BARMM employees seek help

Tan and the governors of Basilan and Tawi- Tawi provinces are also set to meet with officials of the different government agencies to discuss the issue. “These poor employees are just exercising their rights under the Constitution and should be respected,” he said. Municipal mayors are also expected to sign a petition in support to the affected employees, who are also planning to bring their problems to the attention of the Civil Service Commission and the judicial courts. Tan said he cannot

afford to remain deaf and blind when his constituents are placed in a difficult situation. “The laws are sufficient enough to protect the rights of the people including the right to seek legal redress from the court,” he said after the employees raised the possibility of hiring labor lawyers to look into their concern and to exhaust all legal avenues available to stop Ebrahim from removing BARMM employees, especially those who were hired under the previous administration of Mujiv Hataman, the regional governor. BARMM Attorney-General Sha Elijah Alba has previously announced that some 6,000 employees would be phased out. At least 500 of

them had been removed since last month. Only those working in the sectors of education, health, and social services are exempted in the phasing out. Those who are affected by the order cannot be re-employed in any BARMM agency. While BARMM continues with the phasing-out of employees, Ebrahim, chieftain of the MILF, hired 400 of his own members to work as forest rangers and would hire more for Basilan, Sulu, and Tawi-Tawi provinces. He even launched the so-called Integrated Bangsamoro Greening Program inside the sprawling MILF’s Camp Darapanan in Sultan Kudarat town in Maguindanao province. (Zamboanga Post)

Bill filed in Senate to safeguard judiciary SENATOR PANFILO Lacson has filed a bill creating the Philippine Judicial Marshal Service to safeguard the judiciary, by securing its officers and personnel so they can do their jobs independently and without fear of retaliation. Lacson noted no less than Chief Justice Diosdado Peralta emphasized the need for judicial marshals to serve as the law enforcement arm of the Court, similar to the Supreme Court of the United States Police and United States Marshal. “This legislative measure seeks to create a Philippine Judicial Marshal Service under the control and jurisdiction of the Supreme Court whose primary function is to protect, safeguard, watch over, provide security, and ensure the safety of justices, judges, court

officials and personnel, and the various halls of justice, courthouses and other court buildings and properties all over the country,” he said in Senate Bill 1209. He said at least 31 reported killings of members of the judiciary in the last two decades, including five during the Duterte administration. Lacson’s bill also mandates the Philippine Judicial Marshal Service to investigate allegations of irregularities, including graft and corruption, committed by justices, judges, court officials and personnel. The Philippine Judicial Marshal Service, he added, shall likewise assist in the execution and implementation of court orders. Heading the service shall be the Chief Marshal, who shall have the

same rank of a Court of Appeals associate justice. Assisting the Chief Marshal are three Deputy Marshals – one each for Luzon, Visayas and Mindanao. Each Deputy Marshal shall have the same rank as a Regional Trial Court judge. Lacson said the Chief Marshal and Deputy Marshals must be a lawyer and must have been at least a full Colonel in the Armed Forces of the Philippines or the Philippine National Police. “They shall be appointed by the Supreme Court en banc and shall serve until age 65. An initial funding of P50 million from the National Treasury will be appropriated for the wages and other expenses of personnel, and for supplies and equipment,” he said. Misuari to meet again with Duterte to talk peace

President Rodrigo Duterte and Nur Misuari Continued from page 1 MNLF and the national government. Duterte previously told the former Libyan firebrand that he ordered Presidential peace adviser Carlito Galvez to immediately form a coordinating committee between the Government of the Philippines (GPH) and the MNLF, and to convene and set the agenda for discussions. Misuari has also asked Duterte to include the influential Organization of Islamic Cooperation (OIC) in the peace talks after the influential body played a vital role in the peace process between the Philippine govern-

ment and MNLF. The coordinating committee will serve as a venue to seek for the cooperation of the MNLF to achieve immediate peace in Sulu province by, among others, helping in combatting the Abu Sayyaf militants and to convincing MNLF relatives to return to the folds of the law. Presidential Spokesman Salvador Panelo said Duterte will walk the extra mile to bring harmony to the country and the nation. “In resolving the Muslim rebellion in Mindanao, every undertaking that may lead to a lasting peace and prosperity to that region must be tried

and tested until its fruition. We can do no less as a people,” he said. Misuari signed a peace deal with Manila in September 1996 ending decades of bloody war. After the peace agreement was signed, Misuari became the governor of the Muslim autonomous region. But despite the peace accord, there was a widespread disillusionment with the weak autonomy they were granted. Under the peace accord, Manila would have to provide a mini-Marshal Plan to spur economic development in Muslim areas in Mindanao, and livelihood and housing assistance to tens

