Columnist Rick Hutto is a member of Macon City Council elected City-wide. His book about a scandalous 1960 case in Macon,A Peculiar Tribe of People: Murder and Madness in the Heart of Georgia, will be released nationally by Lyons Press in October.

Columnist Bill Knowles is a lifelong Conservative who has lived in the Macon area for over 20 years. He got his first taste of the political process when at age 9 he proudly handed out buttons for then President Richard Nixon and has been hooked ever since. Bill has held campaign positions for various local, state and national candidates, including President Ronald Reagan, Steve Forbes, Senator Fred Thompson and most recently Senator John McCain. He is currently a member of the Bibb County Republican Party’s Executive Committee and the Georgia GOP’s State Committee. He and his wife Bridget have one son,Teddy.

Join fellow artists downtown during Bragg Jam’s Arts @ the Park and compete in a Paint-Out between 10am - 4pm.

Artists of all ages are invited to participate in an art “Paint Out” to be completed on the day of Bragg Jam in downtown Macon along with the already established Arts & Kids Festival in the same location. Artists are asked to come prepared with canvas, brushes and paints in hand and will complete a painting somewhere around Third Street Park between the hours of 10 a.m. and 4 p.m. Thoughout the day the artwork will be gathered and displayed. There will be a $100 cash prize awarded for our “Audience Choice.” All day long, the thousands of festival attendees can walk around the festival and watch the artists’ progress and vote early for their favorite. ou don’t have to think hard to conjure up instances of musical brilliance or architectural genius in Macon. Otis Redding, Neel Reid homes, Robert McDuffie, the mounds at Ocmulgee – it’s everywhere. But on a recent stop at Hay House the two cultural hallmarks of Macon collided and as I stood there momentarily gazing at the ballroom and – flat forehead moment – realized that the Hay House and Sidney Lanier Cottage were the Grant’s Lounge and Hummingbirds of their day. Before bars, there were private parlors and ballrooms in Macon homes – both the grand and the modest. People assembled to hear popular music of the day performed by local and traveling musicians. Imagine Heather Kemp or Floco Torres in your own living room. How different would the experience be – both in terms of the acoustics and visually as you listen to lyrics sung by someone sitting on the hand-me-down dining room chair that once belonged to your grandmother. This thought led me to juxtapose Shane Bridges performing in the parlor at Sidney Lanier Cottage, where Lanier himself regularly performed along with his musician friends for an audience of friends and family. How would his performance be affected by the architecture of place?

We’re fortunate that modern day “chamber music” can be enjoyed in a wide array of “chambers” in Macon. From the ornate Capitol and Douglass Theatres to the brick-walled Hummingbird, SoChi Gallery and Shamrock; and more intimate spaces like Grant’s Lounge or the lawn at the Big House – chamber music is alive and well in Macon. Chamber music in Macon began around 1,000 BC when the Native Americans along the banks of the Ocmulgee first built villages. Imagine the vocal and crude instrumental chamber concerts that must have filled the earthen temple mound. How did the round, fire and sky-lit clay room contribute to (or dampen) the tunes? How did it set the mood? What was the reaction to the sound that came from the first crude wind instrument created from reed, wood or Georgia clay? As you hop among the many splendid venues during Bragg Jam hearing the dazzling array of talent try to take a minute to consider the “chamber” you are in and how (or whether) it plays into the performance – how it affects the musicians and how your surroundings affect your experience. Take yourself (and the musicians) back 100, 200 or 1000 years ago and consider what “chambers” would house a Bragg Jamlike music festival. How would Allgood sound in the ballroom of the Hay House?

My Favorite Things

Among the hipster-sec of Macon, Clark Bush is a very important man. After attending Full Sail University where he studied sound technology, Clark hooked up with Nomenclature and gave us the best band Macon had seen in a really long time. When the band broke up, Clark turned his sites on a little bookstore downtown. With Clark’s help, the Golden Bough has turned into a birthplace of Macon’s underground music scene. Every Tuesday and some Thursdays you can barely get a foot in the door for all the hipsterati. He's also the man behind the Macon Noise Compilation album and is one of the brains behind a new fanzine focusing on the more Avante Garde (and he uses that word a lot) music of Macon.

