Learning to share, at city’s Birds of a Feather Fest

When I parked at City Hall for the Birds of a Feather Festival on Feb. 10, I happened to pull into a space across from a nearly identical vehicle that I was driving: a red mini van. That gave me a brilliant parenting idea: I could use these mini vans as an object lesson to teach my daughters, 8-year-old Ellie and 3-year-old Kennedy, how to identify birds. “So, Ellie, how do you think we’ll be able to tell which van is ours when we come back out?” I began. She looked at them both and said, “Our van is the dirty one.” My object lesson was a dud, but we had a fun time at the festival. We sat in the front row under a canopy and listened as Laura VonMutius, education manager for the Audubon Center for Birds of Prey, intoduced us to Trouble, a 32-year-old bald eagle with a sixfoot wingspan. Apparently, eagles pant like dogs when it’s hot outside. We also learned that beaks are made of keratin, like human fingernails, so an eagle’s beak has to be ground down regularly against a

But many don’t realize there are lots of opportunities to stay healthy while also cutting medical expenses. You also can save money with most insurers by ordering a 90-day supply through the mail. • Use Free Preventive Care Benefits – Because of the Affordable Care Act, insurance plans pay the full cost of several preventive care services including a yearly checkup with your primary care doctor, flu shots and other routine vaccinations, and blood pressure, diabetes and cholesterol tests. Depending on
your age, cancer screenings like mammograms and colonoscopies are also covered at no cost to you. Getting regular checkups is a good way to identify and address any possible medical issues before they become more severe (and more costly.) • Shop Around – You shop around for other pricy items, so why not health care services? Your costs for a medical service may vary greatly depending on where it’s performed, which is why it’s important to shop around beforehand. For starters, make sure you always go to a doctor or facility that is in your insurance plan’s network. Next, investigate how much you will be responsible for at different locations. Your insurer can often help you identify facilities with preferred pricing that can lower your out-of-pocket costs.

tree or rock. Trouble can’t do that because he has “scissor beak,” so he likely wouldn’t have survived if he hadn’t been rescued as a hatchling. Next, I brought the girls to the craft table, where city staff was offering to let kids smear pine cones with peanut butter and bird seed to make bird feeders. I looked down at Kennedy and imagined how much peanut butter would end up in her hair. So I did most of the work. Ellie felt the need to explain this to the staff: “My dad doesn’t like messy things. Like my room.” The girls also got to take turns pouring colorful sand into a small plastic owl that was worn as a pendant on a string. The only problem was, there was only one. They’d have to share. “It’s my turn for the necklace,” Ellie whined at Kennedy while we were supposed to be quiety observing nature on the beginners bird walk. “No!” Kennedy said. I tried another parenting technique: Ignore the argument and focus on the tour guide’s explanation of how birds of prey glide in columns of air called thermals to conserve energy. And it worked. It took about 60 seconds, but Kennedy’s conscience finally got the best of her. She frowned and handed over the owl necklace: “Fine!” Another peaceful Saturday in Palm Coast! aissez les bon temps rouler! This Cajun French saying rang true at the 15th-annual Mardi Gras Casino Night on Feb. 13, hosted by the Flagler County Education Foundation. About 140 people reflected the spirit of New Orleans with gold, green and purple attire at the Grand Haven Golf Club. FCEF Executive Director Joe Rizzo said the event is expected to raise about $12,000 for the foundation. Event Chairwoman Catherine Evans said a committee of eight started planning the event in October to ensure guests experience a night of Mardi Grasthemed entertainment. With admission, guests were given “play money” to try their hand at a variety of casino games. “It’s a lot of fun, and we love to see everyone having a good time, but the best part is that, in the end, it’s the kids and the teachers that win,” Evans said. “That’s the most rewarding part.” FCEF holds several events a year to raise money for its efforts like teacher grants, Take Stock in Children, the STUFF bus, the Josh Crews Writing Project and flagship programs in schools. “We always need people’s time, talent and treasure to help raise the kids in Flagler County,” Rizzo said. Palm Coast residents rate the city highly for its parks, greenery, safety and overall quality of life, but lower on economic measures and on certain infrastructure matters, including sidewalks and streetlights. “I think the one thing that we need to work on is, again, the economy and employment opportunities,” City Councilman Steve Nobile said during a City Council discussion Feb. 13 about the city’s 2017 National Citizen Survey results. “That’s the one that rates high as far as importance to people, but low in its effectiveness.” Of eight issue areas — safety, mobility, natural environment, built environment, economy, recreation and wellness, education and enrichment, and community engagement — residents selected safety and economy as most important. A total of 72% rated “overall feeling of safety” in the city positively, and 90% gave positive ratings for “safe in neighborhood,” while only 48% gave the city positive ratings on “overall economic health.” Until 2016, the city held the