of thousands of former rebels to uplift their poor living standards. In 2001, Misuari’s loyal forces and former rebels, who joined the military and police following the signing of the peace deal, attacked a key army base in Sulu’s Jolo town and civilian targets in Zamboanga in an effort to stop the government from calling an election in the Muslim autonomous region where Misuari wanted to be a perpetual governor. He then escaped by boat to Malaysia where he had been arrested and deported to the Philippines and was eventually pardoned and released by then President Gloria Arroyo in exchange for MNLF support to her election bid, as well as her allies in the Senate and Congress in 2004. And in September 2013, MNLF members attacked Zamboanga City for the second time, sparking fierce clashes that lasted for weeks, and left hundreds of people dead and wounded, and

displaced over 300,000 civilians. Many of the raiders were killed, but the others managed to escape following the failed rebellion. Misuari, who is accused of rebellion by authorities for the deadly attacks, is being protected from arrest by Duterte, who interceded to the police and military on behalf of the former rebel chieftain so he would be free to move around without any fear of being arrested. Misuari is also facing graft charges at the Sandigan Bayan over the alleged anomalous purchase of education materials when he was governor of the defunct Autonomous Region in Muslim Mindanao. He denied all criminal and graft accusations against him. Despite all these charges against Misuari, the OIC continues to support him. And in 2017, the OIC Secretary General, Dr. Youssef Al Othaimeen, in support of the peace process, even convened the 4th Session of the Bang-

samoro Coordination Forum in Abidjan, Cote d’Ivoire on the margins of the 44th Session of the Council of Foreign Ministers. The OIC said it continues to deal with the MNLF through the Jeddah formula. The meeting discussed the prospects of the peace process under the Duterte administration and is part of the efforts of the OIC to close ranks between the MNLF and MILF (Moro Islamic Liberation Front which also signed a peace accord with Manila in 2014) and to help in the process of merging the two peace tracks and to consolidate realization of the inalienable rights of the Muslim minority in southern Philippines for a peaceful, just and durable settlement of their problem. (The Star) A MALAYSIAN scientist who recruited terrorists for Islamic State and al-Qaeda and tried to help Osama bin Laden develop anthrax for use as a biological weapon was released from prison. “Yazid Sufaat was released this morning (December 4) from the Simpang Renggam prison in Johor and sent back to his home in Kuala Lumpur,” said Ayob Khan Mydin Pitchay, head of Malaysian police’s Special Branch counterterrorism division. Sufaat’s release followed a decision by the Prevention of Terrorism Board and he would be required to wear an elec-

tronic monitoring device, added Ayob. “He is only allowed to be in the vicinity of his home in Ampang [district] and must be inside his home from 8pm to 6am every day,” Ayob said. Yazid has served a string of jail sentences for his involvement with the two terrorist networks. The former army captain, now aged 55, rose to notoriety when he was jailed in 2002 for his exploits in Kandahar, Afghanistan, where he was a leading figure in al-Qaeda’s push to develop weapons of mass destruction. In January 2000, Yazid provided lodgings in his

flat for al-Qaeda operatives who took part in a meeting in Kuala Lumpur of senior leaders from the group, including two September 11 hijackers, to discuss future terror plots. He was released in 2010 but sent back to jail in 2013 for recruiting Islamic State members to fight in Syria. In 2017, he was again released, only to be rearrested shortly afterwards when it was discovered he had been recruiting fellow inmates for al-Qaeda while in jail.His latest release caught experts in the United States by surprise. “The US will be very concerned, as he is a un-

tent recruiter and inspiration”.However, counterterrorism expert Ahmad El-Muhammady, who last interviewed Yazid in prison in 2017, said he believed Yazid was “no longer a security risk at this point” but would need monitoring to protect him from “potential recruitment by others”. Yazid graduated in biological science and chemistry from California State University, and given his expertise, terror groups would see him as a “prized asset”, said El-Mu-

hammady. But Yazid now wanted to stay out of trouble, he said. “He has been waiting for this moment for so long, reuniting with his family. Itinanggi naman ng pamilya ni Richard ang paratang laban sa kanya. Hindi naman agad makunan ng pahayag ang ina ni Barbie ukol sa naganap dahil sa trahedyang dumating sa buhay nito. • 3 tablespoons cooking oil • Fish sauce patis and ground black pepper to taste Toppings • ¼ cup chopped scallions • 2 boiled eggs sliced into half lengthwise • 6 cloves garlic crushed and toasted • 1 small lemon or 4 pieces calamansi, sliced

INSTRUCTIONS : 1. Heat oil in a cooking pot. 2. Saute garlic, onion, and ginger. 3. When the onion starts to turn soft and translucent, put the chicken into the pot. Cook until it turns light brown. 4. Add glutinous and Jasmine rice. Saute for 1 minute. 5. Pour 6 cups of chicken broth. Let boil. Cover the pot. Continue to cook in medium heat for 35 to 40

minutes. Make sure to stir the mixture every few minutes to prevent the rice from sticking on the pot. Add more broth if necessary. Add kasubha, patis, and ground black pepper. Stir. Continue to cook until it reaches your desired consistency. Transfer to a serving bowl. Top with egg, scallions, garlic, and lemon wedges. Serve hot. Share and enjoy!

