MANILA – A total of PHP1-million will be given to all health workers who die while fighting the coronavirus disease (Covid-19) pandemic under Republic Act 11469 or Bayanihan to Heal as One Act. Under the new law, the Philippine Health Insurance Corporation (PhilHealth) will assure that the service of health workers in the public and private sector will be recognized amid the government’s efforts to combat the deadly virus. The PhilHealth will also give PHP100,000 to all health workers in the public and private sector who contract severe Covid-19 infection while in the line of duty. This provision has a retroactive application from Feb. 1, 2020. Last March 23, Presi-

dent Rodrigo Duterte signed Administrative Order 26 which grants a “Covid-19 hazard pay” worth at the rate of PHP500 per day to government workers, including health workers, who physically report for work under the Luzonwide enhanced community quarantine. The government workers entitled to hazard pay are those who occupy regular, contractual or casual positions, or are engaged through contract of service (COS), job order (JO) in national government agencies (NGAs), including state universities and colleges (SUCs) and government owned or-controlled corporations (GOCCs). Public health workers are entitled to the Covid-19 hazard pay if it is higher than their current hazard pay under existing laws.

The provision of additional relief items is part of DSWD’s mandate to provide Technical Assistance and Resource Augmentation (TARA) to LGUs during times of emergencies. To date, DSWD has already distributed FFPs amounting to more than PHP35 million to LGUs around the country. DSWD said it will continue to work with LGUs, which are the first responders in assisting their constituents.

World has entered Recession - IMF WASHINGTON — The world is in the face of a devastating impact due to the coronavirus pandemic and has clearly entered a recession, the International Monetary Fund said on Friday, but projected a recovery next year. "We have reassessed the prospects for growth for 2020 and 2021. It is now clear that we have entered a recession as bad or worse than in 2009. We do project recovery in 2021," IMF Managing Director Kristalina Georgieva told reporters at a news conference. Georgieva was addressing the press after a

Representing 189 members, the body met virtually to discuss the unprecedented challenge posed to the world by coronavirus disease 2019 (Covid-19). The key to recovery in 2021, she said, is only if the international community succeeds in containing the virus everywhere and prevent liquidity problems from becoming a solvency issue. In a press statement yesterday, the Commission issued an order last March 20 which directs PayAsian to stop engaging in, promoting, selling, and offering sale securities in supposed cryptocurrency investments. Aside from that, the SEC also prohibited PayAsian from transact-

PayAsian’s partners, operators, directors, officers, salesman agents, representatives, promoters, and all entities and subsidiaries that are acting on its behalf are included in the cease and desist order. The SEC’s Market and Securities Regulation Department and Corporate Governance and Finance Department attested to the claim the PayAsian has not registered or applied for registration as issuer of securities and for a permit to sell securities. Oil prices at 17-year lows as virus ravages world OIL PRICES extended losses in Asian trade Monday and languished at 17-year lows, with the coronavirus crisis escalating around the world and no end in sight to a vicious price war. US benchmark West Texas Intermediate fell 5.3

percent to trade at $20 a barrel, while international benchmark Brent crude was off 6.5 percent at $23. The falls came after the death toll from the pandemic surged past 30,000 at the weekend as cases in hard-hit Europe and the United States showed no

sign of letting up. Senior US scientist Anthony Fauci estimated the virus could possibly result in 100,000 to 200,000 deaths in the United States, while President Donald Trump extended "social distancing" guidelines until April 30.

The president also said he expected the country to "be well on our way to recovery" by June 1 -- dropping his previous target of mid-April. The virus has infected more than 140,000 in the world's top economy and ( / OIL / 14)

suggested that the government can maximize volunteer health workers by engaging them on the basis of contracts of service similar to job orders. This way, he said, they can be compensated on a daily rate for a limited time period equivalent or close to the amount received by actual government-employed health workers. By considering the volunteers as job orders or contract of service workers, he said they will also be entitled to hazard pay in accordance with the recent memorandum of DBM. He said the Department of Budget and Management (DBM) has proposed that health workers’ risk allowance will be given on top of the hazard pay. Under the Magna Carta of Public Health Workers (RA 7305), all public health workers are entitled to a PHP500 “Covid-19 special risk allowance” per day in addition to the hazard pay. With this proposal, Go said volunteer health workers may receive around PHP1,500 per day excluding PHP500 hazard pay and “perhaps another PHP500 risk allowance per day”. A licensed nurse volunteer may get around 2,200