16 Bars Hip Hop Orchestra, 8:45 Third Street Park The Sixteen Bars Hip Hop Orchestra is a movement of likeminded emcees and musicians formed in the underground hip-hop scene of Atlanta, GA in 2008. They preserve and relive the classic hip hop we all love. Lead emcees Sub Zero, Apollo XV and RawDub are backed up by talented musicians from some of Atlanta's most popular acts, including Entropy, Collective Efforts and Dubconscious. Whether rocking out Run-DMC or keeping your head up with Dead Prez, by infusing live instruments with classic hip hop swagger, they create an intense and fun experience. Abby Owens, 7:45 The Hummingbird Abby 's first two records, released simultaneously in March of 2010, represent a wide sampling of her creative expression. "Fore the Light Comes," engineered by the legendary David Barbe (Sugar, Drive By Truckers), is a rocking and soulful first effort with full band arrangements. "Indiantown", produced by Jason Isbell is a starker, acoustic representation of her work. Abby's eclectic and energetic live talents have been showcased alongside Justin Townes Earle, Drivin-N-Cryin', Charlie Louvin, Jason Isbell and Unknown Hinson. Acoustic Workshop, 7:45 The Mellow Mushroom Macon's Shane Bridges and Josh Carson reunite with the Americana rock band they founded that launched them onto the Southern touring circuit. This reunion only happens about twice a year, once during Thanksgiving, and once during Bragg Jam so make sure not to miss it. Ashutto Mirra, 6:00 Bottoms Up Ashutto Mirra is an alternative rock group based out of Athens, GA. Ashutto Mirra records and performs original songs that are intelligently written, well arranged, and always rockin'. Ashutto Mirra is currently recording an album at Athens based, Shade Tree Studios. Three members of Ashutto Mirra, (Rainwater, Birmingham, Yoe) are founding members of Revival, an alternative soul group from Macon, GA who has shared the stage with Little Richard, REHAB, Randall Bramblett, Ying Yang Twins, and Demun Jones. Big Mike and the Booty Papas, 9:15 The Shamrock Big Mike, Hal, Cuzz have been playing music for an accumulative total of 100 years! Many different players including Ronnie Hammond (A.R.S.), Mike Causey (Stillwater), Phil Palma, Ken Wynn, Mike Copeland & Elbert Durham helped make their jams Southern-tinged and special. With a mix of bluesy originals and funky covers, Big Mike & the Booty Papas bring the party and turn up the audience.

he last Saturday of July is Macon, Georgia's ultimate summer music festival where, rain or shine, over 40 bands take on multiple stages and put on unforgettable shows after another in one jampacked, rock, blues and soul-infused night. But the Bragg Jam Festival isn't just for livemusic lovin' night owls. During the day, Bragg Jam's Arts @ the Park hosts a free daytime event where families are invited to create, perform and play in the heart of the city. The event features art, food and beverage vendors, live music and community performances and nature-oriented activities. As the sun goes down, Bragg Jam's signature Concert Crawl is already geared up, featuring 40+ live music performances at a variety of Macon hotspots, with free trolley service throughout the night. In addition to bars, there are all-ages performance venues that are smoke-free and family friendly. Admission armbands for the Concert Crawl are available for $20 at each venue. Open containers are allowed outside the official venues. The rules are the same for Macon's First Friday - official cups, legal drinkers and mad respect for the law who is lifting the rules for a special occasion. Inspired by late musicians and brothers Brax & Tate Bragg and operated as a 501(c)3 under a volunteer board of directors, the festival has contributed over $110,00 of its net proceeds to charitable organizations. In 2008, NewTown Macon awarded Bragg Jam with the Partners in Progress Award for "Creating a Sense of Place," which declared, "Bragg Jam helps NewTown's goal of creating a vibrant, youthful downtown community. Macon and music are synonymous, and NewTown's focus through branding and events is to highlight this connection. No downtown event has done this more successfully than Bragg Jam." The Bragg Jam Festival's signature events are the Patron Party & Music Auction on Friday, July 30; Art @ the Park during the day of Saturday, July 31; and the Concert Crawl during the evening of Saturday, July 31. The Patrons' Party is reserved for sponsors who donate $100 or more to Bragg Jam. Arts @ the Park is a free community event. The Concert Crawl is $20. Admission is the official Bragg Jam armband, sold the evening of the event at any of Bragg Jam's official venues.

