New architectural plans — and a new name — are in the works for the townhomes planned for 100 N. Halifax Drive. The townhomes, formerly known as “Halifax 100,” were initially designed as flat-roofed modern two-story buildings with inner courtyards. Now, 10 months after the 12-unit project was approved by the Ormond Beach City Commission, developer Ed Schwarz is seeking an amendment to the development order to alter the architectural style for a more European and coastal look. Gone are the church steeple concept and open pool area in the center, as new plans for the project show indoor-facing courtyards under a screened-in pool. The townhomes will have a “French flair” to them, according to Schwarz, complete with copper accents and a new name: “Ma Maison at Oceanside.” “I felt more inclined to do something that’s more ... in line with the existing neighborhood,” Schwarz said. He held a neighborhood meeting at the Oceanside Country Club on Wednesday, Aug. 30, as part of the city’s approval process for the architectural styling amendment. The plans will reach the Planning Board on Sept. 14. The project’s footprint will not change from original plans. The

existing engineering, stormwater management and landscaping plans will also remain the same. The price will likely rise, however, as Schwarz hopes to list the units at $550,000 — $100,000 higher than the price he mentioned 10 months ago. One resident asked how the new style will affect the height of the building. Dawn Michele Evans, of Orlando-based The Evans Group, said the roof is higher than the original plans because it is no longer flat, but it’s still under the city’s limit. Schwarz said that since he’s introduced the new style to potential buyers, it’s been well accepted. “We really are doing a major enhancement to the design styling of the development,” Schwarz said. He is waiting to obtain at least six pre-sales before breaking ground, which he hopes to do sometime in the first quarter of 2019.

You may have heard the recommendation not to do anything, financially, within a year of the death of your husband or wife. Is this really good advice? For the most part, yes but it depends.

Many widows (and widowers) have made the wrong financial choices, or have been taken advantage of, during times of grief and sorrow. I believe the recommendation to “wait a year” is well-intended . . . but, it is also a general piece of advice. The key point is to not rush into decisions that can have significant long-term financial impact. Widows and widowers need to give themselves time to assess the realities of their new situation. With that said, if there are time-sensitive financial decisions that need to be made - then they need to be made. However, it is not the best idea to “go it alone.” If you are already working with a financial adviser, you should have been involved in planning and investing discussions. If so, then you can lean on him/her to guide you through any pressing financial decisions. If the planning you did when your spouse was alive included survivorship scenarios, those plans can be reviewed for the steps that should be taken next. Additionally, if you have close family and friends, they can be great “sounding boards” for decisions. Even better, they can accompany you to meetings. Keep in mind, though, unless your well-intentioned helpers are trained extensively in finance, it is usually better to rely on the advice of professionals. For example, when one of my clients became

lot of people here have been waiting for this day,” said Realtor Sheriff Guindi at the Aug. 20 groundbreaking for the Ormond Renaissance Condominiums on Sterthaus Drive. The clubhouse was completed in February and a spring start was predicted for condo construction, but real estate agents, developers and local business people have been kept waiting. There was at least one condo buyer who has also been anxiously waiting, and she was at the groundbreaking. “I was ready to bring my own shovel,” she said. “I’ve been waiting since February.” It was not a lack of buyer interest that delayed the project, but rather other hurdles, including documents required by the state, finalizing the bank loan and contractor preparations. “There are a lot of moving parts,” he said. Now a major marketing effort with newspaper, radio, billboard and television will begin. The groundbreaking signaled the start of construction of the fitness center, swimming pool and first condo building. Phase One will continue with three more buildings, with construction of each building starting when half the units are sold. For the first building, 19 of 28 have been sold. For the following phases on the 27 acres, construction crews will use access points at the east and west ends of the development, to avoid disturbing residents living in Phase One. At full buildout,

there will be 10 buildings, each with 28 units. Condo sizes range from 1,248 to 1,515 square feet, with four configurations to choose from. Prices currently start at $265,900. The general contractor is Bomar Condominium Construction LLC, and the developer is Ormond King Center LLC, owned by Josif and George Atanasoski, brothers and local investors who own Microflex Inc. on North U.S. 1. Once the condo project is sold out, ownership will transfer to the HOA. LOCATION, LOCATION