per day while the rate of an entry-level licensed doctor at a DOH-run hospital is salary grade 21, equivalent to PHP59,353 per month, he added. He said volunteer doctors may be given a similar amount but computed on a daily basis. Initially, the Department of Health (DOH) initially offered qualified volunteers a PHP500 allowance, free food and accommodation and insurance in case they get infected with Covid-19. To date, 593 health workers already signed up to help the government control the public health emergency. Qualified volunteers will work in one of the three hospitals in Metro Manila where Covid19-related cases will be referred -- Lung Center of the Philippines, Philippine General Hospital and Dr. Jose N. Rodriguez Memorial Hospital and Sanitarium, the DOH said. Reports showed that over 10 doctors have died due to Covid-19 while others are in critical condition. Several other health workers have been classified as either patients under investigation (PUI) or persons under monitoring (PUMs).

medical conditions like hypertension, diabetes and asthma. Let us not forget them in this time of crisis," she said. Hontiveros said that following government protocols, senior citizens should, as much, as possible, stay at home during the Enhanced Community Quarantine (ECQ) to minimize their potential exposure to COVID-19. Malacañang earlier mourned the passing of these doctors and urged the public to pray for all health workers who risked their lives reducing the transmission of the highlyinfectious disease. “Let us join hands in solemn prayers for our health front-liners who daily put their lives on the line as they treat those who have the virus,” Presidential Spokesperson Salvador Panelo said. He also reminded health workers to look after themselves, as it was the only way they would be able to fulfill their duties. “We must all take care of ourselves because in doing so we take care of others,” he said. (PNA)

Likewise, she said, families should also comply with guidelines by health experts on how to take care of the elderly amid the outbreak. Foremost among these "tips," Hontiveros noted, is ensuring that older family members continue to take their prescribed medication, and that they eat nutritious meals which follow their prescribed diet, if any. Despite the quarantine, Hontiveros said that families should make sure that their elderly loved ones get ample sunlight for "Vitamin D," which experts say can improve resistance against

diseases. She added that the entire house should be kept clean, and proper disinfection procedures must be followed whenever any member of the household goes out for groceries or errands. Families should also not forget to talk with their older family members, and address their mental health needs, such as anxieties or fears in relation to the crisis. "We have to make our beloved grandparents feel that we are here for them amid these trying times," she said. Hontiveros then reminded poor families or those whose income have been severely affected by the ongoing quarantine to avail of cash assistance programs under the expanded Pantawid Pamilyang Pilipino Program to be implemented by local offices of the Department of Social Welfare and Development (DSWD), so that they will be able to buy food, medi-

cine and other basic necessities. The emergency cash assistance program was made possible by an amendment introduced by Hontiveros to the "Bayanihan to Heal as One Act" or Republic Act 11469. The senator also encouraged everyone to participate in "Protect Lolo't Lola" campaign, a nationwide campaign she is spearheading to help better protect the health of elderly Filipinos. The campaign focuses on sending "immunopacks" to elderly Filipinos, especially those living in poor communities and homes for the elderly. Each immunopack, Hontiveros explained, contains vitamins, milk, canned goods, a facemask, rice and other basic necessities. "By providing their basic needs, we provide much needed protection to our senior citizens, and help keep the threat of COVID-19 as far away as possible," she said. PR