Brian Lee and the Family, 7:30 Third Street Park Brian Lee is a native of Macon, Ga. and was the founding member of Macon's original indie band "U.F.O's Over Denmark." Now residing in Athens, Ga Brian Lee is bringing his unique style of songwriting and performance to the 3rd St. Park Stage. Citizen Insane, 8:00 Bottoms Up Rooted in the post-punk movement, you'd be more likely to see them play alongside bands such as Sonic Youth and Fugazi than you would with Animal Collective or any other Pitchfork endorsed band. With a new E.P. on the horizon, Citizen Insane are transforming their previously stripped down sound into a conflation of textures, abrasive noise, and inviting rhythms. City Council, 5:15 The Hummingbird Stage Dwayne "Jubee"? Webb, Perry Valentyne and the infamous City Council Street Band make up the hit duo known as City Council. Part of the Local 478 supergroup and based out of Macon, they have rapidly transformed the Georgia hip-hop landscape since their 2007 debut. Now, City Council has come into fruition as one of the most recognized and top favorites of the Macon music scene.

Corey Crowder, 7:30 Rivalry’s Corey launched his first serious music project in the fall of 2001, and began recording demos and playing shows under the name A Farewell to Arms. In August 2005 Corey released an 11-track acoustic full-length album that included some re-recorded songs from "Certain Starlights" as well as some brand new material. The album was called "Learning to Let Go - Home Recordings" and was the most successful release to date thanks to MTV airing various songs from the album on their reality show The Real World. DJ Dirt Dogg, 5:45 Third Street Park Dj Dirt Dogg has been on 97.9 WIBB for almost 10 years. A versatile deejay with a hip hop heart, he has been dejaying all his life. He has his own afternoon show, Monday thru Friday, 3-7 p.m. on 97.9 WIBB and an entertainment talk show on Saturday mornings at 9 a.m. on 1280 WIBB AM. Deep Blue Sun, The Cox Capitol Theatre 5:00 Deep Blue Sun churns out a hypnotic blend of deep funk, melodic rock, southern-fried soul and west coast psychedelia Versatile, well-crafted songwring, blazing lead guitar, driving keys, harmonies and a hot rhythm section meld together into a distinctive, dancable sound that will take you for a ride. Demun Jones and Lamar Williams, 9:00 the 567 Demun Jones is from Jones county and began his music career through dancing, as a former member of the Middle Georgia dance group, PSD. During a talent show in the Macon City Auditorium, Jones would cross paths with Lamar Williams, Jr. A friendship was formed and several years later the two began creating music together -- soulful, modern, meaningful music with a twist of everything good. When they are off the road with REHAB, they all get together for as many shows as they can squeeze in. REHAB has performed on stages nationwide with the likes of LINKIN PARK, KOTTON MOUTH KINGS, KID ROCK, UNCLE KRACKER, OPM and more. Dubshack Featuring Dean Brown, 6:15 3rd Street Park Dubshak & Dean Brown are quickly associated with the original Gum Swamp, Georgia-Grown, incredible high energy organic roots reggae sound that he calls 'Dub Shak.' Dean Brown is a multi-instrumentalist and a dynamic performer who has performed around the country & with some of the biggest names in Reggae including The Congos & Ky-Mani Marley this past April. Floco Torres, 5:15 The Humminbird Stage At the age of 22, Floco has created his own Hollywood called "Psycadelphia", won two indie awards for that said Hollywood and his music movement in general, created a fan base from his hometown Willingboro New Jersey all the way down to Macon Georgia, and continues to make his mark as one of the next influential entertainers/entrepreneurs/inspirations in the industry. Friends of Brax, 7:00 The Rookery This always ends up being the most interesting part of Bragg Jam to us. All of Brax and Tate’s friends drop by and the stage is a rotating cast of characters from all over the United States paying tribute to the talents that became the namesake of Bragg Jam. This is where it all began. Good Country People, 7:15 The Shamrock Good Country People is roots-music band which revels in creative interpretations of traditional songs, from 19th Century barroom tunes to sailing shanties to bluegrass gospel to old-timed-up 1980s new wave. The good people of Good Country People are a collaborative group of eclectic folk collectors and performers. Hank Vegas, 11:00 The Rookery Georgia Music Magazine's Candice Dyer wrote, "Hank Vegas now signifies one of indie rock's most compelling new bands, known for literate, wistful-as-woodsmoke lyrics and vocals that are polychromatic to the point of iridescence."? Little Country Giants, 5:30 The Rookery Little Country Giants are Russell and Cameron Cook, a songwriting duo who have been writing songs and playing music together since 1998. Russell plays guitar and mandolin, and Cameron plays upright bass. The southern flavor in the songs is rich with the sounds of Georgia's roots and America's musical seeds. Loose Change, 6:45 The Cox Capitol Theatre They came back together for the first time in decades last year. This year Chris Hicks (Marshall Tucker and the Outlaws) and Mark Johnson (The Wall) reunite with some of the players along their way who were there through a journey of Southern Rock revival that burned up the small stage across the Southeast in the late 80s. If there were ever a band that knew what it is to grind, it is Almost Kings. Staying on the road more than nine months each year, they have toured the United States countless times taking over markets one person at a time. Some say that fate took its course bringing together these four Atlanta artists - lyricist & vocalist Boze, guitarist & vocalist Ryan Yunker, drummer Kevin Compton, and bassist & vocalist Danny Helms. Almost Kings is quickly becoming a movement - it has been defined by some as "skate-rock" and the dawn of the next era of music. Gaining international notoriety, the band has toured with acts such as Rehab, Framing Hanley, Drowning Pool, Everlast, and many more.

