Revenue Increases in Menifee Significantly What is the Source? In the next fiscal year 2017-2018, Menifee will be receiving an excess of $6,062,000. This money was designated for development of newest cities in California but has not been available since 2011. Menifee is one of the four newest cities of the State of California, which is benefiting new city development funds. You remember that Menifee City population approved the increase of sales tax. The new tax was meant to improve the city’s development. Also, California Governor in the past months increased the gas and vehicle license fees. The money from the gas and vehicle license fees was meant to improve the State’s transportation system in which Menifee would benefit. From the three sources of development revenue, we are certain that

Menifee will be having a development budget surplus of the incoming fiscal year. The City Mayor, Neil Winter, has admitted that this year’s budget brings to Menifee “… a positive experience instead of a negative experience for a change”. The Menifee Interim City Manager is also positive to the sudden increase of the revenue that is flowing into Menifee City. Jeff Wyman revealed that the city's management in collaboration to the other three new city’s management has struggled to reverse the State’s 2011 legislative decision to use the vehicle license fees on law enforcement instead of transportation infrastructure development. Menifee Finance Director Bruce Foltz is optimistic with the newly proposed budget for the fiscal year 2017-2018. Bruce, among other city legislatures expressed his approval of the new budget. He said “… we’re in much better shape”. This year’s budget is adequately funded. Foltz referenced Governor Jerry Brown’s decision to

reverse the vehicle license fees that has been away for more than 6 years. The City Manager’s office saw fit to improve safety for Menifee residents. Hence, proposing $3,499,420 of police staffing and security services. This budget is also composed of $1,999,000 for fire services staffing. With the police and fire service improvement, the city’s public safety committee is working to ensure adequate safety amid increasing crime threat. Also dominant in the budget is $2,000,000 for Scott Road interchange project and $910,850 pavement management program. With these improvements, Menifee residents are assured of quality life in the future.

Local Revenue Increases in Menifee Significantly What is the Source? Menifee City is actively expanding and is considered to being the pick of its retail expansion. Therefore, the $32 million budget will be adequately fund-

ed for the first time in the nine years that this city has existed. Fortunately, with new flowing revenue, the budget surplus of a new and expanding city is good news. The two main sectors, residential and commercial investments in Menifee are expanding so fast, and adequate public budget means that these investments will receive positive and adequate assistance regarding public infrastructure. After the city's management is certain that transportation and

Once again, Menifee is experiencing the fastest retail expansion, which will increase business opportunities. Also, the growing retail expansion will increase the city's revenue collected through Measure DD. To that end, I have seen comments on social media where Menifee residents are regretting approving Measure DD because there is more money now in the city as compared to last year. I

believe that news of another income to Menifee will increase negative comments about Measure DD. However, I would like to remind the residents that our city is growing and there is every reason why we should support the growth to adequacy with what we have. Craig Yancey June Artist of the Month For more than 40 years, Craig Yancey has been working as a professional musician and educator. Most recently, he has been selected as Arts Council Menifee’s Artist of the Month for June. Born and raised in Hemet, Yancey attended colleges in Arizona and Nevada where he also lived for many years. He started playing the clarinet, picked up the saxophone and majored in classical flute in college. “Woodwinds found me,” said Yancey, 61. “I really believe that everyone has a sound or musical voice inside of them and when they are exposed to that sound it resonates or speaks to them; wood-

winds do that for me.” Yancey began working at Hans Christensen Middle School in Menifee when it opened in 2009. He was originally hired as a band director but soon took on the duties of choir director. He has been a music department associate faculty member at Mt. San Jacinto Community College’s Menifee Valley campus since 2002. “In my opinion teaching is centered on assessing what skill level a student has, building their technical foundations, helping them appreciate and develop the passion for learning and the joy that comes with being successful,” Yancey said. “It doesn’t matter what age anyone is; our job is to take them from where they are and open the door to where they can go. We as educators, and in my case music educator, need to show and share our passion and joy in what we do to help inspire the student in whatever field they are chasing.” He mainly plays all the saxophones and flute but enjoys working on getting better so he can feel more comfortable in any genre. He plays Selmer Vintage Tenor Mark VI and Vintage Alto Super Balanced Action (1952) saxophones as well as Yangisawa Soprano and Baritone saxophones, LeBlanc Backun Clarinet and Armstrong Flutes and Piccolo. “Being a teacher, we need to be able to cover a broad spectrum of music,” he said. “I feel it is very important for us to teach younger