Lois was born in Hyndsville, New York on August 18, 1929 to her mother, Antoinette and Leslie Brown. Lois was an adorable daughter, dedicated wife, and loving mother and grandmother. Her strong spirit and giving nature brightened the days of all who knew her. As a girl growing up in Hyndsville, New York, she loved riding her bike and playing the piano. She was very active in the Hyndsville Methodist Church. Her brother, Leslie, is five years older and resides in Cobleskill. She attended high school at Cobleskill Central School and became a dietician after attending, New York State Institute of Home Economics, now named State University of New York in Cobleskill. She and Carl, her soul mate, met in Rochester, NY, where she was working as a dietician at Highland Hospital. They wed in the Asbury First Methodist Church on May 26, 1956. Following their honeymoon in Washington D.C. and Virginia Beach, they returned to Rochester, where Carl continued his studies at Rochester Institute of Technology. She continued her career as a dietician, until the birth of her first son. Her new roles as homemaker, mother, and wife defined her, but words cannot describe how many lives she touched.

She and Carl moved to Midlothian, VA for a few years before retiring to their dream home in Palm Coast, FL.

National Citizen Survey every year since it was incorporated. In 2015, it opted to go to an every-otheryear schedule, with an internetbased survey in the off years. Residents’ ratings of some city services — like trash pickup and stormwater drainage — dropped significantly from 2015 to 2017, a change City Manager Jim Landon attributed to the fact that the 2017 survey was distributed shortly after Hurricane Irma hit. “One of the lessons learned is: Don’t take a survey right after a hurricane, because obviously that’s what’s on people’s minds,” Landon said. A total of 444 residents, a representative sample, took the survey after receiving it by mail. Another 574 residents took the survey online through an “opt-in” program, but their results didn’t undergo the statistical analysis of the 444 who received the survey by mail. In a presentation of the survey results, Administration Coordinator Denise Bevan read off a list of all the ratings that dropped a statistically significant 7% or more from 2015 to 2017: Cost of living, place to visit, ease of walking, sidewalk maintenance, affordable

quality housing, value of services for taxes paid, overall direction, garbage, recycling and yard waste pickup, storm drainage, sewer services, and street lighting. “That list is very consistent with a lot of things City Council talks about — street lighting, drainage, sidewalks,” Landon said. “It’s very consistent, also, with what the media quite often talks about.” Ratings in a number of areas improved: travel by car, traffic flow, police services, fire services, ambulance, EMS, employment opportunities, reflection on how the community feels the economy will have a positive impact income, and availability of high quality food choices. This year, the city added several custom questions to the survey: which sources of information residents used during Hurricane Irma; how helpful those sources were; and did residents contact the city’s call center before, during or after the hurricane, and, if so, why. In terms of information sources used, television was used by 70% of respondents, the Flagler County website by 52%, Facebook 49%, Flagler Broadcasting Radio (WNZF, Beach, Kix) 48%, the city website by 44%, CodeRED 36%, newspapers 32%, call centers (calling local governments) 19% and Twitter by 9%. About 24% of respondents had contacted the city’s call center about the hurricane, with the highest numbers saying they had contacted the city about garbage and debris, power outages and trees. Senate’s vacation rental bill doesn’t protect residents Even with Sen. Travis Hutson’s amendment, the bill privileges the interests of investors.

