ASSESSED VALUES The Assessor’s Office is reviewing all residential property assessments this year. If your assessed value is changed, you will receive a notice in late July. The City revaluates all property once every four years to keep assessments near 100% of market value and provide for equity. The best evidence of market value is a recent arm’s length sale of your home and arm’s length sale of comparable homes. Comparable sales are similar in location, style, age, size, condition, quality and amentities. Please stop by the Assessor’s Office if you would like to review sales of homes in your neighborhood. The City’s Open Book session and Board of Review will be held in July and August, with dates/times to be listed on July assessment notices. If you have evidence of your home’s market value that you would like the City to consider, please contact the Assessor’s Office prior to the Board of Review at 920-8325850 or webas@appleton.org.

PROPERTY TAX PAYMENTS

Installment due dates for 2nd, 3rd and 4th payments are March 31, June 2 and July 31. Please visit the City’s website at www.appleton.org/departments/finance for ways to make your payments. For tax payment questions, please call the Finance Department at 920-832-6442.

HOMEOWNER REHAB LOAN PROGRAM The City’s Community and Economic Development Department operates a deferred repayment loan program for low- to moderate-income homeowners (e.g., family of four with income less than $57,750/year) that need improvements done to their homes. Applications from eligible households will be accepted March 17, 2014 through April 25, 2014 for work to be done in 2014. Applications will be available during this application period only. Applications can be found on the website, on the first floor of City Hall across from the Cashiers, or on the fifth floor of City Hall at the Customer Service area. Additional program and qualifying information is available on the website: www.appleton.org (go to the Department of Community and Economic Development and then click on the link to the “Housing Rehab Loan”). 2015 BUDGET

Planning is underway for the City’s 2015 Budget and we will begin actual development of it in early summer. The proposed budget will be distributed to Council on October 1, at which time copies will be available in the Finance Department and at the Public Library for review by the public. It will also be available electronically on the Finance page of the City of Appleton website at www.appleton.org. There will be a public hearing in early November (date TBD), prior to budget adoption on November 12, where the public is invited to offer comments. Please take the opportunity to review the proposed budget when it becomes available and to contact your alderperson, City staff, or the Mayor with any questions or comments.

• GARBAGE PICK UP is done weekly from City-supplied garbage carts. f Place your City garbage cart out for pick up the night before your scheduled day (between 5 P.M. and 3 A.M.). f The handle of the garbage cart should face your house. f Place your cart at least 5 feet from other objects on the terrace such as other garbage or recycling carts, mailboxes, trees, etc. Garbage trucks need this space for the truck arms to grab the cart. f Do not park vehicles in front of or near carts. f Never place a cart in the road. This is always a safety concern and in winter does not allow plows to clear snow close to the curb. When there are snow banks, place the cart in your driveway apron opening or clear an area on your terrace to allow crews access to your cart. Do not place carts on snow banks. f Any bags that cause the lid not to close on City garbage carts are considered to be extra garbage. (See the next section for details.) f Return your cart to its storage area by midnight the day of pick up. f Please use plastic bags for items inside City garbage carts. f Check www.appleton.org “My Neighborhood” (under “City Highlights”) for garbage and recycling pickup days specific to your address. If your garbage cart is too small, too large or needs repair, the property owner should call 920-832-5580. • EXTRA GARBAGE BAGS – Because garbage cart charges are based on volume, bagged garbage or trash that doesn’t fit in your cart must be marked with a disposal sticker. Bags should weigh less than 45 pounds. f Unlimited bags of extra household garbage are picked up each week with a $4 per bag disposal sticker. f Put extra bags approximately 5 feet from garbage carts. f The disposal sticker should be attached to bags and be visible to drivers. • APPLIANCE TAGS, PUNCH TICKETS & DISPOSAL STICKERS are available at the locations: All Appleton Fire Stations #1-700 N. FREE LARGE ITEM PICK UP IS BI-WEEKLY