students standard literature in the element in which the students are involved.” As a music lover, he listens to jazz, rhythm and blues, Latin, classical – basically, all good music. Transitioning from performer to teacher to director on a regular basis is not a problem for Yancey. “That is really one of the beautiful things about music,” he said. “We are all learning, performing and directing our skill sets every day. I don’t teach my students anything that I don’t work on myself. If there is a question or something that is stumping any particular student, it’s my job to be able to know how to help that person by explaining and modeling. If I can’t, I learn how. I do that for myself every day when I practice.” With the support of great teachers, successful peers and wonderful parents who encouraged him to follow his passion for music, Yancey knew early on that music would always be an instrumental part of his life. “My mother was a fine pianist. She stopped playing seriously when she started her family, however, I was able to convince her to get her ‘chops’ back up to accompany me on my senior recital and she was incredible,” he said. “My family has always and continues to honor what I do.” He worked on getting his teaching credentials while attending college at the University of Nevada, Las Vegas. He felt it would give him more options and diversity down the line. “The saying goes like this: ‘No gig is forever’ so long-term planning is difficult,” Yancey said. “I was a working musician in a great place to be employed as such – Las Vegas.” The process of becoming a music teacher requires students to major in instrumental, vocal or strings. Yancey enrolled and completed a program that required everyone to take method classes in all of the instruments. “At the end of the class you had to prove basic proficiency to pass the class,” he said. “I actually took vocal lessons and sang in the university choir to gain some of that knowledge.” After getting married 39 years ago and having two sons who are now professional musicians, Yancey felt it was important to find alternatives that made him happy but allowed him to also make a living so he started teaching. He feels fortunate that he was (and still is) able to also continue performing. He said like most teachers, his biggest reward is “seeing lights go off in people and watching and listening to them get better because they want it. He often serves as an adjudicator/clinician for music festivals in the community. “I am lucky to work with all age groups,” Yancey said. “It is a great educational tool for myself because I really learn a lot when I work these events.” For more information, please visit www.artscouncilmenifee.org or call 951-290-2781. Happiest Hour with Rosie!

Aguas Frescas en Oaxaca

Last year I traveled through Oaxaca, Mexico I visited many restaurants. When we dined, we were greeted with salty roasted Spanish peanuts and thirst quenching Agua Fresca which means Fresh Water in Spanish. My favorite Agua Fresca was the minty Watermelon drink that reminded me of a fresh non-alcoholic Margarita. I remember growing up and my aunt used to make these for me. She made quite a few

varieties using seasonal fruit: Pineapple, papaya, cucumber, watermelon, and fresh red apples. I had forgotten about this tradition. It’s a feeling of Southern hospitality to go to someone’s home and be greeted with a refreshing beverage. It brought me great pride to see that Oaxaca was practicing this tradition. With summer around the corner and company coming over for BBQs I thought why not share these recipes with you. I’m also adding an adult friendly beverage Watermelon Margarita so that you can make them for the party animal in your group. Cheers!

