OUR NEXT CHARITY HOUSE

At the end of June, we bid a fond farewell to CEO Michael Hopkins after nine years of loyal service. Michael has shown incredible dedication to his role as CEO, tirelessly advocating on behalf of members for positive change in the building and construction industry. I would like to personally thank Michael for the many great things he has achieved for Master Builders ACT, including expanding our apprentice training, establishing programs for women in construction, leading our industry through the COVID pandemic and helping to raise more than $2million for local charities through our charity house projects. I wish him all the very best on his new adventures.

Discussions are currently underway with Hands Across Canberra about the construction of the next MBA Charity House in Whitlam. This will be the fifth charity project undertaken by MBA and Hands Across Canberra, and the latest exciting phase in a long and fruitful partnership.

You can read more about our long association with Hands Across Canberra in our article on page 29.

I am confident we will be in very good hands with the appointment of our interim CEO Ziad Zakout. Ziad is MBA ACT’s Finance Director, and will bring experience and stability to the role while the Board recruits a permanent CEO.

Discussions are currently underway with Hands Across Canberra about the construction of the next MBA Charity House in Whitlam.

MBA ACT CELEBRATES 100 YEARS IN 2025 Next year marks the 100th anniversary of Master Builders ACT. We are planning a year full of celebration and reflection, and will be inviting our members to participate in events and share their stories to mark this important anniversary, so stay tuned!

I would like to thank you for placing your trust in me to lobby on your behalf on the issues that matter. I am confident that my replacement will continue to carry the torch for the industry.

The last several years have not been an easy road, for all of the obvious reasons. Escalating cost of construction, labour shortfalls, increased regulation and a lack of certainty are having profound effects on our member businesses.

Despite these challenges, there has still been plenty to celebrate. At the 2024 Civil Contractors Federation Earth Awards in May, we recognised the crucial, but sometimes overlooked work of civil contractors in building the crucial

‘Unseen’ heroes of Canberra construction honoured at the 2024 CCF Earth Awards The work of civil contractors is not always immediately visible, but it is essential. On Friday 31 May 2024, the unsung heroes of building and construction in Canberra traded their high-vis for dinner jackets and cocktail wear and gathered at Hotel Realm in Barton for the 2024 Civil Contractors Federation CCF Earth Awards.

This annual awards night shines a light on the complex work to deliver capital works, bridges, roadways, sewer systems and other crucial infrastructure. This year’s awards

highlighted projects that achieved outstanding results under often-challenging circumstances.

CCF ACT President Nick Zardo addressed the challenges facing the industry, and encouraged attendees to hold their heads high and be proud of the contributions they have made to the built community under difficult conditions. Outgoing CEO Michael Hopkins also addressed the crowd in his last CCF Awards ceremony, calling for a united voice across the civil and building industries when advocating to government.

This year’s awards were MC-ed by Australian cricketer Holly Ferling, and featured an inspiring and energetic address by keynote speaker Daniel ‘FuZZ’ Walker, a former fighter pilot in the US Air Force and lead consultant with Afterburner.

A joint effort by Wodens, Capital Estate Developments, and Spiire earned them both the prestigious 2024 Civil Contractors Federation ACT Project of the Year award, and award for Project Value $30 to $70million for their outstanding work in civil engineering, landscape architecture, and water engineering services for the growing Denman Prospect community in Canberra.

The project achieved great success with the team’s exceptional project and construction management and a commitment to industry best practices. It also raised the bar in terms of construction methods and sustainable design.

One notable aspect was the use of earthworks modelling technology, which provided a 3D visualisation for accurate planning and efficient coordination among different teams.

Complex Co successfully delivered the Woolley Street Dickson Precinct Capital Works program, improving public amenities and turning the precinct into a vibrant space for the community.

As part of this efficient, sustainable and cost-effective project, they delivered pedestrian priority crossings, upgraded lighting, water sensitive urban design raingardens, trees, shrubs, feature seating nodes, and sculptures.

An innovative approach was key to the success of the project.

Sponsored by Civil Construction Hire Cord Civil’s Kent Street and Novar Street Intersection Upgrades project was a major undertaking. The goal was to improve traffic flow in the busy Deakin and Yarralumla business districts by modifying and adding signals to the intersection.

Additionally, the project included modifying the Kent Street bridge and constructing wide shared paths for cyclists.

Despite facing some unique challenges, Cord Civil successfully completed the project to a high standard, benefiting the community with these much-needed upgrades.