There is a debate swirling in the Legislature about how to regulate short-terwm vacation rentals. Rental property owners and platforms such as Airbnb want to be excluded from local control. Local governments contend that they do not want unrestrained rentals in all of their neighborhoods with no ability to protect residents. In response, the vacation rental industry offers limited state regulation and occupancy limits. Is it enough to protect neighborhoods? In Flagler County, we focus on protecting the character of single-family neighborhoods in the unincorporated county. We judge any proposed legislation from that perspective. Sen. Travis Hutson wrote in the Feb. 8 Observer that the bill in the Florida Senate resolves the property rights and quality of life concerns for neighbor-

hoods. We disagree. The owners of single-family homes who are permanent residents have no property rights recognized under the bill. Instead, the bill declares that investors have a constitutional right to operate a shortterm vacation rental in singlefamily neighborhoods. We credit Sen. Hutson for filing an amendment that allows homeowner associations to restrict short-term rentals. However, many of our neighborhoods would be unprotected. Sen. Hutson also commends the bill for its inclusion of an occupancy limit. Unfortunately, the Senate bill contains a formula that would allow extremely high occupancy rental facilities, making no distinction between singlefamily neighborhoods and resort areas. The bill’s wording is up for interpretation. It would create 509.6051 in the Florida Statutes to say: “Vacation rentals have a maximum occupancy limit of the lesser of the following: “(1) Four persons plus two additional persons for each sleeping room. “(2) One person for each 150 square feet of finished area.” Under No. 2, a 3,000square-foot home would allow for 20 occupants. But what does No. 1 mean? According to Sen. Greg Steube’s interpretation, it means six occupants
per bedroom, or 24 for a fourbedroom home. It seems to make more sense to interpret it as four occupants for the house, plus two per bedroom, or 12 for a four-bedroom home. But that’s still more than the 10 occupants our County Code deems safe in that home. The Senate bill also strips Flagler County of the ability to inspect single-family homes as short-term vacation rentals where the owner of the home does not reside at the home. Flagler County inspects these investor owned houses when they apply for certificates to operate as vacation rentals in our single-family neighborhoods. These lifesafety inspections are to assure compliance with fire prevention, pool safety and building code requirements. In the first round of inspections in 2015, the county found that 80% were not able to pass code requirements. The County extended technical assistance and provided extra time for the homes to come into compliance. One hundred percent did, and all received their operating certificates from the county. The Senate bill removes all inspection authority from local governments. The Division of Hotels and Restaurants would perform the inspections under the bill, but only once every two years and only for vacation rentals where an investor or manager operates five or
more vacation rentals. This system loses both the proactive approach of the county and the knowledge and resources of our local code inspectors for life safety requirements. The Senate and House bills have a long way to go before the end of the legislative session. We hope that the bills, whatever the Legislature passes, maintain our authority over non-owner occupied, single-family homes used as short-term vacation rentals in the unincorporated county. These are the only rental properties the County regulates, and we believe for good reason. Since we passed our regulatory system, there have been no nuisance complaints, and our single-family rental properties are compliant with life-safety requirements. No property has been denied the opportunity to operate as a short-term vacation rental in unincorporated Flagler County, whether a condo or single-family home. Our County Code allows short-term vacation rentals in all zoning districts. Our system achieves a balance between investors and permanent residents. At the very least, we are counting on the commitment of our legislative delegation to grandfather our county from any changes made by the Legislature. On Feb. 6, Flagler Beach City Commissioner Jane Mealy posted an open letter on the Flagler Beach Police Department under “news.” Customarily, that section is used for information about parades and beach cleanups. But Mealy’s letter wasn’t local news; it was an opinion piece. The commissioner accused the Florida Legislature of “continuing its attack on Home Rule,” and pointed to Senate Bill 1400, which gives the Florida Department of Hotels and Restaurants regulatory authority over vacation rentals. “One issue the Legislature is attempting to preempt cities and counties from governing in a way the majority of resident’s desire is that of vacation, or short term, rentals,” she wrote. But North Floridians largely say they should be able to rent out their homes as vacation rentals. Her op-ed reminds her “fel-
