WELCOME The catch-cry around the nation is the need for infrastructure. Governments and the private sector are in unison in recognising this infrastructure need as the future of our country, our cities and our regions. They have so much reliance on the buildings, the transport systems, the communication networks and energy delivered that create the opportunities. In the ACT and surrounding region, professional, skilled and very clever people provide innovative ideas and apply expertise and knowledge within committed businesses to deliver highly complex projects as judged in the 2014 Master Builders and Cbus Excellence in Building Awards. The projects within these pages contain examples of the excellence in construction and recognise the commitment, professionalism and technical skills applied by winners and finalists at this year’s awards. A stringent set of guidelines are in place for our expert judges to assess projects against. The award winners and finalists must demonstrate within their projects quality of workmanship, innovation, technical difficulty, safety, amenity,

environmental factors and aesthetics. The environmental award categories are subject to additional criteria acknowledging an industry going beyond minimum standards to set new benchmarks. The prestige attached to the Awards dictate that the expectations of the judges are commensurately demanding. The compatibility between those expectations of judges and the competency and ability of finalists and winners is amply demonstrated throughout this publication. The industry itself is setting the highest of standards to follow. Today when there is so much focus on the nation’s critical infrastructure, the projects presented here verify the commitment, the innovation and the pride and dedication of Master Builders’ members in meeting the building and construction needs of the community for a range of clients. The spotlight shines constantly on the industry and the demands are expectantly high. The end product is there for all to see. Industry

practitioners - professional, highly trained and educated - and knowledgeable observers understand and appreciate the exceptionally high standards and how and why those standards continue to rise. This project is a perfect example of how a close collaboration between client and architects can deliver a unique building with minimal impact on the environment, taking to new heights the ideas of an individual who dares to dream. Harvesting natural products in close proximity to the site to create something which sits comfortably in its natural surroundings demands skill, patience and an understanding rarely seen, or indeed required, on the usual construction site. Diligent and thoughtful prototyping ensured homogeneous finishes for the substantial stone walls and earth rammed walls. Considered selection and treatment ensured the quality of the finished recycled timbers, and watchful preparation guaranteed the Corten

steel was evenly patinated. The architectural metal work in the external screens has also been meticulously fabricated to the highest quality. This most impressive project is located on farmland a little over 20 kilometres from Harden, and built in total sympathy with the local environment. Stone for the extensive stone walls was excavated on site, as was the earth used in the rammed earth walls. Substantial quantities of recycled timbers from the old Hornibrook Bridge in Queensland were used throughout the building. All these materials required careful selection and prototyping to achieve the consistency of finish and colour required of the Architects and the Building Owner.

It was imperative specialist tradesmen were sourced to ensure that the rammed earth walls presented a homogeneous façade, free of “layeringâ€?, something on which the Architect insisted. Extensive use of Corten steel on the external elevations also required conscientious planning to produce a consistent patina. Re-working of the second hand timbers was an arduous task which required patience and technique to achieve the required effect. The completed building is highly detailed and the workmanship is outstanding.

The result is a gallery which is most striking when first viewed against its natural landscape and continues to impress, even after detailed study. It is a credit to all involved, the Owner who was able to visualise his dream, the Architect who was able to capture the dream on paper and also the Builder who was able to successfully transfer that dream to reality.

Subcontractor of the Year J & J Interiors Chemical Sciences building ANU

The progress of J & J Interiors has been monitored over the last three years on the $300m Science complex at the ANU. The back to back winning of awards by J & J Interiors in their category is simply due to the way in which they have approached the very intricate work required in the fit out of these complex buildings. Clearly they have tremendous ability to resolve complex problems through innovative resolutions, and rigid processes to ensure a high quality finished product. They are worthy winners of this category.