Wodens effectively managed this groundbreaking program to relocate 132KV powerlines underground, in a first for the ACT. The project involved trenching 24.5km along the 9.5km construction corridor across Whitlam and the Molonglo Valley.

More than 20,000 individual 200 millimeter conduits were installed and backfilled with over 40,000 tonnes of special thermal resistivity sand. Special consideration was given to the unique environmental challenges posed by the long active work corridor, resulting in an innovative solution and successful outcome.

Wodens created a tailored WHS Management plan for The Denman North Package 2 project that focused on practical, people-centred methods for identifying, evaluating, and controlling risks. The Denman North property is located on hard quartz and quartzite rock with significant groundwater challenges.

Congratulations Wodens.

The steep slope of the land required significant earthworks with cut and fill depths exceeding 5.0 meters, leading to the need for extensive blasting. More than 200,000 cubic meters of rock were blasted and moved without incident.

A highly cautious approach was taken to the blasting activities to ensure they were carried out safely, with no flying debris, unexploded charges, or violations of blasting procedures throughout the project. Congratulations, Wodens.

WHAT IS IT LIKE WORKING AT COMPLEX CO.?

Working at Complex Co. has provided me with the opportunity to be part of both large and small operations, challenging me and allowing me to grow as an engineer.

WHAT CHALLENGES OR BARRIERS HAVE YOU FACED AS A WOMAN IN THE CONSTRUCTION INDUSTRY?

As the winner of the 2024 Civil Contractors Federation Outstanding Woman in Civil Construction, Hannah Pearce from Complex Co. is an inspiration to women in the construction industry. In a recent Q&A, Hannah told us how she came to be so passionate about her work as a civil engineer.

HOW DID YOU COME TO BE AN ENGINEER? I have been interested in Engineering since taking the subject in high school, where a fantastic engineering teacher pointed me in the right direction. Motivated by this early inspiration, I applied to study engineering at university, initially uncertain about which major to choose. As part of my university curriculum, we were encouraged to gain industry experience prior to graduating. During this time, I worked on a couple of smaller civil projects, which helped me discover my passion for civil engineering. I’m a Canberra gal, having grown up here, but I’ve had the opportunity to work all over Australia.

WHY ARE YOU PASSIONATE ABOUT YOUR WORK? Living in the community that I work in allows me to experience firsthand how our projects benefit the local area, which fuels my passion for my work. I feel a deep sense of pride when I can showcase a project I’ve been a part of, or a job my team at Complex has completed. A great example is the Umbagong Bridges, which I proudly show off during my evening dog walks with my friends. My passion also extends to mentoring, as I take immense pride in seeing the quality work produced by those I’ve guided.

A big challenge has been breaking through traditional gender barriers and overcoming stereotypes. While this obstacle has been significant, it has also shaped me into a more resilient and determined engineer. Specific issues I have faced include limited representation, biases, and the need to prove oneself repeatedly. Thanks to my mentors in the industry, I navigated the challenges without causing too much mayhem. Now, I have much to offer as a mentor for junior engineers, helping to pave the way for the next generation of women in construction.

WHAT DO YOU THINK COULD BE DONE TO ENCOURAGE MORE WOMEN INTO THE BUILDING AND CONSTRUCTION INDUSTRY? I believe early and greater exposure to the benefits of working in this field is crucial. I had the opportunity to study engineering early in my education, which led me to find and thrive in an industry I initially knew little about. Providing young women with information about the vast number of roles within the civil sector can spark their interest and show them the potential for a rewarding career. I’ve worked all over Australia, and the experience of working in remote communities with some of the outwardly roughest but loveliest people is something I can recommend to everyone.

Highlighting these less obvious benefits of the industry may lead to increased participation from women. Also, creating supportive environments and offering mentorship programs can help women navigate the industry and overcome common challenges.

IF YOU HAD ONE PIECE OF ADVICE FOR WOMEN WHO ARE THINKING ABOUT ENTERING THE CONSTRUCTION INDUSTRY AS A WHOLE, WHAT WOULD IT BE? Don’t be afraid to fail; each challenge is an opportunity to grow and succeed with resilience.

Navigating the future of construction with the University of Canberra

UC’S NEW GRADUATE CERTIFICATE IN BUILDING AND CONSTRUCTION INFORMATION MANAGEMENT IS SET TO MAKE IT EASIER TO ATTAIN AN ACT CLASS A BUILDERS LICENCE. The Australian construction landscape is changing, with ACT Class A Builders licensing laws requiring you to have a completed tertiary qualification in order to apply for or renew your licence. Staying current with legislation and technology is no longer a luxury – it’s a necessity. But who has the time to do a full degree, especially with years of experience already under your toolbelt?