Realty Pros Assured, which is handling sales, pointed out that the new Granada Pointe development nearby on Granada Boulevard will offer a Wawa and other retail options. Other amenities in walking distance include The Trails Shopping Center, YMCA and the dog park, which is set to be open soon. More and more people are seeking locations where they can walk rather than drive, industry experts say. “I’m extremely confident we will sell out,” he said Debbie Cotton, executive director of the Ormond Beach Chamber of Commerce, said the condos will be attractive for seniors. “It fits the needs of the community,” she said. At least one person living in a condo must be 55 years of age or

older. The others can be any age, and the owner can be any age. Condo owners will have opportunities to join golf memberships at Plantation Bay. City Commissioner Rick Boehm said he was glad to see the project because condos have been built on the beach, but it’s been a long time since a condo was built on the mainland. “It’s right here in the middle of the city,” he said. FORMER HOSPITAL SITE

A large crowd gathered at the same site on April 23, 1967. Five thousand people attended a dedication ceremony for Ormond Beach Memorial Hospital, which was demolished in 2012. According to the Halifax Reporter, a newspaper at the time, the crowd was welcomed by Ormond Beach Mayor Ernest Cassen and the master of ceremonies was attorney Melvin Orfinger, who was credited for originating the idea of attracting a hospital to the city. After American Legion Post 267 and local Boy Scouts presented the flag, special recognition was given to John B. Sterthaus, who contributed the land for the hospital in honor of his city, Ormond Beach, and in memory of his son, Sgt. George J. Sterthaus, who died in World War II, according to the newspaper. Forty-five years later, in 2012, the aging hospital was demolished, and the land was sold by Florida Hospital, which had taken ownership. Florida Hospital had constructed its current facility on Williamson Boulevard in Daytona Beach in 2009, four miles from the Sterthaus site. There was a deed restriction that the property be used only for medical-related purposes, but a judge ruled in December 2010 that the restriction terminated on the death of the grantor and was no longer valid. After the old hospital was razed, the site reverted back to a natural area of fields and trees, where echoes of life at the hospital, both sad and joyful, burned away in the summer sun. Now modern buildings arise, changing the face and future of the city.

The Volusia County Council voted unanimously at the county’s first budget hearing Sept. 4 to adopt the roll-back rate for the next fiscal year budget. If approved at the second budget hearing on Sept. 18, the millage will be set at the roll-back rate of 5.6944 mills (generating the same amount of property taxes as last fiscal year). The county’s taxable property values hover just under $34 million, a 9.1% increase from last fiscal year. The operating budget is set for $786,755,651, with $20.5 million remaining in the general fund. Tammy Bong, the county’s director of management and budget, said that all budget requests by elected officials were fully funded, even as the county made the decision to go to roll-back. This was a point later highlighted by County Councilwoman Deb Denys as she discussed that the sheriff’s budget was increased by over $7 million, or 16.4%. Denys said she wanted to discuss this because it is an example of some of the “behind-thescene” work the county is doing. “This council has really stepped up and listened and worked hard to do what we can do,” she said. “Even with complete roll-back, we’re still taking care of employees and working on other issues. I just didn’t want that to go unnoticed.” The increase in Sheriff Mike Chitwood’s budget will go toward improving the pay scale of deputies to make the job more competitive and decrease turnover in staff. County Council Chair Ed Kelley originally favored a higher tax rate. He had expressed hesitation at adopting the roll-back at the council’s meeting on July 24, but on Sept. 4, he congratulated staff on the budget proposal. “I think it was a great effort, as well as funding adequately those departments that needed it and providing for, I think, a very good complete look at our personnel and making sure we take care of them,” he said. At the hearing, the council also unanimously voted to reduce $2.8 million from the 2019 fiscal year budget which had been been previously allocated to the construction of a boardwalk in Daytona Beach.

Citizen group CANDO 2 recently has been criticizing the City Commission, saying the city should return to 2009’s wetland protection standards. But Deputy City Engineer Shawn Finley, who was one of the guest speakers at the Aug. 30 OB Life civic engagement workshop, said the city abides by Volusia County’s standards on the issue, with added elements to specifically protect the Tomoka and Halifax rivers. “We’ve made it an objective to continue to support, protect and manage wetlands via regulations and policy established by regulatory partners,” Finley said, listing the St. John’s River Water Management District and the Florida Department of Environmental Protection. The OB Life series’ third workshop centered on the environment and water quality in Ormond Beach. It featured the largest number of guest speakers so far, representing Stetson University’s Institute for Water and Environmental Resilience, as well as the St. Johns River Water Management District to name

two. Input gathered from attendees during the workshop’s table discussions will be used to help the City Commission update the city’s strategic plan. During his presentation, Finley said the city’s objective is to safeguard wetlands. DEVELOPERS CAN PAY FOR MITIGATION CREDITS

