Close to 42K pigs culled in Davao Region due to ASF

DAVAO CITY – The Department of Agriculture in Region 11 (DA-11) reported Wednesday that a total of 41,831 pigs in the entire region were culled due to the African swine fever (ASF). Dr. Armie Capuyan, DA11 ASF focal person, said 23,326 pigs were culled in Davao Occidental, 6,431 in Davao del Sur, 4,463 in Davao City, 4,599 in Davao del Norte, 2,330 in Davao de Oro, and 682 in Davao Oriental. “For the province of

Davao Occidental, they do not have reported cases as of now and those ASF affected areas before are becoming the primary candidate for swine repopulation. However, it is still subject to an assessment of the DA-11 technical team,” Capuyan said during a press briefing here. Davao del Norte, Davao Oriental, and Davao de Oro provinces, she said, are undergoing "disease control activities." Capuyan said DA-11 has already distributed indemnifi-

cation payments amounting to over PHP134 million to some 8,885 affected hog raisers in the region. On top of the indemnification payment, DA-11 also provided the logistics needed by the local government units for disease surveillance. “Aside from that, we also have animal dispersal activities wherein DA distributed animals like goat and chicken since there is still a risk in raising pigs in the affected area,” she said. Emerging market financial condition tightening unlikely MANILA – The possibility of sudden emerging market (EM) financing conditions tightening is unlikely despite the recent steady rise of long-term US treasury yields, Moody’s Investors Service said, citing the current situation is different from other reversal episodes. In a report dated Feb. 2, the debt watcher said the likelihood of “a renewed and abrupt tightening” of EM financing conditions on the back of rising US interest rates “is low for now” because it does not expect the Federal Reserve to prematurely tighten rates even with the economic recovery. “A combination of ultra-low US interest rate and recovering US demand will in turn support EM economic and financial sentiment,” it said. The report said US treasury yields have steadily risen since the start of this year because of expectations for an earlier economic recovery due to rollout of mass vaccination against the coro-

It said the yield of the 10-year US treasury traded at about 10-month highs of 11.5 percent in the middle of January 2021 while the break-even rate, or the proxy for long-term inflation expectations, of the same tenor breached 2 percent for the first time since the latter part of 2018. In the past, any swift jumps in US treasury yields resulted in a sudden reversal of portfolio inflows in EMs “as capital is diverted back into lower-risk assets.” However, this is not expected this time because capital flows to EMs “turned sharply negative in 2020, so the starting point is much different relative to other reversal episodes.” Citing Moody’s EM Financial Conditions Indicator (FCI), the report said economic and market sentiment on global EMs “has only just returned to historical norms

USAID partners with schools to boost pre-service education DAVAO CITY – The United States Agency for International Development (USAID), through its ABC+: Advancing Basic Education in the Philippines project, signed a memorandum of understanding (MOU) with Bicol University (BU) and West Visayas State University (WVSU) on Feb. 3 to develop and deliver a curriculum for pre-service education focusing on early literacy instruction in the context of Mother Tongue-Based Multilingual Education Program (MTB-MLE). PRRD approves acquisition of 15 Black Hawk helicopters MANILA – President Rodrigo Duterte has approved the acquisition of 15 Black Hawk helicopters to address the growing heli-lift deficiency of the Philippine Air Force (PAF), Cabinet Secretary Karlos Nograles announced on Thursday. Duterte gave his nod during the 51st Cabinet meeting held at Malacañan Palace on Wednesday, Nograles said in a virtual presser. “The Department of National Defense says we actually require a total of 76 heli-

copters, and while the President initially agreed to acquire 55 new helicopters, that number has been reduced to 15 owing to the challenges we currently face,” Nograles said. Nograles said Duterte has also ordered the decommissioning of all the PAF’s UH-1H “Huey” combat utility aircraft helicopters following the Jan. 16 crash in Bukidnon. Duterte gave the latest directive, as he acknowledged that Huey helicopters are already “due

for retirement,” Nograles said. “The President wants to end all these tragic deaths. Our service and their families deserve better. Itong mga Huey na gamit ng PAF, mas matanda pa sa atin (These Huey helicopters the PAF is using are older than us),” he said. The PAF has refurbished UH-1H and UH-1D models or “Hueys”, a Vietnam War-era helicopters, to serve as its main workhorses. On Jan. 16, a Huey helicop-