Agua de Sandia 4 cups of sweet, seeded cubed watermelon 6oz of Agave Syrup or ½ cup of sugar 6 cups of cold water 4 sprigs of mint Lime juice from two limes Blend the watermelon, agave, and the water until nice and smooth. Add more agave syrup or sugar if needed. If the watermelon is sweet enough you will not need extra sugar. The puree will settle to the bottom so you will need a stirrer to mix properly. Pour over ice and add the sprig of mint and a wedge of lime for garnish. Watermelon Margarita 1oz. Watermelon Schnapps 1oz. Watermelon puree 1oz. Tequila ½ triple of sec 2oz. fresh lime juice ½ oz. agave nectar Tajin Watermelon Garnish In a shaker mix the watermelon Schnapps, Watermelon puree, tequila, triple sec, fresh lime juice and agave nectar. Shake vigorously. Add Tajin to the rim of the glass. Pour into a glass with fresh ice cubes and garnish with watermelon. The kids playing Basketball at the BGCMV have grown since the program began not too long ago. Mr. Sam Handley, Unit Director of the Club, is leading these boys into their futures. He has 20 years of experience in coaching high school basketball ranging from Palm Springs High School, Yucaipa High School, Joshua Tree High, and Desert Chapel High. He has vision and is looking ahead to help prepare these kids to be able to compete at higher levels once they reach high school and beyond. He has

great insight into where athletics is heading and how to direct the youth towards that. Sam has the following to say about some of our kids that participate in the local club basketball teams. “All of the boys have different talents that it takes to make a good team. Timmy Harris and Christian are natural point guards and Jakeem Harris and Michael Witt are great shooters. Shaun Jordan and Nathaniel Baker are two big men with raw talent that needs to mature with experience. Tristan Keplinger is the Kurt Rambis of our team and AJ is a younger player with a lot of heart. Jacob Lewis has the making of a team leader and can play multiple positions from point guard to power forward. These guys are dedicated and very coachable and just need a chance to grow”. There is a lot of talent that is waiting to be harvested at the club. The team is called Gym Rats and

is in it’s beginning stages. The experience of Travel Ball is typically available to those who can afford to pay high fees for travel, participation fees, uniforms, and other costs associated with Travel Ball. Many of the youth attending the Boys and Girls Club do not have the financial means to participate in these type of activities due to economic situations. The club is reaching out for sponsorships that would help reduce the costs associated with this level of competition, allowing the kids the ability to be able to participate. Aside from building goodwill and community awareness, sponsorship provides opportunities to those who would otherwise not be able to participate in programs, not to mention a tax benefit for the sponsor. Kids who have something positive to work towards are less likely to stray into the world of drugs, and bad decision making. Being a part of a team can give them a sense of belonging, allow them to learn to make healthy choices, give them skills needed for future athletic development, and teaching them the ability to learn to work with others. Being able to provide an opportunity like this will help set these kids up for greater future possibilities within the sport as well as give them more experience in learning team work, communication, technical skill, having the experience of traveling for a community sport, and being able to have the honor of representing our City of Menifee. Wine Country Spotlight The Grapeline Celebrates 15 Years in Wine Country When Grapeline Wine Tours opened its shuttle doors 15 years ago, there were a scant 12 wineries in the Temecula Valley and the fledgling tour company had just four paid customers on its first day of service. Today, there are more than 40 wineries in the Temecula Valley – with literally dozens more in the planning stages. And Grapeline, which now operates tours in five different California wine regions, serves more than 20,000 guests a year. “We actually thought we were going to run out of money and go out of business after the first six weeks,” said co-founder Kim Kelliher, who began the company in June 2002 with her husband, John. “On that first day, we had five shuttles

running circles around wine country. We had spent literally all of our savings and retirement funds on start-up costs, and no one really showed up.” Fortunately, the Kellihers made a few changes, the concept caught on, and things turned around. In 2004, the couple sold a Grapeline franchise into the Paso Robles area that later became a company branch. In 2006, they started Santa Barbara Grapeline. Then growth stopped as the economy took a dive, and the company had to focus on competing in existing locations. In recent years, expansion has been pos-