low Flagler Beach residents” that in 2008, “our city regulating short term rentals in the manner that worked best for our city.” The Flagler Beach City Commission passed an ordinance as a reaction to changes in state law 10 years ago — well before home-sharing technology existed and prior to the worst of the recession. She wrote that, should the bills pass, “Flagler Beach would no longer be able to regulate commercial activity in residential areas.” Does home-sharing constitute commercial business? And, if so, is there a threshold which would trigger the transition from a private homeowner sharing their home to a commercial enterprise? Flagler Beach allows homebased businesses in residential areas, and there is nothing in city ordinances that prohibits a visiting friend from giving their buddy a few dollars for the extra food and utilities during their stay. Commissioner Mealy is concerned that homes “could be turned into a hotel.” The facts should provide comfort. Flagler Beach hasn’t passed an ordinance prohibiting the free exchange of homes such as offered by Home Exchange or Third Home nor does the city prohibit second-homeowners from handing over the keys to their friends and family to enjoy in their absence. Strangers have been able to come and go since the first home was built here and still the town has maintained its coziness. The commissioner believes
that “new neighbors every few days” will put a strain on residential infrastructure. But a 2017 Freedom of Information Act request to the city of Flagler Beach showed that in the first three months of the year, none of the 18 noise complaints called in were as a result of visitors to our area. (One was a loud motorcycle on A1A whose rider was not found; perhaps he or she was visiting.) In her letter, she rightfully shows concern for our “first responders and sanitation workers.” But should a home burn down, the Fire Department doesn’t incur any more cost if it was a tourist instead of the homeowner who burnt dinner. Her concern about sanitation workers has merit. Homeowners don’t generally toss out as many to-go boxes from restaurants or price tags from newly bought items as would a tourist. But the extra change in the pocket of a local business owner just might make it worth the extra effort on garbage day. As the commissioner moves into a synopsis of the bill, she states that “all short term rental licenses would be issued by the state, fire and building code inspections would be performed by the state (every two years, with only 1% of all short term rentals being inspected each year statewide).” Let’s break that down a bit. First, the division responsible for inspecting hotels and restaurants would be respon-
sible for inspecting rentals. And while she is correct that a spokesperson did say in committee that about 1% of vacation rentals are inspected annually, he also made clear that local government is currently responsible for those inspections. The proposed legislation would simply require that local governments treat all residential property in an equitable manner. With all of the misinformation and urban myths surrounding vacation rentals, it is easy to see why the commissioner was concerned enough to pen this letter. On the flip side, we should all be concerned by her closing remarks, which state, “the Flagler Beach Commission and city manager have been actively working to prevent such legislation from being enacted.” While the individual members of the City Commission are free to advocate on behalf of their constituents, it is ethically questionable for public servants to engage in such activity and wholly inappropriate for anyone associated with the city to be advancing such an agenda on public input from a decade ago. We can all agree that we want to “preserve the unique character” of Flagler Beach, but the world has changed since 2007, when the vacation rental ordinance was being debated. The world has changed a lot, and there simply should be no harm in discussing changing with it.