ter that went on a supply mission to a patrol base in Bukidnon crashed after encountering engine trouble. Killed in the crash were Lt. Col. Arnie Arroyo, pilot; 2nd Lt. Mark Anthony Caabay, co-pilot; Sgt. Mervin Bersabe; Airman 1st Class Stephen Agarrado; Sgt. Julius Salvado; Jerry Ayocdo; and Jhamel Sugalang. The Florida State University Learning Systems Institute is an internationally recognized, university-based research and development organization that bridges the gap between theory and practice in education. FSU has collaborated with USAID, UNICEF, and CARE International, working in various countries, including the Philippines. “This intervention builds upon both universities’ existing practices and the work that the Commission for Higher Education (CHED) and the Teacher Education Council (TEC) have already undertaken to align the pre-service curricula to DepEd’s Early Language, Literacy and Numeracy Program for K-3,” LeBlanc added. BU’s Early Childhood Education Division (BECEd) has already started the pilot run of the Literacy Development Course for pre-service students while preparatory work is underway at WVSU for the course implementation during the incoming semester, which will run from February-

July 2021. The initial implementation results, including key findings, insights, and lessons learned, will be shared with DepEd and other Teacher Education Institutions across the three regions of Bicol, Western Visayas, and BARMM. USAID’s ABC+ project aims to share the findings and results with CHED for consideration in the BEE-BECE curriculum. About the ABC+ project The ABC+: Advancing Basic Education in the Philippines is a five-year DepEd project funded by the United States Agency for International Development (USAID) that started in July 2019. The Project aims to improve the quality of instruction and learning outcomes in Kindergarten through Grade 3 (K–3) in early literacy, foundational math, and social and emotional learning (SEL) in Regions V and VI and in the province of Maguindanao in the Bangsamoro Autonomous Region in Muslim Mindanao. It is implemented by RTI International in partnership with The Asia Foundation, SIL LEAD, and Florida State University. (PR)

PH to roll out 9.2-M vaccine doses within the 2nd quarter MANILA - World Health Organization (WHO) Representative to the Philippines Dr. Rabindra Abeyasinghe expressed optimism that the Philippines will receive the 44 million doses allocated by the COVAX Facility this year with up to 9.2 million doses arriving within the first and second quarter.

The delivery date will start once the Philippine government fulfills the necessary arrangements needed by the COVAX facilities to ensure

smooth vaccine rollout and other requirements of the vaccine manufacturers Pfizer BioNTech and AstraZeneca Pharmaceuticals. “When all of those requirements are met and we believe that the Philippines is on track to do that, we are looking potentially at a maximum of 9.2 million doses coming through the COVAX Facility by March or April of this year. We are optimistic that the remainder of the 44 million doses will come later on in the year,” Abeyasinghe said on Monday, adding that the Philippines will have access to up to 9.2 million AstraZeneca vaccines manufactured in South Korea if it can maintain targeted manufacturing capacity. This comes on the heels of the announcement that the COVAX Facility will be able to deliver approximately 117,000 doses of Pfizer BioNTech within the second or third week of February. “The goal of COVAX is to accelerate the development and manufacture of Covid-19 vaccines, and to guarantee fair and equitable access for every country in the world to minimize the impact of the pandemic, to save lives, and to facilitate quick economic

recovery,” Abeyasinghe said. The Philippines has been meeting its timetable in making ready the cold-chain facilities and its manpower. Health Secretary Francisco Duque III, said the country has been implementing immunization for decades. “Most of these vaccines that are forthcoming would be currently for logistical side 2 to 8 degrees Celsius. We already have these kinds of facilities and equipment. With these ultra-low freezers, we have end-to-end agreements with manufacturers where they will assist us from the time that the vaccines arrive here to the storage and the distribution,” he said. Meanwhile, the national government has already adopted the National Deployment and Vaccination Plan. “Now that we have successfully secured safe and effective vaccines for our people, we are now working to align the deployment and vaccination plan up to the local government units. The current global supply of Covid-19 vaccines is scarce, hence we are ensuring that there will be no wastage in our Covid-19 immunization program,” Duque said in a separate statement. (PR)