Killing Corona COVID 19 dies if deprived of new hosts. So staying home is a great measure to kill the virus. That is certain. But how many can do that, to stay at home? How many can have sufficient provisions to last till government-imposed community quarantine is lifted? Only a privileged few. GUEST EDITORIAL Most can BY WILLIAM R. You can’t stay put when the little ones start crying because they are hungry. You need to do something. remind everyone on the observance of the quarantine and to assure availability and the schedule and protocols in the distribution of food packages. Of course, barangay food brigades must have already been organized to carry out a smooth and peaceful distribution of food to every household. Foremost, the government must have secured the food supply chain – production, delivery, storage and packaging. Farmers, fishers and other food producers are assured help and support in the unhampered exercise of their toils. Since classes are suspended, students may be tapped as volunteers by the government to assist delivery of this great enterprise. It is a community effort. WE ARE VERY happy with the decision of Davao City Mayor Sara Duterte-Carpio to utilize both public and private facilities to serve as quarantine areas for persons suspected with CoViD infection. That move is most welcome. Yes, we learned that Mayor Sara is now using the still untapped Drug Rehabilitation Center in Baguio District to serve as a facility for Davao residents now confirmed to have CoViD. We believe it could be a very safe facility both for the virus victims and the people residing in Davao City in general and in the specific barangay where the center is located. As of last weekend, we learned that the lady mayor had already instructed her men to hasten the installation of additional equipment and other things are needed to make the center responsive to the needs of the quarantined persons. Aside from the Baguio Drug Rehabilitation Center the mayor also accepted the offer of a local businessman to have a motel he owned in Maa refurbished and sanitized to make it appropriate for the stay of CoViD-infected individuals for a period of not less than fourteen days. Another public building eyed to be used for quarantine purposes is a 3-storey Alternative Learning Center located within the downtown area but is effectively isolated because it is inside a school compound that is fully-fenced. For now the no-class mandate is still in effect and is likely to continue for as long as the CoVid incidence stays. Hence, there is no danger of students contracting the virus. These three facilities are over and above the ones presently offered by the Southern Philippines Medical Center (SPMC). In other words Davao residents should now feel that the spread of the virus could be possibly deterred because those who are infected will be fully kept away from the rest of the public. Wise move by our lady local government executive. She’s now showing her true worth. ************************ Another smart move by the lady mayor is her ordering the removal of benches in front of sari-sari or sundry stores in various parts of the city. This is her way of doing away with facilities for people to loiter around or mill in front of sundry establishments purportedly to keep away boredom. Clearly there is no denying the fact that benches in front of small stores in the vicinity are invitations to people to get out of their houses. What is likely to follow is drinking sessions and once the “standby’s” start getting inebriated the likelihood is that it would be difficult for both the store owner and the members of their families to have them back to the confines of their residences. We have also noted that the lady mayor is trying to combine persuasion and “intimidation” of sort to have her constituents comply with her mandate of keeping themselves inside their homes. One area where even the barangay captain had already expressed exasperation is Calinan in the third district of the city. Despite the mayor’s order to put the entire city under lockdown, she herself noted that residents of Calinan seemingly took her half-hearted. Until Thursday last week there was no significant change in the number of people going to the barangay commercial center to do business or continue their normal ways. Barangay Captain Ursiso Ungab, a cousin of Congressman Sid Ungab who is a retired policeman, could only grind his teeth because somehow he felt his constituents ignored his plea for them to stay at home. And his patience was finally on its lowest when his barangay was singled out by Mayor Sara as one place whose residents do not seem to mind the CoViD infection. In a statement the mayor pointed to Calinan as one place with people unmindful of the health pandemic. Thus, early last week when the mayor issued a statement that she was going to tour the Calinan central area Captain Ungab issued a warning that he was closing the center of the barangay last Thursday afternoon. The warning apparently sank in on the minds of the barangay residents as well as those residing in neighboring villages but did their marketing or selling their farm (