project manager of the year Ross Greenup, Shaw Building Group Project Exhibiting Technical Difficulty and Innovation Shaw Building Group Emergency Department and ICU - The Canberra Hospital Ross Greenup had total responsibility for the construction of the extension to the ICU at the Canberra Hospital. This extremely complex project was built over a site with unbelievable constraints including major in-ground services (which couldn’t be disturbed), and an access roadway that couldn’t be closed. Additionally, an intensive care unit simply cannot be shut down. Here we see the reality of the extremely difficult task Ross and his team faced. Reports from hospital staff on the level of care, forward planning, sensitivity to the patients and the staff again emphasised the skills Ross demonstrated in the execution of this project. The logistics of providing a major new building within an existing hospital, without interruption to services, is an achievement in itself. This was constructed over an existing high voltage power line, fire mains, water mains and gas mains, which couldn’t be disturbed, yet the new building had to be founded on reinforced concrete piers around these services. During construction, the existing service road to the main communication room/server room and the Building 1 plant room, which ran under the new building, had to be maintained. As an ICU is the most sensitive area as far as reliability of services, medical gases etc., and yet extensions had to be undertaken without any disruption to these vital areas. From accolades provided by hospital staff, Shaw Building clearly achieved high levels of satisfaction and this is testament to the degree of dedication provided by the site staff and contractors on the project.

Commercial Buildings more than $50m Commercial or Retail Fitout, Refurbishment or Alteration more than $5m Chase Building Group/ Amalgamated Property Group Louis Lawson Building Chase Building Group in conjunction with Amalgamated Property Group has recently completed the Louisa Lawson Development in Greenway. The project was delivered with a focus on clean construction and finishes with an emphasis on the visual quality of the building. The Louisa Lawson project is a substantial building constructed in a very short time frame and yet the quality of the fit out is most impressive. The high quality joinery, the careful detailing of the removable partitions and the high quality floor finishes provide the users with a level of ambience which is rare for leased Government offices. Clearly the team at Chase spent a great deal of time ensuring that there was the highest level of finish throughout the building. This project was very carefully detailed by the Design Team, and the Builders have reflected this attention to detail in the finished product. The expertise of the construction team was clearly demonstrated, not just in the quality of the finishes, but also in the “back of house� facilities such as plant rooms and basements. The stair screens suspended through several floors, the glass panels around the various suspended walkways, and the external facades are evidence of the care taken to achieve such a high level of finish. This building highlights the ability of the whole construction team, which was first class.

Commercial Buildings $5m - $20m geocon fringe

GEOCON has designed, developed and constructed a high quality flexible office environment catering for various configurations of leased areas, and providing high quality shared facilities in the central core. The ‘Fringe at Epicentre’ development in Fyshwick incorporates modern and sustainable design practises, allowing owner/occupiers and investors the opportunity to purchase one of the few commercial opportunities in Canberra’s South. American oak panelling, feature trusses, polytec panelling and alucobond entry blades all add to the ambience of the spaces. Care has also been taken to minimise energy use throughout the building via recycled water and energy efficient lighting. The quality of the construction impressed the judges.

Commercial Buildings more than $5m Commercial or Retail Fitout, Refurbishment or Alteration less than $500,000 Total Project Construction Daramalan College Lysaght Building Total Project Construction has once again demonstrated an ability to work in a school environment, addressing all of the safety issues which rightly concerned the client, yet producing a high quality building with little or no disruption to the day-to-day activities of the school. This particular project has some remarkable brickwork design, all built to precise detail, plus many other unusual features in the fit out which enhance the quality of the finished project without any undue impact on the budget. The school has spoken highly about Total Project Construction and their ability to meet the tight time and budget restraints without compromising quality. The areas of the school that underwent refurbishment were over 40 years old and comprised a labyrinth of small rooms and cubicles. Total Project Construction worked closely with the school to provide a high quality project with some fine detailed artwork to provide a fresh, bright and efficient area with an emphasis on low maintenance. As is usual with this prize winner, the school spoke very highly of their cooperative attitude, and flexibility, which allowed the school to operate without disruption. The design response was to order privacy at the entry by creating a decorative mosaic glass tile and mirror curved screen that represents falling water. Beyond the screen is a reorganised washroom with wave-form vanity benches with simple lines for hygiene and easy maintenance.