The Pandemic of Algorithms NO one has been quite sure when or how it really started. I, for one, have even swiped up and down, left and right to search through the many online platforms and pertinent fora just to get a real grasp of its true nature, but with little or no luck. As mysterious as this present virus that's been plaguing us, its presence is consistently concealed, yet you just know and feel that it's there. For us, the meek lambs inheriting the earth, we accept it may have come from the minds of natural predators and tormentors, the wolves. Surely, it wouldn't have come from us for there are no traitors within our ranks. We suffer equally, while their pack uses it to weave the plots that have been meant to take us in, in the real world either through advertising tricks, scams, and ploys. All intended to grab our money, earn our loyalty and ensure that we are forever their source for sustenance. Just what is this invisible substance, a fountain of our bondage? Algorithms. it's almost like a minefield, hidden and triggered by every engagement we pursue online, by every click of the button, and every “like” that we send out. You’re sure to be flooded with baking tips, advertisements, and other related topics. In a sense, the spoonfeeding one instantaneously receives from all these will eventually expose one for more, in the end creating a sort of addiction, as some sociopaths, er sociologists hypothesize. Seriously? Look at the whole phenomenon any way you like, but one's every move is suspect, unless you log out from the virtual landscape. For many I know, the question would be What to do? Unless your work involves being online, there's a lot still to do despite social distancing, quarantine, and the threat of contagion. Deep in your heart, ponder on the wonderful promise of a healthy life, so exercise. Develop your thinking prowess so that appreciation of the world is seen under new lenses, so read a lot. Detach from virtual entertainment and indulge in walking or indulge in sports, so go. At the end of another day, especially once you've accomplished some of these, the temptation of the LED screen will surely come again, and you'll find yourself tormented and tested. You only have two choices: be like Gollum (of my precious fame), or you can be like Frodo. Come to think of it, both were slaves to the one ring, right? so, oh well, log in it is, Lazada is having a sale.

Finding the Love of one's Life WE are a sucker for romance and love stories. This February, I want to feature couples at different stages in their journey so we can learn not just about falling in love but also staying in love for a lifetime! Meet Josh, a double bass player of UP Symphony Orchestra and the band 3rd Avenue, and Gina. I thought I was happy being single turning 33 in 2015. I was living out of my passion for performing music and earning from it. A friend invited me to his wedding in Davao that I wanted to turn down, as it meant paying for my way and saying no to some gigs. But I found myself securing an airplane ticket. Little did I know I would be meeting my future wife Gina, who happened to be one of the bridesmaids and best friend of the bride. After the wedding, I joined a group of those in the entourage to Samal island. In the afternoon, I enjoyed floating on the water, and I recognized Gina was swimming too. I started a conversation, and it seemed time flew fast as we seemed to connect. I noticed Gina’s beauty. I also felt we could talk about almost anything. I particularly asked her two questions and her answers impressed me: The first was, "2 of your best friends are now married, you are the only one left single, how do you feel about being left out?" Gina replied: "I am secure where I am right now, God’s timing is perfect and He holds my future." I felt her peace as she meant every word. The second question was if their organization allows them to marry someone outside (as couples usually serve together). I vividly remember her expression telling me she believes not all godly men are

FAMILY LIFE

EVELYN PAJARON in CCC. As I walked towards our hut, a guy named Roel approached me. To my amazement, he encouraged me to pursue Gina, highlighted Gina’s strengths, and gave compelling reasons why I should pursue her! In Manila, I added Roel, Gina, and other new friends I met in Davao to my FB account. Roel sent me a message asking how I was doing and if I contacted Gina. Being a melancholic person, I tend to think and not act at all. Roel was instrumental in “pushing” me to pursue Gina. I was delighted to know Gina was responsive when I mes-

