The year is almost over. The 2010 District meetings and activities are history, and if you were able to take part in at least some of them, you had fun a filled, informative and adventurous year. Thanks to all the Squadrons and members who helped to plan and run the 2010 events. As we all know…….they don’t happen by themselves. The USPS D/5 Officer Training and Spring Conference is the first District event each year, and the 2011 Conference will be held on the weekend of March 25 – 27 at the Princess Royale Hotel in Ocean City, MD. The information and reservation forms can be found in this issue of Mark 5, and on the D/5 Website, Spring Conference is a great way to kick off our year. It gives us a chance to get reacquainted with old friends, and share our winter adventures with each other. It’s an opportunity for new Squadron Officers to get indoctrinated in the responsibilities they have accepted by attending classes and seminars organized by our experienced members. It’s a setting that allows us to relax and have some fun by visiting the hospitality suites on Friday night, attending the Banquet and Change of Watch Saturday evening, and then meet the incoming Bridge at a reception on Sunday morning. But most important, it’s the one event where we can all show support for the new Bridge Officers as they take on the challenge of guiding the District in the coming year, and say “Thanks” to the outgoing Bridge for their dedication and hard work during the preceding year. Delhigh is proud to be the host Squadron for this event in 2011. We’ve had fun preparing for this, and look forward to meeting everyone and serving your needs during the weekend. D/C L. Chris Brown, JN Lots of Change is in the air…are you feeling it! Winter is cold, some do not like it. Change is new, some do not like it! The 2010 D/5 Fall Conference is past and there were many rewarding experiences that were shared, some were not as rewarding as others. But overall, it was a wonderful, delightful time together. Next year, mark your calendars for Fall Conference in Gettysburg, yes, in the countryside of Pennsylvania and the famous Civil War battlefields. Given some good weather, this may be quite an enjoyable weekend with the history of our country and the camaraderie of District 5 Power Squadron people. Fall Conference 2010 in Rockville marked the Council’s and Conference’s unanimous approval of a new D/5 mission statement, maybe long overdue in writing. I encourage you to visit the District website and read the statement carefully, as it opens new opportunities to work together to give squadrons what they really want. Please let the District Bridge or your Squadron Commander know your feelings as to better ways for all of us to achieve these objectives. Let me return to the subject of changes in USPS. It might be appropriate to list and review them as we know today, there are many; and the order of them is not prioritized below by any importance. The importance is ranked by their importance to you as a squadron member. So let’s begin……….. 1. There is a new cyber squadron drafting process for the public to join as members from the internet. So far in 2010, it is the fastest growing source of new members in USPS and their membership transfer is made available to Squadrons close to where they live. 2. A new start-up program similar to “power of one” will acknowledge members who bring new members into the squadron. Every member is on the membership team. 3. There are significant enhancements to the benefits package available to members. Discounted cruises, vacations, prescription medicines, health care, long term care and health screenings, wireless phones, Sears retail purchases, boat, auto and home insurance, identity theft, etc., all listed on the website: www.USPSbenefits.org.

4. New series of Leadership Development Workshops to help members become leaders in their squadron and advance to leadership roles. To date 350 members have taken the first AO/DAO program, and the second program for XO/DXO will be rolled out in Orlando this winter. Look to District to continue these day long courses of leadership training as was presented at our last Fall Conference. 5. The growing BOC program offers “on the-water training” for boaters to learn and enhance skills. Additional insurance discounts will be offered to members completing the different skill levels. 6. A CPR/FIRST AID program has been initiated at the District level to both train at the District level and to help squadrons develop their own programs. Fall Conference had 25 students at the first District CPR/ FIRST AID day long program; all were pleased with the results and recommend continuation of the program. 7. A growing Squadron camaraderie by sharing events regionally among squadrons on land and water is evolving in the district. These collaborations, with focus to unifying all district squadrons through strong District 5 activities, is building friendships and hopefully retaining members to be part of a social keystone. 8. More membership recruiting incentives will push growth in squadrons. Beginning 1 Dec., National will offer free 6 months membership to students completing ABC3 classroom public boating courses. If squadrons follow with free membership, it helps get members in the door. The issue then becomes mentoring and retaining. 9. We have freedom to teach member courses to the public. This freedom enhances both the image of USPS educational programs and demonstrates more reason to become a USPS Squadron member. We need to move forward with this concept. 10. USPS is developing more partnerships with outside boating organizations, suppliers, and manufactures to storefront the USPS mission. An example is the Brunswick pilot program to educate in classrooms with USPS materials right in the dealer showroom. District 5 will participate in this program starting next year. I particularly like the partnership evolving with the USCGA to sponsor and help with on water training of boating skills. USCGA members may become Power Squadrons members. 11. District is attentive to and sharing the successes of Squadrons performing their various Civic Service activities through the new Community Outreach efforts. Squadrons contribute in many ways to the community and surrounding locales, it’s time to better recognize and publicize these efforts. 12. There is more squadron participation in Co-op charting activities. 50% more squadrons were on this year’s NOAA Honor Rolls, and there was a 33% increase in members participating. Learn more at the upcoming NOAA Workshop in Norfolk this spring. 13. Communications are a priority at District 5. Look to virtual meetings via the internet using programs like CITRIX “Go- to-Meeting.” Trial participation was extremely useful in the past year among our District Bridge members; watch this grow in 2011 to squadrons and their committees.