Commercial or Retail Fitout, Refurbishment or Alteration $1m - $5m built nsw QUestacon Fit out

Built was employed by Questacon to provide a high quality fit out from concept development to the final delivery and commissioning. This involved working in a heritage building where protection of many of the existing finishes was a principal element, and a sensitivity to the requirements of the many business units involved in the project. A key element of the project was Built’s ability to accurately project the costs from basic drawings to remain on budget. There was also a need to smoothly relocate 300 staff, plus workshop machinery, during the last week of the project. A high quality working environment is the result.

Master Builders Skills Centre Building Fund has been established and will be used exclusively for the benefit of non profit organisations for the acquisition, construction or maintenance of buildings for building and construction training.

The Trustee is seeking financial contributions and other gifts for the Building Fund from Master Builders members and the public. Commercial or Retail Fitout, Refurbishment or Alteration $500,000 - $1m rork projects CPA Australia This high-quality fit out was undertaken with all the restrictions of working in an occupied building with limited access and to a very tight time frame. Where delivery times for specialist items were unattainable, Rork Projects worked closely with the designers to provide acceptable alternatives to ensure that the very tight time frame was achieved. The quality of the finished project is a credit to the various tradespeople employed and to the ability of the site staff.

civil roadworks Cord Civil Belconnen to City transit way stage 2

The project required construction of additional traffic lanes, bus lanes, a drop-off area for Radford College, new traffic signals and multiple bus stops. All this was constructed under live traffic conditions, while maintaining constant flows without delays. Cord Civil’s WHS & E policies permitted a strategic plan which maximised recycling and they also organised the sites to ensure minimal impact on the project surroundings. Purchasing materials in this fashion also allowed Cord to minimise an untidy site by controlling the location of material stockpile sites. Cord Civil effectively structured works to enable access to all roads was kept in a safe and workable manner at all times. No major injuries or incidents were recorded throughout the duration of the project.

civil bridgeworks woden contractors Parkes Way Widening

The project was to widen the existing two lane carriageways from Glenloch interchange to Commonwealth Avenue by constructing an additional lane in each direction to alleviate traffic congestion. Widening bridges which span Clunies Ross Street and Sullivans Creek was a major part of the work. A complex project with many challenges, it included managing one of Canberra’s major traffic corridors, driving piles within the waterway of Sullivans Creek, dual lifting of the precast post stressed trough guiders into place on a single weekend, and managing sensitive environmental and user issues in Sullivans Creek. An excellent engineering result was achieved and significant improvement in the daily commute.

civil subdivision huon contractors Crace Estate Stages 2C2 and 2C3

This Crace residential sub division has been in development for the past five years. The project was for the construction of stages 2C2 and 2C3 civil works. The works included earthworks, pavements, curbing, hydraulic services, utilities, traffic control devices, incidental works and grassing. Challenges for the project included large quantities of hard rock, access and proximity to other works. Dust had to be kept to a minimum, noise restraints forced working hours to be restricted, management of storm water, erosion and sediment control. The contractor succeeded in running a wellmanaged project which produced both a high quality result and a satisfied client.

The Cotter Dam project represents one of the most significant infrastructure projects in Canberra’s history. The project has increased Canberra’s water storage capacity by 35%. The new dam was constructed downstream of the original Cotter Dam and at 87m is the tallest roller-compacted concrete dam in Australia. Excavation of the foundations for its abutments required an extensive operation on extremely steep 0.5:1 slopes at heights up to 110m. The high-risk nature of the project put safety at the forefront. Environmental management was key with several industry best practices achieved including awards for the Fish Management Program and for environmental excellence from the International Erosion Control Association. The high level of collaboration, dedication and commitment to innovation inherent in the alliance style contract has delivered an outstanding project.

This Work Health & Safety system reveals consultation from both the top down and bottom up with positive engagement from the CEO to coalface staff. Guideline ACT’s commitment to training in their WH&S system is demonstrated by scheduled training days and additional sessions on days when weather affected work. Staff undertook risk assessment training, asbestos awareness, dogging high risk work license training that are part of the 14 courses on offer. A holistic approach where Guideline ACT has changed safety on a project from a perceived cost, to a value.

