01. Introduction to BaySyth Re-Gen Precinct Structure Plan

As a student enrolled in the Urban Precinct Studio (PLAN30005) subject, learning outcomes and objectives required myself to develop a coherent and appropriate Precinct Structure Plan to address and mitigate the precincts existing issues through justified planning processes and methodology approaches.

The BaySyth Re-Gen Precinct Structure Plan is a long term planning tool that explicitly provides visual insights and policy approaches into the precincts future strategic directions, goals and objectives. BaySyth Re-Gen Precinct Structure Plan primarily focuses and addresses the need for strategic planning methods to integrate the apparent segregation between residential and industrial areas. This will facilitate future housing and developments, improved public transport and pedestrian infrastructure as well as establishing a social and public realm throughout the entirety of the BaySyth Precinct. By doing so, this will produce an urban environment that is sustainably innovative, highly-accessible, well-connected and seamlessly integrated to ensure people of all ages future and continual liveability.

Currently, Bayswater North and Kilsyth South is apart of a regionally significant industrial business hub that is dominated and prioritised by large scale businesses and industrial uses. This innate distinction of segregation between the residential and industrial character areas (if not addressed) has and will see the physical and social aspect deteriorate. This is a cause for concern when attempting to deliver an attractive, sustainable and liveable precinct for current and future businesses and residents.

The precinct is situated on the southeastern edge within the city of Maroondah, with the Yarra Ranges bordering to the east and Knox to the south (DEWLP, 2020). The precinct is located thirty kilometres from Melbournes Central Business District in the outer eastern suburban region and is approximately five kilometres from the Ringwood major metropolitan activity centre. Within the precinct itself, is a regionally recognised industrial business hub that spans across Bayswater North and Kilsyth South. The industrial business hub yields a strong economic profile attracting around 5,000 businesses and generating over $14 billion in gross national product revenue (BBP, 2019). The industrial business hub supports a diverse range of employment opportunities with over 30,000 people being employed within the sector, 70% of which are residents within Maroondah, Knox and Yarra Ranges Local Government Areas (AEC Group, 2014).

Both suburbs - Bayswater North and Kilsyth South - are situated within the project site and thus will be referred to as the ‘BaySyth Precinct’. Dispersed across the BaySyth Precinct is the Bayswater Industrial Business Hub, which occupies a wide range of businesses and services such as manufacturing, storage warehousing, retail, technological industries and textile based companies (AEC Group, 2014). The Bayswater Industrial Business Hub has progressively established itself within metropolitan Melbourne and Regional Victoria due to its economic viability, interconnected trade partnerships and continually developing external and internal supply chains (AEC Group, 2014).

Surrounding the BaySyth Precinct are primary and secondary activity centres that are well connected by multiple major roads.

Bayswater activity centre being proximally the closest, which is located externally south-west outside the precinct boundary delivers a wide range of services and amenities with accessibility to a major railway corridor.

Ringwoods major activity centre delivers a large proportion of employment, services, housing and amenities within Maroondah as well as the broader context of metropolitan Melbourne.

Historical Considerations Despite BaySyth Precinct occupying minimal heritage sites within, there is plentiful opportunity to celebrate, recognise and continue Indigenous heritage through urban art expression aimed at educating the current and future populations of the precinct regarding the First Nations People.

Existing European settlement heritage such as the Fibremakers Factory should be preserved through adaptive re-use to continue precinct identity enabling the recognition and integration of historically significant buildings.

In the beginning the First Nations people commonly known as the Wurunndjeri people of the Kulin Nation inhabited the land thriving off of the environment that is now occupied by Bayswater. The Wurrunndjeri people consisted of gatherers and hunters of which possessing extensive knowledge and understanding of their local landscape. Historical evidence shows the Wurundjeri people had strong affiliations to the waterways and creeks that pass through and surround the BaySyth Precinct. To this day they still remain as Indigenous significance and are carried out in VicPlan Zoning Scheme. (Image 1 exemplifies this)

HISTORICAL MAPPING: EARLY COLONISATION In 1836, the area was originally surveyed for the first time following the colonisation of Melbourne in 1834. With the European settlement occurring predominantly in the 1860’s the area was soon occupied by squatters who foresaw the land to be potential for future farming industries and a key economic driver. They began using the site to graze cattle, mill timber and source local materials. Between 1850 and 1860 the site underwent a shift in primary focus whereby squatters who once grazed, parted for orchardists and miners. By 1874, the formation of small farming, mining and mill communities superseded the infrastructural developments of schools as well as simple housing and built forms which particularly consisted of local materials and manageable timber.

