INSIDE GUARDIANSHIP BASICS

Guardianship is a court process in which someone other than a parent is given custody of a child or when a parent or other person is given authority over a child's property. The child, called the minor, must be under the age of 18. A legal guardian is an adult the court chooses to be responsible for, and to care for a child, to manage the child's property, or both.

EMBRACE VALENTINE’S DAY AND VISIT MENIFEE’S TOP RESTAURANTS AND ROMANTIC SHOPS By C. Leger As TripAdvisor prepares to update their 2015 list of best restaurants in the US, their list for top 10 restaurants in Menifee, California is already up and running thanks to the patrons of these establishments. With Valentine’s Day just around the corner, here are a few things that we all can do around Menifee to make our February month as romantic and sweet as possible, including having a meal with a significant other at one of these great locations. At the top of the list we have both a casual and a family oriented establishment, In-NOut Burger has been named the number one restaurant in Menifee by TripAdviser, based on the ratings handed down by loyal patrons who say this is the best place to have a first date if you’ve decided on a casual event with good American food. With it being said that In-N-Out Burger offers the best burgers in the immediate area, I suggest this to be the best venue to have a Valentine’s Day meal for young adults, those looking to get more in touch with their dressdown self and burger lovers. Menifee itself as a small and close-knit area; it offers a very intimate experience for romantic encounters with someone you've known your whole life, but never thought of as a romantic interest. The year 2015 is the year to end the friend zone; ask that girl out that you’ve been head over heels over since the first grade. Menifee has a lot of amenities working for

you, with well-kept lakes along its borders, take her for a romantic evening walk to observe the moon’s reflection on the glistening ripples of water. We also know that Valentine’s Day is the number one holiday for people with a sweet tooth everywhere. Our town happens to have one of the most visually appealing bakeries and sweet shops in the west. MEET OUTSTANDING MENIFEE CHEF EXTROARDINARE ROSIE O’CONNOR, OWNER OF PROVÉCHO GRILL To know Rosie is to love her, she is such a warm, gracious woman who has a passion for food. I met her many years ago long before she came to Menifee at her parents' restaurant Guadalajara Mexican Grill in Lake Elsinore and I have admired her from the moment I met her as she always has a beautiful smile on her face. Rosie was born in San Francisco, her mother is Salvadoran, her father is from Peru and her grandparents are Japanese. Her mother married her Stepfather Ricardo Solano when she was six years old. LOCAL MURRIETA WOMAN FOSTERS 800 CHILDREN By C. Leger

News announcements don't always encompass positive things, but for a local Murrieta woman, her daily life consist of bringing positive energies to the almost 800 children she has fostered over the years. Our story will cover her journey as one of the most loved and cherished foster mothers of our local area. Donna Wray and her husband have lived in Marietta for 27 years; at the time she had two

dren during their lifetime, and it all started with one phone call to the County Social Services office, where she was informed that it was possible to adopt children under the care of the county and that foster parents were actually in high demand. Donna put both feet into the water and completed the required training by the county; 24 years later she would continue to open her door to foster children in the local area, making her a shining example of what can be

children and further served the community as a full-time nurse. Donna and her husband hoped to have more children, but after discovering that this would to be impossible, they turned to adoption; but like many couples, the cost of adoption proved to be significantly high, discouraging them from pursuing the adoption process all together. That's when they turned to foster care. Today the Wrays have one of the highest records in the social services realm in the United States, fostering 756 chil-

accomplished when someone puts their heart into a project in the name of good. Currently the Wrays are known as the founders of a local nonprofit organization dedicated to providing awareness and educating individuals interested in being foster parents to children like the ones Donna has helped raise. According to the Wrays, many individuals don't realize the needs these children often arrive at their doorstep with. The process of being in a state facility takes an emotional toll on these

children, and often they arrive to a foster home and leave in a matter of months, taking little possessions with them. Their organization, All About Kids, recently touched the hearts of a few teenagers in our town. Every month the organization holds an event to unite current foster parents with those interested in becoming foster parents and encourage them to take a leap of faith. Last month the Wrays held their event at their Christmas party in French Valley, with the help of two of our teens who held a car cruise in order to raise money for the organization. Josh Madrid and Isaiah Valdez succeeded in raising over $900 for the event, which featured 150 cars in a cruise that started on Ortega Highway and ended in Huntington Beach. The local community feels that the Wrays' organization is an important one because it raises awareness for individuals who may not know that they can be a part of raising a child in need. Often these children seeking a home do not have any possessions or a sense of feeling loved, and it's Donna's organization that provides new, prospective foster parents with the support and information they need in order to successfully help these children. Donna Wray has inspired many individuals to follow her path including Michael and Hennie Monteleone, owners of the ranch and which the organ-

ization held their last event. Through the Wrays, they too adopted a child in need. Last year there were over 4000 children in our area in need of a loving home; to contact Donna Wray for more infor-