Clay Henderson, executive director of Stetson University’s Institute for Water and Environmental Resilience, informed the crowd that Florida has the most wetlands outside of Alaska, although for the past century, it has also been the state to lose the most wetlands. As a result, wetlands today are heavily regulated, though not all are considered equal, he said. Developers can pay for credits in a mitigation bank to protect some wetlands in exchange for building on others. He also said that almost all the waterways in the state, including the Tomoka and Halifax River, are deemed impaired. If people want to continue to protect our major waterways, they should protect all the smaller bodies of water that help connect them.

Septic tanks and their negative impact on the Halifax River were also brought up during the workshop. Someone in the audience said the cost of conversion from septic to sewer was high and suggested that if it were lower, more residents would consider the change. The city of Ormond Beach has mostly eliminated septic tanks, except for those in a few neighborhoods like Oak and Magnolia Avenue. The largest septic impact into the Halifax River comes from an estimated 5,000 residences in Ormond-by-the-Sea. Henderson said there are over 100,000 septic tanks in the entire county — the most in any county in Florida —and that the bill for replacing the systems is likely just going to keep rising. DWINDLING ATTENDANCE

The third OB Life civic engagement workshop was attended by an estimated 87 people. The first workshop drew about 270 people, according to the city. By the second workshop, attendance had dipped by 57% to about 115. The city’s meeting summaries have shown that some comments gathered by the attendants of the first and second workshops said that the format of the meetings is too controlled, didn’t address root problems and needed more audience input. Other comments reflected that the city does a good job putting the workshops together, that presenters were knowledgeable and well prepared, and that they liked the polling as a way to learn the community’s views.

A group of women are advocating for traffic safety on John Anderson Drive in Ormond-by-the-Sea in light of recent accidents and a perceived increase in speeding along the residential road. They are known as the Women of Waterfront. The movement was spearheaded by Ormond-by-the-Sea resident Melanie Moser, whose dog, Shiemi, was hit by a car on July 30. The driver did not stop. Moser said the accident sounded like someone’s ladder falling from a truck and hitting the pavement. “I was upset and angry at the same time because I knew it was a result of somebody speeding down the road,” Moser said. “Every time I walk out there, I feel a threat of getting hit by a car.” Shiemi survived, but others have not been so lucky. Teresa Levine lives on John Anderson in Ormond-by-the-Sea, and someone was hit by a car in front of her home. She came home to see people washing the blood off her driveway. Two weeks ago, Moser contacted Jon Cheney, the county’s director of traffic engineering, for help. He said he would put in an order for a traffic study.

The Women of Waterfront would like traffic to be slowed down on John Anderson Drive in Ormond-by-the-Sea. The speed limit is 30 mph, Moser said, but that doesn’t mean much. “Everybody on John Anderson is guilty of speeding,” said Moser, who has lived here for two years. “I don’t think that there is anybody that has just gone 30 [mph] while they’re living there, but I just think because of all the accidents and what’s been happening, we’re really just going to have to bear down as a community.” The women want a more visible law enforcement presence, stop signs or even speed bumps, if possible. The Women of Waterfront believe accidents could have been avoided had cars been driving slower. They will be hosting a public crime watch meeting for beachside residents to rally together on public safety in late September.

Dear Editor: I own a business in both Daytona Beach and Port Orange, but I have called Ormond Beach my home for my entire life, and have been a homeowner here for over 11 years. I am pleased that the city’s commercial footprint is expanding and that we are attracting new shops, restaurants and businesses, even if they are national chains. Ormond has always been a gateway city to a tourist city (Daytona Beach). Out-of-town visitors either take International Speedway Boulevard or Granada Boulevard to get beachside, so I am surprised it has taken Granada this long to be (nearly) fully built out. I know some are not fans of seeing trees taken down, but if it means more options for myself and my family without having to drive to another city, I welcome it. There are still amazing tree-filled parts of Ormond that can be driven,

walked, or biked through (the Loop and the whole central park area of town, to name a couple) that are not commercial corridors like Granada. I hope Ormond can continue to expand and welcome in new business. BRANDON SMITH Ormond Beach

Make Ormond green again! Dear Editor: While at the grocery store today, I overheard two gentlemen commenting about the quantity, and size, of the political signs for the local City Commission election. They expressed not remembering such a spectacle in previous local elections. I could not keep myself from intervening. I explained to them the following: 1. In the majority of previous elections, there was no competition. That is, usually, most of the candidates ran unopposed.

