it sank like stone.� Such ignorance is overwhelming, but does serve to illustrate the lack of media knowledge, empathy and oversight to seniors’ issues and needs. Amassing 160-plus needed recommendations clearly illustrates a sad commentary on the massive neglect that has occurred in B.C. at the hands of inept government and equally condoned by uninformed media like Mr. Fletcher. Government has failed to recognize the massive and growing voting block of seniors in Canada. The provincial government offered a token seniors’ advocate within the Health Ministry; this was very shortsighted and superficially responding to significant demands for an Independent Officer of the Legislature, similar to Ombudsperson and Representative for Children and Youth. Mr. Fletcher’s ramblings serve no purpose in evaluating seniors’ is-

Results from an individual case can benefit thousands of others in similar circumstances, according to B.C.’s ombudsperson. Kim Carter spoke to about 40 people last Friday at the Mission Seniors Activity Centre, explaining the role of the

ombudsperson and when that office would get involved. “Our goal is to ensure openness, transparency and accountability,” Carter said, who was invited to address the Mission crowd as part of Seniors’ Week activities. The B.C. ombudsperson is an officer of the provincial legislature, independent of govern-

ment, and is responsible for making sure administrative practices and services of public agencies are fair, reasonable and equitable. Carter said she would get involved for a number of reasons, including delays of service, poor or no reasons for decisions, if people felt they were treated unfairly, and if the rules weren’t followed. And a successful resolution can include a new hearing or reassessment, access to previously denied benefits, an apology, or reimbursement of expenses, she explained.

Carter used a number of anecdotes to demonstrate the results of the office’s work, including one man who felt he was overcharged by a utility company. He couldn’t get an explanation from the company, and once the ombudsperson inquired, the case was reexamined and the company was found to have made a error. The man’s bill was reduced, and more importantly, she said, a number of other bills were re-analyzed, and several other customers were reimbursed.

CRTC makes changes to wireless rules Consumer advocates are applauding a new wireless code of conduct that lets Canadians cancel mobile phone contracts without penalty after two years and sets caps on data roaming charges. The new code unveiled Monday by federal regulators applies on new contracts for mobile phones and other devices starting Dec. 2. Besides the ability to escape three-year contracts without fees after two years, the new CRTC rules cap data overage fees at $50 a month and national and international data roaming fees at $100 a month, unless the user explicitly wants to use more. Individuals and small business users will also be able to have their phones unlocked after 90 days or immediately if they paid the full price. A 15-day return option is also promised to those who are unhappy with service, along with an easy-to-read contract and an ability to accept or decline key changes to a contract. “The wireless code will contribute to a more dynamic marketplace by making it possible for Canadians to discuss their needs with service providers at least every two years,” CRTC chair JeanPierre Blais said. It’s not yet clear how major phone companies will react to the new rules. “We already do a lot of what is in the new code,” Telus spokesman Shawn Hall said in an emailed statement. He said Telus replaced contract cancellation charges with a device balance some years ago and already offers phone unlocking and a cap on international data roaming.

density. These are pertinent conditions if heavy oil were to leak into a river in springtime, when water runs fast and cold and brown with sediment. Then there are the obstacles presented by responding to a spill in remote wilderness and heavy snow. Given both provincial and aboriginal opposition in B.C., the Enbridge pipeline is unlikely to be imposed, and last week Conservative cabinet minister James Moore clearly ruled that out. The B.C. government has consistently maintained that the current project does not meet Clark’s oftenrepeated five conditions, including the vaguely defined “fair share” of revenues, and Moore said the federal government agrees with those conditions. The B.C. government has to face some other uncomfortable realities as well. If heavy oil pipelines are such a risk, how does B.C. manage the one that has stretched across remote and populated areas for 60 years? Does the government take a stand against new pipelines, and then watch as rail cars full of heavy oil cross those same rivers? No permit is required for that, and in fact there are more hazardous materials than oil moving by rail and road across the province today. ,W¡V :DWHU 6DIHW\ :HHN June 1-8 is Water Safety Week across Canada and the Mission Leisure Centre has several things taking place to raise awareness and celebrate the importance of safety in and around the water. An average of 400 Canadians drown each year. While the ability to swim is important, swimming skills alone aren’t always enough to save a life. Learning water safety is key to preventing an emergency in or on the water, and also teaches what to do if you find yourself in an emergency situation. The Red Cross Swim program teaches both swimming skills, and water safety knowledge and skills — the most effective

combination in preventing water–related injuries and fatalities. Did you know that only 46 per cent of children know how to swim and for 51 per cent of Canadians, not allowing children under 10 access the pool area is their only strategy to prevent injuries related to backyard pools. This relies too much on verbal commands. Furthermore, 11 per cent of Canadian respondents who own a pool indicate they are doing nothing to prevent access to the pool for children under 10. Activities happening from Thursday to Saturday at the Mission Leisure Centre are:

