President’s Letter
June 26, 2014 Dear RCAC Member: Welcome to the 2014 membership of the Roofing Contractors Association of California. We are all doing a very important job in protecting our business by being part of RCAC’s effort to promote the roofing industry. The Board of Directors and I invite you to participate on committees, write articles for our quarterly newsletter, attend the legislative day and annual golf tournament, and call our administrative office to let us know your thoughts on issues of relevance and interest to the roofing industry. We continue to fight the difficult business and construction climate in California. Our association’s headquarters is in Sacramento, where we witness actions each day in the State Legislature that will benefit or harm California contractors. RCAC was formed to stand up in Sacramento as the voice of the California roofing industry. We are still making progress through legislative advocacy and monitoring the activities and decisions of our elected leaders, and we will press onward to do so. RCAC is the only statewide association in California specifically for roofing contractors, and we offer events in Sacramento that allow our members to participate in the inner-workings of state government. MISSION STATEMENT Roofing Contractors Association of California (RCAC) is a professional organization dedicated to the protection and advancement of the California roofing industry in legislative, regulatory, and business affairs.
HISTORY OF RCAC The Roofing Contractors Association of California (RCAC) was created in 1949 to bridge a gap between the roofing and waterproofing contractors in California and the State Legislature. After World War II, the economy in the United States began the transition from a war-time economy to a free market economy. The return of the World War II soldiers created a construction boom. New homes, schools, and commercial buildings started to spring up all over California and the country. Simultaneously, the state rules and regulations began increasing almost as rapidly as the economy was picking up speed. Regulations affecting construction, equipment, financing, and several other areas started to hit the industry. New types of construction and roofing materials were entering the market. Several roofing contractors across the state decided to form an organization that could monitor the new regulations affecting a growing industry. Workers’ compensation was not a major state issue in 1949. Unions were on the rise, and they were trying to make sure the employers were well regulated . . . .

The Roofing Contractors Association of California (RCAC) is a nonprofit 501(c)(6) professional organization dedicated to the protection and advancement of the California roofing industry in legislative, regulatory, & business affairs. Founded in 1949, RCAC serves as a link between roofing contractors, roofing industry affiliate organizations, state agencies, & the State Legislature. Workers’ Compensation Program: RCAC has partnered with State Compensation Insurance Fund (State Fund) to provide a group workers’ compensation insurance program only for RCAC members. Members who qualify for inclusion in RCAC Group Program #639 receive a discount of 6% off their base insurance premium. Gasoline Discount Program: RCAC has partnered with Flyers Energy to provide members with a discount of $0.05 per gallon on all fuel purchased at over 550 Flyers retail & cardlock locations in California. The discount is reflected on the member’s monthly Flyers Energy bill, & there is nothing more to do than remain a member of RCAC. The average Flyers customer will pay for their RCAC annual membership dues with just five month’s worth of savings from Flyers! Safety Compliance: Safety Compliance Co., a statewide safety consulting firm specializing in safety trainings, written safety programs, safety inspections, accident investigations, & Cal/OSHA citation defense, will provide members with a $25 credit toward safety services bought from SCC. They will also provide a free on-site written safety evaluation (Chico south / small travel charge north of Chico) & offer a toll-free CalOSHA consultation line. Education, Training, & Safety Services: RCAC members receive free training for employees at the annual “Safety Days” seminars held in both Northern & Southern California, covering a variety of important topics, such as ladder safety, fall protection, heat illness prevention, & personal protective equipment. RCAC also offers a full-service safety program, including: free safety handouts available to RCAC members; video lending library with many safety DVDs to educate employees on safe practices; safety contact person to field safety-related questions & research information; articles in the newsletter & on the web site to keep members up-to-date on industry safety issues & changes in Cal-OSHA regulations; & handy safety tips on each page of the RCAC web site. RCAC also offers periodic member meetings and webinars, providing additional educational opportunities. Information: Members receive a quarterly newsletter, California Roofing, electronically, plus updates on key industry issues. Members can go online at www.rcacal.com for important news updates, state & regulatory bulletins, legislation, & education announcements. New Job Leads: RCAC promotes to consumers the importance of selecting quality materials & professional roofing contractors. Members receive a complimentary listing on RCAC’s web site, www.rcacal.com, in the “Find a Contractor” section, where consumers can search for roofing contractors in their geographic areas. Discounted Legal Services: RCAC members receive discounted legal services from Abdulaziz, Grossbart & Rudman, a professional law firm well-versed in the issues of the roofing industry. Legislative and Regulatory Advocacy: RCAC fights for the best interests of