New Website Mediko.Ph Leverages the Filipino Language to Improve Health Awareness in the Country AMONG THE Philippines’ most recent and promising new websites is Mediko.ph. Converging efforts for Palawan’s biodiversity and its people PALAWAN - While the province of Palawan is renowned for its pristine beaches, the island is also known for its rich biodiversity. Called the last frontier of the Philippines, Palawan boasts almost 700,000 hectares of forest cover according to 2010 data of the Forest Management Bureau, capable of supporting a wide variety of species of plants and animals. Despite its ecological importance, human activities pose the biggest threat to Palawan’s biodiversity. “Kaingin,” or deliberately setting fire to forests for cultivation is still a practice among farmers. Illegal logging and mining are also prevalent. The lack of income and resources to ensure sustainable livelihood remain the leading cause for people to be enticed to these activities. As reported by the National Economic Development Authority (NEDA) in 2009, a quarter of the families

in Palawan remain poor, mostly farmers who toiled in planting rice and corn. Recognizing poverty as a major development issue that will continue to affect Palawan’s biodiversity, the country’s leading funding institutions known as “F4”, Peace and Equity Foundation (PEF), Foundation for a Sustainable Society, Inc. (FSSI), Forest Foundation Philippines (FFP), and Foundation for the Philippine Environment (FPE) banded together to protect the environment and provide livelihood opportunities for people in Roxas, San Vicente, and Taytay. The Star Trek Project In 2010, PEF, FSSI, and FPE started the Star Trek Project in partnership with local partner, Palawan Center for Appropriate Rural Technology, Inc. (PCART). The name Star Trek was derived from the popular American science fiction film about explorers whose ship was called “Enterprise NX-01”. Like these explorers, PCART and partners are working “to go “where no man has gone before”

in achieving their objectives. The partnership continued in 2013 to expand the barangays covered by the project and enable the participating household partners to produce enough cash income through scaling up of livelihood projects in the communities. Through this project, barangay ordinances and resolutions were passed for the delineation of areas, conservation of watershed areas providing more opportunities for household to have a steady livelihood income source. At present, average household income increased by about 54% from palay and vegetable farming and hog and goat raising. Anchoring on the gains of the first two undertakings, a new project emerged with FFP joining the three organizations. The new project currently supports 23 barangays around 185,000 hectares of predominantly lowland forests along the Northern Palawan Corridor. Gains of social enterprise During the recent visit of representatives from F4 on October 23-24 in Puerto Princesa and Roxas,

PCART Executive Director Laurence Padilla showed the gains of the F4 initiatives through its newly renovated herbal processing facilities and community dryer. “This is supporting 400 farmers in the area,” he said. Lagundi, banaba, sambong, and turmeric leaves are some of the herbal leaves processed in the facility. The powdered leaves are then sold to pharmaceutical companies such as New Marketlink Pharmaceutical Corporation and Unilab that produce cough medicines and other supplements. Another buyer is organic product provider Yamang Bukid. PCART is buying P150 per kilo of dried leaves which can be considered as good income already since the prices of palay, the main crop in the area, has fallen dramatically to P6 per kilo. In a data presented by Padilla during a recent meeting with people’s organizations, the income of households under the Star Trek project has increased from P47,769 in 2010 to P114,530 annually. Aside from buying herbal leaves, PCART also helps in improving

production in organic farms through trainings on good farming practices and providing loans for water irrigation system. “(What we are aiming is) for the farmers to have alternative source of income so they won’t resort to slash and burn (Kaingin) methods,” Padilla said, adding, that certain portions of PCART’s income is being used to protect the forests. In a meeting with peoples’ organizations in Roxas, FPE Chairperson and Chief Executive Officer Renato Boniao said that PCART’s work in Palawan will continue to build trust from different sectors and organizations because of its noble goal. “We appreciate what PCART and the people behind it have done. It is a privilege for FPE to be part of your project,” he said. FFP Project Officer Dennis Rosales, meanwhile lauded the stakeholders for their commitment in making Star Trek a success. “One of the keys to the success of this project is the convergence of different sectors here,” he said. FFSI and PEF, the institutions handling the social enterprise com-

ponent of the project expressed their gratitude for the continuous development of the communities in the Northern Palawan Corridor. “We are very thankful for the hard work and partnership and we’re hoping that we can continue to work for the environment and sustainable livelihood,” FSSI Executive Director Sixto Donato Macasaet said. “We’re now seeing that the people are more engaged in protecting the environment,” PEF Senior Area Officer Wilma Guinto said. “As much as we love our forests, let us also work on developing our social enterprises so we can secure their sources of livelihood.” As ways forward, F4 and PCART are now looking to expand their advocacy to the public through creation of information, education, and communication materials and capacity-building of PCART and its assisted community organizations second liners and their respective livelihood and social enterprises.