Recognising the growing demand for industry upskilling, the University of Canberra’s (UC) new, fully online Graduate Certificate in Building and Construction Information Management (GC-BCIM) aims to fill the gap.

‘We’ve specifically designed this course for building construction professionals. Whether you’re currently licenced, looking to apply for a builder’s licence, or own your own business, this course is relevant to everyone in this space,’ says Nethmin Pilanawithana, UC course convenor of Building and Construction Management.

‘We know there’s a growing demand for tertiary education in construction that addresses challenges and requirements in the industry, especially in the ACT and NSW. Our certificate is completely made for this audience.’

HOW LONG DOES THE COURSE TAKE, AND AM I ELIGIBLE? UC’s Graduate Certificate in Building and Construction Information Management takes 12 months, part-time to complete. Split over 2 semesters with breaks in between, it’s only 8 months of total study time. Because the course is offered part-time and self-paced, students can study alongside their full-time work commitments. Applicants can be accepted using their work experience and don’t need an existing university qualification to apply.

Adding to the appeal, prospective students can study with reduced fees. UC’s new certificate has been approved for Commonwealth Supported Places (CSP) – an Australian Government scheme that pays eligible students* a portion of their tuition fees.

‘We’re really proud to offer this certificate to students at a reduced cost, in addition to being fully online. We’re always striving to make our courses as accessible as possible,’ says Nethmin.

WHAT’S COVERED IN THE CERTIFICATE? Across four units, students will gain expertise that aligns with current practices in building construction management. This includes an introduction to state-of-the-art Building Information Modelling (BIM) technologies and practices. The course also covers procurement and project management, supervision of building works, and the latest information on building quality standards and legislation.

One of the standout features of the GC-BCIM is its recognition by the Australian Qualifications Framework. ‘This tertiary qualification can contribute towards meeting the criteria for obtaining an ACT Class A or B building license, subject to certain conditions,’ says Nethmin. ‘While each state has its own requirements, we’ve designed the course to have a national relevance, while also addressing specific needs for our ACT and southern NSW-based community.’

On the technology side, students will access industry-standard software programs like Autodesk Revit, Navisworks and Microsoft Project from the comfort of their home.

After successfully completing the graduate certificate, graduates will be able to use their proficiency in CAD, BIM and project management systems to advance their career in the technology side of construction.

Meet Ziad Zakout, our Acting CEO

With five years under his belt at Master Builders ACT, Ziad Zakout has a strong sense of the core values and functions of the association. Coming from a finance background, he has had the chance to get to know every area and function of the organisation, making him an ideal candidate to lead the MBA during this period of transition.

As he moves from his role as Finance Director to Acting CEO, we spent some time getting to know the person behind the title.

HOW LONG HAVE YOU BEEN AT MASTER BUILDERS ACT, AND WHAT ROLES HAVE YOU HELD? I have been at the MBA for almost five years now. I started in 2019 as a Financial Accountant, after which I was promoted to the Finance and Systems manager. Last year, I became the Finance Director. My time in the finance team at MBA has given me broad oversight in the many functions that the organisation has, whether that be our member services, events, training or fidelity fund.

TELL US A BIT ABOUT YOURSELF. My family originally comes from Palestine. I moved to Canberra when I was two years old, and I have been here ever since. I went to local Canberra schools, and I graduated from the University of Canberra in 2009. I completed my Graduate Diploma of Chartered Accounting in 2013, and have been a member of Chartered Accountants Australia & New Zealand since 2014. Prior to joining the MBA I worked for a local ACT residential builder, which gave me valuable knowledge of the issues that impact our industry. I am now married to my wonderful wife and we have been blessed with two amazing children.

WHAT MAKES YOU EXCITED ABOUT THE ROLE OF ACTING CEO? I’m looking forward to meeting and getting to know more of our members. As finance director, I haven’t had many opportunities to meet face to face with members, so this will be new and exciting for me.

WHAT DO YOU LIKE TO DO IN YOUR SPARE TIME? I love to travel to different countries around the world. I like to experience different cultures and learn from them, and to grow personally. It really helps build an appreciation of Australia, and helps me realise how lucky we are to live in this great place. I would say a trip that has impacted me most was my first trip to Palestine. I have never met such a hospitable and kind group of people in my life. There was one time I found myself alone in a small village and I didn’t speak Arabic very well. I did not know how to get back to the big city, and my taxi trip to get me there was unsuccessful. As soon as the locals found out I was a lost foreigner, everybody helped me to get to where I needed to go, and they offered me money to help get there.