Upper Ferntree Gulley

Evidence of Early Housing Densification Development

In the late 1880’s the development of locomotive trains and lines with particular focus on developing from Upper Ferntree Gulley to Bayswater state as well as Ringwood station (refer to fig 2), this permitted the development of infrastructure in areas less developed. It provided patronages with a mode of effective transport for employment, travel and the transportation of goods and services. Demand for trains as a mode of transportation is illustrated in graph 1. Once a transportation lines were established, developments occurred at an astonishingly rapid rate and before the 1900, schools, sporting facilities, community and religious centres where widely evident throughout the area.

HISTORICAL MAPPING: POSTWAR DEVELOPMENTS By the early 1950’s factory developments were evidently on the rise transitioning Bayswater from a farming station into a thriving key employment hub. Again, rapid development occurred within this period as the number of educational facilities doubled in the 1960’s, supplementing the expeditious population. Education primarily consisted and focused on trade work to facilitate the transition from tertiary learning to factory and construction occupations to further knowledge based developments and future production advances.

History is a critical tool that informs future developments and the trajectory of human nature and movements. It assists in recognising growth, human complexities and identifies the locality of significant neighbourhood areas and characteristics that formulates and continues community identity.

Since the post-war developments and the following boom in population and infrastructure, data illustrates that in recent years the area has become subject to a less aggressive growth rate. Data suggests that the slowed population % can be attributed to numerous factors such as; reduced immigration due to coronavirus, the subsequent demand for larger properties, increased housing costs and reduced child birth rates. The projected number of dwellings in 2040 is expected to reach around 500,000 to cater for predicted population trends however data shows that housing costs are likely to rise which may be a deterrent for future residents.

To this present day, Bayswater North serves as an active and regionally connected industrial precinct. The highly modern and developed area has come along way since the beginning, supplementing a strong yield in its economic profile, supporting a large proportion of workers and families.

4.1a

A figure ground analysis is a tool used for segmenting building footprints from their associated backgrounds. By doing so, provides information surrounding building orientations, spatial textures, size-intensities and patterns (Appelbaum, 2008), particularly in urban spaces of unbuilt voids (Hebbert, 2016). By conducting a figure ground analysis of the BaySyth Precinct (shown in Map 4) with building footprints visually illustrated in black and the precincts urban open space in grey distinguishes two dominant built forms within the urban environment. The smaller figure built forms, represent the residential clusters whereas larger figure built forms represent industrial and commercial clusters that are present throughout the BaySyth Precinct. With the information presented we can draw upon the amount of urban open space available as focus areas for potential future developments.

The BaySyth Precinct is primarily dominated by 2 prominent character areas, that being residential and industrial which are divided by the sites road network. Residential areas are characterised by low density housing and the Industrial areas are characterised by large block sizes low density nature.

Commercial activity occurs predominantly along Canterbury road lateral to the sites boundary and to the east the site contains a green wedge area which permits limited low-intensity industrial activities.

Areas within BaySyth consist of differing buildings ages that exemplify past and continual development of areas which formulate the precincts identity. Based on the analysis of building ages buildings are no greater than 75 years old. Continual and future developments may see new developments replace certain building ages due to the minimal heritage overlays throughout the precinct. Focus should be on establishing new heritage sites for the future to protect and continue historical presence.

Building heights recognisably reflect the aforementioned primary character areas and land uses. Whereby low density housing within neighbourhoods commonly consist of single storey brick dwellings, and medium sized backyards, intersected and divided by stand alone fenced structures.

Within the Industrial areas building heights compromise largely of 1-2 storey buildings with very limited 8+ storey buildings. By preforming this analysis we are able to understand the precincts current typology and reasoning to its low density nature.

Recognition of this, informs potential areas whereby increased building heights may be feasible for the design proposal section of the BaySyth Precinct Structure Plan.