sible again. The Kellihers opened Grapeline Sonoma in 2015 and began doing private tours in Napa last year. Meanwhile, Grapeline’s sister company, Stryder Transportation, also expanded its fleet and services this past year. Stryder, which was also founded by the Kellihers, began offering Temecula Valley brewery tours with the launch of the “Stryder Brew Cruiser” last month. Grapeline and Stryder combined employ about 90 staff members. “We’ve been fortunate to succeed in a highly competitive environment where there are new companies coming into the various wine regions every month,” Kim Kelliher said. “We have to keep innovating, and we have to provide phenomenal customer service. There are a lot of options out there.” One concept that has helped with customer loyalty is Grapeline’s frequent rider program known as Club Kay – named after the social media voice of Grapeline, Kay Syrah. Members earn “cork bucks” every time they ride. Then, those bucks can be spent on future tours in any of Grapeline’s five locations. Club Kay members also get special wine-related swag, recognition on tours, and discounts. Kelliher said the club, which was launched less than two years ago, has more than a thousand members. “We were surprised, initially, how often guests came out with us. We thought it would be a once a year thing at the most,” Kelliher said. “But we have some real regulars who come out several times year with friends, and they appreciate the special treatment and discounts.” To celebrate its 15 years in business, Grapeline is hosting a “Summer Fizz Fest and Anniversary Party” on Sunday, June 25. The specialty tour will feature eight Temecula wineries, each of which

will be serving a sparkling wine or sangria, along with traditional red or white wine paired with a small-plate entrée. Of course, a ride on the Grapeline is included. “It’s delicious food, wine and champagne all day long, along with a fun DD so you don’t have to worry about a thing,” Kelliher said. “What’s not to love about that?” Participating wineries include Wilson Creek, Vitagliano, Robert Renzoni, Oak Mountain, Lorimar, Leoness, Falkner and Avensole. You’ve won… now what? Let’s say that someone owes you money, breached a contract, defrauded you, or caused damage due to negligence. You filed a lawsuit, either on your own or with the help of an attorney, and assuming you prevailed a judgment is issued in your favor. Congrats! Now what? You are now the proud owner of a piece of paper that looks quite impressive. The paper sets forth the opposing party owes you money. Only in utopia, does the other party actually send you the money. In the case of a verdict in Court, the award is reduced to a written document entitled a “judgment.” A judgment is more than a piece of paper. It allows the party holding it to utilize the Courts the opportunity to seize assets of the judgment debtor. Generally, judgments are valid for at least ten years and can be renewed. In California, judgments are subject to “legal Interest” of ten percent. The Tools of Collection: 1. THE WRIT OF EXECUTION. Once one has a judgment, one has the power to ask the Court to issue a Writ of Execution which allows the Sheriff of the county in which property is located to seize bank accounts, wages (up to 25%), personal property, stocks, bonds, certificates of deposit, etc. There are also other collection avenues for business debtors. 2. THE ABSTRACT OF JUDGMENT. Real property owned by the judgment

TRANSFERS TO DEFRAUD CREDITORS. A typical reaction of a debtor is to transfer assets into the name of friends or relatives. However, unless fair market value is paid for the transfers (in which case the debtor must account for what happened to the money) the transferee can end up as a defendant in another legal action brought by the creditor, namely a claim that the transfer was one to defraud creditors. This is a complicated but common collection activity.

Father’s Day is almost here. Dad will probably like any gift you give him, of course, but this year, why not go beyond the ordinary? By presenting your father with an appropriate financial gift, you can bring him some benefits that can keep on giving. For starters, how about a back-toschool gift for Dad? If you have children, you may already be familiar with 529 plans, which many parents use to help their children pay for college. But 529 plans have no age limits, so there’s nothing stopping you from reversing the usual formula and opening an account for your father. While 529 plans are commonly used to pay for fouryear colleges, the money can also go toward most two-year community colleges and trade schools, so if Dad has a future interest in learning about anything from anthropology to auto repair, the 529 plan you’ve established can give him the gift of knowledge and enjoyment. As the owner of a 529 plan, your earnings can accumulate tax free, provided they are used for qualified higher education expenses. (529 plan distributions not used for qualified expenses may be subject to federal and state income tax, and a 10% IRS penalty on the earnings.) Furthermore, if you invest in your own state’s 529 plan, you might be able to deduct the contributions from your taxes. Here’s another suggestion: Help Dad reach a distant goal. For example, if you know your father will be retiring in, say, 10 years, you could give him