That experience really instilled in me the true value of kindness and generosity to strangers.

WHAT DO YOU LIKE ABOUT WORKING AT MASTER BUILDERS ACT? I have never worked with such a great team of people. We have built a really strong work culture where the team has each other’s back. We have a diverse group of people with a diverse skill set working together for a common goal.

WHAT DO YOU SEE AS THE MOST IMPORTANT THING THAT MASTER BUILDERS ACT DOES? We support our members when they need us, whether it is HR advice, legal advice, training, or government advocacy.

7-STAR HOUSING PERFORMANCE MADE AFFORDABLE The updated National Construction Code has made 7-star compliance a must-have for new builds in Australia. Supaglass have been crucial in helping builders and their clients affordably meet this requirement, embracing innovation and thinking outside the box to deliver cost-effective solutions. According to General Manager Steve Whitbread, part of their future strategy is to source lower-priced, but equally-performing alternatives.

‘By importing ultra-high performance thermally broken double and triple glazed window suites not available from Australian manufacturers, we’ve been able to halve the costs compared to imported European window systems,’ says Steve. ‘Being able to offer equally performing alternatives at an affordable price is an advantage no other local window supplier is able to offer.’

THE ‘GLASERATI’: TAKING THE HEAVY LIFTING OUT OF WINDOW AND DOOR INSTALLATION The increased complexity of window installation is a major hurdle facing Canberra’s custom home builders. ‘Large panoramic windows and doors are now the ‘norm’ in modern home design, and this adds a lot of weight to glazed windows and doors,’ says Steve. ‘7-star ratings also require heavy double or even triple glazed windows as a minimum.’

Enter the aptly-named ‘Glaserati’. The Quattrolift Vector 500OR glass lifting robot was purchased by Supaglass in April 2024, and can lift and carry windows up to 500kg. At just 800mm wide, it can fit through the tightest of doorways, while pump-up tyres provide semi-off-road capability for especially rugged sites. Despite its petite appearance, the ‘Glaserati’ has been used for installation of large glass panels on commercial sites, most recently installing huge 17.52mm thick custom laminated shop front glass with 38mm thick structural glass fins at Marcus Clarke Street in Canberra City.

A GREENER APPROACH TO COMMERCIAL WINDOW PROJECTS Supaglass are strongly committed to green building practices, prioritising low-carbon materials and green manufacturing processes. As a major step towards reducing their environmental footprint, in 2018 the company installed a 100Kw PV Solar Panel system covering their entire factory roof space, reducing their carbon emissions by 141,000kg of Co2 annually. How the Canberra building industry gives back

Master Builders ACT has a strong connection with the local community that goes beyond building the infrastructure needed to house our population. Our members have long been a beacon of hope in our community through committed fundraising, resulting in millions of dollars being raised for various charitable organisations and the delivery of several charity houses in the past two decades.

Peter Gordon, CEO of Hands Across Canberra, gave a special address about the incredible work they are doing to support charities across the Canberra region. The event was capped off with a keynote address from former Australian test cricketer Greg ‘Fat Cat’ Ritchie.

A BIT OF BIFF: CRICKET FUNDRAISER EARNS $15K FOR HANDS ACROSS CANBERRA For 12 years, Hands Across Canberra (HAC) has contributed over $20million to the charitable ACT community. As a major contributor to HAC, Master Builders ACT were keen to gather our members and hit the pitch to raise funds for the charity ahead of their fifth annual ‘Hands Up for Canberra’ Giving Day. So, armed with bats, balls and steely determination, on Friday 1 March several of MBA ACT’s members joined forces with the ACT Meteors, Canberra’s women’s cricket team, for a day

Members who took part included Kane Construction, Sunny Homes, Scope Project Group, Alliance Building Group, ACT Steelworks & Complex Co, CDC Data Centres and Intravision. The winning team on the day was Scope Project Group, under their team name ‘Hatrick Swayze’.

In an incredible effort from all involved, the event helped raise $15,000 for Hands Across Canberra and their associated local charities.

BROADWAY BOWLS BONANZA TAKES SHAW FUNDRAISING TOTAL TO OVER $1.6 MILLION

Shaw Building Group is a long term supporter of Carers ACT, raising funds for the organisation each year with their charity bowls day.

The event gets bigger and better every year, and on Friday 22 March, guests dressed to impress with a fun Broadway theme and came together for a day of lawn bowls. With over 180 people in attendance, the event raised over $136,000, taking Shaw’s total charitable contribution to over $1.6 million in the last 19 years.