Slippery When Wet The Ultimate Bon Jovi Tribute was formed in 2003 by Jason Morey after answering many inquiries of "Are you Jon Bon Jovi?". Most notably comedian Dave Chappelle invited Jason backstage following one of his comedy shows thinking that he was the New Jersey icon. It was then that Jason knew he had to take advantage of the resemblance. With further explanation Jason thinks that "Slippery When Wet has the power to turn a 600-1500 capacity club into a 20,000 seat arena for 2 1/2 hours".

Robert Lee Coleman was born May 15, 1945 in Macon GA and grew up in & around Macon during a time when the Middle GA area was a hotbed of Blues,R&B,and early Rock 'n Roll. in 1964 ,Robert was picked by R&B legend Percy Sledge to play guitar in his touring band,a position he held down through 1969.During this time Coleman toured extensively throughout North & South America, the Caribbean, & even Africa. VEX appeared in Macon in the 80's well after Pylon and REMs jangling minions had pretty much obliterated any traces of Georgia punkdom. But VEX's inspired fusion of punk and bubble-wave ignored the whole jangly mess and mainlined instead from Dangerhouse and the Dickies. The Right’s Confidential Battle Plan THE LEFT

I HAVE IN MY HOT LITTLE LIBERAL HANDS THEIR TOP SECRET PLAN TO WIN THE HOUSE

pparently, the Republican Party thinks I’m hot stuff. I know — it came as a shock to me too. But the National Republican Congressional Committee thinks so highly of me that despite my consistently liberal behavior, they sent me — me! — a copy of their CONFIDENTIAL Campaign Battle plan (boldface and all caps theirs). That’s right, I have in my hot little liberal hands their top secret agenda for wresting control of the House of Representatives away from “Nancy Pelosi and her obedient liberals” (their words). Here’s some more verbatim, from Congressman Pete Sessions, the chairman of the NRCC and the guy who trusted such delicate right-wing intel with a left-wing journalist like myself: “I’m sharing this information with you because as a long-time Republican activist, you’ve done a lot for our principles and our Party over the years. As a GOP leader and patriot, you have a lot at stake in the outcome of this year’s election.” “Keep in mind,” he writes, “that your copy of our Campaign Battle Plan is