saged her. I learned that she was Manila-bound and would be staying just two blocks from where I lived! I told her I would “treat” her to dinner when she arrives. On our first date "treat," I continued my probing, as I had my wish list of qualities I was looking for in a wife. The more I listened, the more I was convinced she was the real deal! After our dinner, I accompanied her home. Suddenly, I blurted out: “If it is okay with you, would you prayerfully consider asking for God’s direction for us, with marriage in mind?” Gina seemed surprised and confused, but I was more flabbergasted by what I just said. She asked for clarification and I was astonished she said YES! I learned later that Gina took my proposal seriously and even fasted for a week to seek God's will for her. I asked Gina for her parents’ number and asked for their permission and blessing to court Gina. In time she gave me a YES! As months passed by, I realized I didn’t have enough savings, “Ang lakas ng loob ko magyaya magpakasal, wala pala akong pera.” But again I was amazed that money came in time to pay for our wedding suppliers. The Lord provided for all our needs! There is a saying: “Love is blind and marriage is an eye-opener.” I’m glad we got married right away! Kung hindi baka nauntog pa si Gina. As for me, my eyes are more opened. Gina to this day never ceases to amaze me with her beauty, hard work, resourcefulness, and most importantly her love for the Lord and compassion for others. At 86: My life story (Part 1) “I HAVE fought a good fight, I have finished the course, I have kept the faith.” (2 Timothy 4:7) I’m writing this article on my 86th birthday. Thank you, Lord, for the gift of a long challenging, and fruitful life, good physical and health, and a wonderful family. On a long challenging and fruitful Life. My mother belonged to an upper-middle-income family while my father to a middle-income family. They sired two boys. I’m the oldest of the two brothers. My parents, who were both from Manila, divorced during the Japanese time when divorce was legal then. I don’t really know for what reason(s) perhaps, incompatibility? Hence, my brother and I grew up in a broken family living with my mother’s parents. Growing up without a father to guide us through the process of becoming adults, entailed extra difficulties, but perhaps better than living with often-quarreling parents. I vowed then to myself to be a good husband and father. Due to lack of financial support. I learned to be thrifty. I often walked instead of riding PU jeepneys to save money. My big problem was that I had only one pair of shoes. To have extra money, I shined shoes and worked as a pin boy in a bowling center during summer. I was born in Tondo, Manila on March 5, 1935. We transferred to Sampaloc, Manila, before World War II. I was in Grade II when the Japanese invaded our country. I finished my elementary and high school in public schools. I graduated with a Bachelor of Science in Architecture from the University of Santo Tomas in 1957 with financial help from my mother’s mother. When my mother died of cancer, my brother and I migrated to Davao City in 1962 to join my father and our childless step-mother. The best thing that happened to me in Davao City was finding the love of my life – my beloved wife, Paquita Celes Demetillo, an Ilonga, teaching at the Mindanao College (now University of Mindanao). She was then one of the sexiest and smartest teachers of said college. Paquita is also one of the kindest, loving, and forgiving persons I ever met. We got married in 1963 and have four bright children (two boys and two girls). We now live happily together after encountering a lot of trials in our lives due mostly to my weaknesses. My biodata below shows my professional journey in life: Education Attainment B.S. Architecture, UST. Master in Environmental Planning, UP. National Task Force Against COVID-19 (NTF). A full assessment of the COVID-19 situation in the city will have to be conducted before the finalization of vaccine procurement, distribution, and administration plan to better implement the ordinance. The Ordinance also mandates the formulation of a community-based COVID-19 immunization plan by the City Health Office (CHO) along with the DOH Center for Health Development-Davao. The framework will have barangays and other community subsets as active partners in program execution to ensure thorough immunization coverage of persons, adequate and equitable access to the vaccine, and proper postimmunization attention and monitoring. Other agencies and the private sector are also enjoined to closely coordinate with the city government of Davao in the program's implementation. The CHO, being the lead agency of the COVID-19 immunization program, is mandated by the Ordinance to train health workers for vaccine handling, storage, and administration. The Barangay Health Emergency Response Teams (BHERTs) and community leaders shall actively assist the CHO in implementing the program. Meanwhile, the COVID-19 Electronic Immunization Registry (CEIR) shall be

the official platform for master listing and registration for COVID-19 vaccination. All health facilities in the city must submit their master lists through the CEIR, which the CHO will consolidate to prevent duplication. An immunization card, which will reflect the date of immunization, immunization round/ dose received, among other details, will be given to each person vaccinated under the Ordinance. Sec. 8 of the Ordinance also states that only vaccines with emergency use approval (UEA) and/or certificate of product registration (CPR) issued by the Philippine Food and Drug Administration (FDA) shall be selected and procured for the program. The Priority Eligible Group A includes frontline health workers, indigent senior citizens, remaining senior citizens, remaining indigent population, and uniformed personnel (AFP, PNP, PCG, BFP, CAFGU). The COVID-19 vaccination will be held in phases, depending on the delivery of vaccines in the country, and the deployment will be based on a sectoral approach within each priority group. The guidelines of the Philippine National Deployment and Vaccination Plan for COVID-19 vaccines shall be followed: Priority Eligible Group A - frontline health workers, indigent senior citizens, remaining senior citizens, remaining indigent population, and uni-