The continuing legacy of Master Builders and Hands Across Canberra

ZANGO, MBA ACT, HANDS ACROSS CANBERRA AND KANE CONSTRUCTIONS STAFF OUTSIDE THE STRATHNAIRN CHARITY HOUSE AUCTION ON 23 MARCH 2023.

After 12 years at the helm of Hands Across Canberra, outgoing CEO Peter Gordon is well-placed to comment on just how important the contribution of the building and construction industry has been to supporting local charities in their fight against disadvantage in the community.

Through the philanthropic efforts of its members, Master Builders ACT has been able to redirect around $6 million to Hands Across Canberra over the years.

‘Without the construction industry, and MBA ACT in particular, the fundraising ability of Hands Across Canberra would be severely constrained,’ says Peter. ‘Without relationships with businesses like Renaissance Homes, Kane Constructions, Ginninderry, and others, we would be much less connected with the community.’

He added, ‘The building and construction industry, through MBA ACT, has been the biggest contributor to our fundraising efforts, and have really been behind our mantra of “Give Where You Live.”’

The strong connection between Master Builders ACT and Hands Across Canberra is not a coincidence, but the result of strategic planning and collaboration. In discussions in 2013 with then-ACT Chief Minister Katy Gallagher, the idea was born to connect with Hands Across Canberra. With a land grant from the Land Development Agency, MBA ACT oversaw the delivery of a charity house in Franklin, built by Classic

Constructions with the wonderful foresight of former MBA ACT executive director David Dawes. A significant portion of funds were directed to Hands Across Canberra, marking the beginning of a fruitful partnership that continues to this day.

Following the success of the Franklin charity house, a dual site in Deakin was generously offered, allowing Andrew Kerec and the team at Renaissance Homes to construct two exceptional properties. Sadly, the Kerec family had been hit by tragedy, and this Deakin build provided an excellent opportunity for them to turn their tragedy into a generous contribution back to the community.

Canberra is sometimes portrayed as a very privileged and affluent community quarantined from the hardships facing the rest of the country. Whilst there is privilege and affluence, there is also a lot of hardship that goes unnoticed by many, except for the 300 or so charities operating in the city and nearby region with the support of Hands Across Canberra along with the Snow Foundation and the John James Foundation. This is why it is crucial for industry to give back where they can.

Catherine is the Founder and Director of think tank Salon Canberra and an Adjunct Professor in the Faculty of Arts and Design at the University of Canberra. She’s held several highprofile roles, including with the Property Council of Australia.

‘On large projects the small details matter; the treatment of colour, the materials we choose, how each person will interact with the spaces. Every project is special, and we collaborate closely with every client to tease out the special details,’ Alisa says.

architecture to sailing: ‘Layering and changeability: this is the key, the combination that is worked into most of my buildings.

Occupying one of these buildings is like sailing a yacht; you modify and manipulate its form and skin according to seasonal conditions and natural elements, and work with these to maximise the performance of the building.’

James Andrews agrees. ‘We always start with the function first, and then make the building look good. The design process is an exercise in problem solving’, he adds.

Functionality must be considered across multiple dimensions so each building is environmentally sustainable and economic today and can adapt as its purpose inevitably changes over time. The secret is a ‘loose fit, long life’ approach.

Rather than imposing a set style, good architecture responds to its unique site and purpose. James Hetherington refers to a quote by Glenn Murcutt, one of Australia’s foremost and internationally renowned architects, who compares

3 Million Tonnes and Counting: ACT Recycling Marks 20 Years of Reducing Building Waste in Canberra ACT Recycling are true pioneers in managing and recycling construction and demolition waste in Canberra. Over two decades, this family-owned business has established itself as a local trailblazer when it comes to reducing and reusing construction waste.

But the biggest achievement has been their environmental impact: in the last 15 years, they have successfully diverted more than 3 million tonnes of waste away from Mugga Lane Landfill, significantly reducing the Canberra building industry’s environmental footprint.

With 20 million tonnes of building waste ending up in landfills every year, companies like ACT Recycling are breaking the cycle and finding innovative ways to reduce the impact of building waste.

Looking to the future, the Management Team believe there needs to be better education around recycling, especially building waste, for people to truly understand its potential value. As for the future of sustainable building, the Management Team acknowledges the immense potential of waste-to-energy as an additional solution to resource recovery and recycling.

In the case of ACT Recycling’s founder Manuel Samarkos, all it took was learning to look at things from a different angle. 20 years ago, he realised that instead of simply disposing of construction waste, there was potential to extract valuable resources such as asphalt, concrete, and rock for reuse in various applications like building sites, landscaping, drainage, and roads.