It has been witnessed throughout history that public art can be an essential element when a municipality desires to progress economically while being viable to its current and prospective citizens. Cities with an active and dynamic cultural scene are more attractive to individuals and employers. Arts Council Menifee intends to help establish its own city as a unique and culturally active place. Menifee aspires to be a place where people want to live and want to visit. Having a particular community identity, especially in terms of what our public places look like, is becom-

ing even more important. Recently, the art group was asked to recommend sculpted artwork types for a proposed new Menifee shopping plaza currently in design phase. Arts Council Menifee is also very enthusiastic about the prospects of having an "art walk" component added to the proposed Civic Park in the new Menifee Town Center. Concepts discussed for the park include outdoor kiosks that can be rented by local artists to display and sell their handicrafts. The non-profit organization appreciates being invited to provide input where public art and aesthetics are recognized as a way to improve civil works projects. We look forward to continued collaboration with the city in seeking state and federal grant funding that would improve Menifee's cultural value and community identity. MEET THE ”NICEST MECHANIC IN MENIFEE”- RAFAEL CANNO By Robbie Motter Rafael Cano, a Menifee resident age 50 was born in Laredo, Texas, and fluent in English, Spanish and Spang-lish. He moved to Orange County at age 10. In high school a teacher took time to mentor him and introduced him to Automotive where he found his passion for cars. After school he worked at the Marine Corp Exchange at Camp Pendleton and El Toro Marine Base for the next 20 years; where he became certified as a State of California SMOG technician. Leaving in 1986 to open his own shop he moved to Menifee- and opened AES-Advanced Emission Specialist. His dream today is as it was back then, to have 5 Automotive Shops before retiring. His adventure continues as he now has his second shop. With 29 years experience, Sun City residents have deemed him the "nicest mechanic in town". His first priority is keeping or making your vehicle safe to drive. He keeps his AES Certifications updated and attends conferences and

classes to keep up with changes in the automotive industry. From Carburetors to fuel injection engines he has seen the industry evolve over of the past 29 years, and believes he is still in one of the most fascinating industries. Most people just get in the car and GO.... but sometimes you must take a moment and pay attention to your vehicle or he will be taking care of it for you. “There is very easy preventive maintenance we should all be doing” he says.....”oil changes, tire checks, etc”. Rafael said: “why is it we make appointments to go to the dentist, to take care of our teeth, but we don't take the time to make regular checkups on our car....and a cars checkup is painless”? PAYING IT FORWARD- because of that one teacher changing his path in life he participates in an internship program with the ResCare Oasis/Workforce Services. Since 2009 has been helping numerous interns to train them at AES. He believes if he hadn't been given an opportunity to change his direction, he would have gone down the wrong path. It takes one person to believe in you, and help you find your way. This is a man who cares about his community, these are just a few of the many things he does in our community, and he also shows up at many events to do his part: Sponsors the Student of the Month Program- through the Menifee Valley Chamber of Commerce. For the past 5 years has collected toys for Santa's Workshop. Above is only a few of the many community things he does. He was raised by his mother Raquel Cano, who is very active at St. Vin-

cent Ferrara, with his sister Racquel, who works at the Boys and Girls Club of Menifee. He is most proud of his family and his 3 daughters: Dominique married to Chad Contreras, Krysta married to Eddie Alarcon and Sierra. Also, recently he welcomed his first granddaughter, Brody May. His daughter Krista currently works at AES, and over the years all three of his daughters have worked in the shop to earn enough money to buy their first car and learn basic techniques in case of a breakdown or emergency. Rafael spends much of his free time with longtime girlfriend Dorothy; Camping, skiing and traveling. His hobbies are: Trap shooting, in his heyday used to compete in Amateur Trap Shooting Association (ATA). Today he just shoots skeet for fun on family outings. His girls all enjoy shooting as well. He loves deep sea fishing. His biggest catch is a 50lb. Sturgeon at San Rafael. Travels to San Diego at least 6 times a year for 1/2 day trip fishing for his dream catch- a YELLOWFIN TUNA.