14. Membership is slowly “Coming About.” We still have some troubled squadrons which will require some help. This will turn and diminish in the future. Strong recruiting and member retention are the keys to the future. The marriage of Education, Civic Service, and FUN will prevail. Start to prepare yourself for Spring Conference back at the Princess Royalle. Some things there will not change, but be prepared to try something new. Do something different. Come and experience our best gathering of the year, 24-27 March 2011, on the ocean in Maryland. If you would NOT like to be really cold, and I say that with reservation after last year, come to Disney Coronado in Florida for the National meeting. You will find many of D/5 friends down there trying to warm up! I hope that perhaps you are beginning to realize that this is a good time to be a member of USPS and your Squadron. For you as a boater, new or experienced, membership offers you just about everything. As we have said before, “Be Proud” of your organization, help it along anyway you can. Enjoy your Holidays with your family and close friends, and truly enjoy the times with your USPS neighbors in our vast District of Friends. And Happy New Year 2011!

D/5 makes its mark at National Meeting At the Governing Board meeting in Bellevue, WA, at the beginning of September, District 5 kept its usual reputation as we won the MIRA award again. This award, Membership Involvement Retention Award, is named for and in memory of P/C/C William D. Selden IV. We won the very first one and several since and it is ours again this year. In addition, the Carl C. Mahnken award for Powerpoint Presentation second and third places nationally went to Hampton Roads and Colonial respectively. Third place nationally for the Charles F. Chapman Hardcover Scrapbook was won by Kent Narrows and Colonial took first place nationally in the category of Radio Public Service Announcement. Look for D/5 to collect more trophies and plaques in Orlando at the Annual Meeting, 1—6 February!

WHAT DO I DO IN AN EMERGENCY?? During the recent Fall Conference, you had the opportunity to take the American Heart Association’s Course in First Aide, CPR, and AED Operation. Included in this was a special section on medical concerns and emergencies for boaters. 25 District 5 members took advantage of this offering. There was a nominal fee for the course (How much is a life worth??). The course was taught over an 8 hour period (a working lunch). Both Lee and I have been certified in the past by the American Red Course. This course went into more detail especially covering the on the water emergencies, such as: CO Poisoning Seasickness

can be used any day anywhere. Why Should I take this course?? 1. It gives you the knowledge to help someone in distress 2. If you are a boater and have an emergency on the water, this course can prove to be the difference between providing aide and just standing by helpless. 3. I hate to admit it but, we are all growing older and in an emergency, I would hope someone with this knowledge is close by. Do you know the response time for an on water emergency?? It can be from 60 to 200 minutes without outside help. This course gives you the basics to handle many on the water emergencies. The groups which present these courses are all USPS members, but teach the course under the American Heart Association Guidelines. On successful completion of the course, you will be certified for 2 years vs. 1 year for the American Red Cross. P/C Alan Karpas JN, has given an overview of the course to Deleware River Power Squadron recently he and the other instructors are willing to come to the squadron’s location and teach this needed course. It cannot be to individuals, but to a group of members or family who wish to take the course. There is a fee, which considering what you are gaining in knowledge is reasonable. P/C Richard H. G. 2010 Fall Educational Conference On the weekend of 5-7 November, District 5 squadrons converged on the Rockville Hilton Hotel in Rockville, Maryland for Fall Conference. Your district educational team was the main event, and worked hard to present an interesting and fruitful program for all who attended. Friday afternoon sessions were an Instructor Recertification Seminar, Certifier Training for the new Boat Operator Certification program, and a review of system tools, including Boating Course Reporting and using Excel spreadsheets. We are committed to instructing and updating squadrons in the newest USPS educational programs and tools at district events. Saturday’s full schedule included an all-hands meeting at which guest speaker John Page Williams of the Chesapeake Bay Foundation brought interesting perspective to area history and culture. A general Educational Department briefing for SEOs and others interested was given, featuring news from the national organization: highlights included new provisions for offering our advanced courses to non-members, and the new partnership with Brunswick boating group and its dealer network. Stay tuned for developments as the Brunswick pilot program proceeds.