A new blinking, retro-neon “vacancy” sign unveiled at the Flagler County Inmate Facility Feb. 8 welcomes inmates to the “Green Roof Inn.” A metal sign beneath it lists the “accommodations”: n No Privacy n Group bathrooms and showers n No meal selection n Free transportation to courthouse or state prison n Designer jewelry to wear — AKA handcuffs and leg irons n Free designer clothing — color coordinated jumpsuits and shoes “Enjoy your stay,” the bottom of the sign states. “Crime stops here.” Another sign at the exit states, “Thank you for visiting the Green Roof Inn, where the light is always on and beds are always available. Don’t come back! But if you must commit another crime, we have a bed waiting for you! Enjoy your freedom — stay crime free! — Sheriff Rick Staly.” Media outlets that reported on the new signs include Fox News, the fact-checking site Snopes. com, WESH Orlando, The Miami Herald, the Associated Press, and WPTV West Palm Beach. The Sheriff’s Office also produced a brief video PSA of Staly showing off the new signage and posted it to the agency’s Facebook page, where it had 231 likes and about 50 comments as of the morning of Feb. 14. “I’m waiting in anticipation

for the reviews on Yelp about this fine establishment,” resident Ken Bunch wrote in a comment on the Facebook post. “Didn’t say if it has FREE WiFi? Guess not,” wrote Carlos Iovannitti. “NOPE!” the Sheriff’s Office’s official account replied. Sheriff Rick Staly has called the jail the “Green Roof Inn” for more than a year, and the name has spread among residents. “The purpose of the signs is crime prevention,” Staly said in a news release. “It is a warning to potential offenders that the jail is not a five-star hotel. When you get arrested, we provide the minimum accommodations as required by law. Once an offender checks in, they lose their basic freedoms. They don’t decide what to eat, wear, or do with their day. ... Hopefully when people see the signs and the list of accommodations offered, they will think twice about committing a crime in Flagler County.”
On Facebook, some people criticized the signs. “You turned $800 that could have been given to local mental health or drug addiction treatment programs into utter B.S. Neat trick,” wrote Patrick Donges. The neon sign cost $819 and was paid for with drug forfeiture money, according to the Sheriff’s Office. The two metal signs were produced by the county government with scrap materials.

Several inmates and deputies at the Flagler County Detention Facility saved an inmate from an attempted suicide the afternoon of Monday, Feb. 12, according to a news release by the FCSO. Detention deputies responded to an alert in the G-block of the facility to find an inmate had attempted to hang himself from the stairwell using a bed sheet. When he tried to jump, other inmates ran over to block his fall. Inmates and deputies then lifted him back over the railing and removed the sheet from around his neck. The inmate was taken to the
hospital for medical attention and evaluation. The inmates involved in preventing the suicide, who were all awaiting trial, will be recognized by Sheriff Rick Staly, and they will be thanked for their assistance.
Child rapist sentenced to third life sentence A rapist already sentenced to two life terms in prison will not face an additional trial, although the prosecution had previously been prepared to take additional charges before a jury. Paul Dykes, 21, pleaded guilty Feb. 13 to three addition criminal charges the state had brought against him: rape of a child
under the age of 12, promoting sexual performance by a child, and transmission of child pornography. Judge Dennis Craig sentenced Dykes to life in prison for the child rape charge, 30 years for the charge of promoting sexual performance by a child and 15 years on the charge of possession of child pornography. The state agreed to drop another 11 charges.
Man to face charges of trying to electrocute wife A 32-year-old Palm Coast man who rigged his door with electrical wires in a failed attempt to electrocute his estranged wife is now at the Flagler County jail.
Michael Scott Wilson, 32, was arrested in Knoxville, Tennessee, after the Dec. 28 incident, which occurred at 110 White Hall Drive. He was held in Tennessee on drug charges before being extradited to Flagler just after midnight Feb. 8 to face charges associated with the attempted electrocution, according to a Flagler County Sheriff’s Office news release. Wilson came up with the plan to harm his wife after she filed for divorce Dec. 6, and by the time he was caught, he’d changed his Facebook status to “widowed,” according to a Flagler County Sheriff’s Office report. Wilson is charged with two counts of attempted aggravated battery on a pregnant person and one count of grand

theft of a firearm, according to a Flagler County Sheriff’s Office news release.