He said “I promised my girlfriend Dorothy, I will not go fishing on Valentine's Day this year” he laughs. Joined the Menifee Valley Chamber of Commerce in 2010, and was honored by his peers and voted Small Business of the year 2013. His Lifelong dream; 5 shops and rest of the time fishing. Still gets excited to here an engine turn over after a repair! A good weekend consists of a Buffet and a Movie. Time to relax. Expanding his automotive service and the need for more space, opportunity knocked. Timing is everything! He hired experienced mechanic Scott Calhoun and sought out to open his second location. New Hub Auto Service at 29683 New Hub Suite #B, Menifee near the Menifee City Hall and Post Office. He has over 8000 customers and growing. He loves taking care of his customers and that is why they call him the nicest mechanic in town! Serving the Sun City/Menifee community for over 9 years and making many friends along the way, he is proud to call Menifee ---HIS home!

BRANDMAN UNIVERSITY OFFERS ORGANIZATIONAL DEVELOPMENT SESSIONS FOR MENIFEE EMPLOYEES By C. Leger Brandman University has reached out to local governmental officials to support the professionalism and management qualities of the city’s officials. Currently, the university’s Menifee Campus has formulated a program designed to uplift the officials’ experience via a group of leadership and management sessions, reportedly expected to be 90 minutes in length each. The program serves to ben-

Aranda’s past experience in public speaking and engaging with small companies trying to upscale their customer service and internal motivation efforts, makes him a grand candidate to lead this section of the series. According to him, the series has been well received by Menifee employees (40), with between 20 and 30 of them participating in the sessions. Aranda currently has plans to possibly expand the series offerings to nearby towns such as Temecula. The calendar’s fourth event is scheduled for April 7; Dr. Jalin Brooks Johnson and Laura Galloway will be leading the session providing a look into the history of organization development, via the university’s OLCU 615 course. This session will also provide an overview of basic concepts relating to organization development and principles. Dr. Tamerin Cappelino will be leading the final session which will focus on self-learning. Dr. Cappelino is the Assistant Professor of Education at Brandman University.

BOYS & GIRLS CLUB OF MENIFEE VALLEY KICKS OFF GIVE ANNUAL GIVING CAMPAIGN

Boys & Girls Club of Menifee Valley will kick off its annual “Give the Gift of Great Futures” campaign on February 1st. The campaign will raise funds for the Clubs’ after-school programs and services for youth, ages 6-18, living in Menifee Valley. Scheduled to run through March 31st, the campaign seeks donations primarily from individuals and businesses in the community. The campaign’s goal this year is to raise $15,000 for the Clubs’ annual operating budget. “Our Club is making a difference in the community. Since opening last June, our local Club has served over 500 youth members. But there are still many more children in our community that need the kind of positive influence and guidance the Club provides, and we want to reach out to these youth and their families.” said John Whann, Executive Director. Funds raised through this campaign will help sponsor kids to attend summer camp and provide quality before and after school programs such as the Power Hour homework help program, computer skills training, career exploration, arts and crafts, fitness and sports, and character and leadership programs such as SMART Moves (a prevention program). The Perris Valley Chamber of Commerce and the Menifee Valley Chamber of Commerce kicked off the 20142015 Student of the Month program in September 2014. The students are nominated by their teachers and staff at their respective school sites and are chosen for their character, integrity, love of learning, ability to persevere and overcome challenging circumstances, community service, and how they make a difference on their high school campus. December’s students and their families attended a breakfast sponsored by the Perris and Menifee Chambers of Commerce along with local businesses and organizations. Principals and teachers from each high school shared stories about the students and they each received certificates of recognition, numerous gifts, congratulations and encouragement from local, county, state and federal dignitaries. Paloma Valley High School’s Claire Garland is described as an extremely humble and natural leader by some of her teachers. One of these teachers is Nick Donnelson. Mr. Donnelson stated he could not think of a more hard-working and dedicated student. She is a scholar athlete, meaning academics come first then athletics and he’s admired her for that. Claire shared that it was a struggle for her when she first moved to Menifee. Coming from a large city to the area was a bit of a shock. But after time she admitted that this place

has changed who she has now become. Although she has not decided where she will be attending school, Clarie’s parents encourage her stating that it’s not about where you start, but where you finish. Perris High School’s Alejandro Ramirez Flores is December’s Student of the Month. According to Principal, Mr. Hilton, Alejandro is an amazing student. He is the ASB President and is heavily involved with facilitating all of the school events yet still maintains straight A’s in all of his classes including his AP courses. Alejandro admits that this has been his hardest year adding ASB to his schedule but takes pride in what he does and enjoys what he’s doing. His biggest life lesson that he’s taking with him is that no matter how hard things get, our life is our most prized possession. Alejandro has applied to several colleges including Harvard, Stanford, Harvey Mudd and UCLA. He plans to major in astrophysics and astronomy. Sabrina Adame is Perris Lake High School Student of the Month. Principal Dean Hauser explained the word used by a number Sabrina’s teachers is “transformed”. She started out as a student that struggled to pass a single class last spring and has transformed to one getting all A’s and one B+ in the first trimester at Perris Lake. Sabrina shared that her biggest lesson learned is that beating yourself up over mistakes only wastes time. She explained that in the last few months of her junior year she fell into a depression and