Also part of Saturday’s educational program was a USPS University Seminar entitled Using Radar, delivered by P/D/Lt/C James Heckman, SN. A second Instructor Recertification seminar was given, so that nobody would miss the chance, and at an SEO and ASEO Roundtable, your squadron educational teams weighed in on district team structure, meetings and communications. Thanks to everybody for their work in these areas. The Banquet on Saturday evening was held in the 10-story atrium of the hotel: unusual for it to have been in full view of the public, but the event was made the grander for it. Our guest from the Portuguese Embassy, Colonel Temporeo, presented our top educational awards for the 20092010 Educational Year. The beautiful and prestigious statue of Prince Henry the Navigator and presentation book of ancient charts was awarded to Main Line Sail and Power Squadron for improvement in Offshore Navigation completions, and the model Caravelle ship award went to Cambridge Sail and Power Squadron for improvement in Seamanship, Piloting and Advanced Piloting completions.

He deserves our hearty congratulations Maryland and Virginia Cuising Guides; Dave Luce, of for his efforts at what makes USPS great! And Martek Kent Island spoke to the Electro-mechanical while the awards are too many to list here, we Systems session; and CDR Brian Peter, USCG, also a extend congratulations to everyone who was recent member of Rockville squadron, addressed the Boat recognized this year at the conference. SAO Leadership Development Class: Warriors to Chieftains On 5 November, DAO Jeff McKinney, JN, presented the new USPS SAO Leadership Development course. This was an all-day event, and the first time the course had ever been presented in D/5. Nine highly motivated and enthusiastic students from all over the district participated. The course is primarily intended for Administrative Officers, their assistants, and nominees to those positions. During the course the students participated in discussions, exchanged ideas and experiences and role-playing. Topics such as Leadership vs. Management, Team Building, Problem Solving, and Planning & Executing Effective Bridge Meetings were presented. This is the first of a three-class series being developed by USPS Leadership Development. The next level is geared for the DXO/SXO positions, and expands on the content from this course. It will debut at the National Conference in Orlando in February.

We hope to present both courses within D/5 some time next year. There is another course for the District or Squadron Commander projected for availability in early 2012.

Notes and News from the D/5 LAW COMMITTEE What is a “trust” and how do you know if you want or need one? First rule: a trust is a legal entity and should be created and administered only with the services of a professional who is competent to do so. Creation and administration of trusts is not for amateurs. Second: there are many types of trusts, created to deal with many different situations and desires of the creator of the trust. For example, trusts may be created by someone’s will, to come into existence upon the death of the creator of the trust. This is known as a testamentary trust, and should be done with the guidance of an estate planning specialist. Other trusts may be created to come into existence during the lifetime of the creator. These are known as inter vivos trusts, using the latin for “among the living.” Third: trusts are formal relationships that must be distinguished from informal arrangements that merely express the desires of the person creating the relationship, but without the legal formalities needed to create a legally recognizable trust. Generally, a trust is established by the transfer or conveyance of property from the owner, or settlor, to someone or some entity, such as a bank or trust company (the trustee or trustees), usually by a written document ( a “deed of trust” or a “declaration of trust” or a “trust indenture”) that states the purposes for which the trust has been created, the powers of the trustee to deal with trust property, distributions to those for whose benefit the trust has been created (the “beneficiary or beneficiaries”), whether the trustee is to be compensated and how, how new trustees are to be appointed when necessary, and many other details needed to state the intentions of the settlor or to meet legal and tax requirements. Along with the complications of establishing a trust come those related to administering the trust. As a legally recognized entity, it will need a tax identification number and will have to file reports with state and federal taxing authorities. In addition, the law generally among all states is that beneficiaries have the right to request accountings by the trustees, to see the pertinent records of the trust, and even to request an audit of the trust property, income, expenses and distributions. A far less formal process can involve an outright gift, with an expression of a preference or desire as to how the gift is to be utilized. So, for example, someone who wants to make a gift to a squadron to support the educational activities of the squadron, can do so by establishing a formal trust for that purpose, naming trustees and providing all the complexities of a trust, or that person can make a gift to the squadron with an expression of his or her preference as to how the gift and its income should be utilized. The squadron can establish a “fund” named for the donor and keep a separate accounting of the gift and its proceeds, but the fund actually becomes property of the squadron and is accounted for with the other financial transactions of the squadron. No separate tax ID is needed and no separate reports are filed with regard to the fund. There may be other ways to effectuate the desires of someone who wants to benefit a squadron, a district, or the national USPS organization, and a qualified practitioner should be consulted in each case. But the general rule of any transaction applies here as well, namely the simpler the better. So if setting up a “fund” will work as well as creating a “trust,” try to use the least complicated format that will accomplish the desired results. D/1st/Lt M. Everyone is aware of their own squadron’s history and their individual upcoming anniversary in 2011. Did you realize that in 2011, 54% of District 5 will celebrate anniversaries of 50 years of greater, with 2 Squadrons (Delhigh and Dundalk) joining this exclusive group this coming year. In the next 5 years that number will grow to 65%. Not to mention that in 2015 we will have our FIRST Squadron celebrate their 100th Anniversary when Potomac River reaches this grand milestone.