some type of bond that matures just when he retires. During those 10 years, he will receive regular semiannual interest payments, and when the bond matures, he’ll get the original principal back. He can then use this money to help fulfill a long-held dream – perhaps one of traveling the world or even opening a small business. Whatever he decides to do with the money, it will make a nice retirement gift. If you’re giving Dad a corporate bond, make sure it’s “investment grade,” which means it has received one of the highest ratings for safety from one of the major bond-rating agencies. Investment-grade bonds are generally the least likely to default. If your father is in one of the upper tax brackets, he might benefit from a municipal bond, whose interest payments are exempt from fed-

eral income taxes and possibly state and local taxes, too. (Some municipal bonds, however, are subject to the alternative minimum tax.) Finally, you may want to help Dad plan his legacy. Whatever happens, it is likely you will go into debt. First, don’t be afraid of debt to grow a profitable business with positive cash flow. The end goal is to retire with no debt and a steady income stream; however, while growing a business it is acceptable to owe money. Using easy numbers, if you borrow money for 5% but make a return of 8% you are earning 3% on your money making the investment solid. Should you cut the cable-TV cord? Dumping cable TV still isn’t for everyone, but it’s much more doable than it used to be. With Sling TV, PlayStation Vue, and DirecTV Now, you no longer need a cable box to get traditional cable channels. And if you want premium channels like HBO, Showtime, and Starz, you might not need a channel bundle at all. Meanwhile, streaming devices such as Roku and Amazon Fire TV have become faster and cheaper, making the switch from cable or satellite TV to streaming video even less painful. So as we start the new year, the timing seemed right for another decision guide for cutting cable TV, updat-

ing. Here’s a breakdown of why you should—or shouldn’t—ditch cable in favor of streaming video services. Do you watch a lot of cable channels? Cutting cable or satellite TV used to mean giving up traditional channels such as AMC, FX, Discovery, and Comedy Central. But the new wave of streaming TV bundles have made such sacrifices unnecessary. Sling TV, PlayStation Vue, and DirecTV Now all offer dozens of channels without the hardware rental costs, hidden fees, or the steep annual rate increases of cable. Hulu and (reportedly) YouTube are planning their own channel bundles as well. On the downside, all of these services have gaps in their channel lineups, and none of them offer live local broadcast feeds in every market. While streaming bundles can lower your TV bill, you might still need a jumbo-sized cable package to get every channel you want. How much do you value DVR? In a perfect world, DVR wouldn’t be necessary. Services like Netflix and Amazon Prime have shown us a better way, with large libraries of on-demand video that are also ad-free. But with cable channels, the on-demand selection can be patchy, and sometimes includes mandatory ads. Until that changes, DVR remains a necessity. If you opt for a streaming channel bundle, you may find DVR options lacking. PlayStation Vue offers a “cloud DVR,” but it might not work with all channels

and shows. Sling TV is working on its own DVR service, though it has its own restrictions and hang-ups. DirecTV Now doesn’t offer DVR service at all. What’s your sports diet like? Sports channels are no longer impossible to get legally without cable TV. All three streaming bundles currently offer ESPN channels and regional Fox Sports channels, and both Sling TV and PlayStation Vue offer the NFL Network and NFL Redzone. If your favorite team is out-of-market, you can subscribe to standalone streaming services for the MLB, NHL, NBA, and MLS. That said, some blind spots and caveats still exist. DirecTV’s NFL Sunday Ticket has no streaming equivalent (unless live in a dorm room, apartment com-