So this year, those currently in power found it necessary to make a big statement in order to get re-elected as some new names and faces, all with terrific leadership skills, appeared in the local political arena. These newcomers are not politicians. They are just concerned citizens of Ormond Beach looking to get control of the city back in the hands of citizens. 2. Second, the existing five people in office are supported by “special interest” groups (developers, et al) who, along with other big money people, donate substantially to these individuals. You can see by the article in the Aug. 30 edition of the Ormond Beach Observer that each of the five (actually one-hand picked replacement included) currently in office have substantially more funds to work with to pay for these massive signs. 3. What are “special interest” groups? they asked. In this case, “special interest” groups are those people that need favors in the future to accom-

plish their own special interests with the help from the top who, in turn, have their own special interests. Money begets power and control. So, as I left them, I advised them to think with their heads and vote from their hearts. They know it is time for a change, but they have got to decide for themselves what is best for themselves and for the city. For me, it is time to end the “good ol’ boy” syndrome, eliminate career politicians from office and get a fresh start for Ormond Beach. Make Ormond green again! ED KOLASKA Ormond Beach

Police report a drunk woman pulled her father to the ground by his shirt after he tried to stop her from involving herself in their neighbors’ argument. He told police his daughter had been heavily drinking all day and that when she heard their neighbors arguing, she decided she needed to intervene. He told her it wasn’t a good idea. The woman refused to say anything about the incident to police, other than she and her father were arguing over

The couple told police they were parked in the lot because they had checked out of their motel room and had nowhere to stay for the night. The vehicle was parked next to a sign that read “No overnight parking.”

Toddler pulled from bottom of pool A 4-year-old boy was pulled from the bottom of a pool and taken to the hospital on Labor Day, according to the Sheriff’s Office. Deputies reported that the family was spending time around a residential pool in the 200 block of Coquina Avenue when the boy’s father noticed his son’s float was upside down. The boy was pulled to the surface by his father, who attempted life saving measures before Volusia County Fire Services arrived. As of 2:48 p.m. later that day, the child was alive but had no neurological activity.

ESPN announced the ESPN Honor Roll for 2018, a list of the top 30 schools from across the country, as part of its Special Olympics Unified Champion Schools National Recognition Program. Several former Buccaneers began their college football careers over the weekend. Former Mainland defensive back Jonathan Huggins got his career off to a hot start in the Florida Gators’ 53-6 win over Charleston Southern on Friday, Sept. 1. The UF freshman played most of the second half, recording two solo tackles. Huggins also made a diving catch to pick off CSU’s quarterback with 20 seconds left in the fourth quarter.

Quarterback Taron Keith struggled to move the ball for the Buccaneers’ offense in their preseason kickoff classic and season opener — both losses. But the junior bounced back in a big way against Bob Jones in Week 2. Although the Buccaneers lost, Keith completed 17-of-24 passes for 253 yards and two touchdowns. Both touchdowns were long scores. The first was a 40-yard pass to Da’Onta Ireland and the second was a 44-yard screen to running back D’Andre McMillian.

McMillian has been the most consistent offensive player for the Buccaneers. He’s scored in every game so far this season, going all the way back to the preseason kickoff classic against Apopka. He scored three touchdowns in Week 1 and added three more against Bob Jones. In addition to the 44-yard screen, McMillian also rushed for over 140 yards and two scores.

I

n Lauren Valle’s first two seasons as the head coach of Mainland’s girls volleyball, she tried to give all the players on her roster equal playing time. The Buccaneers went below .500 both years and failed to advance past the first round of the postseason. This year is different. Valle is going with a meritocracy, regardless of age. And as a result, the Buccaneers’ 2018 starting lineup is the youngest Valle has ever had with the team. “When you’re not able to compete, it takes a toll,” Valle said. “This year, the mindset is for us to focus on what’s best for the program, what’s best for the team.” Despite the youth, many of the Buccaneers’ underclassmen are seasoned athletes. In the Buccaneers’ four-set win over Atlantic on the night of Tuesday, Sept. 4, Mainland was led by its freshman outside hit-

ter, Alexa Wilson, who has been playing volleyball for five years. She played throughout middle school and also plays club for Port Orange Volleyball. Wilson slammed down a gamehigh 12 kills against the Sharks. “They know the game very well, and they help the older girls with the aspect of the game,” Valle said of the underclassmen. However, Valle added that some members of the team haven’t been as invested with volleyball over the past few years. “Mainland is one of those schools where we’ve got a lot of athletes, but unfortunately, a lot of these girls don’t come out till they’re older,” she said. “Volleyball is a unique sport where if you didn’t start very young, it’s hard sometimes to catch on. We can get good athletes, but it’s really the commitment they put into the game. To actually be good and to be a leader in this district, these girls are going to have to put in more time and effort.” Photos by Ray Boone