formed personnel (AFP, PNP, PCG, BFP, CAFGU); Priority Eligible Group B - all teachers and school workers, all government workers, essential workers, socio-demographic groups (PDLs, PWDs, IPs, Filipinos living in high-density areas), eligible students (primary, secondary, tertiary, and vocational), Filipino migrant workers, and all remaining Filipino workforce as determined by DOLE, DTI, and the Civil Service Commission; Priority Eligible Group C - all Filipino citizens not mentioned in Groups A and B. The immunization program will run until at least 70 to 85 percent of the city's population are immunized to achieve herd immunity. Exempted from the city's COVID-19 immunization program are those declared by a medical professional to have any allergies or found to exhibit adverse reactions to vaccines; those with prevailing medical conditions and advised to refrain from immunization; those covered by contraindication clauses made by vaccine manufacturers and suppliers of the respective vaccines; those who object based on religious and cultural grounds; those exempted as provided for by other laws or statutes; those who object based on philosophical grounds, those who choose not to be immunized; and those who have availed of or plan to avail of COVID-19 immunization through other means.

So meaning, kung mosulod ta sa mga establishments nga enclosed, kinahanglan na ta magpa-scan sa atong DQR. It’s either gamit atoang own DQR or pwede pud nato i-scan ang DQR sa establishment. Kung mosulod ta sa specific stores sa sulod sa mall, mao to sila ang mandatory nga magscan sa DQR (Yes, I would like to confirm that the use of our DQR will be mandatory, meaning, if we enter into establishments that are enclosed, we should undergo scanning using our respective DQR. It’s either we use our own or scan the DQR of the establishment. If we enter a specific store inside the mall, that is the time they will require us to scan our DQR),” he said.

He also added that the Task Force Davao and the Davao City Police Office have temporarily suspended the scanning of DQR codes in all entry points and checkpoints in the city following the DQR system upgrade. “I-confirm pud nato ang information nga nahatag sa Task Force Davao nga temporarily nasuspend ang scanning sa mga checkpoints only, because naa tay idungag nga feature sa DQR nga specific nga magamit sa atong mga checkpoint sa Task Force Davao ug Davao City Police nato (I would like also to confirm the information that the Task Force Davao has temporarily suspended the scanning in checkpoints only because we are adding special features in the DQR that is specific to the scanning process in checkpoints to help our Task Force Davao and

Davao City Police),” Ortonio explained. Meanwhile, Ortonio said that the local government is pushing for penalties to establishments that are not complying with the mandate. “Naa tay pending for approval sa mga penalties sa mga non-compliant nga establishments, naa na na sya sa atong City Council and naghulat na lang ta nga maapprove (We have set penalties for non-compliant establishments that are now pending for approval in the City Council and we are still waiting for its approval),” he said. According to Executive Order No. 2 series of 2021, all individual offices and enclosed establishments shall be required to scan the DQR of individuals entering their premises or post their establishment DQR for contract tracing beginning Feb. 3, 2021.

following pandemic-induced stress last year.” “Consequently, EM asset valuations do not appear overly stretched, reducing the risk of a sudden snapback in prices,” it said. Another factor why the report considers the low probability of any sudden EM financial condition tightening vis-à-vis the recent jumps in US treasury rates is the “rising long-term yields also reflect growing market optimism around the pace of US eco-

nomic recovery in the second half of 2021.” “A stronger US economy will lift demand for EM exports and reinforce the growth rebound taking place across most major emerging economies,” the report said. It also noted, “the increase in US treasury yields –and the repricing of US interest rate expectations– is likely to remain gradual and orderly, given that US monetary authorities will likely retain a dovish policy bias even as additional fiscal stimulus

is delivered.” “Indeed, we expect the Fed to calibrate policy gradually and transparently to minimize the risk of a sudden repricing along the maturity curve, a view reinforced by its adoption of an average inflation targeting framework last year,” it said. The report added “alongside other central banks, the Fed will also seek to ensure sufficient dollar liquidity, which will help to minimize stress in the financial markets.” (PNA)

Parents and legal guardians of minors and other persons of legal age who will not avail or those who will refuse the immunization will not be penalized. Prohibited under the ordinance are the importation, use, distribution, and administration of any unregistered or unapproved COVID-19 vaccines; administration of any COVID-19 vaccine by any untrained or unauthorized individual; commercial sale and distribution of vaccines granted EUA; giving/adminis-

tration of COVID-19 vaccines outside the identified priority groups and manufacturer recommendations. Any violation of these prohibitions shall be punishable by imprisonment of not less than six months to one year or a fine of P5,000 or both at the discretion of the court. On the other hand, the Ordinance also mandates the creation of the COVID-19 Immunization Program Task Force and Local Vaccination Operations Center and Local Adverse Events Following