Property tax responsibilities for the new home owner Here are a few things you need to know about property taxes. Property taxes and municipal utilities (water, sewer, garbage and recycling) are for the current calendar year (January to December). Your property tax notice (which includes your municipal utilities unless you have a water meter) has been mailed out and is due Tuesday, July 2, 2013. When you purchased your new home, your

lawyer or notary would have prorated the property tax and utility charges for the portion of the year you owned the property. This amount is recorded on your Statement of Adjustments as money transferring between you and the seller making you responsible for the full amount of taxes for 2013. In addition, your lawyer or notary may have reduced the tax adjustment amount in anticipation that you

would be eligible for and would claim the Home Owner Grant. Be aware that it is the responsibility of the home owner to apply for the Home Owner Grant, if eligible, through the municipality. The grant will not have been completed by your lawyer or notary. The application for the Home Owner Grant can be found at the bottom of your tax notice. Log on to the

district’s website at www.mission.ca and under What’s New is the option “Claim your 2013 Home Owner Grant�. You will be asked for your roll number and an e-HOG password, which is located on the front of your tax notice. If you are eligible for the grant, ensure your online grant application is completed before the due date of July 2, 2013 in order to avoid the late penalty of 10 per cent on the grant.

Pursuant to Section 8(5) of the Community Charter, a municipal council may, by bylaw, UHJXODWH RU SURKLELW WKH GLVFKDUJH RI D ÀUHDUP 'LVWULFW RI 0LVVLRQ &RXQFLO LV FRQVLGHULQJ the repeal of the existing 1993 Discharge of Firearms Bylaw and replacing it with a new bylaw. The proposed changes in the new bylaw are: 1. A total ban on the discharge of a Firearm within the municipal boundary, except at the Mission and District Rod and Gun Club, or when a special Permit is issued under the bylaw. 2. Updated/modernized wording and formatting – The current bylaw is approximately twenty years old and is not consistent with our current bylaw formatting practices. HPSS places fifth in B.C. After a slow start to the season, the Heritage Park senior boys rugby team concluded their season on a high note, making a strong showing at the 2013 Senior Boys Rugby Provincials and finishing fifth in the province, the highest the school has ever ranked. After winning the Fraser Valley championship two weeks ago, the team went into the B.C.’s as fifth seed. On May 29, they played Rockridge in the quarter-finals. This West Vancouver school is a perennial rugby powerhouse, and has consistently placed in the top four the past 10 years, including five B.C. championships. On paper, Heritage Park were the underdogs, said coach Jivan Dhaliwal, but what happened during the game would go down as one of the top games of the tournament. Trailing 5-0 at half time, Heritage Park went on the attack in the second half. Connor O’Brien scored to tie the game and after further exchanges in score, Heritage found themselves down 18-10. With 10 minutes left, Heritage narrowed the score to 18-13 with a Robbie Corbin try and Graeme Rennison penalty kick. With less than two minutes left, ferocious tackling by Rockridge stopped the Heritage offensive effort deep inside their territory, as the Mission school looked to go into the lead. However, time ran out with Rockridge holding on for the win. The following day, HPSS played GW Graham and defeated them 20-7, with tries being scored by Parry Nigah, Nathan Sawchuk and Corbin. Rennision also added a conversion and penalty kick in the convincing win over their Chilliwack opposition. In the fifth place game June 1, Heritage Park went up against Hugh McRoberts Secondary. Sawchuk opened the scoring with a 20-metre drop kick, putting Heritage up 3-0. McRoberts scored a try late in the game to go up 7-3 at the half. In the second half, Follow us on

Summer music begins Young pianists and vocalists are preparing to show off their talent at the upcoming Summer Showcase beginning this weekend. The series, presented by Mission music lesson studio Dynamic Music Instruction and City Blends Coffee, will run from 1 to 2 p.m. on June 8, July 20 and Aug. 10. Performers’ ages and skill levels vary widely, and these dates will celebrate creativity and music making for everyone. FORGIVE ALL INJURIES Notice that the sixth act of spiritual mercy says to “forgive all injuries.” Thus, we are called upon to forgive all those who wrong us, no matter how large or small the injury. Not only is this good spiritual advice, but it is also good from the mere perspective of human relations. At times, this can be incredibly difficult, especially if we have been wronged gravely or repeatedly by someone who seems intent on harming us. However, by forgiving those who have harmed us, we “bury the hatchet” and thus end the conflict and any associated animosity. Otherwise, we are sure to keep the conflict running and thus increase the possibility of being injured in the future. Great acts of forgiveness are some of the most morally beautiful actions, and often lead to reconciliations which were not thought to be humanly possible. Consider that in places like Rwanda, where acts of genocide were carried out, victims who had their entire families murdered have somehow found it within themselves, and with the help of God, to forgive their enemies. We too should reflect on whether we are carrying around any old grudges and thus have not forgiven all injuries. And then, with God’s help, truly forgive them. Put on then, as God’s chosen ones, holy and beloved, compassion, kindness, lowliness, meekness, and patience, forbearing one another and, if one has a complaint against another, forgiving each other; as the Lord has forgiven you, so you also must forgive.

Artist-in-residence, Lee Kwidzinski, and staff helped create Kuna Karamu: An African Celebration by Kindergarten to Grade 6 students. Performances included science, literary, and social studies aspects, and students used movement and visual arts to demonstrate their learning and understanding. “This is the first presentation of its kind,” said school principal Jan Minty. “Now that the school has been made a school of choice by the Mission school district, the staff will be continuing to explore innovative ways to incorporate the fine arts into classroom learning with one school-wide theme being developed each year.”

