If an abrupt disaster such as an earthquake or a terrorist attack happens in your city, you'll want to get home as quickly as possible (assuming your home isn't too close to ground zero). Unless you work right around the corner, this may prove difficult. If people are panicking, they can get in your way or become very dangerous. And once you're home, there may come a time when you need to go out in search of water and supplies. In case this happens, you need to know how to avoid strangers. Desperate people are far more likely to become criminals, especially if there is a lack of law enforcement.

Get a map of your local area. You should be able to find a good local map at most grocery and convenient stores, but you can also use Google Maps. Just type in your address, zoom out just enough to see areas where you might need to travel, then print. Now find a good pen, pencil and highlighter so you can mark potentially dangerous areas. First you need to identify the "choke points." These are places where congestion from traffic/people might get so bad it could slow you down or stop you from getting

home. Ask yourself, "Where is five o'clock rush hour traffic the worst?" and highlight those sections of road. Other choke points include bridges, tunnels, canyons and other spots that could be closed during an emergency. Highlight them. Traffic isn't the only hazard. You'll also want to avoid large groups of people. In a disaster, those who aren't prepared tend to congregate in areas where they think free food and water will be available. If there isn't, some of these people might become violent and start looting or robbing one another. Find these places on your map:

These indicate there have been multiple incidents in these locations. If they're dangerous spots now, they're going to be even more dangerous in a disaster, so circle them.

• Auditoriums Now you have a map of your area with heavy traffic and choke points highlighted, large gathering places marked with an X, and places with a lot of crime circled. The next thing you need to do is find a route from your workplace to your home that avoids all of these. There might be several possible routes, so go for a drive and try each of them. Whichever one has the best roads and the widest streets is probably the one you should plan on using. Use a red pen to draw this route on your map and make color copies, one for every car and a few more to keep at home.

Understanding these expectations will deepen your knowledge of law enforcement's role, establish a sound basis for your relationship with the agencies and organizations that are there to help, and assist you in handling this all-too-sudden change in circumstances. Make sure law enforcement understands that your child is in danger and that his or her absence is likely to be involuntary. If your child is 10 years old or younger, it will not be hard to show that your child is in danger. However, if your child is older than 10, it is important to

removed from the suspect list. As painful as it may be, accept the fact that a large number of children are harmed by members of their own families, and therefore you and your family will be considered suspects until you are cleared. To help law enforcement move on to other suspects, volunteer early to take a polygraph test. Insist that both parents be tested at the same time by different interviewers, or one after another. This will help to deflect media speculation that one of you was involved in the disappearance. Insist that everyone close to your child be interviewed. Encourage everyone -- including family members, friends, neighbors, teachers, and coaches -- to cooperate in the investigatory process. Although polygraph testing is voluntary, refusal to take a polygraph can cause law enforcement to spend time trying to eliminate an individual from the suspect list through other means and, as a result, take valuable time away from finding the real suspect. Leave the interviewing of your other children to law enforcement. Do not question your children yourself. Especially with younger children, insist that a law enforcement officer who is trained to interview children conduct the questioning. Many law enforcement

agencies have a child abuse unit with officers who are specially trained to work with children. You can also ask to have a child advocate sit in on the interview with your child. Child advocates are specially trained volunteers who provide assistance and support to children involved in the legal process. Child advocates are normally housed in the district attorney's office, the court, or the law enforcement agency. Ask law enforcement for information about your local child advocate office. If your child is very young, you may be asked to sit in on the interview. Don't be alarmed, however, if law enforcement prefers to interview your children alone. Be prepared for constant law enforcement presence in your home. For the protection of you and your family, an officer may be assigned to your home on a 24-hour basis. Although this presence may feel intrusive, welcome the officer, and recognize that this person is there to answer calls and take leads, protect you and other members of your family from potential harm, and provide support. If your law enforcement agency is small, however, it may not have the resources to place an officer in your home 24 hours a day. In those circumstances, it is still reasonable for you to ask for

added law enforcement protection in your home. Talk regularly with your primary law enforcement contact. The officer who responded initially to your call for help may not be your permanent family contact. If there is a good chance that your child has run away, for example, your primary law enforcement contact may work in the missing persons unit. If it is suspected that force was used to abduct your child, your case may be handled by a detective from homicide. Find out who your primary law enforcement contact is and get his or her phone and beeper numbers. Make sure that you find out the name of the backup person to call when your primary law enforcement contact is not available. Pick a time of day for your contact to call you with information. But realize that there will be days when your investigator has nothing to report. Also, designate one person to serve as the primary law enforcement contact for the family. If your investigator is bombarded with telephone calls from family members and friends, valuable time will be taken away from the investigation. Make sure investigators know that you expect to hear about significant developments in the case from them, not from the media. The flip side of this is that you must