Large item pick up is every other week on your regular garbage day opposite your recycling week at no charge. (This does not include extra bags of garbage.) • FREE LARGE ITEMS that are too large to fit into City-supplied garbage carts include such things as: f Chairs, couches, mattresses, carpet (tie and bundle, no longer than 4 feet, not to exceed 45 lbs.), lumber (pound nails in or remove, tie and bundle, no longer than 4 feet, not to exceed 45 lbs.), furniture, bikes, lawnmowers (gas/oil removed), grills (propane tanks removed), toilets, etc. f Appliances, garbage bags and tires require a prepaid disposal sticker. f When placing these items out for pick up, the items should be placed approximately 5 feet away from the automated cart and not lean against it. f Items NOT collected: boxes (recyclables), garbage bags (without stickers), hazardous waste, yard waste, concrete, shingles and electronics (see Electronics section below). Recycling is picked up according to the usual schedule and is not part of this collection. One truck will come for the City- supplied garbage carts and another truck for the large items. Pick up is on or after your garbage day. f Tags for Freon appliances are $25 and are needed for: refrigerators and freezers (remove doors), air conditioners and dehumidifiers. f Tags for non-Freon appliances are $20 and are needed for: stoves, ovens, dishwashers, washing machines, clothes dryers, furnaces, water heaters, microwave ovens and other major appliances. The disposal charge is reduced when appliances are brought to the Public Works Customer Service Center located at the Yard Waste Site. See Yard Waste Site information on page 8 for drop-off fee information. • ELECTRONICS – the following electronics must be recycled and will not be picked up with regular garbage per Wisconsin state law: computers, monitors, TVs and other video display devices, fax machines, DVD and VCR players, printers, keyboards and mice, hard drives, speakers, cell phones, cameras, portable music players, gaming devices and small laptops. Many electronic items contain harmful materials including lead, mercury, cadmium, chromium, other heavy metals and chemical flame retardants that can leak into the environ ment where they can affect human and environmental health. Many of these electronic items also contain valuable reusable materials. • FLUORESCENT BULBS All fluorescent bulbs, including compact fluorescent bulbs (CFLs), contain small amounts of mercury. Tube type fluorescent bulbs and CFLs may be brought to the Outagamie County Department of Solid Waste for a fee or visit their website at www.RecycleMoreOutagamie.org for a list of other CFL drop off locations. • TIRES are picked up curbside on your regular garbage day. A prepaid disposal tag is required. f Tire tags cost $5 each. f There is a limit of 4 tires per household. f Tires can also be brought to the Glendale Avenue Yard Waste Site. Fees and limits apply.

If you are unable to meet the restrictions for placing items curbside, they can be taken to the Outagamie County Department of Solid Waste, the Glendale Yard Waste Site (see page 8 for fee information) or Landfill Reduction and Recycling, Inc. at 3001 E. Glendale Ave. (visit www.landfillreduction.com for more information). • LUMBER is picked up curbside on your regular garbage day during free large item weeks. f Cut lumber into 4-foot lengths. f Bundle items to weigh less than 45 pounds. f Pound in or remove any nails or large staples. If you are unable to meet the restrictions for placing items curbside, they can be taken to the Outagamie County Department of Solid Waste, the Glendale Yard Waste Site (see page 8 for fee information) or Landfill Reduction and Recycling, Inc. at 3001 E. Glendale Ave. (visit www.landfillreduction.com for more information). • CONSTRUCTION MATERIALS generated by a contractor should be disposed of by the contractor. Work done by the homeowner may be set out curbside in compliance with specifications for large item materials (see page 6). If you are unable to meet the restrictions for placing items curbside, they can be taken to the Outagamie County Department of Solid Waste Landfill, the Glendale Yard Waste Site (see page 8 for fee information) or Landfill Reduction and Recycling, Inc. at 3001 E. Glendale Ave. (visit www.landfillreduction.com for more information).