plex, or other location where satellite installation isn’t feasible). Getting nationally televised sporting events can also be a challenge unless you live in an area with solid antenna reception, which brings me to the next point. How much are you willing to sacrifice? If your head is starting to spin from all these possibilities, restrictions, and workarounds, you’ve stumbled upon the biggest caveat for cord-cutting: The harder you try to duplicate everything you had with cable, the more likely you are to fail. The more willing you are to let go of certain things, the easier it is to move forward. It’s no coincidence that the fastest-growing faction of people without cable are those who never had it to begin with. Younger consumers who’ve grown up watching Netflix, YouTube, and Twitch—or perhaps don’t watch as much TV as the generation before them—don’t see the value in a bloated cable bundle. They haven’t developed affinities for particular cable channels, or habits around DVR and multi-page channel guides. That brings me to my final point. How willing are you to try new things? For those who don’t feel bound to traditional cable TV channels and experiences, ditching cable can lead you to a vast amount of content, and novel

ways to enjoy it. You’ll find niche subscription services such as Seeso and Filmstruck, unique streaming apps such as Pluto TV and Crackle, troves of free video in apps like Tubi.TV and CW Seed, and news apps such as CBSN that are arguably better than the big cable networks. Meanwhile, Netflix and Amazon are rapidly building up their original video lineups, providing plenty of fresh TV entertainment outside of the cable ecosystem. There is a learning curve to all of these

offerings. After you pick a streaming box or streaming stick, you must master their interfaces and figure out how to navigate all sorts of different apps, and the experience is rarely as straightforward as thumbing through a cable guide. But if you’re willing to learn, you may find plenty to enjoy without cable, and at a fraction of the cost.

Fourth of July Celebration in Menifee

Come on out Saturday July 1st to celebrate American Independence Day at Wheatfield Park in Menifee, 30627 Menifee Road, Menifee, CA 92584. The events will begin at 4 pm. The Annual Parade will commence at 5 pm. This year two new and exciting events have been added to the festivities. There will be a CAR GIVEAWAY by Paradise Chevrolet as well as a Car Show presented by Raised Up Truck Club. There will be food, drinks, children's activities, a Beer Garden, and many other fun and entertaining activities. As we approach this important holiday we recognize every year, let's take a moment to remember why we celebrate this day. This day recognizes and celebrates the freedoms we enjoy everyday. The freedom of religion, freedom of speech, the right to bear arms, as well as many other freedoms are a result of this day and what it represents. The day that the writing of the declaration actually began was July 2nd 1776. It was only the 4th that the final wording was agreed upon and approved by all members of the Continental Congress. April of 1775 was when the Revolutionary War for freedom from Britain began and continued until September 1783. Immediately following the declaration, the country did not celebrate quite like we do now due to so many changes going on within the young country and because of the war that was ensuing. The Constitution was a particular source of conflict between the Republicans, Democrats and the Federalists. The Federalist Party soon unraveled and the Republicans and Democrats held the positions of the main 2 class parties. As far as the fireworks and recognizing the Fourth of July, celebrations began to take place more often and nearly a hundred years after the fact, Congress declared the Fourth of July a National Holiday. This holiday, let us not only enjoy our freedoms but also let us remember why we have freedom.

Local Memorial Day Remembrance

As Memorial day passes us and the Fourth of July lays before us, let us not forget why we celebrate Holidays such as Memorial Day. Originally referred to as Decoration Day started in 1868, this day was borne out of The Civil War and has become a day to honor all those who lost their lives fighting for their country. Decoration Day refers to the decorating of the graves of those who fought and died in

the Civil War. On the first Decoration Day at Arlington National Cemetery, General James Garfield delivered a speech where 5,000 participants helped decorate the graves of Confederate and Union Soldiers buried there. While the Northern States recognized this day since its birth, the Southern States refused to acknowledge it until World War 1 when this day was changed to honor all those who fight in any war not just the Civil War. In 1971, this day became a three day weekend. In addition to Memorial Day, some Southern States recognized other various days to honor those Confederates who died specifically in the Civil War. The States and days are as follows: Texas January 19th, Alabama, Georgia, Mississippi, and Florida, April 26th, South Carolina,