Urban environments and their atmospheres are heated by the Urban Heat Island effect when vegetation is displaced by urban materials such as asphalt, concrete and tar, which are commonly associated in the construction of roads, rooftops, car parks and harsh built forms (Maroondah City Council 2018).

Evidently, the data supports that road networks, industrial, residential and commercial buildings radiate a highly disproportional amount of heat contribution (red/orange), when compared to green-spaces and tree canopies (blues/ greens). This demonstrates the importance of green space, particularly within modern urban environments in ensuring the urban heat island, continues and remains controlled.

Baysyth Precinct has a total population of 12,509 people with a population growth of 383 people from 2015 - 2020 which remains gradual in trend. The population of 3.16% during this period was significantly lower than that of Greater City Melbourne (12.5%) and Victoria (11.2%) This can be attributed to rising house prices, reduced birth rates and current covid-19 impacts to immigration. The ageing structure within the precinct is heavily dominated by young families with the most noticeable age brackets being 0-4yrs (6.9%), 5-19yrs (17.5%), 25-34yrs (15.4%) and 35-49yrs (22.1%). In terms of seniors the precinct has an ageing population of 12.3% which coincides relative to the state (15.5%) and national average (15.9%) (ABS, 2016).

Currently, Map 9 illustrates the BaySyth total population per SA1 areas. Based on the choropleth analysis it is evident that there is less population residing in industrial zones when compared to dedicated residential zones. A further look into SA1 (21263##) areas illustrates that a large proportion of the population resides in 21263: 01, 02, 11, 17, 18, 19, 23, 25, 26, 30. Using this data informs and highlights that areas of lower total population per/SA1 may be more suited for future infill developments and densification to support medium density housing and affordability.

For example, industrial sites’ open space is dedicated for car parking or industrial activities often covered in cement/asphalt (a major contributor to the UHI effect). Furthermore, established public open green spaces/parks provide residents opportunities for healthy & active lifestyles however transitional zoning from industrial areas to open space areas becomes problematic in terms of conflicting interfaces illustrated in provided images. Lastly, tree canopy coverage particularly along pedestrian interfaces is limited, offering reduced shade cover discouraging pedestrian activity, further contributing to the UHI effect (MCC, 2018).

Map 11, illustrates both the external and internal areas that BaySyth experiences in terms of public transport. There are two major train lines running adjacent to the precinct- Lilydale line and Belgrave line- of which the 800m catchment of Bayswater station falls just within the precinct boundary (southeast border), providing an external outlet service. A medium frequency bus network (30 minutes), links Bayswater Station to the surrounding area, including routes 664 and 679, allowing access to routes 737 and 690 via bus transfers. By evaluating its accessibility using 400m buffer catchments (Plan Melbourne, 2020), the bus network appears moderately accessible, however the infrequency of its operations seems to discourage patronage and user-reliability, which is supported by the 1.2% minority of total population only using buses as a mode of transport (ABS, 2016) (ProfileId, 2019).

Pedestrian Network Analysis of the pedestrian network identifies the existing concerns regarding pedestrian quality as well as areas of potential improvement.

Despite being relatively dense, the pedestrian network is of poor quality, especially along arterial roads & sub-arterial roads where pedestrian crossings are few and far between.

Additionally, footpaths are undivided and abruptly end, limiting pedestrian mobility and forcing pedestrians to interact with vehicles in high volumes of traffic. This is a significant concern for pedestrian safety, as it forces pedestrians to make unsafe crossings, especially on busy streets.

Bike Network According to council surveys, cycling as a method of transportation is unsuitable, unsafe, disconnected, and only fit for recreational purposes, which is further justified by the fact that only 0.3% of the local population cycle to work (ABS, 2016).

This statistic is supplemented by the prioritisation of car infrastructure and hierarchy of road networks. These key indicators, facilitate the continual dependency of cars aimed at maximising the flow of heavy traffic. Industrial: Low Density & Uniform Building Heights Industrial low density buildings are characterised by the horizontal maximisation of ground space rather than the vertical optimisation of building heights. Map 15 informs that the majority of industries are 2- 4 stories high and with 90% of industrial land already developed, the additional required 350 jobs needed annually to meet population growths (AEC group, 2014) highlights issues with the current low density built form. To achieve such target, vertical intensification/densification of building heights should be increased to create co-collaborative industry spaces.