• “NEW” for Mattresses–Outagamie County Solid Waste and Recycling has begun a “voluntary” mattress and box spring recycling program. The cost to recycle is $10 for each item. • GRASS CLIPPINGS are not picked up curbside. They may be taken to the Glendale Avenue or the Whitman Avenue drop- off site. Drop-off fees are $4 per bag or $40 per punch card. • HAZARDOUS WASTE - CLEAN SWEEP – Some wastes are just too hazardous for landfills and require special disposal through the Outagamie County “Clean Sweep” Program. Hazardous wastes include: pesticides, herbicides, poisons, acid, lead- and oil-based paints, automotive and rechargeable batteries, mercury and some cleaning materials. There is no charge for these items and this program is limited to house holds only. The program is held the 1st Wednesday and 3rd Saturday from 8:00 A.M. to 11:00 A.M., May through October by appointment only. Call Outagamie County at 920-832-5277 (ext. 3) or visit their website at www.RecycleMoreOutagamie.org to make an appointment. If you are unable to attend a Clean Sweep, you may take your hazardous waste directly to the Brown County Hazardous Waste Facility free of charge. Call 920-492-4964 or visit www.BrownCountyRecycling.org. • PAINT – To dispose of latex paint, please consider giving usable paint to friends, neighbors, theater groups or housing assistance organizations. If you must dispose of latex paint, please follow these directions: • For small amounts: Remove the lid and let dry in the can. Occasionally stir the paint. • For larger amounts: Line a cardboard box with a plastic trash bag. Layer an absorbant material (kitty litter, saw dust, shredded newspaper) on bottom, pour a layer of paint and repeat as necessary. Once the paint is dry, dispose of the entire trash bag and dry empty paint cans in your regular trash. Any oil- or lead-based paints should be taken to a hazardous waste collection. • WASTE OIL, FILTERS AND ABSORBENTS – These items must be recycled by homeowners, farmers and businesses. Visit www.RecycleMoreOutagamie.org or call Outagamie County at 920-832-5277. • MEDICAL SHARPS – To reduce public health risks such as accidental needle sticks, Wisconsin law requires all citizens to safely manage needles, lancets and syringes. It is illegal to put sharps in the trash or with recyclables. Used and unused sharps must be placed in an acceptable sharps container and taken to a registered collection facility such as Appleton Medical Center or St. Elizabeth Hospital emergency rooms, Consumer Prescription Center, Copps #8118 or #8123, Shopko Express Pharmacy or Fox Valley Family Medicine. NEVER put sharps in the trash or with recyclables! Visit Outagamie County Public Health at www.outagamie.org for more locations in the Appleton and surrounding areas. • PRESCRIPTION DRUGS & OTHER MEDICINES May be disposed of at the Appleton Police Department lobby at 222 S. • YARD WASTE, BRANCH AND BRUSH PICK UP – Curbside pick up is offered twice per year in the spring and fall during designated weeks. At all other times, branches and brush should be taken to one of the two yard waste sites free of charge.

CURBSIDE PICK UP OF YARD WASTE BRANCHES AND BRUSH WEEKS APRIL 14-MAY 9 Yard waste will be picked up from the terrace on the day following your regular garbage day. If your garbage pick up is on Friday, yard waste pick up will be done on the Monday before. For example, if your collection day is Friday, April 18, put yard waste out on Sunday, April 13 for pick up on Monday, April 14. Residents whose garbage is picked up Monday through Thursday should put yard waste out the day garbage is picked up for pick up the following day. Yard waste must be in containers, lawn and leaf paper bags or tied in bundles. f Containers should have handles, be 33 gallons or less, and weigh less than 45 pounds when full. f Lawn and leaf bags can be purchased at most hardware stores and home improvement centers. f Branches and brush must be cut to 4-foot lengths and bundled with twine. Bundles must be less than 2 feet around and weigh less than 45 pounds. f In spring, branches, brush and lawn bags must be placed on your terrace, between the sidewalk and the curb, the night before pick up. Please do not use plastic bags, boxes, tarps or 55-gallon fiber barrels or their liners.