had no interest in attending school, so she dropped out. However, after spending time with family where she received a lot of encouragement, she realized that it’s never too late to turn the tide, and has in fact turned it. She has always had a passion for the sea and plans to attend college and major in marine biology. Heritage High School’s Student of the Month is Martin Cuence. Martin is described by counselor, Ms. Prendergast, as a phenomenal young man. He has great character both inside and outside of the classroom. He has a passion to change things that don’t seem right and is wise beyond his years. Martin gave glory to God and thanked Him for everything. He shared that he didn’t use to be a good student and was at a low point his sophomore year. He made the choice to turn things around and worked his way up to a 4.5 GPA. He’s learned that nothing can hold you back because as long as you put your mind to it, you can do anything. Martin has applied to Azuza Pacific and UC Irvine and plans to major in political science. All of these students demonstrated a desire to work hard and have a drive to exceed others and their own expectations. The Perris Valley Chamber and the Menifee Valley Chamber wish them the best in their endeavors. Rosie’s parents opened their first restaurant in Pasadena when she was nine, they later opened restaurants in Huntington Park and Southgate, and then 26 years ago came to Lake Elsinore and opened Guadalajara. At the age of 35 she chose to go to culinary school. Because of her Ricardo Solano’s influence, she chose to be the chef that she is today. When she creates dishes, she gives it 100%. There are also little things that he taught her about the business that she now uses in her own place: invest in your napkins such as linenlike dinner napkins, restrooms must be cleaned and tiled, presentation is a must when decorating your food, make your food with love, work hard and if you’re not going to do it right than don’t do it at all. He is her inspiration for a lot of the dishes she makes and she feels so blessed to have him as her mentor and dad. Rosie was a single mom for many years, and her son Peter has been at her side helping her grow the business to its highest level where it is today with superior food and great customer service. The knowledgeable staff that she has hired also has the passion to serve their customers. Before Peter started helping her in the restaurant, he performed as a comedian in comedy clubs all over. Now that things are great at the restaurant, he is going to start back doing comedy which is something he loves. Her business is in Menifee, but she lives in Temecula and has lived there for 13 years. I thought that perhaps she had been cook-

ing all her life since her family owned restaurants and she said, “I studied to be a chef at the Art Institute of San Diego and graduated in 2010. Then the opportunity to own Provécho came along, and that is when I started cooking.” I asked her how does she come up with such creative recipes as Provécho is more than just a Mexican restaurant. She told me, “Some of it stems from my travelsl. In those travels I would try different restaurants and foods as I love going out to eat! I also get a craving for a certain food or even a sauce, and I keep experimenting until I get it exactly to the taste I have in the craving, and when it's perfect, I put it on the menu.” She also told me that “90%” of her menu is gluten free and that she is currently testing her sauces to “try and change them to gluten free as well.” Her menu is very diverse and in addition to traditional Mexican food, features an array of fishes, pork chops, lamb chops, steaks and can even accommodate people who are vegetarian or vegan. Rosie recently celebrated her 3rd anniversary of owning Provécho with a packed house of individuals coming to congratulate her. Throughout the year, she offers some fun events at her restaurant like: Holiday Ugly Sweater Contest, Day of the Dead in November, Cinco de Mayo, Mother’s and Father’s Day, Tequila Tasting with a fourcourse dinner, as well as Champagne Brunch on Saturdays and Sundays. Her Tequila Tasting was so successful that she is having another one on March 8, 2015 which includes the fourcourse dinner. On

