As we look back at 2024, it’s important to take measure of the significant progress we’ve collectively made during the last 12 months on the transformative O’Hare 21 modernization program.

Many of these important milestones are part of a large collection of projects necessary to provide a foundation for the unprecedented investment in redesigned and reimagined terminals, new concourses and other facilities. These foundational projects are a down payment on our efforts to provide an improved, 21st century experience for the millions of passengers who pass through O’Hare International Airport each year.

This progress wouldn’t be possible without the unwavering commitment of the Chicago Department of Aviation and our exemplary airline partners who share the vision of a modern, efficient airport attuned to the needs of today’s travelers. Helping to attain that vision are the many contractors and vendors working every day to deliver a quality product in the most efficient and costeffective way possible.

While O’Hare 21 has garnered much-deserved attention for its scale and ambition, we also celebrate important progress at Midway International Airport. In 2024, Midway opened The Club MDW — the airport’s first-ever shared-use lounge — and completed major repairs to the terminal parking garage, improving convenience and comfort for travelers. These upgrades build on the successful Midway Modernization Program and underscore our commitment to enhancing the passenger experience across both of Chicago’s world-class airports.

I look forward to continuing this significant progress in 2025 and beyond.

On behalf of the Chicago Department of Aviation (CDA), I would like to congratulate all the people and businesses who made 2024 a stellar year for both O’Hare and Midway International Airports. From transformative milestones in the O’Hare 21 program to continued enhancements at Midway, these achievements reflect the strength of our partnerships and the shared commitment to delivering world-class airport experiences for Chicago’s travelers.

When one of the busiest airports in the world undergoes major infrastructure improvements to modernize, expand and improve the passenger experience, it’s important to celebrate our accomplishments. I am pleased to share that O’Hare 21 closed out 2024 with a few marquee projects completed and others well on their way.

Early in the year, we wrapped up the K and L Grade Separated Service Roadway. We broke ground on ElevateT3 and opened the midfield ramp, part of Phase 2 of the Taxiway A and B improvements. Midway garage repairs and a new Terminal 5 baggage handling system were completed, as well as the reconfiguration of the ‘Federal Inspection Service’ facilities to meet customs and border protection standards. The T5 parking garage opened, and Satellite 1 concourse renderings were unveiled.

The historic O’Hare 21 is the result of the CDA’s collaboration with the City of Chicago and our airline partners. Being able to reach alignment with the airlines on the phasing of the projects was a critical step forward in the program.

It’s worth mentioning that our continued commitment to diversity, economic equity and inclusion has been a game-changer for local and small M/W/DBEs, allowing them to make a footprint in the aviation industry. In 2024, CMAR-led procurement awarded 36 small businesses contracts totaling over $251 million, with eight of those businesses operating as primes. And union tradespersons have enjoyed the stability of working on a long-term project, further proof that O’Hare 21 has the power to bolster economic growth for years to come.

The future of one of the world’s busiest airports is in good hands due to the work of O’Hare 21, and I sincerely thank all that have contributed to the program.

WHAT IS O’HARE 21?

O’Hare 21 will transform the airport from curb to gate to meet the needs of travelers through the 21st century and beyond.

O’HARE 21 OVERVIEW

Composed of more than 200 projects that include new and improved terminal buildings, O’Hare 21 will improve the passenger experience, address aging facilities and meet current and future demand. As a result, O’Hare International Airport will be a modern, efficient and accessible international gateway, connecting the world to Chicago and Chicago to the world.

O’Hare 21 is part of Chicago’s strategy to enhance its transportation network, improve connectivity and support economic development in the region. This unprecedented investment is a model of inclusiveness and transparency, creating an opportunity for local participation by businesses owned by minorities, women, disabled persons, veterans, returning citizens and members of the LGBTQ+ community across Chicago’s 77 neighborhoods. As an economic engine for the City of Chicago, the region and the state, this project will create thousands of jobs in design, construction and related industries.

Among the program’s marquee projects

• O’Hare Global Terminal (OGT): A new terminal replacing Terminal 2, integrating international and domestic operations, and enhancing passenger convenience. The OGT will incorporate state-of-the-art facilities and enhanced passenger amenities. The OGT is a key element of O’Hare’s modernization, offering seamless connections for travelers.

• Satellite Concourses: Satellites 1 and 2 will provide additional gate capacity and facilitate smoother passenger flow between terminals.

• Terminal 5 Expansion: Includes 10 additional gates, a new Delta Sky Club and upgraded amenities. This expansion supports both international and domestic flights, optimizing the terminal’s capacity and efficiency.

• ElevateT3: A major overhaul of Terminal 3, which opened in 1962. The project will redesign two security screening checkpoints, expand corridors and holdrooms, as well as develop new commercial and amenity space.

• Airfield Improvements: Runway enhancements and taxiway reconfigurations are part of the plan to reduce delays and taxiing time, and improve the overall efficiency of airport operations.