From here ACT Recycling grew, fostering a culture of sustainability and environmental responsibility. Over the past two decades, ACT Recycling has grown from a small family company to employing more than 50 people. Today, the company services over 900 regular customers.

‘Energy from Waste (EFW) is a good option and should be used in conjunction will all other forms of clean energy,’ says General Manager Tanya Zantis. ‘We can reuse and recycle first, which is the cornerstone of any great recycler, and then use the remaining residuals to create energy as opposed to burying such valuable resources.’

Diversity in the construction industry is more important than ever. The Master Builders ACT International Women’s Day Lunch held at the National Gallery on 6 March 2024 was an opportunity to reflect on the need for greater female representation in an industry traditionally dominated by men.

The event celebrated the invaluable contributions of women to the construction sector and how their unique perspectives and skills bring a fresh and innovative approach to projects.

In front of a sold-out audience of more than 200 local construction industry leaders, Minister for Sustainable Building and Construction Rebecca Vassarotti spoke of the opportunities to boost female participation in construction leadership positions, saying ‘if we invest in women, we accelerate progress.’ Master Builders ACT President Frank Porecca echoed this sentiment, stating ‘it’s up to you all here today to impress on young women the importance and the available opportunities that exist within our industry.’

Exclusive look at War Memorial project for Canberra women in construction PROJECT MANAGER JASON MALMUR, KANE CONSTRUCTION

On 7 May 2024, the Master Builders Women in Construction learning event held at the Australian War Memorial gave attendees a unique opportunity to witness firsthand the Memorial’s ongoing $550 million transformation project. The most highly subscribed learning event in recent times, it offered an exclusive chance to explore the construction site and see the incredible work going in to redeveloping and expanding this national icon.

Accompanied by the Kane Construction project team, including Project Manager Jason Malmur, Project Engineer Taylor Perrin and Services Engineer Daniel Wynn, attendees enjoyed a close look at the new forecourt, the recently reopened Parade Ground, and the formwork for the stunning oculus ‘skylight’ feature which will form the centrepiece of the Memorial’s new southern entrance.

The project team shared valuable insights into the complexities of such a large-scale construction project. A key challenge included undertaking significant earthmoving and demolition work while keeping the Memorial operational and open to the public, which required some serious innovation and ingenuity.

20 years of MBA ACT membership for Build Professional BUILD PROFESSIONAL DIRECTOR MATTHEW HALL

Celebrating 20 years as a member of Master Builders ACT has given Build Professional’s Director, Matthew Hall, a moment to reflect on how his time in the construction industry has evolved.

Matthew undertook his carpentry apprenticeship with the MBA, before trekking to Japan where he spent four years playing professional rugby. The building game called him home, inspiring him to return to Canberra to start his own business.

In 2004, Matthew launched Hall Building Services, offering the construction of new homes, extensions, and renovations. The company’s first project was a new duplex in Yarralumla, and it is a project Matthew remembers fondly; the day he poured the footings was the day he welcomed his first-born daughter.

Luckily, the timing worked out for both.

2010 saw the company rebrand and solidify their niche, and Build Professional, Canberra’s Design and Build Extension Specialist, was born, offering a complete in-house design and build service. Over the years, Build Professional has won numerous awards with the MBA, the HIA and the BDA. For Matthew, it isn’t all about awards and accolades.

‘While receiving award recognition is fantastic, our greatest achievement is always our client relationships,’ he says.

‘We love enhancing our clients’ lifestyles through improving their homes. We’re extremely proud of the more than 300 transformed homes, lifestyles, and relationships we have built.’

Matthew recognises that none of Build Professional’s success could happen without his team. ‘My team have been an integral part of Build Professional since its inception. They’re like a family, and that extends to our suppliers and subcontractors. We are just good people doing good things for good clients, it’s as simple as that.’

Matthew is an engaged member of Master Builders ACT, with Build Professional regularly participating in the awards program and the MBA Women Working in Construction group.

Earlier this year, their apprentice was awarded the MBA ACT Apprentice of the Year.

‘I have had a wonderful association with the MBA over the years.

They have guided me in many ways, advocating for government change on behalf of members. It’s holistic, professional and there is no way that I would be where I am today without the MBA.’

It has been a very busy start to the year since taking on the role as National CEO of the Civil Contractors Federation National Office in Canberra in January.