Glendale Avenue (located east of the Department of Public Works) April 4 – November 24 Friday, Saturday, Sunday & Monday 9 A.M.-6:45 P.M. *CLOSED Tuesday, Wednesday, Thursday and on City-observed holidays. The Glendale Yard Site is a full customer service center and is available to all residents of the City of Appleton (non-commercial use only). This site accepts grass clippings, brush, yard waste, motor oil, antifreeze, metal, appliances, tires, car batteries and garbage. See the site attendant before dropping off any of the above-mentioned items. Please tarp or secure loads taken to the yard waste sites. Branches and debris that fall onto the road are a safety hazard. Please be prepared to show proof of residency to the attendant. If available, mulch can be picked up at the Glendale Yard Site free of charge to residents of the City of Appleton. The yard waste sites DO NOT accept DIRT, SOD, PROPANE TANKS, CONCRETE, SHINGLES, OIL FILTERS, ELECTRONICS or HAZARDOUS WASTE. Animal waste is considered to be garbage. MAILBOX PLACEMENT

Proper mailbox placement is important for city crews as well as Post Office mail carriers. Snowplows, street sweepers, and garbage trucks can damage mailboxes that extend over the road. Please ensure your mailbox is in compliance with Post Office guidelines. Mailboxes should be positioned at a height of 41”-45” from the road surface to the bottom of the mailbox or point of mail entry and set back 6”-8” from the front face of the curb or road edge to the mailbox door. Where there is no curb, the height of the mailbox should be 48” from the top of the ground to the bottom of the mailbox. The City of Appleton will not be responsible for any mailbox damaged in the course of City operations that does not meet the above requirements. Recycling is picked up every other week on the day of your regular garbage collection. The map shows regular pick up days and designates recycling Areas #1 and #2. Recycling is picked up every other week on your regular garbage day. All items should be placed inside the city-supplied recycling cart for automated curbside pick up according to the schedule on page 9. Recyclable items include: aluminum cans, corrugated cardboard, cereal/cracker boxes, empty aerosol cans (except those that contained hazardous materials), glass bottles and jars (all colors), home/office paper, junk mail, newspaper, magazines, catalogs, paper egg cartons, paper towel rolls, plastic bottles and jugs (HDPE #2), plastic bottles and jars (PET #1) and steel/tin cans. Please remove caps or lids and give a quick rinse. DO NOT RECYCLE: #2 tubs, #3-#7 bottles and containers, aluminum pans/foil, empty steel paint cans, gift wrap, motor oil containers, plastic bags, StyrofoamTM, tissue, waxed paper, window glass and ceramics or china. How to place recycling at the curb: k Place all recyclable materials in the provided cart. There is no need to separate paper from glass, aluminum, plastic and tin. k Please do not place recyclables in plastic bags and do not place trash in your recycling bin. k A few large cardboard boxes may be flattened and cut to no larger than 3’ x 3’ and placed under the lid of the cart. k Because garbage and recycling are picked up by seperate trucks, please keep your recycling cart 5 feet away from obstructions such as your garbage container, mailbox, utility poles, trees and parked cars. If possible, put garbage and recycling on opposite sides of the driveway. k Be sure to have recyclables curbside the night BEFORE your pick up day (pick up begins at 4:30 A.M.). k All recyclables must fit into your cart with the lid closed. For extra recyclables, you may: • Save for a future pick up day; • Ask a neighbor if they have extra room in their cart; • Bring to the County drop off site located at 1419 Holland Road, Monday through Friday, 7:00 A.M. to 3:30 P.M. and Saturdays, 7:00 A.M. to 11:00 A.M.