FOURNIER Lucille Lucille Irene Fournier (nee Perras) aged 79 years, passed away on Friday, May 31, 2013. Neville (Nev) William Evan Cox

Our beloved father, grandfather, and great-grandfather, Neville William Evan Cox embarked on his final journey May 27, 2013, comforted by family. Dad left us proudly and peacefully after a brief illness. He is predeceased by parents Harry T. Cox and Annie (nee Evans), brothers Clifford, John and Eric and sister Marjorie Law. He leaves a lifetime of memories for his three daughters and their families to cherish. Sandra (Richard Bramall), Stephanie (Paul Toom) and Susan (Denis Brock) and their families. (Grandchildren) - Jennifer Van Staveren (Adam), Jacqueline Bramall, Sarah Toom, Matthew Toom and Caitlin Toom and the apples of his eye, his great grandkids - Isla and Ezra Van Staveren. He is also remembered by Diana Cox of Mission. Neville (Nev) was born on Dec. 29, 1925 in Chislehurst, Kent, England and grew up there. He attended St. Nicholas School for Boys, going on with scholarship to Sidcup Grammar School, Kent England, from which he matriculated in 1939. He proudly served H.M. Royal Navy aboard HMS Argonaut (61), a Dido-class light cruiser, in the Pacific Fleet from 1944 to 1947 as Petty Officer and radar technician. The ship’s various missions provided him the opportunity to see and experience much of the world. Nev was continuously active in the Royal Canadian Legion through the latter part of his life. He served as President of Branch 57 for two years and was granted Life Membership in 1988. He gave the November 11th “Address of Remembrance” for 32 years, offering stirring, thoughtful reflections. In 1949 Nev married Diana (Banks) of Bromley, Kent and they had two daughters while in England. In 1957 he emigrated to Canada and became a citizen. After establishing a foothold, he brought Diana and the girls to Calgary where their third child, Susan, was born. After a short time, the family moved to Kimberley, BC, staying six years, followed by what would be his final move to his beloved Mission in 1965. Neville received a Certificate in P. Health Inspection (UK) and a Diploma in Sanitary Science (UK) at Hammersmith School England. He attended U. of Saskatchewan where he received his Certificate in Hospital Administration in 1964. His career in health care saw him start as a P. Health Inspector in County Borough Smethwick, England, then at E. Kootenay, B.C. Health Unit, followed by Hospital Administrator for Kimberley Dist. Hospital and finally Executive Director of Mission Memorial Hospital from its opening in 1965, until his retirement in 1988. His list of Public Service to Mission is extensive; he was Mission’s last Reeve of the District (1968-1970) and was the first Mayor of the amalgamated District of Mission (1970-1973). He was instrumental in the provision of the “new” Mission Bridge. He was made a Freeman of the District of Mission in 1979. He served as a School Trustee for 4 years, V. Chair of the FV. College, V. Chair of D.A. Reg. Dist., Member of Court of Revision and Director of F.V. Credit Union for four years. Along the way, Nev owned the River Boat Inn Restaurant and dabbled in acting, participating in local productions. He loved to write and published numerous professional papers on health care and several columns, including those for the F.V. Record “Just Between Us” and travel magazines. Nev returned to the sea in his seventies taking long tours aboard freighters and writing about his experiences. Nev held his family and friends close to his heart. He loved homemade mincemeat tarts, Big Band music, Les Mis and My Fair Lady. He particularly enjoyed fishing with Peter Tiessen and spending time at his cabin on Higgins Lake with Paul. He also enjoyed playing crib with many friends in Mission, Aldergrove and Deka Lake. Dear Dad and Papa — to us you were bigger than life itself. Your passing leaves a hole, and a silence, that no one else can fill. We will miss your energy and zest for life, your beautiful voice and your relentless story telling. God only made one Papa Nev...you will be so deeply missed. Goodbye ‘til we meet again, love, your family. The family wishes to offer our sincerest thanks to Dr. Sohan Mansing of Mission, who provided Dad with exceptional medical care and kindness over the last years. A Celebration of Life will be held August 10th, 1:00PM at Clarke Theatre, Mission. There are many businesses and business leaders that remain unsung heroes, championing the ongoing development of

Recipients will not have received a previous award, not be nominated for any other award and not be a member of the Board of Directors of the Chamber. More than 50 nominees selected This year the Mission Chamber of Commerce has renewed the Business Excellence Awards as part of its 120th celebrations. With five new awards, the Awards celebrate the best and brightest businesses and organizations in Mission. Anyone was able to nominate a business or community

organization that they believed met the criteria of the award. More than 50 businesses and organizations were nominated for the awards, some in multiple categories. After online voting, and criteria evaluation, three top nominees were selected in all categories, save the

President’s Award. These top three were then visited by an exclusive panel of judges to better understand how they had achieved business excellence. Each nominees was then scored again on criteria related to the award with the results to be revealed Saturday at Silverdale Hall.