Nathaniel Shimmel, the 22-yearold suspect in the stabbing death of his mother, Michele Shimmel, on Aug. 23, will appear in court for a pretrial at 9 a.m. April 10 before Judge Dennis Craig. Shimmel was in court for a brief hearing Feb. 13 to set up the upcoming pretrial hearing. Attorney Bill Bookhammer, standing in for Shimmel’s regular public defender, Ray Warren, asked Craig for a continuance on the case, noting that it was complex. Craig granted it.

While sailing many places around the world for 30 years with her husband, Diana Gilson filled up stacks of sketchbooks with landscapes, seascapes and colors that reflected the cultures and scenes she saw during her travels. “When I’d finish, I’d think, ‘Someday I’m going to blow that up (on canvases), and it’s going to be big,’” she said. Her colorful paintings now cover the walls in a studio room in artist J.J. Graham’s Salvo Art Project in Bunnell, as well as in her home studio in Palm Coast. Her work has made such an impact on the county since she moved here in 2000 that she has been named the Gargiulo Art Foundation’s 2017 Flagler County Artist of the Year. After moving here, Gilson took lessons at the Daytona Beach Art League with Peter Cerreta, who received the inaugural Flagler County Artist of the Year award in 2000. She joined the Gargiulo Art Foundation about 10 years ago and has continued her passion ever since. Gilson said she initially struggled a bit in Cerreta’s class. She knew what she wanted to do, but she had a hard time getting everything onto the big canvas, she said. One day she had some
great colorist. “My earliest memory was she had this box, and it had little squares and colors in it,” Gilson said. “And she took this brush and she put it into water, then she put it into that square of orange and then she put it on the paper, and the orange went onto the paper, and I thought, ‘How did she do that? That’s so wonderful.’ I just couldn’t understand the process, but I was fascinated by the color.” While attending the University of California at Berkeley, Gilson learned to teach Spanish and French. After graduating in 1967, her work took her to France. In the early 1970s, Gilson spent her weekends as a street painter in Paris. “I remember, one day, I sold a painting to some woman,” Gilson said. “She was so elegant; she has a mink stole on and a fur hat, and I was thinking ‘Oh my goodness, how lovely.’” After the woman bought a small abstract piece from Gilson to hang in her house in the Bahamas, a few of the French street artists came over and informed her the woman was Claudette Colbert, the famous film actress. Gilson met her husband, Bud, in 1976, and they began their journey around the world. “He invited us to cross the Atlantic with him, and after I crossed the Atlantic, I thought, ‘That’s the man I want to spend the rest of my life with,’” she said.

The newly-renovated Holland Park will soon have new splash pads, plus two pickleball courts, two racquetball courts, an exercise fitness station area and sports lighting for its various courts. “Phase 1 is complete, and very, very popular,” City Manager Jim Landon said during a Feb. 13 workshop about the project. “It is a very active park in many areas.” The planned work will be Phase 2, which the city is beginning earlier than it had initially planned, largely because of how popular the park has been, Landon said. Phase 1 was completed in June. City staff presented the City Council with information on potential engineering and design services contracts during the Feb. 13 meeting, and the council will vote on them at its upcoming meeting Feb. 20. The next step will be to get bids for the construction manager and get a guaranteed maximum price for the work, which would begin this summer. In addition to the splash parks, new courts and lighting, Phase 2 will also involve renovating the bocce ball court, restrooms and picnic pavilions. The playground will remain

CITY REOPENS DOG PARKS
Palm Coast reopened the dog parks at James F. Holland Memorial Park the afternoon of Friday, Feb. 9, after closing them as a precaution Feb. 7 because a dog that recently used the park was diagnosed with hookworm. The city sprayed the dog parks with a chemical treatment. The city asks pet owners using the dog parks to make sure their pets are vaccinated and on preventive care for zoonotic diseases, and to pick up their dogs’ waste.