honor law enforcement's request not to disclose some pieces of information to the media. Understand, however, that law enforcement may not be able to tell you everything about the case because full disclosure might jeopardize the investigation. Satisfy yourself that law enforcement is handling your child's case properly. All of the agencies involved in the investigation should be cooperating with one another in pursuit of one goal -- finding your missing child and getting the predator off the street. The checklist Working With Law Enforcement lists the most important steps that law enforcement can take to find your missing child. The more you understand the investigatory process, the better able you will be to ask questions about it. However, you should be aware that most law enforcement officers do not have firsthand experience working on a missing child case. If your primary contact cannot answer a question, find out who can. Also, if you feel that your child's disappearance has been classified inappropriately, ask to speak to the officer's supervisor or to someone else who may have more experience in these types of cases. Don't take no for an answer if you feel strongly that something else needs to be done.

KIDNAPPING Kidnapping, historically, indicated the seizing and carrying away of children to make them slaves or servants or for some other nefarious purpose; for example, the marriage of an infant heiress to acquire a claim to her property. The term now applies to any taking or carrying away of persons against their will, either by transporting them out of the country or by confining them within the country to secure a ransom or some other concession in return for their freedom. Crime Punishable Offences Kidnapping is expressly condemned in the Canadian Criminal Code. Anyone who confines or imprisons another against his will, or causes another to be sent without lawful justification out of Canada, or, and this is the most usual and popular conception of the offence, holds another against his will for ransom or services, is liable to life imprisonment. It is also an offence to imprison a person unlawfully, not

Such unlawful imprisonment is punishable by a 5-year sentence. The code treats the kidnapping of a female or a child under 14 as the distinct offence of Abduction, regarding such an act as usually being for sexual purposes. In 1985, there were 1327 reported cases of kidnapping, and 284 charges were laid against 168 males, 80 females and 9 juveniles. The 1973 Treaty on the Prevention and Punishment of Crimes against Diplomats made the kidnapping of diplomats criminal by international law. regardless of the nationality of the terrorist or the place where the act of terrorism occurred. Occasionally, this has meant that the offender has been unlawfully captured by authorities of the country in question and his arguments condemning his kidnapping have been rejected, since by international law only a state can complain if its territory or its ships on the high seas are interfered with in any way. The matter has been dealt with by a series of international treaties drawn up by the International Civil Aviation Organization, with its headquarters in Montréal. In accordance with these, any act of violence against

aircraft, and especially hijacking, is criminal. The passengers who have been kidnapped in this way must be freed by the country in which the plane has landed and the offenders must be tried by that country or returned for trial to any country which is directly affected. Canada is a party to each of these treaties. In recent civil wars, rebels have often kidnapped civilians and held them hostage, in the same way as have many terrorists. The United Nations adopted a Hostage Convention to which Canada is a party, making such kidnappers liable to trial in any country where they may be found.

This lack of feedback minimizes feelings of empathy or remorse. Young people say things online that they would never say face-to-face because they feel removed from the action and the person at the receiving end. There are several ways that young people bully others online. They send e-mails or instant messages containing insults or threats directly to a person. They may also spread hateful comments about a person through e-mail, instant messaging or postings on Web sites and online diaries. Young people steal passwords and send out threatening e-mails or instant messages using an assumed identity. Technically savvy kids may build whole Web sites, often with password protection, to target specific students or teachers.

What schools can do • • •

Integrate curriculum-based anti-bullying programs into classrooms. Educate teachers, students and parents about the seriousness of cyber bullying. Change the school or board's bullying policy to include harassment perpetrated with mobile and Internet technology. Update the school or board's computer Acceptable Use Policy (AUP) to specifically prohibit using the Internet for bullying.

If you are being harassed online, take the following actions immediately:

Tell an adult you trust - a teacher, parent, older sibling or grandparent. If you are being harassed, leave the area or stop the activity (i.e. chat room, news group, online gaming area, instant messaging, etc.). If you are being bullied through e-mail or instant messaging, block the sender's messages. Never reply to harassing messages. Save any harassing messages and forward them to your Internet Service Provider (i.e. Hotmail or Yahoo). Most service providers have appropriate use policies that restrict users from harassing others over the Internet - and that includes kids! If the bullying includes physical threats, tell the police as well.