There is now an option for discarding excess or used building materials that are in good condition. Habitat for Humanity has opened Fox Cities Area Habitat For Humanity ReStore, a thrift type shop at 3000 E. College Avenue. ReStore accepts donated items such as cabinets, lighting, plumbing fixtures, doors, lumber, flooring, windows and much more. Pick ups are free of charge and can be arranged by calling the donation hotline at 920-967-8907. Your contribution will help others as well as conserving landfill space and lowering disposal fees. Remember, for any type of construction or remodeling projects; please contact the City’s Inspections Division at 920-8326411 to check if a permit is required. Operator’s (Bartender) License Applicants If your operator license is expiring, the renewal or original application can be found on our website at www.appleton.org, under Departments, City Clerk, Licenses. This license fee is $60 and is good for a 2-year term from July 1 to June 30. A provisional license remains $15 and the $7 Police investigation fee is unchanged. New applicants are required to show proof of completing the Responsible Beverage Server training course at the time of application. Beer/Liquor License Annual Renewal for 2014/2015 This is a courtesy reminder to all city of Appleton beer/ liquor license renewal applicants: renewal applications must be filed by April 15, 2014 to receive the reduced renewal fees and guarantee issuance before the expiration date. There are absolutely no exceptions. Missing the April 15, 2014 deadline could result in the current license expiring prior to receiving the renewed license. NOTE: Mail-in registrations must be postmarked no later than the 3rd Wednesday before the election. After the deadline, registrations must be completed in the Clerk’s Office or on Election Day. ABSENTEE BALLOT APPLICATION Can’t get to the polls on Election Day? Completing an Absentee Ballot Application allows you to vote prior to Election Day. The completed form can be mailed or hand-delivered to the Clerk’s Office. Please keep in mind that you must first be registered to vote. POLICE INTERACT WITH COMMUNITY THROUGH SOCIAL MEDIA The Appleton Police Department (APD) believes community members are the greatest resource they have in maintaining a safe community and therefore ask that citizens notify them of crime and suspicious activity. Over the past year, the APD has used social media as a way to expand their opportunities to interact with the community. Through social media use, the APD attempts to put out helpful information in a timely manner. They also try to educate, communicate and actively involve the community in aspects of their day-to-day operations. The Appleton Police Department can be found on Facebook (Appleton Police Department) and Twitter (@AppletonPD_WI). Aside from calling 9-1-1 or the non-emergency number (920-832-5500), the APD offers Text-A-Tip if someone wants to remain anonymous while providing information on crimes, suspicious activity, drugs or gangs. By texting to CRIMES (274637) and adding the keyword APDTIPS to the start of the message, that information will be delivered anonymously to the Apppleton Police Department. The same software also allows people to receive alerts from the Appleton Police Department directly to their Smartphone or e-mail. OVERNIGHT PARKING

Why does the City of Appleton not allow overnight parking on city streets? The reasons range from operational benefits for the Department of Public Works, Police operations, to aesthetic reasons. There are various operations that the City performs that occur at night (i.e., garbage pick up, street sweeping and snow plowing), which are accomplished better and more efficiently without vehicles parked on the street. In addition, the police may note a vehicle parked on a street when responding to a call and use that information when investigating a crime. The restriction also keeps neighborhoods looking cleaner by preventing vehicles from parking on the street for extended periods of time. If an emergency arises, such as a mechanical breakdown, home or street construction or overnight guest vehicles, the police can give short-term permission to park overnight on a street. To avoid a citation for overnight parking the Police Department must be notified the day or evening needed. We are very proud of the way Appleton is a clean and safe place to live. Please help us to maintain these standards.

CITY COMPOST PROJECT

CLEANING OUR STREETS

The City of Appleton is producing compost from what were previously considered to be city waste products. These ingredients include: leaves, brush and biosolids from the Appleton Wastewater Treatment Plant (AWWTP). Over time the composting process converts these ingredients into a stabilized, nutrient rich material. The compost has been certified by the United States Composting Council’s (USCC) Seal of Testing Assurance (STA) program. Many of our storm sewers lead directly to the Fox River while some lead to retention ponds, which then lead to the river. Please remember that anything placed in the street is in reality being put into the river as well. A cleaner street means a cleaner river, a cleaner lake and a cleaner drinking water source. Washing a car or rinsing the deck of your lawn mower in your driveway puts unwanted material in our streets. Blown grass clippings, paper, trash, dog droppings, antifreeze, gas and motor oil are all unwanted materials flushed into the street and down the storm sewer when it rains. Blowing snow into the street also adds to the problem as it causes our street crews to use more anti-icing agents. The Department of Public Works removes over 3,059 tons of street sweepings from our streets each year. Help us reduce this amount and help keep our waterways clean. Remember that in spring, no yard waste should be raked into the street. See collection information on page 8.