Rosie told me that she considers her employees as part of her family, as they are all together over a 15hour day and everyone gets along. She calls all 25 of them her children and she is so proud of some of their accomplishments like: five of her “kids” got their first car last year, two went off to college, two finished their first semester of college, and one bought a home. They celebrate all of these accomplishments together. Once a quarter she gifts her employees with either visiting a different restaurant to check out foods, sauces and service, or to wine classes to learn more about wines and even to Disneyland as she feels they work hard so they deserve a gift. She also has given her time to the community by donating food for events, and did a breakfast program for the Boys and Girls Club of Menifee for eight weeks where she taught them about the different food groups and other things about food. She said, “In doing this event I could see the leadership qualities already starting to take place in these youths minds.” One boy about nine years old told her he wanted to be a culinary chef. She said, “Most kids don’t usually know the word culinary but this young man did!” She was thrilled that perhaps her being there inspired him even more. She also volunteered her time to Teen MOPs (Mothers of PreSchoolers), a program for teen Moms. One of Rosie’s joys is her dog “Rocky” who is ½ Yorkie and ½ Maltese and is 10 months old and so adorable. She even went to obedience school, has her own chair for the car, and goes to doggy daycare once in awhile. I asked her as busy as she is working so much why did she get a dog? She said, “She is a dog and when I come home, she is so glad to see me!” As her significant other Kris works long hours like she does, so many times they do not get to see each other and she would go home to an empty house. But with “Rocky” it's never empty. She is such a smart dog, she is even teaching her how to balance her life. For example, she will be texting and “Rocky” will take her paw and push her hands like she was saying, “okay Mommy its time to spend time with me. So she makes me stop and relax with her, probably something I would

Rosie is very passionate about what she does, she wants her food to be fresh, of great quality, and have the whole staff provide top customer service making her guests feel welcome. Although only in business three years, Rosie has won the Top Chef People’s Choice Award at the 7th Annual SoCal Chef Open, where she competed with many chefs from the Inland Empire and San Diego. She has won the Best Restaurant award in the Inland Empire and has won an award for the Best Restaurant in Menifee the last two years, presented to her by the Menifee Valley Chamber of Commerce where she is a member. Rosie’s hobbies are cooking, dining out and helping in the community where she can make a difference. I asked her what are some of her future goals. She said, “My personal goal is to go to the gym and get fit. My business goal is to hold fun cooking classes, expand her catering business, add a patio and outside bar, add Salsa Nights and more Tequila Tastings. GUARDIANSHIP BASICS Guardianship is a court process in which someone other than a parent is given custody of a child or when a parent or other person is given authority over a child's property. The child, called the minor, must be under the age of 18. A legal guardian is an adult the court chooses to be responsible for, and to care for a child, to manage the child's property, or both. A guardianship of the estate allows the guardian to make financial decisions for a child, and is often filed when a minor is to receive a large monetary gift or inheritance. Typically relatives are appointed as Guardians of the minor but in some situation such as a gift to minor it may be necessary to appoint a natural parent as the guardian of the estate of the minor. Both parents and non-parents can become guardians of the person and/or the estate for children. In some cases, guardianships are sought due to parental abandonment, neglect, or even in the event of parental death. The proposed guardian must file certain documents with the probate court seeking appointment. The court then conducts due diligence and determines whether the proposed guardian is the appropriate

person to serve in such capacity. In the event that you believe that a child is in danger you should contact the Child Protective Service or the police. If the child is safe, but you believe that irreparable harm will result if immediate action is not taken by the court, a temporary guardianship may be appropriate. A temporary guardianship enables a person to have legal guardianship of a child prior to the general guardianship hearing. It cannot be filed separately from a guardianship. A petition for temporary guardianship must be filed after the petition for general guardianship. A Petition for Appointment of a Temporary

Guardian should include detailed information about the present danger to the child, including copies of any existing police reports, CPS recommendations, etc. There are many reasons for a guardianship and a decision to seek guardianship should not be taken lightly. With that said, every child deserves to live in a stable and loving home.