open while the work is undertaken. “We’ll be minimizing shutdown of the park,” Senior Planner Jose Papa said during the Feb. 13 meeting. “We’ll only close certain areas for minimal periods of time.” The construction management firm city staff selected for the work — BBI Construction Management — has done a lot of work for the University of Florida,so it’s familiar with working in phases in areas with a lot of activity, Landon said. The city’s decision to hire a construction management firm is a departure from its process during Phase 1, in which it worked directly with a general contractor and experienced repeated delays, . The city’s proposed contract with BBI Construction Management also includes a provision to add pickleball courts at Ralph Carter Park.

Should high school basketball consider a shot clock?

Up three points with 10 seconds to play in the Bulldogs’ district final matchup against Spruce Creek, Hawks guard Danika Hamilton had a wide open 3-pointer from the corner that could have tied the game. Hamilton had taken two threes the entire night — both of which were misses — before her third and final attempt. As Hamilton rose for the shot, Bulldogs coach Javier Bevacqua had a bad feeling shiver through his body. “I think my heart was in my back pocket,” he said. “I had to bring it back up to my chest.” Hamilton missed, and despite giving the Hawks a second chance following guard Brianna Ellis’ free throw miss on the front end of a 1-and-1, the Hawks missed once again — and this time, it spelled the end. “That’s what they do. They run dribble-drive offense. They like to kick it out, and they had the look they wanted,” Bevacqua said. “That was one of the few times it didn’t drop for them.” Despite playing from behind for most of the game, the Bulldogs rallied to top Spruce Creek 58-55 on the night of Friday, Feb. 9, at Flagler Palm Coast High School to claim the district title. “I’ve been dreaming of this since I was little,” said Ellis, who scored 15 points for the Bulldogs. “I worked my butt off every single day, and to finally be a district champion is great.” However, after a 9-0 run by the Hawks to begin the first half—

spurred by the play of Hawks guard Jayla Adams, who scored a game-high 20 points — a chance at the title seemed to be slipping away. Until Bevacqua was able to rally his troops. “I had to call a timeout and strangle a couple of them,” Bevacqua joked. “We had to calm down. We talked about it at halftime. That’s where we have been lacking all year: that third quarter. And we had to do a better job. We didn’t at the start, but we responded after the timeout.”
The Bulldogs were still down by one point with under five minutes to play in the fourth quarter. Enter FPC’s star forward Skye Green. Green scored 10 of her 19 points in the final period to lead the Bulldogs to their 10th-straight win — a win that took a combination of three things, according to the team: “Patience,” Green said. “Confidence,” Bevacqua said. And “effort,” Ellis said.
n Thursday, Feb. 8, I had my first opportunity to cover Flagler Palm Coast and Matanzas’ boys basketball rivalry, when the two teams squared off at FPC. You can read my game story on Pages 14 and 15. But before you do, here’s one piece of information I chose to leave out of my story: Leading by four points, the Pirates gained possession of the ball at the 2:11 mark in the fourth quarter. But they had no intention of putting up a shot. Instead of running a play, the Pirates sat on the ball. And sat, and sat, and sat. Occasionally, one Pirate would toss the ball to a teammate to escape a double team. The Pirates’ intentions were clear: They were going to hold the ball as long as possible. And who could blame them? Unlike at the college or professional levels, there’s no shot clock in high school basketball. A team can hold onto the basketball as long as it wants, unlessthe other team manages to accrue enough fouls to send their opponents to the free throw line. That’s what FPC tried to do. The Pirates were finally sent to the line with 45 seconds left in the game. That’s 86 seconds the Bulldogs — who were desperately trying to avoid their first loss to their crosstown rival since 2008 — were without the ball, essentially eliminating any chance at a comeback. It was almost comical watching a team hold onto the ball for so long. But I felt bad for FPC. I don’t blame the Pirates for using the rules to their advantage, but I think that teams should be forced to give the ball up once in a while. Really, it doesn’t take much skill to hold onto a basketball. Just about anyone can do it, and it’s not very entertaining to watch. I like the idea of adding a shot clock in high school. It creates pressure situations and gives players a chance to excel. That’s better for the fans and the players, too. Email Ray Boone at ray@palmcoastobserver.com.