• Parking and Access Improvements: New multi-level parking structures and enhanced road access will provide more convenient options for passengers, making it easier to travel to and from the airport.

Passengers enjoy an improved experience in Terminal 5 as part of the airport’s transformation that included 10 new gates, vaulted ceilings that welcome natural light and sustainable technology throughout.

The airport’s modernization includes the addition of a Multiple Aircraft Ramp System, or MARS, which can accommodate multiple aircraft sizes for streamlined operations.

At the new Terminal 3 extension, there’s greater flexibility for check-ins and boarding with more holdroom space for passengers.

Expanded seating areas in the new eastern extension of Terminal 5 offer floor-to-ceiling windows that can brighten a traveler’s day.

Crews complete the first phase of a grade-separated roadway running beneath two of O’Hare International Airport’s busiest taxiways. The project provides access to the south cargo ramp via four lanes of traffic, enhancing safety for passengers and employees.

Unveiling of Satellite Concourse 1 Renderings

Mayor Johnson and Chicago Department of Aviation officials unveil the designs for Satellite Concourse 1, the first major component of the O’Hare 21 Terminal Area Plan (TAP). The design by Chicago architects Skidmore, Owings & Merrill (SOM) features wide expanses that are supported by a tree-like structural system, which is inspired by the apple orchard that gave O’Hare its original name, Orchard Field.

Mayor Johnson, Senators Dick Durbin and Tammy Duckworth, Congressman Jesus Garcia and airline partners break ground on the $300 million ElevateT3 project, a major expansion and reconfiguration of Terminal 3. The terminal—built in 1962 and renovated in the 1980s— receives expanded passenger corridors and holdroom spaces; a reconfigured and upgraded baggage handling system; reconfigured Transportation Security Administration checkpoints; and approximately 10,000 square feet of new concessions and amenity spaces.

Tunnel Boring Machine Launches

Crews ready the assembly and launch of the tunnel boring machine, a state-of-the-art, specialized machine to build a nearly mile-and-a-half-long stormwater tunnel running from the Central Basin—near the future location of the two new satellite concourses and associated taxiways—to the South Basin on the southeast corner of the airfield. The tunnel, which is 17 feet wide and 50 feet below ground, runs under two active runways and several taxiways, and is being built without significant impact to airport operations.

Grand Opening of Terminal 5 Parking Garage

Officials unveil a new, 1,700-space parking garage directly across from Terminal 5, the first multi-level parking option since the terminal’s 1993 opening. Offering a mix of short- and long-term spaces, real-time parking space availability information and 48 complimentary EV chargers, the garage is a welcome amenity for travelers to and from Terminal 5.

The next phase of planning begins for the relocation of O’Hare’s most heavily used taxiways, Taxiways A and B, to make room for the new terminal buildings. This critical effort helps ensure safe and efficient aircraft movement for the construction of Satellites 1 and 2.

THE O’HARE 21 TEAM

The Chicago Department of Aviation (CDA) is the City department responsible for the administration and operations of O’Hare and Midway International Airports.

Connect Chicago Alliance (CCA) is the program management office (PMO) for O’Hare 21. The CCA joint venture (JV) team assists the CDA in the overall management of the Capital Improvement Plan (CIP) and provides administrative and technical oversight of the designers and contractors.

The CDA has engaged four Construction Managers at-Risk (CMAR) to deliver O’Hare 21’s signature projects: AECOM Hunt Clayco Bowa (AHCB), Turner Paschen Aviation Partners (TPAP), Austin Power Partners (APP), and Clark-O’Neil T3 Partners (COT3).

O’HARE 21 MENTOR/PROTEGE PROGRAM

The O’Hare 21 teams are implementing the City of Chicago’s Mentor/Protege program to help minority- and women-owned businesses build capacity. Each of CCA’s four JV partners pair up with a small business enterprise and rotate every two years. Similarly, O’Hare 21’s three lead design firms—HNTB, SOM and Studio ORD—are developing minority- and women-owned program management and design subconsultants through one-on-one and cohort-based mentor-protege programs that foster collaboration and provide staffwide learning opportunities.

Bradshaw Consultants President John Bradshaw expressed his appreciation for Jacobs’ mentorship, which he says has enhanced his firm’s marketability.

“I’ve picked up two senior positions between 2023 and 2024. CCA supported me in my desire to hire a senior project manager. I also hired an estimator who has worked for me since this past March who happens to be a PE. That’s something I was always looking for. Having that level of expertise allows me to market that as the company’s capabilities and helps me be competitive for new pursuits. I’ve had a 25% increase in revenue over the last year. This will be my highest revenue year since I’ve been in business.”

Eric Martin, a principal with Ross Barney Architects, thanks SOM for being so open about the way that they do business.