What kids can do Because most incidents of bullying occur off adults' radar screens, it's important that young people learn to protect themselves online and respond to cyber bullying among peers when they encounter it.

Google Is the search engine and information gathering phenomenon that collects bits and pieces of information available online. Our kids have dubbed searching for yourself or others you have met, or want to meet, online as “Googling” someone. As more and more of us are using the Internet to communicate and share our ideas, more and more of our personal information is posted online. Perhaps it’s a profile you put up years ago that still exists. Maybe you signed up for a free messaging service online and didn’t check the privacy box when the registration application was completed. On a bad day, you may have criticized your boss or your spouse or significant other. Had you checked Web sites for mortgage information or looked for a new home? The Criminal Code of Canada makes it illegal to procure or solicit someone to engage in illicit sex with another person, (often called pimping). When convicted of “pimping” someone under age 18, the sentence can be much higher.

While it’s true in the past some departments had waiting periods, that’s no longer the case. You can file a missing person’s report immediately, but there are some guidelines. You should:

Teaching Kids to Be Safe Without Making Them SCARED Tips for Safety with Strangers and People Children Know Children’s personal safety skills, when supported, can help them stay safe with most people most of the time. You can teach children to be safe without scaring them - You just need to know how. Young people are at risk of assault, abduction, and abuse even in caring families, schools, and communities. Prevention is the key to protecting children’s personal safety. The good news is that there are simple and effective ways of teaching children how to protect themselves that will work most of the time. It is important to do this in a way that is not scary, but is fun. Your child can learn with you.

Be sure that you are calm yourself when you talk to kids about strangers. If you sound anxious, they will pick up on that. Talking about “stranger danger” or focusing on scary stories can increase fear and anxiety for everyone. Instead, tell kids in a matter-of-fact way that you believe that most people are GOOD, and that this means that most strangers are good, but that a few people have problems that might cause them to hurt kids. Tell children that they do NOT have to worry about strangers if they follow the safety rules. If children are by themselves, the safety rule is to come and check with an adult first before getting close to or talking to anyone they don't know well. Help kids come up with specific examples of people they know well and people they don't.

A stranger is just someone I don’t know and can look like anybody.

The rules are different when I am with an adult who is taking care of me and when I am on my own. When I am on my own, my job is to check first with the adult in charge before I let a stranger get close to me, talk to me, or give me anything.

I will know what my family's safety rules are for children answering the door, being on the phone, and being on the internet.

If I am old enough to be out on my own without an adult to ask, it is safer to be where there are other people close by to get help if I need it. I do not give personal information to a stranger or to someone who makes me feel uncomfortable.

How to keep a safe distance from someone approaching them

How to walk away from a stranger without waiting even if that person is being very nice

It is OK to get help from strangers if an emergency is happening to me, and there is no one close by that I know.

How to check first even when someone says not to

How to get help from a busy or insensitive adult if they are lost or scared

How to make noise, run, and get to safety in case of an emergency

What to say and do if a stranger approaches them at home

My job is to check first with the adult in charge before I go anywhere with anyone (a stranger or someone I know). I will tell the adult in charge where I am going, who will be with me, and what I will be doing. I will have a safety plan for how to get help anywhere I go.

Safety Rules With People Kids Know

To Be Able to Follow These Rules, Children Need to Practice:

I belong to myself--my body, my time, my spirit-ALL of me. Touch for play, teasing, or affection has to be both people's choice and it has to be safe.

No one should ask me to touch them in their private areas.

Touch or other behaviour for health or safety is not always a choice, but also should never, EVER, have to be a secret.

Saying "No" to unwanted or inappropriate behaviour using polite clear words, eye contact, and assertive body language

Persisting even when someone uses bribes, hurt feelings, or power to try to pressure them into doing something that makes them feel uncomfortable

Protecting themselves from hurtful words

Verbal choices for getting out of potentially dangerous situations

Getting the attention of busy adults and telling the details about situations that make them confused or uncomfortable.

Except for health, no one should touch me in my private areas (the parts of the body covered by a bathing suit).

I do not have to let what other people say control how I feel.

Anything that bothers me should not have to be a secret.

If I have a problem, I need to tell an adult I trust and keep on telling until I get help.