TREE FOR A TREE SEEDLING PICKUP

Thanks to all who participated in this year’s “Tree for a Tree Program”. This program helps to keep garbage collection costs down and provides mulch available to Appleton residents. To pick up your free White Spruce seedling, bring your “Tree for a Tree” coupon to the Glendale Yard Waste Site at 2625 E. Glendale Avenue during the following: April 4 – April 21 Friday, Saturday, Sunday & Monday 9:00 A.M. – 6:45 P.M.

WATER HYDRANT FLUSHING

The Public Works Operation Division has scheduled hydrant flushing weekdays between 6:30 A.M. and 4:30 P.M. If you see crews working in your area, please try to use as little, or if possible, no water for an hour. If you find discoloration in your system, stop using the water, wait about an hour, and then draw off the discolored water through a cold water tap only. TERRACE PLANTING INFORMATION

Are you looking to do some landscaping on the terrace, the area between the sidewalk and the street? Special plantings on the terrace area require a Street Occupancy Permit to ensure that safety and ordinance issues are addressed. The permit must be requested for plants in excess of 3 feet in height, hedges, rocks, railroad ties, loose stone, mulch or sand surfaces and vegetable plants. For questions or to request a permit, contact the Department of Public Works at 920-832-6474. This permit needs the approval of the Municipal Services Committee and Common Council. Join us at our Playground Fair as part of “Children’s Week” in Appleton. This is the BIGGEST Parks and Recreation special event of the year!! Our energetic playground leaders and local businesses/ organizations sponsor two fun-filled days of carnival games, the trackless train, new and exciting inflatables, great food and entertainment. Visit the prize redemption center and cash in your tickets for fun prizes to take home with you! Open canoeing is held on the beautiful Appleton Memorial Park Pond immediately preceding Movie On The Hill nights, on a first come, first serve basis. Canoes, oars and personal floatation devices are provided. All participants must wear an approved U.S. Coast Guard life jacket and an adult must accompany children under ten years of age. Are you looking for a healthy, interactive and enjoyable summer for your child? Youth ages 7-15 are welcome to participate in sports, games, special events, bus trips, crafts and much more throughout the summer. Participants are welcome to attend on a drop-in basis. JUNIOR LEADER PROGRAM - Ages 14-17 Appleton Parks and Recreation is proud to offer our VIP (Volunteer in Parks) Junior Leader Program. Make the most of your summer by becoming a Junior Leader to our summer playground program. This program is intended to offer young adults who are 14 years of age and older with an opportunity to gain both experience and knowledge of the skills it takes to become a playground leader. VIP – Junior Leaders will assist the Playground Leaders in leading games, helping with crafts and setting a positive example for younger children. The program runs from June 11 – August 7. Responsible teens must commit to volunteering a minimum of 6 hours per week. To become a Junior Leader, complete the application at www.appletonparkandrec.org. Application deadline is May 9, 2014. Please note: each playground site is limited to two Junior Leaders.

FRIDAY FUN You and your child will love our Friday Fun morning activities designed just for 3-6 year olds. Register individually for one or all of the classes, which are held rain or shine and will meet in the pavilion. Participants must be appropriate age by the first day of class. Fees: Each class is $5 for residents and $10 for non-residents LITTLE SLUGGERS T-BALL – JUNE 20 – Using age appropriate equipment, your child will learn the basics of the game of baseball. Focus will be on teaching proper fundamentals and skills with fun drills while encouraging teamwork. Children will practice their throwing, fielding, and batting swing as they have fun with their friends and the instructors! Location: Miracle League Field at Appleton Memorial Park