Quarantine fatigue TWO WEEKS. That's how long it has been. If I were to log in everything that we had done during the period, without being overly conscious of the nationwide quarantine, my list of things to do would have to run along the lines of the comprehensive breakdown of meals per day that my partner had prepared for us for that duration (that's including snacks folkies). For this fam, every chore that we have listed as todos, has got to revolve around the meals we take. Whatever activity, be it the 6am exercises, alone time, office work (at home) or prayer time, our main meals, consisting of brekkie, lunch and dinner, are marked as the only moments in the day when we are all together at one table. Mostly during the rest of the hours of the day, the three of us would be doing our own thing, or chores. Of course, as meal time also comes with its pre, proper and post phases, we would also have separate assignments at food prep, table setting, and then taking turns at cleaning and doing the dishes afterwards. For me, that is translated into cleaning and cutting the veggies, fish or meat, then little cooking, and washing the pots and pans after all else is done. As this family routine had been in place long before the big Q, it had become almost second nature. So when the 'StayHome' directive finally came down, we merely treated it as just another everyday thing. The only difference in all these, of course is the locked-up sensation that everyone is feeling at the moment. A majority of online posts and tweets especially among the young, cover about fifty shades of boredom, and this does not even include many entertaining posts mostly put out by friends. Nevertheless, all these, both negative and otherwise still flow out to the internet sea. While many may be boredom-based, they indeed need not be so. For one, the time to learn new things online is always just a fingertip away, if one chose to. With the stay at home call, everyone has a lot of time to spend. I have seen noteworthy posts that, instead of feeding at the prevailing fear, send out messages that reach out and inspire readers in these dark times. Thing is, we need more of this positive vibe, which we can then always add to other existing routines that we have already in our list of to-dos. Speaking of routines, it really goes without saying that having them can keep one sane during these lockedup moments. How one goes about the hours and then survive till the end of the day will depend largely on the overall regimen that we have set before us. Without any plan in place, the feeling of boredom will indeed be just one step away from where you are. During the past two weeks, I have spent (or wasted?) my alone time watching all the pandemic films there is, then later switching to zombie movies, UFO flicks, documentaries, and finally spaghetti westerns. Not that they have done any real good, but just to use up the moments rationed to me. By the time it came to food prep moments or cleaning, whatever, my mind was fresher and ready to welcome what tasks were before me. Before you know it, you've gone the whole day true to sched and ready to do it again tomorrow. In the end, it is not that bad. Just think, by staying home, you are staying safe, and by being so, you are actually saving others as well, especially your vulnerable immediate and elder family members. In turn, you save your community, all our heroic front-liners, and then last, in your own stay-at-home little world, you get to save the bigger world. Salute!

But no, Captain Ungab merely shut down economic activities in the afternoon of last Thursday to allow for the disinfection of the roads and different commercial establishments. Life after quarantine WE ARE STILL in quarantine, we are still required, for our own good and the good of the community, to stay at home as much as possible to stop, or at least contain, the spread of the Covid-19 disease. Looking to the future, what will life be like after the quarantine? Will it be back to normal or will there be a new normal? Human beings are social by nature, which is why all the social distancing and isolation at present is bringing many to the brink of madness. The exponentially growing popularity of the TikTok app seems to attest to this. However, we have all been harshly and rudely awakened to the fact that, in our world today, a handshake, a touch and even just a talk with someone else, can be life threatening. Won’t this change the way we deal with other people? I think it is unavoidable that things must, and will, change, but how and to what extent? How crazy will it be? After the quarantine, will be all be walking around with face masks, protective eyewear and wearing gloves? Will the time-honored business lunch be a thing of the past for fear of contamination through shared meals? Will the handshake be replaced by the Vulcan “Live Long and Prosper” hand-sign? Even with our friends and loved ones, how will the degree of intimacy change? It would appear that the “beso-

beso” kiss will disappear and be replaced by flying kisses. Will we have to be in complete Personal Protective gear before we can hug one another? Even our traditional “Mano” to our elders might have to be replaced by the Japanese bow instead. While all this seems deluded, we simply cannot know how far things will change. At the very least, the situation we are in at present gives us time to reflect on all that we are missing and how important things that we have long taken for granted really are, especially the people around us. I miss my friends, my office mates and even my clients, and, for the latter, not just because I miss the money I make from them although I have to admit that such income is sorely missed. I, as I believe all of us do, miss human contact and interaction and this has made me realize how important people, other than my immediate family, are, in my life. I long for the day that things will normalize enough for me to be able to go back to my office and, in my face mask and all, I will be able to see my friends and raise my right hand to them, middle fingers apart, to say “LIVE LONG AND PROSPER”. For now, STAY AT HOME, STAY SAFE and STAY SANE.