The winter season is here! Frost on the grass, ice on the windshield, and even frozen pipes. In January and February there is a spike in pressurized water leaks due to freezing. This is caused when the water that flows through the pipes (non-insulated pipes) is colder than the temperature outside. This causes water pipes to freeze and will burst when the pipe finally thaws out. The cold winter evenings is bad enough, do not add water damage to your list of problems. When preparing your home for the winter, be sure that your ice maker supply line (the line that feeds water to your refrigerator) is not ran in your attic. This line is more commonly found to be ¼” copper or plastic tubing. Although the size of the pipe is smaller than your water pipes, the effect is the same as any other pressurized leak. The line freezes due to the cold temperatures and once it will split when it finally thaws out. The ice maker line should run from an ice maker box to the refrigerator. This is also recommended incase you must shut the water off to your ice maker without disturbing the water supply to the rest of your home. Frozen pipes are more common in the high/low desert and mountain areas. To avoid this we recommend insulating all hot and cold water lines that are exposed in the attic or outside. The insulation is meant to help keep the temperature of the pressurized water lines warmer then the temperature outside. As always, Menifee Plumbing is here for all your plumbing needs. Leger While it may have been significantly easier to keep your kids safe in the 20th century, we have to understand we’ve entered the 21st century and that everything we do and everything our children do revolves around the Internet. This means there is a heightened security risk regarding keeping our children safe from predators, from bullies and from general malicious activity online. However, while we can’t predict the future or protect our children 24/7, there are a few things we can do to ensure that while we’re supervising, they’ll be safe surfing the web. #1. Go all In The first thing we have to address is that you can't protect them if you don't know what they're doing. This generation feels that venturing into their Internet activities is a form of invasion of privacy, but as parents we knew better. While there is no need to account for every minute of their Internet activity online, knowing at least a general consensus of what they're doing can keep you well-informed and give you ideas on where to start with your safety plan. Do and inventory on your computer and jot down all of the browsers you have installed. After you've done that, check the settings of each one and enter into the “history” tab, and scroll through the history pertaining to the times you know your child has been using the computer. Scroll through the history available, and get a feel for the types of websites your child likes to visit. Then visit these websites to ensure they are not adult related, don't have any abusive language; and view any comments available on some of the comment sections offered by these webpages. This will give you a feel for whether or not bullies like to frequent these websites as well. #2. Do your own Research It would be naïve to believe that your child is going to be 100% transparent with you all the time. Because of this we have to assume that there may be some uncovered accounts that your child may have on websites that you're not particularly fond of, or websites that you monitor as a requirement in exchange for Internet use. Some of the sites include Facebook; many parents allow their children to have Facebook pages with the requirement that the parent retain the username, password and email address associated with that website in order to monitor their child’s activity or that of individuals

trying to contact the child through the webpage. In this case, Enter your Facebook account and do a search of your child's name and their location. It may be more effective to use the account of a friend or do a general search engines search of their name; in case your account had been blocked from viewing any possible pages your child may have

Pull your child aside as many times as you can and just generally talk to them about the dangers that may be associated with talking to strangers online, talking to boys online and communicating with you when they feel they are being bullied by their peers. The majority of children and teenagers who are being bullied often do not tell their parents about the situation out of the embarrassment. But if you reach out to them and let them know that it's okay to bring it to your attention and that you may be able to help in the situation, they may be more inclined to confide in you and share their situations with you. In the case of talking to boys online, the majority of the time that a child or teenager meets a boy online that they don't actively go to school with, don't

And finally, visit your child's teacher at least once every six months to inquire about their behavior in school, who they’ve noticed your child may be hanging out with and any strange developments in your child's behavior that isn’t normal, that your child may not be displaying at home. This may suggest some bullying that may be present or someone they've met online that has them distracted. Follow these steps and you’ll be closer to understanding your child’s activities online and be able to help them gear up for a fierce online protection plan, where you’re their go-to person for advice.

By Sherlyn Summers Menifee city, located in the south-western Riverside Country of California, can be given credit for being well-balanced and organized when it comes to handling their district and the communities in it. With a strict eye to make sure that there is contact between the Mayor, the Council and the people, the city hosts council meetings twice a month usually held on the 1st and 3rd Wednesdays of every month. While the Mayor himself is present to listen, there are also the Mayor Pro Tem and 3 other council members from 3 districts of the city, covering the whole area so that they can represent the area. Current Mayor Scott Mann along with the Mayor Pro Tem of District 4, John Denver, Matt Liesemeyer from District 1 , Greg August with District 2 and Wallace Edgerton, from District 3 present in the meeting for particular agendas, interested speakers come up to the podium and voice their opinions on issues they face. Two of such meeting took place on the 7th and 21st of January. The 1st meeting of 2015, the meeting on the 7th ,

as usual started with a prayer and respecting the country’s flag. However, the meeting unfortunately did not start off so positively the first citizen who came to the podium, started accusing the Council for challenging their projects for “contaminated soil” which the citizen firmly said they didn’t check and only did because the project would have hurt a friend of the council’s land. However, they were also credited by citizens for helping them during bad times such as heavy

rain fall. With the introduction of the honorary Mayor, Ian Castarena, who was appointed in the 29th of December in 2013, the Mayor thanks the Council and moves back to the agenda for which the meeting was held. One of those agendas, Agenda 11.2 was form when there was an appeal which was started with a staff report that included environmental externalities such as usage of about 41,000 sqft of land for certain projects and the accusation of not maintaining rules when the projects took place. The council, however, verifies the problems while suggesting certain solutions. Altogether, the meeting was a success as a lot of problems came to light and the members of the Council appreciated the effort the citizens put in order to stand forward with their struggles. Just like this, the meeting on the 21st of January also brought a lot of citizens forward. As the meeting started with Reverend Bill Freeman, the new minister of Menifee United Church of Christ, who came to volunteer for the prayer while also offering his helping hand if needed in the future, other speakers attended such as Claudia Greenwood, a board member of the Sun city K9 Adoptions, who came to distribute fliers for her fundraiser while another citizen complained about not being informed about a