“Some firms hold their processes close to the vest. But this program is open, and there are lessons learned that we have incorporated into our practice. This is the first new airport terminal project that I have worked on. SOM has had a number of sessions on planning and designing airport terminals. These sessions have been very instrumental in my understanding of this building type as we work on Satellite Concourse 1 and 2. One session on Revit, proprietary Building Information Modeling software, was helpful to learn the tricks and best practices on how to use the software more efficiently and more productively. I look forward to these sessions every month.”

Natalia Homedi, president and CEO of Atlas Engineering Group, is grateful to her mentor HNTB for allowing her team to work closely with its civil and structural design team.

“A successful mentor-protege relationship is more than just giving a protege tasks to complete; it is a mutual effort from both parties that allows them to work together effectively. As the design of the main consolidated tunnel progresses, HNTB has made provisions for our key structural staff to work side by side in their office, providing Atlas staff access to hands-on mentoring, answering questions regarding tunnel design and the analysis and modeling that is integrated into the designs. HNTB has provided Atlas with several design tasks within the consolidated tunnel, which allows Atlas staff enough independence to progress on the design while having access to as-needed guidance. This balance of allowing our staff to be involved in the core of the design while also being alongside HNTB is what has made this mentor-protege relationship so successful.”

BRINGING O’HARE 21 TO CHICAGO

The people hired to build a better airport are just as important as what’s being built. Since 2020, the O’Hare 21 team has hosted over 120 events across Chicago’s diverse communities to promote job and business opportunities created by the program.

Workshops like the On-the-Job Business Symposium bring together valuable resources and assist agencies to build a talented workforce.

MIDWAY INTERNATIONAL AIRPORT IMPROVEMENTS REVIEW

The Midway Modernization Program, or MMP, was the airport’s largest upgrade in two decades, bringing with it expanded concessions, improved passenger screening and parking facilities.

2024 Highlights

The year saw numerous projects to modernize and improve Midway’s facilities and elevate the passenger experience.

The Club MDW

In September, Midway opened its first-ever shared-use passenger lounge, The Club MDW. Located in the airport’s Central Market, The Club MDW is available to all travelers regardless of airline or class of service. The 3,300-square-foot space features highcontrast, monochromatic tones, metallic accents and plush upholstery to create a warm, comforting guest experience.

Taxiway Improvements

Taxiway E 1-2-3 modifications were made to the geometry of the taxiways to improve wingtip-to-wingtip spacing and visibility in poor weather conditions.

Runway 13L-31R was closed as a runway and converted to Taxiway H. The southern portion of this taxiway will be in the footprint of the new central terminal pad.

The Club MDW in the airport’s Central Market lets guests enjoy areas for work, relaxation, and socializing.
Crews create concrete islands between taxilanes for better visual clarity for the pilots, particularly in adverse weather conditions.

Midway Parking Garage

In November, crews completed extensive repair and rehab work on the Midway Terminal Parking Garage adjacent to the airport terminal. Each of the garage’s six floors received ceiling and ramp repairs, with portions of the garage remaining open during the work to minimize the impact on travelers. It was the first major repair project for the 25-year-old garage.

New Midway Concessions

Several concessions opened at the airport. Among the new offerings:

• R.J. Grunts – Concourse B

• Seating Area – Central Market

• The Club MDW– Central Market

• Fannie May – Concourse A

• Hudson – Lower Level Baggage Claim

• Hudson – Concourse C

As part of the modernization, updates were made to the Midway Terminal Parking Garage, adjacent to the airport terminal.
R.J. Grunts, known for its legendary burgers, can be found in Concourse B.

MIDWAY MODERNIZATION PROGRAM—COMPLETED 2023

The Midway Modernization Program was the airport’s most comprehensive upgrade in more than two decades. Launched in 2015, the eight-year program created new amenities and improved operations to enhance the passenger experience.

Security Checkpoint Expansion (completed 2020)

This project dramatically widened the existing pedestrian bridge over Cicero Avenue, creating an expanded terminal space that doubled the TSA’s hourly screening capacity. The work also reallocated approximately 18,000 square feet for additional concessions development.

Concessions Redevelopment and Central Market (opened 2023)

Increased total concessions area from about 40,000 square feet to about 70,000 square feet—creating space for more than 70 new dining and retail brand options.

Central Market, located at the intersection of Concourses A and B, features multiple restaurant and retail options, offering new brands from diverse ownership teams.

More shops to enjoy are part of reinvented passenger experience at Midway, from ticketing to takeoff.

Terminal Garage Enhancements (completed 2021)

Midway’s main parking option—the terminal parking garage—received an extensive modernization to improve the customer experience. Elevators were modernized, electric vehicle charging stations were added and a new revenue-control system was installed, along with lighting upgrades and other improvements.

Improvements begin when you park, including added electric vehicle charging stations, revenue–controlled payment systems, and lighting upgrades.