Saving lives of frontliners in this pandemic AFTER seeing what our good friend Fides S. Castaneda posted on Facebook on March 26, 2020, we kept thinking about the noble deeds that are being done to ease the burden of our doctors and nurses and medical teams all over the world and especially in our own city, in this fight against the pandemic called Covid 19. Today, we share this story as posted by Fides “Ditdit” Castaneda, COO of Panorama Summit Hotel in Cabantian, Davao City: “Thank you very much for adopting our doctors and nurses: Panorama Summit Hotel’s Renato and Mrs. Linda Castaneda – ten doctors; Erick and Shirley Dimple Castaneda-Lajo – six doctors and nurses; Blue Genes: Ateneo de Davao University High school Batch ’94 through contact person Lelet Serrano Cartagena – forty doctors/nurses, Engr.KR and Mrs. Tetet Mejos; KL Te – eleven doctors/nurses; Edward and Rel Cates - thirteen doctors and nurses.” Ditdit, who says she set aside all personal activities to join video-calls and phone calls to answer to the urgent calls of the situation, talking to friends and getting in touch with suppliers to complete this task. ”I had not even gone to the shower, but never mind, what we are doing is worth it….knowing we’re doing something to save our doctors, our frontliners…the best we can!”

“It may be No work, No pay for us, but God provides in so many ways.. Praising You Jesus, our Lord and Saviour!” “Special thanks to Ate Golda Divinagracia for initiating this!” adds Ditdit. Today, we gathered more details from Ditdit. “Bayani Hand Davao..a name we called our team. Bayani, frontliners are Heroes; Hand- for helping hands; Bayanihan – We fight Covid 19 as a community, Davaoenos are in this together. Core group: Golda Divinagracia, Fides S. Castaneda, Janet Rodriguez and Kathy Hao. “I do not know the others, since I am close only to Tita Golda. But since our main agenda is to be able to help our frontliners fight Covid 19 while we are in the comfort of our own homes, we joined the team.” “We promised each other we will not think of business or money but LIFE. We have to take care of the frontliners, because if they are not around, what is going to happen to us? They say, it takes twenty-two years for one to be a doctor.” “At the start, we wanted to raise funds so we could buy 200 PPEs for doctors, that is why we called the group “Adopt A Doctor” but we received calls that nurses needed them, too, and so we opted for five hundred PPEs for Adopt-a-Frontliner”. “Our posts on FB and texts helped a lot!”

A Game of Trees

Gamification makes activities more engaging and works well in the Philippines. Now it’s being used to revitalize a forest which helps supply 20 million Filipinos with fresh water. WHO SAYS saving nature isn’t all fun and games? The Philippines is losing around 52,000 trees daily. Logging, slash-and-burn-farming and land development are erasing 47,000 hectares of forestland yearly – thrice the size of Quezon City. Just 7.168 million hectares remain, covering 24% of the nation’s land area. But gamification, the process of turning otherwise serious activities into games, might help reverse this. A partnership between GCash, the World Wide Fund for Nature (WWF), the Biodiversity Finance Initiative (BIOFIN) of the United Nations Development Programme (UNDP), plus the Department of Environment and Natural Resources (DENR) aims to harness Pinoys’ natural love for games to plant 365,000 trees starting July 2020. Earth has roughly three trillion trees, forming the last remaining forests which harbour 80% of all known terrestrial plant and animal species. Forests not only mitigate climate change by absorbing and storing greenhouse gases while releasing life-giving oxygen, but ensure the availability of fresh water, a resource which is becoming scarcer each summer. “Water comes not from faucets, but from nature, particularly healthy watersheds,” explains WWF-Philippines project manager Paolo Pagaduan. “Given current trends of deforestation, we might face a future where there isn’t enough water for Filipinos. To secure a clean and reliable source of water, especially during the dry summer months, we need to revitalize our watersheds. No water means no life.” While currently reeling from the global COVID-19 pandemic, Metro Manila also suffered a dramatic water shortage this time last year. In March 2019, 10,000 Metro Manila households lost water access as La Mesa Dam dropped to its lowest water level in 12 years. Manila’s residents were forced to walk and line up for hours just to secure water for washing, bathing and brushing their teeth. It is estimated that for 2020 and 2021, Metro Manila’s water demands will overtake supply by as much as 13% during peak days, meaning more dry faucets and unserved households – but taking care of our life-giving watersheds can avert this. Ipo Watershed Watersheds are zones which naturally collect and store water. They are typically heavily-vegetated because trees absorb rainwater which drains into streams, rivers and lakes. Ipo Watershed, together with the Angat and Umiray watersheds, supplies 98% of the water consumed by Metro Manila. Situated northeast of the sprawling Metropolis, it covers 7236 hectares in Norzagaray and San Jose Del Monte in Bulacan, plus Rodriguez in Rizal. It is home to several species of charismatic animals, including the Philippine Brown Deer, Philippine Warty Pig, Tarictic Hornbill, Grey-headed Fish Eagle and Osprey. Sadly, the watershed’s forests have been in full retreat. Though protected by several proclamations including a Certificate of Ancestral Domain Title for the Indigenous Dumagat tribes of the watershed, the area is pockmarked by patches of burnt soil. From 85%, forest cover plummeted to 40% in recent years, mostly due to slash-and-burn or kaingin farming and charcoal-making. Gamification Pinoys have always loved games – ranging from cockfighting to countless hours spent playing Pokemon Go and bumping into things. So too can this natural love for play be used for conservation. “Over 20 million people use GCash and the majority of them are millennials,”