Immunization (AEFI) Committee Specific to COVID-19 Immunization. The Ordinance also calls on a massive and simultaneous and coordinated education and information campaign from the public and private sectors, including mass media, civil society groups, religious and cultural organizations, among others. The city government shall allocate funds for the implementation of the program as mandated by the ordinance.

firearms after the clash. Lt. Col. Vercisio San Jose Jr., commander of the 1st Special Forces Battalion, said the slain rebels were part of around 30 combined elements of the NPA's SubRegional Command 4 (SRC4) and Sub-Regional Command 5 (SRC5). Vercisio said the first encounter took place when soldiers conducting operations were attacked by the rebels. They returned fire, which resulted in a 30-minute battle. "During the first encounter, there were four enemies died and in the second encounter, another one died," he added.

They also captured six high-powered firearms composed of three M16 rifles, two grand rifles, and an M14 rifle from the NPA. Vercisio confirmed no casualty on their side, and a pursuit operation is ongoing against the rebels. He further said the encounter happened when soldiers responded to the report about the presence of an armed group extorting food and money from the residents and businesses. Brig. Gen. Ferdinand Barandon, the commander of 403rd Infantry Brigade, said the incident on proved that the communities have withdrawn their support for the NPA and

are now more willing to help the government. Maj. Gen. Andres Centino, the commander of the 4th Infantry Division and Joint Task Force Diamond, said security operations would continue against the rebels until they surrender to the government or abandon the armed struggle. "Again, we are calling the remaining rebels to lay down your arms, join the government's call for peace, and avail of the Enhanced Comprehensive Local Integration program so you will have a peaceful and productive life with your family," he added. positively identified Louvaine and told us that she was really there,” Espina told local reporters Wednesday. Espina arrived in the city on January 23 and sought the help of the National Task Force to End Local Communist Armed Conflict (NTFELCAC) and local officials in Davao de Oro and Davao Oriental. “I was told that she [Louvaine] was starving and had a swollen knee. I am hoping that I could find her and return her home,” she said. Recruitment timeline Espina described her daughter as a smart student at the Polytechnic University of the Philippines (PUP). In 2016, while the 16-year-old student was still in Grade 11, she said Louvaine was recruited to the NPA by members of Anakbayan. From there, Espina said

ing return and day when the guaranteed earnings could be claimed. In addition, Chiyuto has offered a 5% referral commission and held raffles with brand new cars and motorcycles as prizes to attract more investors. The scheme involves the sale and offer of securities to the public in the form of investment contracts, whereby a person invests his money in a common enterprise and is led to expect profits primarily from the efforts of others, according to the SEC. Section 8 of Republic Act No. 8799, or The Securities Regulation Code (SRC), provides that securities shall not be sold or offered for sale or distribution within the Philippines, without a registration statement duly filed with and approved by the SEC. Chiyuto initially registered as a sole proprietorship

with the Department of Trade and Industry and subsequently as an OPC with the SEC. However, it has never secured a secondary license from the Commission as issuer of securities or broker dealer nor registered any securities for public offering pursuant to the SRC. “Clearly, Creative Wealth OPC’s members were lured to invest their money not for an existing legitimate business enterprise but simply because they are guaranteed a 100% return of the same within a definite period,” the order read. “[T]he act of Creative Wealth OPC and Chiyuto in selling/offering unregistered securities operates as a fraud to the public which, if unrestrained, will likely cause grave or irreparable injury or prejudice to the investing public.” The SEC emphasized that the certificate of registration

granted to Chiyuto explicitly prohibited it from soliciting, accepting, or taking investments or placements from the public, as well as issuing investment contracts, without securing a secondary license. Accordingly, in a letter dated February 2, the SEC Enforcement and Investor Protection Department subsequently directed Chiyuto to show cause why its certificate of registration should not be revoked and no administrative sanctions should be imposed against it and its directors, officers and nominees. The Commission warned the public against investing in Chiyuto and other entities engaged in unauthorized investment-taking activities as early as August 18, 2020 through an advisory, as well as through an investor alert posted on its official Facebook page on October 23, 2020.

Three years after losing her daughter, Espina said she remains optimistic about finding her daughter. “Our lives are no longer normal. I want my child back,” she said, adding that local officials in the two provinces and the Armed Forces of the Philippines (AFP) have already assured help in searching for Louvaine.
