(i) Housing Density Bonus: The County shall provide a 25 percent density bonus and other incentives as stated in the Residential policies of the General Plan in compliance with State law for projects that include at least 10 percent very low income housing, or 20 percent low income housing, or 50 percent senior housing, or 20 percent moderate income housing for condominium projects. Incentives that the County will offer in addition to a density bonus include:

The County will work with nonprofit housing providers to identify potential sites that can be acquired on their behalf for the construction of housing affordable to lower-income households. The County will offer density bonuses and other incentives (see Program “I�) to increase the feasibility of constructing affordable housing on sites acquired by the County. 5. Maintain a list of nonresidential sites/buildings and surplus government land suitable for rezoning and/or conversion for residential use in the unincorporated area. The County will meet with affordable housing providers, developers, and local, state, and Federal environmental and public health agencies to determine whether financially feasible means exist to address environmental issues on these sites that create impediments to their use for housing. 6. Through its GIS capabilities, the County will continue to identify and encourage the development of infill properties near existing urban/community centers that have infrastructure and services because they are generally conducive to higher density residential development, which also supports opportunities for affordable housing. The County will make this information available to developers and affordable housing providers and encourage the use of infill sites through preapplication meetings. 1. expedited permit processing, particularly when necessary to meet project funding deadlines;

2. deferred fees, the time schedule for payments to be negotiated on a case-by-case basis (for example, the County defers traffic mitigation fees for up to five years for new low and moderate income housing);

Evaluation The Neighborhood Preservation Division has an active site acquisition program to acquire developable sites for affordable housing projects. During the reporting period 30 sites were acquired and 104 affordable housing units were constructed and 22 units are underway.

The Community Development Department maintains an inventory of County-owned sites and encourages proposals to develop these sites. The most significant impediment to more development of housing in the unincorporated areas is the lack of availability of water, sewer and storm drain services.

The County continues, in the implementation of its various affordable housing programs, to encourage the development of vacant lots in existing urbanized areas. Local developers are encouraged to submit projects for consideration utilizing identified "in-fill' lots.

The County has designated a staff person to assist density bonus projects with expedited processing, site identification and financing, and technical assistance for accessing Federal or State funding, where practicable. The County continues to offer fee deferrals on affordable housing projects.