RAINFORESTATION is the process of restoring ailing forests with native rainforest species instead of commercial or fruit-bearing trees. Ipo Watershed’s plant nursery brims with native species like Yakal, Kupang, Narra, Lauaan and Dau. DENR, GCash, BIOFIN and WWF aim to plant 365,000 new trees starting July 2020. (Gregg Yan)

explains Mabel Niala of Mynt, mother company of GCash. “The challenge is to channel the passion and energy of the country’s 35 million millennials for good.” GCash is the Philippines’ top cashless service and services a fifth of its population, plus 75,000 partner merchants and 75 nonprofits. Using their mobile phones, Pinoys can plant trees through GCash Forest, part of a larger programme called GCash for Good. Users earn Green Energy Points by reducing their individual carbon footprint. Paying bills online for instance, eliminates the need to drive to a bank and consume paper for receipts and forms. More points can be garnered for walking to work, taking the stairs and avoiding single-use plastic items. GCash Forest interfaces seamlessly with existing mobile fitness apps to accurately measure not just energy saved, but exactly how much carbon emissions are reduced. Each green energy point corresponds to a gram of carbon saved. Points are then used to nourish a virtual tree in GCash Forest. When users reach 20,560 points, his or her virtual tree will be fully-grown. WWF, BIOFIN, GCash and its allies will then plant the user’s tree species of choice this July 2020. The partnership between GCash, BIOFIN, WWF and DENR was formalized in June of 2019 and aims to bolster Ipo Watershed with 365,000 new trees starting July. “We are depleting our natural wealth at an unimaginable rate. While the Philippines is megadiverse, it is also a hotspot given the extent of the threat to our natural environment. There is no one magic bullet that can turn the situation around. We need diverse actors to engage and find diverse solutions. And we need unusual partnerships – which in time will become usual partnerships. GCash, WWF and DENR are now embarking as one to reduce our carbon footprint and help the Philippines meet its reforestation targets. UNDP through BIOFIN is delighted to bring these actors together to stem the tide on our rapid loss of forest cover,” concludes UNDP Resident Representative Titon Mitra. The project was inspired by the Ant Financial’s highly-lauded Ant Forest, which was launched in August 2016. Ant Forest encouraged users to grow a virtual forest, which would later translate into a real forest. By August 2019, over 122 million trees were planted in China. “GCash Forest is the localized version of this app. We’re proud that it is the pilot site in Asia,” shares GCash CMO and Head of App Product Chris Manguera. Today there are over 2.3 million registered users of GCash Forest and plans are well underway for expansion. “We have always said that the G in GCash stands for good and that our objective is to use technology to give back to the world. This initiative is about more than reforestation or securing vital fresh water for the residents of Metro Manila,” concludes Niala. “It’s about empowering millennials and other mobile users to fight the biggest issue of our era – climate change. But we need to spread the word more, so we call on all Pinoys to try the GCash Forest app today.” What kind of ending can we expect from this Game IPO WATERSHED, together with the Angat and Umiray Watersheds, supplies 98% of the water requirements of Metro of Trees? Though it will affect all Pinoys, it all boils down Manila, one of the world’s most densely-populated cities with a daytime population of 20 million people. In March to the choices of its gamers. 2019, 10,000 households lost access to fresh water owing to reduced water levels in nearby La Mesa Dam. (Gregg Yan)