Donald Lockhart was not the coach of the Matanzas boys basketball team the last time the Pirates beat Flagler Palm Coast. Lockhart, who is in his second season leading the Pirates, was still an assistant coach at Palatka. That was in 2008. The Pirates came close to knocking off the Bulldogs in 2017. Matanzas led FPC 51-47 through three quarters, but the Bulldogs used a 19-point fourth quarter to stave off the upset. But on the night of Thursday, Feb. 8, the Bulldogs’ streak

That’s been our problem all year long. We’ve been up and down.” The Bulldogs’ rivalry with the Pirates in boys basketball has been, for the most part, dormant. However, Lockhart said he expects change to come. “It’s about to get really heated up in here,” he said.
FPC girls soccer outed in semifinal The Bulldogs’ girls soccer team’s bid for a state championship officially came to an end. FPC lost to Buchhloz 3-2 in double overtime in the Class 5A regional semifinal Feb. 9, in Gainesville. The Bulldogs rallied from a 2-0 deficit in the second half, tying the game with seven minutes to spare. Buchholz scored the gamewinner in the second overtime period. The Bulldogs finished the season with a record of 20-3-2.

As fathers twirled their daughters around on the dance floor, it was easy to see they knew they’d only get to do this for so long before their little girls were all grown up. Savoring every moment, fathers held their daughters close during the Old Kings Elementary father-daughter dance on Thursday, Feb. 8. Nick Schell, OKES assistant principal, said that the school had a father-daughter dance two and three years ago, but not last year. Profits will benefit the OKES Positive Behavior System program, which encourages and teaches respect, responsibility and safety. “This is wonderful,” Schell said. “What makes it even greater is my daughter is here, too.” Kindergarten teacher Teresa Rizzo helped students pick out flowers with their dads at a table in the cafeteria. She said the turnout of about 400 people was more than the school has ever had for this dance. “I just think more fathers are getting more involved with their kids,” Rizzo said. She added that the school plans on holding a mother-son game night closer to Mother’s Day.

Pierce Richard Jackson 26, of Tampa, Florida (formerly of Flagler Beach) passed away in a tragic car accident on February 6, 2018. He was born on June 19, 1991 in Sebastian, Florida. Pierce graduated from Seabreeze High School in 2010. He earned his bachelor’s degree in Sport and Exercise Science from the University of Central Florida in 2015. He worked as an Account Manager for CenturyLink in Tampa and was the Chapter Advisor for the TKE fraternity at UCF. Pierce loved to fish and was a talented athlete who played most any physical sport, basketball, football, baseball, hockey and especially golf. He was also a fierce fan of Pittsburgh’s sports teams and was overjoyed at every Super Bowl and Stanley Cup championship. His greatest enjoyment in life was spending time with his family and friends. He was a true and faithful friend who treated everyone he met with kindness and compassion and was loved and admired by all who met him. He was the perfect son and brother who will be terribly missed. Pierce was preceded in death by his maternal grandmother, Miriam Barney in 2016; paternal grandmother, Eileen Jackson in 2016. Survivors include his parents, Michael and Suzie Jackson; sister, Kaity Jackson; maternal grandfather, Jerome (Jenny) Barney; paternal grandfather, Gary Jackson; aunts and uncles, Richard (Kristie) Barney, Nancy Barney-Williams, Patti ( Buddy) Baker, Mark (Kim) Jackson, Linda (Matt) Sevin and many loving cousins and good friends.