Bob Jones defeated the Buccaneers 39-36, as the Buccaneers dropped to 0-2 on the season. The Patriots’ offense was difficult to slow down for the Buccaneers’ defense. ammie Davis has touched the lives of the Whites, the Nielsens and countless other families through her job at the Chick-fil-A in Ormond Beach over the last 18 years. Selena White, of Ormond Beach, recalls a memorable moment in May 2006 with “Miss Tammie,” as she’s known in the community. A little before Mother’s Day that year, Davis handed several mothers roses and customized T-shirts with photos of their children on them. “I’ve always kept that,” White said about the shirt. “She’s just been a special part of our life.” Kind gestures like that are why Daytona Beach resident Paige Scogin Nielsen thinks that nearly $21,000 has been donated to Davis’ recovery GoFundMe account in just 11 days, after Davis had a stroke on Aug. 16. “It speaks volumes to the impact she has made on this community,” Nielsen said. “She’s been well known and well loved, a friendly face at the Ormond Chick-fil-A, for over 18 years. And she’s a large part of the personality there.” The relationship Nielsen and her two children have with Davis goes back 15 years, sometimes even beyond the doors at Chick-fil-A. “She is a good friend of ours, and for several years, she has had a seat at our table for Thanksgiving. We have her over, and we love her,” Nielsen said. Twenty-four hours after Nielsen launched a GoFundMe account for Davis, $10,000 had

already been donated to help the 61-year-old South Daytona resident pay for medical bills and car repairs so she’ll be able to eventually go back to work at the Chickfil-A in Ormond Beach, as well as the location on International Speedway Boulevard in Daytona Beach. “We’re so happy to do this for her,” Nielsen said. “She is so overwhelmed by the outpouring of love and support from the community. She’s just overwhelmed by it and very, very appreciative that everyone in the community has just joined together to help her in her time of need.” While Davis always goes the extra mile to make someone’s day, White and Nielsen both noted they literally go extra miles for her too. “Several years ago, we also lived in Daytona, and we were within minutes of another Chick-fil-A, but our family relationship with [Davis] and that Chick-fil-A was such that we would drive that extra distance to go to the Ormond Chick-fil-A,” Nielsen said.

White, who has three daughters, said she has even let people skip her in line so that Davis could take her family’s order. “We’re going to go to the one with Miss Tammie,” White said. Davis, who doesn’t have children of her own, has watched White’s and Nielsen’s children grow up, and she still keeps a watchful eye on them. “My senior and sophomore, they go out to Chick-fil-A at lunch time, and Miss Tammie is always keeping tabs on them, so she lets me know if they’re behaving or who they’re hanging out with,” White said. “So, she’s like their little protector.”

ULTIMATE SHAVE OFFERED A new barbershop called Ultimate Shave 603 has opened in Ormond Oaks Plaza, 623 S. Yonge St., offering traditional and modern barbering. The specialty is shaving, and owner Terrence Williams offers three types of shaves: machine, basic razor, and the ultimate shave, which involves four hot towels. “You’ll be clean and your pores will be closed,” Williams said. Williams practically grew up in a barbershop, sweeping and shining shoes in his granddad’s shop. “He was a cool guy,” Williams said. “He always looked good when he left for work and had a lot of respect in the community.” His granddad inspired him to take up barbering, and the business name, 603, honors his grandad. It’s the house number where they lived. Williams has 22 years of experience and moved to the area from Orlando to be closer the water. He is currently seeking barbers to work in his shop.

“PlanStrongerTV,” a financial television show that airs on WDSC Channel 15, has gone from two nights a week to six. The program, which helps Americans plan for their financial futures, will now air at 7 p.m. Sunday through Friday. David Holland, CPA, CFP, the show’s executive producer and host, said the show will feature a variety of shorter segments, including a panel of certified financial planners and an audience participation and question segment. New shows will air each Sunday night, beginning Sept. 2. Programs from previous seasons will be broadcast Monday through Friday.