CONFIDENTIAL — it is intended ‘for your eyes only’ so please take care to not leave it lying around for others to see.” Ummm . . . okay. But I’m not sure what the big secret is. As far as I can tell, the CONFIDENTIAL Campaign Battle Plan is a map of the U.S. with a star representing every Congressional seat the Republican Party is targeting as a “top tier” district — this means it has a vulnerable Democrat ripe for the vanquishing. Georgia has two stars; Pennsylvania has the most, with eight. In total, there are 100 stars on the map, but Pete (I get to call him Pete because we’re tight like that) reports that we only need to win 39 to boost Nancy Pelosi out and replace her with John Boehner. Wow! What a dark and surprising agenda! No wonder they want to keep it secret! The PLAN FOR VICTORY is broken down into three parts: 1. Identify Likely Voters; 2. Voter Education/ Independent Expenditures; and 3. Voter Turn-out. While I have some grammatical problems with this list (Pete! Get a composition handbook! Look up parallelism!) on the whole, they seem like fine goals. If I were a Republican, I’d support them. But if I

n past columns, I have consistently been critical of most of the members, sans Board Chairman Gary Bechtel and on occasion Lynn Farmer, of the Bibb County Board of Education for their complete incompetence in how they have been managing arguably one of the worst school systems in the state. But I must give credit where credit is du: they finally got something right when they voted 4-2 in favor of creating Bibb County’s first charter school, The Macon Academy of Excellence. Great vote Chairman Bechtel and board members Tom Hudson, Tommy Barnes and Albert Abrams! My question is, and you know I would have some criticism, is why this wasn’t vote unanimous? Two board members, Ella Carter and Susan Sipe, had to find flaws in this wonderful idea that so many other school systems have utilized. Carter said she voted against it because the school offered no transportation while Sipe used the excuse that she didn’t think the curriculum was “innovative enough”. Both of these members should excuse themselves from any

further votes and resign as they are apparently not smart enough to realize that this school system needs help NOW; not six months from now, not ten years from now, but right NOW! I think when it comes right down to it, the real reason these nuts voted against a charter school can be found in the definition of what a charter school is, as defined by the Georgia Charter School Association which states a charter school “operates with freedom from many of the regulations that apply to traditional public schools.” In other words, Carter and Sipe want to be able to screw up the Macon Academy of Excellence like they’ve had a hand in screwing up the rest of the Bibb County School System. Face it people, so goes the school system, so goes Bibb County. There is so much dependent upon our schools doing well, but no one seems to care. First and foremost are the futures of our children. The graduation rate as well as the average test scores in Bibb have steadily decreased and are going to be in line with Mali (yeah, I Googled it) which happens to be the most illiterate country on Earth with only 25% of her citizens being

For instance, the NRCC claims it can identify voters likely to vote Republican by using “proven voter identification techniques.“ Really? These people couldn’t even figure out that I, a liberal newspaper columnist writing a liberal column, am a lifelong way-left liberal who has never, not once, voted Republican. Ask my disappointed parents — they’ll tell you that I’m as Non-Republican as it gets. And yet the NRCC seems to think I’m a GOP superstar. Of course they want money. A lot of money. This is obvious. They use a lot of cool-sounding code phrases, like “Patriot Program” and “Young Guns” project. They warn that the Democrats are “sitting on a $28.6 million warchest [sic] they’ll use to fund wave after wave of attack ads against us.” Democratic warchest, huh? As if the GOP has a peacechest. The NRCC has the audacity to write me a letter riddled with phrases like “pathetic” and “disastrous” and “rampant corruption and shady back-room dealing” and they expect me to believe that their “aggres-

sive issues-based advertising” will be solely about the issues? C’mon, NRCC. You can do better. Unfortunately, though, they may not have to. There may be people who read this pandering tripe and think it’s prime sirloin. I hope not. I hope they know better than to open their wallets just because some manipulative yahoo flatters them with the word “patriot” over and over again. Because it’s the wallets they want, make no mistake. I added up the projected cost per district — the direct mailings, the telephone polling, the advertisements in multiple media — and got $1,020,000. Multiply that by 100 districts and you get $102 million earmarked solely for campaign spending. Would any sane person trust these people with that much money? Pete had one last “special favor” to ask: “After you’ve read this confidential proposal,” he wrote, “please return it in the postage paid envelope I’ve provided. . . . I’ve only sent a limited number to a select group of knowledgeable and experienced Republicans, and each one must be accounted for.” I’m returning mine, as requested, with a copy of this column. I’m marking it “SUPER TOP-SECRET ULTRACONFIDENTIAL” and asking for seven trillion dollars to support my own media campaign warchest. I am hoping this means they’ll take me off their mailing list FOREVER (italics, boldface, and underlined all caps all mine).