As Squadrons make preparations for their anniversary celebrations, they are encouraged to submit articles to the Mark 5 for publication to keep the District membership informed of upcoming celebrations. 19

Squadron Snippettes (Happenings from around the District)

“Delhigh’s 15th Annual Land Navigation Contest “ Today starts out a little different than other Saturdays. It is finally here, the “15th Annual Land Navigation Contest’ hosted by Delhigh Power Squadron Squadron. Individuals have traveled from far off places (like Philadelphia, Delaware, New Jersey, etc.) to enter “The Road Rally”, to test their skills following directions and navigating the roads of a predetermined land course. This year Delaware River, Kingsway and Delhigh Power Squadrons of District 5 were represented along with friends, family, coworkers, and neighbors from the area. Of the 54 individuals that attended, 20 were Power Squadron members. This years Road Rally started with breakfast at the world famous Coopersburg Diner in, you guessed it, Coopersburg, PA. The Rally Master (we’ll call him RM from now on) arrived at the diner at 8:45am, Richard Fuse and Joe Siddon and their crews were already there having breakfast. By 9:05am the RM was really nervous, the reserved seats were empty, he mentioned to one crew, he hoped he gave everyone the right diner address. Finally rally crews stated coming in for breakfast, you could see the relief on RM’s face. Breakfast was served and the instructions were gone over, such as – BR means bear right, SS = stop sign, obey the laws, remember this is not a race and so on. Now 10:15am, the time of departure had arrived to put your skills to use. A crew is the Driver, a Navigator, and the observers looking for clues to answer questions and to find pictures. Nikki, gave out the packets, and directed traffic out of the main parking lot. Now there is a little hold up, Cindy’s car will not start. Kevin Minnich, got his truck and cables, a truly good deed —— blocking the exit of the parking lot. Regular patrons and Rally Crews were on a holding pattern to leave the lot, almost looked like congested Rt. 22 at rush hour. Now all vehicles are running —— Let’s start the Rally. The cars left with time spacing between them. Good luck you are on your own!! The RM and Nikki, left for the half way point to greet the cars as they came in so they could pick up their second half packets. Once again, no phone calls, no one entering the half way parking lot

— either they are all lost and there is no cell coverage here or this is going to be a really good close rally. Finally the first car came in about 12:05pm. Once again relief on the RM’s face, they made it. The crews did a short stop and off again to the final destination. Second half packets were given out and off you go. One little problem, Cindy knew where she was but her car was having trouble finding the half way point. Finally she pulled into the parking lot to get her packet. The RM and Nikki, left for the final destination. When they arrived, a few of the crews completed the course and were waiting to turn in all their paperwork to get graded. They all went inside the restrurant, once inside a few crew members choose to have an adult beverage and discuss the day events, a fun ending comparing notes. Finally everyone completed the course and made it to the ‘Terrace Restaurant’ in Walnut port, PA, for a sit down dinner with all the trimmings. Dinner was excellent and the staff deserve a job well done. The papers were graded, 1st, 2nd, 3rd and last place prizes were awarded, a raffle was held and approximately 10 items were given away. The RM thanked everyone for making this another successful event and hopes that we see everyone again next year and tell your friends. The fellowship and laughter among seasoned and first timers is what this event is all about. Bringing individuals from different areas and backgrounds with a common interest of sportsmanship and adventure together to enjoy the day driving along back roads, following directions, answering questions, and looking for a few pictures and seeing some of the country side in our own backyard which we take for granted every day, but never take the time to explore and enjoy. Relax, take a little time to explore your area, you never know what you may learn. Keep watch in a future issue of the Mark V to find out the date of the 16 th Annual Land Navigation Contest, mark your calendar and plan to attend. Once again thank you for making this another successful Delhigh event.