Conservation and Heritage IQON National Film and Sound Archives

IQON was tasked with creating a sophisticated public theatre with tiered seating for over 100 people, within an operating archive. The work involved creating a structural steel framework to support the seating tiers inside an internal space with minimal access, while maintaining the existing heritage finishes. Substantial investigative works were necessary to ensure that penetrations for supports were minimised and to safeguard existing heritage features. The result is an extremely delighted client, and an example of what can be achieved under very difficult circumstances.

subcontractor - technical difficulty Canberra Solid Surfaces Canberra Centre Food Court

This project involved both an extremely tight program, and a demanding need for high quality. Supply of limited raw materials, made overseas, placed a further strain on the project. The subcontractor had to design and fabricate the substantial curved seating areas in a complex layout, incorporating illuminated panels, using Corian panels. The panels were delivered in standard sheets requiring the subcontractor to join them seamlessly over a substantial length, and around some very tight radii. The subcontractor was also required to develop a support system for the complex compound curved ceilings to the seating booths and to clad them from floor to ceiling in cork. A first class job undertaken under difficult circumstances.

Commercial sustainable construction Brema Group Efficiency of re-use of resources

Brema Group recognises the efficiency of re-using resources, and salvages any useable material and equipment. Recovered materials include steel pipes from Garema Court, stainless steel doors from Mirinjani Nursing Home Refurbishment, and computer flooring from 16 Mort Street. Separation of materials was also a key focus of Brema Group throughout the Canberra Centre Food Garden project. There are no glass recycling plants in Canberra, so Brema Group stockpiled a substantial amount of glass and transported it to Sydney. With over 1000 tonnes of waste, Brema Group was able to recycle 90% of the material. Brema Group is the proud recipient of the Corporate Award at the 2013 ACT Smart Business Award’s Recycling Program.

Civil sustainable construction Canberra Contractors Ngunnawal 2C Estate

Reuse and recycling of materials has been fundamental to the commercial viability of the Ngunnawal 2C Estate (Broadview). Works consist of bulk earthworks, hydraulic works, shared trench, select layer, street light installation and water quality control ponds. A challenge of the project was managing the some 73,000m3 of BRU and demolition concrete. Stockpile screening and management plans such as Stockpile Beneficial Reuse Management Plan (SBRMP) and Construction Environmental Management Plan (CEMP) were implemented. Additional to this, Canberra Contractors ensured two designated contamination officers (DCO) were present at all times during excavation and transporting of materials for beneficial reuse.

The anodised aluminium panels used extensively throughout the interior of the building provided a unique modernistic finish to this cutting edge facility. The design patterning resulted in a wide range of angular shapes requiring the contractor to “design and construct� the variable panels to meet the Architect’s expectation. Many of the panels were applied to raked, flat and bevelled ceilings including to the three-storey high entry ceiling, and required extremely careful survey, detailed shop drawing and fabrication to achieve the high quality end product.

This project involved the cladding of the external facades with composite Aluminium – Vitrabond panels in a cassette system. The panels were varied geometrical shapes contained within a basically precast facade. Though there appeared to be some repetition in the various panel shapes it became apparent after commencement that the concrete tolerances resulted in almost every panel being unique. As a consequence, the process of individual measure and fabrication placed great pressure on the programme for the subcontractor. Despite this the finished product is of the highest quality.

The Pod Playground at the National Arboretum captures a whimsical, yet grounded, design aesthetic through the inclusion of a range of novel design elements. Bringing this Taylor Cullity Lethlean scheme to life required innovative and ingenious construction methods. Realisation of the design involved many technical challenges, including extensive and exceptionally intricate formwork along organically designed slab facades, the reinvention of some finishing techniques, and climbing and retaining walls. Added to the substantial material requirements, the design’s construction demanded the usual attention to detail needed in children’s playgrounds, and adherence to the rigorous standards associated with such spaces. Overcoming these technical obstacles in themselves is of great merit, but the fact that this is achieved to a very high standard speaks highly of Design Landscapes’ ethos.