TWO ADDITIONAL OFFICERS JOIN MENIFEE'S POLICE FORCE Menifee welcomes the addition of two new police officers to the city's police force. The officers began patrolling Menifee's streets in January. This, in addition to an extra motor officer added in October, makes three new officers in less than six months. "The increase in sales tax revenues during the last three years has provided additional funding for public safety, allowing us to add three more police officers to the city's force," said City Manager Rob Johnson. "As our city continues to grow, the need for additional public safety support increases. Funding for more police officers is always a struggle, but as a city priority, we are committed to maintaining a safe community for our residents." The city contracts with the Riverside County Sheriff's Department to provide police services in Menifee.

MENIFEE COUNCILMAN BATTLING LUNG TRANSPLANT REJECTION By C.Leger Just as the Menifee Council meeting was set to take place on Wednesday, Councilman Wally Edgerton, was admitted to the hospital because of an apparent complication of a lung transplant he received in May of 2011. Edgerton, who will be turning 81 on January 14, is receiving medical treatment in San Diego and is not expected to be in physical attendance at Wednesday's City Council meeting; however, arrangements are being made for Mr. Edgerton to take part in the meeting via telephone conference from his hotel room. Through a telephone interview the councilman had last Friday, he confirmed that he was being treated through the UC San Diego Health System, but that he was not Currently admitted to any hospital; instead he is staying as a guest in a local hotel. According to the councilman, his treatment, scientifically referred to as the photopheresis, could take up to 30 days for completion, during which time he plans to remain at the hotel. The treatment focuses on the blood and is meant to assist patients with lymphoma, autoimmune diseases, and lung transplant rejections; it is proven to be effective in treating these cases. In his interview Wally began to explain more about his condition stating, "Now it's in chronic rejection". However, he gave reassurance that the latest advancements in treat-

ment, which they are providing him, are working well and that his body is beginning to respond. At the time of his transplant, doctors informed the councilman that he was facing a 20% chance of not surviving six months after the transplant procedure was performed. Edgerton made it into 2015 with his new lung working well, establishing a 3 1/2 year, complication free survival rating after the initial transplant procedure. According to the Organ Procurement and Transplant Network, at least half of the patients who receive a lung transplant survive at least five years after they've undergone surgery. Edgerton, who says "I had 3 1/2 years of it working beautifully, and it could've been longer", believes that this new treatment may indeed pro-long his life stating, "But now they're finding ways to make it longer." Edgerton's telephone participation in the City Council meeting is the second in five months, as Tom Fuhrman, former District 2 representative, participated telephonically in a City Council meeting while he was recovering from a fall he suffered at his ranch in the summer. Wally Edgerton is two years into his four year term and intent on taking initiative in district matters. His presence at the City Council meeting is welcomed as one of the most important issues that will be discussed is regarding a commercial development in his district, for which residents will have an opportunity to comment on the matter. According to the councilman, he feels well; just a little out of breath whenever he moves around.

By C.Leger Menifee has received much attention in the past few months while it was waiting for the new Commerce Point business development to achieve the greenlight from the city Council. The city Council had presented the issue in various meetings, with one finally ending in a positive answer for Commerce Point Development. The 827,777 square-foot industrial project was first presented to the city Council in 2008 before the city was incorporated. At the time, Mayor Scott Mann voted for the project when he was a councilmember then; a testament to how long this project has been in development. Most council members stated that they couldn't remember when this commerce point project wasn't a part of their council meeting agenda topics; as the project has been long-awaited in Menifee. In the plans presented to City Council, the development park is designed to house 50 buildings elaborately architectured to cater to manufacturing and warehouse use. However, it is not a distribution center, but rather a location for medium sized businesses to flourish operated by local residents. The project finally broke ground on the 12th with many in attendance and all of them wishing Commerce Point I and Commerce Point II well and encouraging the project to move quickly. Residents were given an op-

portunity to make comments on the proposed project on in a recent City Council meeting on the 8th, with most of them are leaning towards a positive angle for the development. This was further elaborated on by Councilman Wallace Edgerton, who recently suffered a lung transplant rejection complication; Edgerton stated That the project would be "a real benefit for the city of Menifee" and focused on the prospect of revenue it would generate. While revenue and jobs are at the forefront of the benefits of this project, one of its most awaited is the possibility of Menifee residents being able to grow home-based businesses as soon as occupancy permits are allowed on the premises. This could be a new phase for Menifee as most of its residents have to go out of town to find jobs and do their shopping for services and goods. According to City Manager Robert Johnson, the project has an improvements on I-215 in its plans. As part of the agreement between the City Council and Commerce Point Development established on November 6, the development company will be responsible for finishing Zeiders Road and the Ciccoti Street before the initial occupancy permits are distributed. Infrastructure improvements for the Commerce Point I and Commerce Point II will also be undertaken by PacTen partners.