roofing contractors statewide. During the legislative session, RCAC will monitor hundreds of bills, especially those addressing immigration reform; placing a cap on retention proceeds; workers compensation; bills aimed at providing tax incentives to jump-start the state’s economy; & proposals to increase scrutiny on state agencies, regulations, & programs. RCAC also monitors and participates in regulatory proceedings, including the California Energy Commission (Title 24), CA Air Resources Board (CARB), CSLB, and more. Member Participation & Networking: Members have the opportunity to get involved & represent the industry by participating on policy-making committees & the political action committee, California RoofPAC. Attendance at Legislative Day will keep you informed about important issues facing the California roofing industry. RCAC OFFERS SAFETY VIDEO LIBRARY As part of our safety program, RCAC is providing a library service that will enable California roofing contractors to borrow videos aimed at educating employees about a variety of roofing industry safety topics. Most videos are available in both DVD and VHS formats, and many are offered in English and Spanish. Dozens of videos are available through RCAC, including topics on back protection, construction material handling, eye protection, fall protection, hand tool safety, ladder safety, OSHA recordkeeping, power tool safety, scaffolding safety, silica exposure, and many others. BORROWING GUIDELINES Videos may be requested by contacting the RCAC office by phone or email. You may borrow three (3) per month per location. Please identify one or more alternate choices. Videos may be reserved up to sixty (60) days in advance. Videos are to be requested ten (10) working days in advance of the show date to allow time for shipment. These videos are to be returned promptly (per instructions below) within five days after the requested show date. Use the mailing label we provide to return the videos. If the video is damaged, please return it with a note describing the problem.
Also, inside each video case there is a blue evaluation card. Please let us know if the program met your needs. Each video program must be returned via Priority Mail or DHL and insured for $400.00 per video; otherwise, the borrower assumes full responsibility for the replacement cost of lost materials. In addition, please ship the video(s) in protective packaging. These instructions appear on every item that is mailed out from our Safety Audiovisual Library. GIVING A SUCCESSFUL SAFETY PRESENTATION . . . A safety presentation helps to develop in people the desire, the knowledge, and the actions necessary to prevent accidents. People who have learned to recognize and correct unsafe conditions and practices improve their chances of averting the pain, inconvenience, and economic loss due to accidental injury. Audiovisuals (A/V) are the most cost-effective method of training because many people can be trained at once with the same information. A/V training provides standardized 53

information to employees, which improves communication, efficiency, and productivity. Your safety presentation should focus on a single safety topic. Safety presentations can help you comply with Cal-OSHA training mandates. However, you should not rely solely on A/Vs; additional training (e.g., hands on) should accompany your safety presentation. The A/V should provide information upon which you can build expertise and knowledge. (NOTE: Document your training by providing sign up sheets for employees, noting the date, topic discussed, presenter, etc.)
4. Prepare yourself . . . Outline an introduction to include the points you want to emphasize. This will aid you in guiding your discussion. Once employees are seated, explain the topic and the reason for viewing the A/V.
Following are tips to help you give successful safety presentations:
5. Present your message . . . Management needs to show they have a commitment to safety by recognizing your meeting and attending at least the beginning introductions. State your expectations clearly and concisely to establish your objectives (such as the meeting’s agenda, changes the company hopes to establish, etc.). An A/V can serve as both a motivating program opener and a focal point for the rest of the meeting. For the training session to be valuable, it has to have two-way communication. If employees do not ask questions, recap a few key statements from the A/V to encourage discussion.
1. Preview audiovisual . . . Before showing an A/V, preview it so you are familiar with its contents and purpose. 2. Prepare in advance . . . To make the most of A/V materials, take a look at the meeting room. Select a room for the meeting which will easily accommodate the group. It should be well ventilated, quiet, and free from telephones and other interruptions. If the group is large, you may want to consider having smaller groups meetings instead of one large session. For small groups, a U-shaped seating arrangement is ideal, while for larger gatherings use a wide rather than long room. Each person needs to be able to see the screen comfortable. Seating people “close to the action” will help them. Also, it is best to have equipment set up and tested before the presentation. This allows for troubleshooting problems before the actual presentation.
You may wish to pause the A/V after each main idea is presented to discuss the topic further. Anticipate probable reactions from the group and be prepared for them. Handouts are also a good reinforcement tool for emphasizing your safety presentation and encouraging discussion.
3. Make arrangements . . . Announce the meeting well ahead of time, stating the time and place, subject, and length of the meeting. It is recommended that meetings be held in the morning and kept as short as possible to allow for discussion time after the A/V presentation. 54