Industrial Stormwater Contamination Map 15 indicates sensitive interfaces of industrial 1,000 m buildings within close proximity of waterway catchments. These areas are subject to stormwater contamination engendered by heavy industrial activities and serve as an ecological issue. Focus should be to re-zone these areas use to light industries to reduce interface severity and future stormwater pollution (Melbourne Water, 2020).

ISSUES: RESIDENTIAL BUILT FORM Low Density & Urban Sprawl BaySyth experiences low density and overly sprawled residential housing, which transpires from the outcome of BaySyth's’ populations preference and/or standard of living. Commonly these preferences consists of 1-2 storey buildings situated on large residential plots with medium sized attached private backyards, particularly within the identified SA1 areas located on map 16. Inherently, low density residential housing further facilitates the sprawl of other urban forms, which increases the demand for car use and dependency, as neighbourhoods become larger, and distances to essential services and amenities exceed idyllic walking distances.

Limited Residential Diversity Limited residential diversity refers to the common and continuous typology of residential buildings throughout BaySyth Precinct. The majority of residential buildings do not exceed 2 storeys in height, which pertains issues associated with the lack of supplied affordable medium density housing. With BaySyth’s common residential housing attracting a particularly wealthy demographic profile, it forcibly excludes financially disadvantaged demographic groups from housing ownership. This further contributes to a reduction in accessibility in lower income earners, which contradicts the existing Maroondah Vision, in terms of demographic diversity.

Strong Residential Character Areas Although deemed as an opportunity, strong residential character areas in terms of zoning, inhibits the feasibility of alternate zoning outcomes and overlay developments, particularly in the foreseeable future.

Meaning the existing low density residential character areas, as seen on map 16, are improbable to alteration, serving as an issue barrier to future infill densification.

Unsustainable Residential Building Typologies Evidence from history provides justification for the present sustainable housing typologies. The traditional post-war style is characterised by cream-brick structures, single glazed windows, and poorly insulated roofs and exterior walls. Using the existing industrial built form, adaptive re-use will transition the current industrial area into a creative and sustainable technology based industry hub, avoiding future potential sprawl.

An analysis of Rotterdam's RDM innovation dock as a case study illustrates the suggested design of adaptive reuse methods. The RDM block successfully transitioned into an environmentally friendly and co-collaborative workspace environment, prioritising sustainable transport by providing internal bike parking.

Action 1.2, describes the proposed development of multi-use areas within the appropriate locations shown on map 26 (red), offering diverse experiences that increase the attainability of a wider range of services and amenities, mitigating the current car dependency required for multi-use activities.

The case study of Studio One Eleven has been selected to demonstrate the typology of mixed use characters. In which the lower level contains shops, cafes, restaurants, and galleries. Integrated into the middle level, are offices and food halls, with the upper level of residential apartments, providing tenants increased access to a range of activities. The circled mixed use area will be the primary activity centre for The BaySyth Precinct as it situates itself centrally within the urban environment. Centrality of such activity centre supports the vast majority of surrounding.

In order to facilitate employment opportunities and improve access to services and amenities, with minimal environmental impacts. Action 1.3, refers to developing new innovative commercial centres. The Westside Pavilion in Los Angeles, California is a commercial area that stresses the significance of green roofing in the context of conventional commercial centres. Throughout the project, transitional planning removes the physical barrier to external pedestrian movement while allowing for internal movement to reduce conflict between pedestrians and cars. This is illustrated by the Footbridge, marked in A, both on the image and map, a concept likely to be implemented for BaySyth’s commercial developments.

In order to improve housing affordability and demographic diversity within BaySyth, Action 1.4 focuses on the development of medium housing density in appropriate locations. As a case study example, the 8 STAR-rated medium density housing project located in Northcote, demonstrates its success in achieving the 20-minute neighbourhood plan (Plan Melbourne, 2020 & Darebin Council, 2020). Achievability of such plan features shared mews for pedestrians and cyclists in providing the missing connection between local bike and pedestrian paths whilst supporting housing change and needs. The diversity of housing will attract new residents to highly accessible housing locations with reduced needs for air ownership. In addition to this, environmental and heritage agendas acknowledge the importance Indigenous history with 80% of the total species planted are Indigenous species (Darebin council, 2020). Such, case study strongly aligns with Maroondah’s 2040 cultural and affordability directions.