These tasks could be overwhelming to someone who is unprepared to deal with them, so you’ll want to take steps to ensure you and your spouse are aware of your joint financial picture. For starters, keep good records of all your financial assets, including investment accounts, life insurance policies and legal documents — and make sure both of you know where these records are kept. ECONOMIC FORECAST A GREAT SUCCESS citizens a review of the condition of crime, jobs, health care, community development and schools. With the Police Chief Mike Judge saying how the department is developing on its own by adding two new patrol officers and a motorcycle officer, he did mention how it is not nearly enough for the services the community requires, as almost 41,000 calls come every day and the response time has been reduced to one minutes. At the end of the day, though Menifee is still the second safest city in the county, measures such as Prop. 47, the Reduced Penalties for Some Crimes Initiative, which takes the previously-considered felony as misdemeanor, is creating problems in the city and the Chief is in desperate need for police. After the Chief, the Menifee Valley Medical Center Administrator Gregory Padilla takes the stage and informs the community members about how the city hospital serves 83,000 residents along with the other areas such as Perris, Murrieta, Temecula etc. With the high demand of medical services, he hopes to see new medical offices growing in the community while speeding up the waiting time and increase emergency rooms and rehabilitation beds.

With his request for more safe schools with good teachers, the superintendent for the Perris Union High School District, Jonathan L. Greenberg comes forward with the plans of a new school in Menifee, which will be situated in the north of Scott Road on Leon Road. However, it might take 2 years for the plan to take place as there is a lack of funding but is clear of all criminal activities in the school such as drugs. And last but not the least, the city’s Economic Development Director Jeff Wyman comes forward by welcoming anyone who wants to open new business in the city. As Menifee is developing commercially in a big

way with the building of complexes, it has become the center of trade in the county with over 740,000 people in the trade area. The blooming businesses, hotels, improved traffic flow and better quality of life in the city is attracting other businesses to join the center and it has given hope to the people of Menifee for more employment. COMMUNITY COMES TOGETHER TO HELP FAMILY OF FIERY CRASH VICTIM

By CJ Leger The news of the fiery crash that killed Sandra Medel, 30, on January 18th came as a shock to residents in the riverside area, as it was reported that a Menifee man was responsible for causing the accident while driving under the influence. Riverside police departments have been cracking down on drunk driving for the past 30 days, and the crash that killed the young mother served as an example of why nearby police departments are taking the issue so seriously. The crash left little Haley Perez, 10, effectively orphaned by both parents as her father was also killed in a collision when she was just 2 years old. Today, Haley’s spirit is said to be uplifting her family from the sadness such a tragedy can bring to a tightly knit unit. Her grandmother is reportedly proud of Haley and describes her courage as “her strength”. Haley regularly convinces her grandmother to keep with her daily routines, eating and taking care of herself, frequently telling her, “My mother

would want you to eat.” Young Haley returned to her scheduled classes at Vicentia Elementary 72 hours after hearing of her mother’s death, which occurred near Green River Road. Medel and her boyfriend, Miguel De La cruz, were driving home from a family event, Sandra being the passenger. Their Honda became unresponsive and stopped moving while they were still in a traffic lane, becoming an obstruction on the road. Shortly after 4:00 a.m. that morning, the couple was struck from behind

by Adrian Maude’s vehicle, causing it to burst into flames. De La Cruz was successfully extracted from the vehicle, however, Sandra Medel remained in the car and perished. Maude was reported by CHP to have been driving while under the influence. Haley was supposed to be with her mother that day, instead she decided to stay behind with her grandparents. Adrian Stuart Maude, who is a resident of Menifee, was released from jail on a $75,000 bond, after having been arrested for felony vehicular manslaughter while intoxicated without gross negligence. He remains uncharged in connection to the death of Medel. Currently the Corona Fire Department is collecting clothes for Haley. She is a size 12, and all donations are appreciated to help in the least this young girl who lost both her mother and father, 8 years apart, in horrific accidents. Donations can be dropped off at Station 3, 790 S. Smith Ave., Corona. Funeral services for Sandra Medel are still pending as the County Coroner’s office has yet to legally identify her