Our school system has been without a permanent superintendent for four months with no end in sight, while in comparison, Houston County found a qualified candidate within their own system, Dr. Robin Hines, in less than a month. (Without having to pay thousands of dollars to a firm to do it.) Am I missing something here, or does it seem that Bibb County taxpayers are getting the shaft here? Actually it is the children of Bibb that are getting the shaft. We are giving them an inferior education in a world where jobs are scarce, yet expecting them to stay off of welfare and unemployment. (Oh yeah, we do give them $100,000 Section 8 housing in Bibb County, but that’s another column unto itself.) Second, why would any company in their right mind want to voluntarily put new jobs and bring people into this com-

munity with a school system that is in the shape of Bibb Counties? Think about this. If a business relocates its’ people to a new community, what is the VERY first thing a relocated family with school age children asks? “HOW IS THE SCHOOL SYSTEM?” How could anyone with the Macon-Bibb Chamber of Commerce keep a straight face when they give the answer? I think I would answer it like this: “Our school system consistently ranks among the worst in the state; we don’t have a permanent superintendent, although we did just get our first charter school, which two buffoons on our Board of Education tried to scuttle. Welcome to Macon!” All of this being said; two of the most important elections for your children will be held in November, as Republicans Alan Theise and Paige Deaver will be running against Democrats Wanda West and Lynn Farmer, respectively. I highly recommend getting some new ideas and new members in the board starting with Theise and Deaver and then throwing out the rest of the turkeys who have ruined this system. The taxpayers deserve better and more importantly our children deserve better.

CITY SCENE More Budget Woes for Mayor City Audit finds 30 weaknesses

T

he City of Macon just received our official audit for the most recently-completed fiscal year. Given its contents, you would think there would be a massive outpouring of demands for explanations, but perhaps delaying the release (it was actually due to the State of Georgia on December 31st but was submitted six months late) until the SPLOST wars helped keep it under the radar screen – and for good reason. In short, it was the worst audit in my seven years on Council. Those residents who lived in Macon during the Ellis administration will remember the public outcry when one of his audits discovered fifteen significant findings that raised red flags for the City’s auditors. Even his hand-picked Finance Director was arrested (although she was later released and never indicted). The resulting “Recall Ellis” campaign was unsuccessful but the former mayor is still remembered by some for his perceived fiscal irresponsibility. So how does the most recent audit compare? This time there are no fewer than 30 “material weaknesses” – double the number of Ellis’s worst year (several were repeat offenses from the year before that had not been addressed). Now before anyone begins to accuse me of being an apologist for Jack Ellis, let me remind you that I was one of his most severe and frequent critics. In fact, there were probably some days he wished I had never joined City Council (although I can attest that he never, even once, attacked me personally). But, as I’ve said publicly, I find it instructive that the same people who applauded me for asking tough fiscal questions of the former mayor are appalled when I ask the same questions of the current mayor. I didn’t write the City’s code nor divide the responsibilities between the executive and the legislative branch. City Council is charged by law with the power of the purse. We are specifically given the duty to oversee the City’s spending. What are some of the specifics in the current audit? First, the City spent $13 million more than it took in last year. Do I need to repeat that number? We had $13 million more in expenses than we did in revenues. The opening lines of the audit officially state, “We were able to provide a qualified opinion on the financial statements of the City’s, meaning we were unable to provide 100% ‘clean’ opinions.” A later sentence reads,”we noted several instances of noncompliance with Federal or State of Georgia laws and regulations.” The auditors were also required to record 290 of their own audit adjustments totaling $124 million. Despite repeated assurances that we have between six and seven million dollars in reserve in the “Filomena account,” the auditor found exactly $607,893 as the total