Even as demand falls, supply has increased dramatically after top producers Saudi Arabia and Russia engage in a price war following a row about whether to cut output to support prices. At the end of last week, Riyadh said it had not been in touch with Moscow about potential output cuts while Russia's deputy energy minister said oil at $25 a barrel was not a catastrophe for the country's producers -signalling the two sides are still far apart. The new projections are expected in the next few weeks. Stressing that while containment is the main reason for the economy to stand still and get into a recession, she said containment is very necessary to

come out of this period and step in to recovery. "Until the virus is not contained, it would be very difficult to go to the lives we love." "A key concern about a long-lasting impact of the sudden stop of the world economy is the risk of a wave of bankruptcies and layoffs that not only can undermine the recovery. But can erode the fabric of our societies," the IMF chief said. To avoid this from happening, many coun-

The city mayor had previously issued an executive order for the temporary closure of some establishments to minimize mass gatherings and possible spread of the infectious disease. There were 128 new cases recorded by the health department and seven additional deaths. Mayor Sara Duterte said that the city is not on lockdown yet, pending the recommendation of the infectious disease specialists. However, the local government already resumed the distribution of the food and medicine quarantine passes. The passes will be coursed through the councilors down to the barangay captains. In turn, the purok leaders will be tapped to distribute them to each household. For subdivisions and gated communities, their homeowner associations will be responsible for distributing the documents to each member. They may get the passes from the purok leaders. The distribution of the food and medicine pass is in preparation for the enhanced community quarantine.

The Tupad program beneficiaries started last March 17 and are expected to complete their program on April 29. The beneficiaries will be receiving a salary of P386 per day or a total of P11,880. Mayor Sara Duterte has previously ordered the indefinite suspension of the Roxas Night Market’s regular operation due to the threat of the spread of COVID-19.

John Kraft, city police director, said they have not recorded any fighting or panic buying in any of the barangays. Nevertheless, the civil disturbance management and the tourist police teams are on standby. "The tourist police are deployed on all big grocery stores to enforce social distancing and control or assist management to avoid panic buying, " Kraft said. "If there would be enhanced community quarantine (ECQ), enforcement would be easy for DCPO as there will be a suspension of mass transport, " he said. "Movement of people will really be minimal, " he added. The DCPO will enforce the community quarantine like the implementation of social distancing and prohibition of mass gatherings, liquor ban, curfew, and others, based on the series of executive orders on COVID-19. Normal police functions like high visibility, anti-illegal drug operations, and other forms of anti-criminality operations will continue to maintain peace and order. Since March 24, 24 people were caught violating the curfew but advised to just go home and 3 arrested for violation of curfew and resistance and disobedience (Revised Penal Code 151). Mayor Sara Duterte mentioned Toril District as one of the problematic areas where people continue to defy the social distancing policy How is Social distancing being observed? Baria said people are properly observing it at the wet market. "Our problem is that the volume of marketgoers in the public market because we can't control the people from buying food,” he said. “There are so many people from Sta Cruz (Davao del Sur), Tugbok, and Calinan who also buy here.” The Toril police chief started to control the inflow of people by allowing them to enter the market by batches last Sunday. It resulted in a long queue, but that could not be avoided. "Because we know that a lot of people are going to the market especially during weekends, " he further said.