First of all, who are the CCF? The Civil Contractors Federation (CCF) is the only registered organisation representing the civil infrastructure industry on a national level in Australia. The CCF serves as the voice for 1,800 businesses, ranging from large companies with over 1,000 employees to small businesses spread across various towns and cities.

The CCF plays a pivotal role in advocating for industry policies that are crucial for the civil sector’s growth and sustainability.

Key areas of focus include workforce development, regulatory frameworks, and infrastructure investments. Instead of viewing it through the narrow lens of electoral cycles, the CCF advocates for a strategic, long-term approach that considers the infrastructure needs of the next 15 to 20 years.

Exciting projects here in Canberra like the ACT Light Rail and road infrastructure developments in the Molonglo Valley and West Belconnen are better connecting the capital and unlocking housing opportunities for thousands of Canberrans looking to buy their first homes.

We know that without substantial investment in civil construction, the residential sector will continue to face shortages and rising prices. For every dollar spent by the government or developers on housing, an equivalent investment is needed in civil infrastructure.

One of the major events on the CCF calendar is the National Infrastructure Summit and Earth Awards, which will be held in Canberra on November 21 and 22, 2024. This event promises to be a platform for influence, connection, and collaboration, attracting industry leaders and policymakers. Scheduled around the time of the next federal election, the summit will provide a critical opportunity to discuss and shape the future of Australia’s infrastructure landscape.

Lodging a development approval? Soon, you’ll need a licence

The ACT has become the first jurisdiction to introduce licensing for property developers, now that the Property Developers Bill 2023 has passed. While the Act won’t take effect until 2025, and there will be a reasonable transition period, it is important for members who are builders and developers to understand the new obligations they will face once the Act commences.

Since the notion of developer licensing was included in the Parliamentary Agreement between the Labor Party and the Greens, Master Builders ACT has been raising concerns with the ACT Government about the effect the legislation will have on investment in the ACT property market, and the overall Territory economy.

WHAT IMPACTS WILL DEVELOPER LICENSING HAVE? We are yet to see all the final details, but broadly speaking, the new developer licensing will require anyone who is lodging a DA, selling an off-the-plan contract, or engaging in ‘development activity’ to hold a developers licence. We have been advocating to ensure that the scope of who is considered to be a property developer is reasonable and not exhaustive. We have also been lobbying to ensure that obtaining a licence is an affordable process. We hold concerns this will not be the case, given the ACT Budget is predicting that licensing fees will earn the Territory close to $1.7m each year after its commencement.

GOOD INTENT, BUT INCREASED ADMINISTRATIVE BURDEN Let’s be clear: Master Builders ACT supports the intent of this legislation, that is, to improve building quality in the Territory.

However, this is being introduced at a time when there have already been 125 new regulations and laws passed for the ACT building and construction industry, and the residential industry is facing a significant downturn. Introducing further administrative burdens is unlikely to attract investment, which really puts the Housing Australia targets at risk.

We remain concerned about the lack of alignment between this legislation, and the Building Act and builder obligations and responsibilities. This will only add to uncertainty and lead to litigation. Master Builders ACT has been calling on the ACT Government to avoid rushing through the legislation, and rather work through these really important issues.

We encourage members to reach out if they have specific concerns about this legislation, and attend our upcoming August sector meetings for further updates. Member seminars will also be held once further information is available.

UBCP: PAVING THE WAY FOR FUTURE BUILDERS The Understanding Building and Construction Pathways (UBCP) program is a key initiative that introduces female and gender diverse secondary students to the building and construction industry. The program is currently in place in four ACT public schools and is structured as follows: Year 8: open to all students, the program introduces students to the industry, addresses bias and aims to create a shift in industry perception, supporting students to make informed career choices for the future.

Years 9 & 10: female and gender diverse students receive the opportunity for work experience in building and construction.

The initial stages of the program can lead to Year 11 & 12 female and gender diverse students receiving the opportunity to undertake an ASBA in Cert II Construction Pathways, including rotating between 2 to 4 industry sectors across school-based apprenticeships. The apprentices are employed and managed by the Australian Training Company (ATC), as a GTO (Group Training Company).

Launched in 2022, UBCP offers a comprehensive introduction to the construction industry, featuring guest speakers and hands-on training. We are proud to sponsor introductory cards for participants and support a dedicated role in the Office for Women in secondary schools to guide them through their construction pathways.

Anita Hac, Industry Program Coordinator for the Office for Women and a leading advocate for women in construction, says, ‘Programs like UBCP are crucial in breaking down barriers and providing young women with the skills and confidence they need to succeed in this industry.’