Started by Moina Michael in the early 1900’s, she crafted, wore, and sold them to her friends, then used the money to help service men in need. In 1922 the VFW, Veterans of Foreign Wars, started a program called the Buddy Poppy Program. The VFW was the first Veterans organization to sell Red Poppies nationwide to help disabled Veterans. Later in 1948, the United States Post Office created a stamp in honor of Mrs. Michael for her role in founding the Poppy Programs. At the time the stamp was worth 3 cents. Many people honor Memorial Day by attending services, parades, and National Cemeteries, where those who have served have been buried. Those who have died in the name of this country have not died in vain. The memory of those souls have been etched into American History by recognition of this Memorial Day. Lets not wait until a holiday to think of how important these people are. Every day that we have freedom is a day to thank a Veteran.

Michelle Bergquist, Founder CEO of Women of Influence and her team started “Sue Talks” that offers women the opportunity to tell their story and be on the platform to speak. “Ted Talks” might give a few spaces to women but it's mostly men. Sue Talks is for women only. The second “Sue Talks” event was held in San Diego

last week. The hotel room was packed with 200 other women who came to hear the talks. The speakers totally touched your heart with their stories. They are people like you and I with different jobs and job titles. What they had in common was their powerful stories. Many had never spoke on a stage before. It is about taking action not thinking about it. If you have a story to share, here is a great opportunity. “Sue Talks” is ready to interview women for their December 7th event in Orange County. You do not have to live in Orange County to share your story or to be a member of NAFE or the Women of Influence. Have an inspiring story to share. years. The club continues with its tradition of helping young women with their educational expenses in their quests to gain the knowledge for productive careers throughout their lives. The Women’s Club recently presented their 2017 scholarship recipients: All reported outstanding scholastic achievement and are looking forward to an exciting collegiate experience. This year the scholarship program was able to give out six scholarships. About our scholarship students Andrea Cadaing from Heritage HS At the time of her application Andrea had a 4.1 overall GPA. She is planning to attend University of California in San Diego to study Biology. Eventually she wants to either be a Physician or Physician’s Assistant. She was also accepted by UC Berkeley. Daniella Murray from Heritage HS. At the time of her application she had a 4.04 overall GPA. She is planning to attend San Diego State University to study Biology and Sociology. Monica Cisneros Orozco from Heritage HS. Monica is planning to attend California State University at their San Marcos Campus to study Criminal Justice. Miranda Bell from Heritage HS. When Miranda applied for our scholarship her overall GPA was 4:0. She will attend University of California Davis to study Materials Science Engineering for her Bachelor's. Then she plans to transfer to UC Santa Barbara to receive her Material Science Engineering. Paige Worthington from Santa Rosa Academy When Paige applied for her scholarship, her GPA was 4.25. She will attend California Baptist University and study Liberal Arts. Iryna Becerra from Mt. San Jacinto College. We selected Iryna who is a student in the RN Program with a 3.84 GPA. City Vehicle License Fees Reinstated through new formula to Menifee The City of Menifee announced that California Governor Jerry Brown signed SB 130, reinstating Vehicle License Fees (VLF) back to the City of Menifee along with the Cities of Wildomar, Jurupa Valley and Eastvale. In a signing press conference today at 10am, elected officials joined the Governor and thanked Senator Richard Roth and Assemblywoman Cervantes for their continued regional partnership in correcting the six year old parity issue derived from a policy decision in 2011 striping the City of nearly a total of $25M collectively. The Menifee City Council were present to witness the reinstatement of the City’s $4.5M annual revenue stream

