Group2: Can Baykan + Barış Yağlı + Zuhal Acar ODTÜ Halkevi: (An Urban Extension of METU in Downtown Ankara for Public Oriented Cultural, Informative and Educative Activities) During the early Republican period, besides regular schools, centers for popular education - Halkevleri (or “People’s Houses”) - were built in the most prominent urban locations of cities, to develop the qualitative aspects of citizens through extra education. Their activities were organized around such themes as literature, music, drama, fine arts, sports, social work, and vocational training. At present, their duty of popular teaching has been taken over mostly by universities who offer public courses in their continuous education programs for all who are interested in furthering their learning. In this respect, METU is particularly an active university with its 133 established student clubs, its Continuous Education Center, its foreign language education programs and its large Culture and Convention Center where the schedule is always full with national and international seminars, exhibitions, stage performances and concerts. The chosen site is a corner lot on Yüksel Caddesi in Kızılay, where the urban youth of Ankara usually come together to meet each other, and enjoy the leisurely low-cost commercial activities and eateries offered by this pedestrian street. In this project, students are expected to study the given site and its environment to develop an awareness about the problems of an urban area, to cope with the technical, environmental, and structural requirements of a middle size building in an urban context and to develop ideas and solutions about the desired contributions of METU to the community in general and to everyday lives of citizens of Ankara in particular.
ODTÜ Halkevi Erken Cumhuriyet döneminde, okulların yanı sıra, ilave eğitimler yoluyla vatandaşların niteliksel yönlerini geliştirmek için, şehirlerin en önemli yerlerinde Halkevleri inşa edilmiş ve bunlar edebiyat, müzik, tiyatro, güzel sanatlar, spor, sosyal ve mesleki eğitim gibi konular etrafında organize edilmiştir. Günümüzde ise halk eğitimi sürekli eğitim programlarında kamu kursları veren üniversiteler tarafından devralınmıştır. Bu bağlamda, ODTÜ özellikle 133 öğrenci kulübü, Sürekli Eğitim Merkezi, yabancı dil eğitim programları ve her zaman ulusal ve uluslararası seminer, sergi, sahne performansları ile dolu olan Kültür ve Kongre Merkezi ile aktif bir üniversitedir. Proje için seçilen arazi Kızılay’da, Yüksel Caddesi ile Selanik Caddesi kesişiminde bulunan, Ankara’da gençlerin genellikle bir araya gelip birbirleriyle buluştukları bir alandır. Bu projede; öğrencilerden kentsel çevrenin problemleri hakkında farkındalık geliştirmeleri, kentsel bağlamdaki bir binanın teknik, yapısal ve inşa problemleri ile başa çıkmaları ve ODTÜ’nün topluma ve özellikle de Ankara’daki günlük yaşama yapması istenen katkıları hakkında fikirler ve çözümler geliştirmesi beklenmektedir.