The TFA remains committed to supporting women in the construction industry through comprehensive training, mentorship, and advocacy.

Our support also extends to innovative training programs, such as a range of initiatives at Lendlease CIT Woden. Shortages, licensing and infrastructure hot topics at industry luncheon

On Tuesday 9 April, MBA ACT members gathered at the National Press Club to hear from the three ‘Chiefs’: Chief Planner Ben Ponton, Chief Engineer and Director-General of Major Projects Canberra Gillian Geraghty, and Chief Architect Catherine Townsend.

The panel were quizzed by MC Ross Solly on their top three priorities in each of their roles, with a common theme surfacing that all Chiefs were eager to ensure openness and discussion continued between industry and the ACT Government.

The panel discussed the current workforce shortages that are affecting the building and construction industry, and whether that was impacting the industry’s ability to deliver some of the infrastructure planned for the Territory. It was noted that workforce challenges and capabilities are also impacting the government. Important themes of safety, getting paid on time and ensuring that all workers on a project have their wellbeing prioritised was a key message from Major Projects Canberra Director-General, Gillian Geraghty.

When it was time for the audience to grill the panelists, licensing was a hot topic, with support for trade contractor licensing and hesitation at the incoming developer licensing regime dominating the agenda.

Concerns were raised about the lack of a long-term infrastructure plan for the Territory, something that the MBA has been requesting from the ACT Government for some time. Having this plan would allow local contractors to better plan their workforces, prepare for peaks and troughs and ensure they are able to continue to operate. After all, we know that for every dollar spent in construction, the local economy benefits threefold.

New home targets too ambitious in current climate SHANE GARRETT, MBA AUSTRALIA CHIEF ECONOMIST

In his latest snapshot of current economic conditions and trends in construction, Master Builders Australia Chief Economist Shane Garrett gives some insights into what’s happening with new home construction loans, who is applying for them, and what is affecting the ACT’S ability to meet ambitious new housing targets.

Economists working in the Australian construction industry are spoiled for choice when it comes to data and statistics. Each month sees the release of data around home lending, building approvals and more, shedding a fascinating light on what’s going on in different markets.

EXISTING DWELLINGS FAVOURED OVER NEW BUILDS In March, data shows that only 28 new home construction loans were granted in Canberra. In contrast, 743 loans were given for the purchase of existing dwellings, showing a clear lack of demand for building activity.

INVESTORS OUTSPENDING OWNER-OCCUPIERS ON HOME CONSTRUCTION The split between owner occupiers and housing investors is also interesting. In March, housing investors made up 40% of new home construction loans. What’s remarkable is how much investors are willing to spend on building new homes. During that same month, the average loan size for investor home construction was $836,400, far surpassing owner occupier loans at $582,400. Additionally, investors have been borrowing more than owner occupiers to purchase existing dwellings at $632,100 versus $579,600. Investor demand is bringing more rental homes to the market in Canberra, which has experienced rising rents and low vacancy rates for years.

CURRENT MARKET CONDITIONS HINDERING HOUSING TARGETS The new National Housing Accord, effective from July, aims to create 1.2 million new homes in Australia over five years.

This is an ambitious target, as this level of new build output has never been achieved on such a large scale. While specific targets for each state and territory are yet to be finalised, the ACT is expected to contribute around 21,000 homes over five years, based on population shares. However, the current market conditions are hindering the ability to meet this target. Builders in the ACT are cautious about expanding their operations due to recent experiences and the risks associated with expansion.

GREATER GOVERNMENT SUPPORT NEEDED TO GET BACK ON TRACK The ACT may still achieve its Housing Accord target, but it requires greater support from the government. There have been some wins: the recent federal budget had positive measures for housing, workforce development and skills.

Recent economic modelling from Master Builders Australia confirmed that federal government actions in housing were already producing benefits. The Cost of Letting Productivity Slip report also showed that existing government housing initiatives could add around 42,880 homes to Australia over five years. However, there is a risk that labour shortages, ongoing industrial relations changes, and high building material costs may erode these gains.

Under such a combination of unfavourable circumstances, the CIE’s results indicate that the net benefit of the federal government’s housing supply programs would amount to just under 8,700 new homes, far lower than what would be the case if supply side settings were favourable. The chart below illustrates this.

The reality is that build times for new homes remain much longer than they were before the pandemic. This is especially true for the higher density dwellings that form the backbone of the Canberra market. Our local government needs to act more quickly to help new housing projects hit the ground faster and skew the risk calculus more favourably for builders and developers. Doing so will not guarantee that we reach our Accord targets, but it will give us a much better chance.