that is critical for City services. “After many attempts to reinstate Vehicle License Fees back to Menifee, we are ever so grateful to receive these funds to pay for critical services, said Councilwoman Lesa Sobek. “We never gave up hope and we extend our sincerest gratitude to the Senator and Assemblywoman for their vigilant efforts, as this was not about party politics for the City, but a real local issue affecting our ability to provide services.” Early long-term budget projections showed that two sources of revenue were needed to close the $20M deficit for status quo services. In November 2016, Menifee residents passed Measure DD, a 1% sales tax measure for public safety, infrastructure, and road repairs and maintenance to help bridge the funding gap and not cut critical services. With the recent reinstatement of VLF through a property tax formula from Budget Trailer Bill Senate Bill (SB) 130, the City now has the second required funding

stream to add additional services to keep pace as the fastest growing city in Southwest Riverside County.

Menifee honored as 2017 Playful City USA community The City of Menifee announced today that it has been designated as a “2017 Playful City USA” community, one of only 31 California cities to be honored this year. Playful City USA honors cities and towns across the country for putting the needs of families first, so kids can learn, grow and develop important life skills. These communities are recognized for transforming ordinary places into playful spaces, and using play as a solution to the challenges facing their residents. The 2017 Playful City USA recognition includes 258 communities from Virginia to California that make it as easy as possible for kids to play. In total, these communities feature more than 14,000 safe and engaging playspaces, which serve more than 4 million kids. “The City of Menifee works hard to provide outstanding classes, clean and safe parks and community programs to encourage Menifee residents to be active and enjoy the beautiful city in which we live,” said Menifee Mayor Neil R. Winter. “We are proud to receive this designation and we’re motivated to continue building a strong, active community in Menifee.” Since its incorporation in 2008, the City of Menifee has worked to advance play in the community through a variety of partnerships, policies and programs, including its Living Healthy, Building Community project. Additionally, the City is committed to improving resident’s quality of life by providing safe and well-maintained parks and dedicated open spaces for its residents now and in the future.

“With the funding gap for the Scott Road Interchange growing smaller, the reinstatement of the VLF could not have come at a better time,” said Mayor Neil R. Winter. “As a City Council we assure our residents that these funds will be used with the resident’s best interest in mind, and now with both Measure DD funding and with the VLF reinstatement formula, we can finally start the process to close the $20M deficit created from the loss of VLF and rising public safety costs.” With feedback from the community, the City created a comprehensive Parks and Recreation Master Plan to provide direction for development, re-development, expansion and enhancements of the city's park system, open spaces, trails, recreation facilities and program services. Through two new ordinances,

City Council adopted in 2014, Menifee requires developers to provide park dedication, or in-lieu fees for the requirement, for new residential developments within the city aimed at increasing the quality of life for Menifee residents. “It’s a huge honor to be named a Playful City USA,” said Interim City Manager Ron Bradley. “It not only validates the many programs staff is implementing to encourage Menifee residents to get outside and be active, receiving this designation makes the city eligible to apply for large grants to help fund more programs and initiatives to promote an active youth community.” Menifee is one of only 258 cities nationwide recognized as a Playful City USA community by KaBOOM!, a national nonprofit that creates places to play, inspires communities to promote and support play, and works to drive the national discussion about the importance of play in fostering healthy and productive lives. Since 1996, KaBOOM! has collaborated with partners to build, open or improve nearly 16,700 playgrounds, engaged more than 1 million volunteers and served 8.5 million kids. Pet Buzz New Online Licensing Services Available for Menifee Pet Owners The City of Menifee is pleased to announce, in partnership with the City’s animal control provider Animal Friends of the Valleys (AFV), that online dog & cat licensing and renewal services are now available for Menifee pet owners. Menifee residents who have a current rabies vaccination and spay/neuter certificate (if applicable), for their dogs or cats and are due for a license renewal, can now complete this process from the comfort of their own home or online from any computer. Pet owners can upload and updated photos of their animals, as well as download any necessary forms to complete the licensing process. “The City of Menifee is proud to partner with AFV in providing control services for the safety of our residents, and pet population,” said Menifee District 1 Councilman Greg August.