Action 2.3, road endpoints will be converted into pedestrian laneway extensions to improve pedestrian permeability and movement. The lines are illustrated in red on the map with an accompanying circle. A2.3 case study image shows Ringwood East in Maroondah integrating laneways into the built environment, demonstrating the power of this action. Indigenous murals, gardens, green walls, and street furniture adorn these laneways and have been shown to increase the effectiveness in achieving a 20 minute neighbourhood plan throughout Ringwood East successfully exemplifying the outcomes of laneway integration.

By implementing action 2.4, bus networks will be improved, providing increased coverage and frequency. Bus routes identified by lighter blue will ensure that areas of transport disadvantage will no longer be vulnerable. As a result of increasing bus frequencies to 5 minutes intervals during peak hours, ensuring patrons are provided with a reliable system. Drawing upon the sustainability scope of the vision, electric buses are to be adopted, Jiangsu Province China is a credible case study featuring elevated bus stop pods, dedicated rapid bus lanes, and also provides users with real-time bus updates via a mobile app.

Action 3.2 is concerned with proposing diverse entertainment zones of built form and “pop up” planning methods. The built form entertainment zones (blue hatch) aim to eradicate the common perception that industrial areas only serve as areas whereby industrial activity occurs. The aim is to challenge conventional industrial environments through strategically integrating diverse placemaking nodes. Moondog World in Preston supports these efforts as the brewery occupies a 1,500sqm industrial building which has successfully attracted a wide range of people outside of typical business hours who otherwise would have been deterred from this area.

Achieving this will be possible through integrating green roofs into the industrial and commercial building envelops to mitigate the rising Urban Heat Island effect aforementioned in the issues section. Rotterdams Revived Mixed Use Greening Project ( has been implemented as a case study to illustrate the intended outcome of this planning proposal, whereby it features interactive green roofs that cool 50% of the buildings prior radiated heat index (INHabitat, 2017). Implementing this as an action within the key direction will ensure future sustainability growths are achieved in contributing to Melbournes defence against climate change.

The implementation of Action 3.4 will see interactive, thriving and vibrant green spaces offer people of all ages the opportunity to experience a high amenity, high quality green space. With acknowledgement of Indigenous heritage these space will look to integrate recreational facilities, walkways, green infrastructure and pedestrian amenities through urban forms. To provide visualisation to such action, Moonee Ponds Strategic Opportunities Plan (City of Melbourne, 2019) demonstrates the re-vitalisation of the Moonee ponds waterway corridor in providing cohesive interfaces, active frontage and transitional development between urban built forms and ecological environment. Utilising formal planning practices, BaySyth’s future design proposals are assessed in terms of feasibility by Victoria’s current statutory planning guidelines and policies, at both regional and local levels. Thereby, such planning processes, determines the degree of proposal plausibility, informed at justifying and supporting future implementations, within the BaySyth’s urban realm. STRATEGIC PLANNING The BaySyth 2050 Re-Gen Precinct Structure Plan formulates a strategic methodology framework to present information regarding the sites current urban placement within Melbourne and Maroondah. Historical evidence shows that particular planning agendas have shaped the development and progression of urban elements within the Precinct, and with volatile climate forecasts, on the rise, planning agendas and strategies have shifted to more sustainable, innovative and adaptable ways of living. Through adopting a strong sustainable perspective held throughout the Precinct Structure Plan, the Issues and Opportunities evaluation underline the demand for post-industrial regeneration, aimed at mitigating the urban challenges, complexities and barriers associated with industrialresidential environments.

Therefore, the BaySyth 2050 Re-Gen Precinct Structure Plan provides viable and justified design proposals targeted at transitioning the prominent isolation of industrial and residential land parcels into a fully-cohesive, vibrant, safe, affordable, sustainable, green and economically prosperous community that welcomes diversity and fosters a strong identity for years to come.