fund balance in our general fund. This figure agrees almost to the dollar with the amount we were given one year ago by a highly-respected finance official at UGA’s Carl Vinson Institute. At the time we were assured that the official was way off base. We’ve been told often that the City owes itself transfers from one fund to another since we have repeatedly borrowed from ourselves (e.g., the Landfill Closure account). So, for example, if I have $1000 in the bank that I borrowed yesterday from my wife and promised to repay her by next week, can I claim to have a $1000 “fund balance?” And can she claim that amount as well since it is owed to her and is thus an asset? This shell game seems to be the basis for stating that we have millions in reserve rather than barely over half a million as we were informed last year by the Vinson Institute. In one fund alone, the City owes our Landfill Closure account $9,780,000. That represents quite a few shells in any game. Buried in the audit are sentences such as these: “adjustments to decrease grants receivable were required to be recorded in the amount of $2,063,169 for the Mother’s Day Disaster (May 2008). Upon beginning fieldwork, the receivable was grossly overstated. Per discussion with appropriate personnel, these funds are not expected to be received by the City.” And what about this: “An audit adjustment to cash in the amount of $1,321,796 was required to reverse the effects of the entries prepared by City personnel and properly state accrued payroll. This error was pervasive across a majority of the City’s funds and affected a large number of accounts which include payroll, withholding liabilities, due to/from accounts, payroll expenditures, employee benefits, etc.” Perhaps worst of all was the admonition that the City probably mis-spent more than one-half million HUD dollars through our Department of Economic and Community Development. These were expenditures that were clearly not allowable under the terms of the granted funds for the City’s Home Investment Partnership program. As the compliance audit states,”Known questioned costs per testwork were $98,519. Likely questioned costs were calculated to be $519,662.” In the likely event that the City must re-pay those funds, we will also be liable for interest and penalties. Incidentally, only six out of 15 Council members even bothered to show up to receive and discuss the City’s annual audit – arguably one of our most important functions – Hutto, Lucas, Schlesinger, Timley, Watkins, and White. It is a shame the rest were not there to hear the auditor’s written statement, “we noted there was an overall lack of oversight review on behalf of upper management with regards to the work performed by personnel not in management roles… As noted last year, we continue to note a lack of accountability at various levels of management (both financially and operationally).” Not exactly an audit report on which to base a re-election, is it?

Music News & Notes Canadian indie-rockers Arcade Fire have announced a short U.S. tour to support their new album, The Suburbs, which will hit stores on August 3rd on Merge Records. The Suburbs was recorded with producer Markus Dravs, who also took the boards for Arcade Fire's last album, Neon Bible. The band will take to the road the first half of August, playing shows in Boston, NYC, Nashville, and Atlanta Georgia, plus a stop at the Lollapalooza Fest in Chicago (August 6th-8th). Several of the dates will also feature Spoon as opening act... Radiohead drummer Phil Selway has been working on his debut solo album with producer Ian Davenport, recording the set at the band's Oxford base, Courtyard Studios. The new album, which will include songs "A Simple Life," "The Ties That Bind Us," and "By Some Miracle," will also feature contributions from Wilco drummer Glenn Kotche, former Soul Coughing bassist Sebastian Steinberg, and multi-instrumentalist Patrick Sansone, and will be dropped on August 30th of this year. Radiohead are currently working on their next album in Los Angeles... Adam Young, aka Owl City, has gone back into the studio to start tracking on

his sophomore album, which will serve as the follow-up to his platinum-selling debut disc Ocean Eyes. The self-admitted shy artist is reportedly glad to be back home and working on his next set, although he's headed back out in the road in early August. Young/Owl City's tour stops, on which he'll be opening for a variety of (surprisingly badly-matched) major-label artists. For those who don't want to wait, Young's other musical project, Sky Sailing, is available now... Musician pals James Mercer and Danger Mouse are beginning work on what will be the second Broken Bells album, their collaborative project that allowed Mercer to take a break from his work in The Shins. Mercer explained that they already have a lot of songs that are "too good for B-sides," and that he's also planning another Shins album, having recently revamped the band lineup with the addition of new members Ron Lewis and Modest Mouse's Joe Plummer...